EUOBSERVER / BRUSSELS - Internet search giant Google may face a second EU anti-trust probe after a French company on Tuesday (22 February) lodged a complaint against alleged abuse of its dominant market position. 1plusV, a developer of specialised search engines in the French language, has accused Google of artificially favouring its own websites and pushing down other competing search sites in search results.

Google also prioritised its own specialised searches for books over those of competitors, without visually differentiating them from the rest of the searches, the French company said.EJustice.fr, one of the search engines developed by 1plusV and specialised in legal issues, last year lodged a first complaint that Google did not display its search results fairly, a probe which was taken up by the EU commission and may result in a multi-million euro fine.In reprisal for that legal action, Google cut off links to thousands of websites, 1plusV claims. For EJustice.fr, the consequences have been catastrophic in terms of its traffic, with lasting effects, the company said in a statement.The European Commission will give Google the opportunity to comment on the allegations raised before deciding on what, if any, further steps to take, a spokesman for the EU body said Tuesday.Google said it will work with the commission and the rival companies to explain the many different parts of our business. The internet search giant said that in order to confound spammers and make results more relevant, it regularly makes changes to its search algorithms, which may result in websites suddenly having their ranking changed.

The US company, which processes over one billion internet search requests per day, has about 80 percent of the European search market, according to research company comScore Inc. Under EU law, companies with a dominant market position need to treat their competitors fairly and restrict the amount of products and services that can be bundled to their primary offer.In a landmark 2007 case, an EU court ruled that Microsoft improperly tied its Media Player software to the dominant Windows operating system to the detriment of European media-software vendors.Two years later, the commission imposed a record fine of €1.06 billion on micro-chip producer Intel for abusing its dominant market position to the detriment of its European competitors.

EUOBSERVER / BRUSSELS - EU member state experts have voted to allow tiny quantities of unapproved genetically modified crops into the Union in the form of animal feed, prompting fierce condemnation from environmental groups, who say the decision sets a dangerous new precedent.The EU standing committee on Tuesday (22 February) decided to allow a 0.1 percent contamination threshold for unauthorised GMO products in animal feed imports, a measure that industry, exporting states and the European Commission say is necessary to prevent supply disruptions.Supporters of the move point to rising food prices and the supply chain disruption caused in 2009 when several shipments of US soya beans were impounded due to the discovery of traces of unauthorised genetically modified material.By allowing trace amounts of unauthorised GMO products in future animal feed imports, the commission aims to prevent a repeat of the 2009 events, allowing feed dealers to commit to expensive shipments with less fear of them being impounded.The EU livestock industry relies heavily on animal feed produced outside the 27-member bloc, importing 51 million tonnes of feed last year, roughly half of which was authorised genertically modified soya beans from Brazil and Argentina developed by US biotech company Monsanto.Environment groups say Tuesday's decision, which still needs European Parliament approval, is both unnecessary and dangerous, ending the EU's zero-tolerance policy towards unauthorised GMOs.

There is no need for this unless you are a shareholder in Monsanto or other US biotech multinationals and you want to expand into Europe, Greenpeace campaigner Mark Breddy told this website. It's purely commercial pressure and the commission is supporting it.A similar vote earlier this month failed to garner sufficient support from France and a list of other EU member states, prompting the commission to make changes.Under the new text, only unauthorised GMO imports with an application pending with the European Food Safety Authority (EFSA) for at least three months will be allowed into the bloc. As demand from large emerging countries such as China continues to surge ahead, the area of the world's farm-land used for growing genetically modified crops increased by about 10 percent last year, according to new data published on Tuesday.The use of genetically modified seeds grew fastest in Brazil but fell in the EU, said the International Service for the Acquisition of Agri-biotech Applications (ISAAA).

Poland backs Franco-German pact, but wants in on talks

EUOBSERVER / BRUSSELS - Non-eurozone country Poland has signalled it wants to be in the room for upcoming eurozone discussions on deeper economic integration and boosting competitiveness.On 11 March, the 17 EU states that employ the single currency are to hold a summit of premiers and presidents in the European capital.We want to share ownership of the discussion of member states on how to make the EU more competitive, the Polish junior minister for EU affairs, Mikolaj Dowgielewicz, told EUobserver. Poland has something to offer ... We can share our best practice with the other member states. Already as long ago as 1997 we introduced our own debt brake,he noted.Warsaw argues that much of what will be discussed has ramifications for the future of all 27 EU countries, including those currently outside the single currency. But the Poles, along with other non-eurozone states, have been excluded, even though other such summits will be open to them in future in what will be known as a 17 plus (those that are interested) formulation.Poland, the largest eastern EU country, says that it is not banging on the door to be included in the 11 March talks. But on Wednesday, it is to distribute a paper to other member states arguing that EU rules do not permit such exclusion.Our reading of the legal basis for this discussion requires a 27 minus' rather than a 17 plus' discussion, one Polish diplomat told this website.In the Polish paper, seen by EUobserver, Warsaw argues that: A profound response can only be built with full involvement of the interested parties. We therefore welcome inclusive initiatives that allow every willing member state to participate and that inclusiveness has always been a cornerstone of the European integration.

The paper endorses the so-called community method, meaning that it prefers proposals to come from the European Commission not ad hoc groups of member states, as in the Franco-German case. It says that: Poland unequivocally supports a strong role of the EU institutions, including legislative role of the commission, in co-ordinating our economic policies. The EU institutions are an effective forum of balancing interests of member states.There is a strong emphasis on the traditional method, with the commission's right of intiative [to propose legislation], said the Polish junior minister.In the paper, the Poles also signal their full backing for all the demands made by Berlin in the Competitiveness Pact, including amendments to national legislation to enforce budget discipline, corporate tax base convergence, the elimination of the linking of wages to inflation, common retirement ages and, crucially, closer economic integration.Warsaw says that its constitution already limits public debt to 60 percent of GDP. Poland has also recently introduced a bill that limits discretionary spending to one percent above inflation.The Franco-German pact ran into opposition from some eurozone countries over its proposal for constitutional amendments, increased retirement ages and the elimination of wage inflation-indexation. Poland however, backs Germany on all these points. They need support and we are more than happy to give that, but we need to be included, a Polish source said.Polish diplomats also spoke with EU Council President Herman Van Rompuy on Tuesday evening about his efforts to build a consensus on improving EU competitiveness along the lines of a Franco-German pact, but with the involvement of all member states. Mr Van Rompuy is trying to forge a Competitiveness Pact 2.0 by taking soundings from all member states on the issue.

EU registers first energy shock from Libya unrest

EUOBSERVER / BRUSSELS - Italy has been forced to shut down the Greenstream pipeline from Libya, losing 13 percent of its daily gas imports. Regional experts warn that worse is to come.The Greenstream move on Tuesday (22 February) was made due to safety concerns for Italian energy firm ENI's Libya-based workers, which help to operate the 520-km-long pipeline out of the Libyan port of Mellitah to Gela in Sicily.An ENI gas installation. The company sent a note to major clients, such as fellow Italian energy firm Edison, warning it cannot guarantee normal supplies (Photo: eni.com)Italy's economic development minister Paolo Romani told reporters Rome will hold a crisis meeting on Wednesday but said there is no risk of energy shortages. ENI said it can draw on extra supplies from Algeria, Norway and Russia. A European Commission spokeswoman added: There's a lot of gas on the market ... There is enough gas to supply to households and also to companies.Several other energy companies, including BP, Repsol, Shell and the Netherlands' Royal Bam, are also making arrangements to get their workers out of Libya.Spain is the only other EU consumer of Libyan gas. But the EU is more heavily dependent on Libyan oil. The Paris-based International Energy Association says Libyan oil in 2010 accounted for over 20 percent of imports to Austria, Ireland and Italy, around 15 percent to France and Greece, over 10 percent to Spain and Portugal and around 8 percent to Germany and the UK.

The unrest has already seen world oil prices jump upward. A worrying report on the US weekly Time magazine's website on Tuesday indicated that the situation could drastically deteriorate.Time's intelligence columnist, Robert Baer, a former CIA field officer in north Africa and the Middle East, wrote: A source close to the Gaddafi regime I did manage to get hold of told me the already terrible situation in Libya will get much worse. Among other things, Gaddafi has ordered security services to start sabotaging oil facilities. They will start by blowing up several oil pipelines, cutting off flow to Mediterranean ports. The sabotage, according to the insider, is meant to serve as a message to Libya's rebellious tribes: It's either me or chaos.Two weeks ago this same man had told me the uprisings in Tunisia and Egypt would never touch Libya, Mr Baer noted in a caveat.Italy and Malta are on the front line of the EU reaction to Libya due to their proximity and historical ties. Both countries, along with Cyprus, are opposed to Finland and Germany's recent call for diplomatic sanctions against Libya.Italy's Ansa news agency says that Italian leader Silvio Berlusconi called Libya's Moammar Gaddafi on Tuesday to assure him that Libyan protesters were not armed with Italian-made rockets, an accusation Mr Gaddafi had made on TV. A Maltese diplomat told the Times of Malta: Twenty-five countries are objecting [to EU sanctions] and only two are in favour of sanctions.For her part, EU foreign affairs chief Catherine Ashton on Tuesday said she has frozen talks on a basic EU-Libya trade pact.

The four EU countries on the UN Security Council - France, Germany, Portugal and the UK - the same day signed up to a resolution which says: They underscored the need to hold to account those responsible for attacks, including by forces under their control, on civilians.UK Prime Minister David Cameron suggested that in future, the EU should cut off aid to countries that violate democratic values. And EU commissioner Michel Barnier said the bloc should build a common agricultural market in north Africa to alleviate social tension linked to food prices.Behind the high-level debate, EU countries are stepping up their evacuation efforts.Bulgaria and Italy each have around 1,500 nationals stuck in Libya, with government and military jets sent in to extract them.France sent three military planes on Tuesday and said it has 500 nationals keen to leave. Germany is boosting commercial flights and gave a figure of 400 citizens. Greece for its part is sending passenger ships to Tripoli and says it has 300 nationals. The Netherlands sent a naval frigate to fetch out its 100 or so souls.A Portuguese military plane took 84 citizens out on Tuesday, but 56 more are waiting. And the UK has sent a warship to the region to support its repatriation effort, saying a few hundred Brits are marooned in Tripoli airport.

PA Institutions Boycott U.S.

Organizations associated with the Palestinian Authority in east Jerusalem announced on Wednesday that they are boycotting the local U.S. consulate.The reason for the boycott is to protest last Friday’s U.S. veto at the United Security Council meeting that torpedoed an anti-Israeli resolution.PA and Arab leaders had submitted a request to the Security Council to vote to condemn Israel for allowing Jews to build homes within Jewish cities in Judea and Samaria. President Barack Obama had attempted to prevent the PA from submitting the resolution to the Security Council in a phone call to PA head Mahmoud Abbas in which he reportedly offered a benefits package, but all the suggestions for a compromise were rejected. This lead to the U.S. placing a veto on the resolution, which would have otherwise passed as all the other 14 members voted in favor of it.The resolution condemns construction for Judea and Samaria Jews as illegal and a major obstacle to peace. In addition, it would state that the UN is prepared to send envoys to the region to examine the realities on the ground.Senior Fatah official Hatem Abdel Kader, who holds the Jerusalem portfolio for the PA, told AFP on Wednesday that the newly announced boycott against the U.S. would see the 28 Arab local councils in Jerusalem cutting ties with the consulate.The Palestinian institutions in Jerusalem have decided to boycott the U.S. consulate in Jerusalem in protest against the U.S. veto, Kader told AFP. We will cut our relationship with all American institutions, including with USAID and we will not take any help or money from them.

According to AFP, approximately 28 local councils have agreed to join in the boycott, which would include political meetings and contact with U.S. officials.

Terrorists Fire Two Rockets at Be'er Sheva; IDF Retaliates

Gaza terrorists fired two Grad rockets at Be'er Sheva on Wednesday evening. The rockets hit the city. One rocket exploded in a building and caused heavy damage to the place. Police forces are scouring the area trying to locate the second rocket.
Six adults and four children were taken to Soroka Hospital in Be'er Sheva after suffering from anxiety following the explosion, the hospital spokeswoman said.The attack was the first of its kind since the conclusion of Operation Cast Lead in early 2009. It follows a steady trend of escalation of terrorism in Gaza. During Cast Lead terrorists hit Be'er Sheva seven times, causing injuries and massive damage to property.In response to the attack on Be'er Sheva, the IAF targeted a terrorist squad in the Northern Gaza Strip a short time after the attack, in the same location from where the rockets had been fired towards. A direct hit was confirmed.The IDF noted that it will not tolerate any attempt to harm Israeli civilians or IDF soldiers, and will continue to respond harshly to terror. The IDF holds the Hamas terrorist organization solely responsible for maintaining the calm in the Gaza Strip and for any terrorist activity emanating from it.

On Wednesday morning Gaza terrorists fired five mortar shells at soldiers and civilians in the Negev. The IDF responded by firing on several terrorists, injuring them. One of the terrorists later died of his injuries.While Hamas initially claimed that the wounded terrorists were in fact civilians collecting building material, the deceased man has been claimed by Islamic Jihad as a member of the terrorist group.
Terrorists in Gaza have been escalating their attacks on Israel for several months. In November, terrorists fired on Ofakim for the first time since Cast Lead; attacks on Ofakim and Netivot continued in January. EU and US Consider Sanctions on Libya

France and Germany called on the European Union on Wednesday to consider sanctions on Libya by suspending economic, commercial and financial relations with the country.
The request came in response to the brutal crackdown by Libyan leader Moammar Qaddafi's on the anti-regime protesters in his country.According to a report in The Wall Street Journal, French President Nicholas Sarkozy asked his foreign minister to propose that EU member states quickly approve concrete sanctions against those responsible for the violence in Libya. These sanctions could include prohibiting their entry into the EU and tracking their financial transactions.The French president urged Libya's leaders in a statement to quickly start dialogue to end the tragedy in the country. The international community cannot remain a spectator facing those massive violations of human rights, he said.German Foreign Minister Guido Westerwelle said that sanctions are unavoidable if the bloodshed in Libya continues. The Wall Street Journal quoted a German government spokesman, who said that Germany is consulting with other European governments on possibilities for sanctions.On Wednesday, a European committee on security and defense met in Brussels to discuss options for action against Libya. A German foreign ministry spokesman told The Wall Street Journal that no decisions have been met but that European leaders were considering their options, including those suggested by France.The EU's foreign affairs chief, Catherine Ashton, issued a statement following the meeting saying that the European Union stood ready to do whatever was necessary to bring Qaddafi to account for his brutal actions against protesters.The EU stresses that those responsible for the brutal aggression and violence against civilians will be held to account, Ashton said. The EU is ready ... to take further measures.

Obama condemns Libya violence
Meanwhile on Wednesday, U.S. President Barack Obama sharpened his condemnation of the events in Libya, using the sharpest terms Washington has yet used, The Associated Press reported.According to the report, Obama directed his administration to prepare a full range of options, including possible sanctions against Libya, that could freeze assets and ban travel to the U.S. by Libyan officials. Obama added that he would send Secretary of State Hillary Clinton to Geneva for talks with international diplomats aimed at stopping the bloodshed and formulating a unified global message to Qaddafi.The suffering and bloodshed is outrageous and it is unacceptable, The Associated Press quoted Obama as saying to reporters after his meeting with Clinton at the White House. So are threats and orders to shoot peaceful protesters and further punish the people of Libya. These actions violate international norms and every standard of common decency. This violence must stop.

While this was Obama’s sharpest condemnation of the violence in Libya, he once again failed to call on Qaddafi to step down, despite heavy pressure exerted on him by critics to do so. In his message on Wednesday, Obama also did not lay out specific measures that he would take if Qaddafi did not respond to the appeals to stop the violence.Obama also urged the entire region to embrace reforms. The decades-old luxury of women's rights in Tunisia, a precedent-setting and unique phenomenon in the Arab world, may be in jeopardy.Tunisia has been at the forefront of the movement in the Arab world to ensure equal rights for women, and many women have been among the citizens recently demonstrating in the streets.Numerous social forces are struggling for control of the government and the country's future: an issue all too familiar in democratic societies, especially those still in formation.

That drive for freedom and democracy could backfire, however, if the low-income majority of the population decides to vote for an Islamist-run government.President Zine al-Abidine Ben Ali fled to Saudi Arabia three weeks ago after the self-immolation of 26-year-old Mohamed Bouazizi sparked the Jasmine Revolution.The upheaval has since spread to Egypt, where President Hosni Mubarak was toppled from power. It also spread to numerous other Arab countries in the Middle East.The latest nation to ignite is Libya, where dictator Muammar Qaddafi has launched a bloody civil war in an effort to hold on to his regime. Yemen, Morocco, Algiers, Djibouti, Sudan and Iran have also been struck by Days of Rage as populations throughout the region rise up to overthrow their rulers. But analysts are speculating that many governments are at risk of falling into the hands of Islamist extremists who will establish a government ruled by Shari'a (Islamic law).The poor people [who are the majority] are the most religious, a local source from the capital told Israel National News in an exclusive interview Wednesday, on condition of anonymity. Those who are unemployed and poor may easily support and accept the rule of the Islamists under these conditions.As supporters of the Islamic Movement protested last week, a group of women, leftists, artists and performers held a counter-protest to demand the government ensure safety for rights of women and artists.

But the counter-demonstration was smaller.A group of a few hundred Islamists also attacked a street in a separate demonstration, claiming it was a neighborhood for prostitution. They broke windows and damaged houses, the source reported.No one knows exactly what is happening here. Many are living the modern life and would like to continue, he said.When Moncef Marzouki, the exiled leader of the Islamic Movement ended his 20 years in France at Tunis' international airport two weeks ago, he was greeted by thousands. World grapples for response as battles divide Libya

BENGHAZI, Libya (Reuters) – World leaders condemned Muammar Gaddafi's bloody crackdown on a revolt that has split Libya, but took little action to halt the bloodshed from the latest upheaval reshaping the Arab world.President Barack Obama made his first public comments, condemning as outrageous and unacceptable attacks on protesters that have killed hundreds in 10 days and helped drive oil prices to levels that threaten global economic recovery.Yet there seemed little cohesion and urgency in a global response, even as Washington and Brussels spoke of possible sanctions against a man whose 41 years in power have been marked by idiosyncratic defiance of the West.It is imperative that the nations and peoples of the world speak with one voice, Obama said.The suffering and bloodshed is outrageous.The oil exports which Gaddafi used to help end his isolation in the past decade have given him means to resist the fate of his immediate neighbors, the presidents of Tunisia and Egypt, who were brought down by popular unrest in the past few weeks.As many as 1,000 people may have been killed in Libya, the Italian foreign minister said. Unconfirmed reports spoke of troops and African mercenaries firing on demonstrators in the desert nation pumping nearly two percent of the world's oil output.Gaddafi's defiance has been backed by the deployment of aircraft on bombing runs and his forces appeared to be in control of the west of the sprawling desert nation.

Eastern areas where much of the oil is concentrated have slipped from his control and with security forces defecting to join the protesters, it was unclear just how long Gaddafi could hang on to power.Thousands of foreigners -- from doctors to oil contractors -- fled Libya through its ports and borders in mass emergency evacuations. A British worker appealed to London to rescue dozens of Britons in oil camps stranded in the desert, saying armed villagers had stolen their cars and supplies.In cities like Benghazi and Tobruk, troops and police have either withdrawn or have joined with diffuse and disparate opposition groups to start providing some order and services.That wave may have reached as far west as Misrata, a city 200 km (120 miles) east of Tripoli where a statement which was purported to be from lawyers and judges said honest military officers had helped remove agents of the oppressive regime.In Tripoli, which remains largely closed to foreign media, locals said streets were calm but that they were too scared to go outside for fear of being shot by pro-government forces.I haven't heard gun shots, unlike in the last few days, said one resident living close to Green Square in the city center which is a focus for gatherings.He said Gaddafi supporters had gathered in the square. They are mostly young men, but there were some older women too.Marwan Mohammed, a Tunisian crossing the border home after leaving Tripoli, said: Lots of people are afraid to leave their homes in Tripoli and pro-Gaddafi gunmen are roaming around threatening any people who gather in groups.Oil wealth has made Libya -- a thinly populated country stretching from the Mediterranean deep into the Sahara -- an important investor in Western economies and won Gaddafi potential allies in forums like the United Nations.

Differences among world powers over how to proceed, some driven by concern not to jeopardize the safety of foreigners caught up in the trouble, appear to limit prospects for immediate international action.The Security Council agreed on a statement on Tuesday calling for an end to violence. But diplomats said a formal resolution requiring U.N. action was not immediately likely. France and Germany have pushed EU states to consider sanctions and have won agreement to look into the matter. Some governments, including Italy, warn of economic problems if oil and gas supplies are disrupted.

BENGHAZI REJOICES

Gaddafi, who has ruled Libya with a mixture of populism and tight control since taking power in a military coup in 1969, has promised to cleanse Libya house by house to crush the revolt. He has deployed troops to the west of the capital to stop the revolt that started in the east from spreading. In the east, many soldiers have withdrawn from active service. In Benghazi, cradle of the uprising and home to tribes long hostile to Gaddafi, thousands filled the streets, lighting fireworks and waving the red, black and green flag of the king Colonel Gaddafi overthrew in 1969.
We have been suffering for 41 years, said 45-year-old Hamida Muftah. Gaddafi has killed people ... We are a very rich country, but most of the people are poorer than poor.A medical official said some 320 had died in Benghazi alone since protests against oppression and poverty began last week.Libya's Quryna newspaper quoted a military source as saying a bomber crew bailed out and left their aircraft to crash rather than bomb Benghazi. Earlier in the week, two pilots flew their jets to Malta to avoid, they said, attacking their own people.The newspaper said rebels in Benghazi started their own publication with the slogan We don't surrender, we either win or die -- the last words of Omar al-Mukhtar, the leader of the movement against Italian rule, before his execution by Italian authorities in 1931.Gaddafi's children have spoken up in his defense and accused foreign media of misreporting the week's events in Libya.Libyans are the victims of the biggest joke, his son, Saif al-Islam, told state TV. New Zealand quake toll 76, hopes of survivors fade

CHRISTCHURCH (Reuters) – International rescuers intensified their search for earthquake survivors in New Zealand Thursday, despite fading hopes of finding any more people alive and fears that a damaged 26-storey tower could collapse nearby at any time.Specialist teams from quake-prone countries such as Japan and the United States used sniffer dogs and listening devices to search for signs of life, two days after a strong tremor struck the tourist city of Christchurch, killing at least 76 people in the country's deadliest natural disaster for 80 years.Rescue teams rushed Thursday to a small church after it was believed that a woman's voice had been heard -- apparently the first sign in more than 15 hours that people might still be alive -- but it turned out to be another false hope.Right now we do not have any active contact with any person or any indication of signs of life at any location we are working at, fire rescue coordinator Jim Stuart Black said.We are hoping for the best but preparing for the worst.Hopes are fading by the hour, but there was renewed activity Thursday at the scene of what was feared to be the deadliest single collapse -- a six-storey building where up to 100 people, including 11 Japanese students, are believed to be trapped.

A newly arrived Japanese rescue team headed straight for the site. Around 30 of them, in orange and blue overalls, gathered at the smoldering ruin for a morning briefing before heading into the pile of broken masonry, which had housed an English-language school on its third floor.The team had three sniffer dogs. As they met, other rescuers carried out more bodies from the rubble and officials brought additional body bags to the scene.We have a big team and we are determined to help, Kai Jinnai told Reuters.It is up the New Zealand fire service how long we are here, but while we are here we are going to do our very best.

DEATH TOLL TO CLIMB

Operations at the so-called CTV building, which also housed a local broadcaster, faced the risk that a nearby 26-storey hotel tower could topple at any moment and bring other buildings down. The Grand Chancellor Hotel is already leaning badly.
Rescue teams had worked through a second night under floodlights, but reported finding only bodies. Still, they hoped for a miracle, along with distraught onlookers awaiting news of family and friends still trapped in rubble.Miracles happen and we're keeping that in the forefront of our minds. That sort of things drives you and pushes you on, rescue official Keith Norton said.The last rescue was of a woman, Ann Bodkin, from a finance company building mid-afternoon Wednesday.
Around 2,500 people had been injured, 164 seriously.

TEETERING BUILDING

Rescue operations have focused on the city's central business district, which bore the brunt of the force 6.3 quake that struck early afternoon Tuesday when streets and shops were filled with lunchtime crowds.There are fears that a collapse of the 26-storey Grand Chancellor, one of the city's tallest buildings, might trigger a domino-effect and further hamper rescue efforts.It's incredibly dangerous...if it hits the ground it will create a significant shock wave, local mayor Bob Parker said.The city has been shaken by more than 100 aftershocks, bringing down more debris. Roads are buckled and large pools of water have welled up from broken pipes and sewers.In places, roads had collapsed into a milky, sand-colored lake beneath the surface, the result of Christchurch's sandy foundations mixing with subterranean water under the force of the quake. Officials call it liquefaction of the ground.

Investment bank J.P. Morgan estimates the quake could cost insurers $12 billion, while catastrophe modeling firm AIR Worldwide Estimates says the insurance industry faces claims of NZ$5 billion ($3.5 billion) to NZ$11.5 billion ($8 billion).Key said Wednesday the estimates could neither be backed up or dismissed, but said the country could afford to rebuild the city although it would impact on near term economic growth.

INTERNATIONAL REINFORCEMENTS

Authorities said the arrival of more rescue specialists from Japan, Taiwan, Australia, Singapore and the United States would allow an expanded, intense search of three square km of the central city which is littered with flattened buildings.
More than 1,000 workers are expected to comb though shattered Christchurch buildings Thursday.A national state of emergency has been declared and the central city has been under curfew with soldiers patrolling in armored personnel carriers.Thousands of people spent a second night in emergency shelters set up in local schools, sports grounds, and at a race course.
