New York State Assemblyman David Weprin addressed the pro-Israel StandWithUs, contingent facing off anti-Israel demonstrators in New York City on Sunday by asking some simple questions. "What if rockets were fired at New York? What would the reaction of the United States be? Israel has the right to defend herself just as the United States does, and we are here today to support the freedom loving State of Israel in her continual battle for survival against those bent on wanton terror.
StandWithUs, the pro-Israel student advocacy organization, staged two counter-protests on the same day, countering hundreds of Hamas supporters and anti-Israel demonstrators assembled in New York's Herald Square and outside of the Israeli Consulate in midtown Manhattan.Spearheaded by Al-Awda NY - The Palestine Right to Return Coaliton, along with a litany of radical left offshoots such as the International Jewish Anti-Zionist Network, American Muslims for Palestine, Siege Busters Working Group, Existence is Resistance, ANSWER - NY and the International Socialist Organization, the anti-Israel demonstrators marked the two year anniversary of Israel’s counter-terrorist Operation Cast Lead in Gaza aimed at stopping thousands of Hamas-sponsored rocket attacks against Israeli civilians.

Calling for an end to the occupation of Palestine and railing against IDF atrocities against civilians in Gaza, already-disproven by Hamas’ own statistics after the one-sided Goldstone Report, the demonstrators held aloft signs declaring, No US Aid to Zionist Racism and Murder!, Bring Zionist War Criminals to Justice! and Free Palestine.In the last two years since the bloody massacre on Gaza, the Zionist aggression has grown exponentially, with the backing of US imperialist forces, Ali Hussein, a spokesman for Al-Awda told the crowd.The US continues to block international bodies from pursuing the findings of war crimes during the attacks laid out in the Goldstone Report and we are here today to tell the world that our battle against the Israeli occupation forces will never end until the illegal and morally repugnant Zionist entity is defeated, he continued.Chanting, Free, Free Palestine and From the River to the Sea, Palestine Will be Free, a chant negating Israel’s right to exist within any borders, the demonstrators marched through midtown Manhattan to the Israeli Consulate where they continued their rally.

If we want to talk about peace in the Middle East, we must confront the agitprop emanating from the Hamas propoganda machine that is taking place across the street from here and declare to the world that it is Hamas terrorism and incitement that represents an impediment to peace, not Israel.The pro-Israel demonstrators held signs saying, Israel: We Stand With You, Stop Palestianian Terrorism; Teach Peace, and Israel Wants Peace, Hamas Supports Terror. These signs are also part of the Say Yes to Peace campaign that StandWithUs launched to counter anti-Israel ads in Seattle and San Francisco.

US Aid to Israel Not Worth the Real Cost, Researcher Says

Israel is paying through the nose for US aid and would better off without it, says a researcher for the Jerusalem Institute for Market Studies (JIMS).American aid to Israel to the tune of $3 billion a year has been maligned by many U.S. conservatives and by the Arab world, but Israel actually loses more than it receives, according to JIMS analyst Yarden Gazit.U.S. aid is a net loss for Israel and Israel would be better off without it, he concluded in his report, released on Wednesday.Gazit explained that the conditions for the military assistance are designed to help the American military-industrial complex at the expense of the Israeli defense industry.

One condition of the American aid to Israel is that three-quarters of the grant be spent in the United States. The buy US requirement causes Israel to buy defense products at a high price, sometimes even products Israel may not need,Gazit wrote. He calculated the loss to the Israeli defense industry at $600-750 million per year.
The use of American materials instead of those from Israel also hurts competitiveness in Israel and on the world market, according to JIMS. Not using domestic materials for the IDF hurts Israeli industry’s reputation on the international market and may cause a loss of sales, the report added.JIMS forecasts that if Israel does not forfeit the American aid, it risks losing out on the growing Chinese and Indian market for Israeli products. Those countries will be under pressure to shop in the United States in light of American economic problems and its bloated federal budget.Gazit also pointed out that Israel is forced spend more than $3 billion a year to retain a qualitative edge over Saudi Arabia, Egypt and Jordan, which also receives massive aid from the United States.Every dollar granted to Egypt requires Israel to spend between $1.60 and $2.10 to maintain the balance of power, according to JIMS.(IsraelNationalNews.com)

Brigitte Bardot Launches Anti-Kosher Slaughter Campaign

Brigitte Bardot, the former provocative French movie star-turned animal rights activist, has launched a campaign that would ban slaughtering procedures used by observant Jews and Muslims.Calling the religious slaughtering procedures Middle Age methods, her campaign includes distributing 2,000 posters in France, displaying the head of a cow and charging that religious ritual requires great suffering for animals.Christophe Marie, spokesman for 77-year-old Bardot, denied that the campaign is aimed at Jews and Muslims. He said the only objective is to protect rights for animals. France is home to approximately 600,000 Jews and more than five million Muslims.Kosher slaughtering requires that the animal’s throat be slit under the supervision of rabbis, who make sure that the knife is sharp and that the animals suffer as little as possible. The method has been defended as humane to animals, but animal rights activists claim that the animal first should be stunned, an act that would make it unfit for slaughtering under Jewish and Muslim law.

Several European countries, as well as New Zealand, have suggested banning kosher slaughtering procedures. The European Union officially requires stunning but allows exceptions for religious reasons.Switzerland has banned kosher slaughtering methods since 1893, and the method was banned under Nazi Germany until the Allied Forces' victory towards the end of World War II. EU considers increase of bail-out fund, as debt crisis rumbles on

EUOBSERVER / BRUSSELS - Against a background of growing fears that the eurozone's rescue fund would be insufficient should Spain or Belgium knock on its doors, the European Union's economy chief has called for a hike in the effective lending capacity of the EU's bail-out mechanism. We need to review all options for the size and scope of our financial backstops - not only for the current ones but also for the permanent European stability mechanism too,EU economics and monetary affairs commissioner Olli Rehn wrote on Wednesday in an opinion piece in the Financial Times.

The commissioner issued the call after member-state representatives met in the European capital to discuss proposals to boost the fund ahead of a meeting of European finance ministers next week.Mr Rehn also issued a stark warning that for all the deficit-slashing austerity measures that European states have so far imposed, it is not enough.There is insufficient ambition and a lack of urgency in implementation. That needs to change, he wrote.The commissioner called for Europe to embrace structural reforms to bring an end to the debt crisis this year.He wants to see changes to tax and benefit systems, reform of labour markets and pension provision, a loosening of business regulation and more investment in innovation.This calls for a comprehensive response by the whole EU and for bold fiscal and structural measures in all member states, he said.He issued the call ahead of the unveiling of the European Commission's first annual growth survey, essentially a template with spending recommendations for EU member states, published as part of an effort to bring European-level coherence to national budgetary plans.On Tuesday, representatives of EU member states in Brussels also considered an increase in the effective lending capacity of European Financial Stability Facility (EFSF).

While the EFSF kitty amounts to €440 billion, as more countries become borrowers from rather than guarantors of the fund, the actual capacity of the fund currently sits at roughly €250 billion.Some governments favour a hike in the effective lending capacity to the full €440 billion, while others are looking to a doubling of the fund. But to do so would require further credit guarantees from eurozone states in a less precarious situation, notably Germany and France.No decision was taken ahead of a finance ministers' meeting next Monday, however.Member states are considering expanding the role of the EFSF to permit the common purchase of government bonds, an exercise which is currently the competence of the European Central Bank.According to EU sources, any decision on the matter hinges on the result of government bond auctions this week, particularly Portugal's trip to the market.On Wednesday, Lisbon is to attempt to raise up to €1.25 billion in 10-year bonds from investors. The yield on Portuguese debt has hit record levels in recent days, although the pressure eased off this week, most likely as a result of ECB purchases of government debt. Should the yield at auction be too onerous, Portugal is likely to ask for a bail-out.

On Tuesday, Portuguese Prime Minister Jose Socrates continued to insist his government was not in need of any assistance. Portugal won't ask for any financial help because it's not necessary, he said.Spain for its part on Thursday is to try to raise some €2.5 billion in five-year bonds.Also on Tuesday, Japan announced it was to buy a fifth of the eurozone's first bond issue.Japanese finance minister Minister Yoshihiko Noda said his government was to purchase more than 20 percent of a bond offering by the EFSF, to take place later this month.The move comes in the wake of an announcement last week by China to buy Spanish bonds.

Liberals suggest scrapping some EU institutions

EUOBSERVER / BRUSSELS - The European Parliament's Liberal group has called for targeted spending cuts to the EU's common agricultural policy, together with the potential scrapping of several EU institutions. The measures are contained in a list of revenue-saving measures outlined in a Liberal position paper published on Tuesday (11 January), relating to the EU's future multi-annual financial framework (MFF), post 2013.Possible savings can be made by fundamentally restructuring certain parts of the EU administration, such as the Committee of Regions ... [and] abolishing the European Economic and Social Committee (EESC) and others, says the document. The group also calls for the European Parliament's shuttling between Brussels and Strasbourg to come to an end through the creation of just one fixed seat, together with spending cuts for EU programmes whose aims have already been achieved or whose goals are dubious, such as support for tobacco production. In response, EESC officials stressed that their institution's budget is tiny, representing just 2.56 percent of the EU's overall administrative budget, and brings important added-value to the union's work. Europe's post-2013 financial framework has already proved contentious, with the battle set to increase this year.Leaders from Britain, France, Germany, Finland and the Netherlands sent an open letter to European Commission President Jose Manuel Barroso last December, calling for any rise in the size of the post-2013 multi-annual framework to remain below inflation.Parliament's Liberals on the other hand want a redirecting of current funding, away from areas such as agriculture and towards the EU's 2020 strategy for growth and jobs.At the same time, more recently joined EU member states are calling for their EU farm payments to be brought into line with older members. Latvian farmers currently receive €98 per hectare in direct payments, while Greek farmers receive €580.An unofficial Latvian position paper on CAP reform, seen by EUobserver, calls for the creation of new upper and lower limits, under which per hectare payments would vary between €200 and €300, depending on farming costs and per capita GDP in a specific country.

Latvian centre-right MP Imants Liegis, in Brussels on Tuesday to speak to EU agriculture commissioner Dacian Ciolos, said Europe's poorest regions must be protected.Even if the CAP budget were decreased, we would hope that Latvian farmers would still receive increased payments,he said. Solidarity should also prevail in Europe's cohesion policy payments.The European Commission is due to come forward with formal proposals on the EU's next long-term budget and farm policy before the summer.

Eurosceptics fail to amend British bill on EU

EUOBSERVER / BRUSSELS - British Prime Minister David Cameron has survived an initial challenge from eurosceptic Conservative MPs who are demanding a more hawkish version of the government-proposed bill on the European Union. The bill - known as the 'referendum lock' - states that substantial EU treaty changes must first be approved by UK voters in a referendum, but Tory MPs who failed to secure a number of amendments on Tuesday (11 January) say the bill has been watered down to appease pro-European coalition partners, the Liberal Democrats. Conservative Europe minister David Lidington had earlier tried to allay rebel concerns, saying the legislation would shore up sovereignty and give ministers almost no wriggle room on the European question.Any future changes to EU treaties, however minor, will need to be ratified by a full act of parliament, Mr Lidington told the BBC. For the first time ever ... parliament has the final say in deciding whether EU law has effect in the United Kingdom.But rebel MPs argue that the government bill merely restates the current position, calling on Tuesday for an amendment that declares the sovereignty of the British Parliament in relation to EU laws. The call was rejected by 314 votes to 39.

Further proposed changes are to be debated by Westminster in the coming days, including a demand by some Tory rebels to ensure a referendum on Britain's EU membership be held if British voters reject an EU treaty at any point in the future.
The debate this week has served as a reminder of the British Conservative party's difficult relationship with the European Union, with party infighting plaguing the former leaderships of Margaret Thatcher and John Major in the 1980s and 90s. Mr Cameron surprised many by opting to pull his party out of the European Parliament's centre-right European People's Party grouping in 2009, shifting to an anti-federalist group instead, and since coming to power last year has persistently rallied against the EU's creeping budget increases.Washington has made it clear to London in recent years however that it wants its strategic partner to be a central member of the EU, thereby maximising its influence.China has also sought to lean on the UK to deliver its message in Brussels.International trade representative Gao Hucheng urged Britain on Tuesday to lobby for an easing of EU controls on high-tech exports to China. The 27-member union restricts high-tech exports to China, with Western business executives frequently complaining about what they perceive as inadequate intellectual property rights protection in the Asian powerhouse economy.

Now that the contrived idea that heated political rhetoric from conservatives has been rejected as a motivation behind Jared Lee Loughner’s tragic rampage in which Congresswoman Gabrielle Giffords was targeted, Loughner’s documented obsession with Giffords indicates that he may have been infatuated with the Arizona Democrat.We now know that 22-year-old Loughner was in contact with Giffords since at least 2007, having attended a Congress on Your Corner event and subsequently receiving a thank you letter from Giffords’ office that was discovered by police in a safe at Loughner’s home on which Loughner had scrawled Die Cops and Die Bitch, along with handwritten notes by Loughner stating that he had planned ahead and that the rampage was my assassination.According to a friend, it was Giffords’ treatment of Loughner at that 2007 event that first aggravated the young man who went on to attempt to murder the Congresswoman.Loughner’s characterization by those who knew him as someone who wasn’t especially political, indicates that his preoccupation with Giffords went beyond any of the issues in which she was involved in Arizona. Indeed, forum postings leaked to the Wall Street Journal confirm that,Mr. Loughner never mentions any political views explicitly, nor does he name any political figures.Why would someone with little interest in politics be so interested in meeting and communicating with a Congresswoman? Did Loughner have feelings for Giffords that were burned when Giffords supposedly mistreated him at the 2007 event?

It has now come to light that Loughner’s anger was fostered in part from being rejected by women. Messages posted on a gaming forum show that Loughner expressed his frustration with getting the brush off.On May 5, he started a thread titled Talk, Talk, Talking about Rejection. He solicited stories of rejection by the opposite sex. The next day he wrote, Its funny…when..they say lets go on a date about 3 times..and they dont….go… Three days later, he wrote, Its funny when your 60 wondering……what happen at 21.Since the tragic shootings, we have also learned that Giffords’ You Tube channel was subscribed to Loughner’s You Tube channel which contained his inane ramblings about mind control and his frustration with people’s use of language and grammar. This connection is made even more bizarre by the fact that Giffords is only subscribed to one other person, another Congressman, therefore her subscribing to Loughner’s channel could not have been an accident.

Unsurprisingly, Giffords’ subscription to her own attempted assassin’s You Tube page was scrubbed almost immediately after the shootings.Loughner’s obsession with Giffords is proven, and whether that was borne out of his frustrated feelings for the Congresswoman is sure to be explored in more detail as a clearer picture of the gunman’s motives emerges.

The establishment media campaign to crassly exploit the tragic Arizona shootings as a way to bludgeon the First Amendment and silence critics of the Obama administration has failed spectacularly, with even a majority of Democrats telling a CBS poll that violent political rhetoric was not to blame for the actions of a mentally disturbed madman.Within minutes of Saturday’s shootings and before the identity of the gunman was even known, establishment mouthpieces like the New York Times and MSNBC, backed up by statist blogs like Huffington Post and the Daily Kos, instantly seized upon the bloodshed to blame the events on tea partiers and what they termed violent right-wing rhetoric.This prompted leftist talking heads, enthusiastically backed by the Associated Press, to contrive a phony national debate about toning down the rhetoric, which as we explained, was a mere ploy to politicize the shootings to eviscerate free speech and dissent against big government.This agenda was made brazenly transparent by the actions of Pima County Sheriff Clarence Dupnik, who has been heavily criticized for giving a speech shortly after the shootings in which he accused irresponsible political rhetoric of conservatives, in particular radio and TV talk show hosts, for the murders of six people.

Even after it emergedthat shooter Jared Lee Loughner was a drug-using, Communist Manifesto-reading occultist whom his classmates had described as being left-wing, the effort to link the events with political opponents of big government continued unabated.Unfortunately for the architects of this national hoax, a clear majority of the American people just aren’t buying it.A CBS News nationwide telephone poll found that, 57 percent of respondents said the harsh political tone had nothing to do with the shooting, compared to 32 percent who felt it did.Even a majority of Democrats say that political rhetoric had nothing to do with the shooting.Among Democrats 49 percent placed no blame on the heated political tone against 42 percent who did. Among independents the split was 56 percent to 33 percent, CBS said.Amongst Republican voters, just 19 per cent blamed political rhetoric for the massacre, versus 69 per cent who rejected such a link.The fact that Americans are not buying the tone down the rhetoric ploy means that Target, Cupid, Fruit Punch, and other examples of violent hate speech will probably survive, at least until they are blamed for the actions of another mentally ill psychotic, clearly motivated by nothing other than his own inner demons.

But less than a week after Congresswoman Giffords reaffirmed our protected freedoms, another member of Congress announced that he would propose a law that would criminalize speech he found offensive.

It is in the hour when our values are challenged that we must remain resolved to protect those values. Recall how the events of 9-11 challenged our values and we had to fight the tendency to trade our freedoms for perceived security. And so it is today.Let us honor those precious lives cut short in Tucson by praying for them and their families and by cherishing their memories. Let us pray for the full recovery of the wounded. And let us pray for our country. In times like this we need God’s guidance and the peace He provides. We need strength to not let the random acts of a criminal turn us against ourselves, or weaken our solid foundation, or provide a pretext to stifle debate.America must be stronger than the evil we saw displayed last week. Floods turn major Australian city into ghost town

BRISBANE, Australia – Inch by inch, block by block, floods consumed Australia's third-largest city, creeping across suburban yards Wednesday and streaming through downtown streets darkened by power outages and largely emptied of people.The waters poured into Brisbane, topping traffic lights on some streets, after marching across Queensland state for weeks. Roads shut throughout the city, and people moved about in kayaks, rowboats and even on surfboards. Boats torn from their moorings floated down an engorged river.Residents of the city's low-lying areas headed in the thousands for higher ground, while others chose to ride it out as the waters approached their expected peak early Thursday morning.Some neighbors in East Brisbane fired up a barbecue, put some beer on ice and starting grilling sausages while watching the water spill from a picturesque creek and creep up the gentle slope toward their homes.We're having a bit of a barbecue because we've got no electricity, said Bob Vilgan, an 80-something dressed like most of the neighbors in shorts, a T-shirt and sandals. The idea is to get everyone fed who is in with our crowd, have a few tiny tipples and get back home.The flooding, which has killed 22 people since late November, has submerged dozens of towns — some three times — and left an area the size of Germany and France combined under water. Highways and rail lines have been washed away in the disaster, which is shaping up to Australia's costliest ever.

With at least 43 people missing, the death toll is expected to rise. Many of those unaccounted for disappeared from around Toowoomba, a city west of Brisbane that saw massive flash floods sweep away cars, road signs and people. Twelve died in that flood alone.The toll has shocked Australians, no strangers to deadly natural disasters like the wildfires that killed 173 in a single day two years ago.One tale has particularly transfixed the country: a 13-year-old boy caught in the flood who told strangers to save his 10-year-old brother first and died as a result.Jordan and Blake Rice were in the car with their mother, Donna, when a wall of water pummeled Toowoomba on Monday. After the torrent of water knocked one rescuer over, another man managed to reach the car, The Australian newspaper reported. At Jordan's insistence, he pulled Blake out first, according to a third brother, Kyle.Courage kicked in, and he would rather his little brother would live, the 16-year-old told the newspaper. Jordan and his mother were washed away before the men were able to get back to them. By Wednesday, Jordan's name was among the top 10 most used terms on Twitter, as a wave of tweets hailed him as a true hero of the Queensland floods.

In contrast to the wall of water that swallowed Toowoomba, Brisbane's crisis has been marked by the waters' slow but steady progress.I was quite panicked after seeing Toowoomba, said Ali Cook, one of the neighbors at the East Brisbane barbecue. But it's been such a slow rise. It's still rising quite a lot.On Wednesday, emergency sirens blared across Brisbane as the floodwaters entered an empty downtown and began swamping neighborhoods.The surging, muddy waters reached the tops of traffic lights in some parts of Brisbane, and Mayor Campbell Newman said at least 20,000 homes would likely be damaged. Brisbane's office buildings stood empty Wednesday with the normally bustling central business district transformed into a watery ghost town.Police went door-to-door in some neighborhoods advising people to leave. Five evacuation centers were open with room for 16,000 people.The Brisbane River is expected to reach its height on Thursday, at a depth slightly lower the that of 1974 floods that swept the city. Bligh said the news was welcome, but of little comfort.This is still a major event, the city is much bigger, much more populated and has many parts under flood that didn't even exist in 1974, she said. We are still looking at an event which will cripple parts of our city.The waters have overwhelmed a dam built to protect the city after the 1974 deluge. Officials have opened the floodgates of the dam to prevent a greater disaster, contributing to the flooding downtown.Though the full extent of the damage won't be known until the water is gone, even before Brisbane was threatened, Queensland Premier Anna Bligh estimated a cleanup and rebuilding to total around $5 billion.

Add to that, the damage to economy: Queensland's coal industry has virtually shut down, costing millions in deferred exports and sending global prices higher. Vegetables, fruit and sugarcane crops in the rich agricultural region have been wiped out, and prices are due to skyrocket as a result. Water levels were expected to stay at peak levels until at least Saturday, but many people won't be able to access their homes for several days beyond that, Bligh said.Energex, Brisbane's main power company, started switching off electricity to some parts of the city as a precaution against electrocution. Almost 70,000 homes were without power across Queensland by Wednesday afternoon, Bligh said.Residents who had spent two days preparing took cover on higher ground while others scrambled to move their prized possessions to the top floors of their homes. Some stacked furniture on their roofs. Supermarkets, which had experienced a run on bottled water, food and other goods in the previous days, stayed closed on Wednesday.Darren Marchant spent all day moving furniture and other household goods to the top floor of his home, near the river in the low-lying Brisbane suburb of Yeronga. RIO DE JANEIRO – Authorities in Rio de Janeiro say 58 people have died in the mudslides and flash floods that followed torrential rain overnight.The mayor of the mountain town of Teresopolis just north of Rio says in a statement Wednesday that 48 people died, and more than 1,000 have been left homeless.Civil defense officials for Rio state say eight died in the neighboring town of Nova Friburgo, including four firefighters. An elderly couple died in Petropolis.The death count is expected to rise officials reach the steep mountain flanks and washed-out valleys in the region.
Rio's governor Sergio Cabral says he's called on the navy to lend helicopters to rescue workers.

COLOMBO, Sri Lanka – Sri Lanka's government says five more people have died in widespread floods and mudslides, pushing the death toll to 18 from days of heavy rains.The Disaster Management Center says nearly 200,000 people, mostly in Eastern Province, have lost their homes because of the flooding. Most are now living in camps.It says most of dead either drowned or were buried in mudslides.Schools in several affected provinces remain closed.President Mahinda Rajapaksa was forced to abandon a trip Wednesday to survey the flood damage because of the bad weather.

Hezbollah and allies resign, toppling Lebanon government

BEIRUT (Reuters) – Ministers from Hezbollah and its Lebanese allies resigned on Wednesday, toppling the government of Prime Minister Saad al-Hariri before expected indictments against the Shi'ite group over the killing of Hariri's father.Lebanese politicians had said on Tuesday that Saudi Arabia and Syria failed to reach a deal to contain tensions over the U.N.-backed tribunal, which is expected to issue draft indictments soon over the 2005 assassination of Rafik al-Hariri.The ministers resigned as Saad al-Hariri was meeting U.S. President Barack Obama in Washington.

The militant Shi'ite Hezbollah has denied any role in the killing. Its leader, Sayyed Hassan Nasrallah, has attacked the tribunal as an Israeli project and urged Hariri to renounce it. The Sunni Muslim premier has resisted Hezbollah's demand.
Clearing the way for the formation of a new government ... the ministers present their resignation, hoping that the president will quickly take the required steps for forming a new government, said Gebran Bassil, a Christian government minister speaking for Hezbollah and its allies.Stalemate over the tribunal has crippled Hariri's 14-month-old unity government. The cabinet has met, briefly, just once in the last two months and the government could not secure parliamentary approval for the 2010 budget.A U.S. official said Secretary of State Hillary Clinton had talked to officials in Egypt, Saudi Arabia and France, seeking international backing for the tribunal.She's already been talking to the Egyptians, the Saudis, the French and others about having an international consensus about supporting Lebanon and ... the tribunal, a senior U.S. government official told reporters on Clinton's plane as it landed in the Gulf state of Qatar.

The official said Clinton planned to raise the Lebanon issue urgently with Gulf Arab leaders meeting there.Tensions over the tribunal have exacerbated existing rifts between Hariri, who is supported by Western powers and Saudi Arabia, and Hezbollah, backed by Iran and Syria.Analysts say the resignations could set the stage for protracted political turmoil in Lebanon, which has endured a series of crises since Rafik al-Hariri's killing, including assassinations and sectarian street fighting in Beirut in 2008.You definitely have increased rhetoric, but whether that is matched by a slip toward a bad security situation is not pre-determined, said Karim Makdisi, a teacher of international relations at the American University of Beirut.Bassil, the Christian government minister allied to Hezbollah, said Hariri had rejected demands for an urgent cabinet session to discuss Hezbollah's insistence that Lebanon withdraw all cooperation with the special tribunal.The grace period has ended, and the waiting stage that we lived through without any result has ended, he told Reuters.On Tuesday, Hezbollah minister Mohammad Fneish accused the United States of obstructing attempts by Riyadh and Damascus to find a solution. There were Arab efforts that gave us the chance to work positively... These efforts have not worked because of American intervention, he said.Political scientist Hilal Khashan said Washington had vetoed the Saudi-Syrian initiative and there was little prospect of a new government being formed quickly.

The Saudi-Syrian proposals were never spelt out by either country. According to a politician close to Hariri, they would have involved a Hezbollah pledge not to resort to violence if any of its members were indicted, while Hariri would ensure that any indictment was not exploited to Hezbollah's political detriment.Khashan said Hezbollah was unlikely to repeat the events of May 2008, when gunmen took over Beirut in protest over government steps against the Shi'ite movement, but he did not rule out demonstrations. Talks could be West's last chance: Iran envoy

TEHRAN (Reuters) – Talks next week between Iran and major powers concerned about its nuclear program could be the last chance for the West because Tehran's atomic capability is improving, a senior Iranian official was quoted as saying.Ali Asghar Soltanieh, Tehran's nuclear ambassador, raised the stakes for the January 21-22 meeting with the five permanent members of the U.N. Security Council plus Germany, which want assurances that Iran is not trying to develop nuclear weapons.Once Iran can make its own fuel for a research reactor, which it has said will happen this year, it may not return to negotiations if the talks to be held in Istanbul fail, the official IRNA news agency quoted him as saying on Wednesday.It might be the last chance because by installing fuel rods produced by Iran in the core of the Tehran Research Reactor, probably parliament will not allow the government to negotiate or send its uranium outside the country and the Istanbul meeting might be the last chance for the West to return to talks.Soltanieh later told Reuters in Vienna: If the first fuel will be ready, goes to the heart of the reactor, then what do we need negotiation (for) ... therefore the other side should come to the negotiating table as soon as possible.Iran's Supreme Leader, Ayatollah Ali Khamenei, has the ultimate say on its nuclear policy and diplomacy.

A similar round of talks concluded in October 2009 with a tentative pact for Iran to export some of its low-enriched uranium in exchange for fuel rods made from higher-enriched, 20 percent uranium to run the reactor which makes medical isotopes.But that deal, meant as a confidence-building step leading to further talks, unraveled when Tehran backed away from the terms, ultimately triggering a new wave of sanctions which some analysts say helped push Tehran back to the negotiating table.
Acting Foreign Minister Ali Akbar Salehi said on Saturday Iran would be able to produce its own fuel material for the Tehran reactor later this year, making any swap deal lose its meaning.

BLUFF?

Bruno Tertrais, Senior Research Fellow at the Foundation for Strategic Research in Paris, said Soltanieh's statement was largely bluff.In any case, Mr Soltanieh's argument is reversible -- we could always say it's the last chance for Iran, said Tertrais.When I say bluff, I mean I am not at all certain that Iran has the technical capacity to make the fuel necessary for this type of reactor, he said, echoing the general assessment of Western officials and nuclear experts.The U.N. Security Council has urged Iran since 2006 to suspend its uranium enrichment -- which yields fuel for nuclear reactors or, if done to a much higher level, for nuclear bomb -- in exchange for a packet of economic and diplomatic incentives.Iran is still awaiting replies from some of the countries it invited to tour its nuclear sites ahead of the talks, in what it calls a demonstration of its openness and peaceful intentions.Of the countries involved in the Istanbul talks, the European Union rejected the invitation and the United States was not invited, saying it was for U.N. nuclear watchdog specialists to inspect Iranian nuclear installations.That left only China and Russia as possible attendees from the six-power group. Soltanieh told Reuters envoys from Venezuela, the Arab League, Egypt as chair of the Non-Aligned Movement, Syria and others would come on the planned Jan 15-16 trip.
Asked whether Russia and China would also be among them, he said: We are waiting, they have not said no.
