A partial solar eclipse will occur on Tuesday morning. The eclipse will also be seen in Israel, starting at around 9:00am local time and reaching its maximum at about 10:41am. At the peak of the eclipse, about 60 percent of the sun will be covered. It will be another 16 years before the next eclipse of this kind.A solar eclipse occurs when the moon passes between the sun and the earth and fully or partially covers the sun as viewed from a location on earth. At least two and up to five solar eclipses occur each year, of which no more than two can be total eclipses.The last total eclipse was seen on July 11, 2010, and the next one will be seen on November 13, 2012.Last January there was a partial solar eclipse during which 23 percent of the sun was covered by the moon. That eclipse was an annular eclipse, which occurs when the sun and moon are exactly in line but the apparent size of the moon is smaller than that of the sun, making the sun appear as a very bright ring surrounding the outline of the Moon. The next annular eclipse will occur on May 20, 2012.

Caution should be exercised if observing the eclipse, since looking directly at the photosphere of the sun can cause permanent damage to the retina of the eye due to the intense visible and invisible radiation that the photosphere emits. This damage can result in permanent impairment of vision and even in blindness.As such, one should never stare directly at the sun, even during an eclipse, with unprotected eyes. One safe method to observe the eclipse is to reflect the image of the sun onto the side of a building using a mirror. Viewing an eclipse through any kind of optical aid such as binoculars or a telescope is also extremely hazardous and can cause irreversible eye damage in a fraction of a second.(IsraelNationalNews.com)

The TSA has once again reverted to lies in an attempt to protect its new security theatre show control measures, claiming that recent reports of 70% security failure rates are no longer accurate.Just over a fortnight ago we reported on the revelations that TSA agents are now so busy groping and irradiating airline passengers that they are routinely missing the presence of bombs and guns in both tests and live situations.After ABC News covered the story of an Iranian/American businessman expressing his disbelief at being allowed onto a flight with a loaded handgun, it was widely reported in the media that such TSA failures were commonplace.

It was noted that screeners detect less than 30% of the knives and guns that officials try to sneak through security in tests. Failures to detect explosive material and bomb parts were also disturbingly high, according to the reports.This underscores how the newly enhanced and invasive TSA security procedures are pure theatre and actually do nothing to make anyone safer. Indeed, it may be argued that the procedures are putting fliers in more danger as screeners are spending more time groping people and ordering them through x-ray body scanners than checking for potentially dangerous items in their hand luggage.In a belated response, the now infamous TSA blogger Bob, who previously claimed that despite thousands of complaints from passengers, there was no fondling, squeezing, groping, or any sort of sexual assault taking place at airports, says that the security failure rate figures widely covered by the media are no longer relevant.

The TSA blog describes the security failure reports as all misleading and outdated, claiming that the figures cited were taken from tests carried out in 2004-2005.Not true Bob.As highlighted by The Economist’s business travel blog:The ABC News report Gulliver linked to last month didn’t rely on 2004, 2005, or 2006 numbers—it referenced a person briefed on the latest tests who said they have a failure rate of 70%.In addition, TSA head John Pistole made the following comments less than a month ago during an interview on Good Morning America:… unfortunately, [undercover testers] have been very successful over the years. And one of the findings is that we have not been thorough enough. And the concern obviously is, if that’s an Abdulmutallab — a Christmas Day bomber — who is doing it rather than an undercover agent, then that can have catastrophic results.

Of course, very few people actually know what the current rate of TSA security failures are, because the Department of Homeland Security has classified the results of the most recent random, covert red team tests, where undercover agents try to see what they can get past airport security. The reason they have done so is presumably because the results have been so shockingly and consistently bad for the past nine years.If the figures had improved significantly then you can rest assured that the TSA would be forcing them down our throats as justification for enhanced airport tyranny, rather than declaring them top secret and locking them away from public view.As The Economist’s Gulliver blog states the agency can’t have it both ways. If TSA officials are going to imply that the situation has improved since the last inspector general and GAO reports were leaked to the press, they should prove it.

However, it seems the agency would rather send out an anonymous blogger named Bob to attack anyone who points out the absurdly obvious where the TSA’s security theatrics are concerned.Once again this shows that the TSA and Homeland Security are willingly resorting to outright lies in a pathetic attempt to bolster their ailing control agenda. Those making official statements on behalf of the legions of strip search goon squads clearly have little regard for the safety of Americans.

Napolitano Meets with Peres in Jerusalem

U.S. Secretary of Homeland Security Janet Napolitano arrived Monday in Israel on a multi-city tour to assess security measures for U.S.-bound flights.Napolitano, who was originally scheduled to arrive Wednesday, is expected to remain several days, during which she will review security procedures at Ben-Gurion International Airport.
She traveled directly to Jerusalem to meet with President Shimon Peres at the Presidential Residence.The two discussed strengthening strategic cooperation between Israel and the U.S. in the field of Homeland Security, according to a statement from the president's office. They also discussed various aspects of the peace process between Israel and its neighbors, the statement said.Insecurity is not homemade but comes from outside, has a global character, is original and concerns the defense of innocent people, Peres said at the beginning of the meeting. For us it is a key issue.Napolitano responded with the standard affirmation of the strong and enduring partnership between the United States and Israel. She added that she was in the country to see that all the things we are doing in partnership from aviation and cyber security to security-focused science and technology research, is being done in a productive and robust fashion.

The focus on increased security in American aviation comes a year after an attempt by the international Al-Qaeda terrorist organization to blow up a Detroit-bound airliner.Various media had reported that Napolitano would skip the trip due to fears that terrorists might repeat the 2009 Christmas bombing attempt by a Nigerian national.Security at BGI is considered to be the most effective in world aviation, although some groups do not like the policy of racial profiling used as part of the security system.New increased Transportation Security Administration (TSA) security measures for passengers flying to the United States were announced Monday ahead of Napolitano's visit.Included among the new measures were physical searches of passengers holding passports from Cuba and 13 Arab countries, including Saudi Arabia, Lebanon, Iran, Iraq, Yemen and Libya. In addition, passengers will have to pass through metal detectors, and all luggage will be x-rayed.The latter two practices have been standard operating procedure at Israel's Ben Gurion International Airport, as well as at the Jerusalem Central Bus Station, for years. EUOBSERVER / BRUSSELS - The Greek government plans to build a wall along its 206-km-long land border with Turkey to help keep out unwanted migrants on the model of the US' border with Mexico.Greek junior minister for citizen protection, Christos Papoutsis, a former EU commissioner for energy, made the announcement in an interview with the Athens News Agency on Friday (31 December), saying: Co-operation with other EU states is going well. Now we plan to construct a fence to deal with illegal migration.The Greek society has reached its limits in taking in illegal immigrants ... We are absolutely determined on this issue. Additionally, we want to provide a decisive blow against the migrant smuggling rings that trade in people and their hopes for a better life,he added.Mr Papoutsis compared the planned construction to the 1,050-km-long fence running through sections of Arizona, California, New Mexico and Texas on the Mexico-US border. Built at a cost of €1.8 billion over the past five years and backed-up by cameras, radar surveillance, jeep-mounted patrols and predator drones, the 4.5-metre-high metal wall initially raised howls of protest on humanitarian and environmental grounds, but has since gained widespread public support in the US.The EU and Turkey have not reacted to the Greek plan, even though it has the potential to cause upset.The Union frequently voices complaints against Israel's anti-Palestinian wall, while slow progress in EU-Turkey accession talks and historic Greek-Turkish tensions could see the new barrier become a symbol of EU antipathy toward its southern neighbour.

For its part, the European Commission in mid-December said it will extend until 2 March 2011 its Rabit (Rapid Intervention Border Teams) mission and spend €9.8 million over the next six months on easing conditions in Greek migrant detention camps and on sending asylum and migration consultants to Athens.The Rabit mission consists of 175 armed guards sent from 25 EU member states under the command of the Union's Warsaw-based Frontex border control agency.Greece is the main entry-point into the EU for irregular migrants from Africa and Asia. Leading firms seek sanctions against EU president Hungary

EUOBSERVER / BRUSSSELS - Thirteen European companies have written a joint letter to the EU commission asking for sanctions against Hungary over a set of special taxes imposed on foreign investors. The row comes just as Budapest takes over the rotating EU presidency and comes on top of an existing controversy over its strict media law.
The five-page letter addressed to EU commission chief Jose Manuel Barroso called on Brussels to convince the Hungarian government of the importance of having stable legal conditions for investors and of making Budapest withdraw its unfair taxes, the Sunday (2 January) edition of Germany's Die Welt newspaper reported. The signatories include the heads of Germany's energy giants RWE and E.ON, Deutsche Telekom, German insurer Allianz, the Dutch ING bank, French insurance firm Axa, Czech energy company CEZ and Austria's energy champion OMV, all of which have threaten to withdraw their investments from the central European country.The letter, dated 15 December, says that Deutsche Telekom alone stands to lose up to €100 million euro as a result of recently-imposed retroactive taxes on foreign investors designed to reduce Hungary's public deficit. According to the company chiefs, the new taxes could yield €1.3 billion for cash-strapped Budapest.

Speaking to Sueddeutsche Zeitung, German economy minister Rainer Bruederle said it was fundamentally problematic for the EU internal market that an EU country should harvest funds in this way from foreign companies. Berlin has already raised these concerns with the Hungarian government and will follow this issue closely also through the EU commission, he added.If the commission decides that Hungary is in breach of EU law, it may refer the case to the European Court of Justice. The court has the power to oblige EU countries to change their laws and to levy fines. The process - known as infringement procedure - is lengthy and can be halted at any time if the Hungarian government falls into line voluntarily.The tax row, with its implication of un-European behaviour, will contribute to the unpleasant atmosphere at the start of Hungary's EU presidency.Budapest took over the rotating office on 1 January amid widespread criticism of a new media law which gives greater powers to a media council to sanction broadcasters for publishing material that is not politically balanced or offends human dignity.Under the headline The Putinisation of Hungary, in reference to Russia's authoritarian Prime Minister Vladimir Putin, the leading US newspaper, the Washington Post, ran an editorial on 26 December saying that the EU may be regretting its rotating presidency system.That's because the gavel will be handed to Hungary, whose populist and power-hungry government has just adopted a media law more suited to an authoritarian regime than to a Western democracy,it said.Meanwhile, US rapper Ice-T has become the subject of the first case handled by the new media body after his explicitly-worded songs were broadcast before 9pm by a local radio station.I love it! Two Staff Members at UK Consulate in Jerusalem Arrested

Two local staff members at the UK consulate in Jerusalem have been arrested by Israeli authorities on suspicion of selling weapons to Hamas terrorists, officials reported on Monday.The BBC reported that the two men, who were maintenance workers at the consulate, were arrested over their alleged links to a plan to fire a rocket at Jerusalem's Teddy Stadium. The plan was disclosed by the Israel Security Agency on Sunday. It was also revealed that two Jerusalem Arabs were arrested after they carried out surveillance from a hill overlooking the stadium in order to find the best place to launch rockets at it.BBC said that the two UK consulate workers who were arrested had allegedly obtained weapons for the other two men who were accused of planning the attack.

I can confirm that two members of the local staff at the consulate general in Jerusalem have been arrested by Israeli authorities, a Foreign Office spokesman told AFP on Monday. We understand from reports that they have been charged with the illegal sale of weapons and we are seeking confirmation of these charges. It is an ongoing legal process.The Foreign Office refused to comment on the report that the two were connected to the terror plot, but a spokesman said the arrests of the staff members was not connected to their work at the consulate.Amir Ofek, spokesman for the Israeli Embassy in London, told The Associated Press on Monday that he believes the two British consulate employees are linked to the Hamas plot to launch rockets at the Teddy Stadium.We are trying to figure out exactly what was their relation to this group of Hamas activists, he said.The spokesman for Britain’s Foreign Office told The Associated Press that the men were arrested last month and added the two were local hires and not British nationals. He also emphasized that Britain has confidence in the vetting process for all its employees at consulates and embassies. Vegas gets snow while storm strands Calif. drivers

LAS VEGAS – Gamblers on the Las Vegas Strip awoke to snow flurries Monday morning as part of a winter storm that turned the main highway between Southern and Central California into a snowy, icy parking lot.Hundreds of motorists returning from the New Year's holiday found themselves stuck after Interstate 5 was closed for a second day over the 4,160-foot-high Tejon Pass, about 70 miles north of Los Angeles.The California Highway Patrol closed a 30-mile stretch of the freeway shortly after 12:30 p.m. Sunday because of blowing snow. Blizzard conditions eased to light snow flurries early Monday but the road remained clogged with snow and patches of ice.The Highway Patrol finally started escorting vehicles over the pass Monday afternoon in groups of about 500. Traffic was flowing normally by late afternoon as weather conditions improved.It took us two hours to go five miles, said Charlie Crandall, who was trying to return north after visiting relatives in San Diego. He and a friend were lucky enough to find nearby hotel rooms Sunday night, but hundreds more didn't get lodging, and the cars kept coming.

Landslides, floods kill 5 children in Philippines

MANILA, Philippines – Landslides and floods after days of heavy rain in the Philippines killed five children and an adult, officials said Monday. Three girls are missing.The dead included a 1-year-old baby and his 5-year-old sister who were buried by a landslide as they slept in the central Philippines' St. Bernard township.
More than 1,300 townspeople have sought shelter in a gymnasium and schools after the landslide hit Sunday, Mayor Rico Rentuza said. The town in Southern Leyte province had one of the Philippines' worst disasters in 2006 when a mudslide buried the entire village of Guinsaugon, with more than 1,000 people.The body of a 3-year-old boy, a neighbor of the siblings, was found Monday, said Angel Gaviola, the regional civil defense director. Rescuers pulled a 7-year-old survivor from the debris, but his condition was unknown Monday evening.

A 10-year-old girl and an 11-year-old boy drowned in two other flooded towns of Southern Leyte, Gaviola said.In the southern Philippines, a 60-year-old woman was killed in a landslide and three missing girls were last seen playing near a swollen river, said Senior Supt. Aaron Aquino, police chief of Compostela Valley province. The girls are between 6 and 8 years old.The woman's body was retrieved Monday after her house in the gold-mining area of Mt. Diwalwal was buried Sunday night, Aquino said.

Severed head hung from bridge in Tijuana, Mexico

TIJUANA, Mexico – The severed head of a young man was found hanging from a bridge in the Mexican border city of Tijuana on Monday.The Baja California state attorney general's office said the head belonged to a man between 25 and 30 years old.It had several bullet wounds and was hung using a metallic ring and a nylon rope. A threatening message was found nearby on the bridge.Hours earlier, a woman between 30 and 35 years old was found shot to death in another Tijuana neighborhood, also with a threatening message left nearby.Authorities have blamed recent cartel-style violence in Tijuana on feuding between rivals and loyalists of Teodoro El Teo Garcia Simental, an alleged drug lord arrested last January.Farther east along Mexico's border with the United States, Mexican soldiers on Monday found an unfinished tunnel under a house in the city of Nogales, across from Nogales, Arizona.The army's 45th Military Zone command said the tunnel was dug about 5 feet (1.5 meters) beneath the surface and stretched almost 100 feet (30 meters), apparently just far enough to reach U.S. territory.The command said in a statement the tunnel ended abruptly and had probably been intended to move drugs across the border.The mouth of the tunnel was found in one of the rooms of the house in Mexico, which appeared abandoned. There were no arrests nor were any drugs found at the scene.

Nogales is located in northern Sonora state, and on Monday unidentified gunmen shot to death the state's interim prison director, Erasto Ortiz Valencia, outside his home.State prosecutors' spokesman Jose Larrinaga said Ortiz Valencia died of three bullet wounds. He had been in office only 10 days when he died; his predecessor was fired after he was linked to the escape of a murder suspect.The assistant police chief of the city of Empalme, near the coastal city of Guaymas, was also shot to death Monday by a gunmen who fired an assault rifle from an SUV.In the Pacific coast state of Guerrero, police reported Monday that two boys ages 14 and 17 were shot to death in the remote mountain town of Alcozahuca, near the Oaxaca state line.The assailants fled after killing the boys with assault rifles late Sunday. While there was no immediate evidence the killings were drug-related, Mexican cartels have been recruiting youths as young as 14.Also in Guerrero, police in the resort of Acapulco reported Monday they had found the bound bodies of four young men dumped on a main boulevard.The men had been killed with guns and knives and were found blindfolded and their hands or feet tied. Handwritten messages of the kind frequently left by drug cartels were found near the bodies, but Guerrero state police, in keeping with policy, did not release the contents of those messages.
