WASHINGTON – The Senate is poised to approve a nuclear arms pact with Russia, handing President Barack Obama a huge victory on his top foreign policy priority.
Passage of the New START treaty appeared assured after 11 Republicans joined Democrats in a vote Tuesday to end debate on the pact. That signaled that Obama should have the two-thirds majority he needs when the Senate votes on final approval Wednesday.The approval would mark a big comeback for Obama's arm controls efforts after the treaty appeared all but dead just weeks ago. It also would allow Obama to continue efforts to improve relations with Russia.Ratification would mark a third recent major political victory for Obama, even though his Democratic party was trounced in last month's congressional elections. In recent days he won passage of a bipartisan tax deal and a vote ending the ban on gays openly serving in the military.

We are on the brink of writing the next chapter in the 40-year history of wrestling with the threat of nuclear weapons, Foreign Relations Committee Chairman John Kerry, a Democrat, said after the vote.The treaty would limit each country's strategic nuclear warheads to 1,550, down from the current ceiling of 2,200. It also would establish a system for monitoring and verification. U.S. weapons inspections ended last year with the expiration of a 1991 treaty.The administration was adamant that it be ratified this year because the Democrats' majority in the Senate is set to shrink by five in January and waiting could have meant months of delay or defeat.

Republicans accused Democrats of rushing approval of the treaty for political reasons. They have asserted it would limit U.S. missile defense options and argued it has insufficient procedures to verify Russia's adherence.When Jon Kyl, the leading Republican on negotiations over the treaty, suggested a delay last month, Obama appeared unlikely to find the nine Republican votes needed for passage.But he and top members of his administration lobbied intensely, with Obama postponing his Christmas vacation in Hawaii. They enlisted support from top military officials and big-name Republicans from past administrations who argued the treaty was essential for U.S. national security.In the end, they persuaded enough Republicans to defy the party's top two leaders in the Senate and support the pact.We know when we've been beaten, Republican Sen. Orrin Hatch told reporters hours before Tuesday's vote.Even the Senate's No. 3 Republican, Lamar Alexander, endorsed the accord, saying he was assured U.S. defenses would not be weakened.The treaty will leave the United States with enough nuclear warheads to blow any attacker to kingdom come, Alexander said on the Senate floor.

Republicans had tried to kill the treaty by forcing changes in its language that would have sent it back for negotiations with Moscow. Democrats were working to appease some Republican senators by letting them raise these issues in legislation accompanying the treaty that would not directly affect the treaty.

Most Republicans remained opposed.

The administration did not negotiate a good treaty, Kyl said. They went into the negotiations it seems to me with the attitude with the Russians just like the guy who goes into the car dealership and says, I'm not leaving here until I buy a car.
Though Kyl looks likely to vote on the losing side of the debate over the treaty, in his negotiations with the administration he did win Obama's commitment to modernize the remaining nuclear arsenal with projected spending of $85 billion over 10 years.
Some of that money is now in the pipeline, contained in a stopgap government funding bill that cleared Congress on Tuesday. The measure would finance the government, mostly at current levels, through March 4.It makes an exception for nuclear security programs, allowing the government to spend money to modernize the United States' nuclear arsenal at a rate equal to Obama's $624 million request.

Hareidi Religious Jews to Join Rally for Judea and Samaria

Thousands of hareidi religious Jews are expected to turn out at a Jerusalem rally Thursday in support of Judea and Samaria. The 7:00 p.m. rally at Zion Square in the center of the capital will be staged against a defacto building freeze and as a salute to Judea, Samaria and Jerusalem residents. Popular singers Ariel Zilber, Yishai Lapidot, Mendy Jerufi and Gadi Elbaz will perform.Support for nationalists by the hareidi religious community, which was less common several years ago, provides an additional and strong ally for Land of Israel activists.One sticker that will be distributed to people will be written in Yiddish, the first language of tens of thousands of people in religious communities, and states, The Land of Israel is ours.
The Halamish organization, which is organizing the rally, stated, We must stop the government from expelling more Jews, and Jewish law, as determined by a council of sages, forbids giving land to non-Jews.

Halamish pointed out that although there is no official building freeze in Judea and Samaria, there is a de facto freeze that it said is a contributing factor to a severe housing shortage. Communities that have been affected include the hareidi religious cities of Beitar Illit, located in western Gush Etzion, Modi'in Illit, located in Samaria and near the city of Modi’in, and Emanuel, east of Kfar Saba and near the Jewish communities of Ginot Shomron and Kedumim in central Samaria.
Organizers, relying on a statement from hareidi religious sages, said that the Holy Land is the foundation for building the truth, and it is forbidden to separate the Land from the Torah because they are one. They noted that the blessings recited after food thank the Creator for the land…the exodus from Egypt…and the Torah.Organizers recalled that before the expulsion of Jews from Gush Katif in 2005, they distributed pamphlets to hareidi religious synagogues in Ashdod warning them that the expulsion would be followed by missile attacks.They laughed at such extremist views, but then asked, Who would have thought missiles would explode in Ashkelon, Ashdod, Be’er Sheva and Kiryat Gat? All saw after the expulsion of Jews from Gush Katif that the meaning of a peace agreement for terrorists is missiles and rockets. JERUSALEM – Israeli defense officials say the army will deploy tanks equipped with a miniature missile defense system near the Gaza border now that Palestinians are using a tank-piercing missile.The officials allege the Kornet missiles the militants possess came from Iran. They provided no proof.The officials spoke Wednesday on condition of anonymity because they were not authorized to discuss such matters.At a time of rising violence along the Gaza border, Israel's military chief disclosed Tuesday that militants fired a Kornet for the first time earlier this month, puncturing an Israeli tank.As a result, the defense officials say Israel has decided to move dozens of tanks equipped with the new Israeli-developed system, which detects incoming projectiles and shoots them down before they reach the armored vehicles.

JERUSALEM (AFP) – Israel has called on the Security Council to issue a clear and resolute message against rockets fired into its territory from the Gaza Strip, in a letter to the United Nations body that was made public on Wednesday.The December 21 letter, made public by Israel's foreign ministry, comes amid rising tensions on Israel's border with the coastal enclave.On Tuesday, Israel launched a series of airstrikes against what it said were tunnels, training sites and weapons facilities in the Gaza Strip, in response to a salvo of mortar shells on Monday and rocket fire on Tuesday morning.A Kassem rocket landed just metres (yards) away from a kindergarten in a southern Israeli kibbutz, wounding a teenage girl.The incidents of the past several days are part of an escalation of terrorist attacks emanating from Gaza that target Israeli civilians, towns, and military personnel, said the letter signed by Meron Reuben, Israel's UN ambassador.Israel holds the de facto authority in the Gaza Strip completely responsible for all of these incidents, which are carried out in clear violation of international law. In response to such attacks, Israel has exercised and will continue to exercise its right to self-defence.

The move was slammed as an act of discrimination by Bucharest.French interior minister Brice Hortefeux and his German counterpart Thomas de Maiziere raised their objections in a joint letter to the EU commission, according to AFP.The ministers said it was premature to let the two countries join Schengen in March - the current date aimed for by the two countries - and recommended that the EU wait for irreversible progress in the fight against corruption and organised crime instead.Back in Berlin, a spokesman for Germany's interior ministry said that lack of progress by Romania and Bulgaria in reforming their judiciaries could have grave consequences for the European Union's security and raised concerns about an overly swift adhesion to the Schengen area, AP reported.

Romanian President Traian Basescu reacted to the letter saying it was an act of discrimination against Romania which his country would not tolerate, even if it comes from EU's most powerful countries.In practice there is little Bucharest can do, as the decision has to be agreed unanimously among Schengen members - 22 EU states plus Norway, Switzerland and Iceland - meaning that France and Germany have veto powers.Meanwhile, a more compliant Bulgarian foreign ministry spokeswoman said her country would do the utmost to remove any doubts, including in the areas of the judicial system and society as a whole.The two newcomers had so far painfully tried to avoid a link between a unique EU monitoring system put in place after they joined the bloc in 2007 and evaluating their fight against crime and corruption, with their bid to become members of the border-free area.So far, the EU commission had maintained that the two processes are not linked and that Schengen enlargement has its own evaluation system, but has also conceded that it is a matter of trust with other states in the area, which will depend on the newcomers to secure their common borders.Experts evaluating the readiness of the countries two have so far given them a green light, with a final report due in January.

TOKYO (AFP) – Scores of villagers on a remote Japanese island chain in the Pacific scrambled for higher ground early Wednesday after a major 7.4-magnitude offshore quake sparked a tsunami alert.The seabed tremor struck at 2:19 am local time (1719 GMT Tuesday), jolting people out of bed as loudspeakers blared across the Ogasawara islands and authorities warned of the risk of a two-metre (six-foot) high local tsunami.The tsunami alert was later downgraded and all warnings were lifted five hours after the quake hit near the islands, some 1,000 kilometres (600 miles) south of Tokyo. FLAGSTAFF, Ariz. – Flood waters on Tuesday ripped through a retirement community in northwestern Arizona, washing away four unoccupied homes and threatening to destroy others.Meanwhile, evacuation orders were lifted in a small Utah town about 60 miles away after a dam feared close to breaking was declared safe.But flood warnings and emergency declarations remained in place in some Utah, Nevada and Arizona counties, and more rain was expected overnight.In Arizona, flood waters cut through a group of houses in the rural communities of Beaver Dam and Littlefield, sweeping away four homes after saturating the soil beneath them and causing them to collapse.None of the wood-framed houses was inhabited, although a man was getting ready to move into one of them, said Jeff Hunt, Beaver Dam/Littlefield Fire District chief. The man and workers were putting finishing touches on the home but were able to gather their belongings before flood waters carried it away, Hunt said.

Hunt said about a dozen other homes in the two communities, which share a zip code, were still in danger of being destroyed as flood waters seeped into the ground. About 200 feet of roadway was washed away.I think that through the night we'll lose potentially several more, especially if we get the flows increasing, he said. Authorities began warning area residents late Monday that they should evacuate if heavy runoff from nearby mountains continued. South Korea army to hold huge drill, North silent

SEOUL (Reuters) – South Korea announced land and sea military exercises on Wednesday including its largest-ever live-fire drill near North Korea just as tension on the peninsula was beginning to ease after Pyongyang's attack on a southern island.The land drill, involving artillery, fighter jets and the largest number of personnel in a peace-time exercise, will take place on Thursday, after the South's live-fire artillery exercise on Monday on the island of Yeonpyeong, and is bound to infuriate the North.We'll be sure to deal a punishing blow if the North tries to repeat the kind of situation like the artillery shelling of Yeonpyeong," Brigadier General Ju Eun-shik said in a statement.There was no immediate reaction from Pyongyang, with the local KCNA agency running stories about leader Kim Jong-il's visit to a power station.South Korea is also holding three days of live-firing naval drills off the peninsula's east coast starting on Wednesday, a media official at the Defense Ministry said.He would not provide details. Analysts have said its recent militaristic acts have served to bolster family rule as ailing leader Kim Jong-il grooms his youngest son, Kim Jong-un, as his successor. North Korea likes to step toward the brink and then away from it again, said Brian Myers, an expert on the North at South Korea's Dongseo University.The news from Pyongyang in the past few days indicates that the Kim Jong-il regime is now in the backing-off part of its usual cycle.He said the North probably did not expect the South to carry through with live-fire exercises on Monday.If it had, it would not have made such loud threats of reprisal in its domestic media. After the exercises took place, the Kim regime had to tell its own people that the South's provocation was not worth responding to, a flip-flop it cannot afford to repeat in just a few days. The church denies the allegations.

SINGAPORE – Oil prices rose above $90 a barrel Wednesday in Asia after a report showed U.S. crude supplies dropped more than expected for a second week, which suggests demand is improving.Benchmark oil for February delivery was up 19 cents to $90.01 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose 45 cents to settle at $89.82 on Tuesday.

The American Petroleum Institute said late Tuesday that crude inventories fell 5.8 million barrels last week while analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had forecast a drop of 2.4 million barrels. Inventories of gasoline decreased 2.9 million barrels and distillates rose slightly, the API said.

The Energy Department's Energy Information Administration reports its weekly supply data later Wednesday. The EIA said last week that supplies dropped 9.9 million barrels the previous week, the biggest drop in eight years.Oil prices, which rose to a two-year high above $90 earlier this month, have been supported by rallying stock markets.
