Northeast to miss white Christmas

NEW YORK (Reuters) – The Northeast will not have a white Christmas. A winter storm that was expected earlier in the week for Christmas Eve into Christmas Day in the Northeast will be delayed by a day, if it makes an appearance at all, according to forecasters referencing government weather data.It doesn't look as dramatic as it did earlier this week, said Bob Haas, a meteorologist with MDA EarthSat Weather in Rockville, Maryland.Cities in the lower Midwest will likely still get snow, but the storm is not expected to arrive in the Northeast, if at all, until Christmas night into Sunday, Haas said.The U.S. Global Forecasting System, a weather prediction model run by the National Oceanic and Atmospheric Administration, shows the storm remaining mostly offshore and as less of a threat to cities along the Interstate 95 corridor on the East Coast than previous forecasts.The storm right now is more of a threat to the U.S. Gulf Coast cities as light snow or rain.One caveat is the European equivalent of the GFS, which shows the storm moving inland instead of remaining offshore.

In that scenario, snow would start early on Christmas Day around the North Carolina-Virginia border, then make its way up the East Coast toward New England on Saturday and into Sunday.Colder-than-normal temperatures are still expected to linger in the Northeast next week, with the coldest temperatures expected Sunday into Monday.

Waterlogged California braces for more furious weather

LOS ANGELES (AFP) – Southern California, already reeling from days of flooding, thunderstorms and tidal surges, braced for even more furious weather Wednesday, as forecasters warned of the arrival of yet another powerful storm.A new weather system, forecast to be the most intense of the past week, was expected to spawn more wind, rain and even small tornadoes in the state, which has suffered an unrelenting barrage of inclement weather.Wednesday's forecast is definitely going to be the main event of an eventful climatological week, Bill Patzert, a specialist at California's Jet Propulsion Laboratory.Rainfall was expected to total as much as 1.5 inches (3.8 centimeters) per hour, which could cause flooding not only in low-lying areas, but in the state's saturated foothills and mountains.Meanwhile, rising flood waters also were causing problems throughout southern California. Local news programs broadcast numerous reports of stranded motorist who had to be plucked from their cars after becoming trapped by raging flash floods.Officials warned residents, particularly those near local creeks and waterways, to take the risk in earnest.This is not a playground. This is no time to do extreme sports, said Jack Wise of the Los Angeles Fire Department.Even six inches (15 centimeters) of water in the flood control channels is enough to wash you down the river... There's nobody to hear you scream, Wise said.

Officials in Los Angeles County order the evacuations of hundreds of homes in the shadow of the denuded San Gabriel Mountains, which recent fires have made bereft of vegetation and where there was a high risk of flooding and landslides.If you fail to comply, it could result in death, Los Angeles County Supervisor Michael Antonovich said.California Governor Arnold Schwarzenegger meanwhile has declared a state of emergency in a half dozen southern California counties because of the storms.Weather officials said the rain would be accompanied by winds between 15 to 25 miles (24 to 40 kilometers) per hour and gusts of up to 65 miles (100 kilometers) per hour.Heavy snows, rain, winds and lower-than-usual temperatures have buffeted the western United States throughout the weekend, hitting Oregon and California especially hard.

In farm-rich central California, floods earlier this week forced 2,000 people from their homes in Kern county, the local fire department reported in a statement.
Meanwhile downtown Los Angeles has seen days of record rainfall, with cascades of water causing power outages across Southern California, mudslides and rock slides in the area's scenic foothills, and closure of parts of the famed Pacific Coast Highway.
The one bright spot was had by the region's winter resorts, where record amounts of snow created a skiers' paradise just in time for the Christmas holiday season.

Strong aftershock hits Japanese islands

TOKYO (AFP) – A strong 6.3-magnitude aftershock struck off southern Japan on Thursday, the US Geological Survey said, a day after the region was rocked by a major earthquake.The latest jolt to hit the region, following Wednesday's 7.4-magnitude quake, struck at 7:49 am local time (2149 GMT Wednesday), 146 kilometres (91 miles) east of Chichi-shima in Japan's remote Bonin islands region, at a shallow depth of 10 kilometres.

There were no immediate reports of damage or injury.It was the strongest aftershock since yesterday's earthquake, said Masahide Fujimaru, a village official on Chichi-shima island.But it was not strong enough to make things fall from shelves, Fujimaru told AFP by telephone. There is no confusion and we have not received any information of damage or injuries.Japan's meteorological agency said the latest quake will not create a major, widespread tsunami but warned that there may be some change in sea level in a few hours.Japan's agency has also warned strong aftershocks would continue for the time being in the region.Scores of villagers on the remote Pacific archipelago -- known locally as the Ogasawara islands -- scrambled for higher ground Wednesday after the 7.4 quake sparked a tsunami alert.The seabed tremor struck at 2:19 am, jolting people out of bed as loudspeakers blared across the Ogasawara islands and authorities warned of the risk of a two-metre (six-foot) high local tsunami.The tsunami alert was later downgraded and all warnings were lifted five hours after the quake hit near the islands, some 1,000 kilometres south of Tokyo.

The quake was followed by a series of aftershocks measuring between 5.3 and 5.6 which continued into the morning.About three hours after the quake, a 60-centimetre (two-feet) wave was monitored 700 kilometres away at Hachijo-jima, part of the Izu island chain that runs south of Tokyo, the meteorological agency said.Waves of up to 20 centimetres also reached the southwestern Japanese main islands, the agency said.

Hong Kong bird tests positive for bird flu

HONG KONG (AFP) – Hong Kong authorities confirmed Thursday that a dead bird found in the southern Chinese territory had tested positive for the H5 strain of the bird flu virus.A government spokeswoman told AFP that laboratory tests had confirmed the highly decomposed chicken carcass found on the seashore of an island in the territory on December 18 carried the deadly strain.In a press release a spokesman said the Hong Kong government was concerned about the incident and will continue to monitor the situation.There were no poultry farms within three kilometres of the shore and there was no evidence of backyard poultry in nearby villages, the statement added.The government will step up inspections of the shore and its immediate vicinity, the statement said.Officials did not raise the city's public health warning on bird flu.

In November, Hong Kong confirmed its first human case of bird flu since 2003, after a 59-year-old woman tested positive for Influenza A (H5), a variant of bird flu.At the time, the government raised its avian influenza alert level to serious, but it has been lowered since.Hong Kong was the site of the world's first major outbreak of bird flu among humans in 1997, when six people died of a mutation of the virus, which is normally confined to poultry.Millions of birds were culled in the 1997 outbreak.Six years later the city was gripped by a full-blown panic when the deadly respiratory disease SARS emerged, killing about 300 people.Public anxiety returned to the city of seven million people last year with an outbreak of swine flu that claimed about 80 lives.

KIRKUK, Iraq – No decorations, no midnight Mass. Even an appearance by Santa Claus has been nixed after Iraq's Christian leaders called off Christmas celebrations amid new al-Qaida threats on the tiny community still terrified from a bloody siege on a Baghdad church.Christians across Iraq have been living in fear since the assault on Our Lady of Salvation Church as its Catholic congregation was celebrating Sunday Mass. Sixty-eight people were killed. Days later Islamic insurgents bombed Christian homes and neighborhoods across the capital.On Tuesday, al-Qaida insurgents threatened more attacks on Iraq's beleaguered Christians, many of whom have fled their homes or the country since the church attack. A council representing Christian denominations across Iraq advised its followers to cancel public celebrations of Christmas out of concern for their lives and as a show of mourning for the victims.

Nobody can ignore the threats of al-Qaida against Iraqi Christians, said Chaldean Archbishop Louis Sako in Kirkuk. We cannot find a single source of joy that makes us celebrate. The situation of the Christians is bleak.Church officials in Baghdad, as well as in the northern cities of Kirkuk and Mosul and the southern city of Basra, said they will not put up Christmas decorations or celebrate midnight Mass. They urged worshippers not to decorate their homes. Even an appearance by Santa Claus was called off.It's to avoid any attacks, but also to show that people are sad, not happy, said Younadim Kanna, a Christian lawmaker from Baghdad.Even before the Oct. 31 church attack, thousands of Christians were fleeing Iraq. They make up more than a third of the 53,700 Iraqis resettled in the United States since 2007, according to State Department statistics.Since the church attack, some 1,000 families have fled to Iraq's safer Kurdish-ruled north, according to the United Nations, which recently warned of a steady exodus of Iraqi Christians.The latest threats were posted late Tuesday by the Islamic State of Iraq, an al-Qaida front group, on a website frequented by Islamic extremists. The group said it wants the release of two women it claims are being held captive by Egypt's Coptic Church.Muslim extremists in Egypt accuse the Coptic Church of detaining the women for allegedly converting to Islam, an accusation the church denies. The message posted Tuesday was addressed to Iraq's Christian community and said it was designed to pressure Egypt.Few reliable statistics exist on the number of Christians remaining in this nation of 29 million. A recent State Department report says Christian leaders estimate there are 400,000 to 600,000, down from a prewar level of some 1.4 million.

For those who remain, Christmas will be a somber affair.In the northern city of Kirkuk, 180 miles (290 kilometers) north of Baghdad, Sako said there will be no Christmas decorations outside churches and a traditional visit by Santa Claus has also been called off. Money usually used on celebrations or gifts will instead go to help Christian refugees.Ashour Binyamin, a 55-year-old Christian from Kirkuk said he and his family would not go to church on Christmas and would celebrate at home.At Baghdad's Our Lady of Salvation Church, where more than 120 parishioners were held hostage by gunmen during the four-hour siege, all Christmas Masses have been canceled. Only a modest manger display will mark the occasion.We have canceled all celebrations in the church,said Father Mukhlis. We are still in deep sorrow over the innocent victims who fell during the evil attack.In Baghdad's Karradah neighborhood, where many of the city's remaining Christians live, churches were guarded by security forces Wednesday and surrounded by razor wire. Shop owners said few people were buying the Christmas trees and Santa Claus toys on sale.Ikhlas Bahnam, a Christian in the neighborhood, vowed to go to Mass on Christmas Day, despite what she called the government's failure to protect her small minority. But she won't be visiting friends during the holiday season because all of them have fled the city.

We did not put any decorations inside or outside our house this year, Bahnam said. We see no reason to celebrate.In Mosul, 225 miles (360 kilometers) northwest of Baghdad, the Rev. Faiz Wadee, a Syrian Orthodox priest, said there will be no public Christmas celebrations there.And Christians in Iraq's second-largest city of Basra have also called off all celebrations, said Saad Matti, a Christian legislator on the Basra provincial council.There will be only a small Mass in one church in Basra without any signs of joy or decoration and under the protection of Iraqi security forces, he said. We are fully aware of al-Qaida threats.Matti said Christians were also toning down their celebrations out of respect for a Shiite holiday going on at the same time. The majority of Iraqis are Shiite Muslims, especially in the south.

Even among Iraqi Christians who've managed to escape the violence, the mood was subdued.Maher Murqous, a Christian from Mosul who fled to neighboring Syria after being threatened by militants, said his relatives are still at risk in Iraq, and since they cannot celebrate, neither will he.We will pray for the sake of Iraq. France wants closer euro zone economic policy: report

BERLIN (Reuters) – France wants all 16 euro zone governments and any other interested European Union members to coordinate their economic policy more closely in the future, Economy Minister Christine Lagarde told a German newspaper.The crisis showed us that it is not sufficient to limit public debt as foreseen in the Maastricht Treaty. Ireland stuck to these criteria and finds itself nevertheless in difficulty, Lagarde said in an interview with the Sueddeutsche Zeitung.The EU must not look just at the budgets, it must monitor how the economies in the member states develop.Countries that set out to boost exports and increase investment in a certain sector, for example, would directly affect other EU countries.I don't think it is possible to take away sovereignty over budgets from national states, but we could coordinate with each other already when we are preparing tax legislation. Germany and France plan exactly that - more and more we want to coordinate already when we draft our budget plans for the coming years, she explained.Furthermore, I can also imagine creating an arbitration body (for closer economic policy coordination), Lagarde said.

European countries' diverging tax rates have become a subject of tension. In negotiations on Ireland's EU/IMF bailout last month, France and Germany wanted Ireland's ultra-low corporation tax rate -- long seen by higher-tax European countries as unfair competition -- to be addressed but Dublin made clear the tax rate was non-negotiable.Lagarde, in the interview, acknowledged that all 27 member EU states were unlikely to agree to such a wide-ranging move to coordinate economic policy, with the UK likely to vent fierce opposition, but she said some countries outside the euro zone would be interested.I doubt that a coordinated economic governance would be possible with all 27 states. Spain PM: Fixing hurting economy will take 5 years

MADRID – Spain's prime minister says it will take his nation five years to repair the economic damage caused by Europe's debt crisis and a big real estate boom that went bust.Jose Luis Rodriguez Zapatero told Parliament that Europe's fourth largest economy needs five years to correct the structural imbalances in our economy. Spain has unemployment of nearly 20 percent, with grim growth prospects.Zapatero also said Wednesday that his government will unveil a long-awaited proposal to raise the retirement age from 65 to 67 on Jan 28.He spoke a day after Parliament approved a 2011 austerity budget by a razor-thin margin — a move that likely saved Zapatero his job. Zapatero likely would have had to call early elections if it had not passed.

SEOUL (Reuters) – North Korea criticized major land and sea military exercises to be staged by the South on Thursday, but stopped short of threatening a retaliatory strike as tension remained high on the divided peninsula.In a show of military might, South Korea will hold a major.land drill in the Pocheon region, between Seoul and the heavily armed demilitarised zone (DMZ) separating the two Koreas. It will also continue naval live-fire exercises 100 km (60 miles) south of the maritime border with North Korea.The drill, involving a larger scale of firepower and personnel than usual for such an exercise at an army training ground, is an indication that conservative President Lee Myung-bak wants to underscore his renewed determination to stand tough against the North.He has replaced his top defense officials with more hawkish military men, a response to criticism of a perceived weak response to hostile acts from the North, including a submarine attack in March and the shelling of an island last month.We're keeping up the alert, a Defense Ministry official said on the condition of anonymity. There may have been some adjustments to readiness posture but we are still on top alert.A large contingent of mechanized units operating tanks, three dozen self-propelled artillery, fighter jets and multiple rocket launchers, were set to stage the live-fire drill starting at 0500GMT just miles from the border with the North.

(South Korea) is trying to hide the provocative nature toward the North of the war exercises, Pyongyang's official KCNA news agency said in a comment issued in the form of a news dispatch rather than in the name of any government organization.The South Korean Army is making no secret that the drill is aimed at displaying its firepower to its neighbor.Yes, it will be a show of force against that, an army officer said on Wednesday, when asked if the shelling of South Korea's Yeonpyeong island last month was a factor, although he said similar drills had been staged before.Seoul's financial markets were little moved in early trade as investors kept a close eye on how North Korea will react to the drills, although the North's threatening remarks had in the past failed to have a lasting effect.

DISPUTED WATERS

The North's reaction was relatively calm in comparison with its threats of a retaliatory strike made as recently as last week ahead of Monday's live-firing drill on Yeonpyeong, in disputed waters off the west coast of the peninsula.Its official Rodong Sinmun newspaper accused the United States of conspiring with the South and Japan to bring war to the Korean peninsula.The Korean peninsula has turned sharply unstable on the brink of war due to scheming by the U.S. to militarily stifle the North, the commentary said.Analysts say the North is unlikely, in the near-term at least, to launch a further attack against the South like last month's shelling of Yeonpyeong or the sinking in March of the Cheonan warship. The South accuses North Korea of sinking the vessel, though the North denies involvement.For now, the North is likely to wait and see if its latest actions, including an offer to readmit international nuclear inspectors, yield results, such as a return to international talks on Pyongyang's nuclear programme.The White House said on Wednesday it did not expect the military exercises to trigger a North Korean response. SEOUL, South Korea – South Korea on Thursday mobilized hundreds of troops, tanks, helicopters and jet fighters for a massive military exercise aimed at sending North Korea a message of strength amid high tensions on the peninsula.The firing drills set for later in the day near the Koreas' heavily armed land border signaled that South Korea is willing to risk further escalating tensions with North Korea, which shelled a southern island off the Koreas' western coast on Nov. 23, killing four South Koreans and stirring fears of war.The attack was portrayed by Pyongyang as a retaliation for southern military exercises on Yeonpyeong island that day.South Korea has conducted 47 military drills this year similar to the one planned for Thursday, which was scheduled in response to the North Korean attack, an army officer said on condition of anonymity citing department rules. Thursday's drill will be the biggest-ever wintertime joint firing exercise that South Korea's army and air force have staged, an army statement said.We will completely punish the enemy if it provokes us again like the shelling of Yeonpyeong Island, Brig. Gen. Ju Eun-sik, chief of the army's 1st armored brigade, said separately.

South Korean forces are on high alert even though the North backed down from its threat to again retaliate over a separate firing drill the South held Monday on Yeonpyeong in disputed western waters.The two Koreas remain technically at war since their 1950s conflict ended in a cease-fire, not a peace treaty. The past month's military tension, however, has been the worst in several years.The North has made conciliatory remarks in recent days — telling a visiting U.S. governor it might allow international inspections of its nuclear programs — but Seoul is mindful of past surprise attacks and still is bracing for possible aggression.The White House dismissed concern that South Korea's exercises could lead to any escalation of the situation.I think exercises that have been announced well in advance, that are transparent, that are defensive in nature, should in no way engender a response from the North Koreans, White House spokesman Robert Gibbs said in a briefing on Wednesday.South Korea's navy also began annual four-day firing and anti-submarine exercises Wednesday off the country's eastern coast. That area has been less tense recently but in the past, the North has used eastern waters as a submarine route for communist agents to infiltrate South Korea.The Koreas' recent military skirmishes, including last month's artillery bombardment, have been in the tense western waters, where Pyongyang does not recognize the U.N.-drawn border.Thursday's air force and army drills will involve 800 troops, F-15K and KF-16 jet fighters, K-1 tanks, AH-1S attack helicopters and K-9 self-propelled guns. They will take place in Pocheon, about 30 miles (45 kilometers) north of Seoul and about 21 miles (33 kilometers) south of the North Korean border.

Seoul has relocated more artillery on Yeonpyeong island following last month's shelling and plans to deploy Israeli-made Spike missiles there soon, Yonhap news agency reported, citing an unidentified military official. The Joint Chiefs of Staff declined to confirm the report.North Korea, meanwhile, indicated to visiting New Mexico Gov. Bill Richardson that it was prepared to consider ways to work with the South on restoring security along the border.Richardson praised Pyongyang for refraining from retaliation and said his visit to the North provided an opening for a resumption of negotiations aimed at dismantling North Korea's nuclear program. North Korea pulled out of six-nation talks to provide Pyongyang with aid in exchange for disarmament in April 2009, but since has said it is willing to resume them.The White House, however, rejected the idea, saying Pyongyang needed to change its belligerent behavior first and was not even remotely ready for negotiations.In Seoul, a senior South Korean government official said the military would remain prepared for the possibility of a surprise attack in coming days. He spoke on condition of anonymity because of the sensitivity of the matter. Separately, about 200 South Koreans attended a candlelight vigil Wednesday evening for the four South Koreans killed by North Korea's attack on the Yeonpyeong.They observed a moment of silence and placed flowers on a makeshift mourning site in central Seoul.
