Abandon hope for UN climate treaty, potential French president believes

EUOBSERVER / BRUSSELS - Former French environment minister and potential presidential candidate Jean-Louis Borloo believes Europe is obsessed with legally-binding treaties as a result of its post-war history and its experience in gradually ceding sovereignty to Brussels - a hang-up that is unnecessarily affecting the UN climate negotiation process, a US diplomatic cable has revealed.The cable's release by WikiLeaks on Friday (10 December) came just hours before EU climate commissioner Connie Hedegaard said much more work was needed if a legally-binding deal on cutting carbon emissions was to be achieved next year, as Europe hopes for. But in a meeting with US ambassador to France Charles Rivkin on 11 February, Mr Borloo said the key to advancing climate negotiations is to drop the notion of a legally binding treaty in favour of a system of national commitments, according to the cable. He also argued that it would be up to a small group of eight or ten heads of state to negotiate implementation of the Copenhagen Accord, a controversial deal struck last December under which signatories agreed to voluntary emission cuts.

Those pledges were enshrined in a UN document for the fist time over the weekend in Cancun, Mexico, with Ms Hedegaard giving no indication that the EU plans to ditch its search for a more comprehensive deal in South Africa next year, despite considerable pessimism from analysts.Everyone needs to be aware that we still have a long and challenging journey ahead of us to reach the goal of a legally binding global climate framework, Ms Hedegaard said on Saturday after the talks drew to a close.The EU and some green NGOs have greeted the Cancun Agreement as a modest success while others have slammed the result, saying it is unfair to developing countries and could also put the planet on track to temperature increases of up to 5°C. Meanwhile, the pace of talks has alarmed almost everyone.At the February meeting, Mr Borloo argued that major emerging countries were not prepared to cede sovereignty to a treaty, while EU members saw this as both normal and essential, according to the cable.He added that in his belief, the UN climate negotiators did not have the ability to close a deal after years of talks.The release of the US diplomatic cable also comes just days before EU leaders are set to agree a further EU treaty chance in order to set up a permanent stability mechanism to aid struggling eurozone nations.Until recently, Mr Borloo was environment minister in the government of French President Nicolas Sarkozy, but was unceremoniously dropped in a cabinet reshuffle in November.The centrist politician is now one of the names being tipped to potentially challenge Mr Sarkozy for the centre-right UMP nomination for presidential elections in the spring of 2012.

Berlin, Paris and Warsaw keen to beef up EU military muscle

EUOBSERVER / BRUSSELS - France, Germany and Poland have urged EU foreign relations chief Catherine Ashton to personally take charge of plans to boost military co-operation between EU countries and between EU and Nato structures.The foreign ministers of the three countries in a rare joint letter to Ms Ashton dated 6 December and seen by this website said: The European Union has become a recognised and sought-after security actor. It will become more solicited, alone or in co-ordination with other actors such as the UN, Nato, the United States and emerging powers.Your personal involvement in this endeavour is the key, the ministers add, calling for bold decisions ... with you, Madam High Representative, in the lead.The letter proposes triggering the so-called Permanent Structured Co-operation clause in the Lisbon Treaty under which militarily-advanced EU states can create an avant-garde group on joint defence procurement and operational planning for other EU countries to get involved in down the line.The ministers ask Ms Ashton to look into the creation of a permanent EU civilian-military planning capability; explore ways of making EU battlegroups pack more punch in the field; explore possibilities for common funding of battlegroup needs, such as air-lift equipment; and stimulate research investment in the European Defence Technological and Industrial Base.

The three countries urge the British baroness to swiftly launch an in-depth discussion on the subject among EU ministers and to achieve concrete results under the Polish EU presidency in the second half of 2011.On the EU-Nato side, the letter says: There is ample room for improvement in our relations, regarding both in-theatre operational co-operation and ... in the area of capabilities. It names cyberdefence as a new area for joint work and says the US should more often be invited to take part in EU military missions.The defence plan is understood to have been first hatched during a private conversation between Poland's foreign minister, Radek Sikorski, and his former French counterpart, Bernard Kouchner, at Mr Sikorski's private ranch in Chobielin, Poland, in 2009.The inclusion of Germany, the biggest net contributor to the EU budget, gives the scheme extra weight and consumates Poland's ambition to join the club of major EU policy-makers - France, Germany, Italy, Spain and the UK.The ministers' agenda fits with Nato's new Strategic Concept, adopted in Lisbon last month, which spoke of a post-Cold-War global conflict prevention mission for the alliance and highlighted cyber security as a new priority. The Nato summit equally bemoaned existing problems in EU-Nato co-operation.The Franco-German-Polish initiative also mirrors joint defence projects currently being rolled out at sub-EU level.France and the UK in November signed a defence pact covering joint nuclear weapons tests, while the UK, the five Nordic countries and the three Baltic States will in January hold a summit on defence and energy co-operation in the High North. EUOBSERVER / BRUSSELS - Freshly-published cables from the US mission to the Vatican have shed light on the inner workings of Europe's most secretive diplomatic corps, including the Pope's opposition to Turkey's EU membership, hopes for Polish influence inside the EU and church ideas on how to undermine the Castro administration in Cuba.The 15 cables published by WikiLeaks on Friday (10 December), covering the period from 2001 to 2010, highlight US belief in the Vatican's global clout.The Vatican is second only to the United States in the number of countries with which it enjoys diplomatic relations (188 and 177 respectively), and there are Catholic priests, nuns and lay people in every country on the planet. As the spiritual leader of 1.3 billion Catholics worldwide and enjoying respect as well from non-Catholics, the Pope wields an unparalleled moral megaphone, a 2009 US note ahead of President Barack Obama's meeting with the pontiff says. Private comments from Vatican officials to European diplomats also carry some weight - particularly in the traditionally Catholic countries, a 2006 cable says.The cables praise Pope Benedict XVI's broad support for the Middle East Peace Process and his handling of a tricky encounter with the Socialist Zapatero government in Spain in 2006. The pope's tack in Spain [on same-sex marriages] was milder than some expected, a 2006 US cable says. Benedict has used tact and persuasion rather than fire and brimstone in his battle against relativism and secularism.The rest of the material indicates that the Vatican has fumbled almost every diplomatic crisis in recent years, however.The cables note that in 2004 the church stood back while media depicted private remarks by the then Cardinal Ratzinger, now Pope Benedict XVI, that Turkey should not join the EU as being sofficial Vatican policy.

In 2009, the church angered the international Jewish community by failing to denounce the holocaust-denying views of a renegade bishop and proposing to canonize Nazi-collaborator Pope Pius XII. The Pope welcomed him [Bishop Williamson] back into the Church, but they waited days to do so [speak out on the holocaust], and then did it weakly, a 2009 US cable says. Church officials did not expect the criticism and were annoyed by it, the cable adds on Pius XII.The same year, Pope Benedict XVI's announcement that disgruntled Anglican bishops should join the Roman Catholic church raised concerns in Washington. There is still latent anti-Catholicism in some parts of England and it may not take much to set it off. The outcome could be discrimination or in isolated cases, even violence, against this [Catholic] minority, a US diplomat remarked.The church in 2009 also caused a public furore in Ireland by complaining that a major sex-abuse inquiry violated Vatican sovereignty.The Nuncio in Ireland made things worse by simply ignoring the requests [to appear before national commissions], the related cable says.The US links the failures to Pope Benedict XVI's inner circle of septuagenerian advisors, who are out of touch with the modern world, do not speak English and act as Yes-men to the pontiff. Most of the top ranks of the Vatican - all men, generally in their seventies - do not understand modern media and new information technologies. The blackberry-using Father Lombardi remains an anomaly in a culture in which many officials do not even have official email accounts, another 2009 cable says.

Turkey: in or out?

The cables indicate that the Vatican is ambiguous about the prospect of Turkish EU entry.On one hand, Cardinal Ratzinger said in 2004 that Turkey had always been in permanent contrast to Europe and that linking it to Europe would be a mistake.Ratzinger has been a leading voice behind the Holy See's unsuccessful drive to secure a reference to Europe's Christian roots in the EU constitution, and he clearly understands that allowing a Muslim country into the EU would further weaken his case for Europe's Christian foundations, the 2004 cable adds.On the other hand, senior Vatican officials believe: Turkey could help to ease tensions between the Western and Muslim worlds, illustrating how a secular state with a Muslim population could co-operate with countries with a Judeo-Christian heritage. But a 2009 US cable says: The Vatican might prefer to see Turkey develop a special relationship short of membership with the EU.Meanwhile, the Vatican hopes that Poland will help it to steer EU policy-making on social issues.The Holy See's attention to Poland is not simply customer service or taking care of the troops. As was clear under Pope John Paul II, the Vatican has high hopes that Poland will serve as a counter-weight to Western European secularism,a 2006 US note says. Certainly the Holy See hopes that Poland will hold the line at the EU on life and family issues that arise.

Handling the Castro brothers

Not all of Pope Benedict XVI's lieutenants are as ignorant of communications issues as the 2009 cable on his inner circle suggests, however.In a 2010 cable, one Monsignor Nicolas Thevenin told Washington that the Vatican supports Spain's failed push to lift EU sanctions on Cuba. He ... implied a preference for the soft approach of Spain over that of Poland or the Czech Republic as being more conducive to a positive response from the Cubans,the US note says. Monsignor Thevenin also advised the US to lean on telecommunications companies to make sure that rates for Cubans to call the US would be very low. This, he thought, could have a positive impact in promoting political change.The Vatican in a statement released at the weekend tried to undermine the value of the WikiLeaks material.These reports reflect the perceptions and opinions of the people who wrote them and cannot be considered as expressions of the Holy See itself, nor as exact quotations of the words of its officials,it said. I am very proud to be described as a Yes-man, one of the Pope's top advisors, Cardinal Tarcisio Bertone, told Italian media.

Germany predicts EU political union in 10 years

EUOBSERVER / BRUSSELS - German finance minister Wolfgang Schaeuble has said his country is willing to discuss greater harmonisation of eurozone tax policy, adding that the next decade is likely to see Europe take significant steps towards closer political union.The remarks, made in Germany's mass-selling Bild am Sonntag newspaper on Sunday (12 December), come as EU leaders look set to agree a limited EU treaty change this week in order to set up a permanent crisis mechanism to provide financial support to struggling eurozone states.Germany has previously opposed calls for a fully-fledged fiscal union within the euro area, but this position appears to be softening. The basic decision was for fiscal and budgetary policy to be decided on the national level. If that is to be changed, then we can talk about it, Mr Schaeuble said in the high-profile Bild interview.In 10 years we will have a structure that corresponds much stronger to what one describes as political union, he added.Meeting in the German town of Freiburg on Friday, French President Nicolas Sarkozy and German Chancellor Angela Merkel also said eurozone leaders must draw a fundamental lesson from the ongoing debt crisis and take steps towards political integration, including the harmonisation of tax policies or labour law.These initiatives would foster greater convergence of eurozone economies and show this is not just about currency issues but also about political co-operation, which has to be deepened, said Ms Merkel.Only days earlier, Luxembourgish Prime Minister Jean-Claude Juncker had brandished Berlin as un-European over its refusal to support the creation of a common eurozone bond, a move some experts say would help shore up stability in the currently-distressed currency club.Investors' doubts in the 16-member single currency economy have continued unabated this year, despite bail-outs for Greece and recently Ireland. Former UK prime minister Gordon Brown warned this month that the euro was headed for a day of reckoning early in the new year, a prediction seemingly backed up by new data from Italian bank UniCredit.

The bank calculates eurozone nations will have to refinance or repay €560 billion in debt next year, €45bn more than 2010 and the highest amount since the launch of the single currency in January 1999. The refinancing pressures could force other eurozone governments to call for support from the European bail-out fund, warn analysts.In May EU leaders agreed to establish the €440 billion European Financial Stability Facility (EFSF), a triple-A rated institution based in Luxembourg which can issue bonds and lend to stricken eurozone states.Now EU leaders look set to agree a limited EU treaty chance this week in order to turn the temporary facility into a permanent rescue mechanism around the middle of 2013 when the EFSF expires.

Irish Europe minister Dick Roche revealed the expected wording of the treaty tweak to Irish MPs on Friday, insisting the new language would not require a referendum in Ireland.Member states whose currency is the euro may establish amongst themselves a stability mechanism to safeguard the stability of the euro area as a whole. The granting of financial assistance under the mechanism will be made subject to strict conditions, reads the simple two-sentence paragraph to be inserted into the EU rulebook, reported the Irish Times.Germany has successfully won its demand for the permanent mechanism to include the private sector sharing in future bail-out costs, reports the BBC. Such a decision could significant raise the borrowing costs of peripheral eurozone states, as investors demand extra yields to cover the costs of a potential debt restructuring under the new mechanism.At the same time, there are reports that changes are currently being considered to enable the temporary EFSF to buy sovereign bonds from distressed eurozone governments, a role currently being carried out by the European Central Bank via the secondary market.

Indor: Stop Coddling Rock Throwing Terrorist Youths

The allegations in a report by the leftist B'tselem organization released Monday about police abuses against Arab children who throw rocks at Israeli drivers dominated the Israeli media all morning. They may or may not be true, says Meir Indor, chairman of the Almagor terror victims' organization – but the report is irrelevant. The criteria they use relate to the rights of criminals, but Arab rock-throwing is not an individual crime – it's a nationalistic act of war, and must be treated as such.The B'tselem report claimed that Israeli police have been abusing the rights of Arab youths suspected of throwing rocks at Israeli drivers and passerby in several neighborhoods of Jerusalem, especially the City of David neighborhood (Silwan). The report claims that police forcefully invaded the homes of several suspects, rousing them from their beds, and prohibiting their parents from being present during their questioning as required by Israeli law. In addition, the report said that many of the youths had complained that police assaulted them as they were being arrested.We are certainly not for the abrogation of individual rights for criminals, Indor told Israel National News. But the rock throwing by Arab youths is far more than criminal – it's nothing less than an act of war. It's become all too common, and it's life threatening. Indor himself was injured by a large rock thrown at him by Arab youths on the Mt. Of Olives in October.Today, when one of these youths is arrested, he is legally permitted to basically sit in an interrogation room and make fun of police, Indor said. The youth is required by law to have his father present, so of course no headway is made in the interrogation. And besides, the youths have a whole array of liberal and leftist organizations, like B'tselem, at the ready to defend them, regardless of what they have done.

In that sense, said Indor, B'tselem is working against Israel's interests – and, rather than be permitted to continue harming Israel's security by defending terrorists, the organization should be brought up on charges of treason. “B'tselem has a huge budget, much of it supplied from abroad. Police know who these people are, but are powerless to stop them.We plan to introduce legislation that will change the law and reclassify these kinds of attacks as terror incidents, that will subject these youths to stiffer penalties, and especially to a different process, other than the normal one that applies to criminals, Indor said.In a society that suffers from terrorism as Israel does, we accept that it is reasonable for people to stand in line at the mall and be checked by a security agent. In the same way, it should be reasonable to expect that the individual rights of terrorists – no matter how young they are – be suspended to ensure the safety of society.(Israel National News.com)

Netanyahu: Ready to Discuss Any Substantive Issues

Following the meeting Netanyahu's office announced that the meeting was positive, thorough and businesslike. The two discussed ways to advance the diplomatic process.Netanyahu said during the meeting that is ready to discuss any substantive issues in the weeks and months ahead, in order to promote a common goal of peace and security in the region.

No Apology to Turkey, Says Netanyahu

Prime Minister Binyamin Netanyahu reiterated at a Likud faction meeting on Monday that Israel would not apologize to Turkey over the deaths of nine terror activists aboard the Mavi Marmara flotilla vessel on May 31.Meanwhile, a Knesset committee of parliamentary faction leaders, headed by Knesset Speaker Reuven Rivlin, approved a motion to hold a full plenum hearing regarding Ankara’s demand.Netanyahu was responding to a question from MK Danny Danon (Likud) about media rumors that Israel would express regret over the incident in which the terror activists, eight of whom were Turkish nationals, attacked IDF commandos when they boarded the ship to guide it to the port of Ashdod.The Turkish-sponsored vessel was one of six in a flotilla that had attempted to break Israel’s maritime blockade of Gaza.Turkey’s Prime Minister Tayyip Recep Erdogan demanded after the incident that Israel apologize and compensate the families of the dead. In recent days, there were rumors the Jewish State was reconsidering its refusal to do so, and might also be willing to pay a sum in compensation to the families of the slain terror activists.It is inconceivable that the State of Israel will compensate terrorists who harmed navy commandos, said Danon. Such compensation is tantamount to surrendering to terror and will create the motivation for future attacks. I am certain the government’s answer to the motion will be that Israel has no intention of compensating these terrorists.

Netanyahu denied the rumors, but noted that the relationship with Turkey is important. The prime minister added, They must recognize the fact that we did not act out of malice, but in self-defense.Israeli and Turkish officials met a week ago in Geneva in an effort to find a way out of the diplomatic quagmire in which the two nations currently find themselves. Turkey sent two firefighting aircraft to assist the Jewish State in response to an appeal by Netanyahu to the international community for assistance when a wildfire struck the northern region more than a week ago, leaving 43 dead and ravaging some 12,500 acres of forest land.(Israel National News.com)
