The revelation that CIA stooge Anwar al-Awlaki, the Al-Qaeda leader who once dined with Pentagon top brass, is the supposed mastermind behind last week’s plane bomb plot, adds yet more weight to the already overwhelming evidence that the whole charade is another contrived false flag to both boost Barack Obama’s domestic and geopolitical agenda, while crushing the growing resistance against invasive airport security measures.According to the London Guardian, Awlaki is now the prime suspect in the cargo plane bomb plot. He is also fingered as the mastermind by BBC News, and the London Telegraph amongst others. The man who allegedly made the ink toner cartridges that were later claimed to be deadly explosive devices was Saudi Arabian-born Ibrahim Hassan Al Asiri. Al Asiri is in regular contact in Yemen with radical cleric Anwar Awlaki, reports the Daily Mail.As we reported last month, every indication points to American-born cleric Awlaki being a double agent working for US intelligence. He has been involved in almost every terror plot over the last couple of years, from directing the underwear bomber, who was allowed to board the plane by order of the US State Department aided by a well-dressed man who got Abdulmutallab on the airliner despite the fact that he was on a terror watchlist and had no passport, to advising Fort Hood shooter Major Nidal Malik Hasan. Authorities have engaged in a cover-up of what happened at Fort Hood after they ordered Private Lance Aviles to delete cell phone footage of the attack.

Awlaki was also the spiritual leader of the alleged 9/11 hijackers, a fact that didn’t seem to concern Pentagon top brass who invited him to dine with them just months after the September 11 attacks despite the fact that he had personally colluded with the very hijackers who were alleged to have slammed Flight 77 into the Pentagon.The US Special Operations Command’s Able Danger program identified the hijackers and their accomplices long before 9/11, and would undoubtedly have also picked up Awlaki.As Webster Tarpley has documented, Awlaki is an intelligence agency operative and patsy-minder and one of the premier terror impresarios of the age operating under Islamic fundamentalist cover whose job it is to motivate and encourage groups of mentally impaired and suggestible young dupes who were entrapped into terrorist plots by busy FBI and Canadian RCMP agents during recent years.

Any Awlaki connection to the latest alleged bomb plot is therefore a huge smoking gun that the entire story, as every other piece of evidence also indicates, is a manufactured political ploy.In the rush to pin the blame on US geopolitical target Yemen, a Yemeni female student was hastily fingered as the perpetrator, a set-up according to her lawyer, and she was quickly released. Indeed, according to Mohammed al-Shaibah, Air Cargo Director for Yemenia Airways, there is no evidence to prove that this package came through Yemen. He said there were no UPS or DHL cargo flights from Yemen within a 48 hour period prior to the supposed terror attack.In addition, the United Arab Emirates’ Civil Aviation Authority rejected claims by US authorities that Flight 201 from Dubai contained any suspicious packages. The Emirates plane that arrived today in the United States from Dubai did not contain any packages from Yemen, the official Emirati WAM news agency quoted an unnamed source with the country’s civil aviation body as saying.Authorities in the UK initially confirmed that the package found on a plane at East Midlands Airport was an ink toner cartridge and contained no evidence of explosives. Similarly, CNN first reported that, Investigators examined two UPS planes that landed at Philadelphia International Airport and another at Newark Liberty International Airport in New Jersey, said Mike Mangeot, a UPS spokesman. Authorities later gave the all-clear at the airport in Newark, U.S. and U.K. officials said. However, within hours President Obama gave a speech claiming the packages did contain evidence of explosives.Within the space of 24 hours, the story was completely reversed and inflated into a massive terror plot involving dozens of suspect packages supposedly bound for synagogues in Chicago. How could packages that after being tested for explosives were labeled duds suddenly become massive and powerful explosive devices? This proves that the story was manipulated at an early stage so that it could be feverishly overblown and exploited for political purposes, just as a number of contrived terror alerts were issued for political gain by the Bush administration, as former Homeland Security chief Tom Ridge admitted.

The new plot’s supposed similarities to the Christmas Day attempt further cements this view. As we have documented, every single scrap of evidence regarding the underwear bomber plot has false flag written all over it, from the US government allowing Abdulmutallab to board the plane, to Abdulmutallab’s own patsy-like behavior suggesting he wasn’t even fully aware of his role, to FBI intimidation of eyewitnesses on the plane who reported events that contradicted the official story. The Christmas Day incident was hastily exploited to push naked body scanners which have proved to be a financial windfall for the same individuals who are now hyping this new plot as another reason for more expensive and invasive security measures at airports.The plane bomb plot and how it has been swiftly exploited fulfills at least three political objectives.

1) Occurring less than a handful of days before what has been dubbed one of the most important mid-term elections for decades, the attack will serve to entice undecided voters back under the illusion of big government as protector, potentially saving a few key establishment Democrats their seats in the House and Senate. The fact that Obama completely reversed the initial announcements of security officials to claim that the ink toner cartridges did in fact contain explosives is a key indication that the White House is over hyping the story for political gain.

2) Resistance to stifling and pointless airport security measures has reached fever pitch in recent months, with naked body scanners taking flak from all sides as they are routinely abused. Dozens of countries are refusing to sign a binding agreement proposed by the Department of Homeland Security to mandate the use of the scanners globally. The backlash culminated in British Airways Chairman Martin Broughton attacking US authorities for the continuation of completely redundant airport security checks. These security checks are only going to become more invasive as a result of this staged event.

3) Blaming Yemen as the origin of the plot allows the US military-industrial complex to intensify drone attacks on a country that has become one of the prime targets for the next phase of the contrived war on terror. Just a day after the plane bomb charade, the New York Times aggressively pushed for more attacks on the country, citing the presence of CIA stooge Awlaki as a reason for doing so.

We are once again being manipulated and brainwashed into accepting draconian security measures through fear and lies. Only by exposing the fact that this chain of events was yet another false flag attack on the psyche of the American people and people globally can we hope to identify the real terrorists, those in positions of power, who are continually hyping the threat of terror to change our society for the worse.

EUOBSERVER / BRUSSELS - European leaders have given way to German demands for a change to the European treaties, but the procedure for the change and its size has been calculated explicitly to avoid the danger that it could provoke referendums in some EU states.In a significant victory for German Chancellor Angela Merkel, early on Friday (29 October), EU prime ministers and presidents backed a limited treaty change to deliver tighter fiscal discipline and allow for the creation of a permanent bail-out fund for members of the eurozone. European Council President Herman Van Rompuy is to explore the details of how this will be achieved and what language should be used in the change. He will report back to EU leaders with his conclusions in December.Viritually all EU member states had vehemently opposed any treaty change going into the summit, but in the end they were convinced by Germany's need for the change in order to avoid a legal clash with its Karlsruhe-based Constitutional Court.The leaders agreed to construct a permanent crisis mechanism to fill the void left when the existing but temporary €110 billion bail-out package for Greece and €440 billion fund set up for the eurozone as a whole expire in 2013.

According to diplomats, it is currently unclear whether this new mechanism would involve participation of eurozone members alone or the full 27 EU member states, including those who do not use the euro.Germany is worried that any permanent structure could run afoul of treaty rules forbidding EU bail-outs of member states and be struck down by the country's strict Constitutional Court, thus opening the euro once again to an assault by markets as occurred in the spring.Caught between the need for a structural change and their fear of both the activism of Karlsruhe and the growing euroscepticism of citizens, the other leaders signed off on the move only so long as the change envisaged was small, small, small - the smallest possible ... in order to ensure there is no possibility of referendums, in the words of a Danish diplomat speaking to EUobserver.The method EU leaders chose to achieve the change will be via what is called the special revision procedure, introduced by the Lisbon Treaty, under which the treaty can be amended by the European Council alone, so long as there is unanimity and the changes do not extend the competences of the European Union.In this way, a full Intergovernmental Conference, normally required ahead of a treaty change and which involves consultations with the European Parliament and negotiations amongst the different member states, is also to be avoided.This leaves out the parliament and the possibility that different countries would come to the table with different things they want to add or take away from the treaty, the Danish diplomat continued. We had to make sure that we did not open the Pandora's Box.Ms Merkel was quite clear however, that the changes will deliver a quantum leap for the Union in terms of economic convergence between member states.

This is a quantum leap as to the future handling of the treaty - especially the preventive arm for deficit procedures allowing for quasi-automatic sanctions, Ms Merkel told reporters after the summit. One important measure I want to underline: the surveillance of competitiveness of country - so that council works as economic government you have all been asking me for.Asked about concerns in the UK and the Netherlands about a potential referendum on the treaty changes, Ms Merkel explained: That's why we have said limited changes, limited to the crisis resolution mechanism that will be the object of it.The nuclear option, as one other EU diplomat described the potential sanctions of profligate spenders in the bloc via the withdrawal of voting rights from the Council of Ministers, was kicked into the long grass. Germany had been adamant that punishment for overspenders be severe.Suspension of voting rights are not off the table,said Ms Merkel. But they would require a more comprehensive treaty change.Such a change will also be looked into by Mr Van Rompuy, but it is understood only after the initial limited treaty change is made.

EUOBSERVER / BRUSSELS - German EU Council official Helga Schmid and Polish European Parliament staffer Maciej Popowski are to become deputy secretary generals in the European External Action Service (EEAS).EEAS chief Catherine Ashton made the announcement in an emailed statement to press in Brussels on Friday (29 October), saying: Their experience and expertise will help us to build the External Action Service that Europe can be proud of.Ms Schmid, a 49-year-old career German diplomat who worked alongside the eminent former foreign minister Joschka Fischer in 1998 and who has worked as the main expert on former Soviet counties in the EU Council since 2005 is to become the political affairs lieutenant.Mr Popowski, 46, a former Polish diplomat who joined the European Commission in 2008 before switching to work as head of cabinet of European Parliament president Jerzy Buzek in 2009 is to look after inter-institutional affairs. Both jobs are in the €14,700 to €18,000 a month pay scale and involve extensive travel.Ms Schmid will be responsible for formulating EU foreign policy alongside Ms Ashton, including on multilateral issues such as G8 and G20 summits. Mr Popowski will help co-ordinate the work of the EEAS crisis-management department and its geographic directorates, as well as EEAS co-operation with the European Commission and its so-called Echo humanitarian aid wing.Ms Ashton earlier this week named French diplomat Pierre Vimont as EEAS secretary general and Irishman David O'Sullivan as budgets and personnel chief.Putting together the various bits of the EEAS jigsaw puzzle, she has also chosen to rent the €12 million a year Axa or Triangle building on the Rond Point Schuman in the heart of the EU district in Brussels as her headquarters. Ms Ashton is expected to name five more senior EEAS managers before the end of the year or in early 2011. She is also to hire an extra 90-or-so senior diplomats for EEAS foreign delegations, such as Belarus and Brazil.

The EEAS will be formally launched at a small ceremony in Brussels on 1 December, but it will take until at least April to pull operations together in the Triangle base. The recent round of appointments means that most of the EU's big countries - France, Germany, Poland and the UK (Ms Ashton is British) - have a stake in the service. Small EU countries are to be reassured by the Irish nomination. New EU members can look to the Polish post. Italy, the Nordic countries and Spain are yet to get senior posts, however.

JERUSALEM – Israel's tourism minister on Sunday urged Israelis to boycott Turkey in response to Israeli press reports that the country has classified Israel as a strategic threat.The minister's comments threatened to worsen the rising antagonism between the formerly close allies.The Israeli reports, all quoting unidentified Turkish media, gave varying accounts of what was written in the Turkish document.

Israel's Channel 2 TV and Haaretz daily quoted it as saying that Israeli policies are causing unrest in the region that could threaten Turkey. But Yisrael Hayom, a free and sometimes sensationalist tabloid, said Israel had been defined as a central threat to Turkey.The Israeli reports also said Iran and Syria had been removed from Ankara's threat list, raising new questions about the direction of Turkey, a regional power that has been assertive in its outreach to the Muslim world but insists it is not turning away from long-standing alliances with the West. Turkey has the second-largest military in NATO.A senior Turkish Foreign Ministry official said it has not and will not declare the contents of the confidential document prepared by National Security Council cited by the Israeli press cited. The official, speaking on condition of anonymity because he was not authorized to speak to the press, called the Israeli media reports nothing more than speculation.While the office of Israeli Prime Minister Benjamin Netanyahu and the Foreign Ministry had no comment, the unconfirmed press reports were enough to set off Tourism Minister Stas Misezhnikov, a political ally of Israel's hardline foreign minister, Avigdor Lieberman.There is no hostility between the two peoples, and ties with Turkey are important to the state of Israel, Misezhnikov said through a spokesman. But Turkey must be totally boycotted as a tourism destination to preserve the national honor.

Turkey, a 90-minute flight from Tel Aviv, had been a major tourism destination for Israelis, with 560,000 streaming to its sites and beaches in 2008, according to Israeli tourism officials.Turkey's Tourism and Culture Ministry reported that a mere 2,600 Israelis visited the country in June.Israel and Turkey have built strong military and economic ties over the past 15 years, with Turkey becoming Israel's closest ally in the Muslim world. Trade between the two countries rose more than 20 percent in the first nine months of 2010 compared with a year earlier.But tensions have been increasing since Turkish Prime Minister Recep Tayyip Erdogan's Islamic-oriented government took power in 2003.He censured Israel for the high Palestinian civilian death toll during Israel's 2009 military offensive in the Gaza Strip and then ties hit a new low after Israeli naval commandoes shot dead nine Turks on board a flotilla seeking to breach Israel's naval blockade of Gaza in late May.Turkey's warming relations with Iran are also of great concern to Israel, which considers Tehran to be its most menacing enemy.Misezhnikov has a history of making blunt comments. APEC eyes high-speed broadband networks by 2020

TOKYO (AFP) – Asian and Pacific countries agreed on Sunday to help establish next-generation high-speed broadband networks in their region by 2020, overcoming the digital divide between rich and poor nations.The accord was mentioned in a declaration adopted by telecommunications and information ministers from the 21-member Asia-Pacific Economic Cooperation (APEC) forum at the end of a two-day meeting in Okinawa, Japan.The declaration, which will be submitted to the APEC summit scheduled for mid-November in Yokohama, Japan, was posted on the website of the Japanese internal affairs and communications ministry.It said: We recommend that the TEL (APEC Telecommunications and Information Working Group) works toward achieving the ambitious goal of access to next generation high speed broadband by 2020 to expand and improve ICT (information and communications technologies) infrastructure for knowledge-based economies in the APEC region.We acknowledge that the digital divide in the APEC region remains an obstacle to accessing the full benefits offered by ICT, the document said.We recognise that enhancing opportunities to access information through initiatives such as infrastructure development need to be a priority.The ministers welcomed that APEC economies have largely achieved their goal of universal Internet access by 2010 in terms of infrastructure, the document said. The goal was set in 2000.

We reaffirm our commitment toward achieving the goal of universal access to (current-generation) broadband in the APEC region by 2015, it added.Internet broadband subscriptions have increased from 0.2 per 100 inhabitants in the region in 1999 to 10.8 in 2009, an APEC document said.But access to the Internet varies between APEC member economies, Kyodo news agency said.It said the broadband penetration rate stands at 0.7 percent in Indonesia and 2.8 percent in Peru, while it reaches 27.1 percent in the United States and 24.9 percent in Japan.

MOUNT MERAPI, Indonesia – Thousands of evacuees who risked a trip home near a deadly Indonesian volcano fled in panic as the mountain spewed more searing ash clouds Sunday, while rescuers finally resumed aid to tsunami victims in the country's other unfolding disaster.The number of people killed in the twin catastrophes climbed to almost 500 on Sunday, as dozens more bodies were found in the tsunami-ravaged Mentawai islands.Indonesia, a vast island nation of 235 million people, is prone to earthquakes and eruptions because it straddles a series of fault lines and volcanoes known as the Pacific Ring of Fire.Warning sirens blared, and people sprinted down the slopes of Mount Merapi or sped off in cars and trucks while others who had returned amid a brief lull to check on their livestock jumped into rivers hoping to protect themselves when the volcano erupted, local disaster official Rusdiyanto said.

No new casualties were immediately reported in the latest blast, which sent massive clouds of ash down the less-populated southern and eastern slopes, an official said. The volcano has killed 38 people since it began erupting Tuesday.Authorities have been frustrated that many of the more than 53,000 evacuated since the eruptions began Tuesday keep going back during the daylight hours, ignoring warnings of the danger. Asteroid Strike Could Force Humans into Twilight Existence

An asteroid splashdown in one of Earth's oceans could trigger a destructive chemical cycle that would wipe out half the ozone layer, according to a new study. The massive loss of protection against the sun's ultraviolet (UV) radiation would likely force humans into a vampire-style existence of staying indoors during daylight hours. The worst scenario based on an asteroid 0.6 miles (1 kilometer) wide would re-create the hole in the ozone layer, which appeared over Antarctica during the 1990s, except this would be worldwide. UV levels in the study's simulation soared beyond anything measured so far on Earth by the UV Index's daily forecasts of overexposure to UV radiation, and remained that way for as long as two years.An asteroid impact in the ocean is always dismissed as being a danger for coastal sites, but not much else has been discussed about it, said Elisabetta Pierazzo, a senior scientist at the Planetary Science Institute in Tucson, Ariz. I was looking at the asteroid hazard from climatic effects.To do that, Pierazzo combined her expertise in crater-impact modeling with simulations developed by U.S. and German atmospheric scientists that show the interactive chemistry of the atmosphere. They tested scenarios with a 0.6-mile asteroid and a 0.3-mile asteroid (500 meters) at a specific location and specific time of year.

They had no idea what to expect.

Breaking bad

The models showed how ozone destruction would result from an asteroid strike launching seawater vapor hundreds of miles up into the highest parts of the atmosphere. Chemical elements such as chloride and bromide that separated from the water vapor could then wreak havoc by destroying the ozone layer that protects life on Earth from the worst of mutation-causing UV rays. The thing with the asteroid is that it ejects the water vapor way up there - we're talking hundreds of kilometers, Pierazzo told LiveScience in a phone interview. It really goes to the highest extent of the atmosphere.Model results showed a 0.3-mile asteroid that hit at a latitude 30 degrees north in the Pacific Ocean in January would lead to a local impact on the ozone layer - though local still meant an ozone hole that spread across the entire Northern Hemisphere. By contrast, the 0.6-mile asteroid strike led to a worldwide drop in UV protection - at which point the hole ceases to be a hole. Location of the asteroid strike matters because of atmospheric circulation patterns, Pierazzo explained. Time of year in each hemisphere also matters, because the strength of the ozone layer changes by season based on the amount of sunlight reaching the atmosphere. (In the upper atmosphere, ozone (O3) forms when oxygen molecules are broken apart by the sun's UV light.)A strike by the 0.3-mile asteroid saw a jump in ultraviolet radiation as measured by the ultraviolet index (UVI) to values above 20 in the northern subtropics for several months. Normally, a UVI of 10 or more can burn people with fair skin with just a few minutes of sun exposure, and some of the highest recorded UVI values on Earth (around the equator) have reached just 18. On certain days, a UVI of 20 was recorded at a high-altitude desert in Puna de Atacama, Argentina.

A strike by the larger of the two model asteroids boosted UVI values above 20 within a 50-degree latitude band north and south of the equator for about two years. Some areas within the band saw UVI spikes as high as 56. That band's northern end would include cities such as Seattle and Paris, while the southern end would extend into cities within countries such as New Zealand, Chile and Argentina.Long-term effects of such high UV radiation would include skin-reddening, changes in plant growth and genetic mutations for humans and other organisms.

The future threat

Such scenarios represent the likelier outcomes of an asteroid impact on Earth - an asteroid has about twice the chance of striking water rather than hitting land. Those odds come from the fact that over 70 percent of the Earth's surface is covered by water, with about two-thirds covered by oceans more than a mile deep. Asteroid hunters have found about 903 of an estimated 1,050 near-Earth objects (NEOs) with diameters of 1 kilometer or greater as of Oct. 1. That still leaves well over 100 objects in the 1-2 kilometer size undiscovered.More cause for worry may come from smaller NEOs less than 1 kilometer wide. NASA has found just 5 percent of the estimated count for such NEOs, which leaves tens of thousands of unknowns. As you go down in asteroid size, there's a lot more objects out there that have not been identified that could be a threat, said Pierazzo, whose research was detailed online Oct. 2 in the journal Earth and Planetary Science Letters.But finding NEO threats to Earth remains NASA's job. Pierazzo's next step with her colleagues will involve modeling the atmospheric impact of an asteroid strike on land. That may prove an even more complicated scenario, because of the combination of dust blocking out incoming sunlight and other possible chemical effects on the ozone.Researchers have often suggested that a land asteroid impact would create a nuclear winter effect similar to what might follow a nuclear war. But researchers should hope that's where the comparison between space rocks and nukes ends - a past simulation showed that even a regional nuclear war could create a massive ozone layer hole across the world.

The outgoing director of the New York office of the United Nations Relief and Works Agency has angered Jordan after stating it is time for Arab nations to absorb their brethren who are refugees from the 1948 war.Andrew Whitley stated that Palestinian refugees must not live in the illusion of achieving the right to return and that the Arab countries must search for a place for them in their lands to resettle there.

When UNRWA began its operations providing aid and services to the Arabs living in Israel in 1949, there were approximately 700,000 who qualified as refugees. Today, according to the latest statistics, that number has ballooned to nearly five million.
We recognize, as I think most do, although it's not a position that we publicly articulate, that the right of return is unlikely to be exercised to the territory of Israel to any significant or meaningful extent, Whitley told a conference at the National Council for US-Arab Relations.It's not a politically palatable issue, it's not one that UNRWA publicly advocates, but nevertheless it's a known contour to the issue, he said.Taking the proverbial bull by the horns, Whitley then went on to add that instead of continuing to promote that cruel illusion,it would be best if Palestinian Authority Arabs began to consider their own role in the societies where they are, rather than being left in a state of limbo, where they are helpless.The Hamas terrorist organization immediately demanded Whitley's dismissal: a moot point, however, since he was already leaving the agency.Wajih Azaizeh, director general of the Palestinian Affairs Department, meanwhile, told the Petra news agency Thursday that Jordan expressed its condemnation in a letter sent to UNRWA Commissioner-General Filippo Grandi.

Scientists to see if oil spill hurt deep sea life

NEW ORLEANS – A team of scientists are leaving on a research cruise to see if the BP oil spill hurt deep-sea coral and organisms that live around natural oil and gas seeps in the Gulf of Mexico.It's counterintuitive, but scientists say an oil spill could hurt organisms such as tube worms and mussels that eat oil, gas and hydrogen sulfide gushing from natural oil and gas seeps. That's because these organisms can die if oil settles on them from above.The biologists and geoscientists aboard the Gyre research vessel will tow a cage with a high-resolution digital still camera and take photographs of the depths. The vessel is expected to leave Friday from Texas.The study is being led by geophysicist Bill Shedd of the Bureau of Ocean Energy Management.

TOKYO – Representatives to a U.N. conference on biodiversity agreed early Saturday to expand protected areas on land and at sea in the hopes of slowing the rate of extinction of the world's animals and plants and preventing further damage to its ecosystems.After marathon negotiations that stretched hours past the designated time, delegates also managed to overcome divisions between rich and poor countries to agree to share access to and the benefits of genetic resources such as plants whose extracts have been developed into medicines — a key sticking point that had threatened to doom the entire two-week meeting in Nagoya, southwest of Tokyo.

Scientists estimate that the Earth is losing species 100 to 1,000 times the historical average, pushing the planet toward the greatest extinction age since the dinosaurs were wiped out 65 million years ago. They warn that unless action is taken to prevent biodiversity loss, extinctions will spike and the intricately interconnected natural world could collapse with devastating consequences, from plunging fish stocks to less access to clean water.Delegates from 193 countries at the U.N. Convention on Biodiversity agreed to protect 17 percent of the world's land areas and 10 percent of oceans by 2020. Those gains will be difficult to ensure, however, since there is no way to enforce these agreements, and many poor nations lack the funds to manage reserves properly.Currently, 13 percent of the world's land areas and less than 1 percent of marine areas are protected — which can range from natural parks or marine sanctuaries to areas where there is sustainable fishing or land use.The series of agreements — which each required a consensus — squeaked through after hours of debate, relieving many delegates who feared the conference would suffer the kind of collapse that befell U.N. climate talks last year. Vietnam, Russia sign deal on first nuclear plant

HANOI (AFP) – Russia and Vietnam on Sunday signed a deal worth an estimated 5.6 billion dollars for the Southeast Asian country's first nuclear power plant as Moscow seeks greater influence in the region.Russian President Dmitry Medvedev witnessed the signing, part of an effort to boost ties with his country's former Soviet-era communist ally.This is a very important project, he told reporters, but stressed the two countries were also keen to ramp up cooperation in non-energy sectors including banking and high-tech.We are looking into the future and the future is connected with high-tech, he told Vietnamese and Russian business people after talks with Vietnam's President Nguyen Minh Triet.Russia is locked in a global race with competitors like the United States, Japan and France to clinch lucrative worldwide contracts as demand for nuclear energy increases.An official with Russian state nuclear conglomerate Rosatom has told AFP the construction cost of a two-reactor plant is estimated at more than four billion euros, although Rosatom chief Sergei Kiriyenko, also in Hanoi, declined to confirm the figure.The fact that we are the first to start gives us a good competitive advantage, Kiriyenko said, adding Russia will be keen to win more deals later.Vietnam wants to build eight nuclear facilities in the next two decades. Japan's Prime Minister Naoto Kan, also on a visit to Hanoi, announced with his Vietnamese counterpart that the two countries will join forces to build two other nuclear reactors in Vietnam.Kiriyenko said a 2020 timeframe for the Russian plant was absolutely realistic.Fast-growing Vietnam faces energy shortages, and foreign businesses have expressed concern about a lack of energy and other infrastructure.

Ties with Vietnam date back to the Soviet era when the communist Soviet Union became the country's main benefactor after the Vietnam War ended in 1975.Medvedev said their shared history was a firm foundation to build upon.This seals our partnership. According to the Kremlin, Russia is only the 25th-largest investor in Vietnam. Everything that we have today is partly thanks to the Soviet Union's help, he said, expressing hope that investment cooperation would intensify. The two sides signed a raft of other agreements, including deals on construction of a hydro power station and cooperation in the oil and military sectors.Vietnam and Russia had also been expected to express political support for plans by BP's Russian joint venture, TNK-BP, to acquire the Vietnamese assets of British Petroleum.But Russian Energy Minister Sergei Shmatko said that memorandum had not yet been finalised.

PORT-AU-PRINCE, Haiti – Hundreds of protesters who blame U.N. peacekeepers from Nepal for Haiti's widening cholera epidemic marched on a rural military base Friday to demand the soldiers leave the country.Demonstrators waving tree branches and carrying anti-U.N. banners walked from the central plateau city of Mirebalais several miles to the gates of the base perched above a tributary of the Artibonite River — a waterway identified by health officials as a conduit for the infection.

The protesters chanted Like it or not, they must go as the Nepalese soldiers and other U.N. peacekeepers remained inside.Cholera has sparked widespread fear in Haiti, where it was unknown before the outbreak was first noticed by authorities Oct. 20. As of Friday morning, more than 4,700 people have been hospitalized and at least 330 have died, according to the U.N. Office for the Coordination of Humanitarian Affairs.There has been no scientific conclusion on the origin of the epidemic, which became evident when dozens of patients began dying with high fevers and watery diarrhea at a hospital in the town of St. Marc a few miles from the last stretch of the river.Experts say the disease was likely imported. Until this month there had not been a diagnosed case of cholera in Haiti as far back as records go in the mid-20th Century, said Claire-Lise Chaignat, head of the global task force on cholera control at the World Health Organization. The disease is pandemic in parts of Africa and Asia.Speculation among Haitians is increasingly centered on the Nepalese peacekeeping base near Mirebalais, much of it being stoked by politicians including the town's mayor — a Senate candidate — ahead of the Nov. 28 national elections.Cholera is endemic in Nepal and the country suffered outbreaks this summer. The current troop contingent arrived in shifts starting Oct. 9, after the outbreak in their home country and shortly before the disease broke out in Haiti. Cases have been concentrated down river along the Artibonite.The U.N. Stabilization Mission in Haiti, known as MINUSTAH by its French initials, is investigating the area around the base for signs of cholera, The Associated Press learned after happening on crews testing the site Wednesday. The results of those tests are still pending.None of the Nepalese soldiers based there have been tested for cholera because none presented symptoms, mission spokesman Vincenzo Pugliese said Friday. He said media reports published elsewhere saying that all soldiers had tested negative for the disease were incorrect.By none of them presenting the symptom of the cholera there was no need to do another test, Pugliese told AP. It's not the same as saying they were all tested negative because none of them had to be tested.The soldiers have not been tested for cholera since the outbreak, he said.

But about 75 percent of people infected with cholera do not exhibit symptoms and can still shed them into the environment and infect others for two weeks, Pan American Health Organization deputy director Jon Andrus told reporters at a press briefing on Oct. 25.The U.N.'s Medical Support Manual for peacekeeping operations lists neither diarrhea nor cholera on its list of conditions precluding peacekeeping service.The mission had initially responded to rumors of the base's involvement with a Tuesday statement saying that sanitation around the base was in line with the standards set by the U.S. Environmental Protection Agency and the United Nations.But when Associated Press journalists visited Wednesday, they found open and cracked pipes behind the base, with U.N. military investigators taking samples. There was an overpowering smell of human waste, and a pipe leading toward a septic tank was leaking foul-smelling black fluid toward the river.The waste is dumped across the street in open pits that residents, who live a few yards away, said often overflow into the Artibonite tributary running below. The contractor, Sanco Enterprises SA, says the pits are sprayed with bleach.On Friday, protesters called on the Haitian government to kick out the Nepalese soldiers.The Nepalese brought this disease to the center of Mirebalais, said Ernst Exilume, a 25-year-old student. We have no water to drink. We have no choice but to drink the water from the river.

International aid groups had made hygiene and the control of disease priorities after the Jan. 12 earthquake, especially as millions of Haitians found themselves homeless and living in tarp and tent settlements around the capital. Throughout the year banners imploring people to wash their hands have hung over streets and on walls. Scientists from the CDC are retesting samples to determine the nature of the cholera strain at a molecular level, which could help pinpoint its origin, and hope to have results to share with Haiti's Ministry of Health sometime over the weekend, CDC spokesman Tom Skinner told the AP. Tests can indicate the areas of the world where this cholera strain has been found, but the results may not reveal its national origin or how it got to Haiti, he said.The U.S. agency is not specifically investigating in the area of the base or taking environmental samples, another CDC spokesman, David Daigle, said. For sure it is going to be important to know where the germ came from.
