BONN, Germany – Carbon taxes, add-ons to international air fares and a levy on cross-border money movements are among ways being considered by a panel of the world's leading economists to raise a staggering $100 billion a year to fight climate change.

British economist Nicholas Stern told international climate negotiators Thursday that government regulation and public money also will be needed to create incentives for private investment in industries that emit fewer greenhouse gases.In short, a new industrial revolution is needed to move the world away from fossil fuels to low carbon growth, he said.It will be extremely exciting, dynamic and productive, said Stern, one of 18 experts in public finance on an advisory panel appointed by U.N. Secretary-General Ban Ki-moon.A climate summit held in Copenhagen in December was determined to mobilize $100 billion a year by 2020 to help poor countries adapt to climate change and reduce emissions of carbon dioxide trapping the sun's heat. But the 120 world leaders who met in the Danish capital offered no ideas on how to raise that sum — $1 trillion every decade — prompting Ban to appoint his high-level advisory group.The Copenhagen summit also resolved to mobilize a three-year emergency fund of $30 billion starting this year. It was unclear how much has been raised and disbursed so far.

The advisory panel, which began working in March, will present its final report to Ban in October, a month before the next decisive climate conference convenes in Cancun, Mexico.It will analyze a range of options, Stern said, and governments must decide which to chose, how much to raise from each source, and how to distribute the money.Potential revenue sources include auctioning the right to pollute, taxes on carbon production, an international travel tax, and a tax on international financial transactions, as well as government grants and loans. Each could produce tens of billions of dollars a year, Stern said.No one single source will deliver $100 billion by itself. There is no silver bullet, no hole in one,he said.Private capital also will be crucial, and governments must adopt policies reducing the risk to investors, he said.The panel's recommendations will weigh the practicality, reliability, and political acceptability of each method, he said.The advisory panel is chaired by the prime ministers of Norway and Ethiopia and the president of Guyana. Its members include French Finance Minister Christine Lagarde, White House economic adviser Lawrence Summers, billionaire financier George Soros and public planners from China, India, Singapore and several international banks.The governments of 194 countries are negotiating an agreement to succeed the 1997 Kyoto Protocol, which called on industrial nations to reduce carbon emissions by an average 5 percent below 1990 levels by 2012. Unlike Kyoto, the next deal would set emission goals for developing countries, especially rapidly growing economies like China and India, in exchange for help with financing and technology.The negotiating session in Bonn ends Friday, and delegates will meet once more in China before the Cancun ministerial conference.

A newly published IMF strategy document calls for the implementation of a global currency, called the bancor, to stabilise the international monetary system, while acknowledging that only a monumental shift toward acceptance of globalism will make it possible in the short term.The IMF blueprint, authored by Reza Moghadam, director of the IMF’s strategy, policy and review department, has stayed under the radar for three months.However, an article on the Financial Times blog alphaville, entitled IMF blueprint for a global currency – yes really, today highlights the document and the clear strategy of the global financial body.

Izabella Kaminska notes.And that, the IMF says, is largely because sovereigns — as they stand — cannot be trusted to redistribute surplus reserves, or battle their deficits, themselves.A chart within the document, innocuously titled Reserve Accumulation and International Monetary Stability (PDF link), presents a stepping stone system toward a fully fledged global currency: Beginning with a vague recommendation for voluntary policy adjustments to be adopted by member states, the chart moves through more and more draconian economic policies toward a long term endgame of a global currency.The chart also plots potential resistance to each stepping stone from sovereign states, with a spike in the short term, followed by a lull, and then a general rise as the move toward a global currency progresses over time.The IMF’s road to a global currency hinges on a wider use of and eventual implementation of an international monetary system based on special drawing rights (SDR), the IMF’s synthetic paper currency.Once an SDR-based system is in place, the IMF envisages just one final step to the launch of a new global currency.The document even gives the global currency a name, the bancor after John Maynard Keynes’ proposed, but never implemented, World Currency Unit of clearing.

Both the SDR and SDR-denominated instruments need to be converted eventually to a national currency for most payments or interventions in foreign exchange markets, which adds to cumbersome use in transactions.And though an SDR-based system would move away from a dominant national currency, the SDR’s value remains heavily linked to the conditions and performance of the major component countries. A more ambitious reform option would be to build on the previous ideas and develop, over time, a global currency. Called, for example, bancor in honor of Keynes, such a currency could be used as a medium of exchange—an outside money in contrast to the SDR which remains an inside money.The document concludes that without a catalyst to create a sudden clamour for globalism, the implementation of a global currency will take time:It is understood that some of the ideas discussed are unlikely to materialize in the foreseeable future absent a dramatic shift in appetite for international cooperation.

The IMF first touted the possibility of a new global currency in March of last year. The issue was then debated at the G20 Summit in London just days later.A clause in Point 19 of the communiqué issued by the G20 leaders led to analysts describing the dawn of a revolution in the global financial order.We have agreed to support a general SDR allocation which will inject $250bn (£170bn) into the world economy and increase global liquidity, The clause stated.In effect, the G20 leaders have activated the IMF’s power to create money and begin global quantitative easing. In doing so, they are putting a de facto world currency into play. It is outside the control of any sovereign body. Conspiracy theorists will love it.Ambrose Evans-Pritchard of the London Telegraph wrote at the time.The world is a step closer to a global currency, backed by a global central bank, running monetary policy for all humanity.he added.The same conclusion was drawn by the Washington Post’s Anthony Faiola, who described how the IMF is on course to be transformed into a veritable United Nations for the global economy.The move has also been endorsed separately by the World Bank and the UN.The head of the International Monetary Fund, Dominique Strauss-Kahn, has repeated the call for a global currency via SDR multiple times.

The introduction of a new global currency and taxation system, with an overarching regulatory body, is a key cornerstone in the move towards global government, centralized control and more power being concentrated into fewer unaccountable hands.

The IMF’s push toward this kind of system is part of the ongoing movement to empower a group of unelected central bankers with the authority to usurp state sovereignty by overseeing benchmarks for national financial governance and setting regulations for financial institutions all over the globe.

EUOBSERVER / BRUSSELS - The EU and IMF have endorsed Greece's economic programme, required in return for a €110 billion bail-out agreed in in May.Amid a paralysis of the country by striking lorry drivers, violent clashes with riot police and small-scale bombings, a team of staff from the European Commission, the European Central Bank and the International Monetary Fund have been in Athens this past week for the first quarterly review of the government's austerity programme.Our overall assessment is that the programme has made a strong start, the commission-ECB-IMF troika said mid-Thursday in a statement.The end-June quantitative performance criteria have all been met, led by a vigorous implementation of the fiscal programme, and important reforms are ahead of schedule," the troika statement continued.In May, the EU and IMF agreed to loan Greece €110 billion over three years in return for a programme of public sector cuts, privatisation and tax reforms - the fourth such austerity package announced since the beginning of the country's debt crisis - that if the government is able to impose them despite widespread popular opposition will thoroughly transform the relationship of the state to its people. The troika reported that Greek authorities have kept spending significantly below budget limits at the state level.

The statement noted approvingly that these cuts at the national level had offset slippages in expenditure at the regional and municipal level, particularly regarding local government and funding of hospitals and social security.Impressive progress is being made on structural reforms. The mission welcomes the parliament's landmark pension reform, which is far-reaching by international standards, the troika said.

As part of the austerity programme, the government has indexed retirement age to life expectancy changes, equalised men's and women's pension age limits and raised the retirement age of public sector employees from 61 to 65.The changes to pensions led to pensioners in May throwing rocks at the parliament as other protesters attempted to storm the building.There have been a series of one-day general strikes since the beginning of the year in opposition to the multiple austerity programmes. In the spring, three bank workers were killed when a contingent of protesters set fire to a bank during one of the general strikes. Small-scale terrorist attacks blamed on previously unknown left-wing groups, have also returned, echoing the urban guerilla violence of the 1970s. Some 13 incidents, including bombings of political party offices, MP homes, a bank, the Athens Stock Exchange and government buildings, have taken place.On Saturday, a guerrilla group called the Sect of Revolutionaries, claimed credit for the murder of Sokratis Giolas, a blogger journalist close to anti-terrorist police units. We are at war with your democracy.The EU-IMF team also saluted the substantive labour market reform underway and the changes to the transport sector: Important progress has already been made with liberalisation of road haulage and energy.The cheery approval of the changes, affecting lorry drivers' licences, was in stark contrast to the disapproval of those affected, who had paralysed the country with fuel shortages, crippled its travel industry and stranded hundreds of thousands of tourists for much of this week. The government had issued an emergency decree and enacted civil conscription to try to force the lorry drivers back to work. Some 500 strikers attempted to storm the transport ministry and clashed with riot police who managed to chase them away after employing tear gas. It was only when the government called out the army did the truckers back down temporarily in exchange for further talks.

The government wants to open up the sale of licences by making many more available. They hope that by doing so, it will increase competition in the sector and push down freight costs.But the drivers have to pay the government between €100,000 and €200,000 for a licence. While they are able to sell the licence on at the end of their careers, they complain that they often have to sell their house to get started. The government plans would bankrupt them, they say. In one noted case, a 67-year old driver who had been hauling for four decades had tried to sell his lorry in recent months without luck. Last week, he hanged himself off a bridge.Some argue however that the sector, a closed profession, is riven with nepotism and corruption. The troika appear to take this view, warning:The challenge facing the government in this regard will be to overcome resistance from entrenched vested interests to opening up of closed professions, deregulation, [and] implementation of the [EU] services directive.The EU-IMF report card however was not all positive, with the troika stressing important challenges and risks remain.There has been a moderate deterioration in capital adequacy in the financial sector and the number of bad loans have increased. Continued close monitoring of the financial sector will be important in the period ahead, reads the statement.The troika also note another key challenge in chasing down tax evaders by the rich. This is needed not just boost state revenues, but also to promote the overall fairness of the adjustment programme.
Additionally, GDP is expected to decline by four percent this year and roughly 2.5 percent in 2011. Inflation has gone up slightly higher than expected, to an estimated 4.75 percent for 2010, although this is largely as a result of increased VAT slapped on consumer items. Otherwise, inflation is expected to decline rapidly.

Indeed, as economists who oppose the EU-IMF-imposed programme note, the austerity is likely to shrink the economy, making it more difficult for the country to repay its loans, exacerbating the nation's sovereign debt crisis.The review issued on Thursday and agreed with the Greek authorities must now be signed off by the commission and the IMF board, a move expected in early September. Such approval will allow the disbursement of €9 billion.However, no sooner will sign-off for this tranche of cash be given, a troika mission will return with its fiscal fine toothcomb for the next quarterly review in October.

So long as Romania does not divert from its stringent austerity programme, the country will not have trouble accessing the latest tranche of a €20-billion EU-IMF bail-out, inspectors from the two lenders said on Wednesday.A team of representatives from the European Commission and the IMF in Bucharest said that the country is performing well in sticking to its extremely tough cuts pledges.The IMF mission has noted good performance by the end of June and policies are on track for the targets set to be attained,IMF representative Jeffrey Franks told reporters.The government has cut wages across the board by 25 percent and hiked VAT to 24 percent, up from 19.The EU-IMF team said that while performance criteria have been observed, they expected Bucharest to continue with the programme.Nevertheless, the team said it still wants to see a crucial pension reform and cuts to social assistance. The two lenders also are using the opportunity to push for labour market changes. Elsewhere in Europe where such moves have been made, there have been attempts to allow employers to fire workers more easily and at a lower cost.If we hold on to these measures, there will be no need for any additional tax hikes or cuts, added Mr Franks.

The plan of measures, initiated in June, aim to slash the public deficit to 6.8 percent of GDP, down from 7.2 percent last year. In return, the IMF, EU and World Bank provided a €20 billion aid package. This would be the third installment dispersed.For the funds - this latest tranche amounts to €1.2 billlion - to be released, the IMF board and EU finance ministers must give their approval, expected in September.Citizens have however not reacted well to the measures. In a country were the average monthly wage comes to €350, unions have already mounted one general strike resisting the austerity programme.

SEOUL, South Korea – Flooding last month caused serious damage in North Korea, destroying homes, farms, roads and buildings and hurting the economy, state media said Thursday.About 36,700 acres (14,850 hectares) of farmland was submerged and 5,500 homes and 350 public buildings and facilities were destroyed or flooded, the official Korean Central News Agency said.Not a small number of industrial establishments were damaged or flooded, inflicting an adverse effect on the economic growth and the people's living, the report said.Landslides caused by the torrential rains wrecked bridges and roads and caused a power equipment failure that disrupted railroad traffic in some parts of the country, KCNA said.Active efforts have been made to heal the flood damage in the affected areas, the report said without elaboration.KCNA reported casualties in Jagang and South Hamgyong provinces but did not say how many, nor if people were injured or had died.The news agency had previously reported heavy rains fell in the country in mid- to late July, but those earlier reports did not mention flooding or damage. State media in the impoverished, reclusive nation often report news days or weeks after an event takes place.

There was no indication the North would need outside help to deal with the flooding.

In 2007, the regime did seek outside help to cope with its most severe flooding in decades. About 600 people were dead or missing and 100,000 homeless after those floods, which destroyed more than 11 percent of the country's crops.North Korea is prone to floods and landslides due to poor drainage systems and massive deforestation after a famine in the 1990s that is believed to have killed as many as 2 million people.The impoverished nation has relied on foreign aid to feed its 24 million people since its economy was devastated by natural disasters and mismanagement in the 1990s.

KARACHI (AFP) – Pakistan began evacuating half a million people from flood-risk areas in the south on Thursday as the overall number hit by the country's worst floods in living memory rose to more than four million.The United Nations rushed a top envoy to Pakistan to mobilise international support and address the urgent plight of millions affected by torrential monsoon rains across the volatile country that have killed around 1,500.The disaster is now into its second week and the rains are spreading into Pakistan's most populous provinces of Punjab and Sindh, as anger mounts against the government response after villages and farmland were washed away.

In Sindh, authorities warned that major floods were expected on Saturday and Sunday in fertile agricultural areas along the Indus river.The military said 25,000 people had been evacuated in parts of the province while the local government put the number at 150,000.We have a target evacuation of at least 500,000 people who live in 11 most vulnerable districts, said provincial irrigation minister Jam Saifullah Dharejo, saying many towns and villages were in danger.Maurizio Giuliano, a spokesman for the UN Office for the Coordination of Humanitarian Affairs (OCHA), said rising water levels could pose threat to Sukkur Barrage.Further north in Punjab, an AFP reporter saw a mass exodus of people streaming out of flooded villages, wading barefoot through water or cramming belongings on to donkey carts or into cars under heavy rains.Altogether, more than four million people are in one way or another affected,said Manuel Bessler, who heads the OCHA in Pakistan.What we are facing now is a major catastrophe,he said.Officials warned that dams could burst as heavy rain lashed the Punjab town of Kot Addu, transforming the area into a giant lake.Army helicopters flew overhead as people streamed out of flooded villages searching for safer ground, an AFP reporter said.All these villages are dangerous now. But victims lashed out at authorities for failing to come to their rescue and provide better relief, piling pressure on a cash-strapped administration straining to contain Taliban violence and an economic crisis.Everybody is leaving. We came out empty-handed. We didn't have enough time to take our belongings, Ghulam Mustafa, 26, told AFP in Mehmood Kot, a village about six hours' drive south of Lahore, the capital of Punjab.Houses, shops, petrol pumps and small villages were submerged. Villagers waded barefoot through water up to their necks and chests, carrying belongings on their heads, an AFP reporter said.There's up to six feet (1.8 metres) of water in the city. All our stuff was destroyed. We saved only our children, Sadaqat Ali, 28, a plumber from Kot Addu told AFP.His 12-member family carried bags on their heads -- exhaustion and unhappiness etched on their faces. Suhail Tipu, a senior administration official in the area, said that engineers had breached a flooded canal in two places to protect the Kot Addu power station, one of the country's biggest. UN special envoy Jean-Maurice Ripert on Thursday visited affected areas in the northwest, where officials say there has been a lull in rainfall and water levels are receding.

Provincial information minister Mian Iftikhar Hussain told reporters late Thursday that 4.2 million people had been affected while 720,000 houses were destroyed across Khyber Pakhtunkhwa.In Pakistani-administered Kashmir, a passenger bus on Thursday plunged into the flooded Jhelum river, killing 22 people.At least 57 people have been killed in floods in the region and the army on Wednesday evacuated 178 local tourists, who were marooned in the Neelam valley, state disaster management authority chief Mehmood Khan told AFP.Although Prime Minister Yousuf Raza Gilani said relief items in sufficient quantity have been provided, many say they have received no assistance from the government, only from local families. Particular scorn has been heaped on the deeply unpopular President Asif Ali Zardari for pressing ahead with visits to Paris and London at the height of the disaster. An international campaign is stepping up, including a 10-million-dollar aid package from the United States, Pakistan's anti-terror ally. The US also began flying military helicopter relief missions to the worst hit northwestern regions on Thursday, the US embassy said.American crew operated the military flights in the presence of a Pakistani military representative, the embassy said.

ABOARD THE USS GEORGE WASHINGTON – Nothing projects U.S. global air and sea power more vividly than supercarriers. Bristling with fighter jets that can reach deep into even landlocked trouble zones, America's virtually invincible carrier fleet has long enforced its dominance of the high seas.

China may soon put an end to that.U.S. naval planners are scrambling to deal with what analysts say is a game-changing weapon being developed by China — an unprecedented carrier-killing missile called the Dong Feng 21D that could be launched from land with enough accuracy to penetrate the defenses of even the most advanced moving aircraft carrier at a distance of more than 1,500 kilometers (900 miles).EDITOR'S NOTE — The USS George Washington supercarrier recently deployed off North Korea in a high-profile show of U.S. sea power. AP Tokyo News Editor Eric Talmadge was aboard the carrier, and filed this report.Analysts say final testing of the missile could come as soon as the end of this year, though questions remain about how fast China will be able to perfect its accuracy to the level needed to threaten a moving carrier at sea.

The weapon, a version of which was displayed last year in a Chinese military parade, could revolutionize China's role in the Pacific balance of power, seriously weakening Washington's ability to intervene in any potential conflict over Taiwan or North Korea. It could also deny U.S. ships safe access to international waters near China's 11,200-mile (18,000-kilometer) -long coastline.While a nuclear bomb could theoretically sink a carrier, assuming its user was willing to raise the stakes to atomic levels, the conventionally-armed Dong Feng 21D's uniqueness is in its ability to hit a powerfully defended moving target with pin-point precision.The Chinese Defense Ministry did not immediately respond to the AP's request for a comment.

Funded by annual double-digit increases in the defense budget for almost every year of the past two decades, the Chinese navy has become Asia's largest and has expanded beyond its traditional mission of retaking Taiwan to push its sphere of influence deeper into the Pacific and protect vital maritime trade routes.The Navy has long had to fear carrier-killing capabilities,said Patrick Cronin, senior director of the Asia-Pacific Security Program at the nonpartisan, Washington-based Center for a New American Security. The emerging Chinese antiship missile capability, and in particular the DF 21D, represents the first post-Cold War capability that is both potentially capable of stopping our naval power projection and deliberately designed for that purpose.Setting the stage for a possible conflict, Beijing has grown increasingly vocal in its demands for the U.S. to stay away from the wide swaths of ocean — covering much of the Yellow, East and South China seas — where it claims exclusivity.It strongly opposed plans to hold U.S.-South Korean war games in the Yellow Sea off the northeastern Chinese coast, saying the participation of the USS George Washington supercarrier, with its 1,092-foot (333-meter) flight deck and 6,250 personnel, would be a provocation because it put Beijing within striking range of U.S. F-18 warplanes.The carrier instead took part in maneuvers held farther away in the Sea of Japan.U.S. officials deny Chinese pressure kept it away, and say they will not be told by Beijing where they can operate.We reserve the right to exercise in international waters anywhere in the world, Rear Adm. But the new missile could undermine that policy. China can reach out and hit the U.S. well before the U.S. can get close enough to the mainland to hit back,said Toshi Yoshihara, an associate professor at the U.S. Naval War College. He said U.S. ships have only twice been that vulnerable — against Japan in World War II and against Soviet bombers in the Cold War.Carrier-killing missiles could have an enduring psychological effect on U.S. policymakers, he e-mailed to The AP.It underscores more broadly that the U.S. Navy no longer rules the waves as it has since the end of World War II. The stark reality is that sea control cannot be taken for granted anymore.Yoshihara said the weapon is causing considerable consternation in Washington, though — with attention focused on land wars in Afghanistan and Iraq —its implications haven't been widely discussed in public. Analysts note that while much has been made of China's efforts to ready a carrier fleet of its own, it would likely take decades to catch U.S. carrier crews' level of expertise, training and experience. But Beijing does not need to match the U.S. carrier for carrier. The Dong Feng 21D, smarter, and vastly cheaper, could successfully attack a U.S. carrier, or at least deter it from getting too close.U.S. Defense Secretary Robert Gates warned of the threat in a speech last September at the Air Force Association Convention.When considering the military-modernization programs of countries like China, we should be concerned less with their potential ability to challenge the U.S. symmetrically — fighter to fighter or ship to ship — and more with their ability to disrupt our freedom of movement and narrow our strategic options, he said.Gates said China's investments in cyber and anti-satellite warfare, anti-air and anti-ship weaponry, along with ballistic missiles, could threaten America's primary way to project power through its forward air bases and carrier strike groups.

The Pentagon has been worried for years about China getting an anti-ship ballistic missile. The Pentagon considers such a missile an anti-access, weapon, meaning that it could deny others access to certain areas.The Air Force's top surveillance and intelligence officer, Lt. Gen. David Deptula, told reporters this week that China's effort to increase anti-access capability is part of a worrisome trend.He did not single out the DF 21D, but said: While we might not fight the Chinese, we may end up in situations where we'll certainly be opposing the equipment that they build and sell around the world.Questions remain over when — and if — China will perfect the technology; hitting a moving carrier is no mean feat, requiring state-of-the-art guidance systems, and some experts believe it will take China a decade or so to field a reliable threat. Others, however, say final tests of the missile could come in the next year or two.Former Navy commander James Kraska, a professor of international law and sea power at the U.S. Naval War College, recently wrote a controversial article in the magazine Orbis outlining a hypothetical scenario set just five years from now in which a Deng Feng 21D missile with a penetrator warhead sinks the USS George Washington.That would usher in a new epoch of international order in which Beijing emerges to displace the United States.While China's Defense Ministry never comments on new weapons before they become operational, the DF 21D — which would travel at 10 times the speed of sound and carry conventional payloads — has been much discussed by military buffs online. A pseudonymous article posted on Xinhuanet, website of China's official news agency, imagines the U.S. dispatching the George Washington to aid Taiwan against a Chinese attack.The Chinese would respond with three salvos of DF 21D, the first of which would pierce the hull, start fires and shut down flight operations, the article says. The second would knock out its engines and be accompanied by air attacks. Earth's solid inner core may be continually inching eastward relative to its liquid outer core, renewing itself by shedding its front while solidifying its back, a team of French scientists suggests. Within less than 100 million years, everything that has been crystallized on the west will have melted on the east, said lead researcher Thierry Alboussiere of Universite Joseph Fourier in Grenoble. The idea counters traditional theory that the big ball at the center of the Earth stands still, growing uniformly in all directions as the planet cools. It could shed light on the nature of the core - such as its age, apparent seismic mismatches, and a mysterious coating of dense fluid on its surface.

Seismic clues

About a billion years ago, the middle of the Earth began slowly solidifying from the inside out. The planet is hottest at its center, possibly even hotter than the surface of the sun, yet the core's iron is thought to be solid because of the extreme pressure that has raised its melting temperature. As it freezes, according to theory, the inner core takes in more iron, sending lighter elements up through the liquid outer core. This movement is thought to drive Earth's magnetic field.

Since scientists can't journey the roughly 4,000 miles (6,400 kilometers) to the center of the Earth to see what's going on, insight of the 1,600-mile (2,570-km) wide innermost layer more or less stops there. But bits and pieces of indirect information come in all the time, through earthquakes. Whenever there is a big earthquake, seismic waves get sent out in all directions and seismographs around the globe record the wiggles,said Michael Bergman of Bard College at Simon's Rock, Mass., who was not involved with the study but wrote an accompanying commentary on it for the journal Nature.Earthquakes help scientists learn about the inner depths of the planet because seismic waves change speed as they move through different mediums. Researchers can piece together this information to figure out what kinds of rocks and minerals are located in different parts of the Earth's interior. But earthquakes don't occur everywhere on the surface of Earth, so we don't have enough data to completely constrain the inner core, Bergman told OurAmazingPlanet.We have to take what nature can give us.Over the last couple of decades, nature has offered more questions than answers. Seismologists noticed that waves appear to travel faster through the inner core from north to south than from west to east. Seismic properties also seemed to vary between the Eastern and Western hemispheres of the globe.These findings did not fit with the traditional picture of the inner core, and neither did the 124-mile (200-km) thick layer of dense material detected on its surface.How do you build this dense layer next to the inner core when you're only releasing light material? Alboussiere said in an interview.He and his colleagues had an idea that could explain some of the discrepancies. What if rather than just crystallizing over its entire surface, the inner core was simultaneously melting and solidifying on opposite sides? Then perhaps the melting side could inject dense material into the outer core.

Eastward shift

Through mathematical models and lab experiments, the team determined that this may, in fact, describe the dynamics of the inner core in a way that is compatible with seismology's recent discoveries.They speculate that the inner core is shifted slightly off-center, just to the east. This would put more pressure on the western side, where it would be closer to the center of the planet, and less pressure on the eastern side. The result could be a perpetually denser Western hemisphere and a continual flow of dense fluid from the east that eventually spreads out atop the entire inner core. It might also inspire a re-evaluation of how the Earth's magnetic field is generated and a recalculation of the age of the inner core and its oldest piece.The inner core is basically regenerating itself. And superimposed on that is this overall cooling that makes the inner core bigger and bigger over time, Bergman said. That's just cool to think about.The study is detailed in the Aug. 4 edition of the journal Nature.

PLOTAVA, Russia – Wildfires were raging close to a shelter housing hundreds of dogs and retired circus animals, animal activists said Thursday, as the death toll from weeks of blazes across Russia rose to 50.Rescuers pulled a body out from a provincial village gutted by wildfires and another person died of their injuries overnight, the Emergencies Ministry said. Almost 600 separate fires were still raging, mostly in western Russia, as the country endured its hottest summer on record.The director of the animal shelter, in the village of Khoteichi, 40 miles (64 kilometers) east of Moscow, said he and volunteers had already extinguished a fire that came within 150 yards (150 meters) and were bracing for more blazes. The shelter is home to more than 1,800 animals, mainly dogs, but also bears, monkeys, foxes and tortoises.With the speed of fire, we don't know if we can save them all,Sergei Serdyuk said of the animals.Nearby fire stations did not answer calls when Tuesday's blaze advanced — one official hung up as soon as he heard the word fire, said Serdyuk, who added he has spent the last days dousing trees with water and digging trenches.Thick smog that had blanketed Moscow partially lifted early Thursday but could return with no end in sight to a record heat wave, officials warned.Temperatures up to 100 degrees Fahrenheit (38 Celsius) have exacerbated forest and peat bog fires across Russia's central and western regions, destroying close to 2,000 homes. The body was found in a village near Russia's fifth-largest city, Nizhny Novgorod, about 300 miles (480 kilometers) east of Moscow and the hospital death occurred near Voronezh, southeast of Moscow. Those regions are among the worst-hit.In the blaze-ravaged village of Plotava, some 35 miles (60 kilometers) east of Moscow, local official Viktor Sorokin lamented that the number of fire wardens in woodland and peat bog areas had halved to 150 the last few years under new rules.There used to be more of them, now there aren't enough, he said.Some locals are taking the initiative to make up the shortfall in firefighters.We woke up several days ago and we couldn't breathe, said Alexander Babayev, a 27-year-old owner of a drive-in theater, before taking a hose to low rising flames flickering above the smoldering ground.Babayev assembled a motley team of volunteers using a social networking website and, after a few instructions from professionals, they began tending to fires.Prime Minister Vladimir Putin has promised to build new, better homes before winter, and vowed each victim would receive $6,600 in compensation. To the east, firefighters focused on beating flames back from a top-secret nuclear research facility in the city of Sarov. A Sarov news website on Thursday cited local officials as saying a wall of fire had been broken down into several smaller blazes. 5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.

JERUSALEM – A new Iranian website is dedicated to denying and mocking the Holocaust with anti-Semitic cartoon images and has provoked outrage in Israel.The site features cartoons of long-nosed Jews conspiring to create the great lie of the Holocaust.Israel's Yad Vashem Holocaust memorial is condemning it, saying it illustrates Iran's disregard for the truth about the Nazi genocide of 6 millions Jews during World War II.The Iranian Fars news agency reported Thursday that the site is financed by a non-governmental cultural foundation.Iran's president has repeatedly called the Holocaust a myth. Israel frees seized Turkish flotilla ships

JERUSALEM – Israel has released the Turkish protest ship that was the scene of bloodshed in a botched raid two months ago and it is en route to Turkey.AP Television News footage shows the Mavi Marmara leaving the port of Haifa on Thursday afternoon. The ship and two others released were part of a flotilla sailing toward Gaza to protest Israel's blockade of the Hamas-ruled territory.Israeli troops intercepted the boats on May 31 and clashed with pro-Palestinian activists on board the Marmara, leaving nine Turkish citizens dead. The bloodshed provoked an international outcry and this week, Israel agreed to an international investigation.
Israel's Defense Ministry says Turkish ships arrived to escort the vessels back.
