MIAMI – A depression far out in the Atlantic Ocean was probably very near tropical storm strength Monday and early forecasts put it on a track off the U.S. Atlantic seaboard rather than into the Gulf of Mexico, where BP is working to finally plug its blown-out oil well.The National Hurricane Center said the depression, with maximum sustained winds near 35 mph (55 kph), was expected to strengthen in the next 48 hours and could be a tropical storm by Monday night or Tuesday.Dennis Feltgen with the center said conditions over the next five days are not favorable for the depression to develop into a full-blown hurricane.Feltgen said the forecast five-day track keeps the storm on the Atlantic side of the nation's coast but that it was unclear yet where, if anywhere, it might come ashore.At this point, we don't see any direct impacts on the Gulf of Mexico, Feltgen said.Tropical Storm Bonnie briefly interrupted work on BP's oil spill site last week, after the well was temporarily capped, and the oil company hopes to have a permanent plug in place before hurricane season enters its peak period Aug. 15.The depression was located about 1,270 miles (2,045 kilometers) east of the Lesser Antilles and moving west-northwest at 16 mph (26kph).

Pakistan floods kill up to 1,500: minister

PESHAWAR, Pakistan (AFP) – Flash floods triggered by torrential monsoon rains have killed up to 1,500 people in Pakistan, a government minister in the northwest told reporters on Monday.There are 774 deaths registered with us, but the total number killed in the flood is 1,200 to 1,500, Mian Iftikhar Hussain, information minister of northwest province Khyber Pakhtunkhwa, told a news conference in Peshawar.There are 129 people still missing,he added.Pakistan's largest charity, the Edhi Foundation, and a northwest cabinet minister had earlier put the death toll at more than 1,200.Officials in other provinces who earlier gave a combined death toll of 128 effectively pushed the overall nationwide toll to more than 1,300.

Trash threatens to jam China's Three Gorges dam

BEIJING (AFP) – Layers of trash are building up in the Yangtze, much of it washed into the river in recent heavy rains and floods, are threatening to jam China's massive Three Gorges Dam, state media said Monday.The garbage is so thick in parts of China's longest river that people can walk on the surface, the China Daily reported.Nearly three tonnes of refuse are collected from the world's largest dam every day, but operators are struggling with inadequate manpower and equipment as trash accumulates more quickly because of the floods, the newspaper said.The large amount of waste in the dam area could jam the mitre gate (a type of lock gate) of the Three Gorges Dam, Chen Lei, an official with the China Three Gorges Corporation, told the newspaper.More than 150 million people live upstream from the dam. In several nearby cities, household garbage is dumped directly into the river because municipalities are unequipped for trash disposal.Chen said 160,000 cubic metres (5.7 million cubic feet) of trash was collected from the dam last year.The China Three Gorges Corporation spends about 10 million yuan (1.5 million dollars) per year to clear floating waste, the newspaper said.A 60-centimetre (two-foot) thick layer of garbage covering an area of more than 50,000 square metres (12 acres) began to form in front of the dam when the rainy season started in early July, according to the Hubei Daily.China considers the 22-billion-dollar Three Gorges Dam a modern wonder. Since its completion in 2008, it has pumped out much-needed hydroelectricity, increased shipping on the Yangtze and helped reduce flooding.But critics charge the dam has caused ecological damage and increased landslides in the area. About 1.4 million people were displaced by the dam, the construction of which put several heritage sites deep underwater.

US missile defence early warning site to be built in Czech Republic

EUOBSERVER / BRUSSELS - The United States and the Czech Republic are once again negotiating the possibility of building part of the US missile defence system in Prague, Czech Prime Minister Petr Necas said on Friday. The Pentagon has already requested a sum of $2.2 million for the building from the US Congress.The facility should be able to detect and give an early warning in case a short- or medium-range missiles aimed at Nato countries.According to sources from the Czech Foreign Ministry, the new site should consist of two offices with equipment gathering data on enemy missiles, Czech daily Hospodarske noviny (HN) has reported.Mr Necas said that only a handful of people would be needed to run the site and that the personnel could be drawn from the Czech army after undergoing training. The exact location has yet to been determined, but Prague or its environs is the main option.The US plans to initially invest $2.2 million from 2011-2012 in the facilty, which should become part of a joint Nato missile defense shield in the future.In its report to Congress, the Pentagon wrote that the early warning system was a high priority for the Departments of State and Defense and indeed the top of the US administration. According to the Pentagon,within European missile defence, the early warning system is the most important part of the project.The move comes after the Obama administration last year scrapped the Bush-era plan for basing long-range interceptors in Poland and a radar system in the Czech Republic as part of a missile defense shield Washington said was designed to offer protection from long-range missiles from countries such as Iran.

At the beginning of July, US secretary of state Hillary Clinton oversaw the signing of an agreement in Poland that sets up another part of the US missile shield, a permanent US missile base. From 2018, Poland is to host mobile launchers that, according to the US, can shoot down a rocket from any range.Russia opposes the building of a Polish base hosting US missiles, arguing that it will threaten its own security.In both the Czech Republic and Poland a majority of citizens have been opposed to the plans. As of 2007, 57 percent of Poles rejected the idea as did 67 percent of Czechs.

EUOBSERVER / BRUSSELS - Media freedom is threatened in most European countries, warns the Organisation for Co-operation and Security in Europe, highlighting incidences in several of its member states including EU countries France, Italy and Greece.In a report published Thursday (29 July), the 56-member OSCE, a loose gathering of states monitoring regional security, says that freedom of the media concerns arise in most OSCE participating States. They only manifest themselves differently.The report, published annually, says the freedom to express ourselves is questioned and challenged from many sides and the threats manifest themselves through traditional methods to silence free speech as well as new technologies to suppress and restrict the free flow of information and media pluralism.The breaches, either existing or potential, to media freedom range from a draft law on electronic surveillance and electronic eavesdropping law in Italy which could seriously hinder investigative journalism to a draft law in Estonia that may allow too many exemptions to the right to protect the identity of sources, to the fact that French President Nicolas Sarkozy is head of the public service broadcaster, France Televisions.The presidential nomination of the head of a country's public service broadcaster is an obstacle to its independence and contradicts OSCE commitments, said the body's Dunja Mijatovic, in charge of monitoring media freedom.Other areas of concern include the recent adoption by the Hungarian Parliament of parts of a media package with elements threatening media freedom and a possible threat in Greece to a minority radio station that broadcasts in Turkish, while the organisation expresses hope that Germany will adopt a law protecting investigative journalists.

Beyond the EU, the brutal attack against a Serbian journalist known for his outspokenness against nationalism was highlighted as was the the high number of criminal prosecutions against journalists in Turkey covering sensitive issues as well serious infringements on media pluralism in Kyrgyzstan and a series of attacks against journalists in Russia.Many argue that media freedom is in decline across the OSCE region. In some aspects, I can subscribe to that,said Ms Mitjatovic.Authorities have yet to understand that media are not their private property and that journalists have the right to scrutinize those who are elected.Violence against journalists equals violence against society and democracy and should be met with harsh condemnation and prosecution of the perpetrators,she added.With the internet changing the nature and scope of reporting, Ms Mijatovi also promised a study into the various internet laws in place across the OSCE countries.My office is currently working on the compilation of the first comprehensive matrix on internet legislation which will include an overview of legal provisions related to freedom of the media, the free flow of information and media pluralism on the internet in the OSCE region.

France: Kosher Stores Vandalized

The Union of Jewish Students in France (UEJF) announced on Sunday that Swastikas had been discovered last Thursday on the frontages and windows of a dozen kosher stores in Paris.A police source in Paris said that four Nazi swastikas were traced with a black marker on two shops, as well as on the wall of a Jewish school and on a nearby building of the Boulevard Voltaire (which is located in Paris’ 11th district).UEJF described the incident as a new demonstration of anti-Semitic hatred.In an official statement made following the attack on the Paris stories, Mayor Bertrand Delanoe said: I make a point of expressing my emotion and my indignation following the discovery of swastikas on frontages of the Voltaire boulevard. Such acts, which recall the darkest hours of our history, should not remain unpunished. In the name of Paris, I repeat my determination to fight without a break against anti-Semitism, and to defend the values of tolerance and of respect which found the identity of our City.The attack on the stores came only a few days after more than two dozen graves were desecrated at a Jewish cemetery near Strasbourg in northeastern France. Sources reported that the tombstones were overturned and damaged, and covered in profanities.

This was the second time this year that such an incident occurred in the area. In January, some 30 gravestones were vandalized in the same cemetery, including 18 painted with swastikas and 13 overturned. The German phrase Juden Raus (Jews out) was written on one of the tombstones. The vandalism was discovered on International Holocaust Remembrance Day.The attacks in Paris come after several other anti-Semitic incidents reported over the last several weeks. Last Monday morning, parents who arrived to drop off their children at B’Nai Shalom Synagogue’s summer day camp in Olney, Maryland, discovered that swastikas and the words Arbeit Macht Frei (work will set you free, the same words that were on the sign above the Auschwitz concentration camp) and Juden raus were spray-painted along the building. Two homes in the vicinity were also spray-painted with swastikas.Earlier in the month of July, an explosion hit the Jewish synagogue in Malmo, Sweden, shattering three window panes but causing no injuries. Jerusalem Answers Abbas‘ Demands with More Building

Jerusalem announced Monday additional building in a large part of the capital where the Palestinian Authority, backed by U.S. President Barack Obama, has demanded that Israel halt new construction for Jews.The city’s recent thaw of a de facto building freeze has turned into a meltdown with the approval of an additional 40 units. Jerusalem's latest action comes one day after Mayor Nir Barkat said that Jews will continue to receive building permits in all parts of the capital.United Nations Secretary General Ban Ki-moon stated on Friday that Israel must halt construction for Jews in all of the areas where the Palestinian Authority claim sovereignty. Barkat called Ban’s statement racist.The United States does not recognize Israeli sovereignty over the entire city, and President Obama raised expectations in the Arab world last year by backing PA demands in Jerusalem.The 40 housing units in four buildings approved Monday followed by two weeks the permission to build 32 apartments, all of them part of a planned 220-unit project in the Pisgat Ze’ev neighborhood that is home to approximately 50,000 people, some of them Arabs.The United States has not commented on the new construction approval, but reporters probably will bring up the issue at the daily press briefing at the State Department later Monday. Government spokesmen said two weeks ago they disapprove of the permits, but the issue did not cause a diplomatic crisis. Last March, relations between the United States and Israel were tense following the announcement of bureaucratic progress for a 1.600-unit project in the Ramat Shlomo neighborhood but which is two years away from final approval.Deputy Jerusalem mayor David Hadari told Arutz 7 Monday he voted in favor of building the 40 units even though he thinks a lot more should be approved. Nearly 1,000 Jews in Old Jewish Quarter of Old City

Representatives of the Ateret Cohanim Association in the Old City of Jerusalem expressed shock that a top United Nations envoy would accept a false account of the Jewish takeover of a building in what is now the Moslem Quarter.The incident occurred late last week. A group of Jews, with police protection, entered a Jewish-owned building near Flowers Gate in the Old City, and moved in. The building was purchased by a Jewish group around 1987, but the Arabs living there enjoyed protected status – which has now all but expired.Two previous court attempts to remove the Arab tenants so that the purchaser could house tenants of his own choice failed over the years. Protected status lasts for a generation or two, and not longer, and therefore, with the recent death of the last survivor of the previous generation of tenants, the owner’s right was able to be exercised – and the Jews were able to move in.One room in one of the several apartments in the building still remains in dispute, however, and the issue is to be resolved in court.The Jewish presence in the Old City continues to grow. Between 950 and 1,000 Jews now live in the Old Jewish Quarter of the Old City – areas that today are known as the Christian Quarter and the Moslem Quarter. The acquisition will enable another 3-4 families to move in.

It is an old Jewish building, which was owned in the 1800’s by the famous Yaakov Volero – a very well-off man who established the first private bank in the Holy Land back in 1848, Daniel Lurie told Israel National News. Peru plague outbreak kills 1, infects at least 31

LIMA, Peru – Peru's health minister says an outbreak of plague has killed a 14-year-old boy and infected at least 31 people in a northern coastal province.Health Minister Oscar Ugarte says authorities are screening sugar and fish meal exports from Ascope province, located about 325 miles (520 kms) northwest of Lima. Popular Chicama beach isn't far away.Ugarte says the boy, who had Down syndrome, died of bubonic plague July 26.He said Monday that most of the infections are bubonic plague, with four cases of pneumonic plague. The former is transmitted by flea bites, the latter by airborne contagion. The disease is curable if treated early with antibiotics.The first recorded plague outbreak in Peru was in 1903. The last, in 1994, killed 35 people.

WASHINGTON/BOSTON (Reuters) – U.S. securities regulators are investigating whether people may have illegally profited from trading on nonpublic information at BP Plc (BP.L) (BP.N) in the weeks and months following the disastrous Gulf of Mexico oil spill, two sources familiar with the investigation said on Monday.The U.S. Securities and Exchange Commission is also investigating whether BP properly disclosed information on risks related to its deepwater oil operations in the Gulf of Mexico, one of the sources said.For roughly two months after an explosion sank the Deepwater Horizon drilling platform, BP's stock price dropped steadily and the company's value fell by half.The SEC probe is one of a number of investigations of the company and others tied to the spill. Congressional committees and a presidentially appointed panel are probing various aspects of the spill. The Justice Department is looking at potential civil and criminal violations of federal environmental laws.The sources cautioned that the investigation is preliminary and requested anonymity because they have not been authorized to speak publicly about the matter.Last week, BP said the SEC and the Justice Department were conducting informal inquiries into securities matters arising in relation to the explosion at the offshore drilling rig that ruptured BP's well.

The SEC declined comment.

BP in its annual report for 2009 spelled out some operational risks, including potential oil spills.Failure to manage these risks could result in injury or loss of life, environmental damage, or loss of production and could result in regulatory action, legal liability and damage to our reputation,the report said.BP also said in that filing that drilling and production was subject to natural hazards and other uncertainties, including those relating to the physical characteristics of an oil or natural gas field.BP did not immediately return calls for comment. The energy giant faces more than 300 private civil lawsuits. The government investigations are expected to help the private lawsuits, which cover everything from personal injury to economic loss as a result of fewer people eating at Gulf Coast seafood restaurants and seafood caught in those waters.After coming under harsh criticism for having missed major investment scandals in the last years, the SEC is acting significantly more aggressively.Last week, the regulator accused septuagenarian brothers Samuel and Charles Wyly of earning millions by trading on nonpublic information.The SEC also took a bold move against Goldman Sachs Group Inc (GS.N) and earlier this year charged the bank with civil fraud in connection with a subprime mortgage product. Rockets hit Israel and Jordan resorts

AQABA, Jordan (Reuters) – Rockets from Egypt's Sinai, where Islamist militants have operated in the past, hit Israel's and Jordan's Red Sea port resorts on Monday, killing a Jordanian civilian and injuring three others, Jordanian and Israeli police said.A Jordanian interior ministry source said one of the four injured when a rocket exploded near a five-star hotel in Aqaba, later died from his injuries.There was no word of casualties in the adjacent Israeli port and holiday resort of Eilat, police said. Aqaba and Eilat lie on the narrow northern end of the Gulf of Aqaba, an extension of the Red Sea, with Sinai stretching west and south of Eilat.Jordanian Minister of State Ali al-Ayed said the kingdom would continue its fight against terrorists who undertake callous attacks that targets innocent people.Israeli President Shimon Peres condemned the rocket fire and said Israel and Jordan, who made peace in 1994, were partners in the uncompromising struggle to eradicate terrorism.There is a real struggle in the Middle East between the peace camp of moderate countries and the camp of extremists, who want to sabotage any chance for peace, Peres said.Asked where the Aqaba rocket was fired from, the Jordanian source said without elaborating: It came from the west. Aqaba resident Ibrahim Salymehin said he heard one loud blast and when he arrived at the scene he saw at least three injured men taken to a nearby hospital by ambulance.
A crowd gathered near the scene of the explosion several hundred meters away from a five-star hotel close to the beach.We saw the wreckage of a taxi which was burned, and fragmented metal scattered around the area that was cordoned off by police, another Aqaba resident, Abdullah Yashin Rawashdehd, told Reuters.Eilat District Police Commander Moshe Cohen told Israel Radio that his forces were still trying to confirm that five explosions heard in the morning had been caused by shelling.Two of the suspected rockets or mortar bombs appeared to have landed in the sea, while another hit Aqaba, he said.It's a little early to say, but it is reasonable to assume that it came from the southern area, he said, referring to neighboring Egypt, whose Sinai Peninsula has suffered occasional violence attributed to Islamist militants.A police spokesman later said the remains of one rocket was found in Eilat and was being examined by bomb experts.

No group claimed responsibility for the attack. U.S. State Department spokesman P.J. Crowley said the rocket salvo was a deplorable action intended to undermine direct negotiations between Israel and the Palestinians. Asked if Washington knew who was behind the attacks, Crowley told a news briefing: There are armed elements here that want to see the conflict continue. They have used these tactics before and we're not surprised that they are using them again.At least one rocket struck Aqaba on April 22, causing no casualties. Amman said the rocket had been fired from outside Jordan and Israeli media said Sinai was a possible launch point. In 2005, rockets were fired at U.S. warships in Aqaba but missed their target and killed a Jordanian soldier on land. A group claiming links to al Qaeda said it was behind the attack. Two years later, a Palestinian suicide bomber infiltrated through Sinai and killed three people at a bakery in Eilat, which lies on Israel's southern tip and has only rarely been touched by the Middle East conflict. Jordan and Egypt are the only Arab states to have full peace treaties with Israel. Those relations were frayed by Israel's crackdown a decade ago on a Palestinian uprising in the West Bank and Gaza Strip.

MOSCOW – The death toll from wildfires raging across central and western Russia rose to 40 on Monday, as millions of Muscovites coughed through a haze of smoke from burning peat bogs and firefighters scrambled to put out hundreds of new blazes.The fires come after weeks of searing heat and practically no rain. Although temperatures in the Moscow area dipped modestly over the weekend, experts predict they'll climb back to around 38 C (100 F) this week.Still, firefighters on Monday reported making some headway against the blazes that have destroyed hundreds of homes, burned through vast sections of tinder-dry land and forced thousands to evacuate.Vladimir Stepanov, head of Russia's Emergencies Ministry's crisis center, said about 500 new wildfires were sparked nationwide in the past 24 hours but most of them were immediately doused.Most importantly, the mission we are tasked with — to avert the spread of fires to population centers, and to avoid more death — is being accomplished, Stepanov said in televised comments.Muscovites awoke Monday to a sharp burning smell from the smoldering peat bogs south and east of the capital, haze that has increased the city's already-high pollution readings.Wildfires were still burning Monday across some 300,000 acres (125,000 hectares), mostly in central and western Russia, slightly less than the area engulfed in flames over the weekend, Stepanov said.About 1,500 homes have been wiped out by fires. MOSCOW – A severe drought destroyed one-fifth of the wheat crop in Russia, one of the world's largest exporters, and now wildfires are sweeping in to finish off some of the fields that remained.Expectations that Russia will slash exports by at least 30 percent have sent wheat prices soaring and this is good news for farmers in the world's largest wheat exporter — the United States.The higher wheat prices may mean that Americans and Europeans pay slightly more for bread, but the bigger burden will fall on people in the Middle East, Africa and parts of Asia, analysts say.The Russian Grain Union said Monday that it expects exports to decline to 15 million tons, down from 21.4 million tons in 2009, while the SovEcon consultancy sees them at 12 million tons and other analysts at even less.Russia has become the price-maker on the market, said Dmitry Rylko, director general of the Institute for Agricultural Market Studies, who says he expects minimal exports.Russian farmers have little incentive to export. Even though grain prices are rising on world markets, with further gains on Monday, they are growing even faster in Russia, so many farmers are holding on to their harvested grain in the hopes of still higher profits.The majority of the damage to Russia's wheat crop has been caused by the drought, one of the worst in decades as much of the country suffers through the hottest summer since record-keeping began 130 years ago. But in recent days, wildfires raging through much of western Russia have spread into farmland and there are fears that more fields will be lost.

The director of a small state farm outside Moscow said fire destroyed its entire wheat crop one night before they planned to harvest.The fruits of the year's labor of the farm went up in smoke — this is very painful, said Pavel Grudinin, director of the Lenin State Farm, said Monday on Russian television. He said a woman who worked as a horticulturist at the farm was weeping in his office.State farms have been marginalized since the fall of the Soviet Union and most of Russian grain production comes from big, often multinational companies. After years of stagnation, Russian agriculture has been on the upswing as Russian firms and foreign investment funds have started to buy up land and upgrade production.Wheat prices on the Chicago Board of Trade surged in July by 42 percent, the biggest monthly gain in more than a half century, and are now the highest they have been in nearly two years. BRUSSELS (Reuters) – European Union competition regulators launched two anti-trust investigations against International Business Machines Corp, suspecting it of abusing its dominant position in the mainframe computer market.One investigation followed complaints by emulator software vendors T3 Technologies Inc and TurboHercules against IBM's practices, and focuses on the U.S. computer group's alleged tying of mainframe hardware to its mainframe operating system.The second probe, opened on the European Commission's own initiative, concerns alleged discriminatory behavior toward competing suppliers of mainframe maintenance services.

The Commission has concerns that IBM may have engaged in anti-competitive practices with a view to foreclosing the market for maintenance services ... in particular by restricting or delaying access to spare parts for which IBM is the only source, said the Commission on Monday.The Commission enforces EU competition rules and can fine companies that break them.IBM rejected the allegations but promised to cooperate fully with the investigation.IBM is fully entitled to enforce its intellectual property rights and protect the investments we have made in our technologies, the company said in a statement.It said Microsoft Corp and its other big competitors had inspired the Commission's action.The accusations made against IBM by TurboHercules and T3 are being driven by some of IBM's largest competitors -- led by Microsoft, it said, adding that in this way the software supplier wanted to cement the dominance of its Wintel servers.

A local Microsoft spokesman had no immediate comment.IBM shares dipped 0.5 percent in a flat U.S. market by 1356 GMT.Mainframes are powerful computers which many large companies and government institutions use to store and process critical information. In 2009 customers spent approximately 8.5 billion euros ($11 billion) worldwide and 3 billion in the European Economic Area on new mainframe hardware and operating systems.The Commission said T3 and TurboHercules had alleged IBM had been illegally tying its mainframe hardware products to its dominant mainframe operating system.

TurboHercules welcomed the Commission's probe.Hopefully, it will lead to remedies that will allow companies like TurboHercules to compete in the mainframe market, the company said in a statement.We simply ask that customers be allowed to run their mainframe applications on the hardware of their choice. It is also good news for the Hercules open source community and its 11-year history of innovative development.
