Eurobonds could steer the EU out of crisis, regions chief says

EUOBSERVER / BRUSSELS - One way to revive the European economy without burdening national budgets would be to set up eurobonds and use them to finance pan-European transport networks and broadband connections, the head of EU's regional assembly said in an interview.One month into her office, Mercedes Bresso has great ambitions for the Committee of the Regions (CoR), a consultative body of the EU whose main task is to check that the bloc's new laws and regulations deal only with issues which cannot be solved at national, regional or local level.A convinced federalist, the Italian politician is a staunch supporter of the idea of setting up eurobonds.

The EU is asking member states to have tough stability plans that are very difficult to achieve. But via eurobonds, we could finance infrastructure in Europe, railroads, broadband connections, and take the pressure off from the national budgets, Ms Bresso said in a recent interview with EUobserver.Currently the EU is only financing cross-border connections in so-called pan-European transport networks, she noted, calling this a minimal contribution,especially since it is in the EU's interest to have well-functioning, good quality railways and highways.According to estimates by the European Commission, traffic between member states is expected to double by 2020 and the investment required to complete and modernise a true trans-European network amounts to some €500 billion from 2007 to 2020.So why not finance the whole corridor with European bonds? Ms Bresso said. And then have an EU agency, not the member states, as owner of the infrastructure. In this way, the financing of the debt would be made available by the revenues in renting out the infrastructure.Developing such transport and communication networks is essential for regions and cities, in order to boost investments and employment, she added.We need development policies, not only restrictive ones otherwise we'll have deflation and GDP decrease at a moment when Asian and South-American countries are developing very quickly.The Italian Socialist admitted that her federalist ideas might not be palatable for national governments, but expressed her conviction that some sort of common projects are needed at EU level in order to generate revenue.

This is particularly the case with EU's so-called 2020 agenda, adopted by heads of state and government last month and aimed at boosting employment, competitiveness and economic growth, she explained: The 2020 agenda has to be financed by something, member states have no money.Asked if she feared a reduction of regional administrations amid budget-cutting measures, since several German politicians have floated the idea of merging some of the country's 16 regions, Ms Bresso said when you have a crisis, you sometimes have crazy ideas how to save money.Certainly, it is possible that in certain states you have an excessive number of provinces and regions. But democracy at local level is essential.Herself a former president of the Italian region of Piedmont, Ms Bresso had to experience local democracy at work in March when she lost the elections by 9,000 votes against a candidate from the far-right Northern League. Heat warnings continue across Ontario, Quebec

Keeping cool will be the order of the day Tuesday -- and for much of the week -- as most of Central Canada and northeastern U.S. continues to roast in a nearly week-long heat wave. A southern flow of hot air from the south -- called the Bermuda High -- has blanketed the area and is acting like a heat pump, moving warm, southerly air from the Gulf of Mexico northward. The heat and humidity isn't expected to break until at least Friday, when a cold front is forecast to sweep in and drop temperatures closer to seasonal norms of about 25 or 26 Celsius. Environment Canada senior climatologist Dave Phillips says if it feels like this heat wave is hitting us hard, it's because it's been so long since we've had a long, withering bout of the three H's: heat, humidity and haze. This is the first heat wave in, I think, three years for this area and that's why it's sort of noteworthy... And the humidity is so high, probably because of all that precipitation we had in June, he told CTV's Canada AM Tuesday morning. Phillips notes that while we've already seen a few very hot days across Canada this summer, it's the humidity element that makes the heat so dangerous. In this kind of heat wave we have now, when you add in that humidity factor, the air is just saturated with moisture and the body just can't perspire. So we often see health problems associated with that,he said.

Once again today, Environment Canada has issued smog and humidex advisories for parts of Ontario and Quebec. Humidex values are expected to be in the 40-degree range. The advisory covers southern Ontario and southern Quebec, from Windsor, to Montreal and the St. Lawrence River. Many affected cities have opened special cooling centres and are urging people to use them. Those most at risk of heat stroke, such as young children, seniors, and those on certain medications, should try to spend the day in air-conditioned facilities, such as shopping malls, libraries and community centres. The heat wave has already claimed the life of a homeless woman in suburban Detroit on Sunday.Rob Kuhn from Environment Canada recommends taking precautions on a day like today.Drink a lot of water, a lot of fluids and take it easy if you're working outside or doing anything outside, especially between 12 noon and 6 p.m. because certainly, it's going to be quite hot, he told CTV News Channel Tuesday.And we also note that the UV index across southern Ontario will be 10 or extreme, he said.With so many residents expected to crank up the air conditioning today, power utilities across Ontario, Quebec and the eastern U.S. are preparing for maximum demand, trying to avoid the brief blackout that hit a large swath of Toronto on Monday. An explosion and fire at a transformer station knocked out electricity for more than 300,000 Toronto residents just before 5 p.m. ET, though it's unclear whether a surge in electricity demands sparked the blowout. Nevertheless, the blackout sent thousands of office workers out into the streets, where they found the downtown briefly in chaos from a lack of traffic signals.The blackout was confined to a relatvely small area, because the relay system at the transformer station was able to disconnect the disabled site from the rest of the grid. That helped prevent the ripple effect that occurred in 2003, when a local Ohio outage led to a massive blackout throughout the northeastern U.S. and southern Ontario.

NEW YORK – With a scorching holiday weekend in the rearview mirror, a real summer sizzle is about to wash over parts of the United States.After an extended Fourth of July weekend when temperatures inched into at least the 90s from Maine to Texas and into the Southwest and Death Valley, the mid-Atlantic is embarking on a string of intensely hot days, with temperatures in some places closing in on 100-plus degrees.

Temperatures could reach as high as 102 degrees on Tuesday, meteorologists said, and Wednesday was forecast to be the most humid day of the stretch.And unlike on the long Independence Day weekend, when utilities had lower demand for power, the masses returning to work Tuesday amid the possible record-setting heat across the Northeast threatened to push utilities usage to record levels.Demand was anticipated to increase when offices reopened Tuesday, said Bob McGee, spokesman for the Consolidated Edison utility in New York. Con Ed was preparing for peak usage to break the record set on Aug. 2, 2006, he said.In Philadelphia, the increased load from the heat blew fuses at transformers run by the Peco utility, said spokeswoman Karen Muldoon Geus. About 1,900 customers were without power Tuesday morning, down from about 8,000 on Monday. Davey Adams, 45, was headed back to his job Tuesday morning as a forklift driver at a package company warehouse in Philadelphia that has no air conditioning, just fans.He said he planned to use cold water and a washcloth draped over his head to keep cool.He had spent the weekend at his son's house at the New Jersey shore, where it was too hot even to sit at the beach, he said, so they stayed inside.In the East, warm air is sitting over the top of us, and it's not really going to budge much for the next day or two, Brian Korty, a meteorologist with the National Weather Service in Camp Springs, Md., said Monday. La Nina expected in Pacific this year: WMO By Stephanie Nebehay - JULY 6,10

GENEVA (Reuters) – La Nina is likely to cool the tropical Pacific in coming months, a phenomenon which usually causes stronger monsoons across Asia and eastern Australia, the World Meteorological Organization (WMO) said on Tuesday.The weather condition also promotes the development of storms including hurricanes in the tropical Atlantic, it said.El Nino, the opposite phenomenon which warms the sea, rapidly dissipated in early May after prevailing since late 2009. This has led to the current situation, bordering on a weak La Nina event in the tropical Pacific, according to the United Nations agency.These borderline conditions are more likely than not to strengthen to become a basin-wide La Nina episode during the second half of 2010,WMO said in a statement.While it is likely that the La Nina conditions will further develop over the next several months, the timing and magnitude of such an event in 2010 are still uncertain, WMO expert Rupa Kumar Kolli told a news briefing in Geneva.Current conditions are not adequate for the WMO to declare that a La Nina event is actually in place, he said.Most forecasting models do not a indicate a particularly strong La Nina event in terms of sea-surface temperatures, he said.

Typical La Nina events are usually associated with stronger monsoons in most parts of Asia and also Australia. A La Nina event is also associated with an active hurricane season in the tropical Atlantic, Kolli said.So these are some of the risk factors that should be kept in mind, he said.The U.S. government's top weather agency has already predicted that the Atlantic storm season which began on June 1 may be the most intense since 2005 when Hurricane Katrina killed over 1,000 people and disrupted oil production by crashing through Gulf of Mexico energy facilities.

Kolli, asked about the possible effects of La Nina on efforts to clean up BP's Gulf of Mexico oil slick, said: La Nina by itself is unlikely to play a role in that region.But considering that there is a possibility of an active hurricane season, the hurricanes definitely have the potential to churn up the sea and also play a role in the spread of the oil spill in some ways. But this all depends upon the track of the hurricane and the strength of the hurricane and many other factors associated with individual hurricane events,he said.If a La Nina event becomes well-established, it is also associated with a slight decrease in air temperature in many parts of the world, according to Kolli.That has implications for the global mean temperature,he told Reuters.(Editing by Jonathan Lynn)

Mexican state hit by flooding along Texas border

CIUDAD ACUNA, Mexico – Hundreds of people were evacuated and a border bridge closed in northern Mexico on Monday after days of rain caused flooding and water to swell behind a dam.Authorities in Coahuila state temporarily closed the border bridge in Ciudad Acuna as a precautionary measure after water released from the Amistad dam raised the level of the Rio Grande.Ciudad Acuna lies across the border from Del Rio, Texas.Coahuila Gov. Humberto Moreira told local media that about 10,000 people had suffered severe damage to their homes or possessions due to the flooding.The release of water from the Amistad dam raised the possibility that river levels could rise downstream in Piedras Negras, a city across the border from Eagle Pass, Texas, and Coahuila authorities evacuated people from settlements near the river as a precaution.Meanwhile, authorities in neighboring Nuevo Leon state, which was lashed by heavy rains from Hurricane Alex last week, reported that a total of 12 people died in flooding there caused by the storm.Alex hit Mexico's Gulf coast on Wednesday as a Category 2 hurricane before weakening into a tropical storm while moving inland. It dissipated Thursday.

Forecasters eye new storm brewing over Gulf

MIAMI (Reuters) – An area of disturbed weather over the southeastern Gulf of Mexico could strengthen into a tropical storm later this week, the U.S. National Hurricane Center said on Monday.If it revs up to cyclone force, the system would become the second named storm of the 2010 Atlantic hurricane season and it could hamper oil spill clean-up efforts in the Gulf.The Miami-based hurricane center said the broad area of low pressure, which was moving northwestward at about 10 to 15 miles per hour had a medium chance of becoming a tropical storm over the next 48 hours.

Regardless of development, it said the system was likely to bring heavy rainfall and gusty winds to the Yucatan Peninsula and western Cuba over the next day or so.Most computer models showed the storm on a track that would take it over central Texas, well away from the site of BP's blown-out Macondo well off the Louisiana coast.
Earlier, the hurricane center said another storm in the Gulf, just off the coast of Morgan City, Louisiana, was packing strong winds and had a high chance of becoming a cyclone before it made landfall.But the system moved quickly over land, sapping its potential for development into a full-blown tropical storm.The Atlantic hurricane season runs from June 1 to Nov 30 and meteorologists predict an active storm season. WASHINGTON – President Barack Obama and Israeli Prime Minister Benjamin Netanyahu headed into a White House meeting Tuesday with the same goal: trying to move the Israelis and Palestinians to resume face-to-face peace talks.Netanyahu on Sunday endorsed the U.S. call for direct talks between the two parties, just days after White House officials said Obama would push during the Oval Office session for those negotiations to get under way sooner rather than later.Addressing his cabinet Sunday, Netanyahu said the time has come for Palestinian President Mahmoud Abbas to get ready to meet with the Israelis because there is no other way to advance peace. I hope this will be one of the results of the visit to Washington.Aides to Obama sounded a hopeful tone late last week, telling reporters that weeks of shuttle diplomacy between the two sides by George Mitchell, Obama's special envoy to the Middle East, had paid off and the gaps have narrowed.We believe there are opportunities to further narrow those gaps, to allow the sides to take that next step to direct talks, said Daniel Shapiro, the senior Middle East director at the National Security Council.

Obama and Netanyahu also are expected to discuss Israel's decision Monday to significantly ease its blockade of the Gaza Strip to let in most consumer goods. Israel's ban on exports from Gaza and limits on shipments of construction material remain.Israel came under heavy international pressure, including from Obama and other top U.S. officials, to loosen its 3-year-old land and naval blockade of the seaside territory following Israel's deadly May 31 military raid on a flotilla trying to break the embargo.At the time, Obama said the situation was unsustainable. A third Gulfstream G250 business jet has begun the series of real-time tests in the air that will determine whether they will pass muster as Israel Aeronautic Industries (IAI) aircraft.So far, three of the aircraft have been produced by IAI, all of which are taking part in a 1,300-hour flight-test program. The first, S/N 2001, is focused on performing tests that check in-flight performance and handling. The second, S/N 2002, is working on avionics, and the newest aircraft, S/N 2003, is being checked on systems functionality and reliability.The third aircraft made its longest test flight on Monday, lasting seven hours and one minute. Its first flight was launched from Ben Gurion International Airport on June 28 and lasted two hours and 56 minutes, reaching a maximum speed of 250 knots and a top altitude of 20,000 feet (6,096 meters). It’s exciting to have all three test aircraft in the air,said Pres Henne, Gulfstream’s senior vice president of Programs, Engineering and Test. He added that the pilots handling the aircraft are pleased with the response of the jets,rivaling those of our large-cabin aircraft.The G250, which has the largest cabin and longest range at the fastest speed in its class, is powered by twin Honeywell HTF7250G engines and is capable of traveling 3,400 nautical miles at Mach 0.80. Hypersonic Missiles: Air Force in Discussions After Test TIME By MARK THOMPSON / WASHINGTON – Tue Jul 6, 6:50 am ET

Is it a good thing for the U.S. military to be able to hit any target anywhere in the world in a matter of minutes? That used to be a sci-fi question, but it's becoming reality as the Air Force develops a new class of long-range hypersonic missiles. Back when the U.S. was pitted against the Soviet Union in a half-century-long quest to prove what was better - capitalism or communism? - pushing the technological envelope was vital for bragging rights and military superiority, as well as to buff up each side's political system. The atom bomb: U.S. 1, U.S.S.R. 0. Then came Sputnik, and the score was tied at 1 apiece. Then Apollo and putting a man on the moon - game, set, match. On June 30, Air Force boosters gathered to discuss the impact of adding to the Pentagon's arsenal hypersonic missiles, which can reach at least Mach 5, or five times the speed of sound. The topic has grown serious since the May 26 test flight of the X-51A Waverider aircraft over the Pacific, following a six-year, $250 million effort to develop a missile capable of flying 600 miles in 10 minutes. Such a missile could be developed in a decade with adequate funding, backers say. May's flight was a giant leap toward that goal. This test opens the door for hypersonic weapons capable of prompt global strike,said Brigadier General William J. Thornton, a key Air Force weapons tester. Carried under the wing of a B-52, the 14-ft., tungsten-nosed X-51A looks like a flying Dustbuster, designed to let it ride the shock wave its speed generates. In its first-ever flight, a scramjet engine - cooled ingeniously by its own fuel - pushed it to about 3,000 m.p.h. for three minutes before falling into the ocean. (The longest previous flight of such technology had lasted only 12 seconds.) Keeping an engine operating at such speeds has been likened to keeping a match burning in a hurricane. We equate this leap in engine technology as equivalent to the post–World War II jump from propeller-driven aircraft to jet engines, Air Force program manager Charlie Brink said after the brief - but historic - flight of the Boeing-Rocketdyne vehicle. But the notion of a missile capable of traveling a mile a second raises a question: Just because something can be done, should it be done? The U.S. military's challenge has never been hitting a target so much as it has been hitting the right target. Recall its inability to kill Osama bin Laden in Afghanistan in 1998. Back then, it was using relatively slow-moving cruise missiles.It is worth noting that the 80-minute fly-out time of the conventional cruise missiles used in the attack would have been cut to just over 12 minutes if a Mach-6 hypersonic-missile system had been available,Air Force scholar Richard Hallion noted in a paper presented at the recent hypersonic confab in Arlington, Va. There was that bombing that missed Saddam Hussein in the opening salvo of the 2003 invasion of Iraq, although it destroyed the house where U.S. intelligence said he was hiding. Then there was the cruise-missile strike against a Sudanese drug factory in 1998 because the U.S. thought it was making nerve agent, a claim never proven and disputed worldwide. In 1999, a B-2 bomber mistakenly hit the Chinese embassy in Belgrade during the Kosovo war because of an out-of-date map.The missed opportunity to kill bin Laden is a constant theme when hypersonic weapons are discussed. The U.S. military loves new and improved technology and is always looking for shortfalls that could have been bridged if only the nation had invested in better weapons. When the Soviet Union collapsed, for example, many experts felt President Reagan's Star Wars missile shield would die too. But it limped along for several years, until the North Koreans saved it in 1998 by launching a three-stage missile. (See the 10 most expensive military planes.)

While the flight didn't achieve its purported goal of putting a satellite into orbit, it did succeed in pumping additional billions of U.S. dollars into the nation's $100 billion investment in missile defense. Likewise, the failure of a fleet of eight U.S. military helicopters to rescue U.S. hostages in Iran in 1980 led to the $50 billion V-22 program. The military was profoundly embarrassed by the Iran-hostage snafu, in which three short-range helicopters broke down, and wanted to make sure it would never happen again. So far it has succeeded in that effort. But that's not because the Pentagon now has a fleet of V-22s capable of long-range missions; it's because such missions are extraordinarily rare, and there hasn't been a similar one since.Hallion's report concluded by warning that the Pentagon's current arsenal is not sufficiently timely to meet the growing challenges of 21st century rogue states and irresponsible actors who have access to advanced weaponry and a willingness to use it against America and its friends. But, unlike many weapons boosters, he added a key admonition about how things might have turned out that day when the U.S. tried to kill bin Laden with a barrage of those slow-moving - 550 m.p.h. - cruise missiles.It must be emphasized that one cannot say with certainty, he noted, that a hypersonic-missile attack would have had any greater luck. Given our inability to find bin Laden in the 12 years since, it's a caveat worth remembering before the nation spends billions on another quicksilver bullet.

Iran sends EU letter on conditions for nuke talks By NASSER KARIMI, Associated Press Writer - JULY 6,10

TEHRAN, Iran – Iran said in a letter to the European Union that it's ready for talks on the country's nuclear program but that the EU must first guarantee there would be no threats against Tehran, state TV reported on Tuesday.The TV said the letter was sent by Iran's top nuclear negotiator, Saeed Jalili, to EU's foreign policy chief, Catherine Ashton, detailing Tehran's conditions for the talks.It followed President Mahmoud Ahmadinejad's announcement a week ago in which he said Tehran would not hold such talks until late August, to punish the West for the latest U.N. sanctions imposed on Iran. The EU and the U.S. have also imposed their own, additional and tougher sanctions against Iran to curtail its nuclear program.In his speech, Ahmadinejad accused world powers of approving the latest sanctions to give them the upper hand in talks over the issue.He also set three conditions for an eventual resumption of talks, saying countries who want to participate should make clear whether they oppose Israel's purported atomic arsenal, whether they support the Nonproliferation Treaty and whether they want to be friends or enemies with Iran. However, he said, participation in the talks was not contingent on the answers.

Jalili's letter reiterated those three points and stressed that the EU must make it clear whether the talks will be aimed at interaction and cooperation, or hostility and confrontation.It was a reply to Ashton's invitation to Jalili for talks in early June. The West accuses Iran of seeking to develop atomic weapons through its controversial nuclear enrichment program. Iran denies the charge, claiming the program is for peaceful electricity production only.Jalili also said the EU must elaborate on its stand on Israel's alleged nuclear arsenal.Iran considers Israel as its archenemy and the Jewish state has not ruled out military option against Iran's nuclear facilities. Israel, widely believed to have a sizable nuclear arsenal, refuses to confirm or deny the suspicions.

China objects to US sanctions against Iran

It bans U.S. banks from doing business with foreign banks providing services to Iran's Revolutionary Guard.China supports the U.N. sanctions. China believes that countries should have correct implementation of the sanctions instead of expanding the sanctions, Foreign Ministry spokesman Qin Gang told a news conference.The U.N. sanctions seek to punish Iran for rejecting proposals to halt uranium enrichment and take its nuclear fuel from abroad. The West and its allies fear Iran is developing nuclear weapons, though Iran says it is seeking nuclear power only for peaceful energy and medical research purposes.As a permanent member of the Security Council and key Iranian ally, China could have vetoed the sanctions, but after considerable international pressure it agreed to support them.But China has said its support for sanctions should not block efforts to find a diplomatic solution, and has called for renewed attempts to bring Iran back to the negotiating table.China's bilateral trade with Iran reached at least $36.5 billion last year. Iran meets 11 percent of China's energy needs and Chinese companies have major investments in Iranian energy extraction projects and the construction of roads, bridges and power plants.

WASHINGTON – President Barack Obama has signed into law a bill imposing tough new sanctions against Iran over its alleged nuclear weapons program.The bill Obama signed Thursday evening in an East Room ceremony targets exports of gasoline and other refined petroleum products to Iran. It bans U.S. banks from doing business with foreign banks providing services to Iran's Revolutionary Guard.The administration hopes the new unilateral sanctions, combined with ones approved last month in the U.N. Security Council, will yield results even though previous regimens failed to halt Iran's activities that could lead to nuclear weapons development.The U.N. sanctions target the Revolutionary Guard, ballistic missiles and nuclear-related investments.As lawmakers looked on, Obama called the new law the toughest sanctions against Iran ever passed by the United States Congress.But he said he had not sought the outcome, contending it was chosen by an Iranian government that for years has defied U.N. resolutions and forged ahead with its nuclear programs while supporting terrorist groups and suppressing the Iranian people.While insisting the door to diplomacy is still open, Obama said the U.S. is showing the Iranian government that its actions have consequences.There should be no doubt. LYNN, Mass. – Authorities say more than 100 headstones in a Catholic church cemetery in Massachusetts were knocked over during the weekend.Lynn police Lt. Peter Holey says the stones were all pushed or kicked down, likely on Sunday night.The Rev. Michael Ferrero of St. Mary's Parish in Lynn says the vandalism is sick and he can't comprehend the effort to cause that much destruction.A crew from the Boston Archdiocese will reset the headstones this week.Lynn police are appealing to the public for tips leading to suspects.Information from: The Daily Item, http://itemlive.com
