Negotiators rush to get EU diplomatic service ready

EUOBSERVER / BRUSSELS - Negotiators on the diplomatic service are in a last-minute rush to get the outline of the new corps agreed by early next week so it can be signed off by EU leaders at their summit on 17-18 June.Talks on Tuesday (8 June) involving EU foreign policy chief Catherine Ashton and MEPs on the last details of the service ended with one main issue on the table, according to EU sources.It concerns where to position the new service in the EU institutional set-up. Member states and Ms Ashton wanted to have a stand-alone service with its own independent budget.MEPs, and particularly Liberal MEP Guy Verhofstadt, one of the parliament's three negotiators on the diplomatic service, were against this solution arguing that it would not be subject to proper oversight. MEPs want it to be anchored to the European Commission, arguing also that setting up an independent body with its own separate budget would set a dangerous precedent.We have agreement in principle on political accountability, said a source.What is still the outstanding issue is more budgetary.According to the source, a compromise is now being sought that would be a half-way house between the two views. We are looking at the moment at a compromise that looks something like the OLAF (EU anti-fraud office) situation, where you're given an independent budget but you go to the commission for the money.This would not include money for programming however, which is ring-fenced.With the EU leaders summit at the end of next week seen as a natural deadline for the discussions, officials are hurrying to get the budgetary wrinkle ironed out.

Ms Ashton has offered to meet MEPs, along with Spanish foreign minister Miguel Moratinos and the EU institutional affairs commissioner, for what is hoped to be a last round of talks on Friday.If all goes to plan, the leaders of the political groups in the parliament would give the green light on Monday morning, allowing foreign ministers meeting in Luxembourg to sign it off before it goes to the EU leaders' table.A spokesperson for Ms Ashton said Tuesday's meeting saw a very constructive dialogue.The High Representative considers all parties to be very close to a political agreement. She is confident that this political agreement can be reached very soon, hopefully in the next few days.An agreement next week would free Ms Ashton to start the process of appointing names to the high level jobs in the corps - over 50 vacancies for heads of delegation will be coming up in the next months.Ms Ashton is hoping to have the service up-and-running by December. This is much later than the original spring date foreseen but talks were complicated by the need to get agreement by member states, the European Commission and Parliament.The difficulty we had was that the timing was based on an expectation that was never realistic - that you could do this in just no time,said an EU diplomat recently.

We are being asked to create a completely new animal from scratch. The problem is that everybody, including our main partners around the world, were led to believe that the miracle would happen the day that the Lisbon Treaty entered into force (1 December 2009). That's why they are a bit impatient.The service, due to have up to 8,000 personnel once it is fully established, is meant to give coherency and on-hand expertise to EU foreign policy.

Europeans protest against wave of austerity

Spanish public sector workers took to the streets on Tuesday (8 June) to protest against government announced pay cuts, while German trade unions called for mass demonstrations this coming weekend after Berlin unveiled its own four-year austerity package earlier this week.The wave of government belt-tightening sweeping across Europe has already resulted in strikes in countries stretching from Ireland to Greece this year, with Brussels also seeing protests yesterday, although reports suggest turnout in Spain was below organisers' expectations.Crowds gathered in Barcelona, Madrid, Valencia and elsewhere in the southern European state to show their discontent at the Socialist government's plans to shave €15 billion off the country's deficit over two years.The measures include a five percent pay cut for public sector workers, the suspension of automatic inflation-adjustments for pensions, the scrapping of payouts to parents for the birth of children, and a reduction of €1.2 billion in regional funding.Protestors accused the government of mismanaging the crisis, and said the planned measures would disproportionately affect public sector workers. We are not responsible for this crisis, read one banner.We're not the ones who'll pay for it.Spanish unions said 75-80 percent of public sector workers had joined the day-long strike, although the labour ministry put the figure at 16 percent, with public transport largely unaffected. Roughly 2.5 million Spaniards work in the public sector.

More strike action may follow however, with Madrid set to announce unpopular labour market reforms on Wednesday that will make it easier for employers to hire and fire workers. The government is under intense pressure from financial markets and Brussels to turn its economy around after a recent credit rating downgrade dramatically increased the country's borrowing costs. Like Ireland, Spain's property market imploded when the global financial crisis struck, plunging the country into an almost two-year recession and placing a huge strain on government coffers. Unemployment is currently hovering around the 20 percent mark, the highest in the eurozone.

Germany

In Germany the first labour protests at the government's €80 billion austerity package were announced by the Verdi public sector workers' union, with mass rallies planned in Berlin and Stuttgart on Saturday.Its leader Frank Bsirske said the brunt of savings would fall on public sector workers and the unemployed, while the wealthy would continue to live in a tax oasis.Other unions later joined the call to arms, while German industry and economists have largely welcome the proposals due to their focus on spending cuts rather than broad-brush tax rises.Announced on Monday, Chancellor Angela Merkel's list of austerity measures is intended to show that Europe's largest economy will lead by example. The largest part of the cuts in the four-year programme will fall on welfare payments and benefits for the long-term unemployed.A lower proportion will affect banks and other businesses, with the government intending to introduce a financial transactions tax and a new tax on flights leaving Germany. Britain, the Republic of Ireland, Portugal, and Italy are amongst the countries to have unveiled austerity measures as governments feel the squeeze.The announcement by the Romanian government that it plans a 25 percent cut in public sector salaries and 15 percent reduction in pensions has also seen people take to the streets in the east European country this week.

The United States will have to adopt austerity measures similar to the ones taken in Europe, because the problems faced are largely the same, Timothy Scala, macro-strategist at Sophis Investments, told CNBC.com.On Monday, German Chancellor Angela Merkel presented plans to save 80 billion euros ($95.2 billion) by 2014 by cutting handouts to parents, axing 15,000 government jobs and delaying some construction projects financed by the government.European Union Economy Commissioner Olli Rehn warned on Tuesday that euro zone countries may need to prepare more budget cuts, without specifying which ones.And on Wednesday, German Chancellor Angela Merkel and French President Nicolas Sarkozy urged the EU to consider a wide ban on short selling of shares and state bonds, as speculation has intensified that some European states will eventually default on their debt.In the US, a Treasury Department report sent to Congress shows that public debt will rise to 102 percent of gross domestic product by 2015 from 93 percent this year, to $19.6 trillion. We can't kick this can along the road forever,Scala said about the US debt problem.If we continue to stimulate by issuing more debt or by printing, it's going to make it worse.This debt balloon has arrived. You will ultimately see it in the US,he said in a telephone interview.

Europeans have opted for austerity while US Treasury Secretary Timothy Geithner is still on the side of stimulating growth, and some analysts are saying that now is not the time to crush the recovery with austerity measures.At a time like this, it's way too early in this recovery especially for Europe and especially for the UK to be talking that game, Hugh Johnson, an investment strategist at Johnson Illington Advisors, told CNBC. It's too soon to reduce (stimulus) or to eliminate it. I agree at some point you have to do something, but it's way too early, Johnson insisted.

Scala argued that the stimulus has increased the size of the public sector and that structurally the US has huge problems, just like the euro zone.I don't think the government stimulus can create wealth, he said.The public sector job growth has been enormous. The government has rapidly become the employer of last resort.Raising taxes, such as capital gains and income taxes, would add revenue to the budget, but the boost would be short-lived because this would affect the private sector, according to Scala.We have bad choices and worse choices, because we've spent way too much,he said.An overhaul of public spending in the US is needed, as spending on the health-care program is too high, according to Scala. President Barack Obama's health-care reform law was passed by Democrats in Congress after a protracted political fight but around 20 US states are trying to overturn the reform in court, saying it will force massive new spending.Lawmakers could choose not to fund the program and it will wither and die, Scala said.Apart from this, the US should reduce taxes on capital gains to stimulate investment and create tax incentives for the use of natural gas, to improve the country's trade position, he said.Scala added that another reform needed to boost the economy would be bringing back accelerated depreciation on commercial property, which is experiencing its worst liquidity challenge in almost 20 years, according to the National Association of Realtors.
Right now, if you were to do that, you'd incite a lot of investors in the commercial market, he said.Austerity is needed to cut the debt burden because the risk is that it will be financed by more debt or by printing money, which would in turn cause inflation as investors will take refuge in commodities, Scala explained.I'm afraid we'll see inflation like in the 70s, at some point,he said.For the moment, inflation is under control because unemployment is high and commodities are sold to pay off debt, according to Scala.He said that the euro [EUR=X 1.2033 0.0062 (+0.52%)] is likely to keep falling and reach $1.05 if problems in Europe continue.Civil unrest is the risk. I do see unions and strikes and a very nasty summer, as people are being told they are going to lose their entitlements, Scala said.His hedge fund is selling the euro on rallies and will continue to do so until things change, he added.

EUOBSERVER / BRUSSELS - EU finance ministers have thrown their support behind plans to hand Eurostat - the bloc's statistics agency - tougher auditing powers, five years after member states first rejected similar proposals. The political agreement reached in Luxembourg on Tuesday (8 June) highlights recent frustration at unreliable data from Athens, with the European Commission now signaling it has doubts over the accuracy of the figures coming out of Bulgaria.EU economy commissioner Olli Rehn welcomed the member-state decision, and urged the European Parliament to also provide the necessary support so that the draft regulation can become law.These audit powers are indeed one essential condition of a solid and effectively functioning Economic and Monetary Union because we need accurate and reliable statistics on national accounts for the EMU to function, Mr Rehn told journalists after the meeting.At present, Eurostat relies on member states to provide it with accurate and timely data so that it can perform its statistical analyses. Greek government data has repeatedly been insufficiently reliable. The new powers would allow Eurostat and commission officials to conduct country-specific visits in order to verify data they deem to be dubious, with Mr Rehn suggesting that Brussels already had one destination in mind.We have had some concerns regarding the statistical performance of Bulgaria and we are considering sending a mission shortly,said the Finnish politician.

EU officials say the number-crunching visits could have flagged up Greece's problems at a much earlier stage, helping to reduce the uncertainty and market turmoil surrounding the country's debt crisis.A budget deficit revision of more than four percent last October by the country's newly-elected centre-left Pasok government led to a series of credit rating downgrades and widespread market panic as investors mulled the possibility of a debt default. This, together with the destabilising effects on the eurozone as a whole, have brought about a change in government attitudes, resulting in Tuesday's deal. A similar request by the commission in 2005 to upgrade Eurostat's auditing capabilities was rebuffed by member states, who were reluctant to hand over too much power to the Luxembourg-based body.

Separately on Tuesday, the UK appeared to reject the idea of EU member states viewing each others' budgets before they are handed to national parliaments, despite claims by European Council President Herman Van Rompuy on Monday that a broad agreement had been reached.The budget will be presented to parliament first, the UK's financial secretary to the treasury, Mark Hoban, said in a short statement.There is no question of anyone other than MPs seeing it first.

JERUSALEM – Israel's ultra-Orthodox community, which has traditionally used violent protests and political clout to push its agenda, is turning to a new tactic to get its way in this overwhelmingly secular society: market power.The fast-growing community has emerged as a consumer powerhouse, using classic market muscle to drive the development of products catered to their needs, and to push companies to curb practices it finds offensive.Cell phone companies customize phones for them, food chains operate supermarkets tailored to their tastes, and investment houses are offering kosher places for the ultra-Orthodox to park their cash without running up against Jewish restrictions on lending and investing. Threats of a boycott — not violence — led a leading clothing maker to remove billboards featuring scantily clad models from a major highway.There's no doubt their numbers make them a market force, said Arieh Frenkel, a religious consultant who helps Israeli companies target ultra-Orthodox customers. They take advantage of their clout.The ultra-Orthodox, a community of 700,000 who live in isolated enclaves across the country of around 7 million, are Israel's poorest sector. About 60 percent of the men do not work, instead pursuing state-subsidized religious studies. In keeping with the religious injunction to be fruitful and multiply,ultra-Orthodox families are large, with an average of seven children. Some 60 percent of the community lives below the poverty line.

But that hasn't stopped the ultra-Orthodox from turning their growing numbers and unique spending habits on food and clothing into market clout.All major Israeli supermarket chains now have discount operations whose food meets an exceptionally stringent level of religious supervision. Packaging is aimed at large families, offering big volume at lower prices.Spending also has been driven by a small but growing number of ultra-Orthodox who have pursued lucrative professions like law, accounting and technology. Not only do they spend money, they also expose their communities to a wider world where buying opportunities abound.They go to work in Tel Aviv and get ideas of what's out there, said Rachely Greenwald, an ultra-Orthodox public relations executive at the Trio advertising firm.By virtue of their upbringing, the ultra-Orthodox are obedient to religious law and their rabbis — an experience that tends to translate into collective shopping habits, religious commentator Kobi Arieli said.The rabbis don't tell you which pasta sauce to use, Arieli said. But when you get used to reciting the same (religious) texts that 1 million other people say every day, you become, willy nilly, part of a herd, he said.

For marketers, this is an important lesson because they can capture large numbers of people in one go — or alienate them en masse, as several company owners have discovered to their dismay.The Shefa Shuk discount food chain was boycotted by some ultra-Orthodox for more than a year and a half because the chain's owner operates a separate convenience store chain, AM:PM, whose hours violate the religious ban on working on the Sabbath. Some rabbis also blocked Shefa Shuk from advertising in ultra-Orthodox communities and newspapers.The pressure eventually led the AM:PM chain to close some branches on the Sabbath.Last fall, the FOX clothes chain ditched an ad campaign featuring supermodel Bar Refaeli lying next to a male model, with only a blanket covering her torso. Another ad showed the two locked in a kiss.The images were replaced by more chaste advertisements. FOX said it replaced the ads after receiving complaints, noting it is a fashion chain that appeals to the general public and all its sectors.The flight schedule of El Al, Israel's national air carrier, is another case study in the evolving power of the ultra-Orthodox.In the 1980s, El Al, then state-run, began grounding its planes on the Sabbath and Jewish holidays because religious lawmakers in the governing coalition demanded it. Because of the lost revenue, economic analysts had once expected El Al to resume a seven-day-a-week schedule after it passed into private hands. But that didn't happen: Six years after it was privatized, El Al continues to fly a short week. The ultra-Orthodox, a loyal consumer niche, had threatened to boycott the airline unless it signed a pledge not to fly on the Sabbath.Technology is another area where ultra-Orthodox consumers have left their stamp.Recognizing the value of cell phones, rabbis reached an agreement with one mobile phone operator to create stripped-down, kosher devices filtered to block access to sex sites and other objectionable material. Other cellular carriers were quick to follow.

Kosher finance is another hot topic. Jewish law prohibits Jews from collecting interest on loans, so banks have created a way to circumvent this rule. The religious borrower and lender become partners in a business transaction, with the borrower paying a set return on investment in accordance with a religiously compliant formula. The notion of kosher finance has also spilled over into the stock market. Investment firms have begun catering to religious investors to meet the mounting demand for stocks and bonds in companies that don't violate Jewish law. They might avoid companies, for instance, that operate on the Sabbath or produce non-kosher food.Profit always has to be the motive,says Rabbi Aryeh Dvir of Jerusalem, a leading figure in promoting kosher investment. But the objective is that professionals will operate according to religious law.

NKorea warns UN not to discuss warship sinking

SEOUL, South Korea – North Korea sent the U.N. Security Council a letter warning the world body to not even open debate on the deadly sinking of a South Korean warship blamed on Pyongyang, state media reported Wednesday.South Korea last week officially asked the U.N. Security Council to punish North Korea, after an international investigation said a North torpedo attack sunk a South ship in March, killing 46 sailors. North Korea flatly denies responsibility and says any punishment would trigger war.Sin Son Ho — North Korea's permanent representative at the U.N. — sent Security Council president Claude Heller a letter Tuesday saying the council must not open a debate on the the unilaterally forged investigation results because that would fringe upon the North's sovereignty, the official Korean Central News Agency said in a dispatch from Pyongyang.No one would dare imagine how serious its consequences would be over security on the Korean peninsula if the debate starts, Sin said in the letter, according to the KCNA dispatch.Sin said the U.N. council instead should take steps helping South Korea and the U.S. accept North Korean inspectors to verify the investigation results, it said.The ship sinking is the first inter-Korean provocation in which the South has taken the North to the Security Council, despite a history of attacks by the North since the end of the 1950-53 Korean War.

The Security Council has several choices: a resolution with or without new sanctions against North Korea, a weaker presidential statement calling for specific actions, or a press statement.The Security Council earlier imposed sanctions against North Korea after its two nuclear tests in 2006 and 2009. These include U.N. embargoes on nuclear and ballistic missile-related items and technology, on arms exports and imports except light weapons, and on luxury goods.

France sticks to Russian warship deal despite concern

President Nicolas Sarkozy on Tuesday (8 June) defended his plans to sell to Russia up to four French warships, despite concerns raised by his Georgian counterpart Mikheil Saakashvili during talks taking place a few days before a visit to Paris of Russian Prime Minister Vladimir Putin.Georgia, along with EU's Baltic states and the US, has criticised what would be the first-ever warship sale from a Nato country to Russia, especially after comments made by a Russian general that Moscow would have won in 40 minutes the 2008 war against Georgia if it had a Mistral-class carrier at the time.Paris announced in March it was in talks with Moscow for the sale of up to four Mistral carriers.But Mr Sarkozy brushed aside these concerns, saying: if Russia is expected to behave like a partner in every domain, including in the area of security and defence, then it must be treated like a partner in every domain, according to a presidential aide quoted by AFP.It's a political choice France is clearly standing for, Mr Sarkozy told his counterpart. The latter didn't hide his concerns on this matter but said he could understand the rationale,the source added.
Mr Sarkozy also reassured the Georgian leader that Paris is one of his country's main supporters within the EU and that it was pressing to start negotiations on an association and free trade agreement this summer, while noting the progress made in order for Georgians to get EU visas faster and cheaper, AP reports.

France's commercial interest in the exclusive negotiations with Moscow is obvious: for sale at €300-400 million a piece, the deal would also boost employment in the dockyards of Toulon, Saint-Nazare and Brest. Paris approved the sale of four such ships capable of carrying 16 helicopters and 750 troops, but meanwhile Moscow has signalled it would rather buy just one and build the other three in its own shipyards.The issue is likely to come up again on Friday, during the working lunch between Mr Sarkozy and Mr Putin.Coming out of the talks on Tuesday, Mr Saakashvili said the warship sale was a bilateral matter between Russia and France. The most important thing, according to the Georgian leader, was France's unconditional support for his country.Despite the crisis in Europe, despite all the problems in the European Union, France continues to have a very strong presence in our region and plays a decisive role in solving the conflicts, the problems we have,he added.

Mr Saakashvili also stressed the importance of this official visit at the Elysee palace, for the first time after the 2008 war and two days before the Russian Prime Minister Putin is expected in Paris.The fact that my visit has been organised two days before Putin's visit sends a very clear message. This buries Russia's efforts to isolate our country,Mr Saakashvili said.He added that he received full support for his country's territorial integrity - a formula frequently used by EU politicians in reference to the continued presence of Russian troops on Georgian territory.In August 2008, when France was chairing the rotating EU presidency, Mr Sarkozy personally flew to the region and managed to broker a ceasefire agreement between Moscow and Tbilisi, putting an end to the Russian invasion following the Georgian attack its rebel region South Ossetia.An EU civilian mission was deployed on the ground within a month to monitor the Russian withdrawal, which is still not fully complying with the ceasefire. Russia claims that those conditions are no longer valid, since both regions – South Ossetia and Abkhazia – have declared their independence and Moscow has recognised them.

Top Houston attorney Tony Buzbee says he has new evidence which indicates that Deepwater Horizon’s managers knew that the BP oil rig had major problems before its explosion on April 20, citing the eyewitness account of a crew member who rescued burning workers on the rig of a conversation between Deepwater Horizon installation manager Jimmy Harrell and someone in Houston. According to the witness, Harrell was screaming, Are you fucking happy? Are you fucking happy? The rig’s on fire! I told you this was gonna happen.Harrell was talking via satellite phone and whoever was on the other end of the line was apparently trying to calm him down as the rig burned.I am fucking calm,said Harrell, according to Buzbee.You realize the rig is burning?

A boat captain then asked Harrell to leave the bridge. Transocean have refused to confirm or deny that the conversation took place.Buzbee is a respected lawyer with a successful history of winning cases brought against oil companies. He represents 15 rig workers along with dozens of shrimpers, seafood restaurants, and dock workers. The witness to the conversation signed a 3 page statement attesting to the fact that it took place, but refuses to be identified for fear of reprisals.Though Harrell himself has denied allegations of a feud with BP or Transocean in public hearings, the Atlantic’s Josh Harkinson points out that there were two other witnesses who personally experienced Harrell’s problems with their safety procedures.Testifying before the Coast Guard and MMS panel last month, Douglas Brown, the chief mechanic on the Deepwater Horizon, said that on the morning of the day that the rig exploded Harrell had a skirmish over drilling procedures during a meeting with BP’s company man,well site leader Robert Kaluza. I remember the company man saying this is how it’s going to be,Brown told the panel. As Harrell was leaving the meeting, according to Brown,He pretty much grumbled,I guess that’s what we have those pincers for, referring to the blowout preventer on the sea floor that is supposed to be the last resort to prevent a leak in the event of an emergency. The blowout preventer failed following the explosion on the rig, causing the massive spill. (Transocean’s chief electronics technician, Mike Williams, also recalled the argument but named a different BP company man, BP’s top official on the rig, Donald Vidrine),writes Harkinson.

Other rig workers have also claimed that they were pressured by BP and their supervisors to cut corners, adds Harkinson.Transocean roustabout Truitt Crawford told the Coast Guard that he overheard senior management saying that BP was taking shortcuts by replacing drilling mud in the well with saltwater, which would have provided less weight to contain the well’s surging pressure. Transocean’s Williams told 60 Minutes that a supervisor had dismissed evidence that the well’s blowout preventer had been damaged. And workers with Halliburton, the well’s cementing contractor, had complained that BP’s use of cement was against our best practices and told the oil company that it would likely have a SEVERE gas flow problem unless the well’s casings were centered more carefully.The details of this story would appear to point to mere negligence on behalf of Transocean and BP were it not for the plethora of other evidence indicating foreknowledge of the event and even possible deliberate sabotage of the oil well.As we highlighted yesterday, on page 37 of British Petroleum’s own investigative report into the oil spill, it is stated that the Hydraulic Control System on equipment designed to automatically seal the well in an emergency was modified without BP’s knowledge sometime before the explosion.Highly suspicious stock and share trades by people connected to BP before the explosion indicate some extent of foreknowledge.Goldman Sachs dumped 44% of its shares in BP Oil during the first quarter of 2010 – shares that subsequently lost 36 percent of their value, equating to $96 million. The current chairman of Goldman Sachs is Bilderberg luminary Peter Sutherland, who is also the former chairman of British Petroleum.Furthermore, as reported by the London Telegraph on June 5th, Tony Hayward, the current BP CEO sold £1.4 million of his shares in the fuel giant weeks before the spill.

On April 12th, just over one week before the Deepwater Horizon rig exploded, Halliburton, the world’s second largest oilfield services corporation, surprised some by acquiring Boots & Coots, a relatively small but vastly experienced oil well control company.Halliburton is named in the majority of some two dozen lawsuits filed since the explosion by Gulf Coast people and businesses who claim that the company is to blame for the disaster.Halliburton was forced to admit in testimony at a congressional hearing last month that it carried out a cementing operation 20 hours before the Gulf of Mexico rig went up in flames. The lawsuits claim that four Halliburton workers stationed on the rig improperly capped the well.

The oil company, which is under fire over its role in one of the worst ecological disasters in US history, has purchased the news results in an attempt to stem the tide of criticism on internet sites such as Twitter and Facebook. A search for the term oil spill on Tuesday night brought up a link to BP's website with the tagline: Learn more about how BP is helping.

Oil industry protest campaign adds to summer heat on President Barack ObamaBut the move has only succeeded in provoking further criticism. The Google adverts have become the target of a mock BP Twitter feed with the tag BPGlobalPR, which was already attracted more than 140,000 followers.

We're paying Google a lot of money to make sure you only have access to the best possible info on the oil spill: our info,one tweet reads. Toby Odone, a BP spokesman, said the company's goal in buying the search results was to make information on the leak more accessible. We have bought search terms on search engines like Google to make it easier for people to find out more about our efforts in the Gulf and make it easier for people to find key links to information on filing claims, reporting oil on the beach and signing up to volunteer,he said.Barack Obama, the US president, said on Monday that he was seeking ass to kick over the leak, which has left 20,000 barrels of oil gushing out of the damaged well each day.
