NEW ORLEANS – Restaurateurs, hotel owners, fishermen and beachfront property owners watched and waited for the weather and ocean currents to choose where a bulk of the oil from a calamitous Gulf of Mexico spill would finally wash ashore.The consequences of the 200,000 gallons a day of crude spewing from a blown-out underwater well on those whose livelihoods rely on the richness of the sealife in the waters was obvious. Fishing has been shut down in federal waters from the Mississippi River to the Florida Panhandle, leaving boats idle Monday in the middle of the prime spring season. A special shrimping season will close Tuesday evening.

Inns and restaurants that count on tourists attracted to the beautiful blue-green waters and sandy white beaches already are getting calls about the spill, which has flirted with the coastlines before receding, mostly because of the weather.You mentally want to push it back to the west, and then you feel guilty for doing so, said Jan Grant, manager at the St. George Inn on St. George Island, Fla., about the path the spill might take.Engineers from BP PLC have failed to invent a solution to halt the gusher that's been spewing into the sea since an offshore drilling platform blew up and sank last month and killed 11 workers. BP operated the rig that was owned by Transocean Ltd.Chemical dispersants seemed to be helping to keep oil from floating to the surface, but crews haven't been able to activate a shutout valve underwater. And it could take another week before a 98-ton concrete-and-metal box is placed over one of the leaks to capture the oil. .Worse, it could take three months to drill sideways into the well and plug it with mud and concrete to stop the worst U.S. oil spill since the tanker Exxon Valdez ran aground in Alaska, leaking nearly 11 million gallons of crude.Those nowhere near the Gulf who drink coffee, eat shrimp, like fruit or plan to buy a new set of tires, could also end up paying for the disaster. Several river boat pilots said the edge of the slick Monday was 15 to 20 miles off the Southwest Pass, where ships headed to New Orleans enter the Mississippi River.A total shutdown of the shipping lanes is unlikely. However, there could be long delays if cargo vessels that move millions of tons of fruit, rubber, grain, steel and other commodities in and out of the nation's interior are forced to wait to have their oil-coated hulls power-washed to avoid contaminating the Mississippi. Some cargo ships might choose to unload somewhere else in the U.S. That could drive up costs.

The latest satellite image of the slick, taken Sunday night, indicates that it has shrunk since last week, but that only means some of the oil has gone underwater. The new image found oil covering about 2,000 square miles, rather than the roughly 3,400 square miles observed last Thursday, said Hans Graber of the University of Miami. The new image also shows that sizable patches have broken away and are moving to the north and east, Graber said. By all accounts, the disaster is certain to cost BP billions. But analysts said the company could handle it; BP is the world's third-largest oil company and made more than $6 billion in the first three months of this year. The oil spill has drained $32 billion from BP's stock market value. In the Chandeleur Sound on Monday, about 40 miles northeast of Venice, La., thick, heavy oil formed long clumps that looked like raw sewage. Dying jellyfish could be seen in the water. Sea turtles have been found dead on Mississippi beaches, but necropsies on five of the 30 did not find evidence they died from the effects of oil. The news was better from Mississippi to the Florida Panhandle, where the sheen isn't expected to touch beaches before Thursday. Wind and sea currents have helped to keep the oil away from points farther west, said Coast Guard Capt. Steve Poulin. Some businesses were prepared because of their experience during Hurricane Katrina in 2005. Folgers Coffee Co., which ships its coffee through the Port of New Orleans, has several weeks' worth of green coffee on hand and has made arrangements to use other ports in the event of a shutdown, spokeswoman Mary Beth Badertscher said. We've learned a lot of valuable lessons from Hurricane Katrina about supply logistics,she said.

About 60 percent of the grain exported from the U.S. goes through the Southwest Pass. If the spill delays barge traffic going down the Mississippi, prices for corn, soybeans and wheat could rise quickly on global markets, said Greg Wagner, a commodity analyst. Grain prices within the U.S. could actually fall if shipments are unable to leave the U.S. and the grain begins piling up at silos in the U.S. But the price decreases would probably be small and wouldn't show up at the grocery store anytime soon, said Seth Meyer, an agricultural transportation analyst at the University of Missouri. In Alabama, scores of shrimp boats sat at dock in Bayou La Batre, their crews unable to work. Vietnamese immigrant Minh V. Magnitude 6.4 quake shakes Chile, no damages

SANTIAGO, Chile – The U.S. Geological Survey says a magnitude-6.4 earthquake has struck off Chile's central coast. There were no immediate reports of damage or injuries.The USGS says the quake's epicenter was 151 kilometers (94 miles) south-southwest of Concepcion, Chile, at a depth of 20 kilometers (12 miles).Radio stations in the Bio-Bio region reported no major damages or injuries from Monday's tremor.The area has been shaken by hundreds of smaller quakes since a huge magnitude-8.8 quake hit on Feb. 27, triggering a tsunami and killing 486 people. On Sunday, a 5.9-magnitude quake struck the area, one of more than a dozen perceptible temblors since Saturday.Tens of thousands of Chileans are still living in tents or temporary huts.

QASR AL-YAHUD, West Bank – Christian pilgrims who flock to the Jordan River to immerse themselves in the water where Jesus was baptized may have nothing left to dunk in next year.A team of Israeli, Jordanian and Palestinian environmental scientists says large stretches of the biblical river could dry up by 2011. And much of what remains is nothing but a canal of sewage, they said in a report released Monday.You can almost jump across this river. In other places, you don't need to even jump — you can just cross it. It's ankle deep, said Gidon Bromberg, Israeli director of Friends of the Earth Middle East, the organization that commissioned the report. You struggle to see the water.Sadly, it is one of the efforts to save the river that has helped doom it, the report said. Israel and Jordan have agreed to stop dumping waste into the river and instead treat it in plants expected to be up and running in both countries in 2011.But if no wastewater enters the lower Jordan — the river's largest section — then no water will flow in it at all, the report notes.

According to Christian tradition, John baptized Jesus in the Jordan River. Typical of the region's conflicting land claims, both Jordan and Israel maintain the New Testament baptismal site stands on their soil, and the sites face each other on either side of the Jordan.On the Israeli-controlled side in the West Bank, the site is called Qasr al-Yahud, Arabic for Castle of the Jews or Crossing of the Jews. In Jordan, it is called al-Maghtas, or Baptism Site.The Bible describes the river, which flows south from the Sea of Galilee into the Dead Sea, marking the border shared by Israel, Jordan and the West Bank, as overflowing. In 1847, a U.S. Naval officer visiting the area reported on the deafening roar of the tumultuous waters.

But over the past five decades, Israel, Jordan and Syria have diverted about 98 percent of the Jordan River and its tributaries for drinking water and agricultural use. Only 700 million to about 1 billion cubic feet (20 million to 30 million cubic meters) flow through the river today, a tiny fraction of the 45 billion cubic feet (1.3 billion cubic meters) that used to surge through before the 1930s, when the first dam was built on the river in what is now Israel.What was once the narrowest stretch of the river has now become its widest. In some spots, the Jordan is only a trickle. Otters and other creatures that used to live on its banks are long gone.Today, the lower section of the Jordan is choked with sewage from towns on the Israeli, West Bank and Jordanian sides.The report's authors praised the Israeli and Jordanian wastewater treatment plan, while noting that it will dry up large stretches of the river by the end of next year because the treated sewage will be used for agriculture rather than being pumped into the Jordan.The report recommends that Israel and Jordan rehabilitate the river by filling it with freshwater pumped in from the Sea of Galilee and the Yarmouk river, the Jordan's largest tributary, in addition to highly treated wastewater, to return a third of the volume that once flowed there.Today, most Christian pilgrims who visit Israel immerse themselves in the fresh waters of the Jordan river at Yardenit, a modern-day baptismal tourist site near the Sea of Galilee, 60 miles (100 kilometers) upstream.

Less than a mile (about one kilometer) away, a dam built by Israel blocks the water for agricultural use. Steps away, a fountain of murky sewage from nearby Israeli communities shoot through a rusty pipe, where it joins up with agricultural runoff and saline water from nearby salt springs to form the rest of the river.Some still go to the traditional baptism site of Jesus. On Sunday, a grinning Christian pilgrim from Moscow donned a long white robe and bobbed up and down in the brown waters, gesturing the sign of the cross with his hand each time he came up for air.Some environmentalists strongly discourage baptisms there because the foul state of the waters make it a health hazard.On the Israeli-controlled side, the site is closed most of the year because of its location in a military zone, surrounded by minefields, on the international border with Jordan. About 30,000 pilgrims were allowed to visit this year, according to the Israel Nature and Parks Authority, and Israel is now renovating the site to accommodate more tourists. The sad state of the Jordan River does not exist in a vacuum. Political deadlock between governments sharing the river and its tributaries has exacerbated the water shortage. Israel and neighboring Arab countries have complained about each other's projects to divert shared water sources for their own needs. The diversion of waters from the Jordan is also a major reason why the Dead Sea is shrinking so dramatically. The legendary salt-water lake has lost one-third of its volume since Israel and Jordan built plants in the 1960s to divert the waters of the Jordan.

The rapidly rising waters led to the deaths of 17 people in Tennessee alone, including 10 in Nashville, and officials feared that the death toll could increase. Officials announced the latest deaths late Monday after receding flood waters revealed six more bodies.Do we suspect to find more people? Probably so. We certainly hope that it's not a large number, said Metro Nashville Davidson County Fire Chief Kim Lawson.

Across downtown on the river's east bank, water covered the grass inside LP Field, home of the NFL's Tennessee Titans.Gov. Phil Bredesen declared 52 of Tennessee's 95 counties as disaster areas after finishing an aerial tour and said he talked with President Barack Obama. Bredesen saw flooding so extensive that tree tops looked like islands as he flew from Nashville to western Tennessee. I've never seen flooding like this, he said. Jim Moser, a forecaster with the National Weather Service in Nashville, said a slow-moving weather system pumped up Gulf moisture into highly unstable air over Tennessee. The result was strong storms dumping heavy rains that caught most of the city and surrounding area by surprise. It was much higher than we expected, Moser said. The weather service listed the two-day total as 13.53 inches at the city's airport, outstripping the old record of 6.68 inches from the remnants of Hurricane Fredrick in 1979. She escaped with her dog and her car but feared she lost everything else. Lucy Owens, 46, said she had to leave so quickly on Sunday night that she didn't have time to grab her family's 100-year-old Bible and afghan made by her mother, who died about a month ago. She said she first tried escape in her truck, but when she couldn't drive past her mailbox because the water was too high, she screamed for help and a police officer came and took her and son to a point where a boat could rescue them. By then, water was up to her ribcage. I got no notice. No one said nothing about evacuating. I did what they said and stayed put. I didn't get out. I didn't drive. Fresh ash disruption as EU ministers meet on air traffic control

Volcanic ash is disrupting air travel once again just as transport ministers are set to gather in Brussels to discuss air traffic management following last month's travel chaos due to ash from the same Icelandic volcano.A change in wind direction on Monday (3 April) sent the plume from the Eyjafjallajokull volcano over Ireland and the Scottish Isles, prompting the closure of airports.All flights going in and out of Ireland have been grounded since 8am CET this morning, while airspace over the Outer Hebrides was closed during Monday night. The Irish ban is expected to extend until at least 2pm. The ash was expected to exceed the safety level agreed in the wake of the six-day grounding of most European flights in April, a move that disrupted the travel plans of some 10 million passengers and is estimated to have cost the airline industry up to €2.5 billion.Ireland falls within the predicted area of ash concentrations that exceed acceptable engine-manufacturer tolerance levels, the Irish Aviation Authority said in a statement.Iceland's meteorological office said that a recent change of wind direction had sent the ash cloud south and southeast toward Europe, rather than northward. However, the cloud is much smaller than the one that caused the flight paralysis around 20 April.The fresh disruption comes as EU transport ministers will in a specially-convened meeting on Tuesday discuss an improved response to such incidents amid accusations that governments last month over-reacted.

Senior European politicians including Germany's Angela Merkel have indicated their support for the creation of a European credit rating agency.And in a related move on Monday (3 May), the European Central Bank decided to loosen the terms under which it lends money to Greek banks, indicating that it will now accept Greek government bonds below investment grade as collateral. The pivotal role played by the world's top three credit rating agencies, all of them US-based, has been highlighted in recent weeks, as incremental downgrades for Greece, Portugal, Spain and Ireland have helped fan a fire of market doubts, leading to higher borrowing costs for the weaker eurozone countries. On the same day that her cabinet approved a €22.4 billion loan for Greece, Ms Merkel said there was a clear case to be made for a European ratings agency.A European agency could provide an understanding of basic economic mechanisms different from the existing agencies, more oriented towards ...[sustainability] of the economy and less on the short term,she said. More competition in this area can not hurt.The German government is now pressing for parliamentary approval for the Greek loan by the end of this week, after eurozone finance ministers on Sunday agreed to provide Athens with up to €110 billion over three years (2010-2012), together with the IMF. The country's finance minister Wolfgang Schauble met with banking representatives on Monday in a bid to secure private sector support for the initiative. Officials told the Financial Times that Mr Schauble was seeking a commitment from banks and insurers not to sell their holdings of Greek bonds at the present juncture, in order to help stabilise markets. French finance minister Christine Lagarde also added to the debate on credit rating agencies on Monday, saying there should be more supervision of the current agencies to ensure their full independence.

ECB liquidity provision

To date, the European Central Bank has only accepted investment grade sovereign bonds from European banks looking to borrow money. But on Monday the Frankfurt-based institution performed an about-turn, saying it would in future accept junk status Greek sovereign bonds as collateral. The move, a clear indication that the ECB is also joining in with the eurozone's rescue efforts for Greece, highlights concern that further credit rating downgrades for Athens could result in a liquidity shortage for the country's banks, subsequently harming the economy. The central bank was among those criticising the timing of last week's downgrade of Greek bonds to junk status by credit rating agency Standard and Poor's, with fears that further such downgrades by the remaining agencies could shut Greek banks off from ECB lending prompting Monday's announcement.But the decision marks a dramatic u-turn for ECB President Jean-Claude Trichet, who began the year saying the ECB would not change its collateral policy for the sake of any particular country.The bank's governing council meets this Thursday in Lisbon, where it will likely discuss the need to extend this provision to other countries.

EUOBSERVER / BRUSSELS - As the Greek government awaits the first tranche of a €110 billion rescue loan, its Socialist counterpart in Slovakia has said it will not immediately contribute its share, citing doubts over Athen's ability to push ahead with necessary reforms. I don't trust the Greeks, Slovak Prime Minister Robert Fico told journalists on Monday (May 3), a day after the eurozone finance ministers' meeting had welcomed harsh austerity measures linked to the bail-out. The approval by the [Greek] government is not enough. We want to see laws approved by the parliament leading to cuts in salaries, pensions and social benefits. Until then the Slovak cabinet will not authorise its loan.Slovakia, the latest eurozone member state, is expected to contribute as its share of the bail-out some €816 million over the next three years - a figure amounting to the annual budget of the country's interior ministry, according to media reports. Some analysts say however that Mr Fico' toughened stance can be seen as part of a heated election campaign.In February, he argued the opposite of his current position: If Europe could pour huge amounts of money into the banks, why not to help the countries in real trouble.The parliamentary elections in Slovakia are less than six weeks away and most political parties argue against coming to the rescue of debt-stricken Greece. At this stage, the parliamentary debate could be counterproductive,finance minister Jan Pociatek said. The unpopular decision is therefore likely to fall on the shoulders of the next Slovak government and parliament, although Mr Fico - the probable winner - did not exclude his consent to the loan if the conditions are met.

Nobody cares about Greece. Everyone is currently protecting their own national interests … their own skin, the stability of the euro,he said, referring to Slovak citizens' savings. The eurozone has agreed language saying: Parliamentary approval, needed in some member states prior to the release of the first tranche, is expected to follow swiftly.

But it seems the process could be lengthy in some countries.

Slovenia, another recent eurozone member state, will probably need to review its 2010 budget as its share of the loan pool for Greece will jump to €384 million up from an initial estimate of €144 million. Slovenia may review government spending because the amount we may have to pay to Greece is so much higher, the government's chief economic forecaster, Bostjan Vasle, said, according to Bloomberg, with Slovenian lawmakers likely vote on the matter in June.The most crucial vote comes on Friday (May 7), however, when Germany - the biggest contributor to the package - is set to complete its approval of some €22.4 billion.The European Commission has meanwhile hinted that Greece could gain back its lost credibility sooner than expcted and could be able to return to financial markets for funding as early as the second half of 2011. They will get back to the market in the course of 2011 at the latest, a commission official said, according to Reuters reports.It is not assumed that Greece will have no market access throughout the programme, although it will not need access in the first one-and-a-half to two years.Should Greece continue to draw on the lifeline throughout the entire three-year period, it will start repayments from mid-2013 through to mid-2016.

Anti-fraud investigators swoop on EU emissions traders

EUOBSERVER / BRUSSELS - Traders involved in Europe's flagship climate change programme, the Emissions Trading System - some of whom work at Germany's biggest banks and energy firms - were the focus of a series of raids and arrests by British and German prosecutors in part of a massive pan-European crackdown on CO2-credit VAT fraud.A total of 25 people were arrested amid a blitz by authorities on hundreds of company offices in the two countries, including Deutsche Bank and energy firm RWE, in a case involving the theft of an estimated €180 miillion from government coffers.

On Friday (30 April), it was revealed that UK tax authorities had raided 81 different offices and homes earlier in the week, arresting 22 individuals - 13 in England and further eight in Scotland. The swoop, which occurred two days earlier, involved roughly 450 staff from Her Majesty's Revenue and Customs.German authorities simultaneously raided 230 premises, including the headquarters of Deutsche Bank in Frankfurt and the offices of RWE, one of the largest energy firms in Europe, according to the Bloomberg news agency.Three individuals in Germany were arrested. Seven of the suspects were employees of Deutsche Bank, although none were among those taken into custody.The operation, which targetted a total of 50 companies and some 150 suspects in Europe's biggest economy, involved around a thousand investigators from Germany.Authorities in eight other EU nations - Austria, Belgium, Cyprus, the Czech Republic, Denmark, Finland, the Netherlands and Portugal, as well as Norway, outside the bloc - were approached by Frankfurt prosecutors for their help in the investigation.Computers, mobiles, memory sticks and business records were seized, as well as undisclosed sums of cash.

The criminal activity the raids focussed on relates to what is known as carousel fraud.Criminals establish themselves in one EU member state and open a trading account with the national carbon credit registry. They then buy carbon credits in a different country, which makes them exempt from VAT. These are then sold to buyers in the original country, but with VAT slapped on, although the VAT then just disappears along with the trader and the money never arrives in government coffers.

The raids come after Europol, the European criminal intelligence agency, last December issued a warning that ETS fraud had resulted in around €5 billion in lost revenues.In announcing its investigations into the pan-European racket, the agency said that as much as 90 percent of the entire market volume on emissions exchanges was caused by fraudulent activity. European Commission climate spokeswoman Maria Kokkonen told EUobserver that a new EU directive on reverse charges for emissions trading, which aims to close off this form of tax fraud, was implemented in February of this year specifically to deal with this problem.Under the directive, EU member states may for a temporary period optionally apply a reverse charge to switch the responsibility of paying the government the VAT collected from the vendor to the customer.Also in February, the EU toughened up the requirements for opening an account with national carbon registries.Carbon emissions fraud is a very serious problem and the commission is working closely with member states to combat this problem,said Ms Kokkonen.In fact, the response to this problem has been very swift since it first came to light last summer.However, it should be underlined that this does not affect the overall functioning of the EU-ETS.Environmentalist critics of the ETS however said that such criminal activity is not the exception to the rule, but intrinsic to a carbon market.Carbon markets are highly susceptible to fraud, given their complexity and the fact that it is not always clear what is being traded,said Oscar Reyes of Carbon Trade Watch. It's good that the commission and tax authorities are clamping down, but it is unlikely that this will be the last case of carousel fraud, but also unlikely that it will be the last type of fraud involved in emissions trading.

Leaked tapes show EU leaders' frustration at climate summit

Leaked tapes from the failed climate summit in Copenhagen published in German weekly Der Spiegel have documented a deeper rift between France, Germany and the US and China and India than previously thought. The tapes were recorded accidentally on 18 December 2009, during a meeting of 25 leaders, including Germany's Angela Merkel, France's Nicolas Sarkozy, US President Barack Obama and the representatives of China and India, Der Spiegel reports.Angela Merkel expressed her frustration at India's representative who refused to commit to precise overall CO2 emission reduction figures. Then you don't want anything legally binding! she said, only to be countered by the Indian side: Why do you make presumptions? That is not fair! When she presented Europe's demand to have a commitment for a global reduction of 50 percent in greenhouse gas emissions by 2050, China's negotiator intervened abruptly and said: Thank you for all your proposals. We've already said we cannot accept the long-term goal of 50 percent.At that point, French President Nicolas Sarkozy jumped in. With all due respect and friendship for China,he said, the West had already committed itself to an 80 percent reduction by the mid-century mark. And China, who will soon be the biggest economy in the world, now tells the world these engagements are for you, not for us.This is unacceptable. One has to react to this hypocrisy, he scoffed.US President Barack Obama tried to moderate the discussion, but also expressed his frustration that the Chinese premier preferred to stay in his hotel room and to send his chief negotiator instead.I know there is a Chinese premier here, one who takes important decisions,the US President said. Mr Obama then told the Chinese negotiator, He Yafei,[the premier] is giving you instructions at this stage.Mr Yafei replied: I do not speak for myself here. I speak for China. I heard President Sarkozy talk about hypocrisy. I would avoid such terms.He argued that industrial countries had to assume their responsibility after causing 80 percent of all greenhouse gas emissions within one century. Don't run away from that,he said.

The two Western-proposed targets, of an internal 50 percent cut by 2050, and an international cut of 80 percent, have long been a bone of contention between rich and poor countries.The latter argue that according to their analysis, this would require a per capita cut in emissions of 60 percent, or 20 percent in absolute terms. Because these countries are starting at a much lower per capita level of emissions, this would mean that the amount of carbon emissions allowed would ironically be higher for developed countries than for the third world. The rich world would be permitted two to five times higher per capita emissions than developing countries.The global south argues that for them to be able to continue to develop, the west must look to achieve negative carbon emissions by 2050, a proposal the EU and US reject.The tapes also document a statement from Mr Obama suggesting he was already considering sealing a deal in a smaller format outside the formal UN process. He said he was hoping to reach an agreement later, outside this multilateral framework,arguing that everybody had more important things to do.The end of the week-long Copenhagen summit was particularly frustrating for the Europeans, as their demands were left out of the final declaration agreed between the US, China, Brazil and South Africa. Yet not even that text could be endorsed by all delegations, who only took note of it.

Lack of trust

Meanwhile, Ms Merkel, seeking to revive international talks ahead of the follow-up to the Copenhagen summit, set to take place in Cancun, Mexico, at the end of this year, said at an informal climate discussion in Germany on Sunday that environment ministers must find a basis of trust in order to avoid a second fiasco.One thing that did not work well in Copenhagen is that a small circle met and the regional groups felt left out of the debate, she told delegates from some 45 countries gathered outside Bonn. The former Danish chief-negotiator and host of the Copenhagen summit, Connie Hedegaard, has meanwhile taken up the post of EU commissioner for climate change. In an interview with UKdaily The Guardian, she defended Denmark's handling of the event.It's always easy to say after that we shouldn't have done a lot of things, she said.But if we had not done so, we would not have had this whole debate and this whole mobilisation we have today.Ms Hedegaard accepted that a global deal was unlikely at the climate conference in Cancun at the end of this year, but she said there should be a focus on substance and action rather than legal form.It would be fine if we can have everything done at Cancun, but it is not likely to happen so then we must include as a next step South Africa.

Jewish luminaries petition EU parliament over settlements

EUOBSERVER / BRUSSELS - The leader of the Green group in the European Parliament, Daniel Cohn-Bendit, and French philosopher Bernard Henri-Levy are spearheading a new campaign for the EU to put pressure on Israel over settlement building.The two men have joined a fast-growing list of over 3,500 signatories in an online petition entitled Call for Reason which is to be presented to the EU parliament at a press conference in Brussels on Monday (3 April).The petition says that Israel's policy of settlement construction in the West Bank and East Jerusalem is morally and politically wrong and feeds the unacceptable delegitimisation process that Israel currently faces abroad.It adds that: It is essential therefore that the European Union, along with the United States, put pressure on both parties and help them achieve a reasonable and rapid solution to the Israeli-Palestine conflict ... Systematic support of Israeli government policy is dangerous and does not serve the true interests of the state of Israel.The vast majority of signatories comes from Belgium, France, Italy and Switzerland and is composed of academics, teachers, students, medical professionals and lawyers. Other prominent supporters include philosopher Alain Finkielkraut, historian Zeev Sternhell, Israel's former ambassador to France, Elie Barnavi, and the country's former ambassador to Germany, Avi Primor.

Two French centre-left MEPs, Vincent Peillon and Henri Weber, have also signed up, together with a number of EU officials, such as Claude Rakovsky, a head of unit in the European Commission's competition department.The French-based group behind the project, JCall, says it models itself on J Street, a US-based NGO of mostly left-leaning American Jews and supporters of Israel set up to promote a two state solution to the Middle East conflict.The JCall initiative has been attacked by some leading Jewish commentators. Emmanuel Navon, a professor at Tel Aviv university, said its signatories are clinging to a failed ideology and bankrupt ideas in his blog for the right-wing Israeli daily, the Jerusalem Post. Being a realist means accepting the fact that Israel can neither achieve peace with the Palestinians (a painful admission if you're from the left) nor maintain its sovereignty over all of the historical land of Israel (a no less painful admission if you're from the right),he said. This will largely be used by those who are true enemies of Israel, said Richard Prasquier, the head of the CRIF, the umbrella organisation for Jews in France, in French daily Le Figaro.

Traditional May Day marches turned violent in Greece as workers and youth vented their fury at austerity measures intended to deal with the country's ongoing debt crisis.Tens of thousands took the streets to protest the harsh prescription of public sector cutbacks, wage reductions, pension entitlements and tax increases cooked up by the governing centre-left Pasok at the behest of Brussels, Berlin and the International Monetary Fund.Youthful demonstrators in Athens did not take long to clash with riot police, with dozens of black-clad individuals hurling stones and Molotov cocktails.Several officers were set ablaze by the firebombs. Seven were injured as well as two demonstrators. Anarchists smashed a small number of shop and hotel windows while a public television van was torched.Protestors heckled and threw water bottles at a 73-year-old Pasok politician, Apostolos Kaklamanis, before he was bundled off by the police.Riot police responded with tear gas and had made nine arrests by the end of the day.In Thessaloniki, protesters also fought with police and attacked shop windows and bank machines.In Greece as in most other countries around the world, 1 May, workers' day, is a day for often highly scripted protests as well as festivals and concerts funded by left-wing parties and trade unions. In the Hellenic Republic, while much of the rest of the demonstrations passed largely peacefully, there was a bitter anger focussed squarely at the EU and the IMF, coming ahead of another general strike on 5 May.Trade unions marched to the offices of the EU representation in the country and then on to the US embassy. Protesters chanted and daubed on walls such slogans as IMF and EU Commission out! and No to the EU-IMF junta! - in reference to the military dictatorship that ruled Greece until 1974, backed by the US, the UK and the Federal Republic of Germany.

Investors and European leaders are closely watching how Greek citizens react to the austerity measures. Extended violent protests, as occurred in Athens in December 2008 after a youth was shot and killed by police, could make it difficult for the government to push through its cuts.Early on in the crisis, politicians feared a social explosion, with French President Nicholas Sarkozy even withdrawing two pieces of controversial legislation in the same month as the Athens riots, fearing, he said at the time, another May 1968. However, so far industrial action and civil unrest across the bloc has been muted. Even in Greece, support for the governing Pasok has not really been dented.Despite the violence on Saturday, the protests were not particularly large, with a police-estimated 17,000 in the capital and 5,000 in Thessaloniki.Nevertheless, the euro took a slight dive on Friday after a Greek television poll showed that 60.9 percent were opposed to the EU-IMF deal and 67.4 thought that civil unrest was likely as a result.Separately on Saturday, riot police in the German city of Hamburg broke up a march of a round a thousand young people mounted in solidarity with Greek demonstrators after the protesters attacked police units with bottles and fireworks.

Iran to hold new maneuvers in Persian Gulf

TEHRAN, Iran – In the second military show in less than a month, Iran will hold a new set of maneuvers in the strategic waters of the Persian Gulf and the Sea of Oman, Iranian media reported on Tuesday.Iran regularly holds such military exercises but they are likely to heighten tensions, coming at a time of a deepening standoff between the West and Tehran over the country's controversial nuclear program.The massive maneuvers dubbed Velayat-89 will show (Iran's) defensive and deterrent naval power, said Iranian Navy chief Adm. Habibollah Sayyari. Submarine and air force units are also due to participate, he added.The new war games are to start Wednesday, said the official IRNA news agency. The semiofficial Fars news agency said the exercise will last for eight days and cover a span of about 97,000 square miles (250,000 square kilometers) of Iranian territorial waters.Iran's Revolutionary Guard held five-day maneuvers in late April in the Persian Gulf and the Strait of Hormuz — the waterway for around 40 percent of the world's oil and gas supplies.The exercises are intended to show off the country's military might and act as a warning, should U.S. or Israel consider a strike on Iranian nuclear facilities. The West suspects Iran's nuclear programs is aimed at building an atomic bomb. Iran denies the charge, saying it's for peaceful purposes, such as power generation.

UNITED NATIONS – Iranian President Mahmoud Ahmadinejad seized center stage at the opening of a monthlong debate at the United Nations on how to stop the spread of nuclear weapons. But behind the scenes, U.N. Security Council powers were discussing ways to punish Iran for defying their demands that it curb nuclear activities that could be used to make bombs.The Iranian president used his platform as the only head of state to address the conference of signatories of the Nuclear Nonproliferation Treaty (NPT) to undermine growing momentum in the Security Council for a new round of sanctions.Speaking from the podium of the General Assembly Hall, U.S. Secretary of State Hillary Rodham Clinton accused Iran of flouting the rules of the nonproliferation treaty with its suspect uranium enrichment program.I hope that we can reach agreement in the Security Council on tough new sanctions, Clinton told reporters, because I believe that is the only way to catch Iran's attention.Earlier in the day, Ahmadinejad rejected such allegations about its nuclear program, saying Washington has offered not a single credible proof that Iran was seeking nuclear weapons. Iran says it only wants the technology for producing nuclear power.As the Iranian president spoke, the U.S. delegation, of working-level staff, walked out of the General Assembly, joined by several European delegations, including the French and British. Lower-level Iranian officials sat through Clinton's later speech.

The rhetorical exchange between the United States and Iran dominated the first day of the month-long conference on how to improve the NPT. The treaty is formally reviewed every five years at a meeting of all 189 treaty members — all the world's nations except India, Pakistan, Israel and North Korea, all of which either have confirmed or are believed to have nuclear weapons.While taking aim at Iran in her address, Clinton warned the delegates not to allow Tehran to distract them from finding ways to strengthen the enforcement of the treaty.This treaty is weakened when a state flouts the rules and develops illicit nuclear weapons capabilities, she said. Potential violators must know that they will pay a high price if they break the rules, and that is certainly not the case today.The review conference, which resumes Tuesday, is meant to produce a final document pointing toward ways to better achieve the NPT's goals of checking the spread of nuclear weapons, while working toward reducing and eventually eliminating them.Because it requires a consensus of all parties, including Iran, any final document would be highly unlikely to censure the Tehran government, which would block consensus.U.S. officials have said they will be looking to isolate Iran at the conference and to produce an unofficial document calling for stricter enforcement of the NPT that could be signed by the overwhelming majority of signatory countries.On the conference's first day, the United States was supported in its stance against Iran by top U.N. officials.Yukiya Amano, head of the U.N. watchdog International Atomic Energy Agency, leveled the specific indictment, saying his inspectors could not confirm that all of Iran's nuclear material is devoted to peaceful activities.As delegates assess the state of the NPT in U.N. conference halls, American and European diplomats will be working elsewhere to reach agreement with the sometimes reluctant China and Russia on a fourth round of U.N. WASHINGTON – The United States has 5,113 nuclear warheads in its stockpile and several thousand more retired warheads awaiting the junkpile, the Pentagon said Monday in an unprecedented accounting of a secretive arsenal born in the Cold War and now shrinking rapidly.The Obama administration disclosed the size of its atomic stockpile going back to 1962 as part of a campaign to get other nuclear nations to be more forthcoming, and to improve its bargaining position against the prospect of a nuclear Iran.We think it is in our national security interest to be as transparent as we can be about the nuclear program of the United States, Secretary of State Hillary Rodham Clinton told reporters at the United Nations, where she addressed a conference on containing the spread of atomic weapons.The U.S. has previously regarded such details as top secret.The figure includes both strategic, or long-range weapons, and those intended for use at shorter range.The Pentagon said the stockpile of 5,113 as of September 2009 represents a 75 percent reduction since 1989.

A rough count of deployed and reserve warheads has been known for years, so the Pentagon figures do not tell nuclear experts much they don't already know.Hans Kristensen, director of Nuclear Information Project, Federation of American Scientists in Washington, said his organization had already put the number at around 5,100 by reviewing budget estimates and other documents.The import of the announcement is the precedent it sets, Kristensen said.The important part is that the U.S. is no longer going to keep other countries in the dark, he said.Clinton said the disclosure of numbers the general public has never seen builds confidence that the Obama administration is serious about stopping the spread of atomic weapons and reducing their numbers.

But the administration is not revealing everything.The Pentagon figure released Monday includes deployed weapons, which are those more or less ready to launch, and reserve weapons. It does not include thousands of warheads that have been disabled or all but dismantled. Those weapons could, in theory, be reconstituted, or their nuclear material repurposed.Estimates of the total U.S. arsenal range from slightly more than 8,000 to above 9,000, but the Pentagon will not give a precise number.

Whether to reveal the full total, including those thousands of nearly dead warheads, was debated within the Obama administration. Keeping those weapons out of the figure released Monday represented a partial concession to intelligence agency officials and others who argued national security could be harmed by laying the entire nuclear arsenal bare.A senior defense official, speaking on condition of anonymity because the overall total is still classified, did not dispute the rough estimates developed by independent analysts.Exposure of once-classified totals for U.S. deployed and reserve nuclear weapons is intended to nudge nations such as China, which has revealed little about its nuclear stockpile.You can't get anywhere toward disarmament unless you're going to be transparent about how many weapons you have, said Sharon Squassoni, a nuclear policy analyst at the Center for Strategic and International Studies. Russia and the United States have previously disclosed the size of their stockpiles of deployed strategic weapons, and France and Britain have released similar information. All have signed the Nuclear Nonproliferation Treaty, which is the subject of the U.N. review that began Monday. The U.S. revelations are calculated to improve Washington's bargaining power with Iran's allies and friends for the drive to head off what the West charges is a covert Iranian program to build a bomb. Iranian President Mahmoud Ahamadinejad spoke ahead of Clinton at the conference, denouncing U.S. efforts to pressure his regime to abandon its nuclear program. The U.N. conference will try to close loopholes in the internationally recognized rules against the spread of weapons technology. Independent analysts estimate the total world stockpile of nuclear warheads at more than 22,000. The Federation of American Scientists estimates that nearly 8,000 of those warheads are operational, with about 2,000 U.S. and Russian warheads ready for use on short notice. The United States and Russia burnished their credentials for insisting that other countries forgo atomic weapons by agreeing last month to a new strategic arms reduction treaty. The New START treaty sets a limit of 1,550 deployed strategic nuclear warheads for each side, down from 2,200 under a 2002 deal. The pact re-establishes anti-cheating procedures that provide the most comprehensive and substantial arms control agreement since the original 1991 START treaty.
