Chicago police are once again looking to get guns off the streets by offering up to $100 for weapons that are turned in.The department's Gun Turn-In will be held at 22 locations around the city on May 8.Police will give a prepaid credit card for each weapon that's turned in. They're giving $100 for each assault weapon, $75 for guns and $10 for BB guns, air guns and replica guns.Officials say police won't ask any questions about the guns or the people who are turning them in. Police say all guns that are turned in will be destroyed.Guns can always be turned in at police stations, but to get the credit cards, they must be turned in on May 8(TDAY).The gun turn-in program has been held for several years.

Manipulation, Not Error, Behind Market Plunge

The major media say the chaos on Wall Street was the result of a trader error, possibly a typo, as the Washington Post put it. Some reports claim the culprit was a fat finger on a computer somewhere that pressed the wrong key. But Zubi Diamond, author of the Wizards of Wall Street, says these claims are all lies. What happened in the market on Thursday is a typical example of pure market manipulation by unregulated hedge fund short sellers.His book, whose subtitle refers to the scam that elected Barack Obama, warns that the same hedge fund short sellers were behind the financial crash of 2008 that paved the way for Obama’s election to the presidency.

Diamond says the historic market plunge on Thursday was due to computerized hedge fund short selling because there is no protection for the invested capital in the equity markets. There is no uptick rule, no circuit breakers and no trading curbs. Our market is primed for manipulation.Diamond is referring to financial regulations, which have been repealed, designed to prevent market manipulation.Diamond has been adamant in his view that the financial reform bill being pushed by Obama and liberal Democrats on Capitol Hill will do nothing to solve this problem and regulate the hedge fund short sellers.Representatives and apologists for the hedge fund short sellers No one will come on TV to tell the truth, he complained. He says these individuals include George Soros, John Paulson, Jim Chanos, James Simon, and other hedge fund short sellers, including those who operate Quant Funds and engage in computerized trading.They have the ability to manipulate U.S. and some international markets,he says. Indeed, Diamond maintains that the MFA has basically taken control of the U.S. stock market.My March 4, column, Who’s Behind the Financial Crisis?,quoted Diamond as then warning that any asset class that is traded in the NYSE, CME, or EUREX exchanges is susceptible to manipulation by the members of Managed Funds Association and their strategic partners.In a previous column for AIM, commenting on the so-called financial reform bill now before Congress, he explained, The only financial reform needed today is to regulate and monitor the hedge funds and the hedge fund short sellers, some of them which are registered off-shore to avoid scrutiny. These global operators, with investors who remain mostly anonymous, must be compelled to register with the Securities and Exchange Commission (SEC), publicly disclose their positions in the markets, and maintain accounting and trading records for a period of 10 years so their activities can be monitored and scrutinized. Just like mutual funds, they must be prohibited from engaging in day trading activities.

Apple computer ticker symbol AAPL dropped 60 points in 15 minutes. It went from $258 down to $199 and then recovered to $248. All of this happened within a 15-minute period.All of this is possible, he says, because there is no uptick rule, no circuit breaker and no trading curbs. All of these regulations were repealed, meaning that the risk and fear of investing have been transferred solely to the common investors as the hedge fund short sellers operate with impunity looting the invested capital of American families, he explains.What happened on Thursday will happen again, he adds. They are getting bolder every day. In the states, we know SEIU (Service Employees International Union) under the AFL-CIO. And as the New York Times reported back in January, most U.S. union members now work for the government.The clashes come as tens of thousands of protesters gathered to protest the government’s recently announced austerity measures in one of the largest protests in recent years, and coinciding with a nationwide general strike that has paralyzed the country.Overtaxed and still over spent, Greece’s public sector labor unions are revolting against government cutbacks. Labor unions have destroyed manufacturing in America. They made U.S. students the most under-educated lot on earth. Now they are driving the cost of government through the roof, just like in Greece and there is NO way for this to end well.When labor unions demand every increasing wages and benefits for government employees, the taxpayer takes a direct hit every time. When the economy stumbles, and tax revenues shrink, the cost of government and welfare services in particular, become unsustainable.Protesters in Greece are right about one thing - it is the lowest people in the economic pecking order which will get hurt the most when oversized government has no choice but to shrink in size and scope. Said another way, government dependents don’t know what to do when the public trough runs dry.But they fail to make the connection between lack of productivity, increasing cost and shrinking resources. The end is inevitable for any government that tries to become all things to all people, while robbing the most productive members of society of their rightful earnings to keep it all afloat.

In the end, no nation has access to a bottomless well of resources.

For the record, Greece was already one of the highest taxed nations on earth, with 33.5% of GDP burned up in taxes. The United States is not far behind with 28.2% of GDP swallowed up in taxes, while red ink still runs all over the page in unfunded promises as far as the eye can see, with more unfunded promises made daily.Only a handful of communist/socialist nations have a higher tax rate than Greece, yet Greece was unable to sustain its government no matter how much money they robbed from their productive members of society.Yet many Americans don’t seem to have the critical thinking skills to connect these dots and predict their own demise, even as other nations begin to collapse under the weight of excessive government and related taxation without real representation for taxpayers.

EUOBSERVER / BRUSSELS - German President Horst Koehler has signed into law the bill allowing Chancellor Angela Merkel to make emergency loans to Greece as part of a wider eurozone bailout of the debt-ridden country.The development, on Friday evening (7 May), follows ratification of the bill by both houses of the German parliament earlier the same day and casts doubt on the chances of success of a legal challenge against the bail-out law.The challenge was put forward also on Friday in in the country's Constitutional Court in Karlsruhe by a group of eurosceptic academics. The same group in 1998 tried and failed to stop the introduction of the euro in Germany with a court appeal. Former steel magnate Dieter Spethmann has joined them this time around.The financial aid is not provided for in the EU treaties, and gives rise to inflationary policy,the five said in a statement.The ban on member states assuming responsibility for the liabilities of other member states is clear.The group also disputed chancellor German Chancellor Angela Merkel's argument that the Greek loan is a measure of last resort because the entire eurozone is at risk. If that is the case, Germany should simply leave the common currency they said. The group had originally hoped the legal process would make Germany miss a mid-May deadline for transferring money to Greece. But the Koehler signature means the transfers can be made on time.The court has indicated it will rule in the coming days whether it accepts or rejects the complaint.But the weight of experts' opinion suggests it will throw the case out.One former judge of the court, who declined to be named, has told Reuters he is sceptical the bid would succeed.

Christian Graf von Pestalozza, professor emeritus of constitutional law at Berlin's Free University, also told Bloomberg that the court is likely to reject it for procedural reasons, because individual citizens cannot base a suit on the fact that EU laws may have been violated. The plaintiffs will find it hard to show that they are directly and individually affected by the aid to Greece, he explained.Calling it absurd sounds a bit hard, but the suit seems to claim that German citizens have an individual right to have the government keep the currency stable,said the academic.

EUOBSERVER / BRUSSELS - Greece has come closer to receiving the first tranche of a €110 billion loan as German, Dutch and Portuguese lawmakers approved their countries' contribution to an unprecedented rescue operation. Slovakia has meanwhile softened its stance, with Prime Minister Robert Fico saying on Friday (May 7) that the country is not interested in preventing other states from providing loans to Greece. It is the only sensible solution that the eurozone has at its disposal, Mr Fico added in reference to the three-year lending package for debt-laden Athens before leaving to Brussels to meet with other eurozone leaders. To get things moving, all eurozone finance ministers have begun signing the so-called inter-creditor agreement. The commitment of each party (Germany on behalf of [state bank] KfW) and of the respective lender to provide the corresponding bilateral loan is firm and binding. It is only subject to the fulfilment of any procedures that are required under each party's national law,says the document. Parties shall make their best efforts to complete such procedures swiftly.While France, Germany, the Netherlands and Portugal have rushed to approve their contributions to the aid deal, Slovakia is set to leave the next government and lawmakers to decide the unpopular matter. The parliamentary elections in Slovakia are less than six weeks away and Greece has added new heat to the political campaign. For the political reasons, Mr Fico is set to secure a unilateral political declaration that would explicitly lay down the circumstances under which Bratislava would contribute to the package. According to sources, this would mean ratification by national parliament and progress in Greece when it comes to pushing through the EU-IMF reform.

The inter-creditor agreement will in any case pave the way for the European Commission - in charge of pooling the bilateral loans - to sign a detailed deal with the Greek government, one diplomat explained to this website. The loans - €80 billion from the euro area and €30 billion from the International Monetary Fund - are expected to be paid out in 12 installments over three years. The first tranche will be disbursed in coming days so that Athens can cover its commitments to repay €8.5 billion in maturing debt. Following tranches will however depend on Athens' progress in implementing draconian austerity measures - something to be assessed on quarterly basis.Meanwhile, the French Senate has passed the amending bill to set apart a sum of €3.9 billion in its 2010 budget plan to aid Greece, as part of a French loan of €16.8 billion over three years. After debating the plan, senators voted overwhelmingly in its favour with a majority of 311 lawmakers backing the bill and a mere 25 members opposing it.

BRUSSELS – French President Nicolas Sarkozy and German Chancellor Angela Merkel say EU leaders have agreed to a European intervention mechanism to calm markets that have been rattled by the Greek debt crisis.Sarkozy and Merkel spoke early Saturday following an emergency summit of eurozone nations that are worried the problems in Greece could spread to other countries, including Spain and Portugal.Sarkozy also says European finance ministers will hold an emergency meeting Sunday to work out a plan to fight speculation against their joint currency, the euro.European leaders also have agreed on a series of strong steps to stamp out the spiralling debt crisis, including consolidating public finances, bringing in the European Central Bank to ensure eurozone stability and possibly set up a European mechanism to preserve financial stability and prevent future crises like the one that has engulfed Greece.

BRUSSELS (AP) — European leaders have agreed on a series of strong steps to stamp out the spiralling debt crisis, including consolidating public finances, bringing in the European Central Bank to ensure eurozone stability and possibly set up a European mechanism to preserve financial stability and prevent future crises like the one that has engulfed Greece.The draft document still must receive final approval at an emergency summit that ran into early Saturday and came amid signs the contagion was spreading across Europe and beyond. However, there is little political will for more direct money for other indebted countries.Consolidation of public finances is a priority for all of us, and we will take all measures needed to meet our fiscal targets this year and the years ahead in line with excessive deficit procedures,the draft said, adding that all member states fully support the ECB in its actions to ensure the stability of the euro area.The draft also said that the EU would propose a European stabilization mechanism to preserve financial stability in Europe.Several leaders at Friday's meeting want to impose punishing budgetary rules which would force member nations walk a tight budgetary line and avoid the kind of cheating and overspending which led to Greece's problems.Several leaders, including French President Nicolas Sarkozy and Chancellor Angela Merkel, insisted Greece and subsequent market moves targeting other euro-zone nations had left the whole framework of rules managing the euro in crisis and needed to be firmed up, according to officials close to the talks.The officials spoke on condition of anonymity because of the sensitivity of the talks.To deal with the crisis, some also wanted a deeper involvement of the European Central Bank.

We must sharpen the edge of the rules to keep wayward governments in line, Merkel said, adding the 16 euro-zone leaders should also consider changes to the 1992 treaty that laid the groundwork for the shared currency. Canadian Finance Minister Jim Flaherty chaired a G-7 telephone conference of finance minister and central bankers on the Greek debt situation and he urged European countries to move quickly with a strong response.The sooner the better, said Flaherty, who declined to talk about the details of the talks.The key is that we move toward a resolution. This has to be resolved. It cannot go on indefinitely.Flaherty said discussions are continuing and he expects there will be further discussion this weekend. Every one understands the need for a clear, timely and strong response,Flaherty said. The euro has rules to stop governments from undermining it with reckless spending, limiting deficits to 3 percent of gross domestic product. Those rules were shown to lack teeth when even big countries such as Germany and France broke them for years without serious consequences. Merkel spoke ahead of an evening summit of the euro countries. Earlier, Sarkozy and Barroso huddled with EU President Herman Van Rompuy to assess the financial fallout of the past days which has financial markets testing the euro's robustness. Merkel, whose country holds the key to any solution, spoke Friday with President Barack Obama, who said he supported the effort to deal with the financial crisis in Europe. The summit, originally called to sign off on the bailout and draw lessons for the future, turned into one of crisis management. Markets have continued to sell off the euro and Greek bonds even as EU leaders have insisted for days the Greek financial implosion is a unique combination of bad management, free spending and statistical cheating that doesn't apply to other euro-zone nations, such as troubled Spain or Portugal.

They said the bailout should keep the problem from spreading to other countries by giving Greece three years of support and preventing a default when it has to pay euro8.5 billion in bonds coming due May 19. We are determined to move forward. But there is unprecedented volatility throughout the world, in the world economy, said Greek Prime Minister George Papandreou. That is why today's meeting here in Brussels is so important. We will reaffirm our confidence in our economies, in our common currency. After struggling to get ahead of the crisis for weeks, European governments are now underlining their determination to act by speeding approval of their contributions to the a euro110 billion ($140 billion) emergency loan package for Athens. The consequences of failure could be dire. Many economists think Greece will eventually default anyway, which could deal a sharp blow to the euro and lead to sharply higher borrowing costs for other indebted countries in Europe. Default, or market contagion to other countries could lead to panic, intimidating consumers from spending and making banks fearful to lend money to businesses and consumers.

In Germany, where bailing Greece out is unpopular, both houses of parliament approved the package Friday and sent it to President Horst Koehler for his signature. With Italy and France, that accounts for over two-thirds of the European part of the bailout package. The International Monetary Funds adds euro30 billion on its own. The measures were a prerequisite needed to secure international rescue loans.

On Friday, Greek borrowing costs hit another record high and shares on the Athens stock exchange were lower amid losses in European markets and fears that Greece will have difficulty implementing its austerity plan. Spreads on Greek bonds, compared with their 10-year German equivalent, hit a new record of 1,045.1 basis points Friday, while shares on the Athens Stock Exchange tumbled a collective 2.86 percent with the general share index closing at 1,630.47 points. European stocks fell but recovered most of their losses by early afternoon Friday. but in early action in New York, traders looked past a surprisingly strong report on the U.S. jobs market and focused instead on Europe's spreading debt crisis. EUOBSERVER / BRUSSELS - Euro area leaders meeting in Brussels on Friday evening (7 May) are frantically searching for language in a final communique to allay market fears over the bloc's debt crisis, with French President Nicolas Sarkozy leading calls for economic reforms to be speeded up. As a result, the conclusions of an economic task force under the control of European Council president Herman Van Rompuy could be brought forward from the end of the year, say EU sources. EU leaders meeting in March asked Mr Van Rompuy to come forward with proposals by the end of 2010 on tightening the bloc's fiscal rules that have repeatedly been breached. The rules, known as the Stability and Growth Pact, forbid EU states to run deficits in excess of three percent of GDP.But the current perception is that this deadline is too far away given the current turmoil.European share and bond prices have plummeted in recent days as investors doubt the Greek government's ability to implement austerity measures and fear contagion could spread to Spain and Portugal. Commission President Jose Manuel Barroso also expressed his dissatisfaction with the draft text currently being discussed by euro area leaders, saying it will result in action that is too slow. The commission is set to come forward with proposals on greater economic co-ordination next week.

European crisis fund

Together with stronger euro area fiscal rules, the commission proposals are set to explore the setting up of a permanent European crisis fund to help euro area states in financial difficulties. Analysts say such a fund would have helped contain the current Greek crisis. EU sources suggested on Friday evening that an existing fund for non-euro area states, known as the balance of payments facility (BoP), could be extended to euro area states. This would avoid the need for a EU treaty change they said. Under the BoP facility, the commission raises funds on capitals markets to then lend to governments in need. The new fund is referred to as a permanent crisis resolution mechanism in the draft text. Agreement tonight could result in the commission coming forward with legislative proposals as soon as next week, said the sources, rather than the proposed ideas paper. European Central Bank chief Jean-Claude Trichet referred to a systemic crisis of the eurozone during his intervention to euro area leaders. There were suggestions on Friday evening that a number of euro area states, including France, were pushing for the ECB to buy government bonds, a measure which Germany is thought to oppose. Speaking on Thursday after a meeting of the bank's governing board, Mr Trichet rejected the idea. Its proponents say it will help ease the euro area's debt crisis.

EUOBSERVER / BRUSSELS - In a sign that the Greek emergency is increasingly taking on a global dimension, finance ministers and central bankers from the Group of Seven leading industrial nations are to hold a teleconference on Friday (7 May) in order to discuss measures to contain the spread of the market-buckling contagion. The initiative comes ahead of a euro area leaders' meeting in Brussels the same day, and against a backdrop of continued turmoil in financial markets. Stocks fell on trading floors across several continents on Thursday, with the FTSE All-World equity index down three percent and the euro slumping to 15-month low against the dollar.Fear that Greece's difficulties could spread to Spain and Portugal have particularly worried investors, with emerging markets such as Mexico also suffering from the deteriorating market sentiment.Euro area leaders are set to formally sign off on the recently agreed €110 billion bail-out package for Greece, comprising bilateral loans form eurozone governments and the IMF. The support package has failed to calm markets however, with a growing feeling that the country may need to restructure its debt at some point.

Athens was forced to call on the aid in April after months of rising borrowing costs, initially stemming from an upwardly revised budget deficit forecast last October by the newly elected centre-left Pasok government. Greece's debt pile is estimated at €300 billion, with recent EU figures putting the country's 2009 deficit at 13.6 percent of GDP.On Thursday, Greece's parliament passed a package of draconian austerity measures, agreed with EU and IMF negotiators as part of the bail-out package. Police used tear gas to disperse protestors who rallied outside the building in opposition to the measures, which include tax rises and cuts in pensions and public sector bonuses.Germany's lower and upper houses of parliament are expected to approve legislation on Friday, enabling the government to provide its €22.4-billion portion of the Greek loan. During a panel discussion in Berlin, the country's Chancellor Angela Merkel described the current situation as a battle of the politicians against the markets.Ms Merkel has also been at the forefront of calls to step up the bloc's fiscal rules to prevent further such crises developing in the future. European Council President Herman Van Rompuy has indicated that greater European economic co-ordination and stricter eurozone budgetary rules are firmly on the agenda of Friday's euro area leaders' meeting. The European Commission is also set to bring forward proposals in this area next week, including plans to set up a permanent crisis mechanism to help states that run into debt difficulties.

MOSCOW – The pirates seized by a Russian warship off the coast of Somalia have been released because of imperfections in international law, the Defense Ministry said Friday, a claim that sparked skepticism — and even suspicion the pirates might have been killed.Authorities initially said the pirates would be brought to Russia to face criminal charges for hijacking a Russian oil tanker. But Defense Ministry spokesman Col. Alexei Kuznetsov told The Associated Press on Friday that the pirates had been released.Kuznetsov declined to elaborate on the purported legal flaws that prompted the release and it was unclear how the seizure of the tanker might be legally different from last year's alleged hijacking of the Russian-crewed freighter Arctic Sea.That vessel allegedly was seized by pirates in the Baltic Sea off Sweden and went missing for several days before a Russian warship tracked it down off West Africa. The eight alleged pirates were flown to Moscow to face eventual trial.The Law of the Seas Convention, to which Russia is a signatory, says the courts of a country that seizes a pirated vessel on the high seas have the right to decide what penalties will be imposed.

But what to do with pirates has become a murky problem. Some countries are wary of hauling in pirates for trial for fear of being saddled with them after they serve prison terms, and some propose that pirates taken to Kenya for trial.Kuznetsov appeared to echo those concerns when asked why the pirates who seized the tanker were released.Why should we feed some pirates? he asked. He did not give specifics of the pirates' release, but the official news agency ITAR-Tass quoted a ministry source as saying they were sent home,unarmed and without navigational devices, in the small boats they had used to approach the tanker.Their home, presumably, was Somalia, a chaotic and lawless country where pirates are almost certain to avoid any formal prosecution.Russian President Dmitry Medvedev had hinted Thursday at tough punishment for the pirates, saying perhaps we should get back to the idea of establishing an international court and other legal tools to prosecute pirates. Until then, we'll have to do what our forefathers did when they met the pirates, he said.Mikhail Voitenko, editor of the Russian online Marine Bulletin, said the release strained credulity and instead sparked suspicion the pirates had all been killed.There is no more stupid version than the one that has been proposed to us — that there was no sense in dealing with the pirates and that in Russia there are no suitable laws for convicting them, he wrote.If the pirates really were let go, it should have been done in the presence of journalists. Special forces troops then rappelled down to the tanker from a helicopter, Rear Adm. Jan Thornqvist, the European Union Naval Force commander, told an Associated Press reporter aboard the Swedish warship Carlskrona, which was patrolling 500 miles (800 kilometers) west of the rescue site.The tanker's 23 crew members, who had taken refuge in a safe room, were not injured.Suspected pirates from other cases are in custody and awaiting trial in France, the Netherlands and the United States.Several countries are calling for piracy cases to be prosecuted in the Kenyan port city of Mombasa. The United States, Britain and European Union have signed agreements allowing piracy suspects to be handed over to Kenya for trial. But there are doubts that Kenya — which is still recovering from postelection turmoil in 2007 that left more than 1,000 people dead — would be able to handle the costly and complicated task of trying all or even most cases that emerge from the exploding piracy crisis in the Indian Ocean. Powerful Laser Makes Raindrops Out of Thin Air

Ultra-fast pulses from a powerful laser can create droplets of water out of thin air, according to a new study. With the right conditions and large enough droplets, the researchers say, the technique could be used to make rain on demand. Rain forms when water condenses around tiny particles in the atmosphere. Most of the time, dust or pollen do the job, but humans have long attempted to speed the process by seeding clouds with chemicals like silver iodide. Those chemicals provide the so-called condensation nuclei that trigger the consolidation of water into raindrops.

Unfortunately, such methods are difficult and could have environmental side effects, said Jerôme Kasparian, an optical physicist at the University of Geneva, Switzerland who was on the team that demonstrated the laser-triggered condensation. The study was published online May 2 in the journal Nature Photonics. The potential advantage of laser is that it can work continuously,Kasparian said. If lasers can trigger rain on a large scale, he said, it would also be more efficient and cheaper than spraying silver iodide out of airplanes or shooting it into the sky from rockets. Researches have long known that short, strong laser pulses can ionize air molecules, creating pathways of ionized gas called plasma channels. Kasparian and his team wanted to find out whether those plasma channels could be of use to wannabe rainmakers. Our idea is to use the laser to ionize the air, and the ions that are produced can then serve as the condensation nuclei,Kasparian said. To test the idea, the researchers first used an atmospheric cloud chamber, a box that enabled them to vary temperature and humidity. After saturating the air in the chamber, the team flipped on a several-terawatt laser (one terawatt is a trillion watts) and watched with surprise as visible water droplets formed. Three seconds after the laser pulsed, the droplets swelled to diameters of 80 micrometers, smaller than a raindrop but larger than expected.What was very amazing was the fact that the cloud was very well visible to the [naked] eye, so the effect was quite strong,Kasparian said.

The next step was to take the laser outside. Using a weaker laser to monitor the formation of foggy air, the team blasted their multiple-terawatt laser into the sky of Berlin in Autumn 2008. Again, they saw heartening evidence: Particles coalescing in the atmosphere. This means that the laser can trigger the formation of droplets inside a cloud chamber, [but also] in the real atmosphere,Kasparian said. Now the challenge is to find conditions that will allow the droplets to grow further into the size where they will fall and get turned into rain.But creating big enough droplets is the number-one challenge in rainmaking, said Roelof Bruintjes, a project scientist at the National Center for Atmospheric Research in Boulder, Colo. I'm not sure the lasers are going to get us to that stage,Bruintjes said, urging caution: I wouldn't buy a hundred lasers now and go out and seed clouds.

Peres: Israel ready for deal on Palestinian state

JERUSALEM – Israel is ready to negotiate the terms of Palestinian statehood, although it wants its security concerns addressed in the initial stages of indirect talks, the Israeli president said Friday after meeting with the U.S. Mideast envoy.

George Mitchell, who is President Barack Obama's special representative for Mideast peace, is in the region for the start of four months of indirect talks between the Israelis and Palestinians that aim to bridge vast differences between the sides on the contours of a future Palestinian state.The Palestinians want the West Bank, Gaza and east Jerusalem — territories Israel captured in the 1967 Mideast War — for their state, but have said they are willing to make some minor land exchanges.Israeli Prime Minister Benjamin Netanyahu, a reluctant latecomer to the idea of Palestinian statehood, has said he won't give up east Jerusalem and has posed strict security conditions, including a continued Israeli presence in some areas of the West Bank.

Israeli President Shimon Peres, who fills a largely ceremonial role, said the Jewish state is ready to negotiate.Israel seeks a historic peace agreement with the Palestinians that will result in the founding of an independent Palestinian state alongside Israel, Peres said after meeting with Mitchell.Peres said resolving security concerns, such as rocket fire from the Hamas-controlled Gaza Strip, are of the utmost importance to Israel. Rocket attacks from Gaza have almost ceased since Israel's military offensive in the territory more than a year ago.
