JERUSALEM – Israel's hard-line foreign minister warned Palestinians against plans to unilaterally declare independence next year, saying in an interview Tuesday that such a move could prompt Israel to annex parts of the West Bank and annul past peace agreements.Avigdor Lieberman also made harsh comments about Turkey, Israel's increasingly alienated ally, saying the Turkish prime minister was coming to resemble Libyan ruler Moammar Gadhafi.Lieberman, who heads an ultranationalist party, has become known for a belligerent tone that has earned him critics abroad and inside Israel.His remarks Tuesday on Palestinian independence took aim at a Palestinian policy that has emerged as U.S. attempts to restart peace talks have stalled.Palestinian Prime Minister Salam Fayyad, whose Western-backed administration has a limited governing role in the Israeli-controlled West Bank, announced plans to unilaterally declare a Palestinian state, possibly as early as 2011 — even without a peace deal.Lieberman warned that if Palestinians declared independence, Israel could revoke 1990s peace agreements or annex parts of the West Bank.

The Palestinians have demanded that Israel halt all settlement construction in the two areas before peace talks can resume.Negotiations between Israelis and Palestinians have been on hold since late 2008. The Obama administration has pressed Israel to stop building. Turkey's Foreign Ministry dismissed Lieberman's statements as inappropriate and impertinent remarks which bear no truth, and called on Israel to trade their meaningless and unacceptable attitude with common sense.Israel and Turkey have built strong military and economic ties, but tensions have been increasing since Erdogan began publicly censuring Israel over its military offensive in Gaza more than a year ago.Separately, the Israeli military said late Monday its two investigations found wrongdoing by soldiers in the killing of four Palestinians in the West Bank last month.One probe looked into a March 20 incident in which two Palestinians were shot dead. Troops claimed they fired rubber bullets to disperse a riot, but the investigation said they were apparently live rounds, terming the incident unnecessary and saying it will be investigated further.The following day in the same area, troops killed two men they believed were trying to attack them. The military said it was weighing disciplinary steps in that case. Also Tuesday, the family of a 62-year-old Palestinian with a French passport said he died after soldiers wouldn't let him through a West Bank checkpoint because he did not have Palestinian documents. Palestinian medical officials said Mohammed Olayat's death was caused by a heart attack but could not say if it was related to the checkpoint delay. A military statement expressed sorrow but said his death was unrelated to the delay. It said the man was eventually allowed through a different checkpoint and received medical treatment.His son said Olayat had a history of heart problems.

Iran cleric: Tehran will strike Israel if attacked

TEHRAN, Iran – A top cleric with Iran's elite Revolutionary Guard has reiterated warnings that Tehran would strike archenemy Israel if the Jewish state and its Western allies attacked Iran.A report by the semiofficial Fars news agency on Tuesday quoted cleric Mojtaba Zolnour as saying the enemies know if they fire a missile toward Iran, the dust from explosions by Iranian missiles will rise in Tel Aviv even as their missile is still in the air.The cleric issued a similar warning in October, when he said Iran would blow up the heart of Israel if the United States or the Jewish state attacked it first.His comments are not unusual.Iran's President Mahmoud Ahmadinejad has since 2005 often called for Israel's destruction and predicted the demise for the Jewish state.

WASHINGTON (AFP) – US Defense Secretary Robert Gates said Tuesday that all options remained on the table to deal with Iran and North Korea despite a new US policy restricting use of nuclear weapons.If there is a message for Iran and North Korea here, it is that if you're going to play by the rules, if you're going to join the international community, then we will undertake certain obligations to you, Gates said.But if you're not going to play by the rules, if you're going to be a proliferator, then all options are on the table in terms of how we deal with you, he told reporters.Gates was unveiling a new position by President Barack Obama's administration reducing the role of nuclear weapons.The United States -- the only nation to have carried out a nuclear attack -- for the first time pledged not to use the weapons against a non-nuclear state in compliance with the Non-Proliferation Treaty (NPT).North Korea has tested two nuclear bombs and in 2003 withdrew from the NPT in a showdown with the United States over its weapons programs.Iran remains a member of the NPT but has been found in violation of the treaty as Western powers charge that it is pursuing nuclear weapons. The clerical regime says it only seeks the peaceful use of nuclear energy.

VIENNA – Experts from the U.N.'s atomic watchdog have been allowed to re-inspect a Syrian research reactor in the country's capital Damascus linked to suspicions of a secret nuclear program, diplomats said Tuesday.But the International Atomic Energy Agency continues to be denied entry to a Syrian desert facility destroyed by Israeli warplanes in September 2007, said the diplomats, who requested anonymity because they were not authorized to talk to the media. Agency experts inspected the Dair Alzour site in June 2008, but have been barred from revisiting since.The Vienna-based IAEA has been attempting to probe possible connections between uranium traces found at the desert site and those detected during a separate visit at the Damascus research reactor. However, it had been blocked from making follow-up visits to either site.An IAEA report earlier this year said for the first time that uranium particles found at the desert facility indicate possible covert nuclear activities. The finding lent credence to Western allegations that the bombed target was a nearly completed nuclear reactor that Washington says was of North Korean design and meant to making weapons-grade plutonium.Syria denies hiding nuclear activities and has put forward several explanations for the source of the uranium at the bomb site and of uranium traces found at its Damascus research reactor, which IAEA inspectors say would not normally be found at such a facility.

JOS, Nigeria – The religious massacres have stopped, but secret killings of Christians and Muslims continue on a smaller scale across central Nigeria, claiming more than 30 lives this year, police said Tuesday.The warning came after three people died and several others were injured Monday during an interfaith Easter prayer ceremony in Jos, a one-time Nigerian tourist town that finds itself at the epicenter of the religious tension plaguing Africa's most populous nation.Plateau State Police Commissioner Ikechukwu Aduba told reporters Tuesday he would hold community leaders, parents and anyone else ordering attacks responsible before the law. However, even he seems lost when trying to explain the violence.Plateau used to be the home of peace and tourism, mini-Nigeria, a global home to all, but now the state has polarized into two, Aduba said. We continue to pick up corpses on a daily basis due to the secret killings. ... Killing an innocent soul is satanic.Aduba said the secret killings happen when Christians and Muslims stray into neighborhoods dominated by the other faith. Police and security forces can collect one or two bodies a night this way, he said.Still, the violence remains hidden from public view since it hasn't reached the horrors of earlier in the year. More than 200 people — mostly Christians — died in March massacres in villages south of Jos. More than 300 people — mostly Muslims — died in January during rioting in the same region.Nigeria, a country of 150 million people, is almost evenly split between Muslims in the north and the predominantly Christian south. The recent bloodshed has been happening in central Nigeria, in the nation's middle belt, where dozens of ethnic groups vie for control of fertile lands.

The violence, though fractured across religious lines, often has more to do with local politics, economics and rights to grazing lands. The government of Plateau State, where Jos is the capital, is controlled by Christian politicians who have blocked Muslims from being legally recognized as citizens. That has locked many out of prized government jobs in a region where the tourism industry and tin mining have collapsed in the last decades.There have been efforts among both Christian and Muslims leaders to calm nerves.However, an effort to bring both sides into prayers Monday failed as hoodlums took over the ceremony and then rioted in the street, security forces said.Brig. Gen. Donald Oji, spokesman for the military force now securing Jos, dismissed claims that soldiers had caused the deaths. Russia reserves opt-out of arms treaty with US By VLADIMIR ISACHENKOV, Associated Press Writer – Tue Apr 6, 9:40 am ET

MOSCOW – The new U.S.-Russian arms control treaty is a much better deal for Russia than its predecessor, but Moscow reserves the right to withdraw from it if a planned U.S. missile defense system grows into a threat, Russia's foreign minister said Tuesday.Sergey Lavrov said Russia will issue a statement outlining the terms for such a withdrawal after President Barack Obama and Russian President Dmitry Medvedev sign the treaty Thursday in Prague. The new accord replaces the 1991 Strategic Arms Reduction Treaty, or START I, which expired in December.Lavrov has said before that Russia could withdraw from the treaty. But his comments at a briefing Tuesday were his most specific yet on how and why a withdrawal could occur.Russia will have the right to opt out of the treaty if ... the U.S. strategic missile defense begins to significantly affect the efficiency of Russian strategic nuclear forces, he said.

Moscow welcomed Obama's decision to scrap the previous administration's plans for missile defense sites in Poland and the Czech Republic, but expressed concern about plans for a revamped shield, including a possible facility in Romania.Lavrov said the site in Romania poses no immediate threat, but Russia could opt out of the new treaty if U.S. missile interceptors become capable of intercepting Russia's strategic missiles.We have noted that the U.S. system won't have a strategic capacity in its early stages, he said. We shall see what will happen next. When and if this system gets a strategic capacity, we shall see whether it creates risks for our strategic nuclear forces.The talks on a START successor had dragged on for nearly a year. They were stymied most recently by Russia's demand for an explicit link between strategic arms cuts and development of the U.S. missile defense system. BEIJING/OTTAWA (Reuters) – A cyber-espionage group based in southwest China stole documents from the Indian Defense Ministry and emails from the Dalai Lama's office, Canadian researchers said in a report on Tuesday.The cyber-spies used popular online services, including Twitter, Google Groups and Yahoo Mail, to hack into computers, ultimately directing them to communicate with command and control servers in China.

The report, entitled Shadows in the Clouds, said the spy network was likely run by individuals with connections to the Chinese criminal underworld. Information might have been passed to branches of the Chinese government, it added.We did not find any hard evidence that links these attacks to the Chinese government, said Nart Villeneuve, who, like the other authors of the report, is a researcher at the University of Toronto's Munk School of Global Affairs.We've actually had very healthy co-operation with the Chinese computer emergency response team, who are actively working to understand what we've uncovered and have indicated they will work to deal with this ... They included secret assessments of the security situation in northeastern states bordering Tibet, Bangladesh and Myanmar, as well as insurgencies by Maoists.Information supplied by visa-seekers to the Indian embassy in Afghanistan and the Indian and Pakistani embassies in the United States were also compromised, the report said.We have heard about the hacking report and the concerned department is looking into the case, said Sitanshu Kar, a spokesman for the Indian Defense Ministry.Some command and control centers listed in the GhostNet report went offline but provided leads for the latest probe.Internet domains used in both attacks resolved to an IP address in Chongqing, a large city in southwest China, while addresses in the nearby city of Chengdu were used to control Yahoo Mail accounts used in the attacks, the report said.It traced part of the network to individuals in Chengdu who are graduates of the University of Electronic Science and Technology of China and alleged to have links with the Chinese hacking community.

SYDNEY (AFP) – Australia has blocked a shipment of scientific equipment to Pakistan over fears it could be used to help build weapons of mass destruction, a spokesman for Defence Minister John Faulkner said Tuesday.The government used the 1995 Weapons of Mass Destruction (Prevention of Proliferation) Act to stop an Australian company exporting instruments and accessories to a Pakistani firm, he said.The minister forms the view, based on advice from the Department of Defence supported by other agencies, that there are unacceptable risks associated with the provision of these goods, the spokesman told AFP.It is the fourth time the minister has used the little-known act to block a shipment going overseas. On previous occasions, the goods had been destined for Iran or countries deemed at risk of passing them on to Iran.The government refused to name either the Australian or Pakistani companies involved in the transaction, but The Australian newspaper said the domestic firm was GBC Scientific Equipment.It said GBC wanted to sell two atomic absorption spectrophotometers, which analyse liquid samples, to a Pakistani engineering firm but had been unable to convince Canberra they could not be used to analyse metals used for centrifuges and missiles.

Panic as major quake hits Indonesia

BANDA ACEH, Indonesia (AFP) – A powerful 7.8-magnitude earthquake hit Indonesia's Sumatra island early Wednesday, triggering widespread panic and tsunami warnings but causing no major damage.The quake struck Aceh province at the northern tip of Sumatra, an area devastated by the massive Asian tsunami of 2004, and set off wave alerts for waters off Sumatra and Thailand.Four people were injured, one critically, when houses collapsed near the epicentre of the quake at Sinabang, on Simeulue Island off the northwestern coast of Sumatra, officials said.Residents of Banda Aceh, the provincial capital, said they felt the earth shudder with frightening intensity for about a minute at around 5:15 am (2215 GMT Tuesday).Many fled their homes or piled onto motorcycles to head inland in fear of destructive waves, but a tsunami warning issued by the Indonesian government was lifted about two hours later.

Indonesia was the nation hardest hit, with at least 168,000 people killed out of more than 220,000 who lost their lives across the region.The Pacific Tsunami Warning Center said sea level readings indicated a tsunami was generated in waters off Sumatra but it was not destructive.The threat was assumed to have passed two hours after the quake, although shipping and coastal structures still faced the danger of strong currents, it added.The National Disaster Warning Centre in Thailand issued a tsunami warning for the Andaman Coast, where an estimated 5,400 people were killed in 2004, but cancelled the alert when only small waves were generated by quake.

Indonesia sits on the Pacific Ring of Fire, where the meeting of continental plates causes high volcanic and seismic activity.The Indo-Australian and Eurasian tectonic plates converge off the western coast of Sumatra and scientists believe it is only a matter of time before a major catastrophe strikes the area again.The quake was due to a collision of the Indo-Australian and Eurasia plates, the same as in 2004, Indonesian geophysics and meteorology agency official Suharjono told AFP.There's still instability at the plate boundaries. We can't predict if another big quake will happen here after today but we'll continue to monitor the situation.He said there had been at least four aftershocks. A 7.6-magnitude quake killed about 1,000 people in the port of Padang, western Sumatra, in September last year.

WINNIPEG, Manitoba (Reuters) – Canadian farmers in parts of southern Alberta and southwestern Saskatchewan have started planting wheat and peas a week to 10 days ahead of normal to take advantage of early spring melting, a Canadian Wheat Board official said on Tuesday.Soils are warming and they're trying to get a jump on things, said Bruce Burnett, director of weather and market analysis for the Wheat Board.Temperatures have ranged from 2 to 12 degrees Celsius above normal, pushing the spring snow melt to completion, according to the Wheat Board. Farmers in most parts of the Prairies will have to wait a few weeks for the risk of frost to decrease, the board said.Manitoba's planting areas received 10-45 mm (0.4 to 1.8 inches) of rain during the weekend, but there was little rain where it is needed most, in dry areas of Saskatchewan and Alberta.Alberta farmers who are already planting, mainly south of Medicine Hat and Calgary, take the risk of cold temperatures returning and damaging early-seeded crops, said Harry Brook, a crop specialist with the Alberta government.

The only problem is they're always jumping the gun when it comes to seeding, he said.And it germinates and winter comes back and kills it off.Seeding early can also expose plants to frost in June, which forced many farmers to reseed fields last year.

Canada is the world's top exporter of spring wheat, durum and canola.Most farmers in Saskatchewan, Canada's top crop-growing province, won't think seriously about planting cereals or canola until at least mid-April, said Grant McLean, cropping management specialist for the provincial agriculture department.Most people in west-central Saskatchewan and up into Alberta are praying for a nice rain.In the most eastern Prairie province of Manitoba, some farmers have begun applying fertilizer but there have been no reports of early planting, said Pam deRocquigny, a business development specialist with the provincial agriculture department.Most farmers are aiming for a mid-April start to planting cereals, she said.Last year, a wet spring left 420,000 acres unseeded in Manitoba, the most in four years. SYDNEY (AFP) – Australia's leader Tuesday voiced anger over a coal carrier which ran aground and spewed oil over the Great Barrier Reef, as officials probed why the ship ran off course in the world heritage site.Prime Minister Kevin Rudd called the Chinese-owned Shen Neng 1's accident outrageous and warned the badly damaged ship, which is stranded on a shoal, remained a serious threat to one of the world's great environmental treasures.This remains a serious situation. It remains a serious threat to the Great Barrier Reef, Rudd said after flying over the crash site off Australia's northeast.He vowed to punish anyone responsible for the accident on the reef, the world's biggest and a major tourist draw which teems with marine and bird life.Officials said dispersant chemicals had broken up a slick some three kilometres (two miles) long after the ship grounded on Saturday, while floating booms will be used to contain any further spills.There is no greater natural asset for Australia than the Great Barrier Reef. The route they were following was a recognised and correct route, but obviously somewhere along the way something went wrong and they ended up on the Douglas Shoal which is in fact a restricted area, a spokeswoman said.As investigations continue, Rudd said authorities would work to prevent any further oil spills and decide how to salvage the vessel, which officials say could be stranded for weeks.Marine Safety Queensland (MSQ) said officials would look into whether other foreign ships were taking illegal short cuts through the Great Barrier Reef Marine Park.We've always said the vessel has ended up in an area in which it shouldn't be in the first place and how it got to that position will be the subject of a detailed investigation, MSQ general manager Patrick Quirk said.We're aware some ships don't always utilise best practice and that will be the subject of a commonwealth (national) review.Quirk said officials were initially concerned the ship could break apart, creating an environmental disaster, but emergency workers on board now believe the structure is relatively stable.But I just want to say the risks are still there, and we're managing this on an hour-by-hour, risk-by-risk basis, he said. Greens Senator Bob Brown, who flew over the ship on Monday, said it remained a ticking time bomb and called for an overhaul of shipping practices in the environmentally sensitive area.

There needs to be pilots aboard and there should be very strict laws, including monitoring, of where these ships are, he told ABC Radio. Conservation group WWF said the lack of safeguards around shipping in the reef was akin to playing Russian roulette with one of the world's most treasured natural icons. The number of Asia-bound tankers leaving Queensland ports is set to explode in the coming decade as Australia exports billions of dollars of its natural resources overseas.
