Daily Presidential Tracking Poll Wednesday, March 10, 2010

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 22% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-three percent (43%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -21. That matches the lowest Approval Index rating yet recorded for this President (see trends).

Forty-two percent (42%) of Democrats Strongly Approve while 72% of Republicans Strongly Disapprove. Among those not affiliated with either major political party, 17% Strongly Approve and 45% Strongly Disapprove. Fifty-seven percent (57%) believe that passage of the proposed health care legislation will hurt the economy. Just 25% believe it will help. Sixty percent (60%) of parents believe that textbooks used by their students are more concerned about political correctness than accuracy.

Republicans hold a seven-point lead over Democrats on the Generic Congressional Ballot. The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern (sign up for free daily e-mail update). Updates are also available on Twitter and Facebook. Overall, 43% of voters say they at least somewhat approve of the President's performance. That, too matches the lowest level yet recorded for this President. Fifty-six percent (56%) disapprove. The newly selected Republican nominee starts the general election with a ten-point lead in the Illinois Governor’s race. In Massachusetts, an interesting three-way race is developing with incumbent Deval Patrick stuck in the mid-30s. Biden: Palestinians deserve viable state By KARIN LAUB, Associated Press Writer - MAR 10,10

RAMALLAH, West Bank – Vice President Joe Biden's displeasure over an Israeli plan to enlarge an east Jerusalem settlement was on display Wednesday as he warned against actions that inflame tensions and reassured his Palestinian hosts that they deserve a sustainable, independent state.The Israeli plans have overshadowed Biden's visit, meant to promote a new round of U.S.-led negotiations, and drew Palestinian accusations that Israel is not serious about peace. Israel apologized for embarrassing Biden with the timing of its announcement, but made clear it had no intention of reversing its plan.Capping a day of meetings with Palestinian leaders, Biden declared that Washington is committed to brokering a final peace deal — something that has eluded U.S. leaders for nearly two decades.The United States pledges to play an active as well as a sustainable role in these talks, Biden said. He stressed the Palestinians deserve an independent state that is viable and contiguous,a clear message to Israel that the U.S. expects a broad withdrawal from the West Bank as part of a settlement. Palestinians contend that Jewish enclaves dotted across the West Bank would make it impossible for them to sustain a state.

Israel's prime minister, Benjamin Netanyahu, has given only conditional support for Palestinian independence and signaled that he wants to retain control of key parts of the West Bank, including Jewish settlements. The U.S., along with the Palestinians, consider settlements built on lands claimed by the Palestinians to be obstacles to peace.The Israeli plan to build 1,600 new homes in the east Jerusalem neighborhood of Ramat Shlomo — which would allow it to increase its population of 20,000 by more than half — was an embarrassing setback for Biden.Standing alongside Palestinian President Mahmoud Abbas, Biden condemned the Israeli plan and urged both sides to refrain from actions that inflame tensions or prejudice the outcome of talks.It's incumbent on both parties to build an atmosphere of support for negotiations, and not to complicate them, he said.The European Union also urged Israel to reverse its decision and to refrain from unilateral decisions and actions that may jeopardize negotiations. British Foreign Secretary David Miliband called it a bad decision at the wrong time.Germany said the plan was not acceptable given the two sides' recent agreement to renew talks.Just ahead of Biden's arrival Monday, Israel and the Palestinians both agreed to resume indirect negotiations through the mediation of U.S. envoy George Mitchell. Ministry spokeswoman Efrat Orbach said the ministry routinely issues announcements of planning decisions immediately after they are taken. But this is not the first time that such announcements have dovetailed with visits by top U.S. officials. Plans for hundreds of settlement apartments were announced during the peace mission of former Secretary of State Condoleezza Rice. The Israeli announcement drew an unusually harsh condemnation from Biden late Tuesday. And in an apparent snub Tuesday night, Biden pointedly arrived 90 minutes late to his scheduled dinner with Netanyahu. Palestinian Prime Minister Salam Fayyad said the Palestinians appreciated the strong statement of condemnation by the U.S. administration. Israel's opposition Kadima Party said it is planning a no-confidence vote in the prime minister in parliament for destroying the Biden visit. The new construction plan also drew a sharp rebuke from Egypt, Israel's closest ally in the Arab world, and from U.N. Secretary-General Ban Ki-moon. This is absurd. It is disdainful of the Arab and the Palestinian positions and the American mediation,said Hossam Zaki, a spokesman for the Egyptian Foreign Ministry. Israel's plan to build 1,600 new apartments in contested east Jerusalem has thrown a spotlight on the city at the core of the Israeli-Palestinian conflict.

-What's the bottom line? Israel wants to retain control of an undivided Jerusalem. The Palestinians want east Jerusalem as capital of a future state.

-Why is it so important? Important Jewish and Muslim holy sites are located in east Jerusalem's Old City. Christian shrines also stand there.

The hilltop compound known to Muslims as Haram as-Sharif, or Noble Sanctuary, is home to the Al-Aqsa Mosque compound, Islam's third-holiest shrine.

Jews call the site Temple Mount because the biblical Jewish temples stood there, making it Judaism's holiest site. Directly below is the Western Wall, the only remnant of that temple complex.

-Why is the new construction so controversial? Palestinians say any settlement construction in east Jerusalem and the adjacent West Bank cements Israel's presence on lands they want for a future state.

The keenly-anticipated address emphasized the importance of the EU pulling together on foreign policy or facing the alternative of other powers - notably Asian powers - taking a leading role in world affairs instead. In the last 60 years, our share of global GDP has shrunk from 28 percent to 21 percent. The economies of China, India and others are racing ahead at 10 percent per year. Economic weight is translating into political clout and self-confidence.If we pull together we can safeguard our interests. If not, others will make decisions for us,she said.Her speech made much of the EU's comprehensive strategy for the Western Balkans as well as its approach to Georgia following its brief war with russia in 2008 as examples of the EU working at its best.Our wider international credibility depends on getting our neighbourhood right,Ms Ashton said, noting that the Western Balkans is more than anywhere else an area where the EU cannot afford to fail.In an apparent attempt to diffuse criticism that she has a typically British coolness toward developing EU defence policy, Ms Ashton opened the door to a discussion on setting up a permanent EU military headquarters and proposed a more formal setting for meetings of EU defence ministers.

Diplomatic service

Referring to the nascent diplomatic service, which she is to set up and run, Ms Ashton acknowledged the difficulty of the task, which has pitted its three future components - the commission, member states and the EU Council secretariat - against one another.Any time you create something new, there will be resistance. Some prefer to minimise perceived losses rather than maximise collective gains. I see it differently, she noted.The British peer made an oblique reference to the difficulties she has faced since taking over as top diplomat three months ago: People have to adjust their mental maps and institutions have to find their new place. Doing so is messy and complicated.As the first foreign policy chief under the EU's Lisbon Treaty and a foreign policy novice at a personal level, Ms Ashton has often fallen victim to the high expectations people had of the post, aspects of which were previously held by three people. In addition, being both vice-president of the European Commission and answerable to the foreign policy wishes of member states has left her exposed to attacks from vested interests in both camps. Her delivery of the speech and her subsequent responses to MEPs' questions were notably more assured than when she last appeared before the house. She also threw a few punches of her own after having being publicly criticised by both EU foreign ministers and defence ministers in the past few weeks.Ms Ashton urged member states to remember why European leaders negotiated the Treaty in the first place, and reprimanded the union for its tendency to jaw-jaw about foreign policy rather than to act: The answer to a problem cannot be a paper or a meeting. If you want results, you have to act - and sometimes take risks. And yes, there is a tendency in Europe to put process ahead of outcomes.MEPs for the most part pledged their support. But several deputies urged her to fight any trend toward intergovernmentalism, especially when it comes to the set-up of the diplomatic service.We are looking forward to working with you,said German centre-right MEP Elmar Brok. New EU states make play for more diplomatic clout

EUOBSERVER / BRUSSELS - Poland, Hungary, Slovakia and the Czech Republic have warned that member states could opt out of EU foreign policy unless they get a fair share of power in its new diplomatic corps. The eventual lack of [member states'] involvement in shaping and implementing policies could lead to the loss of their interest in EU foreign policy and could even result in a widening gap between EU and national policies,the group of four countries said in a policy paper circulated in Brussels late last month. The so-called Visegrad states, named after a historic meeting place in Hungary, also urged the established EU powers to make way for newer EU members in the European External Action Service (EEAS).We deem it necessary to ensure an adequate geographical balance and a meaningful presence of nationals from all EU member states in order to ensure that the service could draw from a wide variety of diplomatic culture and experience, the paper said. Since geographical balance is a basic ingredient of the EEAS, it should be incorporated in the staff regulation as a binding principle ...[and] requires regular monitoring through ...e.g. yearly reports,it added. Romania, Bulgaria, Slovenia, the Baltic countries, Greece, Cyprus, Austria and Portugal have broadly allied themselves with the position over the past two weeks. The Visegrad group is keen to grab more influence in Brussels. If the EU goes ahead with suggestions to hold informal summits 10 times a year, the Visegrad countries aim to have a prime minister-level meeting before each one. Visegrad EU ambassadors already meet on a monthly basis. Until 2014, the group has the same EU voting power as Germany and France put together.

The Visegrad paper targets two thorny issues in the creation of the diplomatic corps.

On one hand, the European Commission has 1,657 foreign relations personnel ready to be transferred en bloc into the service, with the incumbents potentially keeping the best posts while member states' diplomats gradually filter in.On the other hand, just 117 of the commission officials come from new EU countries, meaning that the corps will inherit a severe geographic skew.A senior diplomat from one of the Visegrad countries endorsed a solution that would see all EEAS posts at head-of-unit level or above put to an open competition to EU diplomats and EU officials on day one of the institution's birth. The appointments would be decided by interview panels composed of delegates from the office of the EU foreign affairs chief, Catherine Ashton, the commission and member states, with Ms Ashton to have the final say. You can imagine that there is resistance to this in the commission,the contact said.As thing stand, Spain has three heads of delegation in South America [Chile, Cuba and Venezuela]. But this region is no longer a Spanish colony. You could argue that they have some special expertise. If the EEAS posts were open to competition, then the new countries' expertise would also shine through in places like Belarus.

Narrowing the field of competition, the foreign ministers of Slovenia, Latvia, Lithuania and Cyprus in a letter to Ms Ashton last week said that: In the initial phase, EEAS posts should not be opened to officials from the European Parliament.EU leaders last year called for the diplomatic service's rulebook to be agreed by April. But diplomats are currently aiming at the final plenary of the EU parliament before its summer recess, on 5 July, as a more realistic date.

Barroso sides with Merkel over need for treaty change

EUOBSERVER / BRUSSELS - European Commission president Jose Manuel Barroso has said the setting up of a European IMF-style fund to help struggling eurozone countries would most likely require a EU treaty change, echoing comments made by German Chancellor Angela Merkel.The statement, made in response to a question from a member of the European Parliament in Strasbourg on Tuesday (9 March), is a further stumbling block to the quick establishment of a European fund capable of making loans to struggling euro area governments. It might probably require a change to the treaty,said Mr Barroso when asked to give his opinion on the matter, adding that any European fund would not be ready in time to help Greece with its current difficulties.Some analysts believe this is not necessarily the case however.It depends on what conditionality you put in and how you link it to the EU,said College of Europe economics professor Jacques Pelkmans.If you have a European Monetary Fund, but with similar conditionality to the International Monetary Fund, you could keep it out of the EU treaties,Mr Pelkmans told EUobserver. Close links between the fund and rules governing the euro area - the Stability and Growth Pact - would however necessitate a treaty change, he added.

Setbacks?

A fierce debate on the implications of a European Monetary Fund has raged in economy circles since German finance minister Wolfgang Schauble announced his intentions on Saturday to present proposals soon for a new eurozone funding institution.The news was quickly followed by comments from the EU's economy commissioner, Olli Rehn, indicating the EU executive body was ready to draft proposals if sufficient eurozone support existed. But a statement by German Chancellor Angela Merkel later on Monday, stating her belief that a EU treaty change would be needed to set up the fund, has been interpreted as an indication of only lukewarm enthusiasm by some EU officials, with the Lisbon Treaty's lengthy ratification process leaving little appetite for further treaty negotiations in many national capitals.She has signaled her support for the project, while quietly kicking it into the long-term, said one EU official who wished to remain anonymous. Following a meeting with Luxembourgish Prime Minister Jean-Claude Juncker on Tuesday, Ms Merkel insisted that plans for a European Monetary Fund will only work if strengthened sanctions are incorporated to penalise wayward spenders.For her part, French economy minister Christine Lagarde said the setting up of an EMF is an interesting idea but not a priority.The European Central Bank's chief economist, German citizen Juergen Stark, has come out against the idea of a European fund, saying it could be: Very expensive, create the wrong incentives and finally, burden countries [that have] more solid public finances.

The mixed feelings within Germany, and across the EU as a whole, are also felt inside the bloc's trade union movement. Attending a meeting in support of Greek workers in Brussels on Tuesday, the head of the European Trade Union Confederation (ETUC), John Monks, said there were merits in the idea, but that it needs to be worked out carefully.Are the rules different to the IMF, is question number one,he said.Is it a tough-love fund like the IMF or is it something a bit less tough? It would be a bit odd to have soft rules for Europe and hard rules for South Africa for example,he told this website.

Ban on credit default swaps

Speaking to MEPs, Mr Barroso also indicated the commission was ready to act on credit default swaps and other financial derivatives, widely blamed for exacerbating Greece's current difficulties and causing a fall in the euro currency. Ahead of a draft directive on derivatives in the coming months, the commission president said a: New ad hoc reflection is needed on credit defaults swaps regarding sovereign debt.
In this context, the commission will examine closely the relevance of banning purely speculative naked sales on credit default swaps of sovereign debt,he said. Going naked refers to the process of trading in CDSs, without ever owning the underlying asset, such as the government bond, that they are intended to insure against default.

EUOBSERVER / BRUSSELS - The European Union's climate chief on Tuesday (9 March) told the European Parliament she wants the bloc to forge ahead with cuts in carbon emissions of 30 percent - despite competing powers having yet to make similar pledges - in an attempt to win back EU leadership on the issue, believed to have been lost at the UN climate summit in her native Copenhagen last December.The EU is already committed to a 30 percent emissions cut but only in the event that other world powers, particularly the United States and China, make comparable reductions. China has yet to do so and US efforts at climate legislation have stalled.In the wake of the Copenhagen meeting, some EU member states, notably Italy and Poland, have said a shift to 30 percent is now out of the question and Business Europe, the powerful trade association for the continent's biggest businesses, has also insisted that 20 percent is enough for now.Other member states, such as the UK, have argued that precisely because of Europe's perceived failure in Denmark, a shift to 30 percent is necessary to win over mistrusting developing countries and at the same time steal a march on the US and China in the development of low-carbon technologies.

It's not going to be easy ...to go to 30 percent, she said, laying out the commission's post-Copenhagen strategy for the first time in an official communication.Nobody should be naive. We should look after our own industries and we should know what we are doing.Taking the initiative on climate strategy ahead of a key meeting of EU environment ministers, Ms Hedegaard told MEPs that the commission is to set out a roadmap on how the 30 percent pledge can be achieved by June, ahead of the summer EU summit of heads of state and government.Before the June European Council, we will provide an analysis of how exactly we could intelligently achieve the 30 percent target, she said.The commission document also suggests a roadmap for the UN negotiating process, which is to restart in April. The EU executive wants to see the result of last year's climate summit, the Copenhagen Accord, with was produced outside the UN process and never formally adopted as a UN decision, integrated into the existing two negotiating tracks.For the first time publicly, the commission has admitted that a global agreement is unlikely before the end of 2011.

The EU would be ready to reach a legally-binding global deal at the UN climate conference in Cancun, Mexico, at the end of this year, but the commission recognises that differences between countries may delay an agreement until 2011,the document says.The EU is ready but the world might not be, and therefore our approach has to be step-wise.Environmental groups gave a cautious welcome to Ms Hedegaard's ambition to move up the level of cuts, but said that 30 percent is still not enough if the world is to avoid catastrophic climate change.This falls short of what is demanded by the latest scientific evidence,and a fair distribution of global emissions. The EU needs to step up its emission reduction target and commit to at least 40 percent, said Friends of the Earth in reaction to the document.Green MEPs meanwhile appear to be backing the commission in its back-room fight with the member states over control of climate policy.Much has been said about the need for the EU to speak with one voice.There is a need to make this rhetoric a reality as soon as possible, said euro-deputy Bas Eickhout.It is certainly welcome that the commission, under new climate action commissioner Connie Hedegaard, wants to step up and take on this mantle. This is the most logical way for the EU to play a positive and proactive role in reinvigorating the UN talks.

EU proposals to explore budget and tax co-ordination

EUOBSERVER / BRUSSELS - A European Commission proposal on greater economic co-ordination and member state surveillance is set to explore the sensitive topics of greater tax and budgetary co-ordination.Speaking on the basis of anonymity, an EU official with an understanding of next month's communication told EUobserver the document's aim was to stimulate debate and to correct the imbalance of what was not agreed at Maastricht.The 1992 Maastricht Treaty led to adoption of the euro currency some seven years later, although economists at the time warned that different member-state fiscal systems, imperfect labour mobility and the lack of a European political union could pose problems for the currency club in the future. Recent events in Greece have served to highlight the eurozone's weaknesses, with European Commission President Jose Manuel Barroso saying last week there is increased appetite in national capitals for greater economic co-ordination as a result. The fiscal crises in some of our member states have highlighted also the consequences some mistakes made in one country may have on other countries,he told journalists in Brussels.

The commission's communication is to outline a number of potential mechanisms to ensure the proper functioning of economic and monetary union.Among the ideas is greater eurozone tax co-ordination, said the EU official, with France and Germany long complaining that countries with low tax rates undermine their capacity to pay for generous state-provided services. An upcoming report on the completion of the EU's single market by former commissioner Mario Monti is also set to highlight the need for greater European tax co-ordination. The EU official also signaled that the commission's communication would explore the idea of greater eurozone member-state examination of each others national budgets, although details are still hazy. Former French prime minister Edouard Balladur recently presented his own ideas paper to the French government for greater eurozone co-ordination, under which euro area members would have to submit their annual budgets to the 16-country bloc for majority approval.

Preventative arm

Debate has centered this week on the need for a European Monetary Fund, an additional corrective arm capable of providing loans to member states struggling with financing difficulties, as currently seen in Greece. The commission and a number of eurozone members are keen to introduce greater preventative measures however, to prevent the build-up of structural imbalances that lead to budgetary problems in the future.It has been known for a long time that public sector salaries in Greece were too high, but we could not do anything,said the EU official. As a result, the commission's communication is set to propose that a wider range of economic indicators be used when assessing the health of a eurozone economy. If agreed and turned into legislation, the commission and eurozone members could call on a particular government to correct economic structural flaws, such as excessive public sector salaries, at an earlier stage than currently permitted.

As predicted, the European Parliament has voted for a tax on financial transactions, to be levied directly by Brussels. The vote went through by 536 to 80: only my own group, the European Conservatives and Reformists, voted solidly against the measure, although we had some support from UKIP and its allies as well as two Danish liberals and two Portuguese conservatives.Anyone wondering why David Cameron broke with the palaeo-federalist EPP need only look at its automatic support for such measures as this. With a handful of exceptions – such as those two heroes from our oldest ally - the Christian Democrats invariably vote for higher taxes, greater state intervention and Euro-corporatism. I do wish British journalists would stop lazily refering to the EPP as Centre-Right; the EPP itself angrily insists that it is a party of the Centre.The Tobin Tax might well be vetoed by one or other of the national governments. But the campaign for pan-European taxation is only just beginning. This will be the big battleground of the next five years. It’s time for a European Tea Party.

Defendants' rights caught up in EU institutional quarrel

EUOBSERVER / BRUSSELS - Defendants' rights to proper translation when involved in a criminal case in an EU member state whose language they do not speak are facing yet another delay due to an inter-institutional power struggle.The cause is noble: ensuring minimum common EU standards for defendants when they do not speak the language of the country. The European Commission on Tuesday tabled new legislative proposals to this aim. Today we are taking a first important step towards a Europe where justice knows no borders, said justice commissioner Viviane Reding in a press statement.But across the street from the EU commission's headquarters, in the Council of ministers, the initiative was met with little enthusiasm. The council regrets that the commission chose to table its own proposal, which unnecessarily duplicates our initiative and increases the procedural time needed for a result, one EU diplomat told this website.A group of 13 member states in December put forward a similar initiative - a novelty under the bloc's new legal framework, the Lisbon Treaty, which now gives the right to governments to come up with legislative proposals, not only the EU commission, as had been the case. If at least nine of the 27 member states agree on a draft bill, they can put it forward for negotiations with the European Parliament. The EU executive is also involved in this so-called co-decision process.

Commission officials say the member states' version is missing several important protections - such as ensuring that the defendant is given legal advice before waiving his right to translation or that all relevant documents are translated for him, not just given oral summaries, as the council prefers. The commission also stresses that when a lawyer is provided by legal aid, an interpreter should also be paid for by the national authorities, if the lawyer does not speak the language of his client. All these measures translate into more costs for member states and are likely to be watered down, as capitals need to agree on the final wording of the law together with the European Parliament.EU diplomats say the commission could have altered the text and negotiated these points at a later stage, instead of tabling its own initiative, which delays the process, as it has to be sent to all 27 national parliaments who are also given new consultative powers under the Lisbon Treaty.Now the timing is different, there are at least eight weeks added to the process, the time national parliaments have to react on the proposal, the diplomatic source said, adding that it was not the best message the EU executive was sending.

A spokesman for the commission brushed off criticism, pointing that his institution was interested in the substance of the text, which was much better than the one of the ministers. The commission's proposal also has an impact assessment, which the council's version lacks, said Matthew Newman, a spokesman for Ms Reding. Member states snuck around" in December, when the EU commission was in caretaker mode, unable to table legislative proposals, he told this website.

MEPs enter the fray

She added that her group has documented police violence, ill treatment, people being arrested in Greece and France without being informed why and without interpreters telling them what the policemen were saying.Translation should be insured not only at the judicial proceedings stage, but as early on as police interrogation stage, she said.

Ms Kazatchkine also noted that the right to translation was connected to other rights, such as the one to have a lawyer or to inform the family.Both the European Parliament and Amnesty International supported a comprehensive EU directive dealing with all these issues, but member states could not agree back in 2002, so they opted for a piece-by-piece approach. The EU commission is set to table further proposals for each of these rights in the coming months.

EU ambassador to Washington defends appointment

EUOBSERVER / BRUSSELS - The EU's next ambassador to Washington has defended the controversial manner in which his appointment was made.Speaking in Brussels on Tuesday (9 February) at an event organised by the Hanns Seidel Foundation, a German think tank, Joao Vale de Almeida said his surprise nomination for the post was due to the need to appoint somebody to head up the EU's most important delegation as soon as possible. It was a political signal of the importance of the EU-US relationship. The importance here is in the gesture,said Mr Vale de Almeida, who is currently head of the European Commission's external relations unit. The US post has been vacant since November, when former ambassador John Bruton's mandate expired. The previous commission, whose own mandate expired at the same time, was unable to replace him until the new commission team legally took up office, over three months later. The decision was taken at the first formal meeting of the new commission. But it prompted a fierce backlash from member states who complained that they should have been consulted. Technically, the commission was entitled to make the appointment. But it was a questionable decision politically as member states are currently negotiating the shape of the EU's future diplomatic service. The Washington post is considered among the most important of the EU's 136 delegations abroad.

The move made EU foreign policy chief Catherine Ashton, who will head the new service and decide on its appointments, look as though she was taking orders from commission President Jose Manuel Barroso. A fellow Portuguese, Mr Vale de Almeida is a close ally of Mr Barroso and until recently was his head of cabinet.Mr Vale de Almeida also noted that two to three of his predecessors in the Washington delegation had also been heads of the commission's external relations unit.This was an apparent reference to criticism, notably expressed by Swedish foreign minister Carl Bildt, that the Washington ambassador should have been another political appointee, as in the case of former Irish prime minister Mr Bruton, and not a civil servant.Speaking about EU-US relations generally, Mr Vale de Almeida said that we cannot allow the transatlantic relationship to be taken for granted.The relationship needs nurturing, it needs investment from both sides,he added, underlining the importance of the Transatlantic Economic Council for fostering economic, and therefore political, relations between the two sides.Mr Vale de Almeida's appointment comes at a sensitive time in relations between Brussels and Washington. Both sides have been at odds over how to balance freedom and security in the fight against terrorism. EUOBSERVER / BRUSSELS - Despite an intensive lobbying effort on the part of European Jewish groups, the European Parliament has endorsed the Goldstone report, the UN's official investigation into the bombardment of the Gaza Strip in January 2009, a report that accuses Israel of war crimes and calls for the prosecution of Israeli officials in The Hague.In a 335-to-287 vote splitting the house between left and right, MEPs backed a joint resolution from the centre left, far left, Greens and Liberals calling on the EU's foreign policy chief, Catherine Ashton, and the bloc's member states to publicly demand the implementation of [the report's] recommendations and accountability for all violations of international law, including alleged war crimes.In April, 2009, a team of UN investigators headed by South African jurist Richard Goldstone, a former member of the South African Constitutional Court and chief prosecutor with the International Criminal Tribunals for Rwanda and the former Yugoslavia, was established to look into violations of international human rights law during the Gaza conflict in which Israeli forces killed over 1,400 Palestinians and Hamas killed 13 Israelis.While the report found that both sides had committed war crimes, Tel Aviv has since attempted to rubbish the document, an effort that has met with success in the US Congress, which last November passed a resolution calling the report irredeemably biased and unworthy of further consideration or legitimacy. EU parliamentary deputies in recent days have been inundated by lobbying emails from the European Jewish Congress over the vote. Orly Joseph, a spokesperson for the group, told this website that it had been definitely a really major effort by the EJC, but it's only a work in progress and there's still a lot of work to do.

Moshe Kantor, the president of the European Jewish Congress, which represents 42 Jewish organisations on the continent, warned in one letter: It appears inconceivable that while the United Nations itself hasn't yet officially adopted this report, the European Parliament, in this motion for a resolution, calls for and demands its implementation.He said that if the European Parliament backed the document, it would give it its most important international endorsement yet. Mr Kantor travelled to Israel last week to meet with foreign minister Avigdor Lieberman to strategise over the vote.On Tuesday afternoon, the level of lobbying had reached such an extent that Irish socialist MEP Proinsias de Rossa, the chair of the chamber's Palestinian Legislative Council liaison delegation, sent around his own email encouraging deputies not to buckle under the pressure.You are being bombarded with mails at present seeking to undermine your support for the the Goldstone Report in the vote tomorrow, he said.Tomorrow's vote is a test of the credibility of this parliament's commitment to human rights irrespective of political considerations, he continued.The joint resolution is a fair and balanced position negotiated by all the main political groups. I appeal to you to support it.All the major groups in the house had originally agreed to a compromise resolution on the subject in a meeting last Thursday, but by Monday, the centre-right grouping, the European People's Party, which traditionally has been the most sympathetic to the Israeli perspective in the conflict, pulled out of the agreement, blocking the joint text.In the end, even the EPP draft still endorsed the Goldstone report, but did not go so far as to criticise Israel's blockade of supplies to the Gaza Strip or make mention of reported intimidation of NGOs in the wake of the conflict.But the final resolution backed by the house: expresses its concern about pressure placed on NGOs involved in the preparation of the Goldstone report and in follow-up investigations, and calls on authorities on all sides to refrain from any measures restricting the activities of these organisations.

Close call

As recently as yesterday, the EJC thought it had won the lobbying battle. A report that appeared on Wednesday morning in Israeli daily Haaretz described how all the party grouping leaders had backtracked from their demands that the Goldstone recommendations be implemented as a result of lobbying by European Jewish leaders and that the EPP counter-resolution was most likely to be endorsed instead.David Lundy, a spokesperson for the United Left grouping in the parliament, which has long championed the Palestinian cause, said he was surprised to see the parliament withstand the lobbying pressure.I think it was the Gaza bombing that did it, especially after the fact-finding missions [from the parliament]. After all that I think people found it just impossible not to denounce what had happened.The EJC's Mr Kantor said following the vote that his organisation was disappointed in the result and that it threatened EU participation in the Middle East peace process.Blaming the conflict and placing the onus for it on Israel, as the report does, will push the Palestinians further away from the negotiating table and make them more recalcitrant, believing they can use international bodies to fight Israel's case rather than reaching a negotiated solution,he said.However, with over 45 percent of deputies voting against the resolution, he said he was pleased at his organisation's efforts.We can see our lobbying efforts bore fruit due to the fact that the resolution passed by only a narrow margin, and not the consensus that was expected, Mr Kantor said.This shows that we are on the right track.

Democrats in the Senate are attempting to scare people away from alternative news websites by falsely claiming the sites contain dangerous software viruses.Earlier in the week the Senate Sergeant at Arms made a claim that Drudge and whitepages.com were responsible for viruses appearing on Senate computers.Please try to avoid drudgereport.com and whitepage.com websites for now,said an email received by staffers on the Environment and Public Works Committee. The Drudge Report was not mentioned in a subsequent email issued on Tuesday.Our Information Security Operations Center has observed a significant increase in the number of Senate computers infected by fake security software that is malicious and does nothing to secure online information,the email stated, according to CNSNews.According to Sen. Jim Inhofe (R.-Okla.), there is no evidence of viruses and malware originating at the Drudge Report. Inhofe, the ranking Republican member of the Environment and Public Works Committee, told CNSNews it did not surprise him that someone on the left was trying to stop Senate staff from reading Drudge because Drudge comes out with really good stuff and we want them to access the Drudge Report. We’re on the Drudge Report about half the time.I suspect somebody was trying to make it look as if there’s a virus there to discourage people from using Drudge. Then, somehow, I guess someone in the Capitol got a hold of it and said, yes, we are advising you not to use it,Inhofe added.

On Tuesday, CNet ran a story claiming visitors to the site were infected with malware. For the second time in less than six months, visitors to the Drudge Report say they got malware in addition to the Web site’s usual sensational headlines, writes Elinor Mills for the technology site. Matt Drudge denied that his site was infecting visitors, however it’s likely that the malware is coming from ads delivered by a third-party ad network and not the site itself.Rogue ads delivering viruses are common. In September 2009, The New York Times fell to an unauthorized advertisement warning readers that their computer may have been infected with a virus and redirected them to a site offering antivirus software. The New York Times said the offending ad was provided by someone posing as a national advertiser with a legitimate-looking advertising product.The Senate accusation coincides with the Obama administration’s release of Comprehensive National Cybersecurity Initiative, a government plan to secure (or control) the nation’s public and private sector computer networks. White House Internet security adviser Howard A. Schmidt said in a statement the cyber threat is one of the most serious economic and security challenges faced by the nation, according to InformationWeek. In addition to securing government networks, the CNCI calls for extending cybersecurity into critical infrastructure domains in the private sector.On March 4, Schmidt told Wired the United States is not engaged in a cyberwar. I think that is a terrible metaphor and I think that is a terrible concept,Schmidt said.There are no winners in that environment.Schmidt acted as cybersecurity adviser during the Bush era.Rod Beckstrom, the former director of the National Cybersecurity Center, resigned in March of 2009. Beckstrom complained about the encroaching influence of the NSA on cybersecurity.In late February, Sen. U.S.-Canadian state and provincial integration is being achieved in areas of transportation, the economy, energy and the environment. With some national, trilateral and global initiatives being discredited, stalled or ineffective, it appears as if the strategy has further shifted to a regional and local level in an effort to lay the groundwork for new agreements.The inaugural Leaders’ Forum of the Pacific Coast Collaborative was held in Vancouver, British Colombia on February 12, 2010.In 2008, the Pacific Coast Collaborative was established between Alaska, British Columbia, California, Oregon and Washington as, a formal basis for cooperative action, a forum for leadership and information sharing, and a common voice on issues facing Pacific North America.Some of its key priorities include action on clean energy, regional transportation, emergency management, sustainable regional economy, ocean conservation and climate change, as well as other issues. The inaugural Leaders’ Forum of the Pacific Coast Collaborative was held in Vancouver, British Colombia on February 12, 2010. It was hosted by Premier Gordon Campbell and chaired by California Governor Arnold Schwarzenegger. The meeting was also attended by Washington Governor Christine Gregoire and Oregon Secretary of State Kate Brown. Although Alaska is also a member of the group, they were not able to send a representative to the meeting. It was announced that Oregon will be hosting the next forum to be held later this year.

The Pacific Coast Leaders signed two action plans. The first being- Innovation, the Environment and the Economy which, “sets out a series of co-operative initiatives to promote renewable and low-carbon energy and energy conservation, including developing Interstate 5/Highway 99 as a green transportation corridor. It also promotes development of high-speed rail from San Diego to Vancouver and the move to Green Ports through co-operation to reduce local air pollutants and greenhouse gas emissions.The second action plan on Ocean Conservation and Coastal Climate Change Adaptation,focuses on co-operation on invasive species, reductions in toxins and other pollutants, promoting sustainable fisheries management and research into impacts from climate change and adaptation options.The leaders also released a document entitled Vision 2030: Positioning Pacific North America for Sustainable Prosperity which sets out a strategic outlook for regional collaboration.One of the Pacific Coast Collaborative top priorities includes a high speed rail system. On its website it states,For the Pacific Coastal region to remain competitive, we need transportation systems that will facilitate the movement of people and goods north to south while reducing the number of vehicles on our highways. Rail, particularly high speed rail, can deliver significant benefits to the region including advancing climate change goals, energy conservation, congestion reduction, and job creation for the citizens of the region.Cassandra Anderson’s article Agenda 21 Alert: Obama Railroads Us With the Bullet Train details how in many ways a high speed rail system in the U.S. would be impractical and costly, with the majority of the trains running off of diesel fuel. President Obama has promised that such an undertaking would create many jobs, but it has been reported that much of the needed equipment and supplies would have to be outsourced. The article also lays out how future transportation systems could restrict auto and personal mobility in an effort to further control the population.

At the recent meeting, Pacific Coast Leaders urged further local action in combating environmental issues. Governor Schwarzenegger acknowledged that, We’re united, there’s no two ways about it. Politically, ecologically, we speak with one voice. He also added that,We saw at Copenhagen that national governments and the national community has not yet been able to come to an agreement to reducing green house gas emissions. The UN and the national governments have realized that the sub-national governments are really the ones in the end who can put the pressure on and engage the kind of action that is needed.In her article Agenda 21 Alert: Schwarzenegger’s True Lies in Copenhagen Cassandra Anderson stated that, The globalists battle for complete control over all populations is from global to local.This is why Arnold was brought to speak at the Copenhagen Summit. He truthfully revealed the power that state and local governments have in accomplishing carbon reduction goals.Anderson went on to say that, States can enact their own carbon emission reduction laws and Cap and Trade schemes- it is not necessary for international treaties and federal regulations to be passed.The Western Climate Initiative (WCI) was launched in 2007 and includes some U.S. states and Canadian provinces as member partners and observers. The second phase begins in 2015, when the program expands to include transportation fuels and residential, commercial and industrial fuels not otherwise covered.With an eye on the future, the WCI website also states that their,cap-and-trade program is designed in such a way that it can provide a model for, be integrated into, or work in conjunction with any future U.S. or Canadian emissions-reduction programs.President Obama has been forced to delay his push for a national cap-and-trade plan as legislation has been stalled in the U.S. Senate. Many critics of the program argue that it could lead to millions of jobs being lost and the push for a green economy might further hamper economic recovery. A North American climate change strategy is moving forward which includes more emphasis being placed at a regional and local level. The threat of man made global warming has been discredited in the eyes of many, yet the environmental agenda continues. Protecting our planet has turned increasingly more political and profitable. Under the guise of safeguarding the environment, many solutions being offered are in the form of more taxes and more control over our lives.

FAIRBANKS, Alaska – The Alaska Earthquake Information Center says a magnitude 5.1 quake has struck the Andreanof Islands region of the Aleutian chain, but there are no reports of damage and the quake did not generate a tsunami.The quake occurred at 5:06 a.m. local time Tuesday and was centered more than 300 miles west of Dutch Harbor and more than 1,300 miles southwest of Fairbanks.

Turkish officials lower quake death toll to 41

KAYALIK, Turkey – Turkish officials on Wednesday lowered the death toll in this week's magnitude 6 earthquake from 51 to 41.A statement issued by the governor's office in the eastern province of Elazig said erroneous reporting was responsible for the earlier toll in Monday's temblor.NTV and Haberturk television said there was duplicate counting in cases where the maiden surnames and married surnames of the same women were reported as belonging to different victims. The Anatolia news agency said one male victim was also counted twice because he had changed his name.

Anatolia also said some victims were not registered in written records, and relatives had to identify them and provide names.The quake hit remote villages in Elazig before dawn, burying sleeping people in their beds.Prime Minister Recep Tayyip Erdogan was scheduled to visit the quake zone on Thursday. He has blamed loss of life on the shoddy mud-brick buildings commonly built in the area, but official pledges to build safer homes after past quakes have had limited impact.

OKLAHOMA CITY – Forecasters say a wetter-than-usual winter and a jet stream ripping over the part of the country known as Tornado Alley could lead to an active spring — perhaps starting with the strong twister that nicked a small western Oklahoma town Monday night.It's time to get ready, Michelann Ooten of the Oklahoma Department of Emergency Management said Tuesday as she surveyed damage from a storm that destroyed five homes and tore the roofs off several others in Hammon.The nation typically will see 70-100 tornadoes by early March, but only 42 had been reported until Monday night's Oklahoma tornado. There was only one tornado nationwide during February.No one would argue that we're going to see a pretty good increase in the number of severe storms, said Greg Carbin, the warning coordination meteorologist with the national Storm Prediction Center in Norman, Okla.But each year's a little different. The number, magnitude, number of days are all very tentative at this point.In the short term, storms will be generated and fueled by the usual tornado trigger — Gulf moisture colliding with storm systems driven by the jet stream.In a few months, parts of the Plains that had above-normal precipitation during the winter could see storms fueled by the moisture stored within plants and the ground.Transpiration is usually a component later in the springtime. We won't have that for a little while longer,Carbin said.

Monday's twister occurred when a low-pressure system in the Pacific Northwest kicked a strong storm system out of the Rocky Mountains and into the southern Plains. There are all sorts of connections,Carbin said.The atmosphere is a dynamic thing. You can't really pin it down to one descriptor.The slow start to the season is no sign that later storms will be stronger, weaker or non-existent.That pretty much tells us nothing,said Harold Brooks, a research meteorologist at the National Severe Storms Laboratory in Norman.Brooks said that if the weather conditions that caused the Hammon storm — abundant moisture at the surface and a low pressure system in Northwest knocking the jet stream into Tornado Alley — are still in place when the warm weather arrives, then the upcoming tornado season might be ferocious.If we had this pattern in two months, that would mean something very different than we have now, he said.The only twister reported nationwide in February was in a San Joaquin Valley oilfield in California two weekends ago. A year ago, there were 36 February tornadoes — and the year's deadliest was Feb. 10, 2009, at Lone Grove, Okla., where eight people died in a storm with winds estimated at 170 mph.Last year, 1,156 tornadoes were reported nationwide and 21 people were killed by a tornado, according to the Storm Prediction Center. In 2008, there were 1,691 tornadoes and 126 tornado-related deaths.

WASHINGTON – Unemployment rose in 30 states in January, the Labor Department said Wednesday, evidence that jobs remain scarce in most regions of the country.The data is somewhat better than December, when 43 states reported higher unemployment rates, but worse than November, when rates fell in most states.Still, five states reported record-high joblessness in January: California, at 12.5 percent; South Carolina, 12.6 percent; Florida, 11.9 percent; North Carolina, 11.1 percent; and Georgia, 10.4 percent.Michigan's unemployment rate is still the nation's highest, at 14.3 percent, followed by Nevada, with 13 percent and Rhode Island at 12.7 percent. South Carolina and California round out the top five.There were some signs of job creation. Thirty-one states added jobs in January, up from only 11 in the previous month. But the job gains weren't enough, in many cases, to lower the unemployment rate.For example, California reported the largest job gains, of 32,500, though its unemployment rate also rose. Illinois, New York, Washington state and Minnesota reported the next highest totals of new jobs.The lowest unemployment rates are still found in upper Plains states, with North Dakota's jobless rate of 4.2 percent the lowest in the nation. Nebraska and South Dakota had the next lowest rates, at 4.6 percent and 4.8 percent, respectively.In January, the national unemployment rate fell to 9.7 percent from 10 percent the previous month. Last week, the Labor Department said the national rate was unchanged in February at 9.7 percent, a better reading than most analysts expected.State unemployment data for February won't be released until later this month.

Turkey, IMF end loan talks

ANKARA, Turkey – Turkey says it and the International Monetary Fund have mutually agreed to call off talks for a loan.Prime Minister Recep Tayyip Erdogan said Wednesday that Turkey and the IMF failed to reach an agreement over some of the fund's stringent conditions.He says the talks were also called off because Turkey is now able to stand on its own feet.Turkey's previous loan deal with the IMF ended in May 2008. Talks for a new loan deal have been inconclusive since then, with Erdogan insisting he would not accept harsh austerity cuts to spending.Turkish news reports had said Turkey was eyeing some $25 billion in loans.

NEW YORK – Following a brief pullback on Tuesday, oil prices jumped Wednesday after a government report showed that crude stockpiles grew less than analysts had predicted, raising hopes that demand for oil and gas is picking up.Oil also got a boost from China, which reported surging trade figures — and from OPEC, which bumped up its global oil demand forecast for the year.Benchmark crude for April delivery rose as high as $83.03 a barrel in morning trading on the New York Mercantile Exchange, before moving back to $82.08, up 59 cents.The Energy Information Administration said crude inventories rose last week by 1.4 million barrels to 343 million barrels. Analysts expected a build of 2.1 million barrels, according to a survey by Platts, the energy information arm of McGraw-Hill Cos.Meanwhile OPEC said world oil demand should grow by 900,000 barrels per day this year, an upward revision from last month's forecast. OPEC said its forecast depends on a sustained global economic rebound, particularly in the U.S.While oil prices have risen about 17 percent since early last month, crude demand in the U.S., the world's largest consumer of oil, has remained sluggish.We really have to look overseas for growth, said Andrew Lipow, president of Lipow Oil Associates. Oil demand is increasing in the usual suspects like China and India, but it's also increasing throughout the Arabian Gulf and in Africa.

This means higher gasoline prices for U.S. consumers, he added. Some analysts see prices above $3 a gallon heading into the summer driving season.The dollar, which edged down against the euro in morning trading, also seemed to support oil prices. A weaker dollar makes crude cheaper for investors holding foreign currencies.In other Nymex trading in April contracts, heating oil rose 1.58 cents to $2.1055 a gallon. Gasoline gained 2.27 cents at $2.2830 a gallon. Dalai Lama: China aims to annihilate Buddhism By ASHWINI BHATIA, Associated Press Writer – MAR 10,10

DHARMSALA, India – The Dalai Lama lashed out at China on Wednesday, accusing it of trying to annihilate Buddhism in Tibet and rebuffing all his efforts to reach a compromise over the disputed Himalayan region.China shot back, accusing the Tibetan spiritual leader of using deceptions and lies to distort its policy in the region. The passionate back-and-forth highlighted the distrust, anger and frustration that separates the two sides and leaves little hope for success in recently resumed talks.

Beijing has demonized the Dalai Lama and accused him of wanting independence for Tibet, which China says is part of its territory. The Dalai Lama says he only wants some form of autonomy for Tibet within China that would allow Tibetan culture, language and religion to thrive.The Dalai Lama spoke Wednesday in an address marking the anniversaries of two failed uprisings against China, one 51 years ago that sent him into exile in India and the other two years ago that was quashed by a government crackdown that is still continuing.He accused Chinese authorities of conducting a campaign of patriotic re-education in monasteries in Tibet.They are putting the monks and nuns in prison-like conditions, depriving them the opportunity to study and practice in peace, he said, accusing Chinese of working to deliberately annihilate Buddhism.The Dalai Lama's remarks reflect frequent complaints by Tibetan monks that required political study sessions and visitor demands are depriving them of time for religious study. The numbers of monks attaining higher Buddhist degrees are believed to have fallen drastically since the crushing of the 1959 rebellion that resulted in direct rule from Beijing and the imposition of heavy government control over monasteries.The Tibetan leader said that whether the Chinese government acknowledges it or not, there is a serious problem in Tibet,but that attempts to talk to China about granting limited autonomy to the region had gone nowhere.

Despite the tensions, Beijing reopened talks with the Dalai Lama's envoys in January for the first time in 15 months. But China was incensed when he met with President Barack Obama in the U.S. last month.In Nepal, about 1,000 Tibetan exiles chanted anti-China slogans and waved Tibetan flags at a temple on the outskirts of Katmandu, the capital, as riot police deployed to keep protesters from marching in the streets.

KABUL (Reuters) – Iranian President Mahmoud Ahmadinejad and Defense Secretary Robert Gates traded barbs on Wednesday during briefly overlapping visits to Afghanistan, where Washington has troops at war but Tehran has growing clout.Ahmadinejad, who arrived as Gates was wrapping up a three-day visit, told a news conference alongside Afghan President Hamid Karzai that U.S. and Western troops would never defeat terrorism by waging war in Afghanistan.Gates said earlier in the week Iran was playing a double game in Afghanistan by being friendly to the government while trying to undermine the United States. He said on Wednesday he had passed those concerns on to Karzai.Washington, which will have 100,000 troops in Afghanistan by the end of 2010, says it believes Iran provides some support for militants there, although not nearly on the same scale as in Iraq, another Iranian neighbor where U.S. troops are fighting.The Afghan insurgency is mainly led by Sunni Islamists, who are long sworn enemies of Shi'ite Iran.Tehran blames Western military intervention in Afghanistan for causing instability and Ahmadinejad turned Gates' earlier comment around.Why is it that those who say they want to fight terrorism are never successful? I think it is because they are the ones who are playing a double game, Ahmadinejad said.

They are the ones who set the terrorists on their course and now they say: Now we want to fight them. Well they cannot, it is impossible,he told a news conference with Karzai.As if addressing Gates, he said: What are you even doing in this area? You are from 10,000 km over there. Your country is on the other side of the world. What are you doing here? Shortly before the news conference started, Afghan security guards anxiously collected half-empty bottles of mineral water from reporters. One said it was in order to prevent anyone from throwing the bottles at Ahmadinejad.

UPFRONT GAME

Gates left Kabul shortly after Ahmadinejad landed. Before leaving he described the timing of the Iranian leader's visit as clearly fodder for all conspiratorialists.I told President Karzai that we want Afghanistan to have good relations with all of its neighbors. But we also want all of Afghanistan's neighbors to play an upfront game dealing with the government of Afghanistan.Iran has wide and growing influence in Afghanistan, especially the west of the country where it has important economic ties. Millions of Afghans were refugees in Iran during three decades of war, and a dialect of Iran's Farsi language is one of the two state languages in Afghanistan.

Karzai said at the news conference with Ahmadinejad we assured our brothers in Iran that we do not want our soil to be used against our neighbors.Iran was the only major regional country to reject an invitation to an international conference on Afghanistan in London in January.Despite their suspicions, Western countries have praised Tehran's efforts in combating the drug trade. Iran has a serious heroin addiction problem, while Afghanistan produces nearly all the world's opium used to make heroin.Karzai is due to fly to Pakistan later on Wednesday, meeting the leadership of another big neighbor.
