In deep hush, joint teams of the Israeli Defense forces, the Lebanese army and the UN Interim Peace Force - UNIFIL - with the quiet approval of the Lebanese Shiite Hizballah - began marking out the Blue Line dividing the two countries at the end of last week, DEBKAfile reveals. Friday, July 31, as soon as Tehran picked up on the project, it called for Arab volunteers to rally in defense of the Lebanese border.If completed, the agreed border will encompass three longstanding flashpoints: the divided Ghajar Village, the Shaaba Farms and the sources of Israel's water supply.

This is the first time Hizballah has cooperated in any attempt to mark out on the ground the 78.8 kilometer-long international border along the Blue Line existing hitherto only on UN maps laid out by the UN Security Council in 2000, when Israel pulled back from South Lebanon.Washington and Jerusalem take Hizballah's assent as signifying that the pro-Iranian terror group has come around to supporting peace diplomacy - albeit through Damascus. But, according to DEBKAfile's military and intelligence sources, Hizballah takes the fact that the Lebanese and Israeli governments and the UN had to come asking for its permission as their de facto acceptance of its political and military domination of southern Lebanon.The Israeli and Lebanese teams are working separately, each on its own side of the border, followed and coordinated by the UN peacemakers who hold the maps.Israel expects the agreed marking out of the international border to once and for all refute Hizballah's claims of its military encroachments into Lebanon which it uses to justify its own incursions and adherence to armed resistance against Israel. On July 17, a crowd of Hizballah activists disguised as villagers seized an abandoned Israel observation post near Kfarshouba and hoisted flags.The Blue Line differs only slightly from the international Lebanese-Israeli border determined in 1923 but the tiny discrepancies have sparked heated conflict. The work is therefore going forward slowly and painstakingly no more than a few meters each day. Israel too may find itself having to forego parcels of land.Both teams are working under heavy guard as they approach the most sensitive patches, the divided village of Ghajar, and the Shaaba Farms at the foot of Mt. Dov. The Blue Line runs down the middle of Ghajar leaving the northern half in Lebanon and the southern under Israel control. But over the years, Israel has conferred citizens' rights, passports and benefits to the residents, most Allawi Muslims, of both halves.They are now petitioning the Israeli High Court to stop the border demarcation and prohibit the transfer of the northern half to Lebanon. Further back in history, they claim, their village was part of Syria. A legal opinion bearing out their claims has been submitted to Israel defense minister Ehud Barak.

Another complication not unrelated to the Ghajar case is that of the Shaaba Farms only three kilometers away. This tiny 22-square- kilometer enclave is hotly disputed among Lebanon, Syria and Israel. It was captured by Israel after the Syrian invasion of 1967 and virtually annexed as part of the former Syrian Golan. Now it is claimed by both Damascus and Beirut, although each is prepared to hand it over to the other to get it out of Israeli hands.The demarcation project can therefore expect to be stalled by Syria when it reaches the Shaaba Farms. At that point its case will start merging with Israel's military and diplomatic considerations with regard to the future of the Golan.Another key point to keep in mind is that for Israel to relinquish Ghajar village and the Shabaa Farms means losing control of the Baniyas, Hatzbani and Wazani headwaters of the Sea of Galilee, its main source of water.In an effort to keep the border demarcation under wraps, the Lebanese army last week declared a state of war alert on its border with Israel, which is still in effect, in the hope of letting sleeping dogs lie in Damascus and Tehran and avoid rousing Hizballah to change its mind.But the Iranians were not fooled. MEXICO CITY – A powerful earthquake Monday shook fishing villages along Mexico's Gulf of California and prompted alarm as far away as Phoenix, but there were no immediate reports of injuries or damage.The U.S. National Earthquake Information Center said the 6.9-magnitude quake struck at 12:59 p.m. (1:59 EDT, 17:59 GMT) and was centered 76miles (122 kilometers) north-northeast of Santa Isabel in Baja California and 331 miles (533 kilometers) southeast of the border city of Tijuana.It was the strongest of four quakes of 5.0-magnitude or greater that struck the area over a 45-minute period late Monday morning.Phoenix Fire Department spokesman Alex Rangel said a high-rise near downtown shook violently enough that workers evacuated, but there were no reports of injuries or damage. Tropical Storm Enrique forms in the Pacific AUG 3,09

MIAMI – Tropical Storm Enrique has formed in the Pacific, becoming the fifth named storm of the eastern north Pacific hurricane season.Also, a new tropical depression formed farther west in the Pacific.The National Hurricane Center says Tropical Storm Enrique has maximum sustained winds near 40 mph and is expected to strengthen.Enrique is centered about 715 miles south-southwest of the southern tip of Mexico's Baja California peninsula and is moving west-northwest near 14 mph.Meanwhile the tropical depression has maximum sustained winds near 35 mph and is expected to strengthen to a tropical storm. The depression is centered about 1,135 miles southwest of Baja California.

Wildfire Management Branch)A 33-square-kilometre blaze that's forced thousands of residents in the town of Lillooet, B.C., out of their homes continued to spread Monday.The fire, initially estimated at 2,650 hectares in size, jumped to 3,333 hectares Monday afternoon and officials said the fire would likely continue to grow, fuelled by high winds and dry debris on the forest floor.

The Lillooet evacuation order affects the following areas:Kayoosh First Nations. Bridge River.Northeast shore of Seton Lake.The Municipal District of Lillooet west of the Fraser River.T’it’qet.Shalalth.The fire, discovered last Wednesday, is now burning less than one kilometre away from Lillooet, and the fire's front grew Sunday night to about two kilometres in width.More than 2,000 people in the town of Lillooet and the surrounding area were ordered out of their homes Sunday night as the fire drew closer.Officials said the entire District of Lillooet west of the Fraser River, as well as the surrounding First Nations communities, are under an evacuation order.

The small island is part of the Canary Islands archipelago located in the Atlantic Ocean off the coast of Morocco.Firefighters were able to contain the fire on La Palma's western side, but it still raged on the eastern side of the island near the town of Mazo, she said.

Several thousand residents were evacuated but many had returned to their homes by Monday.More than 6,000 acres (2,500 hectares) have been affected by the fire, but not all of that area has been burned, Vidal said. The hilly topography of the lush green island means that some valleys may have burned while others could have escaped harm.

Mass. chemical leak sends 100-plus to hospitals Mon Aug 3, 10:03 pm ET

NEW BEDFORD, Mass. – Noxious fumes at a trash disposal facility sent 119 people to hospitals Monday, including two who were listed in critical condition.Firefighters responded to ABC Disposal Service Inc. in New Bedford just after 10 a.m. after a report that something brought to the facility was making people sick, fire Chief Paul Leger said.As many as 10 people lost consciousness after breathing in the fumes, authorities said. The victims were decontaminated by a hazardous materials team on site before being taken to hospitals.St. Luke's Hospital in New Bedford said it had received 66 patients, two of whom were listed in critical condition and two others in fair condition.The patients were employees of the company and first responders, including police, firefighters and paramedics, the hospital said. Their symptoms included nausea, respiratory distress and dizziness.Charlton Memorial Hospital in Fall River received 53 patients, but one person remained hospitalized late Monday.The fumes were caused by trash that was brought in and was being manually sorted, said Ed Coletta, a spokesman for the state Department of Environmental Protection. Authorities said the chemicals were contained at the facility.Investigators are still trying to determine what type of chemical was leaked and its source, Leger said.

Police will continue to treat the chemical leak as a criminal investigation until they can determine it was an accident, New Bedford police Chief Ron Teachman said.ABC Disposal is a 40-year-old business that collects, transports and disposes of more than 200,000 tons of nonhazardous waste per year, according to the company's Web site. The company disposes residential, commercial and industrial waste.The facility is located in an industrial area of the coastal city about 55 miles south of Boston, and city residents were not considered to be in danger, Leger said.At least two emergency responders were among those treated for exposure to the fumes, and several police officers also complained of symptoms, said New Bedford police Lt. BEIJING – Medical staff raced to disinfect a sealed-off town in northwestern China on Tuesday after a third person died within four days in a pneumonic plague outbreak in the farming community of 10,000, local authorities said.Police set up checkpoints around Ziketan in Qinghai province after the outbreak was first detected last Thursday. The lung infection is highly contagious can kill a human in 24 hours if left untreated.Medical staff are disinfecting the area and killing rats, insects and fleas that can be carriers for the bacteria, a notice on the provincial health department Web site said. Authorities are keeping close track of people who came into contact with those infected.Authorities urged anyone who had visited the town since mid-July and has developed a cough or fever to seek hospital treatment. Pneumonic plague is spread through the air and can be passed from person to person through coughing.The latest victim was a 64-year-old man named Danzhi, the official Xinhua News Agency said.He was a neighbor of a 32-year-old herdsman in Ziketan and a 37-year-old man who died earlier. A further nine people — mainly relatives of the herdsman — are infected and in a hospital, according to the local health bureau.Of those, one is in an extremely serious condition and one other has developed symptoms of coughing and chest pain, but the rest are in stable condition and there have been no reports of new infections, Xinhua and the health department said.Police checkpoints were set up in a 17-mile (28-kilometer) radius around Ziketan and people were not allowed to leave, a resident said. Many shops remained closed Tuesday, residents said, although more vehicles were out on the street.

Some people tried to leave the quarantined area on Monday evening after the third death was reported, mostly by foot, one resident reached by The Associated Press said Tuesday.A lot of people ran off last night when they heard that another person died of this plague. They are mostly from other provinces, said a foodseller surnamed Han who runs a stall at the Crystal Alley Market.They headed back home with food, mineral water and their donkeys.It was unclear if the people who headed out of the town made it past the police checkpoints. Officials at the local and provincial level were unavailable to comment.According to the World Health Organization, pneumonic plague is one of the deadliest infectious diseases, capable of killing humans within 24 hours of infection.A 2006 WHO report from an international meeting on plague cited a Chinese government disease expert as saying that most cases of the plague in China's northwest occur when hunters are contaminated while skinning infected animals.

On March 24, Reuters reported that:FluGen, Inc., an emerging leader in the development, production and delivery of influenza vaccines and related products, today announced it has secured exclusive rights to a novel, patent-protected vaccine-delivery technology (that) painlessly delivers seasonal and pandemic influenza vaccines.Madsen believes the Swine Flu virus began in a lab,the objective being profits for vaccine makers with products that may not actually be safe.Many noted experts share that view about all vaccines.NutriMedical founder Dr. William Deagle reported that 6-8% of Swine Flu DNA matches no virus on record. Kissinger’s scheme was to make birth control a prerequisite for US aid. He wanted the annual death rate doubled and for a population decline in the hundreds of millions by 2000. Nuremberg requires voluntary consent with full disclosure of known risks and avoidance of experimental treatments if there’s any reason to believe harm may result. The Fifth Amendment protects against abusive government authority in stating that No person shall….be deprived of life, liberty or property, without due process of law….The Eighth Amendment prohibits cruel and unusual punishments.Harming human health is cruel and abusive. Mandating suspect drugs violates Nuremberg, the US Constitution, and other protective laws. Whether they’ll be enforced is another matter.

Dispelling Vaccination Myths with Truths

Myth No. 1: Vaccines are safe-Under the 1986 National Childhood Vaccine Injury Act, VAERS (Vaccine Adverse Reporting System) was established. Annually, it reports about 11,000 serious vaccine reactions, including up to 200 deaths and many more permanent disabilities.Far more alarming is the following;– the FDA estimates that only 1% of serious adverse reactions are reported;– CDC says it’s 10%;– medical school students testified before Congress that they’re told not to report these incidents;– according to the National Vaccine Information Center (NVIC), only one in 40 New York doctors reported adverse vaccine reactions or deaths;– international studies show vaccines cause up to 10,000 US SIDS (Sudden Infant Death Syndrome) deaths annually, and at least half of them are from vaccines;– another study determined that 3000 US children die annually from vaccines;– poor reporting in America suggests that annual adverse vaccine reactions, in fact, number from 100,000 – one million;– since 1988, the government’s National Vaccine Injury Compensation Program (NVICP) paid families of affected children $1.2 billion in damages;– as authorized by the 2006 Public Readiness and Emergency Preparedness (PREP) Act, HHS Secretary Sebelius, granted drug companies legal immunity (except for impossible to prove willful misconduct) to proliferate dangerous, untested Swine Flu vaccines globally;– vaccines are legally mandated in all 50 US states, though legally avoidable in most (under normal circumstances) as explained below;– in settling vaccine damage suits, drug companies impose gag orders to keep vital information from the public; and– insurers refuse to cover adverse vaccine reactions because of the high potential liability they’d face.

Truth No. 1-Vaccinations cause high numbers of severe reactions, permanent disabilities, and deaths as well as an enormous personal and public cost. Virtually none of this gets reported.

Myth No. 2: Vaccines are very effective-Medical literature documents significant numbers of vaccine failures for measles, mumps, small pox, pertussis, polio and Hib-causing bacterial meningitis and pneumonia. In 1989, Oman experienced a widespread polio outbreak six months after completing a population-wide immunization program. In Kansas (in 1986), 90% of 1300 reported pertussis cases were “adequately vaccinated,” and 72% of Chicago pertussis incidents in 1993 had been as well.

Truth No. 2-Evidence shows that vaccinations are an unreliable and dangerous way to prevent illness and disease.

Myth No. 3: Low US disease rates are attributable to vaccines-From 1850 – 1940, well before mandatory vaccination programs, the British Association for the Advancement of Science reported a 90% decrease in childhood diseases due to improved sanitation and hygiene practices. By 1945, US medical authorities noted a 95% drop in deaths from the leading childhood infectious diseases (diphtheria, pertussis, scarlet fever and measles), well before mass-immunizations began. A recent WHO report found that third world disease and mortality rates had no direct correlation with immunization programs, but closely relate to hygiene and diet standards.

Truth No. 3-No evidence links vaccines with infectious disease declines. Proper hygiene and diet practices may be far more effective.

Myth No. 4: Sound immunization theory and practice prove the effectiveness of vaccines
Although vaccines stimulate antibody production, no evidence suggests that alone assures immunity. A 1950 British Medical Council-published study found no relationship between antibody count and disease incidence. Natural immunization involves many bodily organs and systems. Artificially producing antibodies can’t achieve it.Research also shows how squalene adjuvants harm the human immune system, making it susceptible to numerous illnesses and diseases ranging from very annoying to life threatening. In addition, the herd immunity notion of mass-immunizations effectiveness is largely discredited. Just the opposite is true as evidence shows that fully vaccinated populations have experienced epidemics numerous times in the past.Further, vaccine effectiveness remains scientifically unproven because no double blind studies have been conducted to do it. Significantly, recent disease outbreaks have affected more vaccinated children than unvaccinated ones. And the common practice of one size fits all is troublesome. It lets tiny new-borns get the same dosage as a five year old. It tolerates dubious quality control practices producing what’s known as Hot Lots – ones associated with disproportionately high death and disability rates.Shockingly, the FDA refuses to act preventatively against them. In fact, individual vaccine lots have almost never been recalled even when associated with severe adverse reactions. Instead, they’re administered under the assumption that all recipients respond the same, regardless of race, ethnicity, genetic makeup, or other characteristics.A recent New England Journal of Medicine-reported study found that a significant number of Romanian children receiving polio vaccine contracted the disease. Evidence linked antibiotic injections to it. One innoculation raised the polio risk eight-fold; two – nine shots, 27-fold, and 10 or more 182-fold.

New research may reveal other unknown hazards, but public safety won’t be addressed until government health officials act responsibly, report accurately, and adequately protect their populations from vaccines they never should allow.
Truth No. 4-Many supposed vaccine truths have, in fact, been proved false.

Myth No. 5: Childhood diseases are extremely dangerous-False. Even CDC data show a 99.8% pertussis recovery rate during the 1992-94 period. One Cincinnati Children’s Hospital infectious diseases expert said at the time: The disease was very mild, no one died, and no one went to the intensive care unit.Nearly always, childhood infectious diseases are benign and self-limiting. They usually impart lifelong immunity, whereas vaccine-induced immunization (when achieved) is only temporary.In fact, it can increase vulnerability later on by postponing better tolerated childhood illnesses until adulthood when death rates (though still low) are far higher. Most important is that nearly all common infectious diseases are rarely dangerous, and, in fact, can develop strong, healthy adult immune systems when they’re most needed. In addition, few people know that children who didn’t contract measles have a higher incidence of skin diseases, degenerative bone and cartilage ones, and tumors while ovarian cancer is higher among mumps-free adult women. The human immune system benefits from common childhood infectious diseases. Freedom from them may be harmful later on.

Truth No. 5-Childhood disease dangers are greatly exaggerated to scare parents into getting their children vaccinated with unsafe drugs.

Myth No. 6: Polio vaccinations were very successful-False again. In 1955, when the Salk vaccine was introduced, polio was considered the most serious post-war public health problem. A year later, six New England states reported sharp rises ranging from more than double in Vermont to a 642% increase in Massachusetts. Other states also were badly impacted enough for Idaho and Utah to halt immunizations due to increased incidence and death rates.In his 1962 congressional testimony, Dr. Bernard Greenberg, Biostatistics Department head at the University of North Carolina, reported sharp polio increases from 1957 to 1959 and a Public Health Service whitewash that suppressed it. In 1985, the CDC reported that 87% of US cases between 1973 and 1983 were caused by the vaccine. Later it added that it caused nearly all imported cases, and most of the victims were fully vaccinated.Further, misdiagnosing, poor reporting, and cover-ups suggest that the actual number of vaccine-associated paralytic polio (VAPP) cases may be 10 to 100 times higher than that cited by the CDC.
In 1977, even Jonas Salk admitted that mass inoculations caused most polio cases since 1961.

Truth No. 6-The Salk vaccine proved highly dangerous. Information about it was suppressed, and declines in the disease were well underway when mass-immunizations were begun. In Europe, they occurred in countries that used, then rejected the vaccine proving it was never needed in the first place. Showing also that the same is true for other diseases, including Swine Flu with the WHO and CDC admitting that most cases are mild, unthreatening, and generally pass without treatment, let alone risking dangerous unneeded vaccines.

Myth No. 7: Lack of an initial adverse reaction proves vaccines are safe-Documented long-term health problems include arthritis, chronic headaches, rashes indicative of disease, non-healing skin lesions, seizures, autism, anemia, multiple sclerosis, ALS, cancer, and many others. Ingredients common to all vaccines are at issue. Squalene adjuvants are a biological time bomb that can harm or destroy the human immune system.Other ingredients are known toxicants and carcinogens, including thimersol (a mercury derivative), aluminum phosphate, formaldehyde, phenoxyethanol, and numerous gastrointestnal toxicants like liver toxicants, cardiovascular and blood toxicants, and reproductive toxicants. Chemical ranking systems rate many vaccine ingredients among the most hazardous substances known, even in microscopic doses.Millions of children (and adults) are partaking in an enormous crude experiment, and no sincere, organized effort is being made to track the negative side effects or to determine the long-term consequences.Dr. Bart Classen’s epidemiological research found vaccines as the cause of 79% of insulin type I diabetes cases in children under 10. The sharp rise in numerous other diseases may also be linked with mass-immunizations. California’s autism rate skyrocketed 1000% in the last 20 years. In the 1990s, MMR vaccine usage in Britain (for measles, mumps and rubella) occurred at the same time autism rose sharply. The January 2000 Journal of Adverse Drug Reactions reported that no adequate testing was done, so the vaccine never should have been licensed. The Autism Society says: Autism is a complex developmental disability that typically appears during the first three years of life and is the result of a neurological disorder that affects the normal functioning of the brain….According to the CDC and National Vaccine Information Center, one in every 150 US children develop the disease. Tens of millions are affected worldwide, making it more common than pediatric cancer, incurable type 1 (juvenile-onset) diabetes and AIDS combined. In the early 1940s, prior to mass immunizations, autism was so rare that few doctors ever encountered it. Today it’s a global pandemic.

Truth No. 7-Long-term vaccination reactions have been suppressed and ignored in spite of the alarming correlation between their use and the rise of autoimmune and other diseases. Vaccines aren’t for protection. They’re for profit and other nefarious purposes. Avoiding them is essential to protecting human health and well-being.

Myth No. 8: Vaccines are the only available disease prevention option-Historically, homeopathy has proven many times…more effective than allopathic (conventional) medicine in the treatment and prevention of disease.During the 1849 US cholera outbreak, homeopathic hospitals documented a 3% death rate compared to 48 – 60% in conventional ones. It’s as true today, and recent epidemiological studies show homeopathic remedies far superior to vaccines in preventing diseases. They’re safe, effective, and toxin and side effect-free, yet most insurers won’t cover them.

Truth No. 8-Alternative treatments and remedies have been safe and effective for generations, yet the medical establishment and governments attack and spurn them.

Myth No. 9:Vaccinations are legally mandated and unavoidable…All states require them. However, laws vary by state, legal exemptions exist, and all states offer one or more of the following:– all states allow medical exemptions for persons susceptible to adverse reactions; parents can cite this for their children based on family history;
– 48 states offer religious exemptions but may require membership in an established religious organization; according to federal precedent, personal religious beliefs may be sufficient for a religious exemption regardless of which religious organization you belong to, or whether or not you belong to an organized religion at all;in addition, the Supreme Court defined religion broadly for legal purposes; and
– 17 states allow philosophical or personal exemptions.All public and private schools must comply with federal and state vaccination laws and permit legal exemptions.

Truth No. 9-Some vaccines are mandated, but most, perhaps all, US citizens may use legal exemptions to avoid them. In a recent article, however, Phillips states: All non-medical exemptions in the US are ultimately provided conditionally. That is, states have the right to require immunization for everyone, legally exempt or not, during an (emergency) outbreak, other than (for) those with medical exemptions.

Myth No. 10: Governments place public health concerns above all others-Vaccination history shows documented instances of deceit portraying vaccines as mighty disease conquerors, when in fact vaccines have had little or no discernible impact – or have even delayed or reversed – pre-existing disease declines….Conflicts of interest are the norm in the vaccine industry.Government agencies like the FDA and CDC are stacked with corporate officials who return to high-paying industry jobs provided they place profit considerations over public health and safety.In November 2000, concern over this and adverse reactions got the American Association of Physicians and Surgeons (AAPS) to pass a unanimous resolution at its 57th meeting calling for a moratorium on mandatory childhood vaccinations and for doctors to insist on truly informed consent for (their) use….In October 1999, Dr. Bart Classen, founder and CEO of Classen Immunotherapies, told Congress:It is clear….that the government’s immunization policies are driven by politics and not by science. I can give numerous examples where employees of the US Public Health Service….appear to be furthering their careers by acting as propaganda officers to support political agendas. In one case….employees of a foreign government, who were funded and working closely with the US Public Health Service, submitted false data to a major medical journal. The true data indicated the vaccine was dangerous; however, the false data indicated no risk.

Failure to conduct them proved devastating to the health and well-being of recipients and still does today. Besides, all vaccines are unsafe and some are extremely dangerous.US military forces receive many or all of the following vaccinations:– three shots for hepatitis B;– two for hepatitis A;– annually for influenza so all military personnel will get Swine Flu shots;– all military personnel must have documented proof of receiving MMR vaccines for measles, mumps and rubella; those without them them get single doses;– two varicella (chicken pox) shots;– smallpox doses every ten years;– three for polio for adults never vaccinated; those fully vaccinated get a booster shot;– tetanus-diphtheria and pertussis vaccinations for personnel who haven’t have them in the past 10 years;– tetanus every 10 years;– typhoid vaccinations in either oral or injectable forms;– a multiple dose series for anthrax;– yellow fever every 10 years in some cases;– three for rabies and later boosters;– tuberculosis screening and shots;– single pneumococcal doses; – meningococcal vaccinations every five years before deployment to certain regions; and

We have observed some cases, few to be sure, in El Paso and close to McAllen, Texas,said Maria Teresa Cerqueira, head of the Pan-American Health Organization office in La Jolla, California.Cases of A(H1N1) that were resistant to the anti-viral medicine have now been found in the United States, Canada, Denmark, Hong Kong and Japan.Experts had gathered in La Jolla on Monday to discuss the response to the outbreak, and warned that resistant strains were likely emerging because of overuse of antivirals like Tamiflu.In the United States Tamiflu is sold with a prescription, but in Mexico and Canada it is sold freely and taken at the first sneeze. Then, when it is really needed, it doesn't work,said Cerqueira.The Tamiflu-resistant cases were reported as South Africa and India both announced their first fatalities from the A(H1N1) virus, which emerged in Mexico in April and has since spread worldwide, gaining pandemic status.In South Africa, health authorities said Ruan Muller, a 22-year-old student at Stellenbosch University near Cape Town, had died after contracting the virus.He died on the 28th (of July), but there had to be some testing done to ensure the cause of death. It was the A(H1N1) influenza, said Fidel Hadebe, spokesman for South Africa's Department of Health.With the world's highest number of HIV/AIDS-affected people -- nearly 19 percent of a 49-million-person population -- South Africa is considered particularly at risk because people with compromised immunity are more likely to fall prey to the disease.

South Africa's swine flu caseload has increased fourfold since the country's first case was reported on June 14. The government has said its stockpile of Tamiflu will only be used for the seriously ill, but that schools may also be closed on a case-by-case basis.In India, authorities said a 14-year-old girl in the western city of Pune became the country's first fatality from the virus.The teenager first felt unwell on July 21, complaining of a sore throat, runny nose and headaches. She returned to school the following day after the general symptoms improved, the Ministry of Health and Family Welfare said.She then developed a fever again on July 25 and two days later was admitted to a private clinic for treatment. She was put on a ventilator in an intensive care unit and was treated with Oseltamivir, a generic brand of Tamiflu.

Her condition deteriorated again with multi-system involvement and (she) expired on the evening of 03.08.09, the ministry said in a statement.Meanwhile, the Russian state health agency warned the country's football fans to stay away from the national team's World Cup qualifying tie with Wales in Cardiff on September 9.This would be an extremely unnecessary and inappropriate undertaking at a time of a flu epidemic, the head of Russia's state health agency Gennady Onishchenko said, according to local news agencies.Onishchenko expressed fear that the expressions of emotion on the part of football fans involving intense shouting could lead to the airborne transmission of the flu virus.Russia has to-date been relatively spared by the swine flu pandemic, with just 55 confirmed cases in the country. The massive preparation of government for what they say is an imminent pandemic this fall, triggered my memory of images of riots, quarantines, and mass graves that appeared in a made-for-TV movie about a pandemic flu outbreak. During sweeps, in prime time on May 9, 2006, ABC aired, Fatal Contact: Bird Flu in America.The sensationalized movie, follows an American businessman who represents the first human to human transfer of the H5N1 Avian flu virus in Hong Kong. After contacting it from a worker in a shipping factory, he flies back home and later succumbs to the virus, becoming patient zero in America. Although it was a TV movie from three years ago, I still had memory of it. This is the very essence of predictive programming, suppressed memories of a situation that has been implanted through the use of Hollywood movies and television shows. The subject matter of the show will present a crisis that the public hasn’t been faced with, then present specific reactions that will subconsciously affect the viewers reasoned response if such an event occurs in the real world.The fear effect of the movie was so strong the Department of Health and Human Services created an online viewer’s guide and Q&A for the film. The governments response depicted in the film is pretty accurate, except for the fact that this pandemic is killing in the hundreds of thousands by week four. Another fear trigger throughout the movie, is a fun little counter that quickly scrolls the number of deaths weekly.Several scenes show people scrambling to hospitals for Tamiflu as the stockpiles dwindle. The nurses accurately point out that it doesn’t work for the virus due to a mutated resistant strain from the over medication of the antiviral. This presents another image of people in a state of panic wanting, and needing the antiviral, even though it doesn’t work. This is also true today, during the last flu season a Tamiflu resistant strain emerged. There has also been recent cases of swine flu that demonstrate resistance to the antiviral.

Behind the scenes watching the government operate, we hear several subordinates bring up the fact that the vaccine won’t work even when they receive it, but leaders such as the HHS secretary and governor respond by saying statements like; that’s not the point and so, it gives the people hope. These are ridiculous and dangerous statements, since the vaccines could be potentially as deadly and cause a mutation to occur. As we previously reported, health officials from the U.S. and the WHO, overseeing the clinical tests, state that the fast-tracked H1N1 vaccines will not be tested for safety and are potentially unsafe.The quarantine meme was real strong throughout the movie, the governor of Virginia, the location of the first case, sealed himself and his entire administration in a bio-secure environment. The family of patient zero was also immediately quarantined after the husband died, and subsequently the entire neighborhood. The movie also presented some racial aspect by having the governor quarantine the predominately minority sections of the state. The plan of forced quarantines are very real, with provisions for fines up to $250,000 and a year in jail for non-compliance.The most disturbing parts of the film are the scenes covering the mass graves. Governments in China and the U.S. begin mass graves and incineration, that has the look of a Nazi death camp. The bodies were treated like trash, and there was no reason for all of the slow dramatic panning and extended shots of the carnage, this is obviously a specific image that the producers wanted plant in you psyche. Complete fear, the realization that no one will bury you, no service, no family, no kind words or reflective thoughts, just fire. Given this gruesome aspect of the film, the HHS felt it was necessary to address the matter in their Q&A.What will be done with the overwhelming number of deceased bodies if we have a severe, 1918-like pandemic as was depicted in the film? Addressing the possibility of a large number of deceased individuals in a pandemic is one of our top pandemic planning priorities. Currently, we are working on modeling studies to try to determine as clearly as we can what we could possibly expect in terms of numbers of deaths over the course of several pandemic waves. Until these studies are done, we won’t be able to speculate on details of what we might or might not expect. We expect this work to be done in the next few months.

Regardless of whatever estimates are developed, it is highly unlikely that in the 21st Century in the U.S. that we would ever resort to mass graves. We are working with many government agencies (e.g., VA) as well as the private sector (e.g., the funeral industry, the cemetery industry) to develop guidance for states, local communities and others that maintains the dignity of the deceased, honors family wishes, and respects religious and social customs.So they say no mass graves in the 21st Century? This is a complete fabrication, FEMA has contracted several mass grave locations, mass coffins that can fit multiple cadavers and incinerators. The UK has also announced the use of such crude methods as well as catacombs and inflatable mortuaries. This has been documented by several researches who have tracked FEMA’s roll during martial law, terrorism, natural disasters and biological pandemics.One response that is being touted for the swine flu that doesn’t show up in the film is the threat of forced vaccinations. Several governments are hinting at making the H1N1 vaccine mandatory, priming the public with a pre-pandemic vaccine that is not based on the fall outbreak if it occurs. Instead, the film makes you want to take the vaccine, by presenting the idea of shortages and making France the bad guy for not sharing the vaccine patent to the U.S.. This ends up causing civil unrest and bands of renegades begin blocking shipments of vaccines in order to steal them. This is another false reality being driven into your subconscious, making you want the untested and potentially fatal shots more.Presenting this idea in the movie, justifies the governments push to have military on the streets operating as a domestic police force. The reaction that is being programmed is that troops on the streets are good, and they are helping us by fighting the evil renegades who are stealing the vaccines, which they admit won’t work. In actuality, the military will be working during the pandemic to administer vaccinations, possibly through home interventions and other point of distribution (POD) centers like Walmart. So the idea of people not wanting to take the shots, running away from the military was not presented, even though it is a reaction that many viewers will have in that situation.

Eventually society collapses, with food shortages, power blackouts, people walking off their job, and overran hospitals. After the government ran neighborhood internment camps stop giving the supplies to the people and basically bail, the people start thinking independently, and begin working together as a community to get through it. A mom begins to use common sense methods to break the flu that her son contracts. At the end of the movie, the virus outbreak plateaus at over 20 million deaths. But wait, it mutates in another far off African village and now it’s hundred percent fatal. You are then shown the birds flying in the air across the water with the death counter spinning like a slot machine. So now you are left with your own nightmarish ending that cements the programming by having you envision it yourself.

The Obama administration’s offensive against the Second Amendment has begun.As was predicted, the strategy uses international law to create a foundation for repressive and extreme gun control. The mechanism is an international treaty, the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives and Other Related Materials.If the plan succeeds, police sales of confiscated firearms would be prohibited, and anyone who reloads ammunition at home would need a federal license. In addition, the treaty would create an international law requirement that almost every American firearm owner be licensed as if he were a manufacturer.Founded in 1948, the Organization of American States (OAS) includes all of the independent nations of the Western Hemisphere. (Cuba’s participation has been suspended since 1962.) In 1997, President Clinton signed a gun control treaty, which had been negotiated by OAS. Subsequently, neither he nor President George W. Bush sent the treaty to the United States Senate for ratification. The treaty is commonly known as CIFTA, for its Spanish acronym, Convención Interamericana Contra La Fabricación Y El Tráfico Ilícitos De Armas De Fuego, Municiones, Explosivos Y Otros Materiales Relacionados. The document is called a convention rather than a treaty because convention is a term of art for a multilateral treaty created by a multinational organization.At the OAS meeting in April 2009, President Obama said that he would send CIFTA to the U.S. Senate and urge ratification. The White House claimed that the convention was merely an expression of international goodwill, and that it had been negotiated with the participation of the National Rifle Association.Both statements were false.

In the United States, it is common for police and sheriffs’ departments to sell confiscated firearms to federally licensed firearm dealers (FFLs). The FFLs then resell the guns to lawful consumers. Of course, when any FFL sells a gun to a customer, the sale must be approved by the National Instant Check System, or its state equivalent.Police and sheriff sales of confiscated guns would be outlawed by CIFTA which mandates: “State Parties shall adopt the necessary measures to ensure that all firearms, ammunition, explosives, and other related materials seized, confiscated, or forfeited as the result of illicit manufacturing or trafficking do not fall into the hands of private individuals or businesses through auction, sale, or other disposal.Another target of CIFTA is reloading. The millions of Americans who reload include competitive target shooters, hunters, trainers who want to craft milder ammunition for beginners and many other hobbyists who enjoy making things themselves and saving money. Due to the present shortage of ammunition, more and more people are taking up reloading—so many that reloading equipment manufacturers are having difficulty keeping their products in stock.Reloading is entirely lawful in every state, and no state requires a specific permit for those reloading ammunition. CIFTA, however, declares that illicit manufacturing is the manufacture or assembly of firearms, ammunition, explosives, and other related materials” that takes place without a license from a competent governmental authority of the State Party where the manufacture or assembly takes place.Thus, either the federal government or all 50 state governments would have to enact legislation to impose reloading licenses, and to define unlicensed reloading as crime. According to Article IV of CIFTA, State Parties that have not yet done so shall adopt the necessary legislative or other measures to establish as criminal offenses under their domestic law the illicit manufacturing of and trafficking in firearms, ammunition, explosives, and other related materials.The Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) charges $10 per year for a license to manufacture most ammunition. Also under existing law, the premises of firearms and ammunition manufacturers may be inspected without notice once per year by the BATFE, and an unlimited number of times in cases involving a criminal investigation. Thus, anyone who reloads ammunition would be taxed and subject to home inspection by the federal government.Reloaders are not the only ones who would be required to have a manufacturing license. So would every company or individual that makes any part of a firearm or an accessory. In fact, so would almost every firearm owner in the nation.CIFTA Article I requires licensing for the manufacture of other related materials.These are defined as any component, part, or replacement part of a firearm, or an accessory which can be attached to a firearm.

That definition straightforwardly includes all spare firearm parts. It also includes accessories that are attached to firearms, such as scopes, ammunition magazines, sights, recoil pads, bipods and slings.Current U.S. law requires a license to manufacture a firearm, with a firearm being defined as the receiver—no federal license is needed to make other parts of a firearm, such as barrels or stocks.But CIFTA’s plain language requires federal licensing of the manufacturers and sellers of barrels, stocks, screws, springs and everything else that is used to make firearms.

Likewise, the manufacture of all accessories—such as scopes, sights, lasers, slings, bipods and so on—would have to be licensed.In the United States, the manufacture of a firearm or ammunition for one’s personal use does not require a license, since the licensing requirements apply to persons who engage in the business by engaging in repeated transactions for profit. (18 U.S. Code sect. 923(a).) Yet CIFTA would require licensing for everyone.Many, perhaps most, firearm owners occasionally tinker with their guns. They might replace a worn-out spring, or install a better barrel. Or they might add accessories such as a scope, a laser aiming device, a recoil pad or a sling. All of these simple activities would require a government license. The CIFTA definition of Illicit manufacturing is the manufacture or assembly of firearms, ammunition, explosives, and other related materials.(Emphasis added.)Even if putting an attachment on a firearm were not considered in itself to be assembly, the addition of most components necessarily requires some assembly; for example, scope rings consist of several pieces that must be assembled. Replacing one grip with another requires, at the least, the use of screws.Because the definition of manufacturing is so broad, nearly all gun owners would eventually be required to obtain a manufacturing license. CIFTA mandates that State Parties that have not yet done so shall adopt the necessary legislative or other measures to establish as criminal offenses under their domestic law the illicit manufacturing of and trafficking in firearms, ammunition, explosives, and other related materials … the criminal offenses established pursuant to the foregoing paragraph shall include participation in, association or conspiracy to commit, attempts to commit, and aiding, abetting, facilitating, and counseling the commission of said offenses.Yet the preamble of CIFTA says: this Convention does not commit State Parties to enact legislation or regulations pertaining to firearms ownership, possession, or trade of a wholly domestic character.Does the preamble negate the comprehensive licensing system that CIFTA demands? Not really. The exemptions are for ownership, possession, or trade. There is no exemption for manufacturing. As detailed above, manufacturing is defined broadly enough as to include the home manufacture of ammunition, as well as repair of one’s own firearm, or assembling an accessory for attachment to one’s firearm.

Notably, even if CIFTA were read so that the does not commit language also pertained to manufacturing, there is nothing that prevents a state party from choosing to enact manufacturing regulations.The nations that have ratified CIFTA so far have not necessarily fully implemented the literal requirements of language regarding firearms and related material manufacturing. It is hardly unusual for nations to make a show of ratifying a treaty, but then do little to carry out the treaty’s requirements. However, in a culture such as the United States, with a strong commitment to the rule of law, CIFTA might have greater practical effect.If ratified by the Senate, CIFTA would become the law of the land. Would the BATFE then be empowered to write regulations implementing the convention—without waiting for Congress to pass a new statute? If a treaty is “self-executing,” then it is an independent source of authority for domestic regulations. By traditional views of international law, CIFTA is not self-executing, since its language anticipates that ratifying governments will have to enact future laws to comply with CIFTA.On the other hand, CIFTA does not explicitly declare itself to be non-self-executing. Harold Koh, who has been nominated as legal adviser to the U.S. Department of State, has challenged the doctrine of so-called self-executing treaties and argues that the Supreme Court decisions creating the doctrine are incorrect. (100 Yale Law Journal, pages 2360-61, 2383-84; see also 35 University of California at Davis Law Review, page 1111 n. 114; 35 Houston Law Review, page 666.)Rather, Koh writes, legislatures should ratify treaties with a presumption that they are self-executing.Further, domestic courts should construe domestic statutes consistently with international law and should employ international human rights norms to guide interpretation of domestic constitutional norms.(106 Yale Law Journal, page 2658 n. 297.) As detailed in last month’s issue of America’s 1st Freedom, Koh considers stringent gun control to be a very important international human right (July 2009, p. 32).In Koh’s view, even when Congress has not created a statute to implement a treaty, courts should recognize a right of private plaintiffs to bring lawsuits under the treaty. (100 Yale Law Journal, pages 2383-84.) Thus, Koh and his allies could argue that Senate ratification of CIFTA trumps the 2005 Protection of Lawful Commerce in Arms Act, which outlaws abusive lawsuits against gun manufacturers and stores.Suppose that the Senate, when ratifying CIFTA, added specific reservations declaring that CIFTA is not self-executing, that CIFTA authorizes no additional regulations and that CIFTA does not authorize any new lawsuits. The United States executive branch, under Koh’s guidance, might ignore the reservations. When the Senate added a reservation to another treaty, Koh wrote, Many scholars question persuasively whether the United States declaration has either domestic or international legal effect.(111 Harvard Law Review, pages 1828-29 n. 24.)Ultimately, the question of whether BATFE can promulgate regulations under CIFTA might be decided in court cases. One way for a court to resolve the issue would be to acknowledge that federal statutes already authorized regulation of manufacturing, and that CIFTA, as the latter-enacted law, simply expanded the definition of manufacturing so that the licensing requirement now applies to persons who are not engaged in the firearm business, and to manufacture or assembly of firearms attachments and spare parts.

It is not hard to foresee Obama-appointed federal judges upholding massive new BATFE gun control regulations, especially when Secretary of State Hillary Clinton, and the State Department’s top legal adviser (Harold Koh) insist to the courts that the expanded federal regulations are necessary for the United States to comply with its international law obligations.CIFTA does not specifically require gun registration. But once you impose manufacturing licenses, registration comes along for the ride. Existing federal regulations for manufacturers of firearms and ammunition require that manufacturers keep records of all products they produce, and these records must be available for government inspection.Thus, those who reload ammunition would have to keep records of every round they made, and gun owners would have to keep a record of everything they assembled (e.g., putting a scope on a rifle). These records would then be open to BATFE inspection.Earlier this year, U.S. Rep. Bobby Rush, D-Ill., (formerly a gun criminal for the terrorist group The Black Panthers), introduced H.R. 45, to set up a national licensing and registration system for handguns and for self-loading long guns. As implemented under the direction of President Obama, Secretary of State Clinton and State Department legal adviser Koh, CIFTA could go even further—it also covers ammunition reloading as well as long guns that are not semi-automatic.

Further, CIFTA could be used to impose national licensing, registration and taxation of gun owners without members of Congress having to cast a vote that explicitly creates such laws. Indeed, because treaties need to be ratified by two-thirds of the Senate, yet need no approval from the House of Representatives, the House could be cut out of the law-making process altogether.

New Nato chief pledges to fix relations with EU

EUOBSERVER / BRUSSELS – Nato's new secretary general Anders Fogh Rasmussen wants to improve the alliance's practical co-operation with the European Union by trying to persuade Greek and Turkish leaders to set aside their bilateral disputes blocking the interaction of the two organisations. We all know that there are other obstacles towards an improved co-operation between Nato and the EU. This is a priority for me, to get rid of these obstacles,Mr Rasmussen said on Monday (3 August) during his first press conference as secretary general of the North-Atlantic Treaty Organisation (Nato). He formally took over the post on 1 August.His predecessor conceded a month ago his disappointment over the lack of a strategic partnership between the two organisations both located in Brussels and sharing 21 of the EU's 27 and Nato's 28 members.The main sticking point in EU-Nato relations is the unresolved status of the Mediterranean island of Cyprus. Its southern, Greek-Cypriot part, is a member of the EU, while the northern Turkish dominated part of the island is only recognised as an independent state by Ankara. As a result, Greece, Cyprus and Turkey refuse to allow the EU and Nato to share security information.Mr Rasmussen on Monday said Greece and Turkey would be among the first Nato members for him to visit this month, and obviously this issue will be one of my focal points.

The Dane hailed France's return to the military structures of the alliance earlier this year and was confident that this decision will definitely facilitate a process towards strengthening co-operation between Nato and the EU.He also pledged to draw on his network of EU leaders he knows very well as a a former Danish premier in the past eight years in order to make the two organisations work together properly.Mr Rasmussen's task will be to chair Nato meetings and co-ordinate the decision-making process among member states, as well as the drafting and negotiating of a new strategic concept for the alliance. The new document, to be adopted by member states next year in Lisbon, would upgrade the security priorities of Nato, taking into account new threats such as terrorism, piracy, energy disruptions and climate change.

The new Nato secretary general will be advised by a group of 12 experts, chaired by former US secretary of state Madeleine Albright and Jeroen van der Veer, former CEO of Royal Dutch Shell.An online discussion forum was also launched on Monday, with Mr Rasmussen stressing that he wanted to assure everyone who shares their views with us, that they will be heard.

Mending ties with the Arab world

Dialogue with the Arab world was of particular importance to the new secretary general, who announced that he would meet in person with each ambassador of the 11 partners in Northern Africa and the Middle East, in an effort to mend ties after the so-called cartoon row back in 2005 when he was prime minister of Denmark. Mr Rasmussen became embroiled in a dispute with Muslim countries outraged by the publication in a Danish newspaper of cartoons depicting the prophet Mohammed. As a premier, he refused to take any government actions against the paper and cited freedom of expression as one of the founding elements of democracy.Nato has invited Algeria, Bahrain, Egypt, Israel, Jordan, Kuwait, Mauritania, Morocco, Qatar, Tunisia and the United Arab Emirates to work more closely with it on security in two groups known as the Mediterranean Dialogue and Istanbul Co-operation Initiative.Let me assure the governments and people that I am fully committed to building stronger relations with them on the basis of mutual respect, understanding and trust, Mr Rasmussen said.

No dreams about Russia

Strained after the Georgian war a year ago, Nato-Russia relations would be one of Mr Rasmussen's main priorities, he said.Now, I'm not a dreamer, Mr Rasmussen admitted. It is obvious that there will be fundamental issues on which we disagree. We have to insist, for example, that Russia fully complies with its international obligations, including respecting the territorial integrity and political freedom of its neighbours,he said in reference to the Russian military presence in Georgian breakaway provinces Abkhazia and South Ossetia, which Moscow has recognised as independent countries.But we can not let those areas of disagreement poison the whole relationship,he added.Nato froze ties with Russia after the war in August last year, but re-started formal co-operation in spring.Regarding Ukraine and Georgia's prospects of becoming Nato members - another sticking point in Nato-Russia relations -Mr Rasmussen said that either country can join once it fulfills the criteria, but neither has done so yet.I consider it a very important challenge to convince the Russian people and leadership that Nato is really not an enemy,he explained.

EUOBSERVER / BRUSSELS - The European Union's population is set to reach the 500 million mark in 2009, new figures from Eurostat, the bloc's statistics agency, showed on Wednesday (3 August).On 1 January 2009 the population was estimated to stand at 499.8 million, compared with 497.7 million on 1 January 2008.The EU population has been on the rise since 2004 due to an increase in birth rates combined with annual immigration of between 1.5 and 2 million people.Last year, 5.4 million babies were born in the 27 EU member states, which translates as 10.9 per 1,000 inhabitants.Only in Germany fewer children were born in 2008 than in previous years (8.2 per 1,000 inhabitants in 2008 compared to 8.3 in 2007). Outside the EU, Turkey also saw a significant drop in its birth-rate (from 19.4 in 2007 to 17.9 in 2008).Ireland still holds the record as the most fertile EU country (16.9 per 1,000 inhabitants) followed by France (13.0), the UK (12.9), Estonia (12.0), Sweden (11.9) and Denmark (11.8).At the other end, Germans are making the fewest babies. Austria had the second lowest birthrate in the EU (9.3) and despite the Italians' reputation for romance, the country had the third lowest figure (9.6).At the other end of the scale, the EU27 deathrate was stable at 9.7 deaths per 1,000 inhabitants in 2008, the same as in 2007.

Bulgaria has the highest deathrate among member states (14.5), followed by Latvia (13.7). The lowest deathrates were recorded in Ireland, Cyprus and Turkey (6.4).
Germany is still by far the most populous EU country with 82 million inhabitants on 1 January 2009, followed by France (64 million), the UK (62 million) and Italy (60 million).On immigration, Luxembourg welcomed the most newcomers per capita (15.8 per 1,000 inhabitants), followed by Slovenia (9.6), Spain (9.1) and Italy (7.3). Athens, Ga. – Since it was introduced in February, Representative Ron Paul's Audit the Fed bill (H.R. 1207) has gained 282 congressional cosponsors. If adopted, the bill would allow the Government Accountability Office to review, not only the Federal Reserve's balance sheet, but its recent monetary policy deliberations and transactions.Fed Chairman Ben Bernanke opposes the plan, saying it would undermine the Fed's hallowed independence.But Mr. Paul, a noted libertarian who ran for president last year, also wants to keep the Fed out of Congress's clutches – by scrapping it altogether. That's the goal of his follow-up Federal Reserve Board Abolition Act (H.R. 833). Although that measure has yet to gain a single cosponsor, it has plenty of grass-roots support, and Paul hopes that members of Congress will jump on the bandwagon once their eyes are opened by a no-holds-barred audit.Wacky stuff? Well, if not having a ghost of a chance is enough to make a bill bonkers, Paul's measure probably qualifies. But that doesn't mean you've got to be crazy to believe that the US economy would be better off without the Fed.The Fed's apologists suggest otherwise, of course. They note that the US spent nearly half the years between 1854 to 1913 in recession, as opposed to just 21 percent of the time since the Fed's establishment in 1913. Who would want to go back to those bad old days?

But consider: the US economy has actually grown less rapidly since 1914 than it did before. And inflation has been much worse, despite both the Civil War, which featured the nation's worst inflation, and the Great Depression, which featured its severest deflation! What's more, the frequent downturns before 1914 were due, not to the lack of a central bank, but to foolish government regulations. Topping the list were bans on branch banking, initiated by state governments and then incorporated into federal banking law. The bans propped up thousands of undercapitalized and under-diversified banks – banks unfit to survive major local shocks, let alone macroeconomics ones. They also caused bank notes – competitively supplied counterparts of today's Federal Reserve notes – to trade at discounts whenever they traveled far from the solitary offices of banks that issued them.During the Civil War, state bank notes were taxed out of existence to make way for those of new national banks. Because national banks had to accept one another's notes at full value, their currency was uniform. But national bank notes had to be backed by government bonds. That requirement, designed to bolster the Union's finances while the war raged on, proved disastrous afterward, when government surpluses led to a halving of the federal debt, and to a corresponding shortage of bonds for securing bank notes. The resulting currency panics – in 1873, 1884, 1893, and 1907 – prompted the Fed's establishment.But they didn't have to. Until 1907, prominent reformers favored simply abolishing Civil War-era restrictions on banks' freedom to issue notes and allowing all banks to branch nationwide to ease the mopping-up of unwanted paper money.They drew inspiration from Canada, where a similar asset currency arrangement had been working smoothly for decades. Between the panic of 1893 and that of 1907, Congress considered more than a dozen asset currency measures But none got anywhere, thanks to local bankers' determination to block any proposal for branch banking that would threaten their cozy monopolies.It was only once these deregulatory efforts failed that reformers fell back on the plan of establishing a central reserve bank.The resulting Federal Reserve Act was, in essence, merely a plan to allow 12 new banks to do what other banks were prevented from doing themselves, namely, establish branch networks and issue currency backed by commercial assets.

But the Federal Reserve plan proved to be a poor substitute for deregulation. By granting monopoly privileges to the Federal Reserve banks, it allowed them to inflate recklessly: By 1919, the US inflation rate, which had cleaved close to zero ever since the Civil War, was close to 20 percent! Yet the Fed was also capable of failing to supply enough money to avert crises. The first downturn over which it presided – that of 1921 – was among the sharpest in US history. Still it was nothing compared to the unprecedented monetary contraction of 1929-1933.Would asset currency have been any better? Canada's was: Between 1929 and 1933, for instance, 6,000 US banks failed, and a third of the US money stock was wiped out. In contrast, and despite a fixed Canadian-US dollar exchange rate, Canada's money stock shrank by just 13 percent, and no Canadian bank failed. Notwithstanding this superior outcome, the Canadian government itself abandoned asset currency in favor of central banking in 1935, to placate a growing Canadian movement for easy money.So a call to end the Fed would have been anything but crazy in 1934. Three-quarters of a century and a dozen crises later, there are plenty of grounds for insisting that it hasn't gotten any crazier.

A trade group said American manufacturing might improve next month for the first time since early 2008.Japan's benchmark Nikkei 225 index was up 44.53, or 0.4 percent, at 10,396.92, while Hong Kong's Hang Seng index added 6.51 points, or less than 0.1 percent, to 20,813.77 in back and forth trade. South Korea's Kospi rose 0.1 percent to 1,566.57.Investors are in an even more upbeat mood because of the very strong performance on Wall Street, said Dariusz Kowalczyk, chief investment strategist for SJS Markets in Hong Kong.China's Shanghai Composite Index bucked the regional trend, falling 23.21, or 0.7 percent, to 3,439.38, led by banks after regulators announced a review of capital adequacy as they try to cool a credit boom. China's biggest lender, Industrial & Commercial Bank of China Ltd, lost 2 percent while Bank of China Ltd. was down 1.9 percent.The regulator's documents would further squeeze the profits of banks. WASHINGTON – Bank of America Corp. has agreed to pay a $33 million penalty to settle government charges that it misled investors about Merrill Lynch's plans to pay bonuses to its executives, regulators said Monday.In seeking approval to buy Merrill, Bank of America told investors that Merrill would not pay year-end bonuses without Bank of America's consent. But the Securities and Exchange Commission said Bank of America had authorized New York-based Merrill to pay up to $5.8 billion in bonuses.

That rendered a statement Bank of America mailed to 283,000 shareholders of both companies about the Merrill deal materially false and misleading, the SEC said in a statement.Bank of America agreed to pay $33 million to settle the charges without admitting or denying the allegations. The settlement is subject to court approval.
Bank of America believes that the settlement ... represents a constructive conclusion to this issue,company spokesman Scott Silvestri said in an e-mailed statement.New York Attorney General Andrew Cuomo, who referred the case to the SEC in April, said his investigation is continuing. Bank of the West reported a $143.1 million loss for its second quarter, extending a sour year for the San Francisco-based bank. The loss for Bank of the West was driven to a great extent by the company setting aside significant sums to cover losses on bad loans. The red ink was detailed in a regulatory filing by the bank with the Federal Deposit Insurance Corp.The $143.1 million loss for the quarter that ended in June comes on top of $85 million in losses that it reported for its first quarter ending in March.That is a disturbing number, said Michael Yoshikami, president and chief investment strategist with Walnut Creek-based YCMNET Advisors, a financial services firm. You have to wonder if this is the beginning of more trouble.Officials with Bank of the West declined to comment. The bank is in a quiet period ahead of an upcoming earnings report by France-based BNP Paribas, one of whose subsidiaries, BancWest, owns Bank of the West and First Hawaiian Bank. Bank of the West during the April-June quarter set aside $342 million in provisions for loan losses, the regulatory filing showed. That was on top of $341 million the bank set aside for such provisions in the January-March. These are considered significant because it shows the bank is seeking to harbor sufficient cash as a buffer and precaution against delinquent loans.Besides the provisions for loan losses, the bank also experienced some one-time items related to taxes that contributed to the red ink. In addition, this year, the FDIC is charging banks certain one-time assessments that can be considerable sums of cash.

On Monday, the contract rose $2.13 to settle at $71.58.Traders have brushed off evidence of weak crude demand and rising inventory levels, instead focusing on improving macroeconomic indicators.A report Monday from the Institute for Supply Management, a trade group of purchasing executives, said U.S. manufacturing activity should increase next month for the first time since January 2008. Also, the Commerce Department said construction spending rose in June.The positive economic news has emboldened investors to bid up stocks and oil. Banks in the euro area have relaxed restrictions on borrowers from companies and households, while demand for home loans has surged for the first time since early 2006, a fresh survey by the European Central Bank has found.These developments confirm a turning-point,the Frankfurt-based bank commented on the change in bank loan behaviour in the 16-member eurozone.The report, published on Wednesday (29 July), notes that out of the 118 banks in the euro area, just 21 percent continued to tighten credit to businesses in the second quarter compared to 41 percent earlier this year and even more so in late 2008.The most important driving forces for the net tightening in the euro area continued to be expectations regarding general economic activity...for which however the net tightening also declined considerably in the second quarter of 2009, it said.The banks' unwillingness to lend money came in tandem with the financial crisis but was consequently blamed for deepening the downturn which followed, as it forced businesses to freeze investments and lay off employees.The ECB report suggests there is a light at the end of the tunnel and predicts a further lowering of the net tightening of the credit standards for loans to enterprises in autumn.Tightening of credit for private mortgages also eased from 28 percent to 22 percent in the second quarter, while tightening general consumer credit relaxed from 26 percent to 21 percent.The more generous bank policy and the record low interest rates across the euro club boosted appetite for loans, the survey found.For loans to households, the net demand for housing loans turned positive in the second quarter of 2009,it said. Demand for business loans continued to decline but at a slower pace.

Eurozone banks expect that the positive trends will continue in coming months, building on other recent indicators which showed improving business sentiment in Germany, the EU's largest economy.Along with the bloc's top politicians, the ECB had previously appealed to banks to resume lending at reasonable prices. Frankfurt also injected cheap money into the banking sector to boost lending activity.Some economists argue that the real test of bank confidence will come when demand for credit from businesses jumps significantly, however.

ALMATY, Kazakhstan – Uzbekistan has condemned Russian plans to escalate its military presence in neighboring Kyrgyzstan saying it could foment instability across Central Asia.The Uzbek Foreign Ministry's statement late Monday signals a growing rift among members of a Russian-led security alliance of ex-Soviet nations.Russia clinched a tentative agreement Saturday allowing it to significantly boost the number of troops it has deployed in Kyrgyzstan for a period of up to 49 years.Uzbekistan says the deal will lead to increased militarization in the region and could provoke a surge in Islamic militancy.The United States also has an important air base in Kyrgyzstan that it uses to support military operations in nearby Afghanistan.

TBILISI, Georgia – Georgia accused Russia on Monday of trying to take more territory outside the breakaway province of South Ossetia as tensions rose before the first anniversary of the Russian-Georgian war last summer.Georgia said Russian troops entered the village of Kveshi near South Ossetia on Sunday and erected posts in an attempt to mark a new border. Georgia said the posts, several hundred meters (yards) outside the boundary with South Ossetia, were removed Monday.Russia and South Ossetia, which together patrol the region's de facto border with Georgia, countered that no forces had entered Kveshi and the posts — a temporary roadblock — had been erected within South Ossetian territory.The situation near South Ossetia has become increasingly tense as the first anniversary of the war approaches on Aug. 7, with Georgia and Russia blaming each other for provocations and intentions to resume fighting.It's very alarming that as the first anniversary of the Russian aggression against Georgia comes close, Russia and its puppets are deliberately inciting tensions and behave defiantly,the Georgian Foreign Ministry said.But South Ossetia's spokeswoman Irina Gagloyeva told The Associated Press that the border move was legitimate and rejected any land-grabbing ambitions.Let the Georgians relax about their territory. The ministry later told Interfax there was no retaliatory fire.Officials of the region made similar claims last week, and accused Georgia of firing at populated areas near the provincial capital of Tskhinvali on two separate occasions. Georgian authorities dismissed those allegations and accused separatists of firing at Georgians. No one was hurt.

WASHINGTON – Jordan on Monday mirrored Saudi Arabia in publicly rejecting U.S. appeals to improve relations with Israel to help restart Middle East peace talks, throwing a damper on the Obama administration's push for Arab support behind new negotiations.After talks here with Secretary of State Hillary Rodham Clinton, Jordanian Foreign Minister Nasser Judeh said confidence-building measures that the U.S. wants Arab states to take will not produce a resolution to the conflict.Judeh and Clinton both criticized Israel for its weekend eviction of Palestinian families from an Arab neighborhood in east Jerusalem. But as Clinton looked on at a joint news conference at the State Department, Judeh rebuffed calls for Arabs to take incremental steps in normalizing relations with Israel before Israel agrees to withdraw from occupied Arab territory.In the Middle East, there has been in the past an overinvestment, perhaps, by the parties in pursuing confidence-building measures, conflict-management techniques, including transitional arrangements, and an overemphasis on gestures, perhaps at the expense of reaching the actual end game,he said.Judeh said that piecemeal approaches that never lead to peace and that have proven repeatedly to be confidence-eroding, rather than confidence-building must be avoided.And, he criticized Israel for its refusal to halt construction of Jewish settlements in occupied Palestinian territory and said the Israelis should respond to a 2002 Arab peace offer.Now, in 2009, many would say it is time for Israel to reciprocate,he said.Judeh's comments marked the second time in three days that an Arab foreign minister bluntly refused U.S. calls to improve ties with Israel with measures such as opening trade offices, allowing academic exchanges and permitting civilian Israeli aircraft to overfly their airspace as a way of demonstrating their commitment to peace.On Friday, Saudi Foreign Minister Prince Saud al-Faisal expressed similar sentiments, also at a news conference with Clinton. BETHLEHEM, West Bank – The Palestinians' Fatah movement came together Tuesday for its first convention in 20 years, trying to rise from division and defeat with a pragmatic political program and new leaders in what its supporters hope will be the final push toward Palestinian statehood.Fatah's leader, Palestinian President Mahmoud Abbas, expects the three-day convention to boost his standing and strengthen his hand in dealing with his Hamas rivals and with Israel's hawkish prime minister, Benjamin Netanyahu.Fatah '65 is the launch of revolution, read a banner in the conference hall, referring the year the movement was founded by the late Yasser Arafat.Fatah of 2009 is the launch of independence.Yet the gathering opened in disarray, with most Gaza delegates unable to attend because of an increasingly acrimonious standoff between Abbas and Hamas. The Islamic militants, who wrested control of Gaza from Abbas in 2007, prevented Fatah delegates from leaving the territory for the conference.Fatah's internal wrangling, including a bitter generational conflict, seem just as corrosive. Only about one-fourth of the more than 2,200 delegates were elected by the rank-and-file. The rest were picked by Abbas and a small committee, in what could turn out to be an obstacle to sweeping leadership change.Abbas' job as party leader is not up for a vote. CAIRO – Osama bin-Laden's deputy said in a video message released Monday that the al-Qaida leader's offers of a truce with the U.S. and Europe remained on the table, though he ridiculed President Barack Obama as the new face of the same old crimes.In a video posted on an Islamic militant Web site, al-Qaida's No. 2 leader, Ayman al-Zawahri, scorned the American president over the wars in Iraq and Afghanistan and the U.S. approach to the Israeli-Palestinian conflict.Nonetheless, al-Zawahri said fair truces offered by bin-Laden were still valid.In 2004, bin-laden offered a truce to European countries that do not attack Muslims. Two years later, he offered the American people a long-term truce without specifying the conditions, though in that same audio recording he also warned that his fighters were preparing new attacks in the United States.These offers were dealt with impolitely but are still valid, and the offer is fair, al-Zawahri said.But they (Americans) want a relationship with us based on suppression.Obama is like a wolf whose fangs tear your flesh and whose paws slit your face and then he calls on you to talk about peace, he said.Al-Zawahri has been critical of Obama since his election, even releasing a message that referred to him as a house negro, a slur for a black subservient to whites.In the message released Monday by al-Qaida's media operation, Al-Sahab, al-Zawahri said Obama is seeking to mislead the Muslim world with calls for better ties and was doing so because wrath from the Muslim world had inflicted catastrophes upon America.We are not idiots to accept meaningless flexible words. Crowley told reporters Monday that the United States believes it has turned a tide in the struggle against extremists.
