Dolores weakens to storm remnant in Pacific AccuWeather Thu Jul 16, 10:40 pm ET

MIAMI – Forecasters say Dolores has weakened from a tropical depression to just a storm remnant over the Pacific Ocean and is expected to dissipate even more.

Forecasters at the National Hurricane Center in Miami said Thursday night that Dolores was about 940 miles west-southwest of the southern tip of Mexico's Baja California. Maximum winds were at about 30 mph with higher gusts.

Storm lashes Philippine capital: officials Fri Jul 17, 2:47 am ET

MANILA (AFP) – Overnight storms brought havoc to the Philippine capital, causing widespread flooding and forcing schools, offices and the country's stock exchange to close, officials have said.Heavy overnight rains forced all government offices to close and the suspension of elementary and high school classes in the capital and surrounding districts.The Philippine Stock Exchange suspended operations mid-morning due to lack of clearing facilities,as the central bank had curtailed its activities because of the weather.The government urged private businesses to also close for the day.Manila pedestrians were seen wading to work knee-deep in dirty brown water.

Floods in metropolitan Manila can rise swiftly but can also subside quickly so it is hard to say how long these floods will last,said Relan Asuncion, head of a team monitoring the storm's effects.The tropical storm off the north of Luzon island was reported to be packing maximum winds of 85 kilometres (53 miles) per hour at its centre, with gusts of 100 kilometres.It was expected to have hit the northern tip of the northern province of Cagayan by midday (0400 GMT) Friday, the weather bureau said.

It was moving northwest at 15 kilometres per hour and was expected to move out to the South China Sea by Saturday.Residents in low-lying areas were warned to be on alert for flash floods and landslides, the civil defence office said.Most of the northern Philippines was on the second level of the country's three-stage storm alert system, while provinces just north of Manila were on the lowest warning level.

Tsunami warnings canceled after 7.8 quake off NZ Wed Jul 15, 6:46 pm ET

WELLINGTON, New Zealand – Water pipes were broken and fallen power lines lay on the ground Thursday in Invercargill, the southern New Zealand city closest to an earthquake that struck off the coast the night before.Prime Minister John Key was due to fly to Invercargill later Thursday on a previously scheduled visit.All the feedback we've had so far is while it's been a large quake, certainly at this point no reported loss of life which is fantastic, and no great reports of damage, Key told Radio New Zealand.The 7.8-magnitude earthquake struck off New Zealand's western coast Wednesday, generating a small tsunami. No injuries or major damage were reported.The Pacific Tsunami Warning Center in Hawaii warned that a tsunami was generated, but it later said the waves were less than 8 inches (20 centimeters) in height and the warning was canceled after about an hour.The Joint Australian Tsunami Warning Centre also issued a tsunami alert for eastern Australia that was canceled overnight.The quake's epicenter was 100 miles (161 kilometers) west of Invercargill, off the west coast of New Zealand's South Island at a depth of 21 miles (33 kilometers), the U.S. Geological Survey said. It hit at 0922 GMT on Wednesday.

Civil defense officials in Invercargill said phone services were disrupted in some parts of the city, water pipes had broken and power lines had been brought down but damage appeared to be minor. More reports were expected when buildings were surveyed in daylight.The quake was felt widely across the South Island. Brussels hails Iceland's decision on EU bid

Senate Passes Hate Bill, Yet Democrats Compromise

Sen. Patrick Leahy’s hate crimes bill, amending the National Defense Authorization Act, effectively passed the Senate tonight at about eleven o’clock p.m. EDT. A call for cloture, or termination of debate after thirty hours, was passed 63 to 28. Clearly, the Senate majority had spoken. Once cloture is invoked there is usually little more that can be done to resist.There was no floor debate. A complete end run had been done around adequate Senate hearings, a Mark-up session and Rules Committee debate. Total Senate debate of the hate bill amounted to little more than a brief kangaroo hearing in the Senate Judiciary Committee several weeks ago. Witnesses, which included Attorney General Eric Holder were stacked 4 to 2 against conservatives.

Passage occurred despite massive protest from the Christian/conservative right (even more than yesterday) with only the very smallest percentage of calls today in favor of the hate bill.

Yet Protest Made a Difference

Earlier Thursday evening the Senate finally assembled a quorum and voted down, 62 to 29, Sen. Hatch’s amendment. It would require the federal government to conduct a study to determine if the states are not enforcing the law against violent hate crimes. Citing Attorney General Eric Holder’s recent testimony in Judiciary, Hatch confirmed that states are already doing a good job.Then Senator Sam Brownback submitted an amendment which would include in the hate bill the most specific statement (part of the Religious Freedom Act, passed in 1993 by Congress 97-3) that only speech that threatens imminent incitement of violence will be punishable under the hate bill. Speech that falls short of such actual incitement will be protected.
Sen. Leahy earlier said he had no problem with inclusion of Brownback’s amendment. Although he voted against it, the amendment passed overwhelmingly 78-13. Approval of Brownback’s amendment is a great victory, testimony to the pressure put on liberals even in the past two days. Most Senate Democrats were clearly eager to mollify, to some degree, the overwhelming anger at the hate bill from their constituents this week. Their House counterparts, under far less pressure eleven weeks ago, would never have made such a concession.Inclusion of Brownback’s amendment should help safeguard free speech from the pulpit or airwaves, except in the cases of the most blatant, immediate incitement to violence. It helps neutralize the extremely threatening language of the 1968 hate crimes law, Title 18, sec. 2A, which says if anyone induces,through speech, commission of a violent hate crime the speaker will be tried as a principal alongside the active offender in federal court.S. 909 remains a massive invasion of state’s rights in law enforcement in violation of the 10th Amendment. It violates the 14th Amendment by exalting certain groups, including homosexual pedophiles, above the majority. But, thanks to massive pressure on liberal Senators, especially during the last two days, and the initiative of Sen. Brownback, at least the 1st Amendment may not be as imminently threatened as before.

Romans Chapter 13 Revisited Chuck Baldwin

It seems that every time someone such as myself attempts to encourage our Christian brothers and sisters to resist an unconstitutional or otherwise reprehensible government policy, we hear the retort, What about Romans Chapter 13? We Christians must submit to government. Any government. Read your Bible, and leave me alone. Or words to that effect.No doubt, some who use this argument are sincere. They are only repeating what they have heard their pastor and other religious leaders say. On the other hand, let’s be honest enough to admit that some who use this argument are just plain lazy, apathetic, and indifferent. And Romans 13 is their escape from responsibility. I suspect this is the much larger group, by the way.Nevertheless, for the benefit of those who are sincere (but obviously misinformed), let’s briefly examine Romans Chapter 13. I quote Romans Chapter 13, verses 1 through 7, from the Authorized King James text:Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. Do our Christian friends who use these verses to teach that we should not oppose America’s political leaders really believe that civil magistrates have unlimited authority to do anything they want without opposition? I doubt whether they truly believe that.For example, what if our President decided to resurrect the old monarchal custom of Jus Primae Noctis (Law of First Night)? That was the old medieval custom when the king claimed the right to sleep with a subject’s bride on the first night of their marriage. Would our sincere Christian brethren sheepishly say,Romans Chapter 13 says we must submit to the government? I think not. And would any of us respect any man who would submit to such a law? So, there are limits to authority. A father has authority in his home, but does this give him power to abuse his wife and children? Of course not. An employer has authority on the job, but does this give him power to control the private lives of his employees? No. A pastor has overseer authority in the church, but does this give him power to tell employers in his church how to run their businesses? Of course not. All human authority is limited in nature. No man has unlimited authority over the lives of other men. (Lordship and Sovereignty is the exclusive domain of Jesus Christ.)By the same token, a civil magistrate has authority in civil matters, but his authority is limited and defined. Observe that Romans Chapter 13 clearly limits the authority of civil government by strictly defining its purpose: For rulers are not a terror to good works, but to the evil . . . For he is the minister of God to thee for good . . . for he is the minister of God, a revenger to execute wrath upon him that doeth evil.Notice that civil government must not be a terror to good works. It has no power or authority to terrorize good works or good people. God never gave it that authority. And any government that oversteps that divine boundary has no divine authority or protection. This is a basic principle of Natural Law (and all of America’s legal documents–including the U.S. Constitution–are founded upon the God-ordained principles of Natural Law).

The apostle clearly states that civil government is a minister of God to thee for good.It is a not a minister of God for evil. Civil magistrates have a divine duty to execute wrath upon him that doeth evil.They have no authority to execute wrath upon him that doeth good. None. Zilch. Zero. And anyone who says they do is lying. So, even in the midst of telling Christians to submit to civil authority, Romans Chapter 13 limits the power and reach of civil authority.Did Moses violate God’s principle of submission to authority when he killed the Egyptian taskmaster in defense of his fellow Hebrew? Did Elijah violate God’s principle of submission to authority when he openly challenged Ahab and Jezebel? Did David violate God’s principle of submission to authority when he refused to surrender to Saul’s troops? Did Daniel violate God’s principle of submission to authority when he disobeyed the king’s command to not pray audibly to God? Did the three Hebrew children violate God’s principle of submission to authority when they refused to bow to the image of the state? Did John the Baptist violate God’s principle of submission to authority when he publicly scolded King Herod for his infidelity? Did Simon Peter and the other Apostles violate God’s principle of submission to authority when they refused to stop preaching on the streets of Jerusalem? Did Paul violate God’s principle of submission to authority when he refused to obey those authorities who demanded that he abandon his missionary work? In fact, Paul spent almost as much time in jail as he did out of jail.Remember that every apostle of Christ (except John) was killed by hostile civil authorities opposed to their endeavors. Christians throughout church history were imprisoned, tortured, or killed by civil authorities of all stripes for refusing to submit to their various laws and prohibitions. Did all of these Christian martyrs violate God’s principle of submission to authority? So, even the great prophets, apostles, and writers of the Bible (including the writer of Romans Chapter 13) understood that human authority–even civil authority–is limited.Plus, Paul makes it clear that our submission to civil authority must be predicated on more than fear of governmental retaliation. Notice, he said, Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.Meaning, our obedience to civil authority is more than just because they said so.It is also a matter of conscience. This means we must think and reason for ourselves regarding the justness and rightness of our government’s laws. Obedience is not automatic or robotic. It is a result of both rational deliberation and moral approbation.Therefore, there are times when civil authority may need to be resisted. Either governmental abuse of power or the violation of conscience (or both) could precipitate civil disobedience. Of course, how and when we decide to resist civil authority is an entirely separate issue. And I will reserve that discussion for another time.

Beyond that, we in the United States of America do not live under a monarchy. We have no king. There is no single governing official in this country. America’s supreme Law does not rest with any man or any group of men. America’s supreme Law does not rest with the President, the Congress, or even the Supreme Court. In America, the U.S. Constitution is the supreme Law of the Land. Under our laws, every governing official publicly promises to submit to the Constitution of the United States. Do readers understand the significance of this distinction? I hope so.This means that, in America, the higher powers are not the men who occupy elected office; they are the tenets and principles set forth in the U.S. Constitution. Under our laws and form of government, it is the duty of every citizen, including our elected officials, to obey the U.S. Constitution. Therefore, this is how Romans Chapter 13 reads to Americans:

Let every soul be subject unto the [U.S. Constitution.] For there is no [Constitution] but of God: the [Constitution] that be [is] ordained of God. Whosoever therefore resisteth the [Constitution], resisteth the ordinance of God: and they that resist shall receive to themselves damnation. For [the Constitution is] not a terror to good works, but to the evil. Wilt thou then not be afraid of the [Constitution]? do that which is good, and thou shalt have praise of the same: For [the Constitution] is the minister of God to thee for good. But if thou do that which is evil, be afraid; for [the Constitution] beareth not the sword in vain: for [the Constitution] is the minister of God, a revenger to execute wrath upon him that doeth evil. Wherefore ye must needs be subject, not only for wrath, but also for conscience sake. For this cause pay ye tribute also: for [the Constitution is] God’s minister, attending continually upon this very thing. Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.Dear Christian friend, the above is exactly the proper understanding of our responsibility to civil authority in these United States, according to the teaching of Romans Chapter 13.Furthermore, Christians, above all people, should desire that their elected representatives submit to the Constitution, because it is constitutional government that has done more to protect Christian liberty than any other governing document ever devised by man. Times Online Editor: We Didn’t Censor Opposition to Mandatory Vaccination Comments Infowars July 17, 2009

On July 16, Paul Joseph Watson wrote an article for Prison Planet reporting on the disappearance of comments on the Times Online website. Many of the comments expressed strong opposition to the prospect of mandatory vaccinations by the British government.

On Wednesday 15th July, starting at around 10:30 BST, we started work implementing a completely new comments system on Times Online,Tom Whitwell, editor of the Times Online, wrote in an email sent to Infowars.The new comment system overwrote the old comments system. The article states that upward to 20 million Britons could be subjected to the vaccine later this year.On July 12, Watson wrote an article entitled Brits Tell Goons With Needles To Stick It Where The Sun Don’t Shine. Respondents to a London Times article concerning the fact that the vaccine will be rushed through safety procedures in just five days, increasing the chances of it causing deaths and injuries in the thousands, as happened with the 1977 mass vaccination program in the U.S. which killed more people than the actual swine flu virus, overwhelmingly indicated that they would refuse to take the shot,he wrote.

A Philosophical Argument against Forced Vaccination John Burke Infowars July 16, 2009 Note: This essay deals only with the philosophical argument against forced vaccination by the state.

A few years ago I entered into a discussion with a close friend regarding vaccination. This person stated that their child was not up to date with state recommended vaccinations and was debating internally whether or not she felt they were necessary. Without being asked my opinion, my reaction was quite strong in favor of vaccination and I made common claims that vaccinations were for the common social good and that we all had to do our part for society. Days later I thought back on the encounter and was surprised at how undiplomatically I pursued this argument. I had never researched vaccines, the potential health benefits or risks, or sought information from a variety of sources as one would commonly do before making an argument on any important subject. Regardless of our differing opinions I was only able to bring to the discussion force to try to convince her of my opinion – I offered no information, cited no facts or statistics in my debate – the apparent will of the people which my ignorance represented was argument enough. Was this enough to base a decision on concerning the health and well-being of a child? No well researched, honest nurse, doctor, or even bureaucrat would deny the risk involved in vaccinations.In 2006 I found out that I was going to be a father. A close friend of mine suggested I do some research on vaccines and sent me information from a variety of sources. At the time I was sure vaccination was the route to go, despite the fact I still had no solid information, facts or research to base my opinion on – only the widely accepted idea that vaccines were responsible for ridding western society from small pox, polio as well as many other diseases and that any child without his shots was a threat to the health of all of us and furthermore that the parent was being irresponsible. These ideas were backed up by the media and rest of society. But I became utterly consumed with the topic, buying many books, watching documentaries, listening to lectures, looking at University studies and reading articles from many countries. It is safe to say I spent hundreds of hours on the subject looking at information from a vast array of sources – pro & con vaccine.Needless to say when I really dove into the subject, I was alarmed at the amount of conventional medical history and government statistics that showed both the ineffectiveness and oftentimes outright harm that vaccinations could cause. As a member of society that deemed all children without shots as somehow a threat to its well being, and would bar them from the school yard as well as brand any parent who did not agree with them a heretic, I’d never been offered contrary information about the effectiveness of shots by primary education or the media who advocate them. What about the other side? Did I not deserve the best information with which to make an informed decision by?

In my basic understanding from school or mainstream media such as TV, I’d been taught about the miracle findings of Jonas Salk & Albert Sabin with their polio cures – but had I been taught about SV-40? No. SV-40 is the 40th simian virus which was discovered in the monkey kidneys used to manufacture the polio vaccine (yes most vaccines are from monkey, chicken or bovine organs or tissue). For a period of years and debatably decades until the 1990’s, polio vaccines were administered by law (and thereby force) that at the time unknowingly contained SV-40 to millions of people. SV-40 undoubtedly causes cancer in many animals, and many controversial studies have shown it does the same in humans. Was I given this information? No. Was I taught about contraindications? No. Contraindications are health concerns such as family history of autoimmune or neurological disorders, allergies that conflict with vaccines and can cause minor or major reactions. With a family history of severe autoimmune disorders and an undiagnosed neurological episode of my own as a teenager this information could be critical to me. Why was I not taught to protect myself or to research to find my own opinion at least? It should be noted that more research is needed to discover why these contraindications cause such severe health problems – the simple fact is that as much as doctors know, they do not know everything and more research is needed. Again this essay is not dealing with medical arguments against vaccination – I am raising such issues to show that the medical community is by no means all-knowing and that common means by which we receive information rarely show us enough to make an informed decision. These decisions require much research and careful thought if they are to be made well. The medical opinions and advances of one generation that are hailed as miracles are always surely to be laughed at by the next. Common use of asbestos and lead – both deemed safe by the medical community at the time by the prestigious Melon Institute, or Lipitor and Vioxx in recent years are proof of this. As much as they do not wish to believe – those who put their faith into science alone and not the full scope of reason are using just that – faith – which those same scientists may consider absent of reason. Science is ever changing and evolving and we should consider this when making important decisions about our health – especially if these decisions are imposed by law, and thereby force.Social good or will of the people – what do these terms mean? With reference to vaccinations these mean the submission as free individuals of our bodies and minds and those of our children to vaccination by the whim of the state for the good of the collective. This idea tells us we should discard personal research or the ability of the individual to reason for these are less noble than the collective and are a potential threat to society. What is the limit of this philosophy? How far could it be used to suppress the power of the individual? When does the collective decide to stop imposing this submission? Can it? The collective does not think, it does not reason or research. Who influences the collective? Where is the room for the individual to plead his case to it? What about to the government body that forms these laws? If these laws are for social good why must they come at the expense of the power of the individuals mind to reason what is best for itself? Why is using the mind to ones own benefit for personal health punishable by the state? In a country such as ours whose forefathers fled tyranny and set up a government based on the promise to the individual of life, liberty and the pursuit of happiness is it possible to be free if you don’t have control over something as basic as what enters your body? Submission to a government and to a collective for the benefit of social good is a direct conflict with the principles of liberty that separated America from other nations and allowed for greatness.It is quite acceptable for a woman to have an abortion in America and while I recognize this subject is taboo and am not going to make an argument for or against abortion I’m going to use it to make a point. If that makes you uncomfortable, ask yourself why and question your beliefs (on either side). It is common belief that a woman has a right to an abortion because the child is her body. It would be entirely unacceptable for a woman to be kept from an abortion or forced into one because this would be an infringement on her right to choose for her own body. Yet that same woman must by law submit her body and her child’s body to an ever increasing list of vaccinations that can cause serious short and long term health risks or in rare cases death. Given this conflict presented by current laws does the woman have an absolute right to decide what’s best for her body? No she does not. This shows the ineptness and unprincipled tinkering of our lawmakers and the often arbitrary thinking of the collective as well. Whether you believe in abortion or oppose it, believe in vaccination or oppose it, it is quite obvious that there is not by law a clear definition of the right of the individual to ownership of his or her body. Lease is a better word, granted by the state. And since children are not responsible for themselves, it could be said their bodies are leased to parents by the state as well with a strict set of guidelines to be followed, punishable by force. By what right do they claim this ownership? The collective also seems quite willing to support its beliefs even if on the sole basis that vaccination is in certain cases required by law. It does not seem to question the laws or the body imposing these laws and its role or effectiveness (or lack thereof). Are we to believe the same government that has broken its own constitutional laws with aggressive wars on false pretenses is without error in regards to our health? Even the most ardent war supporters would admit Rumsfeld’s blunders in this area. Should we submit our ability to reason to a government that has plunged our nation into 60 billion dollars in debt with total unfunded obligations? Can a government capable of such an economic failure be without error in the case of vaccinations? Are we to believe these laws are not merely to benefit the products of the vaccine makers who spend millions lobbying in Washington; products that are sometimes mandatory and through government enabled monopoly are often unimproved for decades as in the case of DPT? Are we to believe a group of bureaucrats with a history of failures are without fault in determining 100% what is best for our bodies, regardless of how just the laws are? Is this a system to rest our faith and the health of our children on?

No well researched, honest nurse, doctor, or even bureaucrat would deny the risk involved in vaccinations especially since the Vaccine Injury Compensation Fund has awarded over a billion dollars to families of children harmed by vaccinations since it was started in 1988. In light of this and the principles of liberty this nation was founded on, we should be free to decline and make decisions as we see fit without having to navigate difficult unjust laws. Instead we are forced to hand responsibility over to our doctors and government who don’t have to live with the consequences or raise disabled children. Their only answer is to hand us money as an apology for their bad policy, as if that is adequate compensation for any physical or mental injuries as well as the submission of our bodies, our minds ability to reason, and our rights as free individuals.

The officials said the submarine passed through the canal with permission from Egypt, even though the Egyptian government denied any permission was granted.The Times today quoted an Israeli diplomat explaining the Jewish state has been bolstering its ties with certain Arab nations that are also threatened by Iran. The diplomat cited a shared mutual distrust of Iran between Israel and Egypt.

BofA operating under secret regulatory sanction: report

(Reuters) - Bank of America Corp is operating under a secret U.S. regulatory sanction that requires it to overhaul its board and address perceived problems with risk and liquidity management, The Wall Street Journal reported, citing people familiar with the situation.Rarely disclosed publicly, the so-called memorandum of understanding (MOU) gives banks a chance to work out their problems without the glare of outside attention, the paper said.Financial institutions that fail to address deficiencies can be slapped with harsher penalties that include a publicly announced cease-and-desist order, the newspaper said.According to the paper, the order was imposed in early May, shortly after shareholders of the bank stripped Chief Executive Kenneth Lewis of his duties as chairman.The MOU is the most serious procedural action taken against Bank Of America by federal regulators since the financial crisis erupted, the newspaper said.The report said the MOU surprised some Bank Of America executives who had not expected federal regulators to issue such a formal rebuke. Definitely we’re going to have another crisis coming down, he said in a phone interview from Istanbul on July 13.As the CIO of Bank Julius Baer notes, regulators aren’t even trying to exert real control over derivatives:Banks have lobbied hard against any changes that would make them unable to take the kind of risks they took some time ago, said Venkatraman Anantha-Nageswaran, global chief investment officer at Bank Julius Baer & Co. in Singapore.Regulators are not winning the battle yet and I’m not sure if they are making a strong case yet for such changes.

Legendary global investor and chairman of Singapore- based Rogers Holdings, Jim Rogers said on Wednesday the US government’s interventionist economic policy verges on communism.In an interview with Moneynews's Dan Mangru, Rogers said: America now owns the car industry. America owns the mortgage industry. America owns a lot of the insurance industry. Karl Marx must be somewhere standing up in his grave cheering. And why is that? America has become a socialist and maybe even communist nation in many ways,Rogers said. Addressing the various stimulus packages introduced by the US government, Rogers suggested that President Bush approved two packages, President Obama one, and now there’s talk of a fourth. The first stimulus didn’t work. The second stimulus didn’t work. The third stimulus hasn’t worked,he said.

Rogers is clearly unhappy with the massive monetary easing the Fed has engineered under Chairman Ben Bernanke and he sees inflation and a currecy crisis as a result of these policies.Printing money has been tried many times throughout history in many countries, he said. It has never worked in the long term; it has never worked in the medium-term. Occasionally, it has worked in the short term.Printing money is going to lead to serious problems down the road,Rogers added.The amounts involved are staggering, Rogers said. They’ve already injected huge amounts of money into the system. The Fed has more than tripled its balance sheet in the past year or so.The federal government has increased its own debt by four, five, six times, he said.

In an interview with India's Economic Times Tuesday Rogers was asked what he was hiding in his pocket in reference to when, in a previous interview, he had a sachet of sugar in his pocket to underscore the point of impending shortage about agricultural commodities.I do actually have a silver coin in my pocket. I also have a gold coin, but the silver one is probably my better play. If I were a bright young man, I would be buying sugar now and silver, given the state of the world. That's not a recommendation, but I am just saying I do own some silver. Silver is cheaper than many things on a historic basis and I do own some silver,Rogers said.Rogers reiterated his stance on the dollar and his expectation of a currency crisis.I am not terribly bullish on the dollar in long term. US dollars are a terribly flawed currency and down the road I hope I don't own any US dollars. I still own some of them at the moment, but it's not getting better for the US. The dollar any way is getting worse. The fundamental for commodities continue to improve. The fundamentals for the US dollar do not continue to improve. They are deteriorating.The world is full of currency imbalances and economic trade imbalances would have to be resolved or corrected, one way or the other. So, we are going to have some problems in the currency market. I don't know when.said Rogers.

EU commissiom to continue monitoring Bulgaria and Romania

EUOBSERVER/BRUSSELS – The EU commission is next week set to recommend that Bulgaria and Romania continue to stay under a special monitoring mechanism beyond 2009, due to their slow progress in justice reforms and the fight against corruption and organised crime.The commission reports, due on Wednesday (22 July), take stock of the two countries in their third year of EU membership, with neither Bulgaria nor Romania having made enough progress for the special monitoring to be lifted.Romanian authorities are trying to lobby for an exit strategy from the so-called cooperation and verification mechanism, set up in the eve of EU accession due to the incomplete reforms and rampant corruption in both countries. But a core group of donor countries to the EU budget, notably Germany, the Netherlands, as well as Sweden -currently chairing the bloc's rotating presidency – Denmark and Austria are said to be staunchly against lifting the mechanism.Although the commission clearly lacks the strong leverage it has on countries before they become members, its continued monitoring has at least prevented major relapses. For instance, in Romania, some attempts by the political class to scrap the anti-corruption prosecutor's office were thwarted in the context of the commission's monitoring.The EU executive is set to explain that the monitoring cannot be lifted until all the so-called benchmarks are met, that is the set of measures both Bulgaria and Romania committed themselves to upon accession.

They range from specific actions like setting up a special agency to deal with integrity issues and asset declarations of public officials to more complex problems, such as ensuring an efficient and transparent judicial system.For both countries, the commission will once again speak of the lack of political will to fight corruption, with the Romanian Parliament criticised for blocking graft investigations and judges for allowing trials to be dragged on forever or giving too lenient sentences. One of Bucharest's small advances will be the adoption of new penal and civil codes, but the commission will also want to see the impact of the new legislation in the coming years.Sofia, for its part, will be criticised for not putting mafia bosses on trial, especially the ones with strong political connections and access to EU funds.The commission, however, is unlikely to recommend any sanctions, as it did last summer, when it decided to freeze some €800 million in EU aid for Bulgaria, due to fraud and links to organised crime.Romania also had some €190 million in agricultural funding suspended last year, but the commission did not link it with the justice report in the summer. The payments have since been resumed after the Romanian authorities revamped the control mechanisms for the funds.A general report on fraud and irregularities with EU money in 2008 issued on Wednesday showed Romania with the highest number of potential fraud cases from pre-accession funds. This type of financial assistance started before the country joined but is still ongoing until the end of this year. Romania had over a billion euros earmarked from this fund for 2008 and reported 246 cases of irregularities and fraud, affecting projects worth a total of €21 million, of which €16 million had to be recovered by the commission. Bulgaria is next in line, with 140 cases and €9 million to be recovered. The total sum affected by irregularities and potential fraud is bigger in Bulgaria, clocking in at €28 million.

Bleak perspectives

The commission is likely to emphasize that it is up to the Bulgarian and Romanian people themselves to form the critical mass necessary to push for real reforms, but political perspectives on the ground are rather bleak.In Bucharest, the majority of the Parliament elected last November wants to preserve the old status quo, and not even young politicians are a guarantee for change and transparency. On Tuesday, the 32-year old minister of Youth and Sports, Monica Iacob-Ridzi, was forced to resign amid allegations of embezzlement of public money.Presidential elections due this November are also unlikely to change the situation. The incumbent president, Traian Basescu, won in 2004 on a strong anti-corruption ticket, but even his centre-right Democratic Liberal party (PDL) is only half-heartedly backing that type of discourse. In addition, his own transparency and non-nepotism credentials have come under fire, after his daughter was elected as MEP with the tacit backing and funding of the PDL.

Mr Basescu's main challenger, Social-Democrat leader Mircea Geoana, is respected on an international level after having served as foreign minister and ambassador in Washington. But he has failed to reform his own party which inherited most of the Communist old guard, highly criticised for its corrupt and non-transparent practices.

With the landslide victory of Boiko Borisov's centre-right party, Bulgaria at least has a majority in the new Parliament which ran on a strong anti-corruption ticket. Yet commission officials are cautious about placing too much hope in the new Prime Minister's populist declarations. A former bodyguard of the Communist Party leader, Mr Borisov made little progress as mayor of Sofia in cracking down on the mafia killings taking place on the streets of the Bulgarian capital. Some press reports also linked him with mafia networks, an allegation Mr Borisov staunchly rejects.

New committee chairs set to create bruising encounters

EUOBSERVER / STRASBOURG – The election of two sectoral champions to the European parliament's industry and environment committees on Thursday (16 July) has set the stage for five years or bruising encounters between the two bodies. Controversial German MEP Herbert Reul from the centre-right European Peoples Party was elected chairman of the powerful industry, research and energy committee while former environmentalist Jo Leinen, an MEP from the Socialists and Democrats group, takes over the helm of the legislature's environment committee.Before the vote, a number of industry committee members expressed concern that the proposed chairman held overly close links with the business world, with the Liberal delegation saying transparency must be the watchword.In previous parliament negotiations on the car emissions law and on opening up the energy market in the EU, Mr Reul was accused of handing in amendments that came directly from industry.Industry committee member and vice-president of the Greens group Claude Turmes said his party was concerned about the new chairman's close links with the industry sector. It worries us a lot and Reul is also a climate sceptic,he said. If Mr Reul does not stick to the rules of the game and respect the votes of the members then probably we will have an institutional problem,he added. However Mr Reul defended his record.I am not close to businesses but I am certainly close to the business philosophy, he told EUobserver, adding that European businesses are currently facing the worst recession in the last half century.People all around Europe are losing jobs as a result of the recession, so it is not correct to say that the environment dossier is the most important,he indicated.On the issue of whether human activity was causing climate change he said: It's a part but it's not all.

Environment committee

Such tempered views on the human role in causing climate change are unlikely to be shared by the environment committee's new chairman - MEP Jo Leinen from the Socialists and Democrats group.Mr Leinen said he was returning to his roots by taking on the position, highlighting his environmentalist background including a stint as environment minister for his region in Germany and various citizens initiatives before that in the 1970s.There is a tension between the environment and industry committees but the chairperson is not alone, it's up to the members of the committee [to make decisions], although he does have a certain influence,he told this website.

He said that the new parliamentary mechanism that enables two committees to combine and make joint decisions on contentious legislation could be used to help solve disputes between the two committees.

Economic committee gets non-euro chairwoman

The economic and monetary affairs committee, which has regular contacts with ECB chairman Jean-Claude Trichet, elected UK MEP Sharon Bowles as its chairperson.Before her election however, the MEP moved to allay committee member concerns that her origins from a non-euro country could jeopardise the committee's work by saying she was a strong supporter of the currency. Ultimately the UK will not be able to stay out of the euro if you look into the long-term when it is a major reserve currency, she later told journalists.She also said she would not be lobbying for the banking interests of the city of London, Europe's largest financial centre, indicating she intended to clearly distinguish between her personal views as an MEP and her duty to be an independent chairwoman. If I may be so bold, I think I will probably demark this [joint role] more clearly than has previously been the case with some continental chairs.

Surprise on foreign affairs

In a surprise turn of events, Italian MEP Gabriele Albertini from the centre-right EPP group was elected chairman of the foreign affairs committee and not Mario Mauro.
Mr Mauro had been tipped for the post having backed out of the race to win the EPP nomination for president of the parliament. In accepting the post, Mr Albertini said: For understandable reasons, Mario Mauro thought he could not be head of the Italian delegation and chair of the committee.The former mayor of Milan also admitted however that Mr Mauro had more experience in the field of foreign affairs than he did.

Other chairs

In total twelve committee chairs were elected on Thursday, with the rest set to be elected on Monday. Socialist MEP Vital Moreira from Portugal was elected as chair of the international trade committee, while French MEP Alain Lamassoure from the EPP group took the budgets committee.Fellow compatriot Pervenche Beres from the Socialist grouping took the employment and social affairs committee, while UK MEP Malcom Harbour from the anti-federalist European Conservatives and Reformists group took the important internal market and consumer protection.Legal affairs went to German MEP Klaus-Heiner Lehne from the EPP, civil liberties went to Socialist MEP Fernando Lopez Aguilar from Spain, and women's rights and gender equality went to Swedish MEP Eva-Britt Svensson from the left-wing GUE/NGL group. Petitions went to Italian MEP Erminia Mazzoni from the EPP.
