India floods, rains kill 173, say officials Sun Sep 21, 3:04 PM ET

SHIMLA, India (AFP) - The death toll due to heavy rains and flooding over the weekend across India shot up to 173 with the air force rescuing a revered Tibetan spiritual leader, officials said Sunday. Most of the casualties were reported from India's most populous northern state of Uttar Pradesh with 110 people dead in rain related accidents, revenue secretary Balwinder Kumar said in state capital Lucknow.

Further north, in the tourist state of Himachal Pradesh, state officials said 46 had died due to heavy rains lashing the state.In eastern Orissa, 17 people were washed away and 2.4 million people left homeless after four rivers burst their banks and flooded villages, senior official Ajit Kumar Tripathy said Sunday in state capital Bhubaneswar.In Uttar Pradesh, Kumar said incessant rains and strong winds triggered house collapses which killed many victims.Further north, rains felled trees and severed power lines in Himachal Pradesh, blocking roads and bridges and cutting off electricity to houses, Chief Minister Prem Kumar Dhumal said.Indian air force helicopters, dropping food, medicines and supplies to affected people, also ferried the Karmapa Lama, who heads the Kagyu school of Tibetan Buddhism, to safety, Dhumal said.The Karmapa Lama -- Ugyen Trinley Dorje -- ranks only behind the Dalai Lama and Panchen Lama in the Tibetan spiritual hierarchy.Another helicopter dropped food and other essentials to 45 trekkers including 25 foreigners stranded in the high altitude Lahaul valley, he added.Sudha Devi, a senior Himachal administration official said at least 150 tourists had been evacuated from the snow covered 13,050 feet (3,977 metres) high Rohtang Pass on Sunday.Meanwhile, in eastern Orissa state, about 266,000 people were evacuated to safer places after heavy rains and water overflowing from brimming dams inundated large parts of the state, Tripathy said.

According to initial reports, 1,849 villages in coastal Orissa are under water, he said.Indian Air Force helicopters dropped food packets to people in the worst affected districts of Cuttack, Puri, Jagatsinghpur and Kendrapara, he added.

Officials said many of the 17 deaths in the state were caused by the collapse of flimsy homes.

BHUBNESHWAR, India - Helicopters and speed boats tried to reach nearly 570,000 stranded villagers Monday as the death toll from heavy monsoon rains and flooding across India reached 119 in the past three days. Most of the casualties were reported in India's most populous northern state of Uttar Pradesh, where 70 people were killed by drowning, house collapses and electrocution over the weekend in Sitapur, Lakhimpur Kheri and Pilibhit districts, state police spokesman Surender Srivastav said Monday.At least 17 people have died, mostly in house collapses, since Friday in eastern Orissa state with incessant monsoon rains causing the Mahanadi river to breach its banks at several places, causing the worst monsoon flooding in the state in 26 years, said Ajit Kumar Tripathi, the chief secretary.Another 32 people died in the northern hilly state of Himachal Pradesh over the weekend, mostly buried by mudslides triggered by heavy rains, The Hindu newspaper said.The new flooding came just a month after the monsoon-swollen Kosi river, a Ganges tributary that flows from Nepal to India, burst its banks and submerged nearly 1,000 villages in the impoverished northern Indian state of Bihar, killing at least 48 people and driving more than a million others from their homes.In Orissa state, authorities have evacuated nearly 266,000 people since Friday and put them in 261 state-run relief camps, Tripathi told The Associated Press. Officials were trying to reach an addition 570,000 stranded villagers, he said.The rains subsided Monday, causing water levels to recede in Orissa state. BANGKOK (AFP) - Severe flooding across Thailand has left at least 16 people dead and affected more than half a million people, the government said Sunday. Floods caused by heavy rain have deluged 21 of Thailand's 76 provinces in the north, east and centre of the kingdom, affecting almost 700,000 people, the disaster prevention department said.Nearly 1,900 houses, hundreds of roads and tens of thousands of acres of farmland have been damaged in the floods, which began earlier this month, they said.The health ministry said more than 123,000 people had been given flood-related medical care in the last 10 days.The disaster prevention department said two people remained missing. It did not say how the 16 people were killed, but local media reports said most had been swept away in flood waters.Authorities are delivering food, drinking water and medicine to those affected, officials said.

NEW YORK (Reuters) - More than 820,000 customers in Texas remained without power Monday, nine days after Hurricane Ike hit the Gulf Coast before cutting a destructive path all the way to New York. CenterPoint Energy Inc, the power company for most of the Houston area, still had about 767,000 customers in Texas without power early Monday, down from 2.15 million at the height of the storm.CenterPoint predicted its team of 11,000 restoration workers would return power to most of the Houston area by Thursday. The company could not estimate when it will return service to homes and businesses along the Gulf Coast, including Galveston where the storm made landfall early on September 13.Entergy Corp, the other hard-hit power provider in Texas, said 54,000 customers were still without power in eastern Texas, down from the 392,000 affected.CenterPoint and Entergy Texas said Ike knocked out service to about 99 percent of their Texas customers.Ike hit the Galveston-Houston area as a Category 2 storm with winds of 110 mph. COLUMBUS, Ohio - Almost a quarter million homes and businesses across Ohio remained without power Saturday, one week after a huge storm blacked out large swaths of the state. The remnants of Hurricane Ike battered Ohio last Sunday, knocking out electrical service for 2.6 million customers.Cincinnati-area Duke Energy officials insisted workers would restore power by weekend's end to customers in the southwest corner of the state. About 85,000 of their customers remained without power Saturday.

We have entered a very tedious phase of the restoration process, Duke Energy Ohio and Kentucky President Sandra Meyer said in a statement. Much of the outage work is now focused on restoring power to smaller pockets of customers.Columbus-based American Electric Power on Saturday reported about 77,000 customers still had no power.Some residents watched with frustration as their neighbors' lights flickered on but not their own. Betty Pence, 85, watched anxiously as utility trucks pulled out of her Columbus neighborhood.I'd see them leaving and think Oh, no, it's not on yet. CAPE CANAVERAL, Fla. - In an unprecedented step, a space shuttle was moved to the launch pad Friday for a trip NASA hopes it will never make — a rescue mission. The shuttle Endeavour is on standby in case the seven astronauts who go up on Atlantis next month need a safer ride home. Atlantis and its crew are headed into space for one last repair job on the 18-year-old Hubble Space Telescope. It's a venture that was canceled when first proposed a few years ago because it was considered too dangerous.The risk is this: If Atlantis suffers serious damage during launch or in flight, the astronauts will not be at the international space station, where they could take refuge for weeks while awaiting a ride home. They would be stranded on their spacecraft at the Hubble, where NASA estimates they could stay alive for 25 days. Air would be the first to go.Endeavour and four more astronauts would need to blast off on a rescue flight as soon as NASA determined Atlantis was too damaged to fly home.On Friday, Endeavour was parked at its launch pad just a mile from where Atlantis is tentatively set to lift off on Oct. 10.It is the first time since 2001 — when flights were more closely spaced — that both of NASA's shuttle pads have been occupied. And it will probably be the last.The Atlantis astronauts say there's a slim chance any rescue will be needed, and they say they would fly to Hubble even if there were no such backup plan.Scott Altman, Atlantis' commander, said it may seem like overkill, but having a rescue ship on the pad is the right thing to do.

It's kind of a belt-and-suspenders approach. But if you need the belt after your suspenders fail, you would be glad you had it, said Altman, a retired Navy captain and former fighter pilot.On top of the usual launch and landing dangers, the Atlantis crew faces an estimated 1-in-185 chance that a piece of space junk or a micrometeoroid will cause catastrophic damage to their ship. Those are greater odds than for a typical shuttle flight because of Hubble's extremely high and debris-littered orbit.Before reaching Hubble and again after leaving it, the Atlantis astronauts will inspect their spacecraft for signs of damage, just as crews always do while in orbit.Ever since space shuttles resumed flying following the 2003 Columbia tragedy that killed seven astronauts, NASA has had a rescue plan in case of irreparable damage. But all those missions have been to the space station, where astronauts could camp out for two months.The Hubble mission offers no such safe haven. That's why the Hubble repair mission was canceled in 2004; NASA's boss at the time deemed it too dangerous.A new NASA regime reversed that decision, once space shuttles were flying safely again and repair methods became available to orbiting astronauts. The caveat was that another shuttle be on the launch pad, all prepped and ready to fly — something never before attempted.NASA took similar steps in 1973 during its first space station program, Skylab. But a rescue was never needed.

Once Atlantis is aloft, if it even begins to smell like a rescue might be needed, final preparations for Endeavour will begin, said launch director Mike Leinbach. He said Endeavour could lift off within six days.The rescue craft would fly to Atlantis and use a 50-foot robot arm to grab the damaged shuttle. The Atlantis astronauts would put on spacesuits and float, a few at a time, to Endeavour over the course of three spacewalks. Endeavour would return home with all 11 astronauts.The toughest call, officials say, would be deciding that Atlantis indeed had serious enough damage that a rescue should be tried. This will be an emotional thing, Leinbach said. Such a rescue would put four more astronauts at risk and would mean the end of Atlantis, and undoubtedly the space shuttle program, which is set to be phased out in 2010. Atlantis would be sent into the Pacific once its astronauts were aboard Endeavour. It would rank right up there with the drama of Apollo 13, said Ed Mango, Atlantis' launch director. For Leinbach, who would head up the rescue launch, it would be the most important thing NASA has ever done, period. Altman realizes that if pressed into service, Endeavour might not get off in time. Storms or a last-second engine shutdown could keep it grounded. There's no guarantee it would get there, Altman said in an interview with The Associated Press. Germany and UK want global financial regulator

The UK and Germany believe that a new international system regulating the financial sector must be constructed to prevent a repeat of global banking crisis in the future.Peter Steinbrueck, Germany's Social-Democrat finance minister, raised on Sunday (21 September) the idea of an international authority that will make the traffic rules for financial markets, while speaking to German radio, Reuters reports.

Meanwhile, UK Prime Minister Gordon Brown is to outline proposals for just such a body, run under the authority of the International Monetary fund, in a speech to the Labour Party conference on Monday, as well as domestic plans to crack down on irresponsible bonuses handed out in the City, London's financial quarter.I think what people haven't appreciated is we've now got global financial systems but we've only got national regulators to cover them, Mr Brown told the BBC ahead of the speech, adding that he had been trying to convince his international counterparts for years of the need for a global system of financial regulation.His finance minister, Alistair Darling, according to the country's Guardian newspaper, is also set to tell his fellow Labour Party members: Just as one government alone cannot combat global terrorism, just as one government alone cannot combat climate change, so one government alone cannot deal with the consequences of globalisation.Mr Brown will be pressing world leaders to sign up to such a plan when he visits New York on Thursday for a meeting of the UN General Assembly.Meanwhile, Germany's chancellor, Angela Merkel, has publicly chastised the US and UK for historical opposition to stronger financial regulation.Speaking to an election rally in Austria over the weekend, Ms Merkel said: Today we have come further because now America and Great Britain are also saying Yes, we need more transparency, we need better standards for rating agencies'.

Five states in the compact have agreed to set 2010 as the target date for the creation of a monetary union and the adoption of common currency.The emergence of an Islamic single currency among these oil-rich Middle Eastern countries marks a significant step in the emerging worldwide movement to abandon national currencies in favor of regional currencies, along the model where the EU states have abandoned their national currencies in favor of the European Central Bank and the euro.In 2002, the finance ministers of the Gulf Cooperation Council states sought out the assistance of the European Central Bank, as the model for their single currency, according to BBC reports.The council was created in 1981 to promote the development of the member countries.The monetary union will entail the creation of a central bank to issue the single currency.At the Wednesday meeting in the Saudi Red Sea city of Jeddah, the finance and economy ministers reviewed the European Union's response to the council's view on eliminating obstacles that have blocked a long-stalled free trade agreement with the EU.Progress was also made on key convergence factors required to underpin the common currency, including setting the ratio of budget deficit and public debt to the gross domestic product, target interest rates and reserve requirements. Progress yet remains in reaching a consensus on inflation, the last remaining stumbling block to creating the common currency.International Monetary Fund Chief Dominique Strauss-Kahn, who met with the Gulf Cooperation Council finance ministers in Jeddah, hailed the move by the Gulf states toward economic integration, though he continued to express doubts the single currency would be adopted within two years.Achieving monetary union by 2010 will be a major challenge, as much remains to be done to enable the creation of a single currency within two years, Straus-Kahn. Overcoming the current inflationary pressures, developing a clear vision of the powers of the future common central bank, choosing an exchange regime of the common currency, and harmonizing financial regulations and structures will be critical in this process.

Light, sweet crude for October delivery jumped $11.39 to $115.89 in early afternoon trading on the New York Mercantile Exchange. Crude has gained about $20 in a dramatic four-day rally that has at least temporarily halted oil's steep two-month slide below $100.The Nymex temporarily halted electronic crude oil trading after prices breached the $10 daily trading limit. Trading resumed seconds later after the daily limit was increased to $20.The huge rally was poised to shatter crude's previous one-day price jump of $10.75, set June 6.Oil's sharp gains came as energy traders grappled with the implications of the government's proposed $700 billion initiative to stem the U.S. financial crisis by absorbing billions of dollars of banks' bad mortgage-related securities. Anxiety over the plan also sent stocks sharply lower Monday; the credit markets were calmer than they were last week, but still showing the effects of investors' nervousness.They're going to have to continue auctioning off a whole lot of Treasurys to finance these projects, so the dollar is going to suffer, said Matt Zeman, head trader at LaSalle Futures in Chicago. WASHINGTON - Judges could rewrite mortgages to lower bankrupt homeowners' monthly payments as part of congressional Democrats' proposal for a $700 billion financial system bailout. Also, companies that unloaded their bad assets on the government in the massive rescue would have to limit their executives' pay packages and agree to revoke any bonuses awarded based on bogus claims, according to a draft of the plan obtained Monday by The Associated Press.The proposal by Sen. Chris Dodd, D-Conn., the Banking Committee chairman, gives the government broad power to buy up virtually any kind of bad asset — including credit card debt or car loans — from any financial institution in the U.S. or abroad in order to stabilize markets.But it would end the program at the end of next year, instead of creating the two-year-long initiative that the Bush administration has sought. And it would add layers of oversight, including an emergency board to keep an eye on the program with two congressional appointees, and a special inspector general appointed by the president.The plan also requires that the government get shares in the troubled companies helped by the rescue.Wall Street didn't seem comforted by developments as the Dow Jones industrial average fell more than more than 200 points while the credit markets remained nervous. Not only that, oil prices rose by more than $7 a barrel, indicating the fractiousness still present in trading after a week of huge volatility.

Investors were uncertain just how successful the administration's plan will be in unfreezing credit markets, which many businesses depend on to fund day-to-day operations, and for propping up the still-weak housing market.Congressional aides said the House could act on a bailout bill as early as Wednesday. President Bush earlier Monday issued a statement saying the whole world is watching how the U.S. government moves on the legislation that has come in response to business turmoil that has roiled markets at home and abroad.Obviously, there will be differences over some details, and we will have to work through them. That change will allow the two venerable institutions to set up commercial banks that will be able to take deposits, significantly bolstering the resources of both institutions. It will also grant them permanent access to emergency loans supplied by the Fed rather than the temporary loan status they have had since last March when the Fed moved to prop up investment banks following the forced sale of Bear Stearns. Paulson and Federal Reserve Chairman Ben Bernanke kept up their outreach with Congress, holding meetings over the weekend aimed at convincing lawmakers to move quickly to approve the relief package. Rep. Christopher Shays, R-Conn., who also serves on Frank's committee, said members need enough time to debate this and echoed Frank's concerns about executive pay. Sept. 19 (Bloomberg) -- Prime Minister Vladimir Putin blamed the U.S. financial crisis for causing market turmoil in Russia's economy, which he said remains fundamentally sound. All the fundamental indicators of the Russian economy are healthy, Putin told foreign business leaders in the Black Sea town of Sochi, including the chief executive officers of BP Plc and Royal Dutch Shell Plc, in comments posted on the Russian government's Web Site. The difficulties are mainly caused by the U.S. and European markets. He added that the current price of oil is comfortable for the Russian economy. The Russian authorities halted stock trading for two days this week to arrest the worst financial crisis since the nation defaulted a decade ago. Capital flight sparked by last month's war in Georgia, tumbling commodity prices and the seizure in capital markets made Russia this quarter's worst performer among the 20 biggest markets, data compiled by Bloomberg show. Trading resumed today with a 14 percent surge in the Micex Index in the first five minutes of trading. The stocks recovery came after Russia said yesterday it would slash export tariffs on oil and President Dmitry Medvedev pledged $20 billion to prop up the market, which was closed after the Micex Index lost 25 percent over three days.

Tax Burden

Putin in his meeting late yesterday said that additional steps to lower the tax burden on oil companies might be taken in 2010, while the funds to support the market would come from the budget rather than Russia's oil funds. I don't believe that the time has come to spend our oil and gas income, he said. The Reserve Fund, created to support the budget if oil prices drop, held $142.6 billion on Sept. 1, while the Wellbeing Fund, which will be used to finance pensions, was worth $31.9 billion. The Finance Ministry is due to prepare a plan by Oct. 1 for investing the National Wellbeing Fund in higher yielding stocks and bonds abroad and has said it may invest a portion of the money within Russia. Putin promised the business executives, who were in Sochi for an investment forum today, that Russia would remain open to foreign investment despite tensions with the West sparked by the Georgia conflict. Our policy stays the same, he said. There will be no closing of the market. We will take no politically motivated decisions.Given the global financial turmoil, Putin said the government would take a pause on the question of lowering sales tax. Finance Minister Alexei Kudrin has fought a proposed reduction of the tax rate to 12 percent from 18 percent proposed by the economy ministry and big business. Kudrin argues that instead of spurring growth the move will cut into budget revenue and spur inflation by an estimated 3.8 percent. Giant lawsuit to open new front in EU-Russia relations

EUOBSERVER / BRUSSELS - A €23 billion legal claim against the Russian state over the break-up of oil company Yukos will test EU-Russia energy relations and Russia's fitness to rejoin the international political family, the plaintiffs say.Yukos' main shareholder, GML, has brought forward the legal challenge, arguing that Russia violated a major international energy pact - the Energy Charter Treaty (ECT) - by snatching Yukos assets back in 2004. The ECT is binding on Russia because it signed the charter even if ratification never took place, GML says, with the first hearing in the legal arbitration to take place in The Hague on 17 November.If GML wins, it may end up enforcing payment by using European courts to grab the foreign assets of Russian state-owned energy company Rosneft.The case could also set a precedent for Western firms such as British Petroleum and Shell, which have struggled to protect their investments in Russia's energy sector in recent years.GML director Tim Osborne told EUobserver that Russia's behaviour in the ECT arbitration will affect its ambition to become a respectable trade partner, with Moscow's reputation already damaged by the Georgian war.Russia is very keen to portray itself as a responsible member of the political family, and if it wants to join the WTO and the OECD and other rules-based organisations, at some stage it's going to have to abide by those rules, he said.The case will also test the EU's commitment to the energy charter in the face of a more pragmatic approach to Russia. The EU helped negotiate the original ECT, which was designed to protect Western firms willing to make badly-needed investments in the cash-poor Russia of the 1990s. But EU officials opted not to make the charter part of a draft new EU-Russia treaty, fearing that unrealistic demands in the energy sector could set back negotiations for years on the broader bilateral pact.The Russians are making every effort to portray the ECT as a lame duck, a still-born instrument, Mr Osborne said. The EU and Russia can't unilaterally change a multinational treaty. There are plenty of other countries which are signatories.The [EU] can help our case immensely by stating Russia is bound by the ECT, he added. A statement by the people who negotiated it that says they believe Russia is bound, as the UK government has said and as other European governments have said, would be helpful.

The break-up of Yukos on tax evasion charges was seen in the West as a political attack on its CEO, Mikhail Khodorkovsky, in a watershed event for private property rights in the new Russia.Mr Khodorkovsky, portrayed in Western media as a liberal reformer, no longer owns GML shares and remains in prison in Siberia. His former business partner and GML-majority shareholder, Leonid Nevzlin, lives in Israel and has ceased to be politically active, focusing on philanthropic projects instead, GML's Mr Osborne said.Both Mr Nevzlin and Mr Osborne fear to step foot in Russia, with Mr Nevzlin sentenced in absentia on charges of organised murder and Mr Osborne feeling "bullied" by Russian suspicions he engaged in criminal activity as part of his work. GML itself is registered in the UK.But the view from Russia is different, with Mr Nevzlin noted for connections to anti-Kremlin exiles in London and his reputation marked by the in absentia murder trial. Mr Nevzlin met with ex-KGB agent Alexander Litvinenko in Israel in 2006 to discuss research into Kremlin action against ex-Yukos executives. The murder charges against him include the killing of Yukos critic Vladimir Petukhov, who was shot dead on Mr Khodorkovsky's birthday on 26June 1998.

Arctic no sanctuary from drilling, says EU

EUOBSERVER / BRUSSELS - As the Arctic ice melts, Europe would be foolish to regard the region as a sanctuary that must be protected from resource extraction, the European Commission has said. Meanwhile, both Russia and Canada are also issuing increasingly bellicose statements about their claims to the planet's northern regions. Drilling for oil in the fragile northern environment must go ahead with European financial and political support for the sake of EU energy security, energy commissioner Andris Piebalgs declared on Friday (19 September) at a debate on the subject in Brussels.You cannot say [the Arctic] is a sanctuary, said the commissioner ... otherwise, where will will we get our energy from? Instead, the commission should help countries who have this resource under their jurisdiction to develop it in a sustainable way, said Mr Piebalgs, adding that for this, there needed to be clear environmental rules and impact assessments.While according to the historical record, there's been ice in the Arctic in the summer for at least 16 million years, scientists believe that between 2040 and 2100 the world will regularly see an ice-free Arctic Ocean during the summer months. Some scientists argue that such an event might occur by 2030.Speaking at the same debate, organised by the Friends of Europe think-tank, Helge Lund, the CEO of Norway's StatoilHydro, the biggest offshore oil and gas company in the world, agreed, pointing out that declining fields on the Norwegian coast leave Europe with no choice.

We are making much smaller discoveries than 10 years ago, he said. The big elephants do not exist any more on the Norwegian coast.Mr Lund did however say that any such exploration had to have flawless environmental behaviour, but that work would not be able to be performed without the appropriate political framework conditions and financial support.Putting forward the environmentalist perspective at the debate, Stefan Singer of the Worldwide Fund for Animals (WWF), was horrified at thought of drilling when the Arctic is dying, and called such thinking perverse.The very materials you sell for profit are causing the reasons why increasingly have access [to the Arctic], he said.Mr Singer argued that the world was reaching the end of easily accessible oil and gas resources, so there's a rush to the final frontiers.

His organisation wants to see no drilling and no commercial exploitation of the Arctic.Instead, there should be an Arctic treaty like the 1959 Antarctic Treaty that set aside the continent as a scientific preserve without recognition of national claims and banning military activity on that continent.However, warned Mr Singer: The treaty protecting the Antarctic is running out, and we will see a rush to exploit the Antarctic too.The melting ice cap is pushing Arctic issues up the Brussels policy agenda.Earlier this month, the EU's fisheries and maritime affairs commissioner, Joe Borg told a meeting of the Nordic Council - which brings together Nordic countries, both members and non-members of the 27-country bloc that the receding ice brings a first time opportunity to exploit new transport routes and draw upon the wealth of untapped natural resources in the Arctic.

Military questions

While the commercial side of the debate over the race for the Arctic rages, the military question is never far away.In Spring, the commission together with the EU's chief diplomat, Javier Solana, published a seven-page paper that mapped out the latest thinking from Brussels on the security implications of climate change. The document underlined the risks and opportunities presented by the melting Arctic, alongside concerns about increased numbers of migrants, territorial disputes, water shortages in Israel and decreases in crop yields in the broader Middle East, and argued that the EU should boost its civil and military capacities to respond to serious security risks resulting from catastrophic climate change.In August last year, a Russian submarine planted a flag on the Arctic sea floor underneath the North Pole, while on Wednesday (17 September), during a meeting of the country's security council, President Dmitry Medvedev set in motion plans to claim part of the Arctic shelf as national territory. The move will turn the Arctic into Russia's resource base of the 21st century, he said at the meeting. Meanwhile, Conservative Canadian Prime Minister, whose nation also has competing claims on the north, has also pledged to assert Arctic sovereignty while campaigning ahead of the country's 14October federal election.We'll be present with eyes in the sky, ships in the northern passage, and boots on the Tundra, he said this weekend.

Military issue overblown

Also at the Arctic debate was Russia's ambassador to the EU, Vladimir Chizhov, who told the EUobserver that the race for the Arctic had been very much overblown, not least by the media: These parties shouldn't find conflict where it doesn't exist.I don't think increasing the capacities of the oil and gas industry to explore the Arctic should in any way linked to military questions, he added.Under international law, each of the five countries with Arctic territory within their jurisdiction - Canada, Denmark, Norway, Russian and the United States - own a 320-kilometre region that extends north from their respective shorelines. The agreement is to be reviewed under UN auspices in May 2009.

EU provides Jordan's service sector with 15 million euros 21 September 2008

AMMAN - To enhance the competitiveness of the Kingdom's service sector, Jordan and the European Commission (EC) have signed a 15 million euro deal which officials hope will enable the Jordanian service industry to penetrate the EU market. The agreement, which was signed last Thursday, seeks to promote and boost the competitiveness of the Jordanian service sector both locally and internationally through developing small- and medium-sized enterprises (SMEs) in a number of areas.

In addition, the deal will attempt to reduce the trade balance between Jordan and the EU, which currently stands at over 1 billion euros, according to the Ministry of Planning and International Cooperation.Planning Minister Suhair Al-Ali, who signed the deal with Ambassador Patrick Renauld, head of the European Commission Delegation in Amman, said the SMEs will be provided with technical support, service exports promotion, financial support and loan guarantees, capacity building and policy support. She added that under the agreement, a database of Jordanian companies to assist in business development and matchmaking will be established.The targeted sectors include business, finance, construction, travel and tourism, telecommunications, health, transport, education, distribution and environmental services, according to the agreement, which will also facilitate access to funding for SMEs through a financial support scheme. For his part, Renauld commended Jordan-EU relations, which he said have been enhanced under the framework of the EU-Jordan Association Agreement of the recent Barcelona Process and the European Neighbourhood Policy.Our support will not only be financial, Renauld said at the signing ceremony. Our goal is to share relevant European experience in the development of small- and medium-sized enterprises. We want also to encourage European businesses to get more involved with the Jordanian economy through investment, joint ventures and technology transfer, he said.

A delegation agreement was also signed between the Ministry of Planning and International Cooperation and the Jordan Enterprise Development Corporation (JEDCO) authorising the latter to implement the EU agreement.JEDCO CEO Yarob Qudah said the agreement will enhance the service sector, which has the highest employment percentage in Jordan.The service sector contributes 60-62 per cent of Jordan's gross domestic product and the sector's added value is high - reaching about 60 per cent. PARIS (AFP) - A senior US official called Friday for solidarity between the European Union and the United States to confront Russia's military surge in Georgia and consider moves to isolate Moscow. Washington will work with EU governments to ensure Russia is not able to have it both ways, to be in and out of the international community, US Assistant Secretary of State Dan Fried told journalists.His remarks came a day after Secretary of State Condoleezza Rice stepped up US criticism of Russia, saying Moscow had put itself on a one-way path to self-imposed isolation and international irrelevance.Washington has warned that Russia is putting its entry into the World Trade Organization (WTO) and Organisation for Economic Co-operation and Development (OECD) at risk over its actions in Georgia.Fried, the US State Department's number two official, said he would be meeting with EU counterparts in the coming weeks in Washington and on the sidelines of the UN General Assembly meeting in New York to agree on tactics and strategy.While the United States has called for a tough stance toward Russia, the 27-nation EU is divided over how to respond to the Georgia-Russia conflict and the bloc refrained from imposing sanctions at an emergency summit this month.The European Union, under the presidency of France, negotiated the ceasefire that ended fighting between Georgian and Russian forces and has been pushing for a full withdrawal of Russian troops from the former Soviet republic.

Human rights take back seat at EU-Central Asia talks

EUOBSERVER / BRUSSELS - EU and Central Asian foreign ministers pledged to work together on new gas pipelines and counter-terrorism at a meeting in Paris on Thursday (18 September), with the problem of grave human rights abuses in the region pushed down the agenda.We re-affirm the importance of active co-operation in the development of different hydrocarbon transport corridors that aim to ensure a guaranteed and reliable supply for European markets, the ministers' joint statement said.The EU and the five Central Asian countries - Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan and Kyrgyzstan - will in future hold regular exchanges on security risks. The EU will help combat terrorist financing and offer expertise on how to stop the illegal traffic of people, arms and drugs.The EU also offered to develop hydro-electric and water management projects to head off confrontation between upstream and downstream countries, such as Uzbekistan, Turkmenistan and Afghanistan.The expression 'common threats and challenges' may seem audacious, as it covers two vast regions separated by ... six thousand kilometres, EU foreign relations head Javier Solana said. But energy security, terrorism and drug smuggling impact our two societies equally and in a direct way.The Paris meeting was in itself a diplomatic coup for the EU's Central Asia policy, launched in June 2007 with the aim of pulling the young, post-Soviet states closer to the West.

The modest package, which sees EU spending of just €100 million a year on all five countries, has had little impact so far. EU plans to open large embassies in the five capitals have stalled, with the blue flag visible only in Astana, Kazakhstan. Plans to build a major gas pipeline - Nabucco - linking Turkmenistan and Azerbaijan to Europe via Turkey, are also wobbling. EU states such as Italy, Bulgaria, Hungary and Greece have backed a competing Russian pipeline. The Georgia conflict has made the Nabucco transit route more risky, and the European Commission is sending mixed messages on whether it backs the Nabucco pipe or small-scale, compressed gas alternatives instead.We intend to redouble our efforts to develop energy links between the EU and Central Asia through diversified energy transportation routes and new energy infrastructure, including Nabucco, external relations commissioner Benita Ferrero-Waldner said in Paris.

Human rights nuisance

EU diplomacy has not been entirely ineffective. Earlier this year, Turkmenistan pledged to supply 10 billion cubic metres of gas a year for EU energy projects and none of the Central Asian countries have joined Russia in recognising Georgia's rebel enclaves as independent states.But efforts to build relations with the repressive regimes are complicated by obligations to make at least some noise on democracy and human rights, with the values enshrined in the EU's foreign policy charter and monitored by NGOs such as Human Rights Watch (HRW).It's unrealistic to expect these countries to become like Europe. None of our [energy] competitors in the region - Russia, China, America - make co-operation conditional on human rights, an EU official said.The EU has taken an increasingly soft line on values since the launch of the Central Asia package. EU states suspended a visa ban on Uzbek officials for six months and will in October debate scrapping the ban entirely. The EU's special envoy to Central Asia, Pierre Morel, is keen to push through a trade agreement with Turkmenistan despite objections from MEPs.Neither Ms Ferrero-Waldner nor Mr Solana mentioned human rights in their Paris speeches, while the joint text made Central Asia sound like a co-guardian of EU values.Driven by a shared commitment to developing and organising our long-term partnership on the basis of ... respect for human rights and the development of the rule of law and democracy, the statement began.

The Paris meeting saw activists from French NGO Reporters Without Borders mount a brief protest inside the Turkmen embassy to demand the release of two journalists.

Annakurban Amanklychev and Sapardurdy Khadjiev have been in jail since 2006. They were arrested with a third reporter, Ogulsapar Muradova, who died in prison, AP reports.HRW is calling for Uzbekistan to free human rights activist Akzam Turgunov, arrested for bribery, and journalist Salijon Abdurakhmanov, charged with drug smuggling, with 18 other dissidents also stuck in prison. Mr Turgunov had boiling water poured on his neck during police questioning. In evaluating Uzbekistan, the EU should demand evidence of real reform, because Turgunov's prosecution shows that nothing has changed, HRW researcher Igor Vorontsov said.

EU: Observers to deploy to Georgia on time SEPT 22,08

TBILISI, Georgia - European Union military observers will be deployed in Georgia by an Oct. 1 deadline despite Moscow's continued insistence that they won't be allowed into two breakaway regions occupied by Russian troops, the head of the EU mission pledged Monday. Under a French-brokered cease-fire, Russia has 10 days to withdraw its forces from Georgian areas outside South Ossetia and Abkhazia once the EU observers are in place.Hansjoerg Haber, who is heading the EU mission, promised that the 200 observers will be in place near the cities of Gori, Zugdidi and Poti by Oct. 1 — a promise that was praised by Prime Minister Lado Gurgenidze.The deployment is a pivotal step to stabilize the situation, Gurgenidze said after meeting Haber. We appreciate the speed with which they sent the mission.The presence of non-Russian, foreign observers in Georgia was a key aspect of the updated cease-fire deal reached between Moscow and Tbilisi earlier this month. But the scope and effectiveness of the EU mission — and that of other foreign observers — has been in doubt due to Moscow's refusal to allow the observers into Abkhazia and South Ossetia.Moscow has also balked at letting more monitors from the Organization for Security and Cooperation in Europe into South Ossetia. The OSCE had hoped to send an additional 80 unarmed observers to South Ossetia, but talks with Russia broke down last week.

Moscow intends to keep around 3,600 troops in each regions, both of which it has recognized as independent states.Haber made no comments about EU observers having access to South Ossetia nor Abkhazia.War in Georgia broke out on Aug. 7 when Georgian forces attacked South Ossetia's main city and Russia repelled the Georgian offensive, routed its army and occupied swaths of Georgian territory.Also Monday, Georgian police official said a Georgia police officer was killed and two wounded when Abkhazian fighters fired on a Georgian police checkpoint Sunday.Another two Georgian officers were wounded Monday when they went into the area and stepped on a land mine, Interior Ministry spokesman Shota Utiashvili said.

JERUSALEM (AFP) - Israel's president was expected to ask Foreign Minister Tzipi Livni on Monday to form a new government, a day after scandal-plagued Prime Minister Ehud Olmert officially stepped down. Livni, 50, a former Mossad spy who replaced Olmert as head of the centrist Kadima party in a leadership vote on Wednesday, is hoping to become Israel's second woman prime minister after Golda Meir, who served from 1969 to 1974.President Shimon Peres was expected to formally ask Livni to form a government on Monday before he heads to New York for the UN General Assembly.She will then have 42 days to form a governing coalition in order to avert snap elections that polls indicate would bring the right-wing Likud party of former prime minister Benjamin Netanyahu to power.Traditionally, the task of forming a government goes to the party with the most seats in the Knesset, in this case Kadima, which has 29 MPs in the 120-member parliament.Livni has already started talks with parliamentary factions that could be included in a future coalition, while at the same time pressing members of her own party to close ranks.But in the rough and tumble of shifting allegiances in Israeli politics, there is no guarantee that Livni will be able to come up with the numbers to form a coalition government and thus avoid an early election.

The Palestinians want mostly Arab east Jerusalem, which Israel seized in the 1967 Six Day War, as the capital of their future state. Israel, however, considers the entire city to be its eternal, undivided capital, a claim not recognised by the international community.

MOSCOW - A Russian navy squadron set off for Venezuela Monday, an official said, in a deployment of Russian military power to the Western Hemisphere unprecedented since the Cold War. The Kremlin recently has moved to intensify contacts with Venezuela, Cuba and other Latin American nations amid increasingly strained relations with Washington after last month's war between Russia and Georgia. During the Cold War, Latin America became an ideological battleground between the Soviet Union and the United States.Russian navy spokesman Igor Dygalo said the nuclear-powered Peter the Great cruiser accompanied by three other ships sailed from the Northern Fleet's base of Severomorsk on Monday. The ships will cover about 15,000 nautical miles to conduct joint maneuvers with the Venezuelan navy, he told The Associated Press.The deployment follows a weeklong visit to Venezuela by a pair of Russian strategic bombers and comes as Venezuelan President Hugo Chavez — an unbridled critic of U.S. foreign policy who has close ties with Moscow — plans to visit Moscow this week. It will be Chavez's second trip to Russia in about two months.The intensifying contacts with Venezuela appear to be a response to the U.S. dispatch of warships to deliver aid to Georgia which angered the Kremlin.

Chavez said in an interview with Russian television broadcast Sunday that Latin America needs a strong friendship with Russia to help reduce U.S. influence and keep peace in the region. In separate comments on his Sunday TV and radio program, he joked that he will be making his international tour to Russia and other countries this week aboard the super-bombers that Medvedev loaned me, a reference to Russian President Dmitry Medvedev. Gentlemen of the CIA, to be clear, I'm joking, Chavez said with a laugh.

Chavez has repeatedly warned that the U.S. Navy poses a threat to Venezuela.

Russia has signed weapons contracts worth more than $4 billion with Venezuela since 2005 to supply fighter jets, helicopters, and 100,000 Kalashnikov assault rifles. Chavez's government is in talks to buy Russian submarines, air defense systems and armored vehicles and more Sukhoi fighter jets.Russian and Venezuelan leaders also have talked about boosting cooperation in the energy sphere to create what Chavez has called a new strategic energy alliance.Russian Deputy Prime Minister Igor Sechin, who visited Venezuela last week, announced that five of Russia's biggest oil companies are looking to form a consortium to increase Latin American operations and to build a $6.5 billion refinery to process Venezuela's tar-like heavy crude. Such an investment could help Venezuela, the world's ninth-biggest oil producer, wean itself from the U.S. refineries on which it depends to process much of its crude.

Mohamed ElBaradei says it is impossible to guarantee that Iran is not hiding such activities unless it allows his inspectors much broader access and answers allegations that it hid past attempts to make nuclear arms.ElBaradei is head of the International Atomic Energy Agency. He spoke Monday at the opening of the 35-nation IAEA board of governors.Iran is under three sets of U.N. Security Council sanctions for refusing to freeze uranium enrichment. While Tehran says it only wants to generate nuclear fuel, there is fear it could use the process to create the fissile core of nuclear warheads.

JERUSALEM – Palestinian Authority President Mahmoud Abbas' Fatah organization has been providing financial support to al-Qaida allies in the Gaza Strip, including some of the most radical Islamist organizations in the territory, according to information obtained by WND.Fatah, considered moderate by U.S. and Israeli policy, has been backing the Al-Qaida allies in a bid to destabilize the rival Hamas' leadership in Gaza. Hamas violently seized control of Gaza from Fatah last June, after Abbas unilaterally dismantled the democratically elected Hamas-led PA.The last few weeks have seen a marked rise in the boldness of radical Islamist organizations in Gaza, particularly three groups: Jihadiya Salafiya (the Jihad of Ancestors), Jaish al-Islam (Army of Islam), and the Islamist Doghmosh clan. The Doghmoshes lead Jaish al-Islam but also act independently as a clan. They achieved notoriety for the March 2007 abduction of BBC reporter Alan Johnston.

Last month, Jihadiya Salafiya announced it established an armed wing, which it called the Damascus Soldiers, brandishing weapons in a public display in Gaza. All three Islamist organizations – Salafiya, Jaish and the Doghmosh clan – evidenced a recent infusion of weapons and have been openly challenging Hamas, according to Palestinian security sources in Gaza.Unlike other radical Islamic organizations such as Hamas and the Muslim Brotherhood, which have demonstrated pragmatism in some aspects of political life while still holding an Islamist world view, the three Gazan Islamist organizations in question believe in a strict interpretation of the Quran and that only the Quran can dictate how to act. The three groups are openly identified with al-Qaida ideologically; they believe jihad is the primary way to spread Islam around the world, including jihad against secular Muslim states.Hamas has in the past worked with the al-Qaida-allied groups in Gaza. It took credit along with Jaish al-Islam for the kidnapping in June 2006 of Israeli soldier Gilad Shalit.

But Jihadiya Salifiya and Jaish al-Islam have been regularly publishing pamphlets the past few months labeling Hamas as non-Muslim since the terror group ran in 2006 democratic elections, which the Islamist organizations see as an expression of Western values. Also, for the past two years, al-Qaida leaders themselves have released audio tapes at a frequency of almost one per month blasting Hamas for participating in elections and in the democratic process.Hamas last week engaged in heavy fire clashes with the Islamist organizations in Gaza in which 11 were killed, including a top member of the Doghmosh clan. The fighting reportedly broke out after the Doghmoshes shot at Hamas policemen who had attempted an arrest raid against the Islamists.According to informed security officials, some top members of Fatah have been funneling large quantities of cash to Jihadiya Salafiya, Jaish al-Islam and the Doghmoshes in a bid to build up the Islamist groups at the expense of Hamas. The security officials said there was no official decision within Fatah to bolster the Islamist radicals, but that top Fatah officials were acting independently. A perusal by WND of official Fatah websites, including Fatah news websites, during the last six weeks found a strange phenomenon – Fatah was publishing the anti-Hamas pamphlets of the three Islamist organizations in question and also provided the al-Qaida-linked groups a platform to espouse their ideology. Fatah news websites have traditionally been more secularly oriented and have stayed away from promoting al-Qaida.

A senior source in Hamas' Interior Ministry told WND that Hamas recently arrested a number of Fatah members in Gaza suspected of serving as links between the Islamist radicals and Fatah officials in the West Bank city of Ramallah.The Hamas source said his group fears the three Islamist organizations, backed by Fatah, will attempt assassinations of Hamas leaders or suicide/car bombings against Hamas targets in Gaza.The source said Hamas' Interior Ministry is contemplating the formation of an intelligence apparatus specifically to deal with the purported threat of Fatah backing Al-Qaida-linked groups in Gaza.Aside from last week's attempted arrest raid, Hamas in recent weeks has rounded up and arrested prominent sheiks and religious leaders in Gaza who are known to promote al-Qaida views or are affiliated with the radical Islamist groups.Israeli security officials, speaking to WND, blasted Fatah for supporting radical Islamists.They are playing a dangerous, stupid game, one top Israeli security official commented. If they succeed in winning back Gaza, Fatah will have to contend with an al-Qaida territory.

Evangelical Christian Support For Israel Endures September 18, 2008

Earlier this month, a media frenzy erupted when Republican presidential candidate John McCain chose Alaska governor Sarah Palin for his running mate. Since then, radio, TV, newspapers, and the Internet have been filled with reports on the personal life and political views of this relatively unknown figure who could become America's first female Vice President.One image in particular caused quite a stir on the Internet. The photo, taken during a television interview in Palin's office, shows an Israeli flag in her window. It is a small thing - but one that got people talking. What, they asked, are Palin's views on Israel?It turns out that Palin is well known among her state's small Jewish population. One prominent Jewish businessman described her as absolutely a friend of the Jewish community. Rabbi Yossi Greenberg, well known in Jewish circles in Alaska, said that from the time she became governor, [Palin] has always supported the Jewish community.During last week's highly-publicized interview with ABC's Charlie Gibson, Palin also voiced in no uncertain terms her support for Israel. Responding to a question about the proper U.S. reaction to a potential Israeli military strike to prevent Iran from obtaining nuclear weapons, Palin said, First, we are friends of Israel, and I don't think that we should second guess the measures that Israel has to take to defend themselves, and for their security.Given her strong support of Israel, perhaps it should come as no surprise that Palin is an evangelical Christian, currently a member of a non-denominational Bible church. In reading her story, I was reminded of my early exposure to evangelical Christians - an experience that ultimately led to the founding of The Fellowship.

In the late 1970's a group of neo-Nazis fought for the right to march in Skokie, Illinois, a Chicago suburb with a large Jewish population and a high number of Holocaust survivors. At the time, I was a newly ordained rabbi working in inter-religious affairs. As I organized opposition to the march, I was struck by the response of so many Christians, who were eager to work with Jews to fight this poisonous hatred. Thankfully, the Nazis never marched in Skokie. But I will never forget the Christians who stood up to them -- in fact, their courage and loyalty inspired my decision to respond to God's call and form The Fellowship a few years later.During this, The Fellowship's 25th anniversary year, it is especially heartening to see that the phenomenon of evangelical support for Israel endures. It does, I believe, because it is built on a solid foundation of biblical truth - that God called Abraham to be the father of the Jewish people, that He gave the land of Israel to the Jewish people as an eternal inheritance, and that those who bless the Jewish people will themselves be blessed. (Genesis 12:3). Added to this is the fact that evangelicals, as much as anyone, realize that Israel and America share common values - the values of faith, democracy, and individual liberty - and that these shared values draw us together as partners in a struggle against the Islamic fundamentalism that is the greatest threat facing free societies today.This is a highly charged political season. We have all heard and will continue to hear much partisan rhetoric. But perhaps all of us - Democrats, Republicans, and Independents alike - can agree that the fact that a public servant like Sarah Palin can proudly proclaim her support of Israel, and her Christian faith, in the public square, is indeed cause for celebration.

Did you know that according to the rabbis Judgment Day is on September 30, this year? Each year on this day everyone comes before the Lord – to be judged. It is called Yom ha Din (Judgment Day). (Today, I just want to remind you that 99.9% of Jewish people do not believe in Yeshua!) The REAL BIBLICAL NAME of this High Holy Day is found in Leviticus 23:24; and it is referred to as Yom Teruah which means The day of the blowing of the Horns (Shofars).

However, you probably know this Holy Day as Rosh HaShanah (the Jewish New Year).

Although this name is not technically mentioned in the Torah, in Ezekiel 40:1 this day is referred to as, The beginning of the year. So that’s why the rabbis refer to it as Rosh HaShanah. Rosh means head or Beginning, and HaShanah means The year.At one of the synagogues near my house, Rabbi Slomovitz said to me, Zev, for one month before this day (Judgment Day), it is a time for you and every Jewish person to repent.From August 30 until September 30, each morning during the month of Elul, in synagogues around the world, the Shofar is blown as a call to repentance! Soon it will be Judgment Day!

However, can any of us stand before God’s judgment without Yeshua? Can you imagine standing in front of the Almighty with all of your sins? It is a terrifying thought! In Leviticus 23:28 it says to hold a sacred assembly and to sound the horns. It is also a Sabbath, and a day in which God commands the Jewish people to make atonement for their sins. Therefore the Jewish sages believe that on this day each year, it is JUDGMENT DAY, and that one year in the near future on Rosh HaShanah it will be the FINAL JUDGMENT DAY. And, each year, on this day, the sages say that the Book of Life is opened up and each person is judged by what they have done. But on the Final Judgment day, each person will either be written in the Book of Life, or not, and then the Book will be closed! September 30, (Yom Teruah and Rosh HaShanah) is also said by the Jewish sages to be the Coronation DAY of God. A coronation is the ceremony where a person of royalty (remember, Yeshua was from the line of King David) is given power to rule the people. A crown or coronet is placed on their head. Nations also have coronations for their kings and queens. Weeks before Coronation Day for England’s Queen Elizabeth, everyone in her kingdom was talking about her becoming Queen. On Coronation Day, there were hundreds of dignitaries, and tens of thousands of people lined the streets cheering, as she was about to be crowned queen. Millions of people around the world watched the Coronation being broadcast on television. It was a day of splendor and awe! The crowds cheered the procession of guests, including heads of state and members of the Royal Family. Trumpets were then sounded proclaiming her as the new Royal Queen.

This reminds me of Yeshua, our King Messiah and the Prophecies He fulfilled. He first came as the suffering servant (Isaiah 53). Remember before Passover he rode lowly into Jerusalem on a Donkey (Zechariah 9:9). The crowds lined the streets as they were cheering Him, shouting: “Blessed is the one who comes in the Name of the Lord – the King of Israel! And then a few days later, He was beaten beyond recognition fulfilling the Messianic prophecy of Isaiah 53. He was bruised and beaten for our sins. Then He had to carry his wooden cross – and like a procession, again crowds lined the streets for Him. It was Coronation Day. Yeshua was crowned! But it was a crown of thorns, not a crown of gold and jewels. And the sign that was hung above Him read: King of the Jews. Yeshua was crowned with the Royal Title, King of the Jews! That was just over 2000 years ago. But my friend, He is coming back very soon – as Messiah ben David (Messiah son of David), the mighty King Messiah who will Judge each individual (John 5:22). And so this brings us back to September 30 of this year. Many Bible scholars believe that because Yeshua fulfilled the Biblical Jewish holy days of Passover and Shavuot (Pentecost), that He will also return on Yom Teruah (Blowing of the Shofar) to fulfill this High Holy Day. In 1Thess. 4:16 it says: For the Lord Himself will descend from heaven with a shout, with the voice of the archangel, and with the trumpet of God. And the dead in Messiah will rise first.Stan, we do not know the year when Yeshua will return, but even the Orthodox rabbis preach from their synagogues that we are in the last days. So please tell as many people you can that Yeshua is coming soon! * * * * FLASH TRAFFIC: WASHINGTON UPDATE * * * * HEADING TO THE EPICENTER Olmert dismisses Bible believers as delusional. Will Livni follow his lead on Jerusalem, Judea and Samaria? By Joel C. Rosenberg

(Washington, D.C., September 21, 2008) -- Several colleagues and I leave tonight for various meetings and interviews in the Middle East as I finish the manuscript for Inside The Revolution. We will also be doing humanitarian relief work with our Joshua Fund allies. Lord willing, we'll return to the U.S. on October 8th. I will post updates from the region if I can, but I would be grateful for your patience as this won't always be possible. We would also be grateful for your prayers for safety, wisdom and open doors. Thanks so much. Last week, Lynn and I were traveling and I was unable to write Flash Traffic or post updates on the weblog. We were on a cruise from Boston to Montreal with Jack and Kay Arthur and about 350 Precept Ministries leaders and donors, teaching the Bible prophecies of Ezekiel 36 and 37 (the rebirth of Israel and the return of the Jewish people to the Holy Land in the last days) and Ezekiel 38 and 39 (the rise of a Russian dictator who will form an alliance with Iran and other Middle Eastern countries to attack and try to destroy Israel in the last days). It was a wonderful time to be with evangelical Christian leaders who love Israel unconditionally and have demonstrated unwavering support for the Jewish State for decades. It was also a real honor to be able to work side by side with Jack and Kay to equip their team to teach Bible prophecy in light of fast-moving geopolitical events in Russia, Iran and Israel, as well as to brief their team on how more people in the epicenter are coming to faith in Jesus Christ than at any other time in human history. During the course of the floating conference, a number of dramatic events happened. Here are a few that caught my attention and that we discussed at sea:

* Outgoing Israeli Prime Minister Ehud Olmert last week offered to give 98.1% of the Biblical lands of Judea and Samaria (commonly known as the West Bank) to the Palestinian Authority (PA), despite the fact that the PA leadership has shown little if any capacity to govern effectively and protect the rights and God-given liberties of its own citizens, much less create and maintain real peace with Israel. The PA lost control of Gaza to Hamas, after all; has not been able to regain control of Gaza; and Hamas has fired well over 5,000 rockets, missiles and mortars at southern Israel since Israeli forces withdrew in 2005. How, then, has the PA earned the right to control more land?

* Olmert last week offered to divide the holy city of Jerusalem with the Muslim leadership of the PA, despite the fact that Olmert once vowed as mayor of Jerusalem never to allow the capital to be divided.

* Olmert said last week: The vision of a greater Israel no longer exists, referring to the Bible prophecies in Genesis 12, Genesis 17, Genesis 35:6-12, Genesis 38:3-4, Genesis 50:4, Exodus 12:25, Exodus 33:1, Joshua 21:43-45, I Kings 11:32, 2 Chronicles 6:6, Psalm 132:13-14, and Zechariah 3:2 (to name just a few) that indicate the God of Abraham, Isaac and Jacob has promised the holy land to the Jewish people and chosen the city of Jerusalem to be His own special city, the capital of the Jewish nation.

* Olmert also said those who speak of it the Bible prophecies concern a greater Israel are delusional or deluding themselves.Olmert believes he is being a bold peace-maker. Actually, he is pouring fuel on the fire of Radical Islam by making the extremists feel that more violence leads to more Israeli concessions.

* Iranian President Mahmoud Ahmadinejad immediately predicted Israel won't survive for long, saying, while some say the idea of Greater Israel has expired, I say the idea of a Lesser Israel has expired, too.

* Hezbollah leader Sheikh Nasrallah said Hizbullah was responsible for pounding the last nail in the coffin of Greater Israel….The victories of 2000 and 2006 destroyed the dream of a vast Israeli power, he said, referring to Israel's retreats from southern Lebanon. Today, we face 'Mediocre Israel.When he was the Vice Premier of Israel, Ehud Olmert once said "We are tired of fighting, we are tired of being courageous, we are tired of winning, we are tired of defeating our enemies. That was a very telling statement. Such immense fatigue has shown through in nearly all of Olmert's policies. Olmert and his advisors are exhausted by the Arab-Israeli conflict. They do not want to fight. They want to surrender. They want to give up more and more land in hopes of convincing Israel's enemies that they are men of goodwill. But enemies such as Ahmadinejad and Nasrallah are not exhausted. Indeed, they are energized by Olmert's statements and actions. They believe that the wind is at their backs and Allah is about to give them a great victory over the Jewish people. Thus, they are feverishly preparing for war.

The question now is whether Olmert's hand-chosen foreign minister - Tzipi Livni - shares Olmert's ideological and emotional exhaustion and the policies that emanate from such fatigue now that she has (narrowly) won the Kadima primaries and is in position to become Israel's next Prime Minister. Does Livni believe that Jews and Christians who believe the God of Israel gave Jerusalem, Judea and Samaria to the Jewish people are delusional? Does she believe the prophetic vision of a Greater Israel is dead? Will Livni thus try to give away Judea and Samaria? Will she try to divide Jerusalem? Will she try to give away the strategically vital Golan Heights? Will she try to appease Iran, Syria, Hezbollah and Hamas? Or will she confront Israel's enemies and do everything necessary to neutralize Iran's nuclear threat?

It is too soon to say.

The first Big Question is: Can Livni can put together a coalition to run the government? If she cannot, new elections are coming and Bibi Netanyahu may defeat her to become the next Prime Minister. The second Big Question is: If Livni does become PM, will she take military action against Iran's nuclear facilities in the window of time between the U.S. elections in November and the inaugural in January?

Olmert's resignation and Livni's emergence creates enormous uncertainty during a very volatile moment in the epicenter. Let us, therefore, continue to pray for peace while we make necessary preparations for war.

A MESSAGE OF HOPE FROM DR. JACK VAN IMPE SEPT 22,08

We want to continue our study in the cost of discipleship and revival.

Ephesians 2:10 states, For we are his workmanship, created in Christ Jesus unto good works. When we become new creations in Christ Jesus, this text teaches that part of God's new creative work within us produces service. We do not work to become Christians, but work because Christ within is working through the life of the one He indwells. I am afraid that many lackadaisical, lazy professors of religion have nothing. The evidence of salvation is sadly invisible. What about it? Does God expect anything from overloaded (physically), undernourished (spiritually) twentieth century believers?

The truths I am about to present will not please lazy Christians who, like wheelbarrows, need to be pushed. Neither will these arrows of God's Word be as pleasing platitudes to modern saints who run their lives like present-day cafeterias-self-service only. Nevertheless, all need to hear from God. All of us need a spiritual bath occasionally, so let's proceed to use the Word and get washed (see Ephesians 5:26).

In chapter one we considered in a broad way, or telescopically, the price Christ paid. Now let's look at it microscopically, or minutely. Then let's follow Christ.

Christ Was Slandered

First; Jesus paid the price of malicious slander. The Pharisees said, He casteth out devils through the prince of the devils (Matthew 9:34).

Again, This fellow doth not cast out devils, but by Beelzebub the prince of the devils (Matthew 12:24).

He hath an unclean spirit (Mark 3:30).

Some say, He is a good man: others said, Nay; but he deceiveth the people (John 7:12).

The people answered and said, Thou hast a devil (John 7:20).

Imagine the audacity of the people as they hurled these vicious accusations at Christ:

The Pharisees therefore said unto him, Thou bearest record of thyself; thy record is not true (John 8:13). Here they call the Saviour a bold-faced liar. It gets worse in John 8:41 where they say We be not born of fornication. [We are not a dirty, illegitimate child like you].

Still again, Thou art a Samaritan, and hast a devil (John 8:48). This was a racial slur because Samaritans were hated.

In John 10:20 they say, He hath a devil, and is mad. [He is demented and foams like a mad dog.]

I have but taken a few of the slanderous pronouncements made concerning the Lord Jesus Christ. The people said that Jesus had a devil, and an unclean spirit; that He was a deceiver, a liar; that He was an illegitimate child, a mad dog. About whom were they speaking? God in the flesh!

Will those who truly follow in His steps receive the same kind of treatment? You had better believe it! In fact, I have never felt better about some of the mail I receive. Praise God, I am on Christ's side, and this is the way it should be.

Listen to the Saviour in John 15:18, 19, If the world hate you, ye know that it hated me before it hated you. If ye were of the world, the world would love his own: but because ye are not of the world, but I have chosen you out of the world, therefore the world hateth you.

This same teaching is presented by our Lord in the Sermon on the Mount: Blessed are they which are persecuted for righteousness' sake: for theirs is the kingdom of heaven. Blessed are ye, when men shall revile you, and persecute you, and shall say all manner of evil against you falsely, for my sake. [Then what-quit? NO!] Rejoice, and be exceeding glad: for great is your reward in heaven (Matthew 5:10-12).

Paul said in 1 Corinthians 4:10, We are fools for Christ's sake. Verse 13: We are made as the filth of the world, and are the offscouring of all things unto this day. Let's study the word offscouring for a moment.

When dishes are washed, the pots have goop on the bottom. One then takes a scouring pad and scrapes the crud free. The released goop is the offscouring. Ugh! Well, dear refined, highly polished Christian, this is the term the Holy Spirit uses to picture the Christian who is taking his stand for Christ in this wicked world. He is the offscouring, the goop, and crud off the bottom of the pan in the world's eyes. Has this been true in your life? Why not? God wrote this verse and said it would be so if you lived the life. Forget about your image. Let go, and let God have His wonderful way in your life.

First Peter 2:12 says, They [will] speak against you.

First Peter 3:14: If ye suffer for righteousness' sake happy are ye. Why? Because of the reward in the future.

Again, 1 Peter 4:14 declares, If ye be reproached [maligned and slandered] for the name of Christ, happy are ye; for the spirit of glory and of God resteth upon you.

Now I want to show you the prime reason the average Christian is never slandered and hated. First, his testimony is nil or watered down. Jesus said in John 7:7, The world... me it hateth, because I testify of it, that the works thereof are evil. Those who run around talking love, love, and more love usually are loved. But when one mentions sin, as Jesus did, and rebukes the iniquitous abominations of the hour, he becomes hated.

The Bible also teaches that godliness produces resentment among the unholy. Second Timothy 3:12: Yea, and all that will live godly in Christ Jesus shall suffer persecution. This is why Cain slew Abel, his brother (see 1 John 3:12). This is why carnal Christians criticize spiritual men of God who preach holy living and keep the standards high.

You folks who look like the world, dress like the world, act like the world, talk like the world, run with the world, and live for the world will never be persecuted. You are living where they are. But it is wrong, and you will be the loser.

Romans 12:2 says, And be not conformed to this world: but be ye transformed In simple English, don't be fashioned like the world, but about face. You women who wear tight blouses and sweaters to attract men will never be persecuted. Your little short skirts will bring the favor of the ungodly rather than mockery. You men with smutty mouths won't be considered religious fanatics. The world will love you; you sound like them. But, be not conformed to this world.

Christ Suffered

Second, Christ paid the price of suffering. For even hereunto were ye called: because Christ also suffered for us, leaving us an example, that ye should follow his steps (1 Peter 2:21).

First Peter 3:18 states, For Christ also hath once suffered for sins, the just for the unjust.

Hebrews 12:2: Looking unto Jesus the author and finisher of our faith; who for the joy that was set before him endured the cross. Were you under the impression that Calvary was an easy ordeal? It was not! He endured-endured the cross.

In this day of easy-believism, are we to suffer as Christians? Are we to pay the price in winning lost souls to Jesus? Let's see.

Philippians 1:29: For unto you it is given in the behalf of Christ, not only to believe on him, but also to suffer for his sake. It is not enough just to believe. One becomes a Christian by believing, but discipleship produces suffering. Believing gets one into heaven, but discipleship presents one with heaven's best crowns to place at the feet of Jesus.

Yes, He suffered for us, leaving us an example that we should follow His steps (see 1 Peter 2:21). His suffering was for sinners. Our suffering should be for the same reason. Think of this statement in the light of the millions of Christians who have never won a soul to Christ. Think of the shame that awaits their entrance into heaven (see 1 John 2:28).

Suffering is again discussed in Philippians 3:10: That I may know him, and the power of his resurrection, and the fellowship of his sufferings, being made conformable unto his death. All of us want a life filled with blessing, but few want to fellowship in His sufferings. Read again the listing of 2 Corinthians 11:23-28 wherein Paul enumerates his sufferings. Then bow before God and say God forgive me for my greedy, grasping, selfish attitude. Forgive me for allowing the old nature to have full sway.

Christian, will you have any scars, like Paul, at the Judgment Seat? Many live luxuriously and complain about the hardship of being a Christian. Let's accept slander and suffering as the will of God and press on to greater service for the Lord.

Christ Was Slain

Third, Christ was slain. He gave His life for a sinful world. God commendeth his love toward us, in that while we were yet sinners, Christ died for us (Romans 5:8). He humbled himself, and became obedient unto death, even the death of the cross (Philippians 2:8).

Jack, will you go so far as to state that a Christian should be willing to follow Christ, even to death, in winning souls? I suggest it because Jesus taught this truth. He said in Luke 9:23, If any man will come after me, let him deny himself, and take up his cross daily, and follow me. We must go back to the first century to understand the implications within this statement. The cross was the means of capital punishment in Christ's day. It was an instrument of death. A convicted criminal had to drag his own cross to the place of his execution. When one passed by pulling or dragging a cross, it meant that he was going to be crucified, yea killed.

Jesus said that one should be willing to die daily, or bear the cross 24 hours per day in order to follow Him. I believe this same lesson is pictured in Revelation 2:10: Be thou faithful unto death, and I will give thee a crown of life. There is more in this verse than the thought of faithfulness to Christ as long as one has life. The context indicates that a horrendous time of persecution was to come. Some would be hanged; others murdered in tortuous ways for the name of Christ. When it came, faithfulness unto death was the means of earning the crown of life for the martyr. This happened in past history, and may soon be the experience of God's people in America. Christians in Russia, China, and other parts of the world have already suffered greatly. Were you next, would you have the spiritual stamina to stand for Christ? Even unto death?

Adoniram Judson went to India as a missionary. He was soon imprisoned because of his love for Christ and the souls of men. They bound him in a stench-filled dungeon. There he was alone with his God for months. Many were the hours of torture he experienced. Anne, his sweet wife, would often look into the place of his interment and with tears flowing down her cheeks cry out, Hang on, sweetheart. I know it is difficult to bear, but God will give us the victory. Time passed, and the visits from Anne ceased. How Judson wondered as to the welfare of his family.

After a few years, he was released. He immediately went to the area where he and Anne had lived. As he arrived at the location, he saw a grimy, dirt-covered tot playing outside a tent. He did not realize it was his own little girl. He rushed into the tent and saw a bald woman lying on a bed. She was dying. Malnutrition had taken her hair and health. As he stood over the form of the one he had loved so dearly, his tears fell on her face. This revived his darling and she opened her eyes. She took his hand and said, Adoniram, be true to the Lord. Hang on, sweetheart. When I am gone, don't quit. Be faithful. Pay the price.

Today there are thousands of Christians and hundreds of gospel-preaching churches in India because the Judsons took up the cross daily and followed Jesus. What will you do with your life, Christian? Give it to the Lord now in prayer.

The Look

What a dramatic experience it must be for an infant to be born into this world! Leaving the security and warm comfort of its sanctuary just below its mother’s heart, the child is thrust suddenly into the noisy activity and bright lights of a completely different existence...in a whole new world.

How comforting and reassuring it must be for that tiny new being to look up into the face of its mother and gaze into the kindest, most loving eyes it has ever seen. There is grateful acceptance and a joyful welcome in that face, and that first look of love, I believe, is so important that it helps shape the entire life of that youngster. That look should-and usually does-carry special, deep meaning right on through all the child’s years on planet earth.

Sadly, for many children who enter the world these days, that look isn’t there. They never look up and see a gentle expression that says, I’m glad you’re here. Such deprivation, it seems to me, must have a negative impact on their early sense of security and well being, and may even affect their ability to relate to others in the critical growing-up years.

I got the look

I’m so grateful that I did read that overwhelming welcome in the eyes of my mother and father. As early as I can remember, that look of pride, joy, and approval greeted me every time I looked up at them. And I learned to check for the look as a reference point to help me along as I explored the world and ventured out to find my place in it.

When I was trying something new, or attempting to do something on my own, I could read in mother’s eyes-Yes, go ahead, or maybe, Hey, you’d better be careful and hold back just a little bit. My father was also a great source of guidance and encouragement just through the look. My parents never really had to say very much for me to understand where I was headed. I could always read their expressions...especially their eyes.

When I was a child, the look helped give me the courage to do my best in performing. I started singing in public when I was just five years old, and there were about 1,500 people in the church we attended. But if I felt a bit apprehensive while standing up before the crowd, all I had to do was look down at my mother. Her eyes would tell me, You can do this...I’m so proud of you!

At the end of a musical solo, Mom’s eyes might convey to me, Oh, honey, that’s the best you’ve ever done!

Of course, if I looked at my father, I would always see tears rolling out of his eyes. His eyes were always dripping with love, approval, and caring that said to me, I can’t even begin to express how I feel, Rexella-I have to do it this way!

Learning from the look

In high school, I was also very active in drama as well as music, and in my academic studies. The experience of introducing my songs before an audience gave me the confidence to try acting in plays. I found that I enjoyed learning to communicate from a different perspective.

But whether a solo performance, a choral concert, or a dramatic production, the first people I looked to after my performance were my parents. I could always determine if I had done a good job or not by the look I read in their eyes. Their expression would tell me, Oh my, we certainly approve. Or if I hadn’t done as well, I would read that in their expression. Of course, the tears rolled down my dad’s face at school, too-he could never control his emotions when it came to his daughter doing something.

This approval/caution feedback extended on into my adult life. I learned to recognize the look on other people’s faces and to be sensitive to their needs and feelings. After I was married and Jack and I were traveling the nation in evangelistic crusades, I found that I could stand before an audience and read body language and facial expressions like a book. In their eyes I saw the true identification of their hearts, and it revealed so much.

There might be thousands of people in an auditorium or stadium, but I could sense the people who needed to be there-those who needed the Lord. There was tremendous communication between them and me just through the look. When I stood up to sing, I could tell if they were truly receiving the message of my song or if they were just enjoying-or enduring-the performance.

I especially enjoyed interacting with the children. Youngsters are so openly honest and direct that it is usually easy to tell what they are thinking and how they feel. In more recent years, when we had an open house at our ministry headquarters and invited friends to come, the children would always attract my attention. I felt so free to get down and look into their faces to search out what they wanted to express. Often it was a look that said, Thank you, Rexella, for having us today. I love being here!

Communicating through the look

Before Jack and I went on television and our demanding production schedule kept us closer to home, I often traveled across the country to various ladies conferences. From the time I was twenty years old until a few years ago, I would speak before women’s groups as often as two or three times a month. So many times the Lord helped me to sense people’s needs, and the Holy Spirit directed my words because of the look that communicated so eloquently. Sometimes I’d even change what I had prepared to say and go a different direction. Maybe some little comment I didn’t realize was significant would seem to strike a nerve and reveal a special need. The look would instantly say, Oh, yes! Help me, tell me, teach me!

I’ll never forget the time in a crusade service when a lady came forward during an invitation-she was one of the pastor’s wives. I was immediately drawn to her because I could read the great need in her soul. Just one glance into her eyes told me the whole story, Oh, Rexella, I’m not sure that I really know the Lord. I’m just not sure!

I took her hand and said, Honey, don’t rely on the past-let’s be sure right now. I knew I needed to lead her to Christ, and she was so ready. So we prayed the sinner’s prayer together until the light of heaven broke through all her doubt and confusion.

I got a letter from this lady not long ago-she’s now going across Texas sharing her story about how she opened her heart to the Lord during our crusade.

Even more awesome than the marvelous communication between people that is transmitted through the look is knowing that the eyes of the Lord have followed you and me from the moment we were born. He knows everything about us, and has seen everything we’ve ever done.

In the Old Testament, God says, For mine eyes are upon all their ways: they are not hidden from my face, neither is their iniquity hid from mine eyes (Jeremiah 16:17). And He goes on-Can any hide himself in secret places that I shall not see him? saith the Lord. Do not I fill heaven and earth? (Jeremiah 23:24).

The New Testament also testifies that neither is there any creature that is not manifest in his sight: but all things are naked and opened unto the eyes of him (Hebrews 4:13).

Pondering the wonder of Jesus

While I’m almost overcome by the idea that the Creator of the universe notices me, looks at me, and keeps track of my deeds, I literally tremble to think that He is aware of every failure, and careless act of my entire life. How could we stand before a righteous God if it were not for the amazing love of Jesus who loved us and gave himself as a sacrifice to redeem us from the penalty of our sins?

Such love is too great for me to comprehend! I can only ponder the wonder of Jesus whose shed blood has blotted out the record of all my sins-the things God has seen in my life of which He did not approve. God saw it all. He kept track of it. The penalty for my sin was a debt I owed that I could not pay. But Jesus paid it all. Everything bad that God saw in my life is gone-never to be remembered again! When I look into His face, there is no accusation of my guilt. His look is only total love and acceptance.

Talk about amazing grace! Why did my Lord love me so? How could He look at me with such compassion and forgiveness?

Do you remember the dramatic story of how Peter stood outside the high priest’s house where Jesus was being accused? Three times he denied that he was one of the Lord’s disciples, or that he even knew Him. About that time a rooster crowed, and the door of the house opened and they led Jesus out.

What’s in a look?

The gospel account says, And the Lord turned, and looked upon Peter. And Peter remembered the word of the Lord, how he had said unto him, Before the cock crow, thou shalt deny me thrice. And Peter went out, and wept bitterly (Luke 22:61, 62).

Notice that Jesus didn’t say a word to Peter-He just looked at him. But oh, how much Peter must have seen in that look!

Another gospel story tells how the Pharisees brought a woman to Jesus who was accused of adultery and asked if she should be stoned as the Mosaic Law prescribed. Jesus waited a bit, then looked at them and said, Let him who is without sin cast the first stone (see John 8:7).

One by one the members of that self-righteous mob slunk away until no one was left except Jesus and the woman. Where are your accusers? He asked her, Who condemns you?

No one, she replied.

And Jesus, looking at her with great kindness and divine love, said, Neither do I condemn you, go and sin no more!

Oh, the wonder of His love that takes away every mistake - every sin and gives us a perfect heart! How marvelous to claim the precious promise found in 2 Chronicles 16:9-For the eyes of the Lord run to and fro throughout the whole earth, to show himself strong in the behalf of them whose heart is perfect toward him.

Do you realize what this means? Our Lord’s eyes always see us and what we do for Him. He has seen my every performance, every word I’ve spoken on the crusade platform or before the television cameras, every article I’ve ever written. He’s seen everything that you have done in your whole life to serve and honor Him. When we run the race, He keeps track of the course and is aware of the obstacles. He gives us power to endure and supplies us with everything we need to finish the course!

Running for the reward

At the end of the race, when we stand before the Lord, rewards will be given out for our efforts in running the course. We will be rewarded-not just for what we did, but also for the motive behind our performance. Did we do it just for attention, to say, Look at me! If so, our efforts were to no avail. But if we did it for souls, for the Kingdom of God, we will receive an eternal reward that we can lay at the feet of our Lord.

And I can’t help but believe that even before the awards are given out, all we will have to do is to look up into the face of Jesus and the look will indicate our standing! We won’t have to wait to hear Him say, Well done, good and faithful servant to know. Oh, we will hear those words if we deserve it, but just seeing the look on His face will tell it all!

The Olympics is always a great event with the attention of the world focused on the competitors who come from all over the world. They compete for a temporal reward-man’s recognition and the gold, silver, and bronze medals of achievement. The grandstands are full of cheering throngs of fans, and the Olympic judges are watching-never closing their eyes. They watch, judge, and reward every performance.

The Olympian competitors always appreciate and acknowledge the spectators in the grandstands, but when they finish their competition, they do not watch the fans. Their eyes are fixed upon the judges, watching to see if they can read their look to learn if they will be presented the prize!

The book of Hebrews says that we are in a very similar situation-that the great heroes of faith and all our loved ones and friends who have gone on to heaven before us are looking down and cheering us on. I believe that my mom and dad are in that crowd of heavenly witnesses. And as I run past, I’d love to see that look of approval from them again. But while I am aware of their encouraging presence, I want to finish my race with my eyes on Jesus!

Wherefore seeing we also are compassed about with so great a cloud of witnesses, let us lay aside every weight, and the sin which doth so easily beset us, and let us run with patience the race that is set before us, looking unto Jesus the author and finisher of our faith (Hebrews 12:1,2).

Let us seek for the approval of our Lord today and His look of approval tomorrow.
