Quake sets off buried Second World War bomb in Austria

VIENNA, Austria - Austrian authorities say a small earthquake set off a large Second World War-era bomb in the garden of a Vienna home. No one was injured in the explosion. Investigators think the bomb weighed up to 500 kilograms. It lay buried for decades in the garden, and no one knew it was there. But when a minor quake shook parts of the Austrian capital, the bomb exploded. Officials say the homeowner heard a dull bang Friday evening and went outside to see what happened. Experts were still on the scene Saturday to examine the crater left by the blast. Unexploded ordnance from the Second World War remains strewn across Austria.

LIMA, Peru - Peru's National Institute of Culture says firefighters are close to controlling two forest fires that have disrupted tourism near the ancient Inca capital of Cuzco. Andina state news agency reports that the National Institute of Culture's Deputy Director Jorge Prado says firefighters have the fires practically controlled on Tuesday.Andina reported Tuesday that the fires forced PeruRail to suspend rail service to the Inca citadel of Machu Picchu for several hours on Monday but that the train is running normally Tuesday.National Institute of Culture Director Jorge Zegarra Balcázar said Monday in a press communique that no archaeological sites are threatened.The fires began Saturday and have burned through some 700 hectares of underbrush.

Typhoon hits south China, no casualties reported

HONG KONG (Reuters) – A powerful typhoon plowed into a densely populated area of south China Wednesday, triggering a once-in-a-century storm tide in several cities, state media said.Authorities evacuated more than 100,000 people before typhoon Hagupit made landfall around dawn. The storm killed at least eight people in the Philippines earlier in the week.Streets were deserted and shops and businesses shuttered as the storm uprooted trees and brought down billboards in cities across the booming southern Chinese province of Guangdong, including Maoming where the center of the storm made landfall.The state news agency Xinhua said a fishing boat sank but no casualties were reported.It described typhoon Hagupit as the worst to hit Guangdong in more than a decade, but it was not clear by what gauge it was measuring the storm when typhoons in the past have triggered heavy death tolls.

High winds destroyed a petrol station along the Zhanjiang section of State Highway 325 and a factory under construction. The local government said no casualties were reported in either accident.Hagupit triggered a once-in-a-century storm tide -- a high flood period in which water levels can rise to more than 5 meters above the normal tide -- in several coastal cities including Foshan, Zhongshan, Zhuhai, Jiangmen and Yangjiang.The water level at Dashi hydrological station in the provincial capital Guangzhou was 2.73 meters, a 100-year record, and it showed no sign of subsiding by midday, Xinhua said.It did not say if there was imminent danger of flooding from the tide.Hagupit whipped past Hong Kong overnight, uprooting trees and causing flash floods in low-lying areas including Lantau island where the city's airport is located, with dozens of people injured across the territory.Tropical storms in the region gather intensity from the warm ocean waters and frequently develop into typhoons that hit Taiwan, Japan, the Philippines and southern China during a season that lasts from early summer to late autumn.Another storm was brewing to the east of the Philippines. GALVESTON, Texas - Thousands of people returned on Wednesday for the first time since their island city was blasted by Hurricane Ike nearly two weeks ago, choosing home over warnings that Galveston is broken and infested with germs and snakes. Some returned to find homes in ruins. Traffic was backed up for 10 miles on the one major highway leading into Galveston, but things appeared to go smoothly once the city of about 57,000 started letting people in about 6 a.m. Many people had been waiting in their cars along Interstate 45 since before dawn.Police officers were stationed to direct traffic at major intersections where signal lights were ripped away by the hurricane's 110-mph wind and 12-foot storm surge on Sept. 13.Ruben Rosas, 74, one of those who had fled inland to San Antonio, joined the line on I-45 at about 3 a.m. Once he reached his first-floor apartment located on a bayou, he found that the walls and nearly all his possessions were gone. He did find a large cross that had been on his father's coffin and a small King of Dads statue his kids gave him when they were young.This is just sad, but the good thing is, I'm still around, Rosas said. I can recuperate these things sooner or later.City officials had prepared residents for such scenes, painting a dreary picture about living conditions on the island since Ike's devastation.

When you come back it's not going to be the same Galveston Island you left, Mayor Pro Tem Danny Weber said Tuesday. It's been damaged. It's been broken.The mayor and others warned people not to return without tetanus shots and rat bait, and to be ready for swarms of mosquitoes and displaced snakes. Residents were told to bring their own water and to not even consider turning on the gas or flipping an electrical switch until one of the island's three remaining electrical inspectors can examine the property.Patricia Davis had to wave away some of those mosquitoes as she surveyed the remains of her apartment, its entrance blocked by collapsed walls, wrecked furniture and sodden clothing.I wasn't prepared for this. It's like a war zone, said Davis, 53, a taxi driver.Diane and Eddie Howard were trying to sell one house on Galveston Island and had just bought another one when Ike struck. The 'For Sale' sign from one house lay amid debris that had been submerged in 8 feet of water; their newly bought house burned down during the storm.I've been through all kinds of hurricanes, said Eddie Howard, who was born on the island 77 years ago. This is the worst one.There is little drinkable water, limited food, sewer and medical facilities. A curfew is in effect nightly from 6 p.m. to 6 a.m.We do want to caution folks. There will be some struggles, said Marty Bahamonde, spokesman for the Federal Emergency Management Agency.At least 61 deaths, 26 of them in Texas, were blamed on the Category 2 hurricane and its remnants.Roughly 45,000 of the city's 57,000 residents fled Galveston Island, about 50 miles southeast of Houston, along with hundreds of thousands more from other sections of the Texas coast.Residents of the island's most severely damaged area, on the island's west end, may visit their homes but are not being allowed to stay.City Manager Steve LeBlanc said more hotels in Galveston are reopening and will be available for residents who return and find that their homes are uninhabitable, but he expects those rooms will be quickly snapped up.

Gov. Rick Perry toured the Ike-battered areas on Wednesday and announced a U.S. Department of Housing and Urban Development rental assistance program to help hurricane victims. City officials are working on a plan to provide temporary shelters on the mainland for people whose homes are not habitable. But LeBlanc stressed the shelters would be available only for a short time. City leaders also are looking at setting up a shuttle service to take residents from the temporary shelters to their houses during the day so they can make repairs and clean up. In spite of the problems, Galveston is slowly coming back to life with some stores and restaurants reopening, and there are other signs of recovery throughout southeast Texas. CenterPoint Energy Inc. reported on Tuesday that 73 percent of its 2.26 million customers now had electricity. Entergy Texas reported that 89 percent of its nearly 393,000 customers affected by Hurricane Ike had power again. On Tuesday, Galveston Mayor Lyda Ann Thomas and other city leaders went to Washington to ask lawmakers for nearly $2.5 billion in emergency funds. Galveston leaders are optimistic their city will bounce back. This is our island. We are going to rebuild it and we are going to rebuild it bigger and better than it was, Weber said.

Vietnam braces for Typhoon Hagupit Wed Sep 24, 3:03 am ET

HANOI, Vietnam – Vietnamese authorities prepared to evacuate people from high-risk areas as Typhoon Hagupit moved toward the country after hitting southern China's Guangdong province Wednesday.The typhoon was expected bring heavy rain to Vietnam's north and could unleash major flooding, the national weather forecast center said on its Web site.Prime Minister Nguyen Tan Dung urged local authorities to make available stockpiles of food and medicine in areas often isolated by floods.Vietnam is prone to floods and storms that kill hundreds of people each year.Hagupit made landfall Wednesday morning in China, forcing the evacuation of more than 28,000 people, the official Xinhua News Agency reported. No major damage or deaths were reported in Guangdong.

NEW YORK - Oil prices ended a choppy session slightly lower Wednesday, falling below $106 a barrel as weak U.S. fuel demand and a stronger dollar outweighed concerns over a reduction in global crude output. Light, sweet crude for November delivery fell 88 cents to settle at $105.73 a barrel on the New York Mercantile Exchange after rising as high as $109.50. On Tuesday, the contract fell $2.76 to settle at $106.61.Crude prices have risen about $15 in the past week as investors funnel money back into commodities on worries that a proposed $700 billion bailout of financial firms will undercut the dollar and boost inflation.But analysts said signs of weak U.S. demand for fuel have taken some of the momentum out of the rally. The economic slowdown has forced American consumers and businesses to cut back on energy use, sending oil prices falling from a record $147.27 a barrel reached July 11.Demand for gasoline over the four weeks ended Sept. 19 was 3.5 percent lower than a year earlier, averaging 9 million barrels a day, the U.S. Energy Department's Energy Information Administration said in its weekly inventory report.

Demand continues to be sluggish at best, said Andrew Lebow, senior vice president and broker at MF Global in New York. Some people want to own real assets as an inflation hedge but others see crude as a consumable good, and any economic weakness is going to be bearish factor even if this bailout gets approved.Highlighting Americans' reduced driving habits, filling stations hungry for business continued to ratchet down pump prices. A gallon of regular shed about penny overnight to a new national average of $3.715, according to auto club AAA, the Oil Price Information Service and Wright Express.Still, some analysts say crude could be heading higher amid falling global supplies. About 66 percent of oil production and 61 percent of natural gas output in the Gulf of Mexico remains shut-in after the passage of Hurricanes Gustav and Ike, according to the U.S. Minerals Management Service. The Gulf area is home to a quarter of U.S. oil production and 40 percent of refining capacity.OPEC's decision earlier this month to cut production by 520,000 barrels a day and militant threats to Nigerian oil supplies have added to the supply shortage.

The market is starting to come to grips with how bad the supply situation is going to be, said Phil Flynn, analyst at Alaron Trading Corp. in Chicago. We really can't afford to lose any more barrels.Federal Reserve Chairman Ben Bernanke and Treasury Secretary Henry Paulson were on Capitol Hill Wednesday for a second day of testimony about the bailout plan. On Tuesday, Paulson and Bernanke told legislators that without the move, neither businesses nor consumers would be able to borrow money, and the world's largest economy would grind to a virtual halt.Congressional leaders predicted the emergency rescue would pass, but with significant changes. And there's a real question mark over the direction of the dollar.In its weekly inventory report, the EIA said U.S. crude stocks fell unexpectedly last week. U.S. crude inventories fell by 1.5 million barrels, 0.5 percent, to 290.2 million barrels for the week ending Sept. 19, according to the EIA. Analysts surveyed by energy information provider Platts had expected oil stocks to rise by 1.6 million barrels.

Meanwhile, gasoline inventories dropped by 5.9 million barrels, or 3.2 percent, to 178.7 million barrels. Analysts expected stockpiles of the motor fuel to fall by 5.1 million barrels.Inventories of distillate fuel, which include diesel and heating oil, slid by 4.2 million barrels to 125.4 million barrels for the week ended Sept. 19. AFP – US Federal Reserve Chairman Ben Bernanke, seen here testifying on Capitol Hill, and Treasury Secretary … WASHINGTON – Executives whose companies get a piece of the $700 billion government bailout will have their pay packages strictly limited under proposals that are broadly supported by both Republicans and Democrats in Congress.The Bush administration was resisting the move as it scrambled to overcome widespread misgivings on Capitol Hill and swiftly push through its plan to rescue tottering financial firms by buying up their rotten assets.Lawmakers in both parties are demanding changes to the administration's rescue proposal despite dire warnings from top economic officials of recessions, layoffs and lost homes if Congress doesn't approve it quickly. Both parties' presidential candidates also insist on alterations to the drastic prescription.We have got to look at some alternatives, said Sen. Richard Shelby of Alabama, the top Republican on the Senate Banking Committee.Sen. Chris Dodd, D-Conn., the panel's chairman, said the Bush administration's position was not acceptable.Meanwhile, world stock markets were mixed Wednesday amid reports of a plan by Warren Buffett to invest at least $5 billion in the embattled Wall Street firm Goldman Sachs. That development helped allay some fears about the world's troubled financial sector, but uncertainty in many quarters internationally about the massive U.S. economic rescue plan persisted.

Congressional leaders say they are working to approve the rescue by week's end, but the chances of a quick deal were dwindling.Just because God created the world in seven days doesn't mean we have to pass this bill in seven days, said Rep. Joe Barton, R-Texas.In New York where he is concluding a series of meetings relating to the U.N. General Assembly session, President Bush said, I am confident when it's all said and done, that there will be a robust plan. The president spoke Wednesday before a meeting to discuss free trade with leaders of other Western Hemisphere nations.Rep. Barney Frank, D-Mass., the House Financial Services Committee chairman, was in intense negotiations with Treasury Secretary Henry Paulson on key elements of the plan.As long as it looks as if we are seriously engaged, it's not too late to act, Frank said.Sen. Charles Schumer, told CNN Wednesday: We proposed some kind of FDIC for all financial services companies. They would pay a fee every month and that would go into helping pay for this plan. It won't pay for all of it.Law enforcement officials, meanwhile, said Tuesday that the FBI was investigating four major U.S. financial institutions whose collapse helped trigger the bailout plan.Two law enforcement officials said the FBI was looking at potential fraud by mortgage finance giants Fannie Mae and Freddie Mac, and insurer American International Group Inc. Additionally, a senior law enforcement official said Lehman Brothers Holdings Inc. also is under investigation. The inquiries will focus on the financial institutions and the individuals who ran them, the senior law enforcement official said.

The law enforcement officials spoke on condition of anonymity because the investigations are ongoing and are in the very early stages.Frank has proposed adding substantial congressional oversight over the bailout and a requirement that the government make an effort to renegotiate as many of the mortgages it purchases in the rescue as possible to help strapped borrowers stay in their homes. Paulson was said to be willing to accept those revisions.Schumer, D-N.Y., said earlier Wednesday he believes Congress must act quickly to rebuild the crumbling financial system but that lawmakers must have a strong supervisory role.If there are provisions for a return of money in connection with the absorption of bad debt at various financial institutions, he said on NBC's Today show, it should go to taxpayers before bondholders, shareholders and executives.Sen. Jim DeMint, a South Carolina Republican, differed with Schumer, saying Congress should resist the Bush administration's pleas for the legislation. He said, The government broke it. I don't trust them to fix it.The administration was still battling calls from virtually every quarter of Congress to slap tight limits on compensation for executives whose firms get a federal rescue. Frank wants the government to restrict the bailout to firms that deny their top people golden parachutes on their way out the door and institute a clawback rule to revoke bonuses paid for bogus gains.

Another influential Democrat, Sen. Max Baucus of Montana, proposed tax penalties on the compensation of top executives who earn more than the U.S. president; their pay would only be tax-deductible up to $400,000. Large golden parachutes also would be taxed heavily under the plan by Baucus, the Finance Committee chairman. Paulson says such limits would discourage participation in the program. But the curbs appear to have widespread bipartisan support. Clipping executive compensation is easy right now — everybody wants it, said Rep. Jack Kingston, R-Ga. Frank also has been pushing to allow the government to buy equity — rather than just bad debt — in companies it helps so taxpayers can benefit from future profits. That idea is also gaining bipartisan support, but Paulson argues it would hamstring the very companies the government is trying to help. He also is strongly opposed to another key Democratic priority: letting judges rewrite mortgages to lower bankrupt homeowners' monthly payments. Democrats view that measure as the heaviest lift and the most likely to be dropped as part of a final deal. I share the outrage that people have, Paulson told the Senate Banking Committee on Tuesday. It's embarrassing to look at this. I think it's embarrassing to the United States of America. There is a lot of blame to go around.Without the bailout plan, Paulson and Federal Reserve Chairman Ben Bernanke have sketched out a grave scenario for lawmakers: Neither businesses nor consumers would be able to borrow money, and the world's largest economy would grind to a virtual halt.

Besides buying $5 billion in preferred stock, Berkshire also got warrants to buy another $5 billion in Goldman's common stock.Goldman Sachs also said it will sell $5 billion worth of common stock to the public; the company and Morgan Stanley earlier this week were granted approval to become bank holding companies, which would help them strengthen their balance sheets.Though Buffett's move soothed nervous investors, it could also lead to new questions from lawmakers for Treasury Secretary Henry Paulson, a former co-CEO of Goldman Sachs. Israeli president doubts peace deal by year-end Tue Sep 23, 12:53 pm ET

UNITED NATIONS (Reuters) – Israeli President Shimon Peres cast strong doubt on Tuesday over whether Israel and the Palestinians could reach a peace deal by the end of the year as hoped.Speaking to reporters on the sidelines of the U.N. General Assembly, Peres said there was progress in the talks, which have been stalled by political uncertainty in Israel, but a deal may only be possible over the next year.

We had hoped to conclude it by the end of the year, apparently we shall not conclude it by the end of the year, said Peres when asked whether the U.S.-mediated Palestinian statehood talks could result in an agreement by year-end.I do believe that there remains real progress and there is a very fair chance of concluding it during the next year.Israeli Prime Minister Ehud Olmert handed in his resignation over the weekend and Foreign Minister Tzipi Livni is now struggling to pull together a new Israeli government.When the peace process was relaunched in November last year in Annapolis, Maryland, all sides said they hoped to have a peace agreement before President George W. Israel's Livni meets Palestinian peace negotiator

JERUSALEM – Israel's prime minister-designate took a break from her efforts to form a new government Tuesday to meet with the chief Palestinian peace negotiator, signaling she will keep negotiations going despite the country's political uncertainty.Tzipi Livni and the Palestinian negotiator, Ahmed Qureia, have met regularly since peace talks were formally relaunched at a U.S.-hosted summit last November. But Tuesday's talks in Jerusalem were the first since Livni last week was elected head of the ruling Kadima Party, replacing Prime Minister Ehud Olmert, who is being forced from office by a corruption scandal.Qureia said that Livni assured him she would continue the negotiations throughout the coalition-building process.

She stressed that she'll continue the peace process, and that if she forms the new Israeli government, there will be no conditions or obstacles to continue the peace process, Qureia told The Associated Press.

Livni did not comment on the meeting.

Late Monday, Israeli President Shimon Peres formally gave Livni the task of putting together a new coalition government — a painstaking process that could take up to six weeks.With U.S. prodding, Israel and the Palestinians set a year-end target for reaching a final peace accord that would end six decades of hostilities.Despite months of negotiations, there have been no apparent breakthroughs, and the sides remain at odds over key issues like the final borders between Israel and a future Palestinian state, the competing claims to Jerusalem and the fate of millions of Palestinian refugees.Tuesday's meeting came a day after a Palestinian resident of Jerusalem plowed his car into a crowd of soldiers at a busy intersection, wounding 19people in what Israeli officials called a politically motivated attack. A soldier at the scene killed the man on the spot.Israeli police beefed up patrols around the city on Tuesday.Monday night's attack was the third time in as many months that a Palestinian resident of Jerusalem used a vehicle as a weapon against Israelis.

German FM eyes peace progress with new Israeli goverment

UNITED NATIONS (AFP) – German Foreign Minister Frank-Walter Steinmeier on Tuesday said a Middle East peace deal was unlikely this year, but hoped the process could be kickstarted as soon as a new Israeli government is formed.Steinmeier told reporters at the start of the United Nations General Assembly's annual debate that he would be meeting regional leaders throughout the week to assess progress and offer support for reconciliation efforts.It is an opportunity to see where we are almost a year after the Annapolis conference, he said, referring to a US-hosted conference in November when the goal of a Mideast peace deal by the end of 2008 was set.My view is that we have not come as far as we would like but we have come farther than many pessimists feared last year.Steinmeier is to meet here Tuesday with Palestinian president Mahmud Abbas, Syrian Foreign Minister Walid al-Muallem and on Wednesday with Lebanese President Michel Sleiman and Turkish Foreign Minister Ali Babacan.

Boston – We Israelis like to think of ourselves as the only democracy in the Middle East. The label has a variety of uses: We invoke it to explain our special relationship with the United States, to set ourselves apart from our authoritarian Arab neighbors, to account for our remarkable economic success, and to justify occasional requests for EU membership.There are, of course, well-known problems with this democratic self-understanding. Our basic constitutional documents speak of a Jewish democratic state while about 20 percent of our citizens are non-Jews. We have no separation of synagogue and state. We have, for over 40 years, maintained illegal settlements and a harsh military occupation in most of the Palestinian territories captured in 1967.And yet, Israel is certainly the most democratic nation in the Middle East. Iran reportedly executes homosexuals, Syria regularly detains human rights activists and dissenters, Egypt jails men essentially for being diagnosed with HIV/AIDS, Lebanon fails to exercise control over its territory, and Turkey considers banning its largest political party. We, on the other hand, have a vibrant free press, an independent judiciary, an active parliament, and, as attested by the recent legal troubles of Israeli Prime Minister Ehud Olmert who announced his resignation this week, independent-minded prosecutors.But being the most democratic nation in a region marked by despotism is not the same as being democratic. And recently, indications have accumulated that Israel is becoming more rather than less like its neighbors.Earlier this summer, Israel's parliament, the Knesset, passed two troubling pieces of legislation: the first (which still awaits final ratification) exempts the state from compensating Palestinians harmed during Israel Defense Force (IDF) operations in the territories.

The second, aimed at curtailing the travel of Arab members of the Kenesset (MK), states that any Israeli who has visited an enemy country shall be considered a supporter of armed struggle against the Jewish state (unless proven otherwise), and will be prevented from running for parliament in the seven years following the visit. That law's drafter, Zevulun Orlev, the head of the parliamentary faction of the National Religious Party, explained that the statute will prevent the election of trojan horses into the legislature. Arab MKs would now be forced to decide between the Syrian parliament and the Israeli parliament. On the same day these votes took place, the Knesset's Constitution, Law, and Justice Committee extended the validity of a provision exempting police from videotaping interrogations touching on security matters. The extended immunity is good for four years.One does not need to be a constitutional scholar to worry about a democracy that eliminates access to its courts, curtails the right to be elected, and chooses to protect its police rather than detainees. Since all these measures were widely popular with Israelis, it is worthwhile reiterating an obvious point: Democracy is not only about the rule of the majority. Rather, its essence lies in empowering the majority without allowing it to tyrannize the minority. Such a balancing act is possible only if a robust set of political rights is in place. A state that jettisons these in favor of national security will probably stay safe, but it will rarely stay democratic.To be sure, there are circumstances where it is appropriate to practice what former Israeli Chief Justice Aharon Barak has called defensive democracy. In extreme cases, constitutional protections can justifiably be curtailed. We have all heard of ticking bomb scenarios, and most agree that democracies have no special obligation to commit suicide. But, for such defensive action to be acceptable, the circumstances must, indeed, be extraordinary, the curtailments minimal, and the fact of curtailing considered a big deal.

The Knesset's new laws pass none of these tests. The sponsors of the new legislation remind us that we are engaged in an epic battle against the rising tide of political Islam. Perhaps so. But if this characterization is true, the key to victory lies in becoming the best rather than worst example of ourselves. The US diplomat George Kennan saw this clearly in the early days of the cold war. Winning, he insisted, required that America measure up to its own best tradition and prove itself worthy of preservation...Though no one listened at the time, Kennan's lesson is well worth learning. Unless Israel does everything it can to preserve its political decency, it will not win because it will not be right. Failing to measure up to its best democratic traditions, failing to prove worthy of preservation, it might just not persevere.

Netanyahu Calls for Elections in Israel, Rejects Livni Offer

Sept. 23 (Bloomberg) -- Former Israeli Prime Minister Benjamin Netanyahu, leader of the opposition Likud Party, called for early elections, rejecting Foreign Minister Tzipi Livni's offer to join a unity cabinet as she seeks to cobble together a governing coalition. Livni was chosen yesterday by President Shimon Peres to form a government after winning a Kadima Party primary to succeed Ehud Olmert, who is now the acting premier. The former Mossad agent would be the first woman since Golda Meir to lead Israel as the economy expands at the slowest pace in five years and peace talks with the Palestinians stall. We need to do one thing: let the people of the nation choose a new prime minister and a new government, Netanyahu told reporters today in Tel Aviv. The next elections are scheduled for 2010. Netanyahu's snub is forcing Livni, 50, to try to hold together Olmert's coalition, which included the Labor Party and the ultra-Orthodox Shas party. Olmert and his partners controlled 64 seats in the 120-member Knesset. Livni met Minister of Industry and Trade Eli Yishai, head of Shas, and planned to lobby Labor Defense Minister Ehud Barak. Shas and Labor have 31 seats. Kadima has 29 seats. This is all a ritual, a coalition game with a lot of background noise and it is hard to tell how it will end, Gidi Rahat, a political scientist at Hebrew University in Jerusalem, said by phone. What we are hearing in public is all about raising the price of joining the coalition. But the agreements, in the end, will be made behind closed doors.

Budget Concerns

Shas Minister of Religious Affairs Yitzhak Cohen said on Israel Radio that his party demanded an increase in child allowances for its constituency of large families in return for remaining in the coalition. Finance Minister Ronnie Bar-On, a member of Kadima, is opposed to increasing the stipends. If Livni doesn't retain the support of the existing Cabinet or assemble a new coalition within 42 days of her nomination by Peres, national elections would be held in any case. Barak has shown a willingness to help Livni form a new government, Yediot Ahronot reported, citing unidentified aides. After initially suggesting Israel would be better served by early elections, Barak called Livni yesterday and discussed terms for his support, the newspaper said. Labor lawmakers wants Livni to increase senior-citizen stipends and either replace the current Olmert-appointed justice minister or limit restrictions he's seeking on the power of the Supreme Court. The party also supports greater concessions in talks with the Palestinians than Kadima so far has been willing to make. Likud opposes further concessions to the Palestinians. Netanhyahu, 58, who was prime minister from 1996 to 1999, said any coalition Livni formed was headed for failure. It will be temporary government that will just be concerned with its survival instead of looking out for the good of its citizens, he said. Olmert, 62, who took office after Ariel Sharon suffered a stroke and fell into a coma in January 2006, resigned two days ago in the face of police recommendations that he be indicted for bribery and other charges. He denies wrongdoing and will remain as caretaker premier until a new government is formed. UN chief calls for global leadership Sep 23 10:20 AM US/Eastern

UN chief Ban Ki-moon on Tuesday stressed the need for global leadership as he pressed world leaders not to pursue narrow national interests in the face of hard economic times. I see a danger of nations looking more inward, rather than toward a shared future, he said at the opening of the UN General Assembly's annual debate. He spoke of a challenge of global leadership to tackle the world's worsening financial, energy and food crises. We see new centers of power and leadership -- in Asia, Latin America and across the newly developed world, Ban told more than 120 heads of state or government, including Presidents George W. Bush of the United States and Nicolas Sarkozy of France. In this new world, our challenges are increasingly those of collaboration rather than confrontation, he added. Nations can no longer protect their interests, or advance the well-being of their people, without the partnership of the rest.

On the world's current financial crisis, the UN secretary general stressed the need to restore order to the international financial markets. We need a new understanding on business ethics and governance, with more compassion and less uncritical faith in the magic of markets, the UN boss said. Ban, who has chosen implementation of key poverty reduction goals as a major theme of this year's debate, said he saw a danger of retreating from the progress we have made, particularly in the realm of development and more equitably sharing the fruits of global growth.Global growth has raised billions of people out of poverty. However, if you are among the world's poor, you have never felt poverty so sharply.On Thursday, he will host a summit meeting on implementation of the poverty reduction Millennium Development Goals (MDGs) on the margins of the General Assembly session. EU warns Iran close to nuclear arms capacity SEPT 24,08

FOX News VIENNA, Austria – Iran is nearing the ability to arm a nuclear warhead even if it insists its atomic activities are peaceful, the European Union warned Wednesday.In comments prepared for delivery to the International Atomic Energy Agency's 35 board members, the EU also asserted that Iran appeared to have had a past nuclear arms program despite its denials.The statement was made available to reporters as the meeting turned its attention on Iran's nuclear defiance on its third day. The main international concerns focus on the country's refusal to freeze uranium enrichment despite three U.N. Security Council sanctions and its blocking of IAEA attempts to follow up on intelligence suggesting it was developing a nuclear arms program until several years ago.Iran insists its nuclear activities are geared only toward generating power. But Israel says the Islamic Republic could have enough nuclear material to make its first bomb within a year. The U.S. estimates Iran is at least two years away from that stage, and some experts say the country could reach that stage in as little as 6 months through uranium enrichment.An IAEA report drawn up for Wednesday's meeting says Iran has increased the number of centrifuges used to process uranium to nearly 4,000 from 3,000 just a few months ago.

But David Albright, whose Washington-based Institute for Science and International Security closely tracks suspect secret proliferators, has also been able to extrapolate other information from the report that is less obvious but of at least equal concern.Iran, he says, has managed to iron out most of the bugs in the intensely complicated process of enrichment that often saw the centrifuges breaking down. The machines, he says now appear to be running at approximately 85 percent of their stated target capacity, a significant increase over previous rates.That, he says means, they can produce more enriched uranium faster. And while the IAEA says the machines have spewed out only low-enriched material suitable solely for nuclear fuel, producing enough of that can make it easy to break out quickly by reprocessing it to weapons-grade uranium.To date, Iran has produced nearly 1,000 pounds of low-enriched uranium, said the report — close to what Albright says is the 1,500-pound minimum needed to produce the 45-60 pounds needed for a simple nuclear bomb under optimal conditions.And with Iran's centrifuges running ever more smoothly, it is progressing toward this capability and can be expected to reach it in six months to two years, says Albright.Touching on such fears, the statement by the 27-nation EU said that Iran's defiance of Security Council demands on enrichment is troubling because it brings us closer to the moment where Iran will have fissile materials for a weapon, if it chose to increase their degree of enrichment.It also cast serious doubt on Iranian assertions that it never embarked on studies geared toward making nuclear weapons.While the evidence remains to be verified, the IAEA's exhaustive and detailed" information, leads one to think that the Iran has methodically pursued a program aimed at acquiring the nuclear bomb, the statement said.In a statement, Iran's mission to the IAEA again denied wrongdoing and suggested the pressure was part of a U.S. witchhunt.The Islamic Republic has repeatedly declared that there is not and has not been any undeclared nuclear activities and material in Iran, it said, denouncing the fabricated and baseless allegations ... produced by the United States.An IAEA report circulated to the board members Monday that faulted Iran for blocking efforts to further investigate the alleged weapons program.Part of the report touched on what appeared to be drawings and calculations by Iranian engineers on reconfiguring its Shahab-3 missile to be able to carry a nuclear payload. NKorea orders UN nuclear inspectors from reactor

VIENNA, Austria – North Korea barred U.N. nuclear inspectors from its main nuclear reactor on Wednesday and within a week plans to reactivate the plant that once provided the plutonium for its atomic test explosion, the chief U.N. nuclear inspector said.The North ordered the removal of the U.N. seals and surveillance equipment from the Yongbyon reactor, a sign it is making good on threats to restart a nuclear program that allowed it to conduct a test explosion two years ago.But the North's moves could be motivated by strategy as well. It could use the year it would take to restart the North's sole reprocessing plant to wrest further concessions from the U.S. and other nations seeking to strip it of its atomic program.Coming amid reports that that leader Kim Jong Il suffered a stroke, the nuclear reversal has fueled worries about a breakdown of international attempts to coax the North out of its confrontational isolation with most of the rest of the world.North Korea officials have informed the IAEA inspectors that they plan to introduce nuclear material to the reprocessing plant in one week's time, said a statement citing Mohamed ElBaradei, the chief of the International Atomic Energy Agency.The statement said he told the the IAEA board that — acting on a North Korean request — his inspectors removed all agency seals and surveillance equipment from the reprocessing plant and its immediate area, in work that was completed today.ElBaradei also said the North Koreans barred the IAEA inspectors from further access to the plant.

North Korea in recent days had already signaled it would break out of a six-nation disarmament-for-aid deal, announcing that it was making thorough preparations to start up Yongbyon.White House spokesman Gordon Johndroe said North Korea's actions are very disappointing and would only isolate the country at a time when nations in the six-party talks were working to denuclearize the Korean Peninsula.We strongly urge the North to reconsider these steps, he said.Inside the board meeting, Gregory L. Schulte, the chief U.S. delegate to the IAEA, called the moves to halt and reverse disablement ... unsettling. And in Seoul, Foreign Ministry spokesman Moon Tae-young expressed deep concern.But their comments were measured, reflecting fears that harsh condemnation would backfire by accelerating the North's move to restore its nuclear capacities.The agency has been monitoring the nuclear facilities at Yongbyon, which were shut down and then sealed as part of a North Korean pledge to disable its nuclear program. That move was meant to be a step toward eventually dismantling Yongbyon in return for diplomatic concessions and energy aid equivalent to 1 million tons of oil under a February 2007 deal with South Korea, the U.S., China, Russia and Japan.The accord hit a snag in mid-August when the U.S. refused to remove North Korea from its list of states that sponsor terrorism until the North accepts a plan to verify a declaration of its nuclear programs that it submitted earlier.The Yongbyon plant was under IAEA seals in December 2002 when the North decided to order IAEA inspectors out of the country and to restart its nuclear activities, after the unraveling of a deal committing the U.S. to help the country build a peaceful nuclear program.

North Korea subsequently quit the Nuclear Nonproliferation Treaty in January 2003 and announced it had nuclear weapons a little more than two years later.A U.N. official who demanded anonymity for divulging confidential information said Wednesday that other nuclear sites in North Korea remained under IAEA purview. She also said agency seals remained on the spent fuel rods that were removed from Yongbyon under the terms of the deal.The fuel rods are key to producing the plutonium the North would need to restart its weapons program by separating the fissile substance out of the material released once the rods are dissolved within the reactor. The U.N. official said the three-member IAEA team was expecting that the North Koreans would also soon ask the team to remove the seals from the thousands of fuel rods in storage. More than 60 percent of those rods had already been removed under the six-nation deal. North Korea had agreed in February 2007 to begin dismantling its nuclear program in exchange for aid and other concessions.

Scientists began disabling its reactor in November, and in June blew up the Yongbyon cooling tower in a dramatic show of its commitment to the pact. Eight of the 11 steps needed to disable the reactor were completed by July, North Korean officials said. But later that month, Washington made an additional request: detailed verification of the process, including soil samples and interviews with scientists. The U.S. pinned one of its concessions — removing North Korea from its list of nations that sponsor terrorism — on verification. North Korea rejected the demand, saying verification was never part of the deal, and threatened to pull out of the pact, if Washington continued pressing for verification. A North Korean envoy confirmed on Friday that authorities had stopped disabling Yongbyon and intended to restart the facility. Experts say it would take about a year to restart the Yongbyon facilities after completely disabling it. Scientists reportedly have tested the reactor's ignition, and this week asked the IAEA to remove its seals. If made into law, the bill would allow American authorities to prevent advocates of Shariah law from entering the country, revoke the visa of any foreigners that did champion Shariah law and revoke naturalization for citizens that seek to implement Shariah law in the U.S.The radical form of Islam's Shariah religious law includes several statutes often objectionable to Western minds, including stoning for adulterous women, amputation for thieves and the death sentence for converting from Islam.When you have an immigration policy that allows for the importation of millions of radical Muslims, Tancredo said in a press release, you are also importing their radical ideology – an ideology that is fundamentally hostile to the foundations of Western democracy – such as gender equality, pluralism and individual liberty.The best way to safeguard America against the importation of the destructive effects of this poisonous ideology is to prevent its purveyors from coming here in the first place, Tancredo said.

ETVANDENBERG AIR FORCE BASE, Calif. – Two rockets were fired into the sky within the space of a few hours, one carrying a commercial satellite and the other as part of a test of the U.S. missile defense system.The Department of Defense rocket was successfully launched from Vandenberg Air Force Base on California's Central Coast, military officials said Wednesday.The rocket, a Chimera target launch vehicle, took off from an underground silo at 11:57 p.m. Tuesday as part of an experiment designed to help the military track missiles more closely.The rocket was programmed to fly near a research satellite sent up last year. The hope was to collect images of the rocket to help the military study how its body can be distinguished from its exhaust plume. The test did not include plans to shoot it down.In the other launch, a rocket carrying a communications satellite for Intelsat lifted off from an oceangoing launch pad floating in the equatorial Pacific.Long Beach-based Sea Launch Co.'s Zenit-3SL rocket blasted off at 2:28 a.m. PDT Wednesday, carrying the Galaxy 19 satellite toward orbit. The satellite is intended to serve Intelsat customers in the United States, Canada, Mexico and the Caribbean.

And while the United States is not governed by Islam's Shariah religious law, many fundamentalist Muslims do not see Shariah law as being limited by national boundaries.Kemel said the truth is that the events of Sept. 11, 2001, were the actions of those who were following the Quran closely.Sadly I heard some of our American leaders and church pastors state that Islam is a peaceful religion, and what happened on 9/11 was done by fanatic Muslims, Kemel said. These individuals ignore the fact that the main goal of Islam is to rule the world.He said such instructions are clear in the Quran and Islam's hadiths, or sayings that have been handed down from generation to generation.Muslims all over the world are working hard to achieve [the] goal of submission of the entire world to Islam. They are particularly committed to the indoctrination of youth in madrassas, special Islamic schools, particularly in Pakistan and Indonesia, Kemel said.He said the goal is to have at least 40 million Muslim youths who have memorized the entire Quran.He said the average peaceful Muslim and moderate western Muslim are that way because they have not studied the Quran.If a Muslim begins to study the Quran, understands the true religion of Islam, and what true Islam requires a true Muslim to do, he will either reject Islam or he will become a Muslim committed to violence, Kemel said.

Those who hijacked airplanes on 9/11 and killed thousands are not extremists from a Quranic viewpoint; only a Western viewpoint, he said.Kemel told Richardson he was born into a prominent Muslim family in Egypt and considered himself dedicated to Islam. He said he simply discovered his own faith in Jesus Christ through reading the Bible.Immediately, he was arrested and held for eight months in solitary confinement in jail.I was given no bed to sleep on. I slept on the rough cement floor with no cover, no blanket, even through the winter. I was not even supplied with the basic necessities other prisoners were given. … Soldiers came to the cell door and threatened me with death if I would not renounce my belief in Jesus Christ. The secret police warned my family, who eventually learned that I was in prison, not to help me, he told Richardson.Eventually, he was able to flee Egypt for the United States, where he's serving a Christian church.He said he senses a massive conflict developing between hard-line Islam and the rest of the world.It was reported by very trusted missionary sources in Algeria that 170,000 Muslims had the same dream of Jesus and many of them became Christians. … Thanks to God, sincere Muslims are rebuking the spiritual forces of darkness that are holding them captive, and that held me captive, he said. In addition, never witnessed in the past, many Muslim converts, despite the threats on their lives, are sharing their testimonies publicly through the media, through books such as Why We Left Islam, YouTube and television. These are among the reasons why millions of Muslims are coming to know the Lord from many Islamic countries and nations.Kemel also said on the leading edge of the Islamic aggression are individuals such as Iranian President Mahmoud Ahmadinejad, who speaks frequently about the Imam Al-Mahdi, Islam's coming messiah-figure.

Mahmoud Ahmadinejad is trying to use this Islamic theology to brainwash Iranian youth, to transform them into jihadists, those willing to kill in the name of Islam. By killing and creating chaos in the world, Ahmadinejad and others that hold this viewpoint believe that the coming of Imam Al-Mahdi can be hastened, Kemel said.There is a fierce war that is raging between Islam and Christianity in the spiritual realm and this conflict has become more and more evident on the earth, Kemel said. I believe we will see a dramatic clash between Islam and most of the world sometime in the future, but that the power of Islam will ultimately fail.
