JAKARTA (AFP) - Indonesian authorities issued a tsunami alert on Thursday after a strong 7.6-magnitude earthquake in the country's east, but lifted the warning less than one hour later.The quake happened at a depth of 10 kilometres (6.2 miles) at 2200 GMT, 122 kilometres northwest of Ternate city in North Maluku province, the meteorology and geophysics bureau said.There were no immediate reports of casualties or damage.The United States Geological Survey measured the quake at 6.6 and said it occurred at a depth of 93 kilometres.The Philippine Institute of Volcanology and Seismology also reported a 6.6-magnitude quake in the North Maluku area and said it was felt over the southern Philippine island of Mindanao.I felt the shaking but it wasn't really strong, said Ojihan Washab, a hospital worker in Ternate. He said he was not planning to move to safety despite the tsunami warning.Japan also reported a strong 7.0-magnitude earthquake in the north of the country, at 0021 GMT on Thursday. Japan's Meteorological Agency warned of mild tsunami seismic waves.

Indonesia was the nation worst hit by the earthquake-triggered Asian tsunami in December 2004 that killed 168,000 people in the country's westernmost Aceh province.

The Indonesian archipelago sits on the so-called Pacific Ring of Fire, where continental plates meet, causing seismic and volcanic activity.

The more powerful of the quakes, with a preliminary magnitude of 7.0, hit off Japan's northernmost main island of Hokkaido at a depth of about 12 miles, the country's meteorological agency said.A 4-inch tsunami rippled to shore 35 minutes later, but there were no signs of damage.There was some light shaking, but it was nothing major, said Yukio Yoshida, a police spokesman in Hokkaido.Authorities temporarily advised about 10,600 residents of Ofunato in Iwate Prefecture, about 125 miles northwest of Tokyo, to evacuate their homes and ordered people to stay away from beaches.An hour earlier, northeastern Indonesia was hit by a 6.6-magnitude quake that struck 55 miles beneath the Molucca Sea, the U.S. Geological Survey. Memories of killer 1900 storm haunt Galveston ahead of Ike by Kate Murphy SEPT 11,08

GALVESTON, Texas (AFP) - Residents here are warily following the progress of Hurricane Ike -- currently bearing down on the Texas Gulf coast -- mindful of the anniversary this month of a storm that devastated the island city in 1900.

Galveston's history of barely surviving the Great Storm of 1900 makes residents inclined to prepare for the worst.The 1900 hurricane produced a storm surge that submerged Galveston and killed 6,000 people.News reports and letters written at the time told of bodies washing ashore and stacking up on the beach like driftwood, then attracting clouds of black flies. With food and water in short supply, vigilantes shot and lynched looters and those suspected of looting.For those of us who had relatives who survived the Great Storm and heard the stories and saw the photographs -- we are very aware of the lessons learned, said Galveston Mayor Lyda Ann Thomas.It informs and has led to a high level of preparedness here even today, said Thomas, whose grandparents lived through the 1900 storm.City officials have already been testing back-up generators and mobilizing police to patrol evacuation routes.The Port of Galveston has been helping its tenants, which include Del Monte Fresh Produce, ADM Grain and Holcim Cement, to move cargo inland and secure loose items that could become projectiles in hurricane force winds. The port is also home to several ship and offshore rig repair yards.Preparations for the hurricane started early, said Steven Cernak, the Port of Galveston's director and CEO. We don't want any hiccups.

The University of Texas Medical Branch at Galveston, the city's largest employer, also begun disaster preparations.The university has stockpiled dry ice, and every department has been warned they might have to lock down research sites, postpone surgeries and ready patients for evacuation.It's not only the memory of the Great Storm but what happened after Katrina, said UTMB spokesperson Marsha Canright. We had a number of doctors and nurses who went to New Orleans and saw what happened to the medical facilities there and that is just not going to happen here.Galveston also has a 90-day cash reserve to begin recovery efforts immediately after a storm rather than having to wait like New Orleans for the federal government to release funds. The city was also able to push through a state law that allows it to borrow up to 20 million dollars to rebuild without a voter referendum.Additionally, Galveston has contracted with private companies like Home Depot and Wal-Mart to bring in provisions and building supplies after a hurricane. Carnival Cruise line has also committed to provide one of its passenger ships in the event it is needed for emergency housing.Because of The Great Storm we have a great respect for the devastation a hurricane can bring, said Gina Spagnola, president of the Galveston Chamber of Commerce. We're constantly looking at how we can be more prepared.The Chamber has published an extensive guide on things businesses should do ahead of a storm, like backing up data files and storing them off-site.During hurricane season Galveston residents tend to keep their gas tanks full in case they need to quickly evacuate and their cupboards stocked with water, food, candles and batteries.Among them is Shrub Kempner, an investment manager and native islander whose ancestors weathered the 1900 hurricane. HOUSTON - Gleaming skyscrapers, the nation's biggest refinery and NASA's Johnson Space Center lie in areas that could be vulnerable to wind and damaging floodwaters if Hurricane Ike crashes ashore as a major hurricane. Forecasters expect the storm to make landfall this weekend somewhere between Corpus Christi and Houston, creating the potential for heavy punishment for Houston even if it's not hit directly.Some forecasts say Ike could strengthen to a fearsome Category 4 hurricane with winds of at least 131 mph over the Gulf of Mexico, and emergency officials warned it could drive a storm surge as high as 18 feet.If current projections of the storm's path hold up, the area surrounding Houston — home to about 4 million people — would be lashed by the eastern or dirty side of the storm, said meteorologist Jeff Masters, co-founder of San Francisco-based Weather Underground. This stronger side of the storm often packs heavy rains, walloping storm surge and tornadoes.I expect a lot of damage in Houston from this storm, said Masters, adding that Ike could cause a huge storm surge affecting at least 100 miles of the Texas coast.Houston officials were expecting some flooding, the question is how much.Patrick Trahan, spokesman for the city of Houston, told The Associated Press early Thursday that based on the current forecast (we) would expect to see some flooding based solely on the surge in some low-lying areas.Four counties south and east of Houston have announced mandatory or voluntary evacuations, and authorities began moving weak and chronically ill patients by bus to San Antonio, about 190 miles from Houston. Drawing energy from the warm waters of the Gulf of Mexico, the strengthening storm was expected to blow ashore early Saturday somewhere between Corpus Christi and Houston, with some forecasts saying it could become a fearsome Category 4, with winds of at least 131 mph.Such a storm could cause a storm surge of 18 feet in Matagorda Bay and four to eight feet in Galveston Bay, emergency officials warned. TEHRAN, Iran (AP) — Iranian state TV says that heavy rains led to flash floods that killed at least 19 people and injured four others in southwestern Iran.According to the TV report, the flooding hit the southwestern Chaharmahal-Bakhtiari province on Tuesday night. The waters wrecked more than 50 homes and 740 acres, or 300 hectares, of farmland.The TV says at least 1,030 cattle perished. The floods also destroyed five fish-breeding facilities.The report quotes local official Sattar Farhadi as saying that the towns of Kohrang and Ardal, and surrounding villages were the hardest hit, with hundreds of families left homeless.Flash floods are rare in southwestern Iran.

In Jerusalem a tablet, three-foot-tall with 87 lines written in Hebrew is believed by scholars to date back to decades just before the Yeshua’s (Jesus’s) birth. It is causing quite a stir worldwide with biblical and archaeology scholars, because it speaks about a messiah who will rise from the dead after three days.The tablet was found near the Dead Sea on the Jordanian side and it is a rare finding of a stone with ink writings from that time era. Some describe it as a type of Dead Sea Scroll written on stone.

The authenticity of the Tablet has not faced any challenge.

The owner of the stone, David Jeselsohn, an Israeli-Swiss collector said: I couldn’t make much out of it when I got it. Jeselsohn, himself an expert in antiquities. I didn’t realize how significant it was until I showed it to Ada Yardeni, who specializes in Hebrew writing, a few years ago. She was overwhelmed. You have got a Dead Sea Scroll on stone, she told me.Much of the text, a vision of the apocalypse transmitted by the angel Gabriel, draws on the Old Testament, especially the prophets Daniel, Zechariah and Haggai. According to the NY Times article, Ms. Yardeni, who analyzed the stone along with Binyamin Elitzur, is an expert on Hebrew script, especially of the era of King Herod, who died in 4 B.C. The two of them published a long analysis of the stone more than a year ago in Cathedra, a Hebrew-language quarterly devoted to the history and archaeology of Israel, and said that, based on the shape of the script and the language, the text dated from the late first century B.C.Lines 19 through 21 of the Gabriel Tablet contain words, which translated read: In three days you will know that evil will be defeated by justice. And there are other lines that speak of blood and slaughter as pathways to justice.

Line 80 of the tablet begins with the words L'shloshet yamin, meaning in three days, but then fades. Some scholars believe the next word is Hebrew for live, and then, In three days you shall live, I, Gabriel, command you.Stan – what is this telling us? Here is more proof that we can tell our Jewish people about, showing that Yeshua is the Messiah. It seems that in these last days, the Lord is continually opening up signs for our people to see that Yeshua is the suffering servant as expressed in Isaiah 53, and that this and other Messianic prophecies, truly are about a suffering Jewish Messiah.

American Jewish Students to Protest Olmert Plan, Jewish Silence

(IsraelNN.com) A group of North American Jewish students are planning a coast-to-coast demonstration to protest the Olmert plan and the silence of American Jewish leaders, specifically over the looming threat of a second Disengagement as well as the possibility that Israel may hand sovereignty over the Temple Mount to the Palestinian Authority. Jewish students from the sixth grade through high school were urged in an e-mail flyer sent out Tuesday to Stand Up to Prevent… with a graphic photo of a lone Jewish pioneer attempting to ward off an onslaught of Yassam special police forces.According to organizer Yosef Rabin, director of the United Jewish Student Council (UJSC) the protest is set for Thursday September 18 and is scheduled to take place 10 minutes before the first class, thus comprising the first lesson of the day. The group also sent format suggestions for the student protestors, including a list of psalms for the protestors to say (chapters 121, 130, 142), shofar blowing, singing and dancing.The attachment also includes the order of the special prayers for the nation and land of Israel compiled by former Chief Rabbi Mordechai Eliyahu.

The demonstration is expected to last approximately the length of one class period, or 45 minutes. We are striking in response to the silence of the Jewish leadership on the planned expulsion of 300,000 Jews from Judea and Samaria, division of Jerusalem and the abandonment of the holy Temple Mount, Rabin said in an internet chat interview with Israel National News.Jewish students across North America are saying No! No expelling Jews. No dividing land. No abandoning Har HaBayit (Hebrew for Temple Mount), he said.

First of all – political activity to ensure a place for the survivors. Secondly – funds for their physical deployment outside the Middle East, building homes, healthcare – physical and mental healthcare, retraining facilities for adults, schooling for children – all these necessities should begin to be taken care of NOW by those who do not support a fight NOW.In the hopefull case when these funds are not needed, that should be used to ensure schooling in a Jewish Day School for all Jewish children. This would be the best way to prevent marrying non-Jews.Fear Stalks the Students – This is Not the 60's.Although the idea of a coast-to-coast strike itself is popular, and many students expressed interest, Rabin also noted that many of them are very scared.Many of the students, he said, are afraid of suspension or even being expelled from their schools, and have sent letters saying they really want to do this but are a little nervous. Rabin added that almost every letter ended with the writer promising to try and organize something anyway, despite the fear.

You have to remember that children in America have not known activism, unlike Israeli children, especially those living in Yesha [Gaza, Judea and Samaria –ed.], he said. They have never been exposed to this type of activism so the first time it is a daunting task.In a twist completely opposite from that of the 60's, the group is counting on the older generation to get involved. We are going to be working hard to bring parents and grandparents to strike with the students, he said, noting that this was the generation of the activism and protests of the 1960's and 1970's. This will soften the attitude of the schools toward the kids and help calm the fears of the students. This is not the 60s or 70s. Boy, have times changed, he commented ruefully.One school director wanted to commit his entire student body to the cause, he noted – but the Rosh Yeshiva nixed the plan, saying, If the Torah U'Mesorah were to come out with the recommendation that all of these Jewish school children should take certain action, then we would certainly be involved. Without the endorsement of the national umbrella, however, the Rosh Yeshiva was unwilling to take a stand on his own.

Nationalists Form Pact to Fight Expulsion II in Israel

Residents of Judea and Samaria have formed the Samaria Pact to fight Prime Minister Ehud Olmert and Vice Prime Minister Chaim Ramon's attempt to offer people money to leave their houses. Leaders of the movement met on Monday to form a new agreement against what they called the continuation of disgrace that took place in Gush Katif, which only brought more tragedy upon us.Gush Emunim co-founder Benny Katzover said the group is preparing to fight against evacuations and will not wait until the last minute to fight expulsions. NEW YORK - As the nation pauses to mark the seventh anniversary of the Sept. 11 terrorist attacks, the spotlight from a presidential campaign and a new memorial at the Pentagon are joining the familiar rituals of remembrance on this solemn day. In New York, four moments of silence were planned Thursday morning to commemorate the precise times that two hijacked jetliners crashed into the World Trade Center, along with the times that each tower collapsed. Services also were to be held in a field in western Pennsylvania and at the Pentagon outside Washington, where terrorists crashed two other hijacked planes.Presidential candidates John McCain and Barack Obama were to pay silent respects at ground zero Thursday afternoon and later attend a city forum on public service. McCain also was scheduled to attend a memorial service in Shanksville, Pa., for the 40 people killed aboard United Airlines Flight 93.Family members and students representing more than 90 countries that lost citizens on Sept. 11, 2001, were to read the names of the more than 2,700 people killed in New York.Some mourners wondered if the remembrance would, or should, continue as it has indefinitely. About 3,500 people attended last year's ceremony, a roughly 25 percent decrease from 2006.We've kept it alive, and perhaps kept it alive too long, said Charles Wolf, whose wife, Katherine, was killed at the World Trade Center. Wolf, who lives in downtown Manhattan, attends the ceremony every year but said it has become more painful, especially to stand in silence for the moment that the plane crashed into the tower where his wife worked. It's one thing to remember, he said, but it's another to relive it.Other victims' relatives worry that Sept. 11 will revert to being just another date on the calendar.The remembrances have to continue; for how long, I can't say, said Barbara Minervino of Middletown, N.J., whose husband, Louis, died in the twin towers. But we have to memorialize the fact that this day happened in the history of the United States and the history of the world. The day we forget, then why are we living? Minervino planned to attend a noon Mass in her husband's memory after listening to the names being read during the memorial service in New York.That service moved to a park just east of ground zero last year because of construction at the trade center site. But family members are allowed to descend seven stories below ground and touch the spot where their loved ones died.The ceremony was to include the reading of 2,751 victims' names, one more than last year. The city restored Sneha Philip, a woman who vanished on Sept. 10, to its official death toll this year after a court ruled that she was likely killed at the trade center.

Former Mayor Rudy Giuliani was scheduled to speak at the ceremony, as he has every year, along with officials including Mayor Michael Bloomberg and Homeland Security Secretary Michael Chertoff.Last year's reading by Giuliani, then a Republican presidential candidate, drew protests from family members who said the city was ill-prepared for the terrorist attacks under his leadership and questioned whether he should be there while running for the White House. AUSTRALIA has been singled out as a target for forest jihad by a group of Islamic extremists urging Muslims to deliberately light bushfires as a weapon of terror.US intelligence channels earlier this year identified a website calling on Muslims in Australia, the US, Europe and Russia to start forest fires, claiming scholars have justified chopping down and burning the infidels' forests when they do the same to our lands.The website, posted by a group called the Al-Ikhlas Islamic Network, argues in Arabic that lighting fires is an effective form of terrorism justified in Islamic law under the eye for an eye doctrine.The posting — which instructs jihadis to remember forest jihad in summer months — says fires cause economic damage and pollution, tie up security agencies and can take months to extinguish so that this terror will haunt them for an extended period of time.

Imagine if, after all the losses caused by such an event, a jihadist organisation were to claim responsibility for the forest fires, the website says. You can hardly begin to imagine the level of fear that would take hold of people in the United States, in Europe, in Russia and in Australia.With the nation heading into another hot, dry summer, Australian intelligence agencies are treating the possibility that bushfires could be used as a weapon of terrorism as a serious concern.Attorney-General Robert McClelland said the Federal Government remained vigilant against such threats, warning that anyone caught lighting a fire as a weapon of terror would feel the wrath of anti-terror laws.Any information that suggests a threat to Australia's interests is investigated by relevant agencies as appropriate, Mr McClelland said.

Adam Dolnik, director of research at the University of Wollongong's Centre for Transnational Crime Prevention, said that bushfires (unlike suicide bombing) were generally not considered a glorious type of attack by jihadis, in keeping with a recent decline in the sophistication of terrorist operations.With attacks like bushfires, yes, it would be easy. It would be very damaging and we do see a decreasing sophistication as a part of terrorist attacks, Dr Dolnik said.In recent years, there have been quite a few attacks averted and it has become more and more difficult for groups to do something effective.Dr Dolnik said he had observed an increase in traffic on jihadi websites calling for a simplification of terrorist attacks because the more complex operations had been failing. But starting bushfires was still often regarded as less effective than other operations because governments could easily deny terrorism as the cause.The internet posting by the little-known group claimed the idea of forest fires had been attributed to imprisoned Al Qaeda leader Abu Musab Al-Suri. It said Al-Suri had urged terrorists to use sulphuric acid and petrol to start forest fires.

There are only guidelines.Victims were identified using the guidance of the 13 universal anti-terrorism conventions and three protocols that define acts of terrorism, said Orr.

However, the Permanent Mission of Pakistan to the United Nations issued a statement critical of the symposium, with Pakistani officials reiterating what they see as the need to make a distinction between terrorism and the exercise of [the] legitimate right of people to resist foreign occupation …The Egyptian Mission also condemned the lack of transparency of the process of selecting the victims to speak and the deficiency of limiting the membership of the Counter-Terrorism Implementation Task Force …While speakers and terrorism experts at the symposium mostly were related to victims of acts carried out by Islamic terrorists, there are some exceptions.Ingrid Bertrand, a former Colombia senator, was held captive for six years. Colombia has waged war against an insurgency of drug traffickers who typically use kidnapping and targeted killings as a means of terrorizing Colombians.Journalists from Lebanon, Saudi Arabia and Pakistan attending the United Nations press briefing criticized the lack of information and transparency of the selection process and the absence of governments responsible for genocide.Orr insisted that the U.N. symposium sought as much diversity as possible in the type of victim invited to the symposium, but insisted that members of the press weigh the selection against any criteria, culture and geography. The statistics do speak for themselves.The symposium is taking place during the same week as the anniversary of the Sept. 11 attacks. Orr said there was no intention of relating one event to the other, but reminded attendees the 9/11 attacks were among the most prominent in the history of terrorism.Other guests at the symposium included the survivors and witnesses to the attacks in Bali, London, Madrid, and Beslan where hundreds of Russian schoolchildren were the victims of a horrific armed siege.

Lack of information was top reason for Lisbon No vote

Irish government research into why voters rejected the Lisbon Treaty in a June referendum has revealed that the biggest reason for voting No was citizens simply did not have enough information about the 400-page document.A combination of a survey of voters and focus groups revealed that 42 percent of people said they had voted No due to a lack of information or understanding.Neutrality and taxation issues also played key roles in people's thinking. A third of voters in neutral Ireland thought that the treaty would permit conscription into a European army. Many left wing and pacifist No campaign groups made the militarisation of Europe a core message in their anti-Lisbon literature.

Forty percent thought the treaty would affect the country's low corporate tax levels - a key message of the free-market No campaign group Libertas.Fears relating to what could loosely be described as Ireland's place in the European Union also had an impact, with 13 percent worried about domination by larger countries; five percent believing the treaty represented a loss of sovereignty; four percent worried about the loss of an Irish commissioner; and some eight percent just thought overall it was a bad deal for Ireland.Some six percent voted No due to their lack of confidence in the Irish government.Despite media reports to the contrary in the immediate aftermath of the June vote, immigration did figure amongst the reasons offered.The research has also revealed that the No vote was not a vote against the EU, but a vote against this particular document, as 70 percent of voters overall and 63 percent of No voters believed the union is a good thing.Unlike other polls about the No vote, citizens were not given a list of possible reasons from which to choose. Instead they offered their own explanations.Unveiling the results, foreign minister Micheal Martin said that the government would still not be able to deliver to European leaders a way out of the impasse by the next EU summit, due to take place in October.Questioned by reporters about whether a second referendum on the treaty was under consideration, Mr Martin said: It is far too early to be prescriptive about the future.The minister said that the government was examining all options, and did not rule out passing elements of the treaty through the Irish houses of parliament, reports the Irish Times.Mr Martin added that the next step is to initiate a national public discussion that would be inclusive of the issues that have surfaced from the survey.

EU condemns OPEC oil production cut

A surprise decision by OPEC, the group of major oil-exporting countries, to lower its oil production by 520,000 barrels a day has sparked criticism from the EU and the US. EU energy commissioner Andris Piebalgs said that OPEC's decision to cut back supplies - the first such cut since December 2006 - increases volatility and is bad for the market. Speaking to reporters in Abuja, Nigeria, on Wednesday (10 September) he suggested leaving the price determination to market forces.The International Energy Agency (IEA) has also described the move as counterproductive and unhelpful, raising concerns over the impact the move will have on growth and inflation.We are concerned about the potential of oil prices to remain at very high levels. At $100, the price of oil remains very high, David Fyfe, the head of the IEA's oil industry and markets division, was cited as saying by the Financial Times. He added: A combination of weak economic prospects and persistently high prices appears to be having an impact on consumer behaviour and choices.One barrel of 'black gold' currently sells for almost $99 a barrel. The price of petrol rose from ten dollars in 1999 to $95 last year and a peak of $149 in April this year.As a result, the Paris-based agency predicts, the major industrialised countries will use less oil this and next year. In figures, global demand is set to decrease by 100,000 barrels to 86.8 million barrels a day in 2008 and by 140,000 barrels to 87.6 million barrels a day in 2009. The OPEC decision led to a temporary marginal rise in international prices of crude that later receded. Chakib Khelil, the president of the Organisation of Petroleum Exporting Countries, said the situation will be re-assessed at the end of the year.

EUOBSERVER / BRUSSELS - The European Commission has admitted the global financial turmoil has caused more trouble for the EU economy than Brussels had expected, and has trimmed down its earlier GDP forecasts for the year, predicting a recession for Germany, Spain and Britain.In an interim economic review published on Wednesday (10 September), the EU executive suggested that the 27-strong bloc's GDP in 2008 would most likely only rise by 1.4 percent and not two percent as earlier predicted.

According to the forecast for the 15-member-state euro area, its economy would rise by 1.3 percent, against previous projections of 1.7 percent.With this forecast, we are recognising that the financial turmoil and the external shocks have provoked in the European economies a sharper than expected slowdown, commented EU economy commissioner Joaquin Almunia.The bloc's poor performance has been heavily influenced by a slowdown in some of the biggest economies. Germany is predicted to fall in recession in the second and third quarter of this year and Britain and Spain in the third and fourth quarter.Of the seven largest countries, representing 80 percent of the EU's economy and reviewed as part of the interim report, Italy is due to see the lowest GDP growth this year within the EU - just 0.1 percent, with France expecting 1.0 growth and Britain 1.1 percent.On the other hand, Poland's economic growth is predicted at 5.4 percent, the Netherlands 2.2 percent and Germany - despite expected contractions - at 1.8 percent.Apart from economic stagnation, consumer prices are also still raising concerns, although Mr Almunia has indicated that the inflation seems to be at a turning point after slipping to 3.8 percent in the eurozone from record rates of four percent in July.Still, despite expecting consumer prices to ease in the coming months, Brussels lifted its 2008 inflation forecast for the euro area to 3.6 percent from 3.1 percent predicted in spring, well above the European Central Bank's desired inflation rates of close to two percent.

Claims remain at levels that make investors nervous. A shaky job market is hard for consumers who also face tighter credit and a weak housing market. Consumer spending accounts for more than two-thirds of U.S. economic activity.The government reported Thursday that jobless claims fell by 6,000 to 445,000 last week. Economists surveyed by Thomson Financial/IFR had anticipated a slight decline.After dropping on worries about the financial sector, specifically Lehman Brothers Holdings Inc., Dow Jones industrial futures fell 141 to the 11,150 level after the jobs report.

JERUSALEM - Prime Minister Ehud Olmert will step down immediately after his party chooses a successor this month, a confidant said Thursday, shooting down speculation the Israeli leader would try to linger in office for months. The announcement means that Israel could find itself racing to form a new government in as little as a week. And it raised new questions about Washington's stated goal of brokering an Israeli-Palestinian peace agreement by year's end.Olmert, who is battling a corruption investigation, announced in July that he would resign some time after his Kadima Party chooses a new leader in a Sept. 17 primary.But he was vague about the timing of his exit, raising speculation that he would try to hold onto power. Under Israel's complicated political system, Olmert could theoretically stretch out the transition process for months.The confidant said Olmert will announce his formal resignation immediately following the primary. The confidant, who spoke on condition of anonymity because Olmert has not publicly revealed his plans, is in close daily contact with Olmert.Olmert would stay on as a caretaker while his successor cobbles together a new coalition.

However, Olmert's decision to formally resign will hasten the formation of a new government or alternatively force the country to hold a general election a year and a half ahead of schedule.Though Kadima will hold its primary next week, it could be forced to hold a second round the following week if none of the four contenders receives 40 percent of the vote.Foreign Minister Tzipi Livni, Israel's lead negotiator in peace talks, and Cabinet minister Shaul Mofaz, a former defense minister and military chief, are the front-runners.Once Olmert resigns, Israel will head into weeks, perhaps months, of political uncertainty.As leader of the largest party in parliament, his successor will have up to 42 days form a new coalition government. For months, police have been investigating a string of corruption cases involving Olmert. In one, Olmert is suspected of improperly accepting cash and fancy gifts from a U.S. supporter. In another, he is suspected of submitting multiple bills for trips abroad, pocketing the difference or financing trips for relatives.All the cases date back to periods before Olmert became prime minister in 2006. Olmert, who says he is innocent, has not been charged, though police investigators this week formally recommended he be indicted on bribery, breach of trust and money laundering charges. The Kadima Party was formed in 2005 by then-Prime Minister Ariel Sharon, who broke away from the hard-line Likud Party to push through his plan to unilaterally withdraw from the Gaza Strip. Olmert took over the party leadership after Sharon suffered a major stroke. Sharon remains in a coma. At a U.S.-hosted summit last November, Olmert and Palestinian President Mahmoud Abbas agreed to try to reach a final peace deal before President Bush leaves office in January 2009. But the talks have been slow-moving, and the prospect of internal Israeli political turmoil could make this target even more elusive. If elected, Livni, who hopes to become Israel's first female prime minister in nearly 40 years, is expected to push forward with the peace talks she has been leading. Mofaz, meanwhile, is expected to take a tougher line, particularly on the sensitive issue of Jerusalem. Mofaz opposes sharing control of the city, whose eastern sector is claimed by the Palestinians as a future capital. Amira Dotan, a Kadima lawmaker, said she expects the party to rally behind its next leader, and that whoever wins will have no choice but to continue the peace efforts. She said Israel's place in the world, and its relations with the international community, require it to reach a settlement with the Palestinians. Everybody knows that there will be two states. The question is how we get there, she said.

Solana wants swift mobilisation of EU mission to Georgia

EUOBSERVER/BRUSSELS – EU's foreign policy chief, Javier Solana, called on Wednesday for swift action from member states to get the EU mission in Georgia on the ground by 1 October.As the deadline is very short and linked to the total withdrawal of Russian troops from the Georgian territory beyond the separatist regions, Solana called on quick action from the member states to deploy the EU's 200-staff mission in the next few weeks.You can help me in mobilising the countries, because we are pressured for time. At the beginning we were thinking about 100, but now the number has doubled. Time is short and we need to make an extra effort. We hope very much that we will not fail, said Mr Solana, addressing the foreign affairs committee of the European Parliament.The EU mission to Georgia will be a civil one, with a very clear observer mandate, and will be deployed all over the region, according to what was agreed on Monday, the EU foreign policy chief explained, referring to his visit to Moscow along with commission President Barroso and French President Sarkozy.

According to the agreement signed by President Dmitry Medvedev, the Russian troops are to fully withdraw from their positions outside the separatist regions if the EU deploys its 200 observers by 1 October.Asked by several MEPs what guarantees the EU has that Russia will hold to the agreement, Solana answered that he personally asked Medvedev whether [he would ensure that] there would be no Russian foot beyond the borders of South Ossetia and Abkhazia and the answer was Yes.Mr Solana also explained that EU participation in Georgia will entail three elements. Apart from the contribution to the EU mission itself, member states are also to reinforce the observer mission of the OSCE, as well as the United Nations mission. The mandate of the UN mission, which is deployed only in Abkhazia, is to be discussed at the UN on the 15 October, the date it runs out. However, the EU foreign policy chief stressed difficulties with getting a UN deal on extending the mandate of its mission in Georgia, since Russia has a veto in the Security Council.Asked by the commitee chairperson, centre-right MEP Jacek Saryusz-Wolski, if the Georgian conflict came as a surprise and whether the EU lacks intelligence on what is happening in the Caucasus, Solana admitted that he did not expect the August events and was preparing for September diplomatic meetings on Abkhazia.Mr Solana also said that the EU special envoy to the Caucasus is currently in Tbilisi and is working 24/7, adding that the EU foreign ministers' meeting next week might decide to send a permanent EU envoy to Georgia.

EU diplomatic defeat

Georgia's territorial integrity is no longer mentioned in the most recent text brokered by the EU. Asked whether this is a diplomatic defeat of the EU, Mr Wolski told EUObserver: In a way, yes. It is something of which the Russians were determined not to allow any mention in the text.Nevertheless, Mr Wolski did not agree that this might set a dangerous precedent for other frozen conflicts such in Transdniestria in the Republic of Moldova. It does not set a precedent, because the position of the EU does not change. Territorial integrity remains our principle. EUOBSERVER / BRUSSELS - The rapid melting of the polar ice cap in the Arctic offers Europe a first-time opportunity to access new trade routes and massive oil and gas deposits, the European Commission has said - developments that are pushing the EU's polar strategy up the policy agenda.Speaking in Ilulissat, Greenland, on Tuesday (9 September) to a conference of the Nordic Council of Ministers dedicated to Arctic issues, the EU's fisheries and maritime affairs commissioner Joe Borg said: As the ice recedes, we are presented with a first-time opportunity to use transport routes such as the Northern Sea Route. This would translate into shorter transportation routes and greater trading possibilities, and will provide a better opportunity to draw upon the wealth of untapped natural resources in the Arctic, Mr Borg told the council, an intergovernmental forum for co-operation between the Nordic countries established after the Second World War.The Nordic Council brings together EU member states Denmark, Finland and Sweden alongside Norway and Iceland - both outside the bloc - as well as the autonomous territories of Greenland, the Faroe Islands and the Aland Islands.

Security risks

In his speech, Mr Borg also highlighted a document published earlier this year by the commission jointly with the EU's chief diplomat, Javier Solana, that mapped out the latest thinking from Brussels on the security implications of climate change.

The seven-page paper authored by Mr Solana and commissioner for external relations Benita Ferrero-Waldner, distributed to EU government leaders in March, argued that the European Union should boost its civil and military capacities to respond to serious security risks resulting from catastrophic climate change.The paper, Climate Change and International Security, underlined the risks and opportunities presented by the melting Arctic, alongside concerns about increased numbers of migrants, territorial disputes, water shortages in Israel and decreases in crop yields in the broader Middle East. Political radicalisation as a result of climate insecurity, sea-level rises and extreme weather events also present security challenges, according to the report.Commissioner Borg emphasised the centrality of the Arctic in EU security thinking: This document highlights the growing geopolitical importance of the Arctic region ... [with the] opening up [of] new waterways and international trade routes, and the increased accessibility to the enormous hydrocarbon resources in the Arctic region. This accessibility, in conjunction with territorial claims, is changing the geo-strategic dynamics of the region with potential consequences for international stability and for European security, trade and resource interests, he added.

Regional governance

Later this year, the commission is to present a communication dedicated to the Arctic region that will tackle issues related to climate change as well as regional governance.The communication is to propose three main actions. Firstly, the commission is to propose measures supporting scientific research and monitoring with the aim of safeguarding the Arctic environment. The commission is also interested in the exploitation of Arctic resources such as hydrocarbons and other commodities. The commissioner underscored that this must be done in a sustainable manner, but he also said that the communication hopes to outline how all regions that border the Arctic could gain equal access to such bounty.We should seek to apply the principles of a level playing field and reciprocal market access in the Arctic, he said.The commissioner also said the EU should seek to ensure equal access to any new fishing opportunities via new regulation and work towards an international fisheries conservation and management scheme for the Arctic - something which has never been implemented.The third element of the commission's new thinking on the Arctic is developing the governance of the region. Noting that the UN Convention on the Law of the Sea and work performed by the Nordic Council, the Arctic Council and other bodies have already played something of a function in this area, the commissioner said: Nevertheless, we should be open to develop this system further, he said, adding that international environmental treaties that apply to the Arctic should be revisited.In June, the Nordic Council published an extensive study of EU-Arctic policies, and called on the bloc to establish a self-standing Arctic-dedicated unit within the European Commission. The document also suggested the EU needed to establish, intensify and possibly formalise international co-operation with Arctic regional bodies.

Crazy situation

Environmentalists agree with the commission that the melting ice cap is a brute fact and that in the absence of appropriate governance, there could be a scramble for the Arctic without movement by the EU in this direction.There is no environmental management framework for the Arctic, Neil Hamilton, the director of the WWF's Arctic programme.There is overlapping legislation in various countries, but nothing Arctic-specific, with a result that everyone is looking to Arctic exploitation instead of sustainable development. We have a crazy situation where every one is rushing to get into fishing, shipping and oil and gas, but no one's looking at the manner in which it will occur.It's not that there should be no exploitation at all, qualified Mr Hamilton. Instead, there should be effective management, which we take to mean collaborative management between the different countries. Done right, it could be a model for oil and gas extraction for the world.But green groups are clear that the emphasis should be on sustainable development, rather than the rush for resources.

On the other hand, if you open up shipping routes, it could have significant global implications. The worst-case scenario would be oil spills in the Arctic, which are impossible to clean up, given the conditions there. And a spill in the Arctic would be catastrophic.

But you need to know his story. He is far and away the most-watched and most-effective Arab-American evangelist focused on reaching the Muslim world, and by far the most controversial. The Rush Limbaugh of the Revivalists, he is funny, feisty, brilliant, opinionated, and provocative. But rather than preaching the gospel of conservatism, he is preaching the gospel of Jesus Christ. And his enemies do not simply want to silence him. They want to assassinate him. Last week, I had the honor of interviewing Botros by phone from a secure, undisclosed location in the United States, where he now resides. He told me that he had just learned that an al Qaeda website had posted his photograph and named him one of the most wanted infidels in the world. The Radicals have even put a bounty on his head. The Christian Broadcasting Network reported the figure was as high as $60 million. Botros does not know for certain. But just to put that in context, the U.S. bounty on Osama bin Laden's head is only $25 million. Why are the Radicals so enraged by an elderly Coptic priest from Egypt who is in his 70s? Because Botros is waging an air war against them, and he is winning. Using state-of-the art satellite technology to bypass the efforts of Islamic governments to keep the gospel out of their countries, Botros is directly challenging the claims of Muhammad to be a prophet, and the claims of the Qu'ran to be God's word. He systematically deconstructs Muhammad's life, story by story, pointing out character flaws and sinful behavior. He carefully deconstructs the Qu'ran, verse by verse, citing contradictions and inconsistencies. And not only does he explain without apology what he believes is wrong with Islam, he goes on to teach Muslims from the Bible why Jesus loves them and why is so ready to forgive them and adopt them into His family, no matter who they are or what they have done.

If Botros was doing this in a corner, or on some cable access channel where no one saw him or cared, that would be one thing. But his ninety-minute program - a combination of preaching, teaching and answering questions from (often irate) callers all over the world - has become must see TV throughout the Muslim world. It is replayed four times a week in Arabic, his native language, on a satellite television network called Al Hayat (Life TV.) It can be seen in every country in North Africa, Middle East, Central Asia, as well as all throughout North America,Europe, Australia, and New Zealand. And not only can it be seen in so many places, it is seen - by an estimated fifty million Muslims a day. At the same time, Botros is getting millions of hits on his multiple web sites in multiple languages. There, Muslims can read his sermons and study through an archive of answers to frequently asked questions. They can also enter a live chat room called Pal Chat where they are not only permitted but encouraged to ask their toughest questions to trained on-line counselors, many of whom are Muslim converts to Christianity who understand exactly where the questioners are coming from and the struggles they are having. As a result, Botros - on the air only since 2003 - has practically become a household word in the Muslim world. An Arabic newspaper has named him Islam's Public Enemy #1. Millions hate him, to be sure, but they are watching. They are listening. They are processing what he is saying and they are talking about him with their friends and family. When Botros challenges Radical clerics to answer his many refutations of Islam and defend the Qu'ran, millions wait to see what how the fundamentalists will respond. But they rarely do. They prefer to attack Botros than answer him. Yet, the more the Radicals attack him, the more well-known he becomes. The more well-known he becomes, the more Muslims feel compelled to tune in. And as more Muslims tune in, more are coming to the conclusion that Botros is right and in turn are choosing to become followers of Jesus Christ. Botros estimates at least 1,000 Muslims a month pray to receive Christ with his telephone counselors. Some of them pray to receive Christ live on their air with Botros. And this surely is only the tip of the iceberg, as it represents only those who are able to get through on the jammed phone lines. There simply are not currently enough trained counselors to handle each call.

Many leading Arab evangelists I have interviewed for Inside The Revolution say God is using Botros to help bring in the greatest harvest of Muslim converts to Christianity in the history of Christendom. Botros refuses to take any credit, saying is just one voice in a movement of millions. But he is certainly excited by the trend lines. He does see more Muslims turning to Christ than ever before, and he told me he has cited my book Epicenter at least three times as evidence of the enormous numbers of conversions taking place. What's more, he vows to keep preaching the gospel so long as the Lord Jesus gives him breath. For God so loved the world that He gave His only begotten Son [Jesus], that whosoever believes in Him shall not perish but have everlasting life. That verse - John 3:16 - is the verse that drives Botros. He believes passionately God loves the whole world, including each and every Muslim. He believes that whosoever believes in the Lordship of Jesus Christ - Jew or Muslim - will, in fact, receive eternal life. He does not believe all Muslims are Radicals, but he does believe all Muslims are spiritually lost, and he wants desperately to help them find their way to forgiveness and reconciliation with the God who made them and loves them. I believe this is the hand of God, Botros told me. He is directing me. He shows me what to say. He shows me what to write on…the web sites. He is showing me more and more how to use the technology to reach people with his message of redemption.

MADRID, September 8 (RIA Novosti) - Former Soviet leader Mikhail Gorbachev has said that calls from the U.S. and other Western powers to bring Ukraine and Georgia into NATO are purely aimed at isolating Russia. Why does NATO need these countries? To fight against Iran? This is just ridiculous, Gorbachev told Spanish agency EFE. NATO refused at its summit in April to let Georgia and Ukraine into the Membership Action Plan, a key step for membership in the 26-nation alliance, but promised to review the decision in December. The countries had received strong U.S. backing for their bids. In their drive to bring the post-Soviet countries into the alliance, Western powers are trying to lock Russia in, Gorbachev said. He also said that in the U.S. there are certain circles who are pushing the country toward confrontation and NATO expansion, to earn large amounts of money from the production of new armaments, and that the world now faces the threat of a return to geopolitical games.He voiced concern that Western nations saw the recent conflict between Georgia and Russia as aggression on the part of Russia.Russia does not want to command the world, but is fulfilling its international obligations, while avoiding illegal games, Gorbachev said.
