NEW DELHI (Reuters) - A 6.6 magnitude earthquake struck in the Indian Ocean on Sunday, but no tsunami warning was issued, the Indian Meteorological Department said. The U.S. Geological Survey measured the quake at 6.0. Officials said there were no reports of damages from the tremor which struck 145 km (90 miles) southwest of Port Blair, capital of India's remote Andaman islands at 4:22 EDT.A Reuters witness said panic-stricken residents rushed out of their homes in Port Blair and stood out in the open waiting for the quake to subside.The earthquake lasted for about 6-7 seconds, said Sanjay Mandal, a local hotel owner. My customers ran out into the open.Power went off briefly in some parts of the town. No loss of life or any damage has been reported so far, S.N. Tropical depressions could form in Atlantic Mon Aug 11, 1:54 PM ET

NEW YORK (Reuters) - Energy and commodities markets on Monday were watching a couple of low-pressure systems in the Atlantic Ocean that could develop into tropical depressions over the next couple of days. A broad area of low pressure associated with a tropical wave over the central Atlantic about 825 miles east of the Windward Islands could develop into a tropical depression during the next couple of days as it moves west-northwest at 15 to 20 miles per hour, the U.S. National Hurricane Center said in its 2 p.m. EDT report.Most weather models showed the Central Atlantic system would reach Hispaniola in about five days, after passing over the northern Leeward Islands and Puerto Rico.In addition, the NHC said a large area of thunderstorms associated with a low pressure system about 400 miles southwest of the Cape Verde Islands could also develop over into a tropical depression over the next couple of days as it moves west at about 10 mph.Most weather models showed the Cape Verde system would remain in the Atlantic over the next five days, close to the Lesser Antilles, which include the Leeward and Windward islands.

The Leeward Island include the Virgin Islands, Anguilla, Saint Martin, Saint Kitts, Nevis, Barbuda, Antigua, Montserrat and Guadeloupe. The Windward Islands include Martinique, Saint Lucia, Saint Vincent and the Grenadines, Grenada and Dominica.If either system strengthens into a tropical storm, with winds of 39 to 73 miles per hour, the NHC will name it Fay.Energy traders watch for storms that could enter the Gulf of Mexico and threaten U.S. oil and gas production facilities.Commodities traders likewise watch storms that could hit agriculture crops like citrus and cotton in Florida and other states along the Gulf Coast to Texas.(Reporting by Scott DiSavino; Editing by John Picinich)

At least 150 dead, missing after storms hit Vietnam Mon Aug 11, 5:26 AM ET

HANOI (AFP) - Vietnamese emergency services were Monday seeking to reach isolated and flood-hit northern communities after tropical storm Kammuri left at least 100 people dead and 50 missing over the weekend. Flash-floods and landslides since Friday have cut major highway and rail links to the mountainous region bordering southern China. The heavy downpours have also knocked over trees and telephone and electricity lines.Thousands of troops and disaster relief personnel were using trucks and boats to deliver water, food and medicines to residents in flooded villages, with some people stranded on roofs by the murky waters.We have reached some areas that had been isolated for two days, Thao A Tua, a disaster relief official from worst-hit Lao Cai province, told AFP.We are focusing on finding the people still missing. It's bad, we are afraid they are dead and we'll have to recover their bodies.Hundreds of foreign tourists were stuck in the scenic northern region, which is dominated by ethnic minorities, but none were reported to be among those killed or the 38 people injured in the disaster, officials said.The rains had stopped Monday but severed roads hampered relief efforts.The traffic jams are very serious... and many vehicles and passengers are stuck, central emergency relief authorities said in a report. Hurricane Hernan could weaken to tropical storm Mon Aug 11, 5:02 AM ET

MIAMI - Forecasters say Hurricane Hernan could weaken to a tropical storm on Monday as it moves west over the Pacific. According to the National Weather Service in Miami, Hernan's maximum sustained winds have dropped to near 80 mph.The hurricane's center is located about 1,280 miles west of the southern tip of Baja California, Mexico. Hernan is moving toward the west near 9 mph.Forecasters say the hurricane poses no threat to land.

HYDERABAD, India - Forty villagers riding on a truck were swept away by a flooded river and feared dead Sunday in southern India, where monsoon rains have claimed at least 59 lives in the past three days, officials said. The truck was washed away while it was crossing a flooded bridge in Guntur district in Andhra Pradesh state, police official Mahesh Chadra Laddha said. The road was under nearly six feet of water, he said.Rescuers have recovered three bodies and were searching for others, Laddha said. Seven people managed to swam to safety, he said.The area is about 215 miles east of Hyderabad, the capital of Andhra Pradesh, he said.Survivor Lakshmi Narayana, 45, said the truck driver lost control of the vehicle as he tried to drive across the flooded bridge. The villagers boarded the truck after bus services were suspended in the region because of the floods, he said.Parts of Hyderabad and two other districts of Andhra Pradesh state were inundated when 4.7 inches of rain fell in less than five hours on Friday, said Navin Mittal, a government official. He said it was the heaviest downpour there in eight years.House collapses have killed 14 people in Hyderabad and 13 in the Krishna district since Friday, state Revenue Minister Dharmana Prasad Rao said Sunday. Another 32 deaths have been reported in neighboring districts lashed by rains overnight, he said.The state government has opened 85 relief camps for thousands who have been forced to leave their homes, said the state's top elected official, Y.S. Bush warns Russia to pull back in Georgia By MATTHEW LEE, Associated Press Writer AUG 11,08

WASHINGTON - President Bush on Monday demanded that Russia end a dramatic and brutal escalation of violence in Georgia, agree to an immediate cease-fire and accept international mediation to end the crisis in the former Soviet republic. Almost immediately after his return from the Olympics in China, Bush warned Russia in his strongest comments since the fighting erupted over Georgia's separatist South Ossetia region last week to reverse the course it appears to be on and abandon any attempt it may have to topple Georgia's pro-western government.Russia has invaded a sovereign neighboring state and threatens a democratic government elected by its people. Such an action is unacceptable in the 21st century, the president said in a televised statement from the White House, calling on Moscow to sign on to the outlines of a cease-fire as the Georgian government has done.The Russian government must reverse the course it appears to be on and accept this peace agreement as a first step toward solving this conflict, Bush said, adding that he is deeply concerned that Russia, which Georgian officials say has effectively split their country in two, might bomb the civilian airport in the capital of Tbilisi.He said Russia's escalation of the conflict had raised serious questions about its intentions in Georgia and the region and had substantially damaged Russia's standing in the world.These actions jeopardize Russia's relations with the United States and Europe, Bush said. It's time for Russia to be true to its word to act to end this crisis.Despite the tough talk, the president's comments were not backed up by any specific threat of consequences Russia might face if it ignores the warning. U.S. officials said they were committed to the diplomatic track and were working with U.S. allies in Europe and elsewhere, as well as with the Russians, to defuse the crisis.

Earlier Monday, the United States and the world's six other largest economic powers issued a call similar to Bush's for Russia to accept a truce and agree to mediation as conditions deteriorated and Russian troops continued their advances into Georgian territory.Secretary of State Condoleezza Rice and her colleagues from the Group of Seven leading industrialized nations pledged their support for a negotiated solution to the conflict that has been raging since Friday, the State Department said.We want to see the Russians stand down, deputy spokesman Robert Wood told reporters. What we're calling on is for Russia to stop its aggression.Rice and the foreign ministers of Britain, Canada, France, Germany, Italy and Japan spoke in a conference call, during which they noted that Georgia had agreed to a cease-fire and wanted to see Russia sign on immediately, he said, adding that the call was one of more than 90 that Rice has made on the matter since Friday.They called on Russia to respect Georgia's borders and expressed deep concern for civilian casualties that have occurred and noted that Georgia had agreed to a cease-fire and said the ministers wanted to see Russia sign on immediately as urgent consultations at the United Nations and NATO were expected, according to Wood.The seven ministers backed a nascent mediation efforts led by French Foreign Minister Bernard Kouchner, whose country currently holds the rotating presidency of the European Union, and Finnish Foreign Minister Alexander Stubb, whose country now holds the chair of the Organization for Security and Cooperation in Europe, he said.The Group of Seven, or G7, is often expanded into what is known as the G8, a grouping that includes Russia, but Russian Foreign Minister Sergey Lavrov was notably not included in the call.

Wood said the United States was hopeful that the U.N. Security Council would pass a strong resolution on the fighting that called for an end to attacks on both sides as well as mediation, but prospects for such a statement were dim given that Russia wields veto power on the 15-member body.A senior U.S. diplomat, Matthew Bryza, is now in Tbilisi and is working with Georgian and European officials there on ways to calm the situation.Meanwhile, the State Department said it has evacuated more than 170 American citizens from Georgia. Wood said two convoys carrying the Americans, along with family members of U.S. diplomats based in Georgia, left Tbilisi on Sunday and Monday for neighboring Armenia.The U.S. Embassy in Georgia has distributed an initial contribution of $250,000 in humanitarian relief to victims of the fighting and is providing emergency equipment to people in need, although those supplies would run out later Monday, the department said.The Pentagon said it had finished flying some 2,000 Georgian troops back home from Iraq on C-17 aircraft at Georgia's request. It said it had informed the Russians about the flights before they began in order to avoid any mishaps, but Russian Prime Minister Vladimir Putin harshly criticized the step, saying it would hamper efforts to resolve the situation by reinforcing Georgian assets in a conflict zone.

Wood rejected the criticism, saying: We're not assisting in any conflict.

Defense Department spokesman Bryan Whitman said the U.S. flew the Georgians out of Iraq as part of a prior agreement that transport would be provided in case of an emergency. Pentagon officials said Monday that U.S. military was assessing the fighting every day to determine whether less than 100 U.S. trainers should be pulled out of the country. There had been about 130 trainers, including a few dozen civilian contractors, but the civilians had been scheduled to rotate out of the country and did so over the weekend, Whitman said. The remaining uniformed trainers were moved over the weekend to what officials believe is a safer location, he said. Associated Press writer Pauline Jelinek contributed to this report.

ZUGDIDI, Georgia - Russian tanks roared deep into Georgia on Monday, launching a new western front in the conflict, and Russian planes staged air raids that sent people screaming and fleeing for cover in some towns. The escalating warfare brought sharp words from President Bush, who pressed Moscow to accept an immediate cease-fire and pull its troops out to avert a dramatic and brutal escalation of violence in the former Soviet republic.Russian forces for the first time moved well outside the two restive, pro-Russian provinces claimed by Georgia that lie at the heart of the dispute. An Associated Press reporter saw Russian troops in control of government buildings in this town just miles from the frontier and Russian troops were reported in nearby Senaki.Georgia's president said his country had been sliced in half with the capture of a critical highway crossroads near the central city of Gori, and Russian warplanes launched new air raids across the country.The Russian Defense Ministry, through news agencies, denied it had captured Gori and also denied any intentions to advance on the Georgian capital of Tbilisi.In New York, the United Nations Security Council held an emergency session at Georgia's request, the fifth meeting on the fighting in as many days.The western assault expanded the days-old war beyond the central breakaway region of South Ossetia, where a crackdown by Georgia last week drew a military response from Russia.While most Georgian forces were still busy fighting there, Russian troops opened the western attack by invading from a second separatist province, Abkhazia, that occupies Georgia's coastal northwest arm.

Russian forces moved into Senaki, 20 miles inland from the Black Sea, and seized police stations in Zugdidi, just outside the southern fringe of Abkhazia. Abkhazian allies took control of the nearby village of Kurga, according to witnesses and Georgian officials.By late Monday, Russian news agencies, citing the Defense Ministry, said troops had left Senaki, 20 miles inland from the Black Sea port of Poti, after liquidating the danger, but did not give details.The new assault came despite a claim earlier in the day by a top Russian general that Russia had no plans to enter undisputed Georgian territory.The Georgian president, Mikhail Saakashvili, told a national security meeting Russia had also taken central Gori, which its on Georgia's only east-west highway, cutting off the eastern half of the nation from the western Black Sea coast.But the news agency Interfax cited a Russian Defense Ministry official as denying Gori was captured. Attempts to reach Gori residents by telephone late Monday did not go through.Fighting also raged Monday around Tskhinvali, the capital of the separatist province of South Ossetia.Even as Saakashvili signed a cease-fire pledge Monday with European mediators, Russia flexed its military muscle and appeared determined to subdue the small U.S. ally, which has been pressing for NATO membership.Russia's massive and multi-pronged offensive has drawn wide criticism from the West, but Russia has rejected calls for a cease-fire and said it was acted to protect its citizens. Most residents of the separatist regions have Russian passports.

In Zugdidi, an AP reporter saw five or six Russian soldiers posted outside an Interior Ministry building. Several tanks and other armored vehicles were moving through the town but the streets were nearly deserted. Shops, restaurants and banks were shut down.In the city of Gori, an AP reporter heard artillery fire and Georgian soldiers warned locals to get out because Russian tanks were approaching. Hundreds of terrified residents fled toward Tbilisi, many trying to flag down passing cars.

An AP film crew saw Georgian tanks and military vehicles speeding along the road from Gori to Tbilisi. Firing began and people ran for cover. Cars could be seen in flames along the side of the road. Georgia borders the Black Sea between Turkey and Russia and was ruled by Moscow for most of the two centuries preceding the 1991 breakup of the Soviet Union. Both provinces of South Ossetia and Abkhazia have run their own affairs without international recognition since fighting to split from Georgia in the early 1990, and both have close ties with Moscow. When Georgia began its offensive to regain control over South Ossetia, the Russian response was swift and overpowering — thousands of troops and tanks poured in. Georgia had pledged a cease-fire, but it rang hollow Monday. An AP reporter saw a small group of Georgian fighters open fire on a column of Russian and Ossetian military vehicles outside Tskhinvali, triggering a 30-minute battle. The Russians later said all the Georgians were killed. Another AP reporter was in the village of Tkviavi, 7 1/2 miles south of Tskhinvali inside undisputed Georgian territory, when a bomb from a Russian warplane struck a house. The walls of neighboring buildings fell as screaming residents ran for cover. Eighteen people were wounded. Hundreds of Georgian troops headed north Monday along the road toward Tskhinvali, pocked with tank regiments creeping up the highway into South Ossetia. Hundreds of other soldiers traveled in trucks in the opposite direction, towing light artillery weapons. In a statement in the Rose Garden, Bush said there was an apparent attempt by Russia to unseat the pro-Western Saakashvili. He said further Russian action would conflict with Russian assurance its actions were meant to restore peace in the pro-Russian separatist areas. Bush and other Western leaders have also complained that Russian warplanes — buzzing over Georgia since Friday — have bombed Georgian oil sites and factories far from the conflict zone.

The world's seven largest economic powers urged Russia to accept an immediate cease-fire agree to international mediation. Secretary of State Condoleezza Rice and her colleagues from the Group of Seven leading industrialized nations spoke by telephone and pledged their support for a negotiated solution to the conflict. I've expressed my grave concern about the disproportionate response of Russia and that we strongly condemn the bombing outside of South Ossetia, Bush told NBC Sports. Putin criticized the United States for viewing Georgia as the victim instead of the aggressor, and for airlifting Georgian troops back home from Iraq on Sunday. Of course, Saddam Hussein ought to have been hanged for destroying several Shiite villages, Putin said in Moscow. And the incumbent Georgian leaders who razed ten Ossetian villages at once, who ran elderly people and children with tanks, who burned civilian alive in their sheds — these leaders must be taken under protection.The U.S. military was informing Russia about the flights from Iraq to avoid mishaps, one military official said Monday on condition of anonymity because he was not authorized to speak about the subject on the record. A Defense Department spokesman said the U.S. expected to have all Georgian troops out of Iraq by day's end. Pentagon officials said Monday that U.S. military was assessing the fighting every day to determine whether to pull the fewer than 100 remaining American trainers out of the country. Saakashvili's cease-fire pledge had been proposed by the French and Finnish foreign ministers. The EU envoys headed to Moscow to try to persuade Russia to accept it. Saakashvili voiced concern Russia's true goal was to undermine his pro-Western government. It's all about the independence and democracy of Georgia, he said. The Georgian president said Russia had sent 20,000 troops and 500 tanks into Georgia. He said Russian warplanes were bombing roads and bridges, destroying radar systems and targeting Tbilisi's civilian airport. One Russian bombing raid struck the Tbilisi airport area only a half-hour before EU envoys arrived, he said. Another hit near key Baku-Tbilisi-Ceyhan oil pipeline, which carries Caspian crude to the West. No supply interruptions have been reported. At least 9,000 Russian troops and 350 armored vehicles were in Abkhazia, according to a Russian military commander. Abkhazia's separatists declared Sunday they would push Georgian forces out of the northern part of the Kodori Gorge, the only area of Abkhazia still under Georgian control. Before invading western Georgia, Russia's deputy chief of General Staff Col.-Gen. Anatoly Nogovitsyn demanded Monday that Georgia disarm its police in Zugdidi, a town just outside Abkhazia. Still he insisted "We are not planning any offensive.

Russia's Deputy Foreign Minister Grigory Karasin said more than 2,000 people have been killed in South Ossetia since Friday, most of them Ossetians with Russian passports. The figures could not be independently confirmed, but refugees who fled Tskhinvali over the weekend said hundreds had been killed. Many found shelter in the Russian province of North Ossetia. The Georgians burned all of our homes, said one elderly woman, as she sat on a bench under a tree with three other white-haired survivors. The Georgians say it is their land. Where is our land, then? (Washington, D.C., August 8, 2008) -- Are Russia and Georgia on the verge of all out war? Tensions have been growing for the last few years, but the situation has deteriorated rapidly in the last twenty-four hours and fighting along the border has broken out. Most serious so far: Russian fighter jets have bombed two towns in neighboring Georgia, killing and injuring innocent civilians, Georgian President Mikhail Saakashvili said Friday. One critical issue to watch as the crisis develops: Who is really in charge in Moscow, Prime Minister Vladimir Putin or newly installed President Dmitry Medvedev? For the moment, it seems to be Putin who is calling the shots and speaking out most forcefully on the crisis with Georgia. Putin, of course, believes deeply in restoring the glory of Mother Russia. He certainly does not want to lose Russian territory and is determined to expand the Russian empire. As I have written about previously, he knows he cannot expand Russia westward because NATO is expanding eastward. Putin also knows he cannot expand Russia eastward because of China. He has claimed ownership of the North Pole, but the real opportunity for Russia is to expand southward, and that is where Putin has been focusing all of his attention in recent years. He is determined to control the Caucuses region, and South Ossetia -- though not a name or place most Westerners have ever heard of much less cared about -- is a key piece in Putin's southward strategy. Interestingly, a new poll finds that four times more Russians think Putin is the most powerful man in Moscow than Medvedev, and tensions between the two men have been growing all summer.

The Russian bombs allegedly fell on Gori and Kareli, two towns near South Ossetia, a volatile region smaller than the size of Rhode Island with a population of less than 70,000. South Ossetia broke away from the Republic of Georgia in the early 1990s and has been controlled ever since by Moscow-backed separatists. To effectively hold the territory for themselves -- or at least keep the territory of South Ossetia from being reclaimed by Georgia, Russia sent military troops designated as peacekeepers into the area several years ago and provides economic support to the rebels. Now Georgian military forces have just launched a major attack on those rebels in a bid to regain control of the territory. Putin warned Georgia that her attack on South Ossetia would trigger a retaliation. Putin did not say precisely what form that retaliation would take, and as of this writing, Russia is denying that it has bombed Georgian towns. The Georgian leadership has launched a dirty adventure, the Russian Defense Ministry said on Friday. We will not leave our peacekeepers and Russian citizens unprotected.Heavy weapons and artillery have been sent there, and tanks have been added, Putin told reporters this morning. Deaths and injuries have been reported, including among Russian peacekeepers....It's all very sad and alarming. And, of course, there will be a response.The Republic of Georgia is a democratic country that wants to join NATO, remove Russian troops and military bases from its soil, allow the U.S. to build a missile defense system on its territory, and become a full-fledged ally of the West. For those very reasons, tensions between Georgia and Russia have been growing steadily. In April of this year, under intense pressure from Moscow, NATO decided not to invite Georgia and Ukraine join its 26-member alliance immediately, but promised to revisit the issue soon. This may prove to have been a serious mistake, inviting Russian provocation. Days later, Putin ordered the establishment of semi-official ties with the rebel government in South Ossetia, which Georgia charged was a violation of international law. A few weeks later, Russia began sending more troops to the border of South Ossetia, which NATO said was a provocation of Georgia. In July, Russian fighter jets penetrated Georgian airspace and flew a reconnaissance mission over South Ossetia in a show of force -- a warning, really -- designed to cool hot heads in Tbilisi [the capital of Georgia], the Kremlin said. The President of Georgia immediately recalled his ambassador from Moscow, all but cutting off diplomatic ties, to protest the aggressive Russian move.

Back in September 2006, as I wrote about at the time, Russia warned of dire consequences if NATO provided arms and continued building strong ties to Georgia. In October 2006, Russian forces blockaded Georgia from air, rail and ground transportation and Putin sent the Russian navy to maneuver off Georgia's Black Sea coast. In January 2006, two explosions ripped through pipelines carrying Russian oil to the former Soviet Republic of Georgia. The blasts effectively cut off Georgia's main supply of energy amidst a brutally cold winter. The Kremlin called the sabotage acts of terrorism, but Georgian President President Saakashvili, top Georgian officials, and even a number of Western analysts were not convinced. They accused Russian intelligence of triggering the explosions to send Georgia a chilling message: don't join NATO, don't insist that Russia give up its military bases in Georgia, don't keep criticizing Putin as he re-centralizes power and rebuilds the Russian military, don't oppose Russia's application to join the World Trade Organization, stop calling for UN Secretary-General Kofi Annan to internationalize peacekeeping operations in the troubled southern Russian regions Abkhazia and Ossetia, and stop promoting pro-democracy movements throughout the former Soviet Union. The pipelines were eventually fixed, and oil began flowing again, but tensions were never defused. Russian-Georgian relations have deteriorated to the point that some Kremlin officials are seriously weighing a military operation, which they hope will hand Georgia a military defeat and topple President Saakashivili, wrote Heritage Foundation Russia expert Dr. Ariel Cohen in March. Cohen quoted one veteran Russian foreign policy as saying, It's springtime -- a time to start a war with Georgia. Cohen noted that Kremlin political strategist Gleb Pavlovsky actually called for Saakashvili to be assassinated, and that Vladimir Zhirinovsky's Liberal Democratic Party issued a statement in February statement saying the call for assassination should be seen as a warning to the Georgian leader. "Saakashvili is out of control, and needs to be brought to heel, said one Kremlin insider, quoted by Cohen. If Georgians keep quiet and behave, we may even tolerate their joining NATO, but if they are loud, we'll take measures.ALSO WORTH NOTING: Observers of Biblical prophecies such as Ezekiel 38 and 39 will note that directly or effectively controlling Georgia would be key when Moscow one day begins moving Russian military forces through Turkey and into Lebanon, Syria and eventually against Israel.

(Washington, D.C., August 11, 2008) -- Is anyone out there still hesitant to describe Vladmir Putin as a dangerous, destablizing Czar who is an enemy, not a friend, of the West? When Epicenter was first published in September 2006, some thought I was overstating Putin's threat to the free world. If anything, I was understating it. The last 96 hours have made that quite clear, has it not?

Russian forces at this hour are still bombing the daylights out of the citizens of Georgia. They are still trying to overthrow Georgia's democratically-elected leaders. They are still trying to eliminate Georgia as a pipeline route for Caspian Sea oil flowing to the West. But controlling this former Soviet republic is not Moscow's highest objective. Putin and his Kremlin cronies want to control (if not own outright) Armenia, Azerbaijan, and Turkey, as well. They are Hell-bent on dominating all of the peoples of the Caucuses as part of a revived Russian imperialism that sees the future of the country inextricably tied to pushing southward and linking up with Islamic allies throughout the Middle East.

And as I noted in Friday's Flash Traffic, Putin is unmistakably the man in charge, not President Dmitry Medvedev. Who else but Putin would have had the gall to sit there on Friday night at the (visually stunning) opening ceremonies of the Olympic Games in Beijing -- a time to celebrate international unity and cooperation -- smiling and glad-handing when he had just launched a war that has already killed more than 2,000 people? As I write this, we're having technical troubles with my weblog. I hope to post this and more updates on the Russia-Georgia crisis soon.

Here's a brief interview I did with Tom last week:

ROSENBERG: Tom, do you see a war between Iran and Israel coming? How soon? What are you seeing and hearing?

TOM DOYLE: I think it is unavoidable at this point. Israel cannot not afford to sit back and do nothing as Iran's nuclear program continues to move forward rapidly and as President Ahmadinejad boasts that Iran will wipe Israel off the map. My guess is that Israel will take out some of the nuclear sites before the next American President is sworn into office. An Israeli advisor to the Prime Minister told me that Israel does not have to hit all 39 nuclear sites but rather just 6 of the 39 to stop the program from being a threat to Israel and the rest of the world for about 6 years.

ROSENBERG: When was the last time you were in Iran? What's your take on President Ahmadinejad?

DOYLE: I was in Iran last fall and the mood among the Iranians is gloomy to say the least. The people are fully aware that the Ayatollah and his spokesman President Ahmadinejad have isolated Iran from the West and a conflict with Israel is certain. Joel, I talked to Muslims and born again believers in Iran and they have one thing in common -- they both despise President Ahmadinejad. One Muslim man that I met who had served in the military with him said that everyone in Iran knows that Ahmadinejad is crazy. His reasoning was that since he spent so many years up on the frontlines in the Iraq-Iran war from 1980-1988 that he merely went insane. This moderate Muslim man was himself repulsed by the tactics used by the Iranians on the frontlines...he saw beheadings and mass electrocution. It seems the Iranian soldiers would lay electric cables in the river that the Iraqi soldiers were approaching and then wait until the majority of the troops were wading in it and then electrocute them. This man that I met in Tehran said Ahmadinejad enjoyed this kind of brutality. He saw so much of it on a daily basis that I think he cracked up.

ROSENBERG: Are the Iranian people supporting Ahmadinejad and the Ayatollah Khamenei?

DOYLE: Not at all. The people believe that the Islamic Revolution has destroyed their country. The people live in constant fear daily because of the government's fanatical obsession with upholding Sharia Law that was imposed on them in 1979. Iranians also believe that the government cannot be trusted and that corruption is rampant. In the last election in Iran I am told by insiders that only about 10% of the entire country voted. Another tell-tale sign is that an estimated 70% of Iranians claim to be atheists now. The majority of the people want nothing to do with Islam and their leaders.

ROSENBERG: What's happening spiritually in Iran -- and why?

DOYLE: In 1979 when the Islamic Revolution began there were probably about 500 believers in Iran. The country was going to become an Islamic model for other Muslim nations to follow. But those plans failed miserably. Because today we know that there are 1-2 million believers [in Jesus Christ] in Iran. The Church in Iran took off once the Islamic Revolution took place. Joel, the people of Iran are so open to Jesus. We had many people walk up and ask us to tell them about Jesus. The believers meet in secrecy, they share Bibles written in Farsi, and they worship passionately. In Iran if you are a believer your life is obviously at risk. Some key leaders have been martyred for their faith.

ROSENBERG: How many house churches are you hearing will be planted in Iran in the next 12 to 18 months or so?

DOYLE: The estimate is about 10,000.

ROSENBERG: That's amazing, and exciting, and something very few people around the world know. I had dinner last month with one of the Republicans who ran for President of the United States during the primaries. He has a great interest in the Mideast and has traveled there extensively. But he told me he had no idea Christianity was growing so rapidly in Iran. I need to send him a copy of your new book, Two Nations Under God. It's really powerful and provocative, in part because you talk about Israel, but you also write about God's love for all the people of the Middlee East. How would you summarize the central point you're making?

DOYLE: Thank you, Joel. I believe that America has been blessed for supporting and loving Israel now for over the last 60 years. America has been Israel's best friend and has stood with Israel as they have defended their tiny nation during 6 major wars. We have blessed them and in turn God has blessed us. The promise to Abraham in Genesis 12 to bless those who bless you has been realized in the United States of America. Also while ministering in Israel we have found that the Palestinians are very open to the Gospel and as believers we are called to love them too. God's love is for all people and unfortunately most people in America when they hear the word Palestinian think of terrorism. While terrorism is most certainly destroying the Palestinian culture, on the other hand there is a vibrant Palestinian Church in Israel and in other countries where Palestinians live like in Jordan and in Lebanon. The Palestinians are some of the warmest and most loving believers we have ever worked with. We love them! They are amazing in how they follow Christ in the midst of such danger.

We know that Jesus is the only answer to the Israel Palestinian conflict. Peace treaties will come and go and so will the leaders who write them. But those peace treaties will never be able to deal with the hatred that the two groups have for each other. Only Jesus can give you a new heart. And he is doing that as Jews and Palestinians are coming to Christ and finding true reconciliation. Joel, seeing Jewish believers and Palestinian believers worship together is one of the most exciting experiences I have ever been a part of. It makes your hair stand up!

ROSENBERG: You're not Jewish, right? How did you develop such a love of the Jewish people?

DOYLE: No, I'm not Jewish. Actually I'm Irish -- Thomas James Patrick Doyle. But I love the Jewish people and that love for them began when I went to Israel for the first time in 1995. My life was changed dramatically touring Israel. I realized that the Bible was so clear about God's love for the Jewish people and that we were called to have the same heart and love for them too. I never stopped going to Israel. I eventually became a licensed Tour Guide for Israel. God is moving in Israel today and Jews are coming to faith in Christ.

ROSENBERG: How do you explain the deep and widespread love evangelical Christians have for the Jewish people and the nation of Israel?

DOYLE: I think that because about 80% of our Bible is about Israel that it comes natural for us to love them. And it should. Our faith has its roots dug deeply into Israel's soil. Our Lord walked there. The prophets preached there. Jesus started His Church there. The Apostles took the Great Commission to the world from there. And of course the Scriptures were given by God to His choice leaders there. The Jewish people today, of course, are diverse in beliefs but their persistence and resiliency amazes me. My wife and I have a deep love for the Jewish people. It seems to me Joel that more believers are discovering Israel today and a love for Jewish people is growing in the church. I believe God is pleased.

The nation itself is a miracle too. A miracle that it even survives in the midst of the Islamic Middle East. But the Jews of Israel not only survive...they thrive and in Two Nations Under God, I list just a few of Israel's accomplishments. Here is just a partial list:

* The cell phone was developed in Israel by Israelis working for Motorola.

* Voice mail technology was developed in Israel by Israelis working for Microsoft and Cisco.

* Instant Messenger for America Online was developed in 1996 by four young Israelis.

* Israel has the largest number of NASDAQ listed companies outside the United States and Canada.

* Israel has the highest number of scientists and technicians per capita in the workforce. One hundred forty five out of every ten thousand Israelis are employed in these technical professions.

* Israel is the only country to enter the twenty-first century with a net gain of trees.

* Israel ranks number 2 in the world with the second highest per capita [publishing] of new books.

* Israel has the world's best airline flight security.

* Israel also has the largest number of biotech startups per capita.

* And this one is just flat-out mind blowing - between 1901 and 2006 there have been 750 Nobel Peace Prize winners. Of the 750 winners, Jews have accounted for 158! Twelve million Jews account for twenty-two percent of all Nobel Peace Prizes.

ROSENBERG: What's happening spiritually in Israel right now -- and why?

DOYLE: Jews and Palestinians are desperate as the conflict shows no signs of letting up. But God is breaking through the strife. Muslims are having dreams and visions about Jesus and coming to faith in Christ. The Church is strong and healthy in the Palestinian areas. They are so passionate for Jesus. Jews also are opening up to Jesus as their Messiah. When I first began going to Israel it was rare to hear about a Jew becoming a follower of Yeshua. Joel, now we hear that routinely. The Messianic movement is growing in Israel. The worship is awesome to be a part of as Jewish believers recognize the Biblical feasts and festivals. Holocaust survivors, Israel soldiers, Orthodox Jews and secular Israelis are just a few of the people that I know of that have received Jesus as their Savior just in the last few months. Israel is ripe. The spiritual harvest has begun.

ROSENBERG: What is E3 Partners, and how can people be praying for the ministry you're engaged in?

DOYLE: I am privileged to serve with e3 Partners and it is a strategic church planting ministry. We pray that God will plant a church in every village worldwide. E3 stands for We Equip believers to Evangelize their nation and Establish new churches. That's our heart and that's our passion. Our ministry President, Curtis Hail, [noted] recently that about 3,500 churches were planted last year alone by e3 leaders around the world. God is so powerful and so loving and He does not want anyone to perish. The best way to be a part of that is to disciple believers and help them start new churches where they live. We saw 127 new churches launch last year in the Middle East alone. My wife JoAnn started a women's ministry with e3 Partners in the Middle East called Selah. It just started a year ago but they have been invited to 15 countries already. Women in the Middle East need to know that the God of the Bible values them and loves them. Please pray for the Gospel to advance even more this year and for God to raise up more national leaders to disciple the massive number of new believers worldwide. Once new believers are discipled they will be the leaders that plant new churches around the world.

U.S. drafts UN resolution condemning Russian assault Sun Aug 10, 11:54 AM ET

UNITED NATIONS (Reuters) - The United States will offer a U.N. Security Council resolution later on Sunday condemning the Russian military assault against Georgia as unacceptable, a U.S. spokesman said. The spokesman for the U.S. delegation at the United Nations, Richard Grenell, told Reuters: We will offer a resolution today that makes clear that the Russian actions in Georgia are unacceptable to the international community and we condemn this military assault.Russia, which is a permanent veto-wielding member of the council and can single-handedly block any U.S. resolution, had no immediate response to the announcement.We'll see what's in there, then we'll know what to do, Russia's U.N. Ambassador Vitaly Churkin told Reuters.

In Georgia, Russian troops took the capital of the separatist Georgian region of South Ossetia earlier on Sunday after a three-day battle as Georgian forces retreated and the Tbilisi government offered a ceasefire and talks.The United States earlier warned Moscow that any further military escalation in Georgia could have a significant, long-term impact on relations. It called on Russia and Georgia to end hostilities and return to their pre-conflict positions.It's too bad that the Russians didn't leave the shooting to the Olympic competition yesterday in which the Russians and the Georgians peacefully shared silver and bronze medals, Grenell said.

EU-Russia relations in jeopardy as bombs hit Tbilisi

EUOBSERVER / BRUSSELS - The suspension of EU-Russia negotiations on a new bilateral pact, freezing talks on visa-free travel for Russian citizens and holding back EU humanitarian aid to Chechnya until Russia ends aggression in Georgia could be among ideas debated by EU foreign ministers in Brussels on Wednesday (13 August).Once fighting dies down, the EU may also offer to send policemen - but not soldiers - to help keep the peace in Georgia's breakaway regions and speed up free trade and visa facilitation deals with Georgia and Ukraine, to show that those countries are not part of a grey zone for Russia to expand [into], a senior EU diplomat told EUobserver. The EU launched talks in July on a new pact to replace its old Partnership and Cooperation Agreement with Russia and pays around €18 million a year in aid to help rebuild war-torn Chechnya. But Russia's incursion into Georgia last week threw EU-Russia relations into turmoil, in the gravest European security crisis since the 1999 Kosovo war.In the early hours of Monday morning (11 August), Russian jets struck two targets within earshot of Tbilisi city centre and Russian tanks advanced toward Gori, 65 kilometres from the Georgian capital. The moves came despite a unilateral Georgian ceasefire on Sunday, with Moscow saying Georgian forces have violated the ceasefire announcement. According to our sources, Russia is going to launch a last attack on Georgia with the aim of regime change, the EU diplomatic contact said. I'm afraid the Russians may storm Tbilisi soon. I hope the ministers [still] have something to discuss next week.The French EU presidency has called the emergency EU foreign ministers session for 10:00 local time on Wednesday to respond to the situation, with EU ambassadors to meet in Brussels on Tuesday afternoon to prepare the agenda. No extraordinary meeting of EU leaders is foreseen for now, despite a call by Poland to hold an emergency summit.

French president Nicolas Sarkozy will travel in the coming days to Moscow to meet Russian president Dmitry Medvedev. Meanwhile, French foreign minister Bernard Kouchner and Finnish foreign minister Alexander Stubb arrived in Georgia on Sunday night. The plane touched down at Tbilisi International Airport just a few hours after the airport was struck by Russian bombers.We must find the means for an immediate ceasefire, accepted by both sides, Mr Kouchner told AFP following talks with Georgian president Mikhail Saakashvili. We must move quickly, this is not a diplomatic exercise, it's an exercise of survival.We are now in the business of crisis management, we are now in the business to broker peace. We are not in the business of seeking who has done what, when, where and how, Mr Stubb said.

Bitter resentment

Russia says its actions are designed to protect Russian passport holders and peacekeepers in the Georgian breakaway republic of South Ossetia, in line with existing treaties. It has accused Georgia of genocide in shelling the South Ossetian town of Tskhinvali last week, during what it called Mr Saakashvili's suicidal bid to defeat the rebels. But Georgia says the Russian-backed separatists provoked its attack on Tskhinvali, which Russia used as a pretext to attack the small NATO and EU-aspirant state. It says the Russian push is designed to reassert power in Russia's old sphere of influence and to cut off an emerging oil and gas corridor between Europe and the Caspian Sea. The UN refugee centre estimates that 10,000 to 20,000 people have become internally displaced in Georgia, but news reports on the ground indicate the figure could be tens of thousands more. Casualty estimates range from a few hundred soldiers and civilians, to over 2,000 mostly civilian deaths, with at least two reporters killed. EU and US leaders conducted intensive telephone diplomacy over the weekend, with the US president and the NATO secretary general both criticising Russia's disproportionate use of force. US practical help has so far been limited to helping airlift home 2,000 Georgian soldiers from Iraq, while the EU has earmarked €1 million for humanitarian aid. Over the past few years I lived in a democratic country, and I was happy. European Union employs more staff than the British Army, lobby group claims

The EU now employs 170,000 staff, according to a report by a lobby group. Open Europe says Brussels payroll is bigger than the British Army's 107,000 regular personnel. Eurocrats like to quote official figures of 20,000 to 30,000 Brussels-based civil servants when asked how many staff the union employs. Large payroll: A report claims the European Union employs 170,000 staff.But when those working across Europe and EU-linked agencies are taken into account, the total is actually seven times higher, Open Europe claims. The report's authors say: Figures cited by the European Commission are misleading.They say the figures refer only to Commission civil servants - those working for the executive arm of the EU - and neglect to acknowledge the thousands of other officials who work in other institutions, agencies and committees to help make the EU function. In information distributed to the general public, the Commission usually states it employs between 20,000 and 30,000. Open Europe includes staff based outside the EU responsible for implementing EU legislation. The Commission desperately tries to play down just how many people are now working for the EU, said Open Europe analyst Nick Cosgrove. They are extremely secretive about the number of people who are working to churn out regulations.

EU under pressure to shed light on expert panels

EUOBSERVER / BRUSSELS - A transparency campaign group has written to seven European commissioners to pressure them to make good on a promise to reveal the names of the people who sit on the expert groups that influence EU legislation in key areas.

ALTER-EU, made up of 160 organisations, on Friday (8 August) sent letters to the commission president, vice-president, and commissioners in charge of industry, energy, research, health and environment to ask whether the commission intends to take the name-publishing step by the summer as it promised earlier this year.It said it is deeply concerned about the lack of progress so far on the issue of over-representation, referring to advisory groups where business lobbyists outnumber NGOs and civil society groups.The transparency group says that the only way to avoid privileged access for certain specific interests is to establish consistent membership criteria and called in the letters for an open and transparent process for the selection of such expert groups. It also asks commission president Jose Manuel Barroso what he intends to do about those groups where it is already clear that there is an over-representation of business interests. According to the group, EU industry commissioner Guenter Verheugen is responsible for 127 expert groups but only 19 of these include membership details. As an example, it points to the expert group on biotechnology which has 20 industry representatives, six academics and no NGOs.

Meanwhile, his research colleague Janez Potocnik oversees 97 groups of which just 17 have their details listed while energy commissioner Andris Piebalgs is in charge of 36 groups of which three contain membership details.For health commissioner Androulla Vassilou, the tally is 70 closed groups to eight public groups while environment commissioner Stavros Dimas is said to preside over 95 closed groups and only three open ones.The letter to Mr Dimas says that the so-called supervisory group of the voluntary commitments of car manufacturers to reduce CO2 emissions is carrying out consultation for the commission but is only consulting the views of business, whereas as CO2 emissions affect the whole of society.The commission promised earlier this year that the process of collecting and publishing the names of members of the different groups shall be completed by the summer. It also pointed out that experts from national governments and agencies made up two-thirds of those in the panels.

Running behind schedule

According to Alter-EU, the total number of expert groups has increased by more than 40% since 2000, with one group for every eight officials working in the European Commission. Total membership of the groups runs to over 50,000.A commission spokesperson admitted the process is a bit slower than they thought because of data privacy issues surrounding making all the names public but the intention is to make all names public eventually.They are busy updating just as it comes. It is not going to be a big bang step, said the spokesperson.The rise in the number of lobbyists, think tanks and NGOS in Brussels as well as the increasing tendency of Europe to set the regulatory agenda around the world has made the influence of these groups a highly political issue. In June, the commission officially launched its public online lobbyist register, but the move was immediately criticised by civil society groups for lacking teeth because it is a voluntary system.

Israel to close Gaza crossings after rocket attack Mon Aug 11, 2:18 PM ET

JERUSALEM (Reuters) - Israel said it would shut its border crossings with the Gaza Strip on Tuesday in response to a rocket attack that further strained a ceasefire between the Jewish state and Gaza militants. Israel mulls new settler enclave in West Bank By Allyn Fisher-Ilan

JERUSALEM (Reuters) - Israel has proposed building a new Jewish settlement in the occupied West Bank near Jerusalem, a spokesman for the main settlers organization said on Monday. The Defence Ministry, which oversees the issue, made no comment on a move that would be seen by Palestinians and by Israel's U.S. and European allies as a breach of commitments to halt settlement activity on land Palestinians want for a state.The Palestinians have already accused Israel of bad faith during the nine-month-old, U.S.-sponsored Annapolis peace process for approving the expansion of other settlements, mostly near Jerusalem, and for last month giving the go-ahead for an entirely new settlement in the Jordan Valley.The settlers said officials made the new proposal as part of a deal to push them to quit a settlement outpost -- a hilltop collection of trailers that is home to more than 40 families and that was established without Israeli government authorization.Ishai Hollander, spokesman for the settlers' YESHA council, confirmed a report in the Yedioth Ahronoth newspaper that defence officials had proposed moving several families from Migron, the unauthorized enclave, to another West Bank site.Hollander told Reuters the settler council would meet this week to discuss a proposal put by the Defence Ministry ... to build a permanent settlement of Migron nearby to the current site, on a hill near the Palestinian city of Ramallah.Some half a million Israelis live among 2.5 million Palestinians in West Bank settlements ruled illegal by the World Court. Migron is one of the biggest of dozens of outposts that Israel itself considers unlawful.

Any new settlement would have to win Israeli cabinet approval. Israel has not built any new enclaves for years though it continues to expand existing settlements it says it wants to keep under any peace deal, despite international protests.A Washington-sponsored road map for peace, reaffirmed at the Annapolis summit last year, calls for Israel to freeze all settlement activity, viewed by the West as an obstacle to peace.Hopes of agreement this year on a deal to establish a Palestinian state have faded since the meeting in November.Israel had also pledged to its own high court, in response to a petition filed by an anti-settler group, to remove the Migron outpost by this month, after acknowledging it had been built on privately owned Palestinian land.The plan to move these settlers to another site could delay the outpost's evacuation for years, since the inhabitants would probably stay on at least until homes in a new settlement are built, the Yedioth newspaper said.In addition to what it regards as illegal outposts, Israel has built more than 100 officially sanctioned enclaves in occupied land that is home to about half a million Jews.The government insists it will continue to expand existing settlements on West Bank land it has annexed to a Jerusalem municipality that Israel considers its capital -- a view not endorsed internationally.Palestinians say settlements and the military occupation that protects them strangle their economy and society and risk making any Palestinian state unworkable.(Editing by Catherine Evans)

BAGHDAD (Reuters) - King Abdullah of Jordan on Monday became the first Arab leader to visit Iraq since the fall of Saddam Hussein in 2003, a landmark step towards reducing Baghdad's isolation among its Sunni Arab neighbors. Prime Minister Nuri al-Maliki's office released television footage showing the king embracing members of the Iraqi cabinet lined up to greet him. Abdullah and Maliki walked hand in hand along a corridor before sitting down for talks.Washington has urged Iraq's Arab neighbors to do more to embrace Baghdad, whose Shi'ite-led government complains it gets the cold shoulder in an overwhelmingly Sunni-led Arab world.The king of Jordan took a bold step when he visited Iraq today, Iraqi Foreign Minister Hoshiyar Zebari said in a television interview following Abdullah's visit. We expect other Arab countries to move in this direction.In a statement released after he returned to Amman, Abdullah said other Arab countries should extend a hand to Iraq.Abdullah and Maliki discussed the improving security conditions in Iraq, where violence has dropped to four-year lows, and Iraq's efforts to rebuild after five years of bloodshed, Maliki's office said in a statement.The prime minister expressed his hope that this visit will open a new page in the relations between the two countries ... and strengthen security and stability in Iraq and the entire region, the statement said.

SYMBOLISM

The symbolism of the visit itself is likely to outweigh the importance of anything discussed.The reluctance of Sunni Arab leaders to set foot in Baghdad has stood in sharp contrast to non-Arab, Shi'ite Iran, which has a full-scale embassy in Baghdad and whose president, Mahmoud Ahmedinejad, had made a triumphant visit in March.Even Turkish Prime Minister Tayyip Erdogan, whose troops have fought cross-border skirmishes with Kurdish guerrillas in Iraq, managed to make his way to Baghdad last month before a single leader of an Arab state.Abdullah, whose relatives were kings of Iraq until 1958, is one of the Arab leaders to have expressed concern at non-Arab Iran's growing influence in Iraq. But he is also a friend of the United States and sees himself as a Middle East bridge-builder.This year Jordan became one of a small number of Arab countries to name an ambassador to Iraq, but like the other Arab envoys, Jordan's has yet to arrive. No Arab ambassador has been stationed permanently in Iraq since Egypt's envoy was kidnapped and killed shortly after arriving in 2005.In August 2003, 17 people were killed outside the Jordanian embassy in one of the earliest big insurgent attacks, with militants seeking to punish what they saw as Arab cooperation with a U.S.-installed order.In a sign of the extreme security precautions now in place, Iraq waited until Abdullah was safely out of the country before announcing the visit. Oil extends its slide on signs of demand slowdown By MADLEN READ, AP Business Writer AUG 11,08

NEW YORK - Oil prices finished at a new three-month low Monday after briefly dropping below $113 a barrel mark, as the dollar extended its rebound and more signs emerged that China's energy demand could be leveling off. In earlier trading, oil fluctuated as traders monitored the conflict between Russia and Georgia that some believe could disrupt supplies. But those worries faded to the background as the dollar's recovery accelerated, and as the energy market focused on a report from China that the country's crude oil imports in July were down 7 percent from last year.Now we're focused on the weak demand side of the equation, said Phil Flynn, analyst at Alaron Trading Corp. in Chicago. There was this thought process that the high price of energy didn't matter to China and other countries — but we're finding that that's not the case.After falling nearly $10 a barrel last week, light, sweet crude for September delivery fell another 75 cents to settle at $114.45 a barrel on the New York Mercantile Exchange. It was the lowest close since May 1.Crude, which fell as low as $112.72 a barrel during the session, has been plummeting in recent weeks from its record of $147.27 on July 11.

The market's still kind of reeling, said Darin Newsom, senior analyst at DTN in Omaha, Neb. He said more signs of economic slowdown could take prices back below $100a barrel — a level not seen since early April.U.S. retail gasoline prices edged down to $3.81 a gallon, on average, on Monday from $3.818 a day earlier, according to auto club AAA, the Oil Price Information Service and Wright Express. On July 17, the average hit a record $4.114.The euro fell to $1.4925, the pound fell to $1.9117, and the dollar held at around 110 yen. A weak dollar helped boost oil prices earlier this year, because dollar-denominated commodities are often used as hedges against inflation and a falling U.S. currency. But gains in the currency are reversing that trend.Peter Beutel, president of the energy risk management firm Cameron Hanover, wrote in a research note that investors appear to be selling commodities to get back into stocks, which traded higher by midday trading Monday. On Friday, the Dow Jones industrial average surged more than 300 points.Beutel noted in his Monday note that crude oil open interest — or the number of futures contracts that are not closed or delivered on a given day — has sunk by more than 100,000 contracts since the record high in mid-July, a sign of heavy liquidation.In Nymex trading, heating oil futures slipped 0.85 cent to settle at $3.1195 a gallon, while gasoline futures fell 2.08 cents to finish at $2.8666 a gallon. NEW YORK (Reuters) - A U.S. Coast Guard cutter will embark on an Arctic voyage this week to determine the extent of the continental shelf north of Alaska and map the ocean floor, data that could be used for oil and natural gas exploration. U.S. and University of New Hampshire scientists on the Coast Guard Cutter Healy will leave Barrow, Alaska, on Thursday on a three-week journey. They will create a three-dimensional map of the Arctic Ocean floor in a relatively unexplored area known as the Chukchi borderland.The Healy will launch again on September 6, when it will be joined by Canadian scientists aboard an icebreaker, who will help collect data to determine the thickness of sediment in the region. That is one factor a country can use to define its extended continental shelf.With oil at $114 a barrel, after hitting a record $147 in July, and sea ice melting fast, countries like Russia and the United States are looking north for possible energy riches.These are places nobody's gone before, in essence, so this is a first step, said Margaret Hays, the director of the oceanic affairs office at the U.S. State Department. She said the data collected may provide information to the public about future oil and natural gas sources for the United States.This will be the fourth year that the United States has collected data to define the limits of its continental shelf in the Arctic.Russia, which has claimed 460,000 square miles of Arctic waters, last summer planted its flag on the ocean floor of the North Pole.Hays said the Alaskan continental shelf may lie up to 600 nautical miles from the coastline, far beyond the 200-mile (322-km) limit where coastal countries have sovereign rights over natural resources.The research could also shed light on other potential energy resources, like methane frozen in ice under the ocean, that Hays said might one day have some commercial interest.Larry Mayer, a university scientist, said melting sea ice, presumably from global warming, helped last year's mission. KUQA, China - Donkeys pulled melon-laden carts through the streets and women sold bowls of yogurt Monday in the market of this mostly Muslim city in a remote corner of China, the day after militant bombings left a dozen people dead. But underneath the apparent return to normal life hides a seething anger among the region's ethnic Uighurs toward Chinese immigrants, whom many here see as symbols of the government's oppression, residents and experts say.With two audacious attacks in a week and the appearance online of videos threatening the Beijing Olympics, Uighur extremists in Xinjiang may be trying to use the games as a way to force themselves out of obscurity into the world's view.Few people overseas know much about the Uighurs (pronounced WEE-gurs). Most of the world's attention goes to China's other major restless minority group, the Tibetans. Their cause is championed by a charismatic, media-savvy religious leader, the Dalai Lama, and Hollywood stars like Richard Gere.

The Uighurs have no such leader or star power behind them. And the foreign media rarely venture out to far-flung Xinjiang, a sprawling territory of mountains and deserts on the edge of Central Asia that China hopes will yield huge amounts of oil and natural gas.But the remote region grabbed headlines last Friday — just four days before the Olympics began some 1,740 miles to the east in Beijing.In Xinjiang's Kashgar, a city near the border with Afghanistan and Pakistan, two attackers rammed a truck into a group of police who they then attacked with homemade bombs and knives, killing 16. No group claimed responsibility.Another group struck early Sunday morning in west-central Xinjiang. Bombers hit 17 sites — including a police station, government building, bank and shops — in the ancient Silk Road city of Kuqa.

Police said 10 assailants — including one woman — were killed along with a security guard and a bystander. Another of the attackers, a 15-year-old girl, was injured, the official Xinhua News Agency said.Anti-government violence has flared in Xinjiang for years. But Nicholas Bequelin, a researcher with New York-based Human Rights Watch's Asia Division, said Sunday's attacks were more highly organized.It presents several new aspects which were not present in previous incidents in Xinjiang, Bequelin said. One is the sophisticated coordination of the attacks: It was not just one attack. It's a string of bombings that requires much more planning and a larger organization to carry out especially at the time of the Olympics when the security is so high.Government crackdowns often silence the Uighurs or discourage them from speaking out. Most will only speak to reporters on condition of anonymity.After the Kuqa attacks, groups of Uighurs in the city of 450,000 people strolled around the streets looking at the damage. Their Chinese neighbors appeared grim and were quick to denounce the violence. But many of the Uighurs seemed amused and cheerful. When asked if they endorsed the attacks, they wouldn't answer the question or reply, I don't know.That was the answer given — after a grin and a chuckle — on Monday by a merchant walking through Kuqa's market, which was bustling with life again after the city was shut down by security forces most of Sunday because of the attacks.

If you look at the streets, everything seems calm and peaceful, said the merchant, who would only identify himself as Amar because he feared retribution. The Uighurs are driving cars and motorcycles. They have shops. But behind it all, the situation is different. People are really angry.He accused the Chinese of restricting the study and practice of Islam. He also said Uighurs suffered job discrimination and were discouraged from using their Turkic language.If you are a Muslim, you are already a criminal suspect in the eyes of the Chinese, he said.The Uighurs suffered greatly in the 1960s and 1970s when the government — caught up in Marxist revolutionary fervor — viewed religion as well as minority languages and culture as divisive remnants of feudalism that should be abolished. In the 1980s, the government adopted a more liberal political and cultural policy in Xinjiang. But Beijing resorted to a hardline policy in the mid 1990s after scattered incidents of unrest. The tough measures continue today, and may fuel support for the Turkestan Islamic Party, a group experts say might have links to al-Qaida in Pakistan, though it is small and has limited capacity to launch attacks beyond its region. The group released two videos in recent weeks threatening to attack the Olympics. Dru Gladney, an expert on Uighurs at the Pacific Basin Institute at Pomona College, said not enough is known about the recent attacks to conclude the Turkestan Islamic Party was behind them. There may be just a rising sense of resentment and disgruntlement that have led to these attacks on the police, he said, noting that government surveillance of Uighurs and the number of arrests had increased in the lead up to the games. Mu Tielifuhasimu, commissioner of the region's administrative office, told a news conference Monday that the attackers were only bent on terrorizing society. He insisted that so far, there was no apparent link to the Olympics. Mu said the majority of the Uighurs are happy in the region and enjoy the freedom to practice their religion. The overall situation is extremely good, he said. The official, who is a Uighur, said that decades of economic development and infrastructure construction in the area has greatly benefited the minorities, who make up about 70 percent of Xinjiang's population. He said money from oil and natural gas projects and other industries have fueled a building boom for schools and hospitals.
