US and Poland ink missile deal, rattling Russia

The US and Poland have agreed to put part of a US global missile shield and new anti-aircraft defences on Polish soil, in a move further aggravating east-west relations amid the fallout from Russia's incursion into Georgia.The deal - initialled in Warsaw on Thursday (14 August), but still subject to negotiation on technical details - will see 10 long-range Interceptor missiles installed on the Baltic Sea coast by 2012 to help defend the US and Europe against attacks from rogue states.The pact will also see one US-controlled unit of 96 short-range Patriot missiles accompanied by 110 US soldiers moved from Germany to Poland. And it contains a clause obliging US military support in the event of attack by a third party, governed by a process which is faster than the NATO solidarity clause. The Poles do not want to be in alliances in which assistance comes at some point later - it is no good when assistance comes to dead people, Polish prime minister, Donald Tusk, said on Polish TV. Poland wants to be in alliances where assistance comes in the very first hours of - knock on wood - any possible conflict.The Polish foreign minister and White House spokesmen denied that the breakthrough, which comes after 18 months of talks, was connected to Russia's attack on Georgia last week. But the Polish defence minister, Bogdan Klich, and US officials made the link.Above all, it seems that the Americans changed their opinion as a result of the situation in the Caucasus,Mr Klich said in Polish daily Dziennik. The Georgia conflict pushed the Poles, to be very frank, a US official told the Wall Street Journal. It sends a signal to Moscow that people are not going to be intimidated.

Instant impact

The US missile deal had an instant impact on already fragile Polish-Russian relations, with Russian foreign minister, Sergei Lavrov, cancelling a scheduled trip to Warsaw in September as soon as media reported the initialling ceremony would take place. Russia says the Polish missile base is designed to help neutralise its nuclear arsenal, instead of rockets from states such as Iran or North Korea.It is this kind of agreement, not the differences between the US and Russia over South Ossetia, which could lead to a real rise in the tension in Russian-American relations, the Russian parliament's foreign affairs committee chairman, Konstantin Kosachev, told Interfax.The US-Russia deal cannot go unpunished Russian general, Anatoly Nogovitsyn, said. Poland, by deploying [the missiles] is exposing itself to a strike - 100 percent.Earlier this month, the Russian ambassador to Belarus, Alexander Surikov, said Russia would station Iskander-M earth-to-earth missiles on the EU border in Belarus and in the Kaliningrad exclave to target the new US facility in Poland and a related site in the Czech Republic.

Baltic fears

Poland and the three ex-Soviet Baltic states are leading a front in the EU which wants to see diplomatic sanctions against Russia in punishment for its actions in Georgia, as well as fresh security guarantees for Georgia and Ukraine.The Baltic states see parallels in the Georgia events to their own bloody attempts to gain independence in the 1990s, with Estonia on Thursday flying 50 military officers to Tbilisi for a symbolic defence of the Georgian parliament.One third of Latvians are ethnic Russians, with Moscow in the past accusing Riga of violating the Russophone community's human rights. Several hundred pro-Russian supporters gathered outside the Russian embassy in Riga this week, while a pro-Russian party boycotted a parliamentary debate. The threats from Russia create unease. I take them very seriously, Lithuanian foreign minister, Petras Vaitiekunas, said on Thursday in reference to previous remarks by the Russian ambassador to Latvia, Alexander Veshnyakov.Serious mistakes can be made that have to be paid for, for a long time afterwards, the Russian diplomat had said, following a trip by the presidents of Poland, Estonia, Latvia, Lithuania and Ukraine to Tbilisi hours after the ceasefire.

EU wants peacekeepers on the ground in Georgia

EUOBSERVER / BRUSSELS - EU foreign ministers on Wednesday (13 August) agreed to send peacekeepers to help supervise the fragile Russia-Georgia ceasefire, putting off discussions on potential diplomatic sanctions against Russia until next month.The European Union must be prepared to commit itself, including on the ground, the EU joint statement said, asking EU top diplomat Javier Solana to draft more detailed proposals for the ministers' next meeting on 5 September.EU police in Bosnia - it is unclear what the EU peacekeeping mission in Georgia would consist of (Photo: The Council of the European Union)Many countries have said that they are ready to join in, French foreign minister, Bernard Kouchner, said, adding that any EU move would require a UN mandate. We are encouraged by what we saw this morning, but we have to go through the United Nations.Ministers did not specify if the EU mission will compose EU-badge wearing soldiers, policemen or civilian monitors. It also remains unclear if it would be part of a wider force involving the UN and the OSCE, or when deployment might start.You call it peacekeeping troops, I don't call it that...but controllers, monitors, European facilitators, I think the Russians would accept that, Mr Kouchner told reporters.The Georgian government has called for an EU presence in its rebel-held Abkhazia and South Ossetia provinces for at least three years, but the EU has always maintained that Russia and the Russian-backed separatists must agree first. Finnish foreign minister Alexander Stubb voiced optimism that Russia will now back the new initiative. I'm convinced at the end of the day we will find an international peacekeeping [force] in the region, with the EU at its heart, he said, according to AFP. Swedish foreign minister Carl Bildt told Reuters he was less sure. There are no signs of the Russians letting in anyone else...I don't really see it happening - at the moment the Russians are firmly in control.The EU statement avoided any criticism of Moscow, despite widespread feeling among EU members that Russia's massive assault on Georgia has overshadowed Georgia's initial attack on the rebel town of Tskhinvali. On Wednesday night, Russian soldiers continued to attack abandoned Georgian military facilities while Ossetian paramilitaries burned ethnic Georgian villages in South Ossetia and looted the Georgian town of Gori.I do not think we should get lost today in long discussions about responsibility or who caused the escalation of the last few days, German foreign minister, Frank-Walter Steinmeier, said.

Russia sanctions debate

A discussion on the potential suspension of talks on a new EU-Russia strategic pact or other diplomatic sanctions against Russia has been scheduled for the next EU foreign ministers meeting in September.We will speak very specifically about that, France's Mr Kouchner said.The European Union will want to consider how it proceeds with the Partnership and Cooperation Agreement, UK foreign minister, David Miliband, said. The sight of Russian tanks in Gori, Russian tanks in Senaki, a Russian blockade of Poti, the Georgian port are a chilling reminder of times that I think we had hoped had gone by.The Polish and Lithuanian ministers echoed the British position. Of course some consequences must appear of the aggression, Lithuanian foreign minister, Petras Vaitiekunas, said. There was clearly disproportionate force used by the Russians, Poland's Radoslaw Sikorski added.In a separate event in Warsaw on Wednesday, the leaders of four former-communist EU states went further by calling for NATO to put Georgia firmly on the path to membership in order to prevent similar acts of agression and occupation in future. The presidents of Estonia, Lithuania, Poland and the prime minister of Latvia also criticised the EU's endorsement of the six-point Russia-Georgia peace plan, saying the principal element - the respect of teritorial integrity of Georgia - is missing.The UK and eastern European states stand close to an increasingly hostile US line on excluding Russia from the international system and international institutions in punishment for the war.

This is not 1968

This is not 1968 and the invasion of Czechoslovakia, where Russia can threaten its neighbors, occupy a capital, overthrow a government, and get away with it, US secretary of state, Condoleezza Rice, said on Wednesday, before flying to Paris and Tbilisi this week.Meanwhile, Russia is blaming the US for training and arming Georgian forces in a geopolitcal project.It is clear that Georgia wants this dispute to become something more than a short if bloody conflict in the region, Russian foreign minister, Sergei Lavrov, said.For decision-makers in the NATO countries of the West, it would be worth considering whether in future you want the men and women of your armed services to be answerable to [Georgian president] Mr Saakashvili's declarations of war.

EU expresses fear over aid access in Georgia

Aid workers in Georgia are not getting the access they need in spite of the truce between Moscow and Tbilisi, the European Commission has warned.The cessation of hostilities announced by Moscow has not yet reflected particularly into any improvement in terms of access for humanitarian aid workers, a commission spokesperson said Thursday (14 August).Georgia - some 90,000 people are thought to be displaced following the fighting (Photo: wikipedia)The commission called on all sides to allow aid workers to have access to victims of the five-day war in the Russian-backed breakaway province of South Ossetia, where the fighting started, as well as elsewhere in Georgia.We appeal to all sides when we address humanitarian issues, said the spokesperson.He added that aid was needed particularly in the camps set up for the people driven from their homes by the fighting - estimated at around 90,000. The camps are said to lack the minimum basics.The statement from Brussels echoed those of United Nations chief Ban Ki-moon.The secretary general is extremely concerned by the impact of the recent conflict on the civilian population in Georgia, which has suffered loss of life and injury, significant damage to civilian property and infrastructure, as well as sizeable displacement, he said in a statement. He reiterated the critical importance of safe and unimpeded access for humanitarian actors to all conflict-affected areas.Aid agencies themselves have also complained about the lack of access as money and aid come in from the EU (€1 million in aid), the US (two cargo planes with €1.3 million worth of supplies) and many individual European countries.The authorities in principle are ready to give us access but we are being told that there are ongoing security concerns, said spokeswoman for the International Committee of the Red Cross (ICRC) Anna Nelson, according to AFP news agency.The criticism about humanitarian access comes amid accusations that Russia has used cluster bombs - each cluster is made of smaller bombs greatly increasing the likelihood of injuries over a wider zone - in civilian areas.Human Rights Watch says it has evidence that Russian aircraft dropped used the weapons, banned by over 100 countries for being dangerous to civilians, in populated areas in Georgia killing at least 11 civilians, including a Dutch journalist.

International mediation

As concerns about the humanitarian situation grow, the political shuttling back and forth continues.US secretary of state Condoleezza Rice is due in the Georgian capital on Friday (15 August). She will bring the formal ceasefire document - negotiated by French president Nicolas Sarkozy and his Russian counterpart Dmitry Medvedev - for Georgian president Mikhail Saakashvili to sign.However, on Thursday, Russia made it clear it does not intend to back down from its strongholds in South Ossetia and Abkhazia.One can forget about any talk about Georgia's territorial integrity because, I believe, it is impossible to persuade South Ossetia and Abkhazia to agree with the logic that they can be forced back into the Georgian state, said Russia's foreign minister Sergei Lavrov, according to the Press Association.Mr Medvedev also held talks in Moscow with separatist leaders from the two provinces amid reports that Russian military activity is continuing in Georgia.

Meanwhile, German chancellor Angela Merkel will enter the political fray over the weekend with a visit to Tbilisi on Sunday.Germany, along with France, has so far been keen not to openly take sides in the Russia-Georgia conflict, suggesting that both parties hold responsibility for the outbreak in fighting. By contrast, the US has strongly condemned Russia's actions.
