CABO SAN LUCAS, Mexico - Tropical Storm Julio drenched the resort-studded southern Baja California peninsula with heavy rains Sunday as authorities evacuated more than 2,500 families living along riverbeds near the coast. Julio moved over Baja with sustained winds of 45 mph (75 kph) and was pushing inland and northward past Cabo San Lucas, where many families moved to shelters.The U.S. Hurricane Center in Miami said Julio could dump 3 to 6 inches (7.5 to 15 centimeters) of rain on the normally parched Mexican peninsula, raising fears of flash flooding. The storm was expected to weaken to a tropical depression late Monday.Most vacationers rode out the bad weather inside their hotel rooms, but some ventured out on shopping trips and excursions on Sunday.They're very calm, said Jorge Castro, front desk manager at the hillside Hotel Finiterra. The 224 guests were warned to stay away from the ocean, but none made plans to leave early.They can see it's not a huge problem. Some have even gone out on activities, on tours, or sand biking, Castro added.The storm was centered about 50 miles (85 kilometers) west-northwest of the Baja California Sur state capital of La Paz, and was moving north-northwest at 13 mph (20 kph). Tropical storm force winds extended 70 miles (110 kilometers) from the storm center.The hurricane center said the storm should enter the northern Gulf of California by Tuesday.

N'DJAMENA (Reuters) - Floods in southern Chad have forced 10,000 people from their homes and killed three, the United Nations said on Saturday, adding to the toll from seasonal rains spreading destruction and disease across Africa's Sahel region. The United Nations said last week floods had uprooted an estimated 200,000 people across West Africa.Kingsley Amaning, U.N. Humanitarian Coordinator for Chad, said in a statement on Saturday that 10,000 had lost their homes due to flooding in and around the southern town of Sahr.Torrential rains have been hitting Sahr since late July, and have continued up to the present time, Amaning's office said in a statement.

Three people, caught under their collapsing homes, have been reported dead, and eight seriously injured, it said.Seasonal rains fall generally between June and October across Africa's Sahel band, which runs across the continent south of the Sahara. Heavy or prolonged downpours can cause flash flooding and cause mud-built houses to collapse.School teacher Rock Ndotam was one of the lucky ones: part of his house collapsed, but some of it was still standing at the weekend despite waterlogged streets and alleyways in the Mangara district where he lives on the outskirts of Sahr.We are crammed into two rooms along with all the children, the father of seven told Reuters by telephone from Sahr.We haven't received any help yet -- we have been registered, but we are still waiting. ... These are really difficult conditions, he said.U.N. aid workers are concentrating on getting sheeting for shelter, chlorine to purify drinking water, health supplies and nutritional supplements such as high energy biscuits for children and nursing mothers.They are particularly worried about hygiene and spreading disease as flooding had destroyed some 122 latrines and showers.The spread of malaria, diarrhea and respiratory diseases, could affect up to 30,000 people, World Health Organization doctor Dah ould-Cheik said in the U.N. statement.

Water-borne diseases are a threat during seasonal rains, which have been particularly heavy in some parts of West Africa this year.Flooding in July forced an estimated 150,000 people from their homes in Benin alone. In neighboring Togo, France sent troops to help rebuild bridges swept away by rains that killed at least nine people.Further round Africa's Atlantic coast, tiny Guinea-Bissau is struggling to control an outbreak of cholera that has killed at least 59 people since May.

LUCKNOW, India (AFP) - The death toll from monsoon-related accidents reached 800 and two million people have been displaced by flooding following heavy rains across India, officials said on Sunday. At least 26 people died in overnight accidents in northern Uttar Pradesh, taking the toll to 686 in the country's most populous state since the monsoon struck in June, Relief Commissioner G. K. Tandon said.Several districts are receiving continuous rains for the past month and a half, Tandon said in the state capital Lucknow as local aid agencies backed by World Health Organisation staff rushed emergency supplies to those affected.Tandon put the number of people hit by the floods at 1.29 million and said 3,000 villages were swamped in Uttar Pradesh, in monsoon damage he described as unprecedented.Lightning strikes, boat accidents and house collapses are common during the June-September monsoon in tropical India.In the adjacent eastern state of Bihar, 24 people died in rain-linked accidents since Saturday, a government spokesman said in the regional capital Patna.

The latest fatalities raised Bihar's monsoon death toll to at least 60 so far this month, according to the latest figures.Nearly 750,000 people are reeling under the impact of the floods, a Bihar Disaster Management Department spokesman said.The army deployed rescue helicopters as experts warned seven rivers in Bihar were in spate and that more rain was forecast.Northern Punjab saw 14 deaths in August, while 40 others died in heavy downpours in southern India during the month, according to separate official reports.Authorities in New Delhi evacuated scores of farmers from the banks of Yamuna as the river flowed at danger levels, officials said on Sunday.

The river banks are now swamped and we are ready to plug any breach that may occur in the anti-flood embankments, a city flood official said.Last year more than 2,000 people were killed in the worst monsoon floods in decades that wreaked havoc across South Asia.

MIAMI (AFP) - Tropical storm Fay, which left dozens dead in the Caribbean and Florida, has been downgraded to a depression but was still drenching southern US states Sunday along the Katrina-ravaged Gulf coast. Fay weakens to a depression, but heavy rains and flooding could continue for several days, the Miami-based National Hurricane Center said in a statement late Saturday, with the storm slowing to a crawl after an extraordinarily long run beginning August 15, when it formed in the Caribbean.The depression swirled over the Florida Panhandle and crept westward into Alabama and Mississippi on Sunday, with New Orleans and other coastal cities and towns still suffering from Hurricane Katrina's ferocity three years ago now bracing for as much as 12 inches (30 centimeters) of rain.On Saturday Fay spawned tornadoes that ripped through seven counties in south Florida, destroying 10 homes and damaging 50 others, local emergency officials said.Some 50,000 homes have been flooded, and the storm knocked out power for 100,000 people.Fay killed 11 people during its seven-day zig-zag over Florida, and President George W. Bush declared an emergency in the waterlogged, wind-battered state on Thursday, opening the way for federal disaster assistance.

MIAMI - Flooding left behind by Tropical Storm Fay forced residents in parts of northern Florida out of their homes Sunday, while the storm's remnants were forecast to dump several inches of rain on at least four other states. Officials ferried people by boat from homes in DeBary, 25 miles north of Orlando, where some streets were under 4 feet of water, and flooded neighborhoods in and around Tallahassee.

The water is very deep. It's already at everybody's door, said Debra Galloway, who lives in the Timber Lake subdivision east of Tallahassee. She was still at home Sunday evening but had no power and said if the rain continued, she would join neighbors who had already left by boat.Fay made landfall a record four times in Florida before it was downgraded to a tropical depression late Saturday. The storm caused widespread flooding as it zigzagged across Florida for nearly a week.Fay has been blamed for 13 deaths in the U.S., 11 in Florida and one each in Alabama and Georgia. A total of 23 died in Haiti and the Dominican Republic from flooding.The storm's remnants were forecast to bring several inches of rain to Alabama, Mississippi, eastern Louisiana and Tennessee on Sunday and Monday.President Bush declared four hard-hit Florida counties disaster areas. The declaration makes funds available for emergency work and repairs to governments in Brevard, Monroe, Okeechobee and St. Lucie counties. More could be added later.On Sunday, Florida Gov. Charlie Crist visited the site of heavy flooding in Wakulla County in the Florida Panhandle.I think this storm is close to being over, Crist told Red Cross volunteers. Crist stopped at the Riverside Cafe on the banks of the St. Marks River, where a pole indicates the water level of past storms. While Hurricane Dennis brought 4 feet of water in 2005, owner Stan West said Fay brought only about 6 inches.God was good to us, West said as he served Crist fried and raw oysters.But forecasters said West and others along the St. Marks River and similar waterways may not be in the clear.

The river was recorded at 6.9 feet on Friday. On Sunday, it was at 12.89 feet, and it may take some time for the water to recede, said Todd Hamill, a forecaster at the Southeast River Forecast Center in Georgia.The 310-mile St. Johns River, which runs north from central Florida to the far northeast corner of the state, is the most swollen it has been since the 2004 hurricane season, Hamill said. On Wednesday, it was at 3.5 feet at one point. Four days of heavy rain later, it was at 10.2 feet.The water had nowhere to go, he said.In Timber Lake, the 300-home subdivision near Tallahassee, firefighters, police and sheriff's deputies spent Saturday night and all day Sunday ferrying people out after a large holding pond overflowed.As many as 100 homes were flooded, while the rest were cut off from the subdivision's only entrance road. Water rose near the tops of mailboxes, stranding several cars, and residents were told it could be days before power was restored because transformers were underwater.Lagorris Smith, 35, went back to his house by boat to get his 6-year-old daughter's backpack and school work. He had gotten his family out just as water reached his house, though it had not flooded by Sunday evening. We were blessed, said Smith, who said he had never seen such bad flooding in seven years in the subdivision. Jason Russell, 34, closed Friday on a new house in a different neighborhood. He hadn't intended to move until next weekend, but after the power went out, he spent Sunday emptying his Timber Lake house. We're getting the hell out of here, said Russell, whose face was covered in sweat as he and his brother-in-law hauled a small freezer up a dirt path and through the woods, the only way out of the subdivision besides the flooded main road. This sucks.In other states, the rain was welcome. Some areas expected to get heavy rain have been suffering long-term drought conditions. In Huntsville, Ala., National Weather Service senior forecaster Andy Kula said the five-day rainfall projection through Friday — 6 to 7 inches south of the Tennessee River and 3 to 4 inches north of the river — would spread out and was not expected to create a flood problem. We need something like this to recharge the soil. It probably won't be a total drought-buster, Kula said.

President Bush Names 4 Florida Counties Disaster Areas From Fay

MIAMI, FL (AP) -- President Bush declared Sunday that four Florida counties hit hardest by Tropical Storm Fay are major disaster areas, making them eligible for federal aid. The declaration makes funds available for emergency work and repairs to governments in Brevard, Monroe, Okeechobee and St. Lucie counties. State and federal emergency officials are still assessing the damage from the weeklong storm that caused at least 11 deaths in Florida and one each in Georgia and Alabama. More counties could be added. The funding has not yet been extended to individual homeowners whose properties were damaged by high winds or flood waters. I'm pleased about the declaration and grateful to President Bush, Florida Gov. Charlie Crist said before touring flood damage at the St. Mark's River in north Florida. Mary Blakeney, spokeswoman for the emergency management office in Okeechobee County, said officials hope to have a decision in coming days about individual home owner assistance. Those calls have been coming in ... and, at this point, we have some teams coming in that will be doing a more detailed assessment where they will be going into these homes and looking at what type of damage they've had, Blakeney said. Fay was downgraded to a tropical depression on Saturday night after making a record fourth landfall in Florida. Its remnants were forecast to dump several inches of rain across Alabama, Mississippi, eastern Louisiana and Tennessee on Sunday and Monday. Emergency officials in Alabama attributed another death to Fay on Sunday after recovering the body of a man who disappeared swimming in Lake Martin on Saturday during rough weather caused by the storm.

Authorities remain concerned about flooding in areas hit hard by the storm in central Florida. Brevard County Emergency Management spokeswoman Kimberly Prosser said waters on the St. John's River could continue to rise as runoff flows into the river. MCFAUL - A U.S. Navy destroyer loaded with humanitarian aid reached Georgia's Black Sea port of Batumi on Sunday, bringing baby food, bottled water and a message of support for an embattled ally. Before the warship arrived, a Russian general suggested U.S. ships moving across the Black Sea would worsen tensions already driven to a post-Cold War high by a short but intense war between Russia and Georgia.The population of Georgia will feel more safe from today from the Russian aggression, Georgian Defense Minister David Kezerashvili told The Associated Press on the aft missile deck of the McFaul after greeting U.S. Navy officers in crisp white uniforms on shore.They will feel safe not because the destroyer is here but because they will feel they are not alone facing the Russian aggression, he added.Local children offered the Americans wine and flowers.In Europe, French President Nicolas Sarkozy said he would convene a special meeting of European Union leaders over the crisis as Russia ignored Western accusations it has fallen short of its commitment to withdraw forces from its smaller neighbor.The war erupted Aug. 7 as Georgia launched a massive artillery barrage targeting the Russian-backed separatist province of South Ossetia. Russian forces repelled the offensive and drove deep into Georgia, taking crucial positions across the small former Soviet republic.Russia pulled the bulk of its troops and tanks out Friday under a cease-fire brokered by Sarkozy, but built up its forces in and around South Ossetia and Abkhazia, another separatist region. Anatoly Nogovitsyn as saying Saturday.A U.S. official said the American ship anchored in Batumi, Georgia's main oil port on the Black Sea, because of concerns about damage to the Georgian port of Poti — not because Poti is closer to Russian forces in Abkhazia and Georgia proper. Russian troops still hold positions near Poti, and Georgian port officials say radar, Coast Guard ships and other port facilities were extensively damaged by Russian forces. AP journalists there have reported on Russians looting the area. An AP television cameraman and his Georgian driver were treated roughly and briefly detained Sunday by Russian troops outside Poti as he shot video of Russian positions. Adding to the tension, South Ossetian officials claimed that Georgia was building up military forces in an area along the edge of the battered region and had fired sporadically at villages overnight. As Moscow's military moved to redraw de facto borders on the ground, Russia's parliament on Monday was planning to consider renewed requests from South Ossetia and Abkhazia for recognition of their claims of independence from Georgia.

In other developments, a few miles west of the central city of Gori a fire tore through an oil train after an explosion, sending plumes of black smoke into the air. The cause was not clear. Several Georgian officials said they suspected the train hit a land mine and blamed Russian forces, who just withdrew from the area. Later, one official suggested the fire could be linked to discarded munitions in the area.

Georgia straddles a key westward route for oil from Azerbaijan and other Caspian Sea nations including Kazakhstan, giving it added strategic importance as the U.S. and the EU seek to decrease Russia's dominance of oil and gas exports from the former Soviet Union. Is it possible the entire world is just plain wrong when it comes to the current method of counting of days, weeks and months?At least two Christian women on the Pacific Coast think so, as they claim God's original calendar set into motion at Creation is not based on a continuous seven-day week.Their belief is that the true system of counting time is tied to what is called a lunisolar calendar, based upon both the sun and phases of the moon. They contend every new moon restarts the seven-day cycle, rather than having a continuous seven-day cycle which currently runs the world.

I could have gone my whole life and such a concept would have never occurred to me, says Laura Lee Vornholt-Jones, a 39-year-old full-time mother in Spokane, Wash., who has adjusted her traditional Seventh-Day Adventist outlook of Saturday observance to this alternate method since learning of it in late 2006. It was Earth-shattering to say the least.Vornholt-Jones has posted this theory on her 4AngelsPublications website, where she offers her book on the issue, The Great Calendar Controversy, for sale and for free viewing online.She told WND she still observes a Sabbath – that is to say, a biblical day of rest – every seven days; but she says the precise day of the week for that Sabbath actually floats from month to month when compared to the Gregorian calendar commonly used today.The theory suggests whatever day of the week the new moon occurs on, that particular day becomes Day One of the month.Then, count seven days from Day One until you reach the initial Sabbath of the month, which would always be on the eighth calendar day of the month. The next day of rest would be on the 15th, then the 22nd and 29th.Vornholt-Jones and her friend, photographer Kerrie French of Garden Valley, Calif., sought to bring the issue to light after reading a 2001 WND story in which Jan Marcussen, a fellow Seventh-Day Adventist from Thompsonville, Ill., was so sure there was no Bible verse declaring the first day of the week to be the Sabbath, he offered up to $1 million for clear, Scriptural proof.

French says she became aware of this concept in July of last year.I studied it in depth for three months before making a complete paradigm shift from a Saturday Sabbath to what I call the lunisolar Creation Sabbath, French said. It was at a Hebrew-style wedding. The bride-to-be mentioned that Saturday was no longer her Sabbath, but that her Sabbath for that month of July 2007 was actually on Tuesday. I was shocked! The women claim according to this method of reasoning, every Sabbath in August 2008 actually falls on Sunday, the first day of the week.It's total bunk. These woman don't know anything from whence they speak, says one WND reader. The Bible says on the seventh day God rested and hallowed it. That was from the creation of the world, I don't know how much clearer you can get. The weekly Sabbath has nothing to do with the lunar or solar year. It never has, not even until this day. Jesus followed the same seventh day that Jews and Saturday-observant Christians follow today.Vornholt-Jones claims that persecution of both Jews and Christians became so intense in the 4th century, that knowledge of the true system was actually lost.As WND has reported, the whole subject of Sabbath observance is a hotly contested one in Christian circles, with believers split among Saturday, Sunday, any day of the week or even no special day of rest of any kind.When it comes to the origin of calendars, historians don't always provide concrete, universal answers.

For instance, the Encyclopedia Britannica explains, The origin of the Jewish calendar can no longer be accurately traced.It goes on to reveal disputes among scholars between the observance of a solar year in ancient Israel or a lunisolar calendar similar to that of ancient Babylonia.The online Jewish Encyclopedia clearly defines the Sabbath as The seventh day of the week; the day of rest.But the Universal Jewish Encyclopedia asserts, The new moon is still, and the Sabbath originally was, dependent upon the lunar cycle ... . Pastor Robert B. Scott of Edmonton, Alberta, told WND: Regardless of what Jews have done or not done in history, nowhere in God's Word does proof exist that the new moons are to be regarded as holy Sabbath convocations for corporate worship. Whatever Jews may have done in history is irrelevant in determining whether the new moons are Sabbaths. We must obey the Word – not history.

Most nations of the world today abide by the Gregorian calendar, a solar-based system with 365 and 1/4 days, with individual weeks cycling every seven days from Sunday through Saturday.It was proclaimed in 1582 by Pope Gregory XIII as a reform of the Julian calendar, which was instituted by Julius Caesar in 46 B.C., though not operating smoothly until A.D. 8.Vornholt-Jones maintains she's still a Seventh-Day Adventist, but says this concept is not exclusive to members of her church.I have heard of Catholics, I've talked to people with the Worldwide Church of God, Messianic Jews ... people in Africa, Australia – so it's not just a localized thing, she said.Regarding the ladies' attempt to cash in on the million-dollar challenge from 2001, WND contacted Marcussen who said:The offer was to anyone who could give one Bible verse showing that God commands us to keep holy the first day of the week [Sunday] instead of the seventh day [Saturday]. ...So I read the letter that you received, looking for the required Bible verse. I couldn't find it. Why not? Because it's not there. ...Both ministers and people have responded, seeking to show the desired change of God's holy Sabbath from the seventh to the first day of the week. They say many nice things, but Scripture proof is always lacking.Regarding the assertion the true calendar does not have a continuous weekly cycle, Marcussen said, Any society that tried to carry on their schools, church or business without a continuous weekly cycle would be in utter chaos. The poor people would get so confused that they wouldn't know what to do.He cited 1 Corinthians 14:33 which states, God is not the author of confusion.

The European Union has expressed interest in negotiating with Thailand, Singapore and Brunei for fasttrack bilateral deals under the framework of the proposed AseanEU FreeTrade Agreement. More listeriosis cases expected; Maple Leaf Foods expands recall

The number of suspected and confirmed cases of listeriosis is expected to increase in the coming weeks because of the bacterium's long incubation period, Canada's health minister said Sunday evening.So far, there are 21 confirmed cases of listeriosis from food contaminated with Listeria monocytogenes bacteria, and 30 cases remain under investigation, Health Minister Tony Clement said at a news conference in Ottawa.Symptoms of listeriosis, which include vomiting, nausea and diarrhea, occur up to 70 days after contaminated food is consumed, with the average incubation period of 30 days, public health officials said.So we expect both the number of suspected cases and the number of confirmed cases will increase as the investigation continues and samples continue to be received from provincial, territorial and federal partners, Clement said.The outbreak has been linked to four deaths out of the 21 confirmed cases in British Columbia, Ontario, Quebec and Saskatchewan. Three deaths were in Ontario and one was in B.C.Clement made his comments a day after government lab tests concluded that the bacteria strain linked to the listeria outbreak matched the one in some food products recalled last week by Maple Leaf Foods.The establishment of the link prompted the company to immediately expand its voluntary recall to include all the foods produced at its Toronto plant, one of the country's largest food recalls.Company president and chief executive Michael McCain said Sunday at a news conference in Toronto that the expanded recall at the Bartor Road facility was a precautionary measure and that no trace of the listeria strain had been found in any products beyond the ones that were recalled earlier this month.

Moscow - The Russian military Saturday criticized the presence of NATO naval vessels in the Black Sea given the current conflict in Georgia. NATO is enhancing its military presence on the Black Sea under the pretext of providing humanitarian aid, Deputy Chief of Staff Anatoly Nogovitsyn said, according to a report by the Interfax news agency. This does not contribute to stability in the region, the colonel general added. The US destroyer USS McFaul is currently on its way to Georgia carrying aid supplies, passing the Bosphorus on Friday evening, accompanied by a Polish naval vessel. Two more US naval vessels are scheduled to pass the straits off Istanbul headed for the Georgian coast in the coming days. Several other NATO naval vessels passed the straits into the Black Sea on Thursday on their way to a naval exercise off the coasts of NATO members Bulgaria and Romania in the western part of the sea. According to NATO, the exercise was planned more than a year ago.

On the Caspian Sea issues, the ambassador said Iran and Russia share identical views regarding the affairs related to the Caucasus region, including those of the Caspian Sea. Moscow believes that Tehran plays a key role in improving the regional stability and security, he said. Washington is trying to infiltrate into the Caucasus and Caspian regions by branding Moscow as a threat to regional interest, he said, reiterating that Russia has always been interested in establishing peace and security in the region. Moscow will never ignore its regional and national interest, he said, noting that Iran and Russia share common views regarding the issue and respect each other's interest and rights. Russia is against military presence of any non-regional state in the Caspian Sea, he said, stressing that NATO and the West are attempting to dictate their policies to the regional states and are willing to infiltrate into the Caspian Sea and the Caucasus. On Iran-Russia bilateral relations, Sadovnikov said Moscow is very much interested in further expansion of ties with Tehran, adding that such a cooperation would play a key role in establishing regional security. He underlined the need for Tehran-Moscow close cooperation in combat against contraband, weapons, narcotic drugs and human smuggling. The Russian ambassador reiterated that the regional problems should be solved by the regional states since military presence of any foreign state will tilt the regional balance.

The slim hope that he might soften the tough line set by his ex-KGB predecessor, Vladimir Putin, is gone. Prime minister Putin is the master and President Medvedev does his bidding.The main foreign policy aim is to restore Russia’s lost superpower status: by recovering its dominance in the ex-Soviet Union, exploiting its role as an energy supplier and boosting its say in world affairs.

Moscow has punished pro-west Tbilisi for trying to join Nato and humiliatingly exposed the limits of the west’s support for allies in the post-Soviet region. It has developed a tool – support for embattled ethnic minorities – which can be used elsewhere. The next target could be pro-west Ukraine’s Crimea, with its ethnic Russian majority and a Russian outpost in the leased naval port of Sevastopol. Even Belarus, the most pro-Moscow ex-Soviet state, is worried. So are Nato’s east European members like Poland, which has quickly signed a US missile defence deal.

The post-1989 opening of the ex-Communist world to western values and interests has suffered a big defeat. But all is not lost. First, the gains made in reducing Russian dominance are huge, with a swathe of new European Union and Nato members. Next, while oil-rich Russia is wealthy, it has deep-seated problems, not least a declining population. Finally, despite Georgia, the world is not yet in a new cold war. There is scope for co-operating with Russia, as well as containing its aggressive intentions.The long list of issues for collaboration ranges from energy to nuclear non-proliferation. But the desire to work with Moscow must be matched by a clear response to Russian aggression. Nato’s mutual defence pledges should be backed by actions, such as building new forward bases in frontline countries, notably the Baltic states, and doing more to promote energy security.But the alliance must take greater care over any further eastward expansion. Until now, the west has forced Russia to accept enlargement, betting (correctly) that Moscow was too weak to respond. Russia has shown that is no longer the case. The west should accept future new members, including Georgia and Ukraine, only if they are really ready to join and if Nato can really defend them. It cannot absorb states with violent internal conflicts (Georgia) or with deep splits over Nato (Ukraine).This must not give Russia a veto over neighbours’ sovereign rights. Nor must it divide the region into spheres of influence. But countries that want to ally with the west will have to work harder to resist Russian pressure. And they can expect less western support than before. That is the painful reality, post Georgia.

KIEV (Reuters) - Ukraine sees joining the NATO alliance as vital to its security, President Viktor Yushchenko said on Sunday in a speech bound to antagonize Russia.

Marking 17 years of Ukrainian independence following the collapse of the Soviet Union, Yushchenko said Ukraine must also increase its own defenses -- a clear swipe at Russia which unnerved former Soviet republics when it sent troops into Georgia over the breakaway region of South Ossetia.In a congratulatory message to mark the day, Russian President Dmitry Medvedev called on Ukraine not to spoil their historically close ties.Yushchenko's speech to a crowd of thousands in Kiev's Independence Square, site of 2004 street protests that swept him to power, was followed by the first display in years of Ukraine's military hardware.Tanks, armored personnel carriers and missile launchers rolled down the capital's central streets. Military jets flew in formation overhead and the capital shook to the boom of cannon.

We must speed up our work to achieve membership of the European system of security and raise the defense capabilities of the country, Yushchenko said.Only these steps will guarantee our security and the integrity of our borders, he told the crowd, many dressed in traditional Cossack shirts.Yushchenko, who has stepped up his calls for swift NATO membership since Russian forces entered South Ossetia, warned Russia that Ukraine would not tolerate any attempt to divide it.Ukraine condemns any attempts to undermine the current world order and its democratic values. The Georgian Interior Ministry said the rail track used by the train had been mined and a huge pall of black smoke could be seen across the Gori region after the huge explosion.The railway was mined and that was the reason for the explosion, Interior Ministry spokesman Shota Utiashvili told AFP.The blast was the latest fallout from from the five day conflict between Russia, where its troops held a strategic port, and the Georgian army.Russia withdrew tanks, artillery and hundreds of troops from the heart of Georgia on Friday, saying it had fulfilled all obligations under a French-brokered peace agreement.But Russian troops still control access to the western port of Poti and have established a checkpoint just north of Gori.Acting as chair of the European Union, French President Nicolas Sarkozy telephoned his Russian counterpart Dmitry Medvedev on Saturday and asked him to withdraw his forces from a key road linking Poti to Senaki in western Georgia.

Sarkozy and Medvedev agreed on the need for an international mechanism in the area south of South Ossetia, a statement from Sarkozy's office said.The Kremlin said it was ready to cooperate with the Organisation for Security and Cooperation in Europe (OSCE) to monitor a buffer zone near South Ossetia, where fighting broke out this month.But it added that international monitors would not replace Russian troops as a statement from the French presidency asserted.During the telephone conversation between the Russian and French presidents, there was no discussion about replacing Russian peacekeeping troops by an OSCE mission in the buffer zone, said a Kremlin spokesman.The West sees the presence of OSCE monitors as critical to ensuring the success of the ceasefire.The vague six-point peace plan has been interpreted differently by Russia and the West, with Russian claiming it has the right to leave peacekeepers deep inside Georgia.France, Britain, the United States, NATO and other Western powers have demanded Russia pull back further but this has been rejected by Russia.Georgian National Security Council secretary Alexander Lomaia told AFP however that he expected the Russians to withdraw from near Poti on Sunday.There were no changes in the position of Russian peacekeepers overnight but we are expecting that they will withdraw from Poti today, he said.Russian troops poured into Georgia on August 8 to repel a Georgian attempt to regain control of the breakaway region of South Ossetia, which is backed by Moscow.After smashing Georgia's small US-trained army, Russian troops fanned out through Abkhazia, another pro-Moscow breakaway region in the west, and pushed far into Georgian territory.

On Saturday, Russian soldiers backed up by four tanks were still on a bridge on the road heading from Poti to the city of Senaki further east and Batumi to the south, an AFP correspondent reported. Some 500 Georgians expressed outrage over the continued presence of Russian troops in Poti, going up to the post waving Georgian flags and shouting Russians go home!. Two Russian armoured vehicles and lorries on Saturday controlled a checkpoint in the village of Karaleti outside Gori on the main road to the South Ossetian capital of Tskhinvali. The troops, whose uniform was marked with the insignia of peacekeepers, did not let traffic further north without Russian military accreditation. They had erected concrete roadblocks and fenced off the area with razor-wire. Moscow retains full control of Abkhazia and South Ossetia and says it has the right to establish an buffer zone beyond taking in stretches of the highway linking Tbilisi to Poti. The speedy military victory over Georgia, which is pressing for membership of NATO, stunned Western powers and plunged relations between Russia and the West to their lowest point since the end of the Cold War.

The latest focus of international tension was the Black Sea, where NATO naval exercises are taking place. A US destroyer arrived on Sunday in Georgia with what the Pentagon says are humanitarian aid supplies. With its army humiliated and Russian troops openly shielding the separatists in Abkhazia and South Ossetia, Georgia looks increasingly unlikely to recover its territory. Russia's two houses of parliament meet Monday to discuss appeals from South Ossetia and Abkhazia for recognition of their independence.

There has been speculation that either the United States or Israel could attack Iran's nuclear facilities, although both have said force should be a last recourse in curbing a nuclear program which they suspect aims to build atomic weapons.Iran, which says its nuclear program is peaceful, is the main backer of Hezbollah -- a Lebanese political and military group which fired thousands of missiles into Israel during a 34-day war in 2006.The first shot fired from the Zionist entity towards Iran will be met by a response of 11,000 rockets in the direction of the Zionist entity. This is what military leaders in the Islamic republic have confirmed, said Mohammed Raad, the head of Hezbollah's parliamentary bloc. TEHRAN (Reuters) - Iran has chosen the site and started designing a new 360-megawatt nuclear power plant, a senior atomic official said in remarks published on Sunday.

Iran has yet to complete construction of its first nuclear power plant and has previously sent conflicting signals about the state of work on a planned second plant. An Iranian official said this year construction work had already begun.The Islamic Republic is embroiled in a dispute over its nuclear plans, that the West says are to build atomic warheads but which Tehran insists are aimed at generating electricity.We are involved in the design phase of this power station, the deputy head of Iran's Atomic Energy Organisation, Mohammad Saeedi, said, referring to plans for a second plant to be built in the area of Darkhovin in southwest Iran.Gradually the complementary design phase and its building will begin, Saeedi said of the 360 megawatt (MW) plant, in comments carried by the official IRNA news agency.The site has been chosen and the preparation process is under way, he added.The country's first nuclear power plant, with 1,000 MW capacity, is being built by Russia in the port city of Bushehr. Iran has said it wants to build nuclear power plants with a total capacity of 20,000 MW by 2020.Iranian officials say Iran, which sits on the world's second biggest reserves of gas and oil respectively, wants nuclear energy so it can export more of its hydrocarbons.The International Atomic Energy Agency (IAEA), which carries out routine inspections of Iran's nuclear facilities, has mentioned the Darkhovin project in previous reports on Iran.

Bushehr power plant has been hit by years of delays. Russia delivered fuel for the plant this year. In accordance with the government decision, the prisoner release will be carried out tomorrow (Monday) at 9:30 am (0630 GMT), the Israeli Prison Service said in a statement.The prisoners underwent medical examination, they were interviewed by Red Cross representatives and they will be transferred tomorrow to the Beituniya checkpoint near the West Bank political capital of Ramallah.Palestinians eagerly awaited the release, hoping that the freeing of two long-serving inmates convicted of involvement in deadly attacks against Israelis signalled an easing of Israel's release criteria.Israeli Prime Minister Ehud Olmert approved the latest release of prisoners as a goodwill gesture to Abbas in the context of US-backed peace talks formally relaunched in November at a conference in Annapolis, Maryland.After their release, the prisoners will be taken to Abbas's presidential compound for an official celebration, Ashraf al-Ajrami, the Palestinian minister of prisoner affairs, told reporters in Ramallah.Our reception of the prisoners tomorrow will be like a national wedding, he said.

Few analysts believe Rice, who plans talks with Israeli Prime Minister Ehud Olmert, Palestinian President Mahmoud Abbas and negotiators from both sides, can secure a major breakthrough that would set Palestinians on a fast track to statehood.But many are reluctant to rule out that the two sides could agree to some formal, limited accord that would enable Washington to meet its target of a deal before President George W. Bush leaves office in January.A senior U.S. administration official said on Sunday that Rice, despite recent setbacks in talks, is going to try to push the parties along.It's clear that we're very involved and she wants to see where the parties are, and also wants to know where she can be helpful. If she can be helpful in bridging any gaps, she'll do that, the official said.Efforts to seal a deal have been hampered by violence and the expansion of Jewish settlements in the occupied West Bank.A State Department spokesman said on Friday Washington still believed an agreement could be reached by the end of the year, but there's no attempt by the U.S. government to push the parties beyond where they believe they can go at this point.

4 Traitors, heady, highminded, lovers of pleasures more than lovers of God;
5 Having a form of godliness, but denying the power thereof: from such turn away.

Pastor Attacked, Churches Burned in Wake of Swami's Death AUG 24,08

At least one Gospel for Asia missionary has been attacked, churches and homes have been destroyed and Christians are fleeing for their lives in India's Orissa state in the wake of the murder of a leading anti-Christian activist leader. A GFA correspondent has reported that as night fell Sunday on Orissa, the roads are being blocked by felling trees, and attacks on Christians have started.Last Christmas, during similar attacks, the anti-Christian militants also blocked off roads into the area of their attacks to hinder the arrival of government forces. Saturday night, Swami Laxmananand Saraswati, a top leader of the VHP (World Hindu Council), was killed in an attack by 20 men, suspected of being Maoist rebels. The Maosts had earlier warned the swami to leave the area. The attack, which included gunfire and a hand grenade, also killed four other people. It took place during a religious celebration. While Maost rebels are the major suspects, Hindu radicals are using the death as an excuse to increase their attacks on Christians in Orissa. The swami was an outspoken critic of tribals and lower caste Indians becoming Christians, and last December, a similar attack on him incited severe attacks that resulted in numerous Christian deaths and dozens of burned churches and caused hundreds of believers to flee for their lives into the jungles.

The swami's ultimate goal was to have India declared a Hindu nation, and to halt the growth of both Christianity and Islam on the subcontinent. The GFA correspondent reported that in the wake of his death, several church buildings are destroyed, Christian houses are torched and Christians under attack.One GFA missionary, Jeebaratna Lima, was attacked while en route to conduct Sunday services. He was attacked by a mob and they were almost setting him on fire but the fire did not catch, reported the correspondent. By God's grace, the police rescued him and have taken custody of him. We are trying to get him released. Local government authorities have posted some police personnel at the local GFA Bible college, and advised the Christians not to venture out.We thank God that the government officials are protecting our campus and our people. said GFA President K.P. Yohannan, That is a true blessing.A late report noted that a mob destroyed one church by hurling bombs and are on rampage to destroy several Christian houses. The condition may be same with other churches all over Orissa. GFA has dozens of missionaries in the district where the attack took place, who work with more than 30 churches and numerous mission stations. The fundamentalist groups have always opposed us, noted one GFA worker, and now there is great tension prevailing, and Christians are running away for their lives.Three leading Hindu groups, the VHP; the radical RSS, which specialized in organizing street gangs, and BJP nationalist political party, have called for a bandh (an illegal strike that uses intimidation to keep everyone indoors) for Monday, and the government has put security forces on high alert.

Having ministered in Orissa, I can only imagine the plight of these tribal believers, forced to run for their lives into the jungle, K.P. said. My heart goes out to the missionaries and believers. We must pray with all earnestness for the suffering church in Orissa at this time.GFA leaders in India have called for earnest prayer for protection of Christians and for harmony and peace among the various communities in Orissa. Specifically, they ask for prayer that:This unfortunate event will not be used to incite communal violence and target innocent Christians.
The life of Christians, pastors and leaders will be protected, as well as the church buildings. That our pastors and believers who have been targeted in the past will be spared. That our state office and Bible college campus and all the students and staff will be safe. That the government will handle the situation ably so that thelife of innocent people will be saved and there will peace and harmony among all the people of the state.

David's Comment: Another Mile-Stone In the Life of the Silver Family
Most of you are aware that our eldest son Stefan and his fiancee, Keren, were married in the hills of Jerusalem on Wednesday evening. Allow me to set the scene for you. It was a glorious ceremony held outdoors in a magnificent garden, with a rock strewn, olive tree lined Samarian hill in the background. The overwhelming scene was back-lit from the west by the yellow fireball of the setting sun as it descended into the Mediterranean Sea. About 240 family and friends filled the beautiful garden area as the bridegroom's party waited under the Huppa ( canopy ) for the bride's party to arrive. Finally the moment arrived and the bride appeared, looking as radiant and stunningly beautiful as only a bride can appear. Tradition Jewish marriage blessings were sung, Stefan & Keren exchanged their vows and the rings, the ceremony coming to its climax with the tradition lifting of the veil and the kiss. The bridal party was led out by the new Mr & Mrs Stefan & Keren Silver, followed by the family and friends, and the wedding moved onto the celebration meal.

As I pondered what I would say in my speech the word mile-stone came to me very strongly. Preparations for our first born son's wedding day was definately a mile-stone in our lives. We all have these mile-stones that stake out the path of our lives. The first mile-stone must be the day of our entry into this world. The next mile-stone may be our first day at school, perhaps followed by our first day at work. For most people the next mile-stone may be the day of our marriage, which if a person's life is in Godly order would be the birth of our children, which of course starts a new path with its own mile-stones ahead of it. All of you reading this article met the God of Israel at some time, placing another mile-stone in your life and changing the course of your life in a dramatic way. Most people live very regular lives, seldom deviating from the path of regularity, usually resulting in a safe but often un-exciting existence.Our family definately has passed some extra mile-stones over the last 20 years. A major one was when Josie & I both came to the Lord more than 20 years ago now. Then 16 years ago, we responded to the call of God to relocate our family to Israel - definately one of our extra mile-stones. The next extra-ordinary mile-stone was the day that Stefan was drafted into the army. Next. probably the most disconserting mile-stone we passed in our entire lives - living through the Second Lebanon War of 2006. As well as having Stefan in the midst of the fighting at the very front lines inside Lebanon, we endured 3 weeks in and out of our bomb shelters taking cover from the 4000 missiles that Hizbollah launched at the northern cities of Israel. By the grace of God we all survived that mile-stone ! I am sure that because we are doing our best to follow the mile-stones that YHVH has laid our before us, His hand has protected us. Stefan and his entire platoon were saved from even light injury, and we all survived the missile attacks.

In a way that only YHVH can orchestrate, the Lebanon war brought the Silver family to this latest mile-stone. During Stefan's time inside Lebanon, the Lord laid him on the heart of a young intercessor who lived in Jerusalem. Her heart felt intercession for Stefan which led to romance, and romance led to engagement leading to the wonderful wedding ceremony of two young Jews who live to love and serve the God of Israel and His Anointed One, that took place on Wednesday. From all reports, all in attendance were totally blessed by the venue, the ceremony and the wedding feast. Not only was the marriage of Stefan & Keren a mile-stone for them and both of the families, it is a sign to all of us who are anxiously awaiting the return of Yeshua to rule over the Kingdom of God on the earth, in the city of the King. I want to invite you to continue to rejoice with the 6 million plus Jewish people who have returned to the land of their forefathers, to live, to love, to work, to raise our children, and to see them marry in such a scene as I have described above. Marriages that take place in the resurrected nation of Israel are surely the greatest sign pointing to the soon return of the King. And proclaim it to all the other people you come in contact with - believers and unbelievers alike. The believers need to get in step with God and co-labour with Him in the restoration of Israel, and the unbelievers need to get right with God, then also get involved in the restoration of Israel.

Jer 33:10-11 Thus says the LORD: Again there shall be heard in this place-- of which you say, It is desolate, without man and without beast-- in the cities of Judah, in the streets of Jerusalem that are desolate, without man and without inhabitant and without beast, the voice of joy and the voice of gladness, the voice of the bridegroom and the voice of the bride, the voice of those who will say: Praise the LORD of hosts, for the LORD is good, for His mercy endures forever-- and of those who will bring the sacrifice of praise into the house of the LORD. For I will cause the captives of the land to return as at the first,' says the LORD. (NKJ)

The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. Lets also pray for that breakthrough to the Muslims, and please remember to pray for our son Jordan, and all of his fellow soldiers in the IDF.

Financial slowdown to drag on AUG 24,08

Charles Bean took over as deputy governor earlier this year .The current global financial slowdown could drag on for some considerable time, the Bank of England's new deputy governor has warned. Charles Bean said the downturn was at least as bad as in the 1970s and that every time the markets began to look better, another grenade exploded. But he said growth should pick up and inflation fall next year, if oil prices and credit markets stabilised. Mr Bean described the crisis as a transitory period that would pass. The deputy governor, who was speaking at the annual conference of the world's top central bankers in Jackson Hole, Wyoming, said those at last year's event believed the crisis would have been over by Christmas 2007. We've got our fingers crossed that things will improve. But there is the recognition that there is still a long way to go yet Charles Bean Bank of England deputy governor.

But instead, he said, it had carried on for a year and every time the markets looked like they were stabilising, another grenade exploded as bouts of fear over sustainability hit financial institutions. It looks like it will drag on for some considerable time further yet.He described the mood at the conference as one of considerable caution for the next year. We've got our fingers crossed that things will improve. But there is the recognition that there is still a long way to go yet, he said.

Better regulation

He went on to say the global financial climate was as challenging a time as the 1970s, but said it would be foolish to believe it could be prevented from happening again. However, regulation could be improved to reduce problems when they occur, he said. Mr Bean, who took over as deputy governor earlier this year, also called on people not to place too much significance on the latest UK growth figures, which showed the economy at a standstill. Figures from the Office for National Statistics, released earlier this month, showed no growth from the first quarter of 2008. The deputy governor said he was hopeful growth would begin to pick up again next year and that inflation would also drop back. However, he acknowledged the squeeze on household incomes could create social issues. The most important message, he said, was that the crisis would come to an end. This is just a transitory period of subdued growth and we will get through the other side and the growth will resume to more normal levels.Bank of England governor Mervyn King has already warned that the UK economy is in for a difficult and painful period due to a combination of high inflation and rapidly slowing growth.
