JAKARTA, Indonesia - A strong earthquake shook central Indonesia on Tuesday, causing tall buildings in the capital to sway and briefly prompting a tsunami alert, authorities and witnesses said. The quake with a preliminary magnitude of 6.6 struck at a depth of roughly 12 miles in the Sunda Strait, around 155 miles northeast of Jakarta, said Fauzi, a government geologist who goes by one name.The Indonesian Meteorological and Geophysics Agency issued a tsunami alert, but there were no immediate signs of large waves and it was revoked within 30 minutes.There were no immediate reports of damage or injuries.The U.S. Geological Survey put the magnitude at a preliminary 5.8 at depth of 27 miles.Indonesia, a vast island archipelago, straddles continental plates and is prone to seismic and volcanic activity along what is known as the Pacific Ring of Fire.A giant quake off Aceh spawned the December 2004 Indian Ocean tsunami that killed more than 130,000 people in Indonesia alone.

MIAMI (Reuters) - Hurricane Gustav barreled toward vulnerable Haiti on Tuesday and appeared set to become a major storm later in the week as it neared the Gulf of Mexico where the United States produces a large amount of oil and gas.The 7th storm of the 2008 Atlantic hurricane season had top sustained winds of 85 miles per hour (140 km per hour) by 5 a.m. EDT, making it a Category 1 hurricane on the five-step Saffir-Simpson scale of storm intensity, the U.S. National Hurricane Center said.

Gustav was likely to become a Category 2 storm before striking the southwestern peninsula of impoverished Haiti later on Tuesday and then move westward south of Cuba over deep warm waters that provide tropical cyclones with fuel.The official intensity forecast is increased and now calls for Gustav to be a major hurricane in the northwestern Caribbean sea, the Miami-based hurricane center said in a discussion item on the storm.Most indications are that Gustav will be an extremely dangerous hurricane in the northwestern Caribbean sea in a few days.Category 3 and higher storms are called major hurricanes and are the most destructive. Hurricane Katrina was a monstrous Category 5 storm in the Gulf of Mexico in August 2005 before killing 1,500 people on the U.S. Gulf coast and devastating the city of New Orleans as a Category 3 storm.Computer models used to forecast storm tracks indicated Gustav was likely to enter the Gulf of Mexico near the western tip of Cuba and then track northwest, toward areas where offshore platforms produce a quarter of U.S. crude oil and 15 percent of its natural gas.Energy markets have watched Atlantic tropical storms and hurricanes closely since the hurricane seasons of 2004 and 2005, when a series of storms, including Katrina, severely disrupted production and sent oil prices to record levels.

TORRENTIAL RAIN THREAT

The more immediate threat was heavy rainfall in Haiti, a country of 9 million that is vulnerable to deadly mudslides and flash floods because its hillsides have been stripped of trees by people seeking charcoal for cooking fuel.In 2004, Tropical Storm Jeanne was blamed for flooding that killed around 3,000 people. Spring floods earlier that year had already killed another 2,000 Haitians.Gustav threatened the Caribbean nation with 5 to 7 inches of rain, with the possibility of up to 25 inches
in isolated areas, the hurricane center said.Hurricane alerts were issued for parts of the Dominican Republic, Haiti and Cuba. TALLAHASSEE, Fla. - The remnants of Tropical Storm Fay spread over a wide swath of the South on Monday, bringing heavy rain and wind from Georgia to Louisiana that many hoped would help land parched for months by drought conditions. Floridians, meanwhile, continued to mop up floodwaters created by the storm that stuck around for a week and made a historic four landfalls, dumping more than 30 inches of rain along the central Atlantic coast. Republican Gov. Charlie Crist, dressed in blue jeans and a golf shirt, helped an elderly woman out of a boat that had taken her from her inundated home.It just started raining and it didn't want to stop, said the woman, Hazel Hayes.The National Weather Service said the vestiges of Fay would deluge northern Georgia on Monday and Tuesday with 3 to 5 inches of rain expected in the Atlanta area and up to 8 inches in northeast Georgia. In Alabama, flash flood and tornado warnings were posted.In Georgia, farmers began assessing damage to crops. The storm's high wind and torrential rain seemed to take the heaviest toll on Georgia's $128 million pecan crop, especially in southern counties along the Florida line, according to preliminary assessments. Pecan grower Tom Stone's well-tended orchards were in shambles.I was devastated, he said after surveying the damage. We've lost 50 percent of the crop. We knew we were going to get a little rain, but we didn't know we were going to get all this wind and rain together.The tropical blast also toppled corn stalks throughout southern Georgia and blew some tobacco leaves off their stalks. The moist conditions also make cotton plants vulnerable to a disease known as boll rot.

If we don't dry out ... the cotton is going to be impacted a lot more than it is right now, said Deron Rehberg, extension coordinator in Grady County.Georgia climatologist David Stooksbury said the rain will improve stream flows, pastures and slightly raise the levels of major reservoirs, including Lake Lanier, which is the main source of drinking water for metro Atlanta.It will not end the drought. 1 dead, 5 rescued in flash flood in western Ariz. AUG 26,08

BOUSE, Ariz. - Officials say a flash flood has swamped vehicles in a low area of western Arizona's La Paz County and one woman has died. Sheriff's Lt. Glenn Gilbert says a storm filled a normally dry wash with rushing water 40 to 50 yards across and as much as six feet deep.Gilbert says the body of a 77-year-old woman was recovered Tuesday morning.He says four other women who were in a small sedan with the victim were rescued after the flood struck late Monday. Two of the rescued women had been washed away from the car.The driver of a recreational vehicle also had to be rescued at the site on a state highway about 20 miles southeast of Parker.The Colorado River town of Parker is about 130 miles northwest of Phoenix.

Marcus Aurelius ruled over the empire for 19 years.


Parts of a giant, exquisitely carved marble sculpture depicting the Roman emperor Marcus Aurelius have been found at an archaeological site in Turkey. Fragments of the statue were unearthed at the ancient city of Sagalassos. So far the statue's head, right arm and lower legs have been discovered, high in the mountains of southern Turkey. Marcus Aurelius was portrayed by Richard Harris in the Oscar-winning 2000 film Gladiator and was one of the so-called Five Good Emperors. He reigned from 161AD until his death in 180AD. In addition to his deeds as emperor, Marcus Aurelius is remembered for his writings, and is considered one of the foremost Stoic philosophers. The partial statue was unearthed in the largest room at Sagalassos's Roman baths. The cross-shaped room measures 1,250 sq m (13,500 sq ft), is covered in mosaics and was probably used as a frigidarium - a room with a cold pool which Romans could sink into after a hot bath. It was partially destroyed in an earthquake between 540AD and 620AD, filling the room with rubble. Archaeologists have been excavating the frigidarium for the past 12 years. The dig is part of wider excavations at the ruined city, which was once an important regional centre.

Imperial gallery

Last year, the team led by Prof Marc Waelkens, from the Catholic University of Leuven in Belgium, uncovered fragments of a colossal marble statue of the emperor Hadrian in the rubble. This month, the researchers found a huge head and arm belonging to Faustina the Elder - wife of the emperor Antoninus Pius. Archaeologists now think the room hosted a gallery of sculptures depicting the Antonine dynasty - rulers of Spanish origin who presided over the Roman Empire during the second century AD. The emperor wore army boots decorated with lion skins
Early on 20 August, a huge pair of marble lower legs, broken just above the knee, turned up in the debris. They also found a 1.5m-long (5ft-long) right arm and hand holding a globe which was probably once crowned by a gilded bronze Victory figure.

But it was the giant marble head which identified this statue as the young Marcus Aurelius. The colossal head, which is just under 1m (3ft) in height, is said to bear his characteristic bulging eyes and beard. Prof Waelkens said the pupils were gazing upwards as if in deep contemplation, perfectly fitting of an emperor who was more of a philosopher than a soldier. He added that the sculpture, which stood about 4.5m (nearly 15ft) tall, was one of the finest depictions of the Roman ruler. The emperor wore exquisitely carved army boots decorated with a lion skin, tendrils and Amazon shields. The torso was probably covered in bronze armour filled inside with terracotta or wood. When the niche's vault collapsed in the earthquake, the torso would have exploded.

Bath complex

The statue of Hadrian was found lying halfway down in the frigidarium's rubble.

This initially led archaeologists to think it had been hauled in there from another part of the huge bath complex, perhaps to remove its gilded bronze armour, or to burn the huge marble pieces to make cement in a nearby lime kiln. However, they now think sculptures of Hadrian, his wife Vibia Sabina, another Roman emperor Antoninus Pius, his wife Faustina the Elder, and Marcus Aurelius all once adorned niches situated around the room. There were three large niches on both the western and eastern sides. The fragments of Hadrian's statue were found near the south-west niche. The front parts of two female feet were discovered in the opposite niche, on the room's south-eastern side. The remains of a globe can still be seen, cupped in the right hand.The archaeologists now think these belonged to a colossal figure of Vibia Sabina, who was forced into marriage with the homosexual Hadrian at the age of 14. Remains of the statue depicting Faustina the Elder were found further along, on the eastern side. In the opposite niche, they found the front parts of a pair of male feet in sandals, which could belong to her husband, Antoninus Pius - who succeeded Hadrian as emperor. The experts suggest Antonine emperors occupied niches on the western side of the room, while their spouses stood opposite, on the east side.

Five good emperors

After the discovery of Faustina and her male counterpart, the archaeologists guessed the north-western niche would contain a colossal statue of Marcus Aurelius - the longest-surviving successor of Antoninus Pius. The discovery on Wednesday confirmed this prediction, and suggests the north-eastern niche may contain remains of a statue depicting Faustina the Younger, Marcus Aurelius's wife. Archaeologists will get the opportunity to excavate this part of the room next year. The statue of Marcus Aurelius stood in the north-western niche .Despite his philosophical leanings, Marcus Aurelius had to spend much of his reign fighting Germanic tribes along the Austrian Danube where, in 180AD, he died in nearby Carnuntum. The part of Marcus Aurelius in Gladiator was one of Richard Harris's last roles (the actor died in 2002). Although much of the storyline is fictional, it is set against an historical backdrop of the imperial succession from Marcus Aurelius to his son Commodus. While Marcus Aurelius is considered, along with Nerva, Trajan, Hadrian and Antoninus Pius, as one of Rome's Five Good Emperors, Commodus's reign was marked by internal strife, cruelty and conspiracies. Commodus took part, naked, in gladiatorial battles - which he always won. Opponents, whose lives were apparently spared, would eventually submit to the emperor. The American Civil Liberties Union is asking the 11th U.S. Circuit Court of Appeals to stop a suburban Atlanta county from opening its meetings with prayers that mention Jesus or other sectarian references, claiming the invocations represent government favoritism of Christianity.The three-judge panel of the court, however, was immediately skeptical of how the ACLU expected prayers to be crafted without appering to favor one religion over another.What about King of Kings? Judge Bill Pryor asked ACLU lawyer Daniel Mach in the case's hearing last week. Is that sectarian? What about Lord of Lords? Pryor persisted, interrupting the ACLU lawyer's arguments. The God of Abraham? … What about the God of Abraham, Moses, Jesus and Muhammad? Judge Charles Wilson wondered just how far Mach was suggesting the county go in editing people's prayers.As a practical matter, how do you draw the line? Wilson asked.He also asked what steps the ACLU suggested the Cobb County, Ga., board of commissioners take before its regulation became some sort of censorship or just government prayer.At one point in the hearing, ACLU attorney Mach pointed out that the invitations Cobb County sends to guest clergy already ask that the prayers not proselytize or disparage other religions. According to the Associated Press, Mach suggested that the invitations simply be amended to ask the clergy to refrain from invoking religious messages at all.Cobb County attorney David Walbert countered that such restrictions would make it a virtual impossibility for clergy to draft any kind of meaningful prayer.

Liberty Legal Institute Chief Counsel Kelly Shackleford was indignant about the ACLU asking clergy to pray without invoking religious messages.I think this is really where you pull the cover off and see what you're really looking at with the ACLU, Shackelford told OneNewsNow. This is religious bigotry; it's anti-free speech; it's everything that they're supposed to be against.The government really has no business telling anybody how they should or should not pray, Shackelford said. And the fact that the ACLU is trying to use the power of government to tell people how to pray is just an incredible invasion of freedom, and (it) shows that they are not about freedom and liberty at all. They're about oppression and trying to stamp out religious speech.The ACLU, together with Americans United for Separation of Church and State, are arguing on behalf of seven individuals who filed suit in 2005 challenging the sectarian nature of Cobb County's invocations, claiming 70 percent of the prayers were Christian or mentioned Jesus Christ.Last year, U.S. District Judge Richard Story ruled the prayers could continue and said that because the county invites clergy from all denominations, the practice doesn't constitute endorsement of one religion over another.Story did, however, criticize the county's practice of selecting its invited clergy by merely thumbing through a phone book and awarded $1 to each of the seven plaintiffs.The ACLU then appealed the case to the 11th U.S. Circuit Court of Appeals.According to the Atlanta Journal-Constitution, ALCU attorney Mach argued that federal appeals courts in Richmond, New Orleans, Chicago and San Francisco already have ruled sectarian invocations at government meetings violate the First Amendment.Cobb County attorney Walbert, however, disagreed with the argument, saying that the U.S. Congress has opened its sessions with sectarian prayers since the appointment of the first Senate chaplain.Everything that is at issue here was clearly being done in 1789, Walbert said.The AP reported Judge Pryor also questioned the reasoning, pointing out that even the Supreme Court opens its session with a prayer that could be called sectarian: God save the United States and this honorable court.With arguments concluding last week, the court is expected to rule on the case sometime in the coming months.

The sources said the Palestinian team has been pushing to conclude a deal by January on all core issues, including Jerusalem, and has been petitioning the U.S. to pressure Israel into signing an agreement on paper that offers the Palestinians eastern Jerusalem.Rice, the sources said, has asked Israeli leaders to bend to what the U.S. refers to as a compromise position, concluding an Israeli-Palestinian agreement by the end of the year that guarantees sections of Jerusalem to the Palestinians. But Israel would not be required to withdraw from Jerusalem for a period of one to five years.The diplomatic sources said the plan is that once an Israeli-Palestinian deal is reached on paper by January, Bush would issue an official letter guaranteeing that the U.S. supports the conclusions of the document.

Any Israeli-Palestinian paper agreement is to finalize a process that began at last November's U.S. backed Annapolis conference, which seeks to create a Palestinian state, at least on paper, before Bush leaves office.One Palestinian negotiator speaking to WND described as crazy the intensity and frequency of Israeli-Palestinian talks in recent weeks, saying both sides have been meeting on a daily basis, usually at the highest levels. The negotiator said Foreign Minister Tzipi Livni and Chief Palestinian Negotiator Ahmed Queri have been leading the talks.The negotiator said Jerusalem is being discussed by both sides and that the two teams are closer than ever on coming to an agreement on the status of the city.This claim was verified to WND by other diplomatic sources involved in the negotiations.The Palestinian negotiator said Jerusalem would be divided along the framework of the 2000 U.S.-brokered Camp David accords. He said the general philosophy for dividing Jerusalem would be Arab for Arab and Jew for Jew, meaning that most Arab-majority eastern sections of Jerusalem would be granted to the Palestinian Authority while Israel would retain Western, Jewish-majority sections.Israel recaptured eastern Jerusalem, including the Temple Mount – Judaism's holiest site – during the 1967 Six Day War. The Palestinians have claimed eastern Jerusalem as a future capital. About 244,000 Arabs live in Jerusalem, mostly in eastern neighborhoods. Jerusalem has an estimated total population of 724,000, the majority Jewish.

A number of Arab-majority eastern Jerusalem neighborhoods widely regarded as slated for a Palestinian state include large numbers of Arabs who live on Jewish-owned land illegally. The Jewish National Fund, a U.S.-based nonprofit, owns hundred of acres of eastern Jerusalem land in which tens of thousands of Arabs illegally constructed homes the past few decades. Arabs are now the majority on the Jewish-owned land in question.Asked by WND whether Jerusalem is currently being negotiated, Mark Regev, Olmert's spokesman, simply stated, No.Olmert has several times denied Jerusalem is being negotiated. Members of his government coalition have promised to bolt his government and precipitate new elections if Jerusalem is discussed in talks.Olmert, facing several criminal investigations described as serious, recently announced he will resign after his Kadima party holds primaries next month to chose a new leader. That leader is widely expected to continue Israeli-Palestinian talks, especially if frontrunner Livni takes Olmert's place.The diplomatic situation in Israel is such that many commentators believe Olmert has an interest in concluding some sort of agreement quickly. Many believe he would like his input in an Israeli-Palestinian agreement to be among his final achievements.WND first exclusively reported Aug. 1 that Olmert told the PA he intends to accelerate negotiations to reach some understanding on paper as soon as September.Over the weekend, the Israeli media quoted officials close to Olmert stating the prime minister is working for an interim document as soon as next month to be presented to the United Nations. The document likely will not be the conclusion of negotiations but an outline of some of the breakthroughs regarding the West Bank and Gaza.One PA negotiator told WND of the planned paper: Papers are very important. It puts limits on the new prime minister. For example, the weak point of Israeli-Syrian negotiations are papers signed by former prime ministers that now must be abided during current negotiations.

U.S.-influenced plan splits nation

Regarding the expected agreement on the Gaza Strip and West Bank, the general plan, according to top diplomatic sources, is to create a Palestinian state in the vast majority of the West Bank, but for Israel to retain large West Bank Jewish community blocs of Ma'aleh Adumim, Gush Etzion and the areas surrounding Jerusalem, and some land in the northern West Bank adjacent to Israel.A plan being floated and heavily influenced by the U.S. grants the Palestinians passage between the West Bank and the Gaza Strip on territory that would be jointly patrolled by Israel and the PA. The passageway would give the Palestinians access to areas close to central Israeli population centers.An area from the Israeli Negev nearly equivalent in land mass to the territory Israel would retain in the West Bank would be transferred to the West Bank – marking the first official Israeli plan that calls for pre-1967 land to be given to the Palestinians. Pre-1967 refers to Israeli territory that was not reconquered in the 1967 Six Day War. Much of the plan previously was published by WND in a series of articles in recent months and was published last week by Israel's Haaretz daily.The plan would be set out on paper and implemented on the Israeli side in stages, while the PA would need to first retake control of the Gaza Strip from Hamas before Israel would give them most of the West Bank.

Jerusalem division plan revealed

Regarding the division of Jerusalem, top diplomatic sources said both sides are close to agreements on specific issues.One PA negotiator claimed the U.S. has guaranteed the Palestinians that sensitive areas in eastern Jerusalem in which what he termed extremist Jews are purchasing real estate would be handed to the Palestinians.The Israelis had no problem with this, the PA negotiator claimed. We were also told not to worry too much about scattered Jewish properties in Arab neighborhoods, or yeshivas (Jewish seminaries) in the Old City.The PA negotiator's claim could not be verified by sources in Jerusalem.According to informed Israeli and Palestinian sources, officials from the State Department in 2008 presented both negotiating sides with several proposals for consideration regarding the future status of Jerusalem. It was unclear whether the U.S. proposals were accepted.One U.S. plan for Jerusalem obtained by WND was divided into timed phases, and among other things called for Israel eventually consider forfeiting parts of the Temple Mount, Judaism's holiest site.According to the first stage of the U.S. proposal, Israel would initially give the PA some municipal and security sovereignty over key Arab neighborhoods in eastern Jerusalem. The PA would be allowed to open some official institutions in Jerusalem, could elect a mayor for the Palestinian side of the city and would deploy some kind of so-called basic security force to maintain law and order. The specifics of the force were not detailed in the plan.The initial stage also calls for the PA to operate Jerusalem municipal institutions, such as offices to oversee trash collection and maintenance of roads.

After five years, if both sides keep specific commitments called for in a larger principal agreement, according to the U.S. plan the PA would be given full sovereignty over agreed upon eastern Jerusalem neighborhoods and discussions would be held regarding an arrangement for the Temple Mount. The plan doesn't specify which parts of the Temple Mount could be forfeited to the Palestinians or whether an international force may be involved.The PA also could deploy official security forces in Jerusalem separate from a non-defined basic force after the five year period and could also open major governmental institutions, such as a president's office, and offices for the finance and foreign ministries.The U.S. plan leaves Israel and the PA to negotiate which Jerusalem neighborhoods would become Palestinian.According to diplomatic sources familiar with the plan, while specific neighborhoods were not officially listed, American officials recommended sections of Jerusalem's Old City as well as certain largely Arab Jerusalem neighborhoods such as Jabal mukabar, Beit Hanina, Abu Dis, and Abu Tur become part of the Palestinian side. Also recommended were the Jerusalem neighborhoods of Shoafat, Kfar Akev and Qalandiya

Rice criticises settlements but sees progress in Mideast talks by Lachlan Carmichael AUG 26,08

RAMALLAH, West Bank (AFP) - US Secretary of State Condoleezza Rice said Tuesday that Israeli settlements were not helpful to the peace process but joined Israeli and Palestinian leaders in saying talks are making progress. On her latest trip to the region aimed at encouraging the US-backed peace talks, Rice met Israeli Prime Minister Ehud Olmert, Palestinian president Mahmud Abbas and the heads of the negotiating teams in a brief two-day visit.I think it's no secret, and I've said it to my Israeli counterparts, that I don't think the settlement activity is helpful to the process, Rice said after meeting Israeli Foreign Minister Tzipi Livni in Jerusalem.What we need now are steps that enhance confidence between the parties, and anything that undermines confidence between the parties ought to be avoided.But she insisted that despite the difficulties, progress was being made in the Israeli-Palestinian negotiations.I believe that the parties have succeeded in moving their understandings of what needs to be achieved and indeed their positions somewhat closer together over this period of time, she said.So, we will continue to press ahead to get agreement, so that we know what is in Israel and what is in Palestine. That is ultimately the goal.Hours after Rice's arrival an Israeli watchdog group released a report saying that the construction of housing for Israeli settlers in the occupied West Bank had nearly doubled since last year.

In the report published on Tuesday, the Peace Now group said the Israeli housing ministry initiated 433 new housing units during the period of January to May 2008, compared to just 240 units during the period January to May 2007.The number of tenders for construction in the settlements has meanwhile increased by 550 percent, from 417 housing units in the period surveyed compared to 65 units in the same period last year.In Arab east Jerusalem, occupied and annexed by Israel following the 1967 Six Day War, the number of tenders has increased by a factor of 38, the group said, from just 46 units in 2007 to 1,761 in 2008.Israel considers the entire Holy City its eternal, undivided capital, a claim not recognised by the international community or the Palestinians, who have demanded east Jerusalem as the capital of their future state.The international community considers all settlement projects in the Israeli-occupied territories to be illegal.Abbas said after his meeting with Rice in the West Bank city of Ramallah that he had again raised the issue of settlements, which still continue and which without a doubt are the main obstacle in the political process.He nevertheless insisted that the two sides were making progress, saying just because we have not yet succeeded does not mean we have failed.Olmert's spokesman Mark Regev stressed that the Israeli premier will continue efforts to reach a historic agreement by the end of the Bush adminsitration.

Livni for her part played down the impact of the settlement activity.

I would like to suggest to my partners not to use it as an excuse and I know they are not using it as an excuse but I understand their frustration sometimes, she said at the joint news conference with Rice. There were some small activities but they will not influence the ability (to negotiate), nor the future borders of the Palestinian state, Livni said. Rice's 24-hour visit which concluded on Tuesday afternoon was her first since Olmert said on July 30 that he will resign to battle corruption charges after his Kadima party chooses a new leader in September. Livni, who leads Israel's negotiating team with the Palestinians, is a front-runner to replace him, as is Transport Minister Shaul Mofaz, a hawkish former general. A senior Palestinian official, meanwhile announced that Abbas will meet Olmert next week before meeting US President George W. Bush in September.

RAMALLAH, West Bank (AFP) - Palestinian president Mahmud Abbas will meet Israeli Prime Minister Ehud Olmert next week and US President George W. Bush in September, a top official said onTuesday. President Abbas will hold talks with Prime Minister Olmert next week and he will meet President Bush in New York in September, senior Palestinian negotiator Ahmed Qorei told AFP after talks between Abbas and visiting US Secretary of State Condoleezza Rice.Qorei did not provide exact dates but the meeting between Abbas and Bush was expected to take place on the sidelines of the annual UN General Assembly meeting.Israel and the Palestinians have been holding regular negotiations aimed at resolving their decades-old conflict since peace talks were formally relaunched in November at an international conference hosted by Bush.

The talks have made little visible progress however, with the two sides remaining deeply divided on the core issues of the conflict, including final borders, the status of Jerusalem and the fate of Palestinian refugees.

In the aftermath of the Russia-Georgia conflict, a new report by the European Council on Foreign Relations urges EU governments to stand united and act to prevent wider political fallout on the continent. The EU should help forge a positive peace from a war which threatens the foundations of the European security order, and should actively engage with its Eastern neighbourhood to resolve frozen conflicts and avert new crises, the report's authors Nicu Popescu, Mark Leonard and Andrew Wilson argue.The Russia-Georgia conflict has sent shockwaves across the post-Soviet space but short-term sanctions and punitive action against Russia would be counterproductive, the report says. Instead, the EU should follow up the six-point peace agreement with a comprehensive regional strategy for Eastern Europe and the South Caucasus. The EU can still win the peace by pushing for an international peacekeeping mandate in Georgia's secessionist regions, and by taking the lead in the post-conflict reconstruction effort. Merkel Condemns Russia, Says EU Stands By Georgia (Update1)

Aug. 26 (Bloomberg) -- German Chancellor Angela Merkel said that Russia's decision to recognize two breakaway Georgian regions breaches international law and will not be accepted by European Union members meeting to discuss the fallout from the war in Georgia. This contradicts the basic principles of territorial integrity and is therefore absolutely unacceptable, Merkel said in a speech in Tallinn today.

Earlier, during a joint press briefing with Estonian Prime Minister Andrus Ansip minutes before Russia recognized the two regions' independence, Merkel said the EU will very clearly stand by this principle of territorial integrity. The recognition of South Ossetia and Abkhazia is something that we don't consider to be part of international law, she said. Merkel's comments add to international condemnation of Russia's decision to recognize the independence of South Ossetia and Abkhazia, the two Georgian regions that sparked the five-day war that began Aug. 8. Russian President Dmitry Medvedev announced the move a day after both houses of parliament voted to urge him to recognize the regions. Merkel said she was relatively optimistic that the emergency EU summit called for Sept. 1 in Brussels will find a common voice in addressing the aftermath of the five-day conflict in Georgia.

Economic Rebuilding

Georgia must be supported, Merkel said. We have a lot of options there, with one instrument being the EU neighborhood policy under its eastern dimension. That may mean rallying support for the economic rebuilding of Georgia, she added. Merkel, winding up a two-day tour of Sweden, Estonia and Lithuania, said later at a press conference in Vilnius with Lithuanian President Valdas Adamkus that she will try to have direct talks with Russian leaders before the EU summit. We shall continue to talk to Russia though you can only do this on the basis of recognition of international principles, the chancellor said. The chancellor's hopes for a unified EU stance were dulled by Ansip's comments that Georgia should be offered an action plan for membership of both the EU and the North Atlantic Treaty Organization. Merkel, who led opposition to fast-track NATO membership for Georgia in April, said two days ago that she hadn't changed her mind. NATO leaders at the Bucharest summit declined to give Georgia and Ukraine a timetable for membership. What is happening in Georgia is a turning point that should allow the Caucasus nation to speedily accede to the EU and NATO, Ansip said. At this moment it is especially appropriate to stress increased activity of the European Union in this region. Estonia considers it important to decide on awarding a membership action plan to Georgia and Ukraine as soon as possible.Merkel said in Stockholm yesterday that recognition of South Ossetia and Abkhazia's independence would create a critical situation over Georgia's territorial integrity. EU leaders have condemned as illegal Russia's decision to recognise the Georgian breakaway republics of South Ossetia and Abkhazia, while Georgian rebels compared the move to the creation of Kosovo earlier this year. The Russian decision is absolutely unacceptable, German Chancellor Angela Merkel said while visiting Tallinn on Tuesday (26 August), AFP reports. Georgia's independence and territorial integrity ... cannot be changed by decree from Moscow, UK foreign minister David Miliband said, while announcing he will visit Ukraine on Wednesday to build the widest possible coalition against Russian aggression.The French EU presidency called the move regrettable, while Italian foreign minister Franco Frattini departed from Rome's normally Russia-friendly tone, saying It's a unilateral decision that doesn't have international support that makes it legally binding.Nordic states also blasted Moscow, with Swedish foreign minister Carl Bildt calling the act a deliberate violation of international law, and Denmark's Per Stig Moller declared unconditional support for Georgia's territorial integrity and respect for the borders of the country.Eastern European capitals lined up in support of Georgia, with the Czech republic in a statement callling Russia's action an attack on the independence, sovereignty and territorial integrity of Georgia.With an emergency EU summit on EU-Russia relations tabled for next week, Estonian President Andrus Ansip said NATO should now offer road maps for the membership of both Georgia and Ukraine and called for a break in relations with Russia. The proposal clashed with Germany, however, with Ms Merkel also saying Europe should maintain contact with its eastern neighbour despite events.Georgia also reacted furiously. This is an unconcealed annexation of these territories, which are a part of Georgia, said Georgia's deputy foreign minister, Giga Bokeria.

The Kosovo precedent

The EU has tried to avoid parallels between Georgia separatism and the newly-created state of Kosovo in the past, saying the Kosovo case is unique despite the fact that 20 out of 27 EU states recognised its unilateral declaration of independence in February despite the lack of an EU mandate.Slovakia, as one of the seven EU countries that failed to recognise Kosovo, kept a low profile on Tuesday, with Bratislava merely expressing disagreement with the Russian decision.Authorities in Abkhazia were happy to make the link, however, with Abkhaz deputy foreign minister Maxim Gunjia telling EUobserver: We use the same arguments as those used by the West with regard to Kosovo: All other possible means were exhausted. There was no possible way to reconcile with Georgia. This is purely a continuation of the Kosovo precedent.Of course some Western leaders will say that there is no link between Kosovo and Abkhazia and South Ossetia, but what can they say without contradicting themselves about what they said about Kosovo? We very positively accept the Russian decision, he added. There are celebrations in the streets. It's like a holiday here."

Russian decree

Russian President Dmitry Medvedev signed the decrees recognising the independence of South Ossetia and Abkhazia earlier on Tuesday, saying This was not an easy choice to make, but it is the sole chance of saving people's lives and calling on other countries to follow suit.In a televised address, he echoed the language of genocide used by Western leaders to describe Serbian attacks on Kosovar Albanians in 1999 and during their subsequent recognition of the Serbian province.Tbilisi made its choice during the night of August 8, 2008. Saakashvili opted for genocide to accomplish his political objectives, said Mr Medvedev. By doing so, he himself dashed all the hopes for the peaceful co-existence of Ossetians, Abkhazians and Georgians in a single state.The Georgian leadership, in violation of the UN Charter and their obligations under international agreements and contrary to the voice of reason, unleashed an armed conflict victimising innocent civilians, he continued. The same fate lay in store for Abkhazia.

NATO rift

Russia has also announced it will temporarily freeze military-to-military co-operation with NATO, including suspending Russia's participation in joint exercises, military exchanges and logistic co-operation.High-level visits of NATO officials to the Russian Federation will also be postponed, as well as the visits of NATO ships to Russian ports. The move comes as a first response to NATO's verbal support for Georgia, but Moscow said it will keep up political dialogue with the Atlantic alliance for now.

Georgian rebels seek greater EU recognition

EUOBSERVER / BRUSSELS - The Georgian breakaway region of Abkhazia is keen to get EU recognition as an independent country, after the Russian parliament passed a resolution urging the Russian president to endorse Georgian rebels' ambitions of statehood.We are not interested in only Russia recognising us, Abkhaz deputy foreign minister, Maxim Gunjia, told EUobserver on Monday (25 August), adding that he expects Russian President Dmitry Medvedev to shortly back the pro-independence vote by Russian MPs.We want the European Union and all states to recognise our independence. This is a very positive moment for the EU - it could follow Russia's example and also recognise Abkhazia. It is the only way to preserve stability and peace in the region.We recognise that full recognition is a very big demand of Abkhazia for the EU at the moment, Mr Gunja added, indicating that Abkhazia would also be interested in other ways of increasing its presence on the international stage.The EU could instead give a voice to Abkhazia in various European forums and institutions, he said. Only Georgia is invited to such forums while discussing the Caucasus, which is why the information the EU is receiving is biased, and why the conflict became possible.The lower house and the upper house of the Russian parliament on Monday both unanimously voted through a resolution urging Mr Medvedev to recognise Abkhazia and a second Georgian rebel territory, South Ossetia, as independent states. The resolution has a largely symbolic value so far, as the legal decision resides solely with the Russian president, with some western experts doubting the Kremlin will follow through.

The game is completely open, but it would be much more reasonable for Medvedev not to do so. If he doesn't, he holds onto a very powerful bargaining chip with regards to the EU and US, and Georgia itself, conflict prevention think-tank, the International Crisis Group (ICG), analyst, Alain Deletroz, said.If he wants to turn a military victory into a diplomatic victory, he will not recognise [the rebel enclaves], because it will then become extremely difficult for the EU to keep an open dialogue with Moscow, Mr Deletroz explained. What Russia wanted was a division within NATO. If they go too far, they will only achieve the opposite - a unification within the alliance.

The China angle

Even for the Shanghai Co-operation Organisation [the China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan security alliance], recognition would create problems. For the same reasons that China was not happy with the West's recognition of Kosovo, Beijing would also not be happy with Russian recognition of South Ossetia and Abkhazia, the ICG expert added, pointing to China's discomfort over its own separatist problems, such as Taiwan. EUOBSERVER / BRUSSELS - The European Union should formally recognise Ukraine's right to join the EU and offer it a solidarity clause to help prevent Russia from undermining Kiev's pro-democratic government in the wake of the Georgia conflict, a European foreign affairs think-tank has said.The next focal point for security tensions - although not for war - might be Ukraine, the European Foreign Policy Council (ECFR) warned in a flash report on Monday (25 August), urging Brussels to make a strong show of friendship with Ukraine at an EU foreign ministers' meeting on 5 September and the EU-Ukraine summit on 9 September.In the mid-term, the ECFR advised the EU to make a political declaration endorsing Ukraine's EU perspective, draft a road-map for a visa-free travel deal, and help Ukraine to ready itself for NATO membership and the ejection of Russia's Black Sea fleet from its old home in Crimea.A new bilateral EU-Ukraine treaty - currently under negotiation - should also legally oblige the EU to consult and assist Ukraine in case of challenges to the territorial integrity and sovereignty of Ukraine.The ECFR study sees Russia's assault on Georgia as part of a wider plan to rebuild the old Soviet sphere of influence, noting that some pro-Kremlin analysts such as Sergei Markov recently floated the idea of a Russia-led East European Union, which would mimic EU integration and include countries such as Ukraine, Azerbaijan and Turkey. What matters here is Russia's drive to become the centre (and the sheriff) of a pole of influence in a multi-polar world and a bipolar Europe, the ECFR said.

Tensions flare

Russia-Ukraine tensions flared in recent weeks after Moscow accused Kiev of supplying arms to Georgia, and Kiev tried to limit Russia's use of its Crimea-stationed warships against Georgia.Inside Ukraine, pro-western President Viktor Yushchenko's senior aide, Andriy Kyslynskiy, last week accused Prime Minister Yulia Tymoshenko of striking a secret deal with the Kremlin in return for Russia's support when she runs in the next Ukrainian presidential elections in 2010.Mr Kyslynskiy also said political interference by pro-Kremlin elements in the Ukrainian establishment has reached levels unseen since the run-up to the 2004 Orange Revolution, adding that Russian intelligence is funding and steering Crimean separatist groups.Some 60 percent of the 2 million people who live in Crimea are ethnically Russian, hundreds of thousands of whom secretly hold Russian passports, the ECFR says. Crimea was historically Russian and has been home to the Black Sea fleet since 1783. It became part of Ukraine when Ukraine won independence from the Soviet Union in 1991, with the Russian fleet set to leave by 2017 under a bilateral deal.In the wider Ukraine, about 25 percent of the 50 million-strong population are Russophone, most of whom live in the east of the country and many of whom oppose Ukraine's integration with NATO and the EU.

Warning shots already fired

On 22 August, some 2,500 people held an anti-Georgia rally in the eastern Ukrainian town of Donetsk. The same day, 50 people in Simferopol in Crimea called for the peninsula to rejoin Russia, with the crowd nonetheless gaining coverage in Russian state media. In late July, anti-NATO protestors in Crimea threw stones at Ukrainian police, who fired warning shots in the air. A second group used small boats to try and block NATO warships leave the port of Odessa to take part in a naval drill.

[Russia] is likely to play on deep rifts within Ukraine on the 'Russia question' to try and influence the country's future, the ECFR said. [The EU] must demonstrate that an escalation of tensions in the post-Soviet space will be met with more, not less, engagement in the Eastern neighbourhood.

Harper offers condolences to families impacted by listeriosis outbreak

OTTAWA - Prime Minister Stephen Harper is offering his condolences to those families with loved ones who have died or fallen ill as a result of an ongoing listeriosis outbreak. Harper says he's satisfied with how his Conservative government has handled the crisis, but says Canadians have the right to expect the food they eat to be safe. He says the outbreak, which has been linked to meat products recalled by Maple Leaf Foods, demonstrates why the federal government needs to revamp the country's food inspection system. Six deaths in Ontario have been conclusively linked to the outbreak, while another six - five in Ontario and one in B.C. - remain under investigation. In total, some 26 cases across Canada, most of them in Ontario, are part of the outbreak. More than 220 products have been recalled, including three additional brands of ready-made sandwiches sold in the Maritimes and Ontario that contain recalled meat. Two distributors, Atlantic Prepared Foods Limited and Metro Ontario Inc., are voluntarily recalling sandwiches that may contain some of the 220 recalled meat products. Atlantic recalled Irving, Sub Delicious and Needs brand sandwiches, sold throughout New Brunswick, Prince Edward Island and Nova Scotia. Metro Ontario removed three sandwiches from its Fresh 2 Go brand from selected A & P and Dominion locations across the province. Maple Leaf initiated its recall after Listeria bacteria were detected on some of the goods produced in one of its Toronto plants, but eventually pulled all products made at the facility from store shelves as the outbreak escalated.

Maple Leaf's stock has taken a pounding as the extent of the recall, which it estimates will cost about $20 million, not including the impact on sales down the road. Maple Leaf shares were down 61 cents or almost eight per cent to $8.19 early Tuesday after losing about 10 per cent Monday. Federal lab tests have concluded that the strain of bacteria found at the Maple Leaf plant is linked to the outbreak, but CFIA officials and Maple Leaf executives say more testing is needed to determine whether the tainted meat directly contributed to any of the deaths. The latest recalls of prepared sandwiches come a day after Calgary-based Lucerne Foods pulled its Safeway and TakeAwayCafe brand sandwiches from store shelves in Saskatchewan and Alberta. The CFIA has not reported any illnesses connected with any of the affected sandwiches. Federal Agriculture Minister Gerry Ritz said Monday that the number of listeriosis cases across Canada is likely to rise, adding that 29 instances of the illness are currently under investigation. All the suspect cases have been diagnosed with listeriosis, but it is only via laboratory testing, the genetic fingerprinting, that we can determine if they are directly linked to the outbreak, Ritz said. But the company's reaction to the outbreak has been met with praise in academic and political circles. Health Minister Tony Clement said the situation validated the country's food safety systems by proving their effectiveness, and analysts said Maple Leaf's strong reputation in the field will be enough to help the company weather the current spate of bad publicity. I think that as they've acted extremely responsibly, after a short while the consumers will forget about it ... they've got a very short memory, said John Winter of John Winter and Associates. Winter compared Maple Leaf's response to that of Johnson & Johnson, one of the world's biggest makers of health and consumer products, when seven people in the Chicago area died after taking cyanide-laced capsules of Extra-Strength Tylenol in 1982. At the time, experts predicted that the brand would never recover, but within a year Johnson & Johnson had almost entirely regained its former share of the painkiller market.

Winter praised Maple Leaf's thorough response, which included both the extensive product recall and the temporary shutdown of the Toronto plant where the bacteria was discovered. Maple Leaf officials said the plant will remain closed for a few more days to allow the company to conduct further assessments.

MOSCOW - Russia formally recognized the breakaway Georgian territories at the heart of its war with Georgia on Tuesday, heightening tensions with the West as the United States dispatched a military ship bearing aid to a port city still patrolled by Russian troops. Russian President Dmitry Medvedev said Georgia forced Russia's hand by launching an attack targeting South Ossetia on Aug. 7 in an apparent bid to seize control of the breakaway region.In response, Russian tanks and troops drove deep into the U.S. ally's territory in a five-day war that Moscow saw as a justified response to a military threat in its backyard and the West viewed as a repeat of Soviet-style intervention in its vassal states.This is not an easy choice but this is the only chance to save people's lives, Medvedev said Tuesday in a televised address a day after Russia's Kremlin-controlled parliament voted unanimously to support the diplomatic recognition.The U.S. was taken surprise by the speed of the Russian response on recognition and escalated it by having Secretary of State Condoleezza Rice threaten a U.N. Security Council veto should Russia ask for international recognition of its move.Abkhazia and South Ossetia are a part of the internationally recognized borders of Georgia and it's going to remain so, Rice said.

Britain, Germany and France also criticized the decision.

Medvedev later said Russia did not seek or fear a new Cold War and that it was up to the West to avoid it.We are not afraid of anything, including the prospect of a new Cold War, Medvedev was quoted as saying Tuesday by the ITAR-Tass news agency. But we don't want it and in this situation everything depends on the position of our partners.If they want to preserve good relations with Russia in the West, they will understand the reason behind our decision, Medvedev said.Russian forces have staked out positions beyond the de-facto borders of the separatist regions of Abkhazia and South Ossetia. The two territories have effectively ruled themselves following wars in the 1990s.While Western nations have called the Russian military presence in Poti a clear violation of an EU-brokered cease-fire, a top Russian general countered Tuesday that using warships to deliver aid was devilish.The heightened activity of NATO ships in the Black Sea perplexes us, Col. Gen. Anatoly Nogovitsyn said in Moscow. The United States says its ships are carrying humanitarian aid but suspicion persists in Russia that they are delivering military materiel clandestinely.Many of the Russian forces have pulled back from their positions in Georgia, but hundreds at least are estimated to still be manning checkpoints that Russia calls security zones.
Two of those checkpoints are near the edge of Poti, one of Georgia's most important Black Sea ports — one by a bridge that provides the only access to Poti. The Russian military is also claiming the right to patrol in the city.

Angering Russia, the United States sent the missile destroyer USS McFaul to the southern Georgian port of Batumi, well away from the conflict zone, to deliver 34 tons of humanitarian aid on Sunday.The McFaul left Batumi on Tuesday but would remain in the Black Sea area, said Commander Scott Miller, a spokesman for the U.S. Navy's 6th Fleet in Naples, Italy.The U.S. Coast Guard cutter Dallas, meanwhile, was headed for Georgia with a shipment of aid. Embassy spokesman Stephen Guice did not give details on which ship would aim to enter Poti, but it appeared likely the smaller Coast Guard ship would aim to dock, with the McFaul possibly remaining on guard at sea. While he did not link it with the U.S. ships, Nogovitsyn said a unit of Russian naval ships was off Sukhumi — the capital of another separatist Georgian region, Abkhazia, on the Black Sea north of Poti. He said the ships were observing the pullout of Russian troops from Georgia. Nogovitsyn told reporters that 10 ships from NATO nations were currently in the Black Sea and that eight more are to join them soon. They have very serious arsenal on their ships, Nogovitsyn said. The Black Sea is just a small pool for their arms with the range of 2,500 kilometers.The United States and other Western countries have given substantial military aid to Georgia, angering Russia, which regards Georgia as part of its historical sphere of influence. Russia has also complained bitterly about aspirations by Georgia and Ukraine to join NATO. Medvedev said Georgian Presdent Mikhail Saakshvili was so bent on gaining control of South Ossetia that he resorted to genocide.Georgia chose the least human way to achieve its goal — to absorb South Ossetia by eliminating a whole nation, Medvedev said. Hundreds of jubilant Ossetians and Abkhazians spilled onto the streets in their regional capitals after his announcement, waving national flags, firing shots in the air, cheering and dancing traditional Caucasian dances. This is the happiest day of my life, said Julia Babyeva, 19, as she celebrated the news in the devastated South Ossetian capital of Tskhinvali. Both breakaway regions rely heavily on Russia for pensions and government subsidies. Most people in the two regions have been given Russian passports, and already consider themselves citizens of Russia. Russia's military presence seems likely to further weaken Georgia, a Western ally in the Caucasus region, a major transit corridor for energy supplies to Europe and a strategic crossroads close to the Middle East, Iran, Afghanistan, Russia and energy-rich Central Asia.

Russia is trying to legalize the results of an ethnic cleansing it has conducted, to oppose it to the West, Georgia's state minister on reintegration, Timur Yakobashvili, told The Associated Press. But it will result in Russia's isolation from the world.In London, British oil company BP PLC announced Monday it has reopened the Baku-Tbilisi-Ceyhan oil pipeline, which runs through Georgia. The pipeline, which provides some 1 million barrels per day of Caspian Sea crude to international markets, had been closed for more than two weeks after a fire on its Turkish stretch. Kurdish rebels claimed responsibility for the blaze. Iran launches submarine production line Mon Aug 25, 6:53 AM ET

TEHRAN (Reuters) - Iran has launched a submarine production line to ensure its forces are equipped to maintain security in the vital oil shipping route, the Strait of Hormuz waterway, the defense minister said on Monday. Iran, embroiled in a standoff with the West over its nuclear ambitions, has said it could respond to any military attack by closing the strait at the southern end of the Gulf through which about 40 percent of the world's traded oil passes.The United States, whose navy Fifth Fleet is based in the Gulf state of Bahrain, has vowed to keep shipping lanes opened.The West accuses Tehran of seeking to build nuclear warheads but Iran, the world's fourth largest oil producer, insists its aim is to master technology to make electricity. Washington has not ruled out military action if diplomacy fails to end the row.Iran's armed forces have been the protector of the security of the strategic Strait of Hormuz and regards the security of this waterway as vital for itself and the countries of the region, Defense Minister Mostafa Mohammad Najjar said.

Najjar, whose remarks were carried by Iran's ISNA news agency, was speaking at the inauguration of a submarine production line. The agency said it was for a semi-heavy class of submarine called Qaim but did not give details.The agency said the submarine could carry and fire various kinds of torpedoes and subsurface missiles, as well as transport special operations personnel. He said Iran had invested in domestic production to meet its security aims along its coast.Iran's state-owned Press TV website quoted Iranian Rear Admiral Habibollah Sayyari last week saying a new submarine using domestic technology had been added to Iran's fleet. But the report did not give details.Military experts say Iran rarely reveals enough detail about its new military equipment to determine its efficacy but say the Islamic Republic, despite having much less fire-power than U.S. forces, could still cause havoc in Gulf if it was pushed.In 2005, Iran said it had launched a production line for midget submarines that experts said would most likely be used for troop transport in amphibious operations.The experts say Iran's navy has three Russian Kilo class submarines and other smaller submersibles, including the Qadir. SEOUL, South Korea - Just two months ago, North Korea blew up the cooling tower at its main nuclear reactor, a dramatic act meant to show the world it was committed to abandoning its atomic weapons ambitions. That, coupled with a long-delayed account of its nuclear activities, fostered optimism and led last month to the first meeting between the foreign ministers of North Korea and the United States in four years.But on Tuesday the communist nation said it had stopped disabling its Yongbyon nuclear complex Aug. 14 and will consider restoring the plutonium-producing facility.

North Korea squarely blamed the United States for its decision, claiming Washington failed to keep its end of the deal.The U.S. postponed the process of delisting the (North) as a state sponsor of terrorism, the Foreign Ministry said in a statement carried by the state news agency. Now that the U.S. breached the agreed points, the (North) is compelled to take countermeasures, it said.Most ominously, the North said it would consider soon a step to restore the nuclear facilities, though it provided no details.

Washington reacted calmly.

Secretary of State Condoleezza Rice said North Korea still has obligations, adding that discussions were continuing. I think we will just see where we will come out in a few weeks, she said during a visit to Ramallah, in the Palestinians' West Bank territory.Removing North Korea from the list of state sponsors of terrorism was one of the key concessions the U.S. offered in exchange for North Korea shutting down and disabling the reactor.In late June, the U.S. said it would remove the North from the list of state sponsors of terrorism after it turned in a long-awaited account of its nuclear programs and blew up the reactor's cooling tower.The two sides have since been negotiating how to verify the nuclear declaration. Washington has been adamant that it will remove the North from the terror list only after the country agrees to a verification plan.North Korea began disabling the nuclear facility last November, but slowed the work over the dispute with Washington over verification.

Sudden turnabouts by North Korea are not unusual. The United States, along with China, Japan, Russia and South Korea, have been working for five years to achieve North Korea's denuclearization.Though that process has been characterized by many obstacles, most notably North Korea's underground detonation of a nuclear device in October 2006, Tuesday's announcement marks the most serious recent challenge.I think this represents the biggest crisis to the denuclearization process since the Feb. 13 agreement, said Yang Moo-jin, a professor at the University of North Korean Studies in Seoul, referring to a landmark disarmament-for-aid deal reached last year.North Korea hurled a strong message at the United States, Yang said, suggesting that North Korean leader Kim Jong Il may have given up dealing with the current administration unless Washington yields by taking the North off the terror list.

The White House said the U.S. was sticking to its position.

We've informed North Korea that we will take action to rescind its designation as a state sponsor of terrorism when it fulfills its commitment regarding verification, spokeswoman Dana Perino said, citing the principle of action for action — a favorite North Korean phrase. The North's state media have issued a series of commentaries blasting the U.S., and the Foreign Ministry last week threatened that the country would bolster its war deterrent — a euphemism for its nuclear arms programs. Last week, the official Korean Central News Agency also lashed out at President Bush, accusing him of blocking progress at the nuclear talks by raising the issue of human rights in the North. During a trip to Seoul earlier this month, Bush publicly brought up the North's human rights record, the kind of criticism that has often angered its communist government. South Korean and Japanese officials lamented the North's move. It's regrettable that this announcement came at a time when each side has been trying to move the process forward, said Kim Sook, South Korea's chief nuclear envoy. Japanese Foreign Ministry spokesman Kazuo Kodama said at a news conference that Tokyo viewed the North's action with grave concern.South Korean and U.S. officials have said that eight of the 11 disablement measures have been finished and that when the entire disablement is completed, it would take at least a year for the North to restart the facilities. Whang Joo-ho, a nuclear expert at South Korea's Kyung Hee University, said it would take about three to six months for North Korea to restore its nuclear facilities at Yongbyon. He said it would take only one month to rebuild the kind of cooling tower the North destroyed in June.

Oil prices spike as Hurricane Gustav nears Gulf By MADLEN READ, AP Business Writer AUG 26,08

NEW YORK - Oil prices swung higher Tuesday as Hurricane Gustav developed south of Haiti, raising concerns that the storm could slam into major oil operations in the Gulf of Mexico. After falling close to $112 per barrel in overnight trading, light, sweet crude for October delivery rose $1.22 to $116.33 a barrel on the New York Mercantile Exchange by late morning trading.If Gustav continues along a path toward the Gulf, it could mean an uptick in gas station prices ahead of Labor Day weekend.

James Cordier, president of Tampa, Fla.-based trading firms Liberty Trading Group and OptionSellers.com, said he expects pump prices to edge up about 10 cents between now and Labor Day as refiners add a hurricane premium to wholesale prices.Everything about this looks like a strong storm that would evacuate platforms, Cordier said.

The average U.S. retail price for gasoline on Tuesday was $3.672, according to auto club AAA, Oil Price Information Service and Wright Express. That is down about a penny from Monday, and down nearly 11 percent from the record $4.114 reached July 17 — just a few days after crude hit an all-time high above $147 a barrel.Tropical Storm Gustav became a Category 1 hurricane early Tuesday as it approached Haiti's southern coast. The Miami-based National Hurricane Center said Gustav could become a Category 2 storm with winds of 96 mph or higher before hitting Haiti, and that Gustav will gather strength over the Gulf's warmer-than-usual waters.Another weather forecaster, Accuweather.com, said that if Gustav passes through the Yucatan Channel into the Gulf, the storm could intensify into a Category 4 or 5 hurricane. The Messiah is coming soon, yes both Messiah ben Yoseph (son of Joseph) and Messiah ben David (son of David) have to come before the Temple in Jerusalem is rebuilt and the battle of Gog and Magog occurs, Rabbi Klein said enthusiastically to the 10 people at the dining room table. And then there will be judgment day, he concluded.

For the past two months Stan, I have been attending two different Orthodox synagogues. One synagogue has about 250 members and the other, 300 members. God has given me favor in these Orthodox synagogues as everyone is very accepting of me and they allow me to be open about my faith in Yeshua. I love being with Orthodox Jews as they are people who are usually very sensitive to God, and they love and honor Adonai and His Word! Therefore I continue to attend these synagogues on Shabbat and during the week, as I am able to be myself and talk freely about being a Born-again Jew, my faith in Yeshua, and giving testimony of the Ruach (Holy Spirit) in my life.

Each Shabbat I end up speaking to about 5-10 different people about the Messianic prophecies and everyone is intrigued by my faith, and willing to speak to me as I continue to visit their synagogues and homes.Rabbi Klein has had me over to his home every Shabbat for lunch and this week he invited another five people from his synagogue. Along with his family there were 10 of us at the table. They are all religious Jews. After the meal we discussed Scripture for the next 5 hours! I didn’t leave until 8:30pm. One of the topics was Messiah ben Yosef! As I was sitting next to the Rabbi, I turned to him and said: “Doesn’t it make complete sense that Yeshua was Messiah ben Yoseph. We know that his earthly father who adopted him was Joseph, and of course Yeshua will be coming again as Messiah ben David as his lineage proves that he is also a descendant from the house of King David.It is amazing that the Jewish Scriptures do not even talk about a Messiah ben Yoseph. However the rabbis write in the Talmud (Oral Law), in Succah 52a, that there will be a Messiah ben Yoseph. Who else could this be other than Yeshua, I asked. It must be the Spirit of God that put this into the hearts of the sages who wrote this in the Talmud.Of course there was dead silence, and no answer was given. Rabbi Klein is a very wise man, and one thing that he is completely right about is that Time is Short! He will tell you that we are living in very prophetic times.

One of the other guests, Avi, just looked at me wide-eyed and gently nodded in agreement with me. He actually was more wide-eyed when I told him and the other guests at the table that I believed that Yeshua was the Messiah. He had never met another Jew who believed in Yeshua.Even though Rabbi Klein does not believe Yeshua is the Messiah, he does believe that Satan exists and that he has power to deceive and create false religions. We both agree that Buddhism was created by the powers of Satan after the first Temple in Jerusalem was destroyed in 586 BCE. During this time the Shekinah (Presence of God that dwelt in the Temple) was not on the earth and other false religions were founded such as the Greek Gods. The Jewish tradition of reincarnation comes from the false religion of Buddhism.Even though Rabbi Klein believes in the Resurrection of the dead, and Judgment Day, he believes that one enters Heaven based on how good you were in your life or lives if your soul was recycled (reincarnation).Other Jews who believe in reincarnation do not even believe in a Judgment day. They just believe in perpetual reincarnation of your soul until it is purified and then you go to heaven. Everybody goes to heaven.These false teachings are what keep the Jewish people from saying Baruch Haba B’Shem Adonai. My grandparents and great-grandparents were Orthodox Jews who escaped Czarist, anti-Semitic, fascist Russia around 1907. They were fortunate. They got out. Many were not so blessed. But ever since, my family has kept a watchful eye on Moscow. We love the Russian people, but we don't trust the Kremlin, which Ronald Reagan rightly described as running an Evil Empire. It was, after all, Russian leaders who launched the Communist Revolution in 1917 and built the Soviet Union that brought so much pain and misery to the Russian people and enslaved hundreds of millions of others. It was Russian leaders who were responsible for the death of well over 20 million people during Stalin's reign of terror. It was Russian leaders who started and fueled the Cold War for half a century, even trying to position nuclear-armed missiles on Cuba, 90 miles off our shores, a crisis that brought the world within days of a thermonuclear war. I could go on and on, but you know the history, too.

How is it possible, then, that so many political leaders, policy analysts and pundits in the West fundamentally misunderstand the nature and threat of evil that Russian leaders have posed for so long? And how is it possible that they misread the motives and blood-thirsty ambitions of Vladimir Putin for so long? Consider a column this morning by Tom Friedman of the New York Times. Now, Friedman is a brilliant guy and a fabulous writer. One of my favorite books of all times is his From Beirut To Jerusalem, describing his remarkable experiences as the Times bureau chief both in Lebanon and Israel during the 1980s. The World Is Flat is also an intriguing and provocative work. But the column he wrote this morning about the Russian aggression against Georgia misses the mark so badly I have to comment on, respectfully. After the collapse of the Soviet Union, I was among the group of Americans - led by George Kennan, the father of containment theory, Senator Sam Nunn and the foreign policy expert Michael Mandelbaum - that argued against expanding NATO, at that time, he writes. It seemed to us that since we had finally brought down Soviet Communism and seen the birth of democracy in Russia, the most important thing to do was to help Russian democracy take root and integrate Russia into Europe. Wasn't that why we fought the Cold War - to give young Russians the same chance at freedom and integration with the West as young Czechs, Georgians and Poles? Wasn't consolidating a democratic Russia more important than bringing the Czech Navy into NATO. All of this was especially true because, we argued, there was no big problem on the world stage that we could effectively address without Russia - particularly Iran or Iraq. Russia wasn't about to reinvade Europe.Then, he quotes Michael Mandelbaum, a professor of foreign policy at Johns Hopkins University and a former foreign policy advisor to President Clinton. The Clinton and Bush foreign policy teams acted on the basis of two false premises, said Mandelbaum. One was that Russia is innately aggressive and that the end of the Cold War could not possibly change this, so we had to expand our military alliance up to its borders. Despite all the pious blather about using NATO to promote democracy, the belief in Russia's eternal aggressiveness is the only basis on which NATO expansion ever made sense - especially when you consider that the Russians were told they could not join. The other premise was that Russia would always be too weak to endanger any new NATO members, so we would never have to commit troops to defend them. It would cost us nothing. They were wrong on both counts.

Executive summary: Friedman and Mandelbaum have believed for years that it was a mistake for the West to expand NATO because Russia was no longer a threat after the collapse of the Soviet Union, and now they are saying we told you so as if NATO and the West are to blame for the death of thousands in Georgia and South Ossetia, not the Russian leadership. Excuse me? How is it possible that people so smart can say things so foolish? First, sadly, the vast majority of Russian leaders over the past century have been innately aggressive, up to and including Czar Putin. Second, the Cold War did not change this fact. Third, Russia did just invade a European country and is now threatening unspecified military action against Poland as well (and don't forget Ukraine and the Baltic states which are now feeling endangered, as well). Fourth, NATO membership for Georgia would have prevented this Russian aggression. NATO's refusal to include Georgia this spring told Moscow it could act with impunity. Fifth, NATO exists precisely to protect European democracies from Russian aggression and we should be letting more democracies in, not keeping them out, precisely because of what we have seen Moscow do for the past few weeks. I have said it before, but it bears repeating: To misunderstand the nature and threat of evil is to risk being blind-sided by it. Friedman, Mandelbaum, and many others in Washington and Brussels were blind-sided by Russia's move in Georgia precisely because they don't understand who Putin really is, and apparently they didn't fully understood the nature of the Stalinesque Soviet leaders and Russian Czars that preceded him (Gorbachev and Yeltsin being welcome exceptions to the rule). Unless they wake up and realize soon who Putin is and what he really wants, they are going to be ill-prepared for the horrors that lay ahead.
