Flash flood inundates Wis. town for 2nd time By RYAN J. FOLEY, Associated Press Writer JUNE 10,08

LAKE DELTON, Wis. - Engineers kept watch over this rain-deluged state's dams Tuesday after a major collapse nearly emptied Lake Delton in a torrent that washed away houses and a highway. The Lake Delton breach was caused by violent, drenching weekend thunderstorms that threatened the survival of the tiny Wisconsin town of Gays Mills and displaced thousands of Indiana residents. The stormy weather was blamed for 15 deaths in the Midwest and elsewhere.One engineering assessment team from the Wisconsin National Guard headed to Lake Delton to determine what equipment and supplies will be needed to repair the gaping hole that let water from the 267-acre lake carve a new channel to the Wisconsin River on Monday.Other crews were going to dams throughout the southern and western part of the state to assess damage.They also were monitoring several dams that were seeping or in danger of failing, state Emergency Management spokeswoman Jessica Iverson said.However, no significant damage had been reported at any of the dams, she said.The downpours in states like Iowa, Illinois and Indiana flooded corn fields and made it difficult for farmers to plant, pushing corn prices to record highs on commodities exchanges this week.The rainfall also has created flooding concerns along the Mississippi River. The National Weather Service on Tuesday predicted crests of 10 feet above flood stage and higher over the next two weeks at places including Hannibal, Mo., and Quincy and Grafton, Ill. Most of the towns are protected by levees, but outlying areas could be flooded.

Elsewhere, the East Coast is being baked by a heat wave. Heat watches and advisories were in effect Tuesday from North Carolina to New Hampshire. New York City recorded a high of 99 on Monday at La Guardia Airport, with 96 at the heart of the city in Central Park.Scores of schools around the Northeast planned early closings for a second day in classrooms that lack air conditioning. Agencies in Wilmington, Del., appealed for donations of fans and air conditioners for needy residents.New storms during the night knocked out power to more than 50,000 customers in Ohio, utilities reported Tuesday. Michigan utilities said about 247,000 customers were still blacked out because of the weekend storms.The collapse of the embankment at Lake Delton swept away three houses and tore apart two others.Don Kubenik, 68, burst into tears after seeing the 2,800-square-foot home he built in 2003 snapped into pieces. The businessman from the Milwaukee suburb of West Allis said he spent every weekend there.That house had everything you can imagine and now it's all gone, said Kubenik, who was in West Allis when the lake overflowed. My boat's gone. The pier's gone. Everything is gone.Lake Delton, a key part of the Wisconsin Dells tourism area, was nearly dry by Monday afternoon. The 20 resorts that line the lake already are reporting cancellations by people who had planned summer vacations in the area.About 70 miles southwest of Lake Delton, the village of Gays Mills was inundated during the weekend, just 10 months after another devastating flood left residents working to rebuild homes and businesses.The swollen Kickapoo River engulfed nearly the entire town Monday morning, forcing about 150 of the 625 residents to evacuate. By evening, the village was a grid of canals with cars submerged up to their windows, just as it was last August.I can't believe this is happening again, said Liz Klekamp, 23, who said she grabbed her cat and fled Monday morning when water poured into her house. It's really, truly sad.Asked if this was the end of the town, Village President Larry McCarn just stared and said: It could be.In waterlogged Indiana, military crews joined desperate sandbagging operations Monday to hold back streams surging toward record levels, and rushing water breached dams and washed out portions of highways. Indiana officials said they could not give a dollar estimate on the damage or the number of homes and businesses destroyed by flooding caused by up to 11 inches of rain on Saturday. Two more inches fell Monday. Some 200 Indiana National Guard members and 140 Marines from North Carolina helped local emergency agencies sandbag a levee of the White River at Elnora, about 100 miles southwest of Indianapolis. The White River was forecast to crest Tuesday at nearby Newberry at 16 feet above flood stage. Flooding in parts of Indiana had eclipsed levels set in the deluge of March 1913, which had been considered Indiana's greatest flood in modern times, said Scott Morlock, a hydrologist with the U.S. Geological Survey in Indiana.

The weekend's heavy rain and the threat of more heavy rain later this week could push corn prices even higher, analysts say, likely adding to Americans' growing grocery bills. The price of corn for July delivery jumped to a record of nearly $7 a bushel Monday on the Chicago Board of Trade, up from around $4 a year ago. Indiana Gov. Mitch Daniels asked U.S. Agriculture Secretary Edward Shafer to declare farm disasters in 44 Indiana counties because of crop and livestock losses blamed on the flooding and other storms this month. The weekend death toll included eight in Michigan, three in Indiana and one each in Iowa and Connecticut. Authorities said wet roads contributed to the deaths of two motorists in separate accidents Monday in Oklahoma, where more than 4 inches of rain fell. MADISON, Wisconsin (Reuters) - A dam near the Wisconsin Dells resort area broke on Monday, sweeping away some homes, as torrential rains caused more flooding across parts of the U.S. Midwest, authorities said. No deaths or injuries were reported, though residents living beside a few rain-swollen rivers in central Wisconsin were urged to evacuate, the Columbia County Sheriff's office said.The failure of the Delton Dam on Lake Delton caused mudslides that swept away a few homes. The water rushed to form a new tributary to the Wisconsin River, which eventually empties into the Mississippi River.Police issued a warning about debris swept into rivers from collapsed buildings and roads.Other dams in the Wisconsin Dells region, which is famous for its scenic lakes and resorts, were also threatened by a series of drenching storms in recent weeks, authorities said.Gov. Jim Doyle declared a state of emergency in 30 counties in the southern half of Wisconsin. Similar declarations have been made in recent days in Iowa and Indiana, with flooding also affecting parts of Illinois, Michigan and Minnesota.This is an area that's been bombarded with rain over the weekend, anywhere from 5 to 10 inches, and you're dealing with saturated soils. So any rain that falls becomes run-off, the National Weather Service's Pat Slattery said.Nearly one-third of Iowa's 99 counties were experiencing flooding, according to Gov. Chet Culver.

Flood damage estimated in the tens of millions of dollars were being added to recent storm damage in Iowa, including a tornado that flattened the town of Parkersburg two weeks ago.The water treatment plant Mason City, Iowa, was swamped this weekend by the Winnebago River, three of four bridges in the town of Charles City were swept away by flooding of the Cedar River, and the town of New Hartford was evacuated.Many corn and soybean acres were under water in Midwestern states, hurting farmers' prospects after a wet spring that had already delayed planting in many places.Iowa and Illinois alone produce one-third of U.S. corn and soybeans, usually the world's biggest harvests of those crops.National Guard troops were called out in Indiana, where flooding forced hundreds of people to evacuate homes across the central and western parts of the state.

Strong to severe thunderstorms were predicted over portions of the Great Lakes and across the Northeast, with the main threat being large hail and damaging winds. A few tornadoes were possible as well.Excessive heat will persist in portions of the Northeast and mid-Atlantic for one more day in advance of a cold front that is expected to push through the region by Tuesday night. Temperatures were expected to climb back to around 100 degrees Tuesday afternoon.The Central Plains will see a warming as a ridge of high pressure builds. Temperatures exceeding 80 degrees were expected as far north as Iowa.In the Northwest, an unseasonably cool Pacific system was expected to bring heavy rain and thunderstorms to the region. China declares flood crises over after successfully draining quake-made lake Tue Jun 10, 9:02 AM By Audra Ang, The Associated Press

CHENGDU, China - China says the threat of severe flooding from a landslide-created lake in earthquake-ravaged Sichuan province has largely evaporated. Sichuan province's top official, Liu Qibao, claimed a decisive victory Tuesday as water poured into a manmade spillway from Tangjiashan Lake and its level dropped rapidly. Liu is Communist party chief in Sichuan, the province that was hardest-hit by the May 12 quake that killed almost 70,000 people. Towns downstream had been placed on alert for possible flooding in case of an uncontrolled breaching of the lake's unstable banks. But the official Xinhua news agency reports that more than half of the 249 million cubic metres of water in the lake had been drained off by Tuesday evening. It says that has considerably eased pressure on the lake's banks and with it the threat to communities downstream that are home to hundreds of thousands of people. Earlier Tuesday, state broadcaster CCTV showed water flowing rapidly out of the lake and flooding low-lying areas of the devastated town of Beichuan just downstream. Residents in the area have long been evacuated and others along the river were preparing to leave if waters rose too high, the station reported. Flood water seeped into riverside houses in the largely evacuated town of Qinglian, a resident who remained in the area said.

Everybody feels lucky that it didn't submerge the streets and the neighbourhood, said Wu Zhenxing. In the city of Miangyang, where residents had been practising evacuation drills, the Fujiang River flowed high and swiftly under a key railway bridge, but stayed within its banks. For days, troops had been using dynamite and anti-tank weapons to blast boulders and other obstacles in a diversion canal, trying to speed the flow of water and relieve pressure on the lake's unstable mud and rock dam. More than 250,000 people downstream had moved to high ground due to concerns the barrier holding back the lake could breach entirely. About 1.3 million people in total live downstream. Xinhua said its reporters saw trees, barrels, television sets, refrigerators and the occasional dead bodies of quake victims in waters pouring out of the mountains. Rain was forecast for the Mianyang area Tuesday night, likely raising swells in the area's steep mountain streams. Also Tuesday, state media said searchers had discovered the wreckage of a helicopter that crashed in deep mountains in southwestern China while ferrying people injured in last month's quake. The remains of the air force helicopter's five-person crew and 14 quake victims were found at the crash site near the town of Yingxiu, Xinhua said. It said wreckage was spread over a wide area of deep vegetation.

The Russian-designed Mi-171 crashed May 31 near the epicentre of the quake in the Sichuan province town of Wenchuan, after flying into fog and turbulence. The 7.9 magnitude quake killed 69,146 people, and 17,516 are still missing, according to the government. About five million people were made homeless. Meanwhile, staff at the world's most famous panda reserve on Tuesday buried one of the animals that was killed in a landslide triggered by the quake. Nine-year-old female Mao Mao was the only panda at the Wolong Giant Panda Reserve confirmed to have died in the quake, said Zhang Hemin, who heads the reserve. The panda's body was found Monday.

Staff placed Mao Mao in a crate, then buried it and placed a large stone on top. Mao Mao's keeper, He Changgui, sobbed softly as he placed apples and a slice of bread on the stone as a funeral offering. I will go back to see her every day, He said. One other panda, Xiao Xiao, has also been missing since the quake. Forty-seven others still live at Wolong. The panda is revered in China and serves as an unofficial mascot. About 1,590 pandas live in the wild, mostly in Sichuan and the western province of Shaanxi. An additional 180 have been bred in captivity in hopes of increasing the species' chances of survival. Earlier, China's security chief stressed the need to maintain order amid a struggle to shelter millions left homeless by the quake and scattered protests over alleged corruption and shoddy school construction. Zhou Yongkang demanded police and legal staff solve disputes and help maintain social stability, the Communist party's official newspaper, the People's Daily, reported Tuesday. Zhou on Monday ended a five-day visit to Sichuan province, the paper said. A stable social environment is a prerequisite for successful quake relief work, the paper quoted Zhou as saying. The report made no mention of any specific problems. While there have been no reports of major unrest, refugees have rioted on at least one occasion over misused aid. Parents of children killed in schools have protested to demand officials answer for alleged corruption in the construction process. At least 15 Sichuan officials have been removed from their posts for mishandling relief work. Another 13 have been given other forms of administrative punishment.

MIAMI (Reuters) - Florida's tomato industry is in complete collapse and $40 million worth of tomatoes will rot unless federal regulators quickly trace the source of a salmonella outbreak and clear the state's produce, an industry official said on Tuesday. We probably have $40 million worth of product we can't sell. We've had to stop packing, stop picking, said Reggie Brown, executive vice president of the Florida Tomato Growers Exchange.The U.S. Food and Drug Administration on Saturday warned U.S. consumers that the outbreak was linked to eating certain raw red plum, red Roma, and red round tomatoes, and products containing these tomatoes. Several major restaurant and grocery chains have stopped selling those varieties.It fundamentally shut down the industry, he said. The stuff that should have been harvested over the weekend won't survive more than another day or so. The stuff we have in storage is getting riper every minute and at some point it will have to be disposed of.Florida is the largest tomato-producing state, with a crop valued at $500 million to $700 million annually, he said. The state produces more than 90 percent of the nation's tomatoes this time of year, Brown said.The FDA has said that it is safe to eat cherry tomatoes, grape tomatoes and tomatoes sold with the vine still attached. But those varieties account for only a tiny portion of the industry, Brown said.The FDA has said it does not know where the contaminated tomatoes originated.The infections have struck most often in New Mexico and Texas.

We're very interested in seeing the FDA bring resolution to this and also would like to express concern for those who've fallen ill, Brown told Reuters.The FDA said there had been 145 reported cases as of Saturday, including at least 23 hospitalizations, related to the outbreak since mid-April. The infections were caused by Salmonella Saintpaul, an uncommon type of the bacteria.Salmonella bacteria are frequently responsible for food-borne illnesses. NEW YORK (Reuters) - U.S. stocks fell on Tuesday as investors worried that interest rates may be headed back up after Federal Reserve Chairman Ben Bernanke said that the central bank would strongly resist rising inflation. The drop on Wall Street followed declines in Asia and Europe.Technology shares bore the brunt of the selling after the Fed chief's comments drove the dollar higher, causing worries by investors that U.S. tech companies would lose some of their competitive advantage in overseas markets. The Nasdaq fell more than 1 percent soon after the open.In addition, investors feared a rise in borrowing costs will crimp business investment and consumer spending, key drivers of corporate profits.Shares of Web search company Google Inc (GOOG.O) and chip maker Intel Corp (INTC.O) each fell more than 1 percent. The semiconductor index (.SOXX) dropped 2.1 percent.

Bernanke is closing the door to more rate cuts, said Steve Goldman, market strategist at Weeden & Co in Greenwich, Connecticut. Given the precarious state of housing and the precarious state of the financial industry, it may be more jawboning than it is reality.The Dow Jones industrial average (.DJI) fell 29.48 points, or 0.24 percent, to 12,250.84. The Standard & Poor's 500 Index (.SPX) dropped 7.11 points, or 0.52 percent, to 1,354.65. The Nasdaq Composite Index (.IXIC) declined 18.73 points, or 0.76 percent, to 2,440.73.Other Fed officials echoed Bernanke's concerns about inflation on Tuesday. KRANJ, Slovenia - President Bush and European allies on Tuesday threatened tougher sanctions to squeeze Iran's finances and derail its potential pursuit of a nuclear weapon. Bush said the prospect of a nuclear-armed Iran would endanger world peace. They can either face isolation, or they can have better relations with all of us, Bush said of Iran's leaders while capping his final European Union-U.S. summit.The president and EU leaders embraced new financial sanctions against Iran unless it verifiably suspends its nuclear enrichment. They said Iran must fully disclose any nuclear weapons work and allow the International Atomic Energy Agency to verify that work.Iran is also under fire for defying three sets of U.N. Security Council sanctions and continuing to enrich uranium — which can generate both nuclear fuel and the fissile material for the core of nuclear warheads. Iran insists that it has only civilian uses in mind for its nuclear program.The president flatly said Iran can't be trusted with enrichment.A group of countries can send a clear message to the Iranians, Bush said. And that is: we're going to continue to isolate you, we'll continue to work on sanctions, we'll find new sanctions if need be if you continue to deny the just demands of a free world.

Speaking to reporters on the lush, sun-splashed lawn near Brdo Castle, Bush also fielded questions on economic woes at home and climate change.Bush essentially rejected the idea of possible government intervention to prop up the value of the U.S. dollar. SEOUL, South Korea - About 80,000 protesters gathered in the South Korean capital Tuesday in the largest demonstration yet against the planned resumption of U.S. beef imports, as the entire Cabinet offered to resign in the uproar over the policy. President Lee Myung-bak's office did not say whether he would accept the resignations, an attempt to defuse the beef crisis that has paralyzed his government less than four months after the former Hyundai CEO took office following a landslide election victory.

The government agreed in April to lift almost all restrictions that had been imposed on imports of U.S. beef over fears of mad cow disease. Protesters have been demanding for weeks that the government scrap or renegotiate the beef deal amid perceptions it did not do enough to protect citizens.The demonstrations began after a popular current affairs TV program questioned the safety of U.S. beef and claimed Koreans are more susceptible than Americans and Europeans to the human variant due to genetics.Michael Breen, a longtime British observer of the local scene and author of the book The Koreans, blamed the current situation on disinformation spread on the Internet.Nothing the government says will be trusted because it is dealing with hysteria, he said.In the largest protest so far, 80,000 demonstrators waving candles gathered Tuesday evening in central Seoul, according to police, who blocked roads with shipping containers to prevent the crowd from marching to the nearby presidential Blue House.Some 21,000 riot police were deployed to keep order, the Seoul Metropolitan Police Agency said.President Lee hasn't listened to the voices of his people. Arab countries complicate Med Union plan

Croatia, Bosnia and Herzegovina, Montenegro and Monaco would also take part.But Arab countries on Friday (6 June) asked for clarifications on the consequences of Israel joining the so-called Mediterranean Union, AFP reports.The membership of Israel was among questions we discussed and clarifications were urged on this, Algerian foreign minister Mourad Medelci said after a meeting of Mediterranean foreign ministers in Algiers.The Mediterranean Union must not normalise [relations] between Israel and Arab countries…The process of normalisation with Israel is linked to other debates and commitments, he added.In particular, the Algerian foreign minister referred to an Arab peace initiative from 2002, which calls for the Jewish state to withdraw from the Palestinian territories it occupied in 1967, before talking about normalisation of ties.

Other issues

The official Mediterranean Union launch is planned to take place at a summit in Paris on 13 July, when France will hold the EU's rotating presidency.However, a number of questions remain unsolved for some of the participants only a month before the start date.In addition to Israel's participation, clarifications on other issues including the new union's institutions, financing and decision-making are needed as well, Mr Medelci said.Southern Mediterranean countries fear that Brussels will dominate the decision-making process and the overwhelming majority of the 11 states participating in Friday's meeting in Algiers remain unconvinced by the term union itself. Relations with the EU are unbalanced and decisions belong to those who now have money and know-how, Mr Medelci added.For its part, Algeria has still not confirmed whether it will attend the 13 July summit.Another country which is to still take a decision on joining the Mediterranean club is Turkey where assessments are underway, Turkish foreign minister Ali Babacan said in May.Recently, the country was irritated by a vote of French deputies to establish an obligatory referendum as a way to ratify Ankara's possible EU membership, calling such an approach discriminatory.This has made French diplomats nervous that Turkey may boycott the Mediterranean Union, according to reports in the French press.

John Bolton: Lisbon Treaty will undermine democracy

The Lisbon Treaty poses a threat to Nato and undermines democracy by handing more power to Brussels, a former senior advisor to President George W Bush has warned.

Mr Bolton said the Treaty could undercut Nato John Bolton, a former US ambassador to the UN who served under Ronald Reagan and George Bush senior, said the new Treaty could hurt the military alliance between Europe and the US. He was speaking only days before Ireland hold a referendum on the EU Treaty, the only member country to do so, with the latest polls showing the Yes campaign slightly ahead.

But an Irish vote No on Thursday will mean the Treaty, which abolishes dozens of national vetoes and creates the new post of EU president, cannot come into force in any of the 27 member states.

The Treaty is also subject to a High Court challenge in London today (mon) and a vote in the House of Lords on Wednesday. Mr Bolton has previously warned the deal threatens Britain's special relationship with the United States and yesterday said he would not understand the Irish giving more powers to bureaucrats.He added: The only people you elect have a very limited role and I think this treaty will further enhance the power of institutions in Brussels without extending democratic authority to people.Speaking before he delivered a speech on transatlantic relations at University College, Dublin, Mr Bolton warned the Treaty could undercut Nato, something that would be a huge mistake. He argued that if the EU has its own military capability, people will think Nato is redundant and Europe can take care of their own defence. The latest referendum opinion poll, published by the Sunday Business Post yesterday, indicated a tight contest with the Yes vote at 42 per cent compared to 39 per cent for the No campaign. The result is a blow for those opposed to the Treaty  a similar poll conducted on Friday gave them a five-point lead  but the overall trend is a surging No vote. Gordon Brown has said Britain will not get a referendum on the Lisbon Treaty, although the House of Lords will vote on this decision this week. But Stuart Wheeler, the millionaire businessman and major Conservative donor, will today (mon) begin a High Court challenge, attempting to force the Prime Minister to call a public vote. A Global Vison/ICM poll published yesterday found 64 per cent of Britons would back a renegotiated looser relationship with the EU in a referendum, against 26 per cent who would oppose it.

Advancing Transatlantic Partnership And Global Prosperity

The U.S.-European commercial relationship is the engine of the world economy. In their discussions today, President Bush and European Union leaders discussed how to remove barriers to increase trade and investment to grow our economies and help lift people out of poverty

The President and EU leaders noted their strong commitment to
achieving a prompt, ambitious, and balanced outcome in the WTO
Doha Development Agenda that creates new market access and
economic opportunities that promote development and alleviate
poverty. The United States and EU called on all WTO members to
make meaningful contributions that are necessary to advance the
negotiations, achieve a breakthrough on modalities in the nextfew weeks, and conclude an agreement as soon as possible.
-- At the Summit, the President gained support for his strategy
for addressing the increase in global food prices:
-- Provide assistance to target countries vulnerable to food price increases;

production; and

-- The United States and the EU agreed to join and work together

the Major Economies Meetings process to support negotiations
toward a climate change agreement by the end of 2009 under the UN

change plans and goals and to have them reflected in binding
international commitments.
-- Summit Leaders advanced significant measures to enhance
European energy security by launching an initiative for the U.S.
and EU to work together with Ukraine to promote transparency and
efficiency in its energy sector and by endorsing the developmentof the Nabucco and Turkey-Greece-Italy pipeline projects todiversify sources of natural gas to Europe.
-- Building on the extensive work of the United States and the EU
on African development, the Summit pledged U.S.-EU commitment to
help realize Africa's development potential; combat infectious
diseases such as HIV/AIDS and malaria; foster human rights,
democracy, and good governance; and cultivate investment,
entrepreneurship, and economic growth. President Bush's recent
trip to Africa advanced this work, as have the recently adopted EU-Africa Strategy and Action Plan and G8 efforts.

regulatory issues that stand in the way of closer integration

Global Security, Peace, Human Rights and Democracy

The strategic partnership between the United States and the EU is firmly anchored in common values and a determination to ensure global security, promote peace, protect human rights, and advance democracy.

-- The President and his counterparts affirmed the dual track
strategy with regard to Iran; agreed to fully and effectively
implement UN Security Council Resolutions 1737, 1747, 1803 and
other pertinent resolutions; affirmed that we are ready to
supplement these sanctions with additional measures; and
underscored continuing concern about Iran's regional policies,especially its continued support for terrorist organizations.

-- The United States and Europe;
-- Welcomed the election of Michel Sleiman as President of
Lebanon and discussed ways to support Lebanon's legitimate
government and its institutions, including through improved
enforcement of existing UN Security Council Resolutions,which call for, among other things, the disarmament of illegal militias;
-- Looked forward to the full implementation of the Doha
agreement and a full resumption of the functioning of all

Some standard-setting groups have ducked discussing prices out of fear they could be accused of fixing them, a serious offence in the EU that cost offenders billions of euros last year. But instead, companies have found themselves in a different fix. Although the two officials mention no cases, the failure to have a clear understanding about price before setting standards has led to accusations of overcharging and so-called patent ambush involving, respectively, mobile phone designer QualComm and memory chip designer Rambus. Cecilio Madero Vallarejo, a senior Commission official, and Nicholas Banasevic, a Commission specialist on cases involving consumer electronics and the Internet, make it clear how such troubles can be avoided in the future. Top officials from the European Commission — EU’s competition watchdog, which investigates mergers, suspected cartels and abuse of dominant positions by individual firms — agree with them.

Lawyers and company officials often say they must take care about discussing prices when setting standards because otherwise they could face cartel accusations. Opposition to such schemes has been mooted ... on the grounds of supposed antitrust concerns, Madero and Banasevic wrote in an online magazine. We believe that such criticisms should not be used as a smokescreen, they said. Madero and Banasevic say when companies offer ideas and technologies for a new standard they should disclose the highest price they would charge for them. Alternatively, companies offering competing ideas can bid down the price they are willing to accept if their technology is chosen for a new standard. Consumers are the winners in such a bidding war, they write.

Irish Referendum May Doom EU Dream for United States of Europe By James G. Neuger

June 9 (Bloomberg) -- With less than 1 percent of the European Union's population and just over 1 percent of its economy, Ireland has 100 percent control over the bloc's ambition to become a United States of Europe. Ireland this week becomes the only one of the EU's 27 member nations to put its new governing treaty to a direct vote of citizens. Because defeat anywhere will kill the agreement everywhere, it is up to Irish voters to decide whether the alliance will move toward the political unity envisioned by its post-World War II founding fathers. A veto in the June 12 referendum would cripple the bloc's long-time effort to parlay its economic might into a stronger voice in world affairs. The treaty is the culmination of the effort to revamp the EU after the fall of communism and enlargement to new members from eastern Europe, says John K. Glenn, director of foreign policy at the German Marshall Fund in Washington. It allows the EU to get its act together on issues such as homeland security, terrorism and immigration.While every other country is ratifying the treaty through parliamentary action -- 15 have already done so -- Irish law requires that such measures be put to the voters. For most of the campaign, polls showed a plurality in favor of the accord. But opposition has been growing, and an Irish Times/TNS MRBI poll published June 6 for the first time gave opponents a lead, 35 percent to 30 percent. A poll published by the Sunday Business Post yesterday showed supporters leading by 42 percent to 39 percent, within the margin of error, with 19 percent undecided.

2001 Redux?

Supporters are concerned about a repeat of 2001, when a last-minute surge of opposition defeated the EU's current, more limited governing treaty. After a concerted campaign, pro-Europe forces managed to win approval in a rerun of the election a year later.

With gross domestic product of 12.8 trillion euros ($19.8 trillion), the EU is the world's largest economic bloc, with its own central bank, trade and regulatory authority, and close to 100,000 pages of laws that govern a common market from the Atlantic to the Russian border. After a record-shattering run this year, the euro is worth about $1.56, up from $1.17 when it debuted on Jan. 1, 1999. Shared by 15 EU countries, the euro has eaten away at the dollar's dominance. It makes up 26.5 percent of global foreign- exchange reserves, with the dollar at 63.9 percent, the lowest ever, according to the International Monetary Fund.

Monnet's Vision

Still, the EU remains far less than the federal state envisioned by Jean Monnet, the French cognac salesman turned statesman who expounded the bold European visions of the 1940s and 1950s. The commercial colossus remains a geopolitical midget: EU divisions hastened the collapse of Yugoslavia in the early 1990s, leaving the U.S. to halt the bloodshed. The bloc splintered when President George W. Bush invaded Iraq in 2003. Ambitions to build a European rapid-response force for peacekeeping and humanitarian missions have stumbled on national egotism and a shortage of funds. A 2003 goal of projecting a 60,000-man force into conflict zones on a 60-day timeline remains unmet. The answer, backers of a higher-profile EU say, is the treaty that was signed in Lisbon last December -- a 277-page overhaul of the bloc's founding documents that would create the post of president, strengthen the foreign-policy chief, give more power to the democratically elected European Parliament and downsize the European Commission, the EU's executive agency.

United Support

Irish supporters of the accord, including Prime Minister Brian Cowen and the leading opposition party, are trying to neutralize claims that the treaty would hand too much power to the EU, flood the Irish market with cheap foreign foods, let the EU jack up Ireland's 12.5 percent business-tax rate, or even drag the country into foreign wars.

Irish attitudes point up the paradoxes that have bedeviled EU integration.

Ireland has reeled in a net 55 billion euros in European subsidies since joining the bloc in 1973. Development aid and access to the border-free market helped make it western Europe's fastest-growing economy in the past decade, and 74 percent of the Irish rate EU membership as a good thing.In the 2001 referendum, though, the treaty was voted down amid concerns that it would end Ireland's tradition of military neutrality. The subsequent approval followed an EU declaration that nothing of the sort would happen.

Economic Woes

This time, as a housing boom ends, Ireland's economy is in worse shape than before the first no vote. Growth was 6.1 percent then, compared to an EU estimate of 2.3 percent in 2008. The EU forecasts Ireland's average 2008 unemployment rate at 5.6 percent, up from 4 percent in 2001. Passage of the new EU blueprint would end almost two decades of tinkering with its institutional arrangements, starting with the Maastricht Treaty of 1991 that paved the way for the common currency. Back then, the bloc was a cluster of a dozen countries rooted in the reconciliation of France and Germany after a more than a century of war, from Napoleon to Hitler. America's nuclear shield provided insurance against the Soviet threat, letting western Europe focus on knitting together the economy. After expansion in 2004 into former communist dominions in eastern Europe, today's EU is closer to the instability of the Caucasus and Middle East, and the economic confidence of its welfare states has been shaken by rising powers such as China and India.

Little Club No More

We're not a little club of 12 that can sit together and discuss things through, says Sara Hagemann, an analyst at the European Policy Centre in Brussels. The new treaty is a repackaged version of a constitution hammered out between 2002 and 2003 by a convention led by former French President Valery Giscard d'Estaing and inspired by the drafting of the U.S. Constitution in Philadelphia in 1787. The document, Giscard said, would stand for 50years. Instead, it crashed, doomed in 2005 by vetoes in referendums in France and the Netherlands. Because the two have been at the heart of the EU project since the 1950s, there were no Irish- style do-overs. Backers of the constitution set out to resurrect it, packing much of the contents into the Lisbon Treaty. By the estimate of Daniel Gros, director of the Centre for European Policy Studies in Brussels, 90 percent of the new treaty is the constitution by another name.

No Flag, No Anthem

Stripped out were references to the EU's 12-star flag and anthem, plus the word constitution itself, allowing doubters like U.K. Prime Minister Gordon Brown to bill the new accord as an amending treaty that wouldn't encroach on national sovereignty. Whether European leaders have the political will to make good on the new treaty's potential is open to question. Onno Ruding, a former Dutch finance minister, predicts a lot of frustration and quarreling over the new president, who would be picked by current EU leaders and take office in January if the treaty passes. Robert Kagan, a scholar at the Carnegie Endowment for International Peace, said there is little evidence of a consensus for a more assertive European foreign policy. Whatever's happening on treaties, I see very little sign that the major powers and even the minor powers are really willing to cede much authority, says Kagan, who coined the phrase Americans are from Mars, Europeans are from Venus before the Iraq War and is now an adviser to Republican John McCain's presidential campaign. Arab League Head Urges Serious EU-US Talks On Mideast Peace

LJUBLJANA, Slovenia (AFP)--European Union and U.S. leaders must talk seriously about peace in the Middle East at their summit here this week, Arab League chief Amr Mussa said Monday.I trust there will be a serious discussion about the prospects of peace in the Middle East, and on whether it will be possible as promised to have a Palestinian state by the end of the year, Mussa told a joint news conference with Slovenian foreign minister Dimitrij Rupel.Mussa arrived Sunday on a two-day visit to Slovenia, which currently holds the E.U.'s rotating presidency.U.S. President George W. STRAUBING, Germany - French President Nicolas Sarkozy, whose country takes the reins of the European Union next month, said during a visit to Germany today that he will need Berlin’s help as he pushes for a common EU defense policy and other goals.The French leader, who met with Chancellor Angela Merkel in southern Germany, credited her with unblocking Europe during Germany’s turn in control of the EU presidency last year.We will need Germany, Sarkozy said during brief remarks upon his arrival.France takes over the EU presidency from Slovenia on July 1, and Sarkozy said last week that he would use Paris’ six-month stint in the EU chair to push for a common defense policy for the 27-nation bloc.The United States has been wary of the French-led push for a security and defense role for the EU because of concerns it could threaten NATO unity. Sarkozy said last week that France’s proposals would not undermine NATO.

When the day of Shavuot (Pentecost) came, they were all together in one place. Those who accepted his message were immersed (baptized), and about three thousand were added to their number that day. (Acts 2:1,41)

When Yeshua (Jesus) lived in Israel 2000 years ago, it is estimated that there were upwards of 100,000 Israeli Jews who believed in Him. However, today in the Holy Land there are only about 8,000 Israeli Jews who believe in Yeshua out of the 5.5 million Jewish people!

That’s less than one percent (1%), and that’s why it is critical that we complete and distribute our urgently-needed Messianic Prophecy Bible throughout the Holy Land, and to Jewish people everywhere, so that they may be saved!

What an awesome day it must have been on that first Shavuot (Pentecost) after Yeshua’s death, resurrection and ascension to glory! Just imagine the scene . . .

Many of Yeshua’s most faithful followers, about 120 of them, are gathered together on this first Shavuot, here in Jerusalem, probably not far from the apartment where I lived for five years.

Then, suddenly a sound like a violent wind came from heaven and filled the whole house where they were sitting. All of them were filled with Ruach HaKodesh (the Holy Spirit) and began to speak in other tongues.

Later in the day, many thousands of Jews from around Israel and the outlying nations had come to Jerusalem to celebrate this holiday, also known as the Festival of Weeks. Peter the apostle, now filled with Ruach HaKodesh (the Holy Spirit), got up to speak to the gathered multitudes of Jews who came from around the world to celebrate Shavuot. And despite the fact that his audience spoke many different languages, over 3,000 were saved on that day alone because Yeshua’s disciples witnessed His glory to them in their own languages/tongues.

What a glorious sight that must have been! Imagine being here in Jerusalem, 2,000 years ago. How I would have loved to have been here on that day to see so many Jews accept the Lord, and then to see and meet Yeshua’s earliest followers and those new Jewish Believers – and then, to join them as they came together for fellowship, prayer, worship, and teaching.

Everyone was filled with awe, and many wonders and miraculous signs were done by the apostles…enjoying the favor of all the people. And the Lord added to their number daily those who were being saved. (Acts 2:43,47)

As Jewish and Christian Believers are armed with our new Messianic Prophecy Bible, and our outreach workers/ evangelists in Israel are full of the Spirit of God doing outreach daily, incredible doors of opportunity will open up!

I can personally testify as a result of many conversations I’ve had with Israelis that they are increasingly open to examining the Messianic prophecies that speak about Yeshua. But during this day of Shavout for the rest of Israel, (all 5.5 million Jewish people), it is quite different. Families will gather to have a meal and celebrate, and crowds will gather in cities and villages for special events, and services will be held in the synagogues. But, something very important will be missing. What will be missing for these Jewish people is their Messiah Yeshua.

Senior Israeli official says war with Iran may be unvoidable. Meanwhile, Olmert's government on verge of collapse. By Joel C. Rosenberg

(Washington, D.C., June 6, 2008) -- Using some of his most apocalyptic rhetoric yet, Iranian leader Mahmoud Ahmadinejad is vowing that the United States and Israel will soon be annihilated, even as he refuses to abandon Iran's nuclear program. Marking the 19th anniversary of the death of Ayatollah Khomeini, Ahmadinejad said: Today, the time for the fall of the satanic power of the United States has come and the countdown to the annihilation of the emperor of power and wealth has started.He also insisted that I must announce that the Zionist regime (Israel), with a 60-year record of genocide, plunder, invasion and betrayal is about to die and will soon be erased from the geographical scene.Are Israeli leaders thus planning to launch a massive air attack on Iran before the end of the year, or even before new national elections in Israel which may take place as early as November? Or are they trying to persuade the U.S. to do it before President Bush leaves office? Perhaps both. Which underscores the point I've been making for some time -- while we intensify our efforts to pray for peace in the epicenter, we also need to be intensifying our efforts to prepare for war. An Israeli attack on Iranian nuclear sites looks unavoidable given the apparent failure of Western sanctions to deny Tehran technology with bomb-making potential, Deputy Prime Minister Shaul Mofaz said Friday, according to Reuters report. If Iran continues with its program for developing nuclear weapons, we will attack it. The sanctions are ineffective, said Mofaz.

It was the most explicit threat yet against Iran from a member of Prime Minister Ehud Olmert's government, which, like the Bush administration, has preferred to hint at force as a last resort should United Nations Security Council sanctions fail to achieve the desired abandonment of nuclear development by Tehran. Iran, which denies seeking nuclear weapons, has defied Western pressure to abandon its uranium enrichment projects. The leadership in Tehran has also threatened to retaliate against Israel -- believed to have the Middle East's only atomic arsenal -- and U.S. targets in the Gulf for any attack on Iranian turf. Mofaz also said in the interview that Iranian President Mahmoud Ahmadinejad, who has called for Israel to be wiped off the map, would disappear before Israel does.

[T]he White House sidestepped questions about the Israeli threat to attack Iranian nuclear sites, saying it would not respond to hypothetical question, reported Ynet News in Israel. The world community, I believe, is united in the desire to make sure that Iran doesn't develop a nuclear weapon and have a severe threat that we don't want to see come to fruition, White House spokesman Scott Stanzel told reporters. But asked specifically whether the United States would support an Israeli strike on Iran, he said, I'm not going to talk about hypotheticals. I think we've been pretty clear in recent weeks and months about our approach on Iran....Meanwhile, Prime Minister Ehud Olmert is warning that Israel may soon be forced to launch a major military operation in Gaza to stop thousands of rockets, mortars and missiles which continue raining down on the southern cities and towns of the Jewish State....Reports the Jerusalem Post: Prime Minister Ehud Olmert returned to Israel from the US on Friday morning and, echoing the previous day's remarks by Defense Minister Ehud Barak, hinted that Gaza's day of reckoning was fast approaching. We are constantly evaluating between the possibility [of a deal] to reach complete quiet and the lack of a possibility of reaching such an agreement, he said. The absence of the latter option will draw us closer to an operation that will be much harsher and tougher against the [terror] groups.

According to the information we have now, the pendulum is closer to a decision to embark on a harsh operation in the Gaza Strip than it is to an agreement with the terror organizations, continued Olmert. Olmert's comments came a day after Amnon Rozenberg, 51, a father of three, was killed by a Gaza shell that hit the Nirlat paint factory at Kibbutz Nir Oz. The Security Cabinet is set to convene on Tuesday to discuss a response to the incessant attacks from Gaza. Olmert told an Israel Radio reporter that Israel was exploring all the options available in order to achieve complete quiet for southerners without the need to enter into a violent and severe confrontation with terror groups in the Strip, adding, however, that there was a distinct possibility Israel would need to embark on an offensive and extensive operation against Palestinian terror groups.Weighing heavily on Olmert as he makes decisions about Iran and Gaza is his own precarious political position, and the fact that both he and President Bush will be out of office soon. Olmert was in Washington earlier this week, meeting with President Bush and other senior administration officials, as well as addressing the annual conference of AIPAC, the American Israel Public Affairs Committee. But Olmert's trip may be his last to D.C. as premier.

The buzz out of Israel is that early elections are increasingly expected, perhaps this November or December. While this is not yet official -- and Israeli politics are notoriously turbulent and unpredictable -- leaders and field workers of the major parties are working under the assumption that the Olmert government, tainted by the failed Second Lebanon War and new allegations of corruption, is on its last legs and that they need to be ready for snap elections in the fall. For now, all eyes are focused on June 18th, the dates the Knesset could vote to dissolve itself, automatically triggering new elections. New polling indicates the Likud Party, led by former Prime Minister Benjamin Bibi Netanyahu is not only far ahead but surging. Were elections held this month, Likud would be expected to pick up as many as 35 parliament seats, up from an estimated 30 seats last November. The Labour Party, by contrast -- led by current Defense Minister Ehud Barak -- has lost significant ground since last November, garnering support for only 19 seats currently, down from 23. Olmert's Kadima Party, meanwhile, continues to slide. Current polls show Kadima -- likely to be led by current Foreign Minister Tzipi Livni after Olmert's departure -- would receive only 11 Knesset seats, rather than 15.

PRAY FOR PEACE, PREPARE FOR WAR

Looking for more ways to bless Israel? Here are three specific options that are particularly appropos given recent developments. Each are taken from our list of 60 Ways To Bless Israel At 60. The full list is available on our weblog at www.joshuafund.net.

2.) Stock one bomb shelter in northern Israel with food, water, a first aid kit, other emergency supplies and a secure storage locker. There are currently some 5,500 bomb shelters that need to be urgently stocked with supplies before the next war. The Joshua Fund is currently raising funds to stock 100 as soon as possible. Cost per bomb shelter: $5,500.

3.) Provide one ton of food to care for needy families in northern Israel who were hit by 4,000 rockets and missiles during the 2006 war with Hezbollah. These families are still recovering from that war. Many live on less than $500 a month. And food prices are rising in Israel, as they are around the globe. Every month, therefore, The Joshua Fund pays for about 10 tons of food to be purchased by one of our allies in Israel, distributed to the needy in the north, as well as stockpiled for the next war. Cost: $2,500 per ton.

4.) Help purchase desperately needed medical equipment such as respirators, ventilators, operating room lamps, mobile x-ray machines and the like for under-funded regional hospitals in Israel. At the request of hospital administrators, The Joshua Fund has adopted the Barzilai Medical Center in the southern Israeli city of Ashkelon to help them raise funds for such equipment. Barzilai is the only hospital and trauma center serving the 500,000 Israelis living near the Gaza border and facing a nearly constant barrage of rockets, missiles and mortars. They are doing heroic work, but they do need our help. Cost: Some of this equipment is very costly, averaging between $20,000 to $80,000 each. A donation of $5,000 would help significantly towards meeting these vital needs.

Guest Comment: Lovers of Israel and her Messiah Yeshua, Shalom ....by Eitan Shishkoff - Congregational Leader of Ohalei Rachamim (Tents of Mercy)

An unprecedented opportunity and challenge lies before us. The questions of WHO IS YESHUA? and WHO ARE THE MESSIANIC JEWS? are coming to the attention of the Israeli public as never before. Until now, the impression of Jewish people everywhere has been that to follow Yeshua means one has converted to Christianity. At best, a Messianic Jew is thought to be a Christian in Jewish garb. Yet we know that Yeshua’s original disciples were 100% Jewish AND faithful to the Hebrew Scriptures. Paul, himself an orthodox rabbi, spoke of the Jews who would return to faith in Yeshua in the latter days as natural branches, being reingrafted into the Olive Tree of faith, whose roots are Jewish.

I am convinced that our children carry the future of Israel. Only they will be able to convey the truth---still incomprehensible to the Jewish mind---that Yeshua is OUR Messiah and not just the Savior of the Gentiles. This reality alone will redeem Israel from her external enemies and her internal moral corruption from. The youth and young adults who are coming of age in Israel, are uniquely positioned. Fluent in Hebrew, natural within the culture, educated in both the Israeli schools and in their Messianic congregations, these young people are gaining attention because their lives are refreshingly different.

To our religious opponents the strategic importance of reaching Israel’s youth is obvious. In a northern city where one of our congregations is located, the rabbis protested our presence as Messianic Jews. In discussions with city officials we heard their fear: that we would create a “youth club” in our new facility in that city. They know that young people have spiritual hunger and are less bound by past assumptions than the older generation.

ISRAELI MEDIA ATTENTION FOCUSED ON MESSIANIC JEWS

Among those being persecuted for their Messianic faith in Israel, teens are prominent. Ami Ortiz, a 15 year old Jewish believer, was almost killed when he detonated a bomb disguised as a Purim holiday package. So far, all evidence points to ultra-Orthodox fanatics as the perpetrators of this murderous attack. Only the miraculous grace of God and skilled doctors have preserved his life, his limbs and his eyesight. His case was the subject of a strikingly favorable news documentary last Friday night, focusing on the shame of this attempted murder and lack of criminal justice fueled by the demonization of Messianic Jews in Israel. Bat El Levy, is a 17 year old bible scholar and Israeli finalist in the International Jewish Bible Contest. She met with opposition to her taking part in the competition when it was discovered that she was a believer in Yeshua. To their credit, the Department of Education did not bow to rabbinic demands to disqualify her and she competed in the nationally televised Independence Day quiz.

Other newsworthy happenings include a book burning and a believer singing on the Israeli version of American Idol. In the community of Or Yehuda, the vice mayor invited school children to watch as he supervised the public burning of Hebrew language New Testaments and other literature about Yeshua. The outcry in the Israel print media has been loud and unanimous in condemning this blatant act. A 17 year old Messianic Jew recently passed an audition in the hugely popular Israeli TV show, A Star is Born. The attractive teen made aliya from Estonia five years ago and took part in last December’s HaKatzir Chanukah conference.

EQUIPPING ISRAELI MESSIANIC YOUTH FOR THE “END OF DAYS REVIVAL”

All of these incidents tell me that God is bringing us out of the closet and into public view in Israel. He is especially focusing on the youth---still teenagers!---who are following Yeshua as Israelis. In the very near future these young people will be entering Israel’s key institutions: the army, universities, careers in law, medicine, media, business, government, the arts. Now is the time to focus on their quality preparation to make Yeshua real and relevant to fellow Israelis. This will take time. There’s no quick fix. But one positive step was taken years ago when some of us formed a national, inter-congregational ministry dedicated to equipping Israeli Messianic youth to be leaders and workers in the final harvest, in preparation for Yeshua’s return. In fact, we called it The Harvest – HaKatzir.

THE HARVEST - TEEN SUMMER CAMP, THIS JULY!

Next month, from July 13-21, we will be conducting for the first time, a full on summer camp with 80 of our choice young Israeli believers. We will be worshiping, praying, studying Scripture, building friendships and developing a multi-media artistic presentation of Yeshua’s message to Israel. Those planning, creating and carrying the work load of this camp are young Israeli adults in their 20’s who have grown up in the land. They understand the challenges and opportunities facing the teens.

If we hope to bring Yeshua to our nation from within, we must invest ourselves in this budding core of teenaged disciples. I am not ashamed to ask you for serious prayer for the resourcing of this turning point event. The price tag is not a problem. God will provide the $50,000 we, as we engage in heartfelt intercession for His gracious supply.

Here is what I’m requesting. I’m asking you to join me in earnest prayer. Let’s pray something like this: Abba, Father, you have said that you will pour out your Spirit and that our sons and daughters will prophesy. It is written that Israel will again see the mighty outpouring of the Spirit that empowered the first Messianic believers 20 centuries ago. We know you want to reveal yourself to all Israel in this generation. Therefore, we ask you to release the human, financial and spiritual resources that will make this camp possible for HaKatzir. I agree that this is a significant hour in which to join forces with my brothers and sisters in Israel. Use this summer camp as a time of discovery and deep change in the lives of the 80 young men and women who will gather on the banks of the Sea of Galilee (the Kinneret), to sit at the feet of the Master, Yeshua.
