Two Moderate Earthquakes In Indonesia


KUALA LUMPUR, Sept 4 (Bernama) Two moderate earthquakes occurred in Indonesia this morning, the first one near northern Sumatra and another near Tanimbar Islands, southeast of Moluccas.The Meteorological Services Department, in a statement here,
said the first earthquake measuring 5.8 on the Richter scale occurred at 12.20am, with its centre 124km southwest of Nias, which is about 595km from Kuala Lumpur.The second quake of magnitude 5.6 took place at 7.18am near Tanimbar Island, 1,197km
southeast of Manado and 1,956 southeast of Tawau, Sabah.The statement said no threat of tsunami was reported.BERNAMA

Hurricane leftovers cause minor flooding 33 minutes ago

SAN JACINTO, Calif. - Flash flooding triggered mudslides that trapped vehicles in Southern California as the fading remnants of Hurricane John dumped rain on parts of the Southwest.Eight separate mudslides covered a stretch of road in the San Jacinto area with up to 6 feet of mud and rocks Monday afternoon, trapping 19 vehicles but causing no injuries, said Riverside County Fire Captain Bret Cerini.Cerini said most of the vehicles were driven out but crews had to pull one car from deep mud. Hurricane John, which pounded parts of Mexico with up to 20 inches of rain, didn't directly cause the California rain but its remnants helped push tropical moisture into the region, said meteorologist Ted Mackechnie at the National Weather Service.It kicked up the moisture and helped (the moisture) spread into our area,Mackechnie said.

Normally dry southern New Mexico got enough rain from the storm system to cause isolated road flooding Monday, and southern Arizona had scattered rain.

In Texas, a half-mile section of Interstate 10 near downtown El Paso was closed by water Monday morning, police spokesman Javier Sambrano said. A Continental Airlines jet got stuck in mud Monday at El Paso International Airport when it strayed off a taxiway, airline spokeswoman Julie King said. No one was hurt.Across the border from El Paso, the rain flooded neighborhoods in Ciudad Juarez, Mexico, knocked down utility poles and caused several traffic accidents. Hundreds of people were evacuated from one neighborhood because of concerns about a dam, said Luz del Carmen Sosa of the city's public safety department.The hurricane was blamed for the deaths of three people on Mexico's Baja California peninsula, officials said.

Minister warns of worst floods in 25 years :: latest


The worst floods for 25 years could hit coastal towns this weekend, it was claimed today.Urging a high state of alert, Minister for Environment Dick Roche warned local authorities to clear all drains and have sandbags ready for local homes and businesses.

The Army, the Coast Guard and Civil Defence are also on standby alert.Mr Roche said: Exceptionally high tides are expected to occur this weekend. However, we have no particular cause for worry unless we get storms and sea surges at the same time, and so far the weather forecasts remain favourable.Coastal local authorities have also been asked to ensure that all drains in low-lying areas are inspected and cleared and to have supplies of sand bags on site and available for collection by home and business owners who are not in a position to provide these themselves.Mr Roche advised people to follow guidelines on the www.flooding.ie website run by the Office of Public Works, the state’s lead agency on flooding.

If weather conditions do deteriorate householders should also consider moving valuables, electrical equipment and furniture upstairs.

Householders should keep drains around their own homes cleared. Communities should also ensure that vulnerable persons living near them are assisted and prepared in the event of a flooding incident.The Labour Party called for extra vigilance in Dublin areas previously flooded like Ringsend and Drumcondra in 2002, the East Wall and North Strand in 2001.Therefore it is essential that the local authority, Dublin City Council, immediately begins the procedure of clearing all drains, gullies and shores so that surface water cannot pool and aggravate the situation, front bench spokesman Joe Costello said.

Labour also called for a co-ordinated plan for any emergency flooding and to determine whether proposed new structures such as boardwalks on the rivers and canals are appropriate or whether they could add to the problem.

Olmert: War Against Syria Would be Without Limits

Israel, Palestinians to swap prisoners within 48 hours: report


Israel will release 1,400 Palestinian prisoners in exchange for its soldier taken hostage in Gaza since late June, the Qatar-based al-Sharq daily reported on Monday. According to a deal, which will take effect within 48 hours, Israel will release Hamas ministers and lawmakers and reopen crossing points into Gaza, the report said. Israel will also stop assassinations and return tax revenues owned to the Palestinian National Authority, it added.

In addition to the release of Corporal Gilad Shalit, who was seized by Palestinian militant groups on June 25, the Palestinians are asked to stop rocket attacks into Israel, said the report. A number of Arab, Islamic, European countries and the United States played a role in achieving the deal which will get the Palestinian National Authority back to the peace track in 48 hours, said the newspaper, which said it obtained a copy of the secret deal. According to the copy of the deal, Palestinian President Mahmoud Abbas threatened to pull back the Palestine Liberation Organization's recognition of Israel and resign if Israeli massacres against his people continued. Annan to mediate on captured Israeli soldiers Mon Sep 4, 12:55 PM ET

RIYADH (Reuters) -United Nations Secretary-General Kofi Annan said on Monday Lebanon and Israel have accepted his offer to mediate the release of two Israeli soldiers captured by Lebanese guerrilla group Hizbollah in July. The two sides have accepted the effort of the secretary-general to help solve this problem, Annan told a news conference in Saudi Arabia. I will appoint a person to work secretly with the two sides. I will not announce his name today or tomorrow,he said through an Arabic interpreter.

European Union foreign ministers met in Finland, at Lappeenranta, on Saturday to back High Representative Javier Solana's continued discussions with Iran. 'Solana said he would not need extensive sessions with Iran to clarify the remaining questions, but did not provide any timetable nor was one set by the EU Foreign Ministers.

Britain, France and Germany each received a secret letter in response to the demand that Iran cease producing nuclear fuel. Some of the other EU states are growing impatient with the secretive handling of the Iran issue by foreign policy chief Javier Solana and the EU's big three ... 22 out of the 25 ministers were not allowed to see a top secret 21-page report which Tehran produced last week explaining its position - a document only seen by Mr Solana and the so-called EU-3. United Nations Secretary General Kofi Annan has just been to Tehran, with its Holocaust cartoon exhibition and proposed Holocaust denial conference. Regarding the uranium enrichment programme, he told Iran they now have two more weeks tacked on to the deadline.

Why is Iran given so much leeway?

Like Russia and China during the Cold War, Iran is being allowed to develop its nuclear capacity because war is not an option. No country is ready to challenge Iran effectively. Take a look at the published letters from President Mahmoud Ahmadinijad: the letters to President George Bush and to Chancellor Angela Merkel. At best, these are embarrassing, even humorous. But actually they're rather worrying. Their combination of sycophantic flattery, tendentious argument and idiosyncratic construction shows the work of a cunning yet unbalanced mind, an autodictat lost in a fantasy world of unconstrained ambition and hatred. Ahmadinijad is consciously creating a volatile situation from which to gain maximum advantage for Iran. He's painting himself into a corner, making war inevitable, while the world's leaders are trying their best not to ignore it.Solana has a theory about the logic of war which he discussed when he visited Israel at the start of the recent Lebanese conflict. He's against it.

Yet the credible threat of war is the stick that must accompany the carrot of peace if diplomacy is to work. The way Solana and Kofi Annan openly recoil from the use of force makes it impossible to present Iran with a robust response to their defiance on nuclear enrichment. Ahmadinijad knows he can continue with impunity.The European Union and the United Nations are natural havens for appeasers. Anything but war.

Today's European ethos is to maintain peace through employment and economic opportunity. The Iranians understand this. With their secret letters, they have explained to each of their potential opponents individually and separately why they should let Iran follow its chosen course, in each case adjusting the argument to the recipient's situation. Each letter must surely contain the same sort of gibberish we've already seen in those sent earlier.

This makes it impossible to publish their contents. If the public were to realise what Ahmadinijad was writing to their leaders, war would be only a matter of time. So the world's leaders are left humouring Ahmadinijad, hoping he doesn't actually mean what he says but not confident enough in their faith to actually tell us what he's saying.

COMESA-EU pact to open up more markets

The Common Market for East and Central African (COMESA) states have begun fresh negotiations for an Economic Partnership Agreement (EPA) with the European Union (EU) in a bid to expand domestic markets through strategic trade liberalisation.
Through the agreement, the countries hope to significantly hasten ongoing plans to implement a customs union.

COMESA Secretary General Erastus Mwencha said the principal aim of the pact would be to enable member countries address issues of competitiveness and enhanced reach to external markets. Mwencha however said the EPA and EU pact did not mean that member states would exclusively open up their markets. Trading activities between us and the European Union is worth over 23 billion Euros and we would really wish to use such agreements as a road map to sustained economic relationships,he said. In a key note address delivered during the opening of a high level COMESA customs union talks in Nairobi yesterday, Mwencha noted that member were countries were keen on the EPA, saying the blue print would come with a host of economic benefits.

He said once ratified, the EPA will provide a safeguard to COMESA products that currently enjoy preference in Europe. Kenya, he said, will next month host a special meeting to discuss the proposed EPA. The official said COMESA members had consented to the launch of a customs union by December 2008 and that preliminaries ahead of the plan are in good progress. We are actually almost there, especially having resolved most of the issues that stood between us,he reiterated. He said members were in the process of deliberating on the recommended tariff bands for the common external tariff in respect of all goods imported into member states. The COMESA boss said member countries would also reach a consensus on the proposed regional trade policy and the policy space to be accorded individual member states within the customs union.

We have long since come to agreement on the rates for raw materials and capital goods, both with target rates of 0 per cent, with the remaining work focusing on intermediate and final goods,he noted. COMESA secretariat, he indicated, was holding talks with various regional economic blocks such as the East African Community (EAC) and SADC to concretise efforts of harmonising certain programmes to scale up poverty eradication.

He revealed that COMESA, SADC and EAC were in the process of establishing a joint air transport regulation board on the basis of joint competition regulations adopted by the three regional economic blocks. Trade and industry Minister Mukhisa Kituyi urged COMESA member states to come up with agreements over the common external tariff so as to have a common position in the negotiations with the EU. Bulgaria, Romania set to join EU in 2007

Bulgaria and Romania are set to get the go-ahead to join the European Union on 1 January 2007 under the strictest conditions ever applied to new members of the bloc, the Financial Times daily said.The paper says Bulgaria will come under the toughest EU scrutiny and faces possible legal and financial sanctions unless it proves it is serious in tackling organized crime and high-level corruption.EU Enlargement Commissioner Olli Rehn and the European Commission President Jose Manuel Barroso are on Tuesday expected to warn Bulgarian Prime Minister Sergey Stanishev that his country will be under unprecedented pressure in the coming months, FT said.EU officials have rejected the idea of postponing Bulgaria and Romania's entry until 2008 on the grounds it would discourage reformers.

EU has the power to suspend regional aid payments worth billions of euros to either Bulgaria and Romania if they are shown to be subject to persistent fraud, FI says, adding that If Bulgaria fails to tackle crime and corruption, it could be excluded from EU legal cooperation and its courts’ judgments would not be recognized by the union.In the case of Bulgaria, we hoped they would deliver concrete results over the summer in tackling high-level corruption and organized crime but progress has been disappointing, said EU official.Commissioner Rehn will make his formal report on Romania and Bulgaria’s progress on September 26. /end/

Disease migrates as world warms

Climate change may cause malaria carrying mosquitoes to migrate Climate change is exacerbating the spread of infectious diseases, according to new research.

Warming temperatures are causing organisms to migrate, Professor Paul Hunter told a
conference in the UK. In Europe, ocean swimmers have been infected with illnesses normally associated with warmer waters.And Professor Hunter warned not enough was being done to monitor the spread, due to the warming of the Earth, of big killers such as malaria in Africa. Professor Hunter, head of health protection at the UK's University of East Anglia, presented research tracking the movement of disease causing organisms in Europe and North America to the Festival of Science in the UK city of Norwich.

There are already significant indications of disease burden occurring in Europe as a result of climate change,he told the conference. Habitats extend One organism on the move is Vibrio vulnificus, which can cause severe illness - and in some cases death in humans, the research found. It only grows in warm waters, such as those in the Gulf of Mexico but has now been reported as far north as the Baltic Sea in Europe, and killed one person in Denmark.

In Italy, 100 holidaymakers had been taken ill after coming into contact with an organism Ostreopsis ovata which had extended its habitat because of warmer waters, Professor Hunter said. And Congo Crimea Haemorrhagic Fever - which causes bleeding from the skin, mouth and nose - had also began to appear in areas where it was previously unknown, he said.

In Europe we're getting worried about three or four cases of rare disease associated with the Baltic Ocean - but in Africa we're talking about potentially many millions of cases of malaria Professor Paul Hunter University of East Anglia Prof Hunter said the spread of such organisms was probably due to milder winters rather than warmer summers.

But he emphasised that the burden of climate change will fall on the poorest countries in the world, and the tropical countries. We actually have very little information about health and infectious disease statistics for many of these countries. In Europe we're getting worried about three or four cases of rare disease associated with the Baltic Ocean - but in Africa we're talking about potentially many millions of cases of malaria occurring as a result of climate change which might not have occurred earlier.

The migration of ticks and midges also caused diseases like malaria to spread, he said. The researchers also believe that infectious diseases borne by humans, such as TB and HIV, are likely to spread more widely as people migrate to escape drought and other effects of climate change.

World needs to adapt

At the same conference, the President of the British Association for the Advancement of Science, Frances Cairncross, told delegates it was time for the world to begin focusing on how to live with climate change, rather than solely on preventing it.

She said the Kyoto Protocol was ineffectual, in part because several big nations were not signed up to it. We almost certainly can't stop climate change, she said.

We probably can slow it down a bit and we should certainly try, but broadly, the main thing we are going to have to do is to adapt.The rich countries should help the poor countries to adapt - as well as helping them to introduce less

energy-intensive technologies.
