Spain to announce clean-up plan for Bankia: sources


MADRID (Reuters) - Spain is set to announce a rescue plan for ailing bank Bankia SA as part of a wider reform of the deeply troubled banking sector, whose woes threaten Spain's financial stability and the euro zone as a whole, sources said on Monday.The reform of Bankia, saddled with huge toxic loans which put it at the heart of Spain's banking crisis, will include cash injections and a management shakeout, a government source and another source said. The lender is run by Rodrigo Rato, a former minister for the ruling centre-right People's Party.However the sources declined to confirm reports Bankia - an agglomeration of local banks or "cajas" - would need as much as 10 billion euros ($13 billion) in capital, and it was not clear how the government, struggling to reduce its deficit, will raise the money.Spanish Prime Minister Mariano Rajoy said on Monday his government will detail a fresh banking system reform on Friday, saying he would use state money to help lenders, but only as a last resort. He said the plan would not affect the public deficit.
"The plan is being finalized by the Economy Ministry and the Bank of Spain. It will include major changes in the management," one of the sources said.The Bankia rescue will dovetail with a wider plan to create a so-called bad bank to park and eventually sell off toxic real estate assets held by the banks.
The clean-up of Bankia's balance sheet, which holds around 10 percent of domestic deposits and is highly exposed to the collapsed property sector, would involve billions of euros in a state-backed loan at a rate near 8 percent, El Pais said.

The Bank of Spain and Bankia declined to comment.
Bankia's shares fell 3.3 percent to 2.373 euros shortly after they opened. Spain's country risk, as measured by the spread between yields on Spanish and German benchmark bonds, spiked up to about 429 basis points before coming back to 427 bp.
POTENTIAL COST
The euro zone's fourth-largest economy is widely considered the next weak link in the bloc's debt crisis after the rescue of Portugal, Greece and Ireland, and Bankia is at the core of market concerns over the potential cost of a Spanish bank bailout.The government has passed austerity measures worth more than 40 billion euros ($52.5 billion) for this year, in an effort to reduce a public deficit of 8.5 percent of gross domestic product last year to 5.3 percent of GDP by the end of 2012.The government has already spent 18 billion euros to clean up the country's financial sector, has forced the banks into dozens of mergers (including those which created Bankia) and to recognize more than 50 billion euros of losses on property loans and assets.
"If it were necessary to get the credit to save the Spanish financial system I would not hold back from doing what other European Union countries have done, loan them public money, but it would only be as a last resort," Rajoy said on Onda Cero radio in an interview on Monday.Rajoy's first banks reform, announced in February, has failed to convince markets that the banks have recognized sufficient losses after the bursting of a 10-year real estate bubble.Spain's banks recently presented plans to the Bank of Spain on how they would raise capital and increase provisioning against potential bad loans.Bankia told the central bank it can meet requirements for provisions against real estate losses without public money or merging with another entity, sticking with its standalone strategy.But investors have doubts about whether the strategy will work, doubts which were heightened after Bankia released 2011 accounts last week without being audited.
"Bankia is under pressure to present a recapitalization plan with disposals, and the fact that it hasn't published its 2011 audited accounts isn't helping the situation," Madrid brokerage Renta4 said in a note to clients.El Pais said the government would refinance Bankia through a hybrid form of debt known as contingent capital, which converts to equity in times of stress.Bankia and its parent company Banco Financiero y de Ahorros (BFA) could need between 5 billion euros and 10 billion, the paper said.

Angry Greeks reject bailout, risk euro exit

ATHENS (Reuters) - Greek voters enraged by economic hardship caused by the terms of an international bailout turned on ruling parties in an election on Sunday, putting the country's future in the euro zone at risk and threatening to revive Europe's debt crisis.The latest official results, with over 61 percent of the vote counted, showed the only two major parties supporting an EU/IMF program that keeps Greece from bankruptcy would be hard pressed to form a lasting coalition.Conservative New Democracy and Socialist PASOK, who have dominated Greece for decades, were holding less than 35 percent of the vote. That would mean they might only scrape the 151-seat threshold needed for even the most fragile majority in parliament.Once mighty PASOK looked set to be pushed into third place by the anti-bailout Left Coalition party, in a stunning vote against austerity policies that have caused deep hardship in one of Europe's worst postwar recessions.New Democracy was polling just under 20 percent and PASOK a humiliating 13.6 percent with the Left Coalition on 16.2.In the last election in 2009, PASOK won a landslide victory with 44 percent and the Left Coalition had just 5 percent."I cannot take it anymore, living as beggars in our own country. The Left Coalition can shake them up, and wake them up," said Kate Savvidou, 65, a pensioner who deserted PASOK.Left Coalition leader Alexis Tsipras, at 37 Greece's youngest political leader, hailed a peaceful revolution and said German Chancellor Angela Merkel should understand that austerity policies had been defeated."Greek people gave a mandate for a new dawn with solidarity and justice instead of barbaric bailout measures," he said.In another indication of the extent of public anger, the extreme right Golden Dawn party was poised to take nearly 7 percent of the vote. This would allow such a party to enter parliament for the first time since the fall of a military dictatorship in 1974.New Democracy leader Antonis Samaras called for a pro-European national salvation government that would keep Greece in the euro zone. PASOK leader Evangelos Venizelos also called for a unity government, saying his party had paid the price for handling the sovereign debt crisis.But the small parties who gained in the election are all against the bailout, while being too divided to form an alternative coalition.If the results are confirmed, the election could plunge Greece into new political turmoil, reigniting a euro zone debt crisis first detonated by Athens in 2009, and starting it down a path that could take it out of the euro.The Greek electoral shock coincided with the victory of Socialist Francois Hollande in France's presidential election and was likely to add to pressure for resistance to German-led austerity policies.Italian technocrat Prime Minister Mario Monti, who faces increasing resistance to austerity at home, phoned Hollande and other European leaders after the election results to push for pro-growth policies.

FRAGMENTATION
Several analysts said the unprecedented fragmentation of the vote could bode weeks of instability and force another election.But a New Democracy source said the party would not ask for repeat elections if it finished up as the largest party. Samaras is likely to be invited to try to form a government on Monday.
"This election was suppose to punish major parties and if they didn't manage to get a majority it was a punishment vote indeed," said Blanka Kolenikova of IHS Global Insight.Greeks angry at record unemployment, collapsing businesses and steep wage cuts ignored warnings that a vote against the harsh terms of the bailout would push Greece towards bankruptcy."The exit polls confirm what has been patently clear for some time: there's no political consensus for the kind of reforms that Greece must implement if it wants to remain in the euro zone," said Nicholas Spiros of Spiro Sovereign Strategy.Othon Anastasakis, director of southeast European studies at Oxford University told Reuters: "Greeks are sending a very strong message abroad, which is enough with austerity."

It also fell against the Japanese yen from 104.5 on Friday to 103.4.An investor note from the National Australia Bank spelled out the worries: "The Hollande win in France is not necessarily a surprise. However it brings home the reality that incumbents following the prescribed austerity measures are going to find it difficult to remain elected.""What happens to these austerity measures now are what are weighing on (the euro)," the bank said.Budget discipline and austerity were one of the main topics in the French election campaign, with Hollande leading calls to re-focus on growth-spurring measures instead of deepening the recession with budget cuts.In Greece, pro-bail-out parties that had signed up to the austerity programme were punished by voters, with a radical-left coalition coming in second. This came after Hollande repeatedly stated he will re-open the recently signed treaty enshrining a balanced budget rule in national law, a German condition for further bail-outs.German papers on Monday morning read the Greek and French election results as an "anti-German" vote, making her increasingly isolated on EU stage when it comes to fiscal discipline. In addition, regional elections in the northern part of Germany have weakened her party and bolstered the junior coalition partner, the liberal Free Democrats.In Brussels, EU officials were keen to show themselves in tune with the underlying message of the two votesEU commission chief Jose Manuel Barroso congratulated Hollande on his win noting that he met the French politician last November and they clearly have a "common objective": "To relaunch the European economy so as to generate sustainable growth on a solid base and creating new jobs."The litmus test for the commission's commitment to the strengthened fiscal discipline rules will be on 30 May, when it is supposed to assess for the first time the budgets and plans of member states to reduce their deficits.Out of the EU's 27 members, only Estonia, Finland, Luxembourg and Sweden are in line with the rules, all other countries are under the so-called excessive deficit procedure which can lead to fines or, in the case of non-euro countries, to having their EU funds suspended.

BRUSSELS - Francois Hollande is to be the next president of France after initial results showed that around 52 percent of voters cast their ballot for the socialist and self-styled Monsieur Normal.Speaking after his win, Hollande said that the French had vote for "change.""Austerity can no longer be an inevitability in Europe," he said, alluding to the on-going European discussion about the merits of constant economic belt-tightening.After a bitterly-fought campaign characterised by a strong level of personal animosity between Hollande and the centre-right incumbent Nicolas Sarkozy, the low-key winner inherits something of a poisoned chalice.Growth in France is forecast for 0.5 percent in 2012 while unemployment is at almost 10 percent, a 12-year high. DARPA is at it again. This time, the Defense Advanced Research Projects Agency has announced plans to create nanochips for monitoring troops health on the battlefield.

Kate Knibbs at Mobiledia reports the sensors are targeted at preventing illness and disease, the two causes of most troops medical evacuations.
What seems like a simple way of cutting costs and increasing efficiency has some people concerned that this is the first step in a “computer chips for all” scenario.
Bob Unruh at WND reports one of those opponents, Katherine Albrecht, co-author of Spychips says “It’s never going to happen that the government at gunpoint says, ‘You’re going to have a tracking chip. It’s always in incremental steps. If you can put a microchip in someone that doesn’t track them … everybody looks and says, ‘Come on, it’ll be interesting seeing where we go.’”

Putin sworn in as Russia's president for 6 years


MOSCOW (AP) — Vladimir Putin took the oath of office in a brief but regal Kremlin ceremony on Monday, while on the streets outside thousands of helmeted riot police prevented hundreds of demonstrators from protesting his return to the presidency.Putin, 59, has ruled Russia since 2000, first as president and then during the past four years as prime minister. The new, now six-year term will keep him in power until 2018, with the option of running for a fourth term."I consider service to the fatherland and our nation to be the meaning of my life," Putin said in addressing 3,000 guests in a glittering Kremlin hall.Despite unprecedented security measures in the center of Moscow, where streets were closed to traffic and passengers prevented from exiting subway stations, at least 1,000 opposition activists tried to protest along the route Putin's motorcade took to the Kremlin. Many wore the white ribbons that are the symbol of the anti-Putin protest movement.The demonstrators, separated into several groups, were met by helmeted riot police. A total of 120 were detained, including opposition leader Boris Nemtsov.Putin's inauguration came a day after an opposition protest drew more than 20,000 people, fewer than the mass demonstrations in the months that preceded his March election but still a sign that the anger over Putin's heavy-handed return to the Kremlin has not faded.

Sunday's protest turned violent when some demonstrators tried to march toward the Kremlin and riot police beat back the crowds with batons and detained more than 400 people. The use of force after the winter's peaceful rallies indicates that Putin may take a harder line toward the protesters now that he is once again president.After taking the oath of office with his right hand on a red copy of Russia's constitution, which had been carried into the hall by goose-stepping Kremlin guards, Putin stated his commitment to democracy.

At least 20 dead in Nepal flood, 44 missing


KATHMANDU (Reuters) - Rescuers dug through mud and debris on Monday searching for bodies after a flashflood swept through west Nepal killing at least 20 people and leaving dozens missing, police said.
A torrent of water swept away scores of houses, vehicles and a bridge near the resort town of Pokhara, about 125 km (80 miles) west of Kathmandu, after an avalanche which had blocked the Seti River gave way.Forty-four people, including three Ukrainian tourists, were still missing after the flood hit on Saturday, police said.Pokhara is the second-biggest city of Nepal after Kathmandu and is the gateway to Mount Annapurna, the world's 10th-highest peak. U.S. wants "urgent" Iranian steps in nuclear talks


VIENNA (Reuters) - The United States called on Iran on Monday to take "urgent practical steps" to build confidence during nuclear talks with world powers, and the European Union said Tehran must suspend sensitive atomic activities.Iran and the six powers resumed discussions in mid-April in Istanbul after a gap of more than a year - a chance to ease escalating tension and help to avert the threat of a new Middle East war.
The major powers - the United States, France, Britain, China, Russia and Germany - and Iran are to meet again on May 23 in Baghdad."We remain concerned by Iran's persistent failure to comply with its nonproliferation obligations," U.S. envoy Robert Wood told an international nuclear conference in Vienna, attended also by Iran."We seek a sustained process that produces concrete results, and call on Iran to take urgent practical steps to build confidence and lead to compliance with all its international obligations," Wood added.At the same meeting, the 27-nation European Union said in a joint statement that Iran "must suspend" its uranium enrichment activities - something Tehran has repeatedly refused to do.The West says Iran's nuclear work is a cover for developing atomic bombs and wants verifiable assurances to the contrary from Tehran - for example, by accepting much more intrusive U.N. inspections and curbing its enrichment capacity.

Syria holds elections as violence rages


DAMASCUS (Reuters) - Syrians voted in a parliamentary election on Monday touted by authorities as a milestone of political reform but dismissed by the opposition as a facade while people are killed every day in an anti-government uprising.Violence persisted across the country between forces loyal to President Bashar al-Assad and rebels fighting to end four decades of dynastic rule by his family."All of this is a theatre show. The candidates are businessmen and pawns of strong people in power," one man, who asked to remain anonymous, told Reuters near a polling station in the capital.In northern Idlib province, residents reported gunfire and explosions and in the city of Hama rebels and soldiers clashed early on Monday, the British-based Syrian Observatory for Human Rights said.In the eastern province of Deir al-Zor, three dissidents were killed in a dawn raid by government troops, the Observatory added, underlining the challenge of holding a credible poll and complicating the task of U.N. observers monitoring a ceasefire declared on April 12.

BOYCOTTING THE VOTE
Unlike autocratic leaders in Tunisia, Egypt, Libya and Yemen who were toppled by the Arab Spring, Assad has kept enough support among the military and his Alawite sect, which dominates the army and security apparatus, to withstand the 14-month-old revolt.Assad dismisses the uprising as the work of foreign-backed "terrorists" and, counting on the diplomatic support of longtime ally Russia, says he will carry out his own reform program. Israeli PM Netanyahu to push for Sept 4 vote


Israel's Prime Minister Benjamin Netanyahu said on Monday he will push for September 4 as the date for early elections, as he moved to have a bill passed to dissolve parliament."We are proposing September 4," Netanyahu told a cabinet meeting, stressing that the target was to hold elections in four months' time.
A draft of the agenda for Monday's meeting of the ministerial Committee for Legislation includes a vote on a bill to dissolve the 18th Knesset, and a proposal "to bring forth the date of the elections for the 19th Knesset to Tuesday, September 4, 2012."The bill is expected to easily pass the ministerial vote, but could face opposition when it comes before the Knesset later on Monday from the ultra-nationalist Yisrael Beitenu, the centre-right Kadima party and the centrist Independence party.All three parties would like to delay dissolving the Knesset until MPs have voted on a new law governing military service for ultra-Orthodox Jews.On Sunday night, Netanyahu announced his intention to bring forward the elections from the scheduled date of October 2013, but he didn't give an exact date."I don't want there to be a year-and-a-half of political instability accompanied by blackmail and populism. Canada pipeline delays won't stop China investment

CALGARY, Alberta (Reuters) - Delays in building pipelines to carry oil from the oil sands of Alberta to Canada's West Coast for shipment to Asia should not squelch a boom in investments in the country's energy resources by Chinese companies, China's ambassador to Canada said on Friday.Spending by Chinese state-owned enterprises in Canadian oil sands and shale gas companies and projects has hit roughly C$20 billion ($20.1 billion), with the first priorities to learn about the business and show a profit, Zhang Junsai told reporters after speaking to a conference on Chinese investment in Canada.China imports oil and gas from Australia, Qatar, Russia and elsewhere, so supplies from Canada can wait, Zhang said."There's investment opportunity because Canada's open for international investment. If there's opportunity, Chinese companies will come to take some shares, as I say, to learn from Canada," he told reporters."We can buy our resources, our energy, from other channels. There are a lot of channels. But we'll work on Canada's exports to China of oil and gas. That will happen in the next few years."The government of Canadian Prime Minister Stephen Harper has made diversifying exports of Canadian oil to Asian markets a major initiative, but pipeline capacity is limited for transporting crude to port on the West Coast.Enbridge Inc and Kinder Morgan Energy Partners are proposing multibillion-dollar pipeline projects to move the crude to the Pacific Ocean from Alberta, but both face opposition from environmental groups and aboriginal communities.

Egypt's 'plans for farewell intercourse law so husbands can have sex with DEAD wives' branded a 'complete nonsense'

Alleged proposals to allow Egyptian husbands to legally have sex with their dead wives for up to six hours after their death have been branded a 'complete nonsense'.
The controversial new 'farewell intercourse' law was claimed, in Arab media, to be part of a raft of measures being introduced by the Islamist-dominated parliament.
They reported it would also see the minimum age of marriage lowered to 14 and the ridding of women's rights of getting education and employment.

But sources inside the Egyptian Embassy in London have said the claims were 'completely false', 'forbidden in Islam' and 'could never imagine it happening'.
The source said the proposal, if it even existed, had not reached the parliament - although it was also admitted it could be the work of an extremist politician.
Although not officially rebutted, the claims that someone inside Egypt could introduce such a law provoked widespread scepticism.

The initial report, published on reputable English language website alarabiya.net, claimed Egypt's National Council for Women was reportedly campaigning against the changes.
It said the group said that 'marginalising and undermining the status of women would negatively affect the country's human development'.
Dr Mervat al-Talawi, head of the NCW, wrote to the Egyptian People’s Assembly Speaker Dr Saad al-Katatni addressing her concerns.

Egyptian journalist Amro Abdul Samea reported in the al-Ahram newspaper that Talawi complained about the legislations which are being introduced under 'alleged religious interpretations'.
The subject of a husband having sex with his dead wife arose in May 2011 when Moroccan cleric Zamzami Abdul Bari said marriage remains valid even after death.
He also said that women have the right to have sex with her dead husband.
TV anchor Jaber al-Qarmouty slammed the notion of letting a husband have sex with his wife after her death under the so-called 'Farewell Intercourse' draft law.
He said: 'This is very serious. Could the panel that will draft the Egyptian constitution possibly discuss such issues? Did Abdul Samea see by his own eyes the text of the message sent by Talawi to Katatni?
'This is unbelievable. It is a catastrophe to give the husband such a right! Has the Islamic trend reached that far? Is there really a draft law in this regard? Are there people thinking in this manner?'

BRUSSELS - European Central Bank (ECB) chief Mario Draghi has urged eurozone leaders to come up with a 10-year target for the common currency, saying they should accept more transfer of powers if they truly want a fiscal union.Held exceptionally in Barcelona instead of the ECB headquarters in Frankfurt, the monthly meeting of eurozone's central bank governing council on Thursday (3 May) was an opportunity for Draghi to explain what he meant last week when he said a "growth compact" is needed along with the deficit-cutting measures taken by most governments."There is absolutely no contradiction between a growth compact and a fiscal compact," the Italian banker said in reference to the treaty on fiscal discipline signed in March by 25 EU leaders.Draghi himself had earlier coined the "fiscal compact" moniker.He went on to explain that governments have to stick to tighter budgets, while reforming labour markets, increasing competition, re-balancing employment towards young people."I can understand the anger of young people, of poor and jobless young people. I can understand it very well. The answer we can give as policy makers is that the policies suggested or implemented are the policies we are convinced to be the right ones."Also part of his vision of a "growth compact," Draghi backed calls for a boost in the resources of the European Investment Bank and said EU funds needed to be "redirected" to low-income areas - ideas already floated by Francois Hollande, the frontrunner in the Sunday presidential elections in France."But the thirdly and most importantly is that we collectively have to specify a path for the euro. BRUSSELS - EU justice commissioner Viviane Reding Thursday (3 May) rejected criticism that certain provisions within her draft proposal on data protection rules could amount to a power-grab by the European Commission.She was forced onto the defensive after a high-level expert committee in March said the commission would be making too many changes to current data protection rules without proper oversight - potentially leading to legal uncertainty.“The Working Party has serious reservations with regard to the extent the commission is empowered to adopt delegated and implementing acts, which is especially relevant because a fundamental right is at stake,” the Article 29 Data Protection Working Party said at the time.Such acts, introduced in the 2009 Treaty of Lisbon, allow the commission to make minor changes to the law without affecting its core. Both the European parliament and council - representing member states - maintain some oversight over any such changes.Specifically, a delegated act supplements or amends so-called non-essential elements of EU legislation while an implementing act, proposes uniform conditions for its implementation.The working party pointed out that in Reding’s regulation a number of issues including data breach notification and mutual assistance could only be applied using such acts. Its main objective is to raise banks' capital reserves from two to seven percent, in line with global rules agreed after the collapse of Lehman Brothers in 2008 and massive bail-outs for banks in the US and Europe.Britain, Sweden, Poland and a few other countries did not object to the mandatory figures, but they want to have the possibility that national authorities will impose even stricter requirements of up to 12 percent, without having to ask for permission from the EU commission.Germany, France, the EU commission and the European Banking Authority warned the plan will distort the internal market and force British or Swedish subsidiaries, for instance, to reduce lending to eastern European economies.Britain's Osborne was staunchly opposed to a Danish compromise allowing a "flexibility" of up to three percent on top of the seven imposed by the new rules. 'Supermoon' May Outshine Meteor Shower This Weekend

The biggest full moon of the year, a so-called "supermoon," will take center stage when it rises this weekend, and may interfere with the peak of an annual meteor shower created by the leftovers from Halley's comet.
The supermoon of 2012 is the biggest full moon of the yearand will occur on Saturday (May 5) at 11:35 p.m. EDT (0335 May 6), though the moon may still appear full to skywatchers on the day before and after the actual event. At the same time, the annual Eta Aquarid meteor shower will be hitting its peak, NASA scientists say."Its light will wash out the fainter Eta Aquarid meteors," NASA meteor expert Bill Cooke of the Marshall Space Flight Center told SPACE.com in an email. Still, Cooke said there's a chance that the brightest fireballs from the meteor display may still be visible.A supermoon occurs when the moon hits its full phase at the same time it makes closest approach to Earth for the month, a lunar milestone known as perigee. Scientists also refer to the event as a "perigee moon," according to a NASA video on the 2012 supermoon.


That's exactly what will happen on Saturday, when the moon will swing within 221,802 miles (356,955 kilometers) of Earth — its closest approach of the entire year. Because the moon's orbit is not exactly circular, there is a 3-percent variation in its closest approaches to Earth each month. The average Earth-moon distance is about 230,000 miles (384,400 km).With May's full moon timed with the moon's perigee, it could appear 14 percent bigger and 30 percent brighter than other full moons of 2012, astronomer Tony Phillips explained in a NASA video. There is absolutely no chance the supermoon will threaten Earth.The last supermoon was in March 2011. At the time, it was the biggest and brightest full moon in 18 years. "Our fireball cameras have already detected four bright ones. So I would say that the odds are pretty good that folks can see a bit of Halley's Comet over the next few days, if they care to take the time to look," Cooke explained. "They will be the big and bright ones, fewer in number with a rate of just a few per hour, but they will be there."Cooke anticipates that the 2012 Eta Aquarid meteor shower will peak at up to 60 meteors per hour on May 5.The eta Aquarid display is one of two meteor showers created by dust from Halley's comet (the Orionid shower in October is the other). It occurs every April and May when the Earth passes through a stream of debris cast off by comet Halley during its 76-year trip around the sun.

Iran dismisses Western demand to close nuclear bunker
VIENNA (Reuters) - Iran said on Friday it will never suspend its uranium enrichment program and sees no reason to close the Fordow underground site, making clear Tehran's red lines in talks with world powers later this month.Last month a senior U.S. official said the United States and its allies would demand that Iran halt higher-grade enrichment and immediately close the Fordow facility at talks over Tehran's nuclear standoff with the West.But Iran's ambassador to the International Atomic Energy Agency, Ali Asghar Soltanieh, told Reuters he saw "no justification" for closing Fordow, which he said was under IAEA surveillance."When you have a safe place, secure place under IAEA control, then why do you tell me that I should close it?" he said, making clear Iran built the site to better protect its nuclear work against any Israeli or U.S. attacks."Fordow is a safe place. We have spent a lot of money and time to have a safe place," Soltanieh added.Iran and major powers resumed talks in mid-April in Istanbul after a gap of more than a year - a chance to ease escalating tension and help to avert the threat of a new Middle East war.  Assad side kills four at Syrian university: protesters

BEIRUT (Reuters) - Syrian security forces and students armed with knives stormed a protest march at Aleppo University early on Thursday, activists said, killing four and rounding up 200 demonstrators demanding President Bashar al-Assad step down.The pre-dawn raid was an unusually bloody incident for Aleppo, Syria's normally fairly peaceful commercial hub, and prompted condemnation from the White House.Washington accused Assad of making "no effort" to honor a three-week-old United Nations truce and warned that world powers might do more to bring change to Syria if the ceasefire plan brokered by envoy Kofi Annan failed."If the regime's intransigence continues, the international community is going to have to admit defeat and work to address the serious threat to peace and stability being perpetrated by the Assad regime," White House spokesman Jay Carney said.

"Political transition is urgently needed in Syria."
Western powers back the 14-month revolt but lack appetite for the kind of military intervention seen last year in Libya.Assad has counted on support from Russia and China to block United Nations sanctions. However, Moscow and Beijing backed the ceasefire plan and Western states may hope to persuade them to agree to penalize Assad if it collapses.On Thursday, however, the head of the monitoring mission sent to Syria under the plan said the team of U.N. observers in the country was having a calming effect.A Reuters team in the opposition centre of Homs during the day heard continuous gunfire and the occasional sound of shelling, despite a permanent presence of monitors there.Opposition figure Fayez Sara said secret police had raided the homes of his sons Bassam and Waseem on Thursday, continuing the detentions of tens of thousands since the uprising began. "I have no idea where they have been taken. Bassam is 37. Waseem is 26," said Sara.The Syrian Journalist Federation, an independent organization, also called for the release of Mazen Darwish, a free speech campaigner who has not been heard of since security police took him from his Damascus office two months ago.

CHANTING STUDENTS
Video posted on the Internet showed students in Aleppo chanting against four decades of Assad family rule but being drowned out by gunfire. Activists posted images of a dead student, drenched in blood, and what they said was a burning dormitory. Small solidarity protests broke out in other universities across Syria, videos uploaded by activists showed.A British-based opposition group, the Syrian Observatory for Human Rights, said 28 other students were wounded overnight, three critically.Knife-wielding youths attacked fellow students marching from their dormitories, the group said, followed by a security force raid on the latest march of a growing student protest movement."Freedom forever in spite of you, Assad!" chanted the young demonstrators in a video shot in the morning twilight.There was no comment from officials and it was not possible to verify the account from the northern city, whose relatively prosperous, business-oriented population has been reluctant to join the 14-month-old revolt against Assad.Many members of Syria's middle classes and religious minorities are wary of the uprising dominated by majority Sunni Muslims against Assad and the elite around him, drawn largely from his Alawite minority. They fear it could descend into the kind of sectarian and ethnic bloodbath they have watched destroy neighboring Iraq over recent years.
Assad says he is fighting foreign-backed "terrorists" and his international friends, including in Moscow, point out that rebels too have staged attacks in breach of the ceasefire.

ANOTHER TRUCE BREACH
From Aleppo, anti-Assad activists uploaded video of a burning residence block, its windows shattered. Dormitory hallways appeared to have been smashed up and men were dragging furniture outside as students screamed.Other videos showed crowds of students leaving the campus with suitcases and bundles of clothes. Activists say busloads of security forces had taken over the dormitories, which were where students usually began the protests. Student activists said they had been ordered to move out by Thursday afternoon.
The truce has led to a small reduction in the daily carnage, mostly in cities were monitors are deployed permanently.Mood, who is from Norway, told reporters during a trip to Hama on Thursday that state forces appeared willing to cooperate with the truce."There have been steps taken by the government forces on the ground that indicate a better willingness to live up to the commitments made in the agreement," he said, giving no details.Still, the Reuters team could hear mortars exploding in the Khalidiya neighborhood of Homs at a rate of one a minute. They also reported the sound of heavy gunfire but did not know where it was coming from.Explosions rocked the rebellious Jabal al-Zawiya area in Idlib and at least one woman was killed by security force fire, the Observatory said. Security forces followed up by raiding the area and arresting several men.Clashes between rebels and the army also flared in Palmyra, home to historic Roman ruins in central Syria.Mood, speaking in Homs later on Thursday, said that observer mission was growing at a steady pace, with a total of 50 monitors in the country which would be doubled within weeks.
"We have reinforced our permanent teams in Hama and Deraa with an extra two monitors in each city," he said from the al-Safir hotel in Homs, where six monitors are based permanently.

Around 300 monitors will be deployed by the end of May.
In Washington, the White House spokesman expressed doubts about whether the truce would hold.
"It is certainly our hope that the Annan plan succeeds," Carney said. "We remain, based on the evidence, highly skeptical of Assad's willingness to meet the conditions of that plan, because he has so clearly failed to meet them thus far."

"THEY HAVE TO SHOOT US ALL"
While the city of Aleppo itself has rarely seen clashes, it has not been free of assassinations, apparently by rebels. The Observatory reported the killing overnight of Ismail Haidar, son of the head of a pro-Assad political party.Syria's news agency said another state figure, national basketball team player Bassel al-Raya, died of his wounds on Thursday after being attacked by unidentified gunmen a week earlier.At Aleppo University, activists said small protests continued to break out sporadically on the campus. "Our anger will breed more hope. If we have to go to the streets, we will," said a student activist called Mustafa. "They can't stop the students, even if they have to shoot us all."While most opposition areas in Syria have been overtaken by an armed revolt, peaceful anti-Assad protests had continued almost daily at the university in Aleppo.It is hard to assess if those protests reflect widespread sentiment among the younger generation native to the city or whether students living there who come from rebellious hotspots like Idlib and Deraa might be taking a lead in Aleppo.Syria's uprising began in March 2011 with peaceful demonstrations inspired by a wave of Arab revolts against long-ruling autocratic leaders, but it has become increasingly militarized in response to Assad's violent crackdown.The U.N. says more than 9,000 people have died in the crackdown, while the Syrian government says it has lost at least 2,600 of its forces to "foreign-backed terrorists".

German Foreign Minister Guido Westerwelle vowed Thursday that the international community will block Iran from obtaining a nuclear weapon, as he underscored Germany's steadfast support for Israel.
"The current Iranian nuclear program represents an enormous danger" not only to Israel but to the region as a whole," Westerwelle told a Jewish advocacy event in Washington."We cannot and will not accept an Iranian nuclear weapon... Moderate quake jolts western Iran, injures 8

TEHRAN, Iran (AP) — A moderate earthquake jolted a small town in western Iran near the Iraqi border on Thursday, injuring eight people and damaging buildings, Iranian media reported.The magnitude 5.5 quake hit the sparsely populated area near the town of Mourmouri, about 300 miles (480 kilometers) southwest of the capital Tehran, at 2:39 p.m., said the semiofficial Mehr news agency.The report said the quake sent people rushing out of their homes in Mourmouri and that scores of buildings were damaged in nearby towns of Abdanan and Dehloran.The area has experienced dozens of moderate earthquakes over the past few weeks.Iran is located on seismic fault lines and is prone to earthquakes, experiencing at least one slight quake a day on average.In 2003, some 26,000 people were killed by a magnitude 6.6 quake that flattened the historic southeastern city of Bam.
