WAVES, N.C. — Winds and storm surge from Tropical Storm Maria lashed North Carolina's Outer Banks on Wednesday as the storm moved by well off-shore.Dare County Emergency Management Director Drew Pearson said in an email that the high tide early Wednesday flooded roads in the area and travel remained hazardous. Pearson said the worst problems were on Hatteras Island, where more than 10,000 visitors left under an evacuation order earlier this week.Pearson said no injuries had been reported.Already, the ocean had washed over parts of N.C. 12, the main road running along the Outer Banks.The National Weather Service reported winds had increased to 70 mph (112 kph) by daybreak, about 15 miles higher than earlier in the morning.A fine rain was falling, with patches of blue sky occasionally showing through. Police set up a check point to block all traffic heading south on N.C. 12 except for residents and reporters. SAN JUAN, Puerto Rico (Reuters) - A week after Hurricane Maria slammed into Puerto Rico, most of its 3.4 million residents are scrambling to find clean water, with experts concerned about a looming public health crisis posed by the island's damaged water system.On Tuesday, hundreds of people crowded around a government water tanker in the northeastern municipality of Canovanas with containers of every size and shape after a wait that for many had lasted days."This is the first tank they have brought here," said Juan Cruz, a local carpenter, who was helping to fill the vessels while a solitary green-jacketed official stood by. "That is why the people are creating such a commotion, so they can survive."The U.S. territory's water woes are tied to the collapse of its power grid; electricity is needed to pump, treat and filter water that shows up in household taps.With the grid incapacitated, diesel-powered generators are needed to clean and move water where it needs to go. But the island does not have nearly enough generators to perform this work, utility officials say, while fuel to run them is scarce.Only about 40 percent to 45 percent of the customers of the Puerto Rico Aqueduct and Sewer Authority (PRASA) had potable water as of Tuesday, company authorities said. Island-wide water service may not resume until electricity is restored across Puerto Rico, which could take months.In the meantime, officials are racing to deliver bottled water and send tanker trunks across the island, where desperation is growing.At the water line in Canovanas, about 20 miles (32 kilometers) southeast of the capital San Juan, people dunked bottles into larger containers still filling with water to make the most of their turn at the tanker. Others quenched their thirst straight away, draining their bottles, then refilling them. One woman carried four empty buckets that held about five gallons each.A few residents said they been without running water since about last Wednesday, when Maria knocked out electricity, phones and commerce around the island. Fallen trees and power lines have blocked roads. Many shops and supermarkets have remained closed, leaving residents with few places to buy water.Water service was spotty in San Juan, the island's biggest city, while in places such as Toa Baja, about 25 miles west, people brought buckets and plastic trash cans to fill up at a water distribution station.Carlos Cotto, a government driver, 43, said he has been taking five-liter containers every day to work from his home in Caguas to replenish them in San Juan, about 20 miles north, to help relatives whose water is now running low."Just to keep the supply stable ... so we have enough to survive on," he said outside a large convention center that has been used to house people needing shelter from the storm.-CONTAMINATION SEEPS IN-The U.S. Federal Emergency Management Agency said it has provided more than 4 million meals and 6 million liters of water to Puerto Rico and the hurricane-hit U.S. Virgin Islands, with an additional 7 million meals and 4 million liters of water en route by barge to the islands."The vast majority of people on Puerto Rico do not have access to safe drinking water systems," said Sven Rodenbeck, chief science officer for the U.S. Centers for Disease Control and Prevention's hurricane response. He said the CDC is advising people in Puerto Rico to use bottled water as much as possible."Whenever a water system, whether it is Puerto Rico or anywhere, loses pressure there is concern that bacterial contamination can be drawn into the drinking water system. That is why when you lose pressure you issue ‘boil water’ notices," he said in a telephone interview.Even before the hurricane, Puerto Rico had a troubled water system.Virtually the entire population of Puerto Rico drew tap water in 2015 that violated federal rules set under the Safe Drinking Water Act, the Natural Resources Defense Council (NRDC) said in a study released earlier this year."Puerto Rico stood out for having the worst record of any territory or state in the U.S. in terms of drinking water contamination problems," said Erik Olson, director of the Health Program at the Washington, D.C.-based NRDC.The situation has only become worse with Maria, which has crippled sewage treatment plants and made the island's already leaky pipes even more prone to contamination. With nothing coming out of the taps, people have turned to wells and springs, which presents another public health risk, Olson said."That is shallow ground water that is incredibly susceptible to contamination from sewage and other sources," he said.-CLOSE TO DEFAULT-The water utility PRASA has also faced severe financial and regulatory problems.Last year, it entered into an agreement to plead guilty to an indictment charging 15 felony counts of violating the federal Clean Water Act through the illegal discharge of pollutants from nine sanitary wastewater treatment plants and five drinking water treatment plants, U.S. authorities said in December.PRASA last March said it had suspended ongoing projects and is considering other alternatives to pay off its contractors.A few days after the storm, ratings agency Fitch said storm-related expenditures could compromise PRASA's already-strained liquidity, driving it closer to default-"With the systems that you have in Puerto Rico, you can make a lot of people sick very quickly," the NRDC's Olson said.But with no water in the taps and bottled water hard to come by, many Puerto Ricans don't have the luxury of worrying about germs or illness.In a neighborhood near San Juan, rainwater that Angel Negroni and his wife collect in buckets for use in their garden has become the couple's main source of water for drinking and cooking.Negroni, 72, said he figures they will not have water service or electricity restored for weeks. Nearby, children get haircuts while stressed-out parents receive massages.But frustration is growing inside the gym, where families camp out on mattresses alongside piles of new, donated belongings. Days without easy access to a shower and the loss of simple liberties like deciding when to turn out a light to go to asleep have become aggravating.They want to know: How long will they be stuck here? "This is like a horror story," said Ana Maria Castaneda, 49, who is living at the shelter with five relatives.More than 12,000 people whose homes were destroyed or damaged by the magnitude 7.1 quake have spent at least one night in a shelter since the quake, the Mexican government says.Officials pledged Tuesday to give families chased from their homes a monthly payment of 3,000 pesos — the equivalent of about $170 — to find a new place to live for a total of three months. But an average one-bedroom apartment outside Mexico City's centre can easily run twice as much."We will directly support families with resources and materials to repair damages or build a new home," President Enrique Pena Nieto said in a televised address Tuesday night.Government employees fanned out Tuesday urging the 25 families living at the Francisco Kino school to visit a nearby park where officials have set up areas for victims to sign up for benefits, but the suggestion was met with skepticism and resistance. Ramirez, a 33-year-old musician and computer programmer, is a diabetic and lives in an apartment that has been deemed too dangerous to inhabit. In order to get her son out, she had to swing him toward the building's plumber, who happened to be outside. He caught hold of the boy by his foot.Jonatan used to follow his mother around everywhere. Now she says he stick by his father, who wasn't home during the quake."He's not the same," Cortes said. "Maybe he thinks I threw him and don't love him."Many of the shelter residents harbour a deep mistrust of their government to set things right. While government workers occasionally come in, for the most part officials have been absent, they say. Some are vowing to stay until they're given a new place to call home."The government has the last word and no one knows anything about the government here," said Angelina Usuna, 81.Night can bring the hardest hours. A lucky few have donated mattresses, but most are sleeping on uncomfortable foam mats. They get a few hours of sleep at best. Wary of sharing a collective space, no one feels entitled to tell someone else to be quiet or turn out a light.In fact, it's impossible to make the gym completely dark. About 10,000 people live on the island, and villagers close to the volcano have been moved to schools and community halls on the island's less vulnerable eastern and western regions.Vanuatu National Disaster Management Office Director Shadrack Welegtabit said Wednesday a ship had arrived earlier in in the day carrying food, water and other essential supplies. BAGHDAD/ERBIL, Iraq (Reuters) - Baghdad piled pressure on Iraq's Kurds on Wednesday, demanding they cancel their overwhelming vote for independence while parliament urged the Iraqi central government to send troops to take control of vital oil fields held by Kurdish forces.Stepping up efforts to isolate autonomous Kurdish-held northern Iraq, which backed secession in a referendum on Monday that angered neighboring countries, Baghdad demanded that foreign governments close their diplomatic missions in the Kurdish capital, Erbil.Final results released on Wednesday showed nearly 93 percent in favor of independence, and 7.3 percent against. More than 3.3 million people, or 72 percent of eligible voters, took part in Monday's ballot, according to the electoral commission.The referendum has fueled fears of a new regional conflict. YANGON, Myanmar — At least 163 people have been killed and 91 others have gone missing over the past year in attacks carried out by Rohingya Muslim militants in Myanmar's restive Rakhine state, Myanmar government officials said.The comments Tuesday came after the bodies of at least 45 Hindus were discovered in three mass graves earlier in the week. The government blames Muslim insurgents for the killings.The government's Information Committee released a statement on its Facebook page saying that from October 2016 to August 2017, at least 79 people were killed in the attacks and 37 have gone missing, including local officials, public servants and security forces. Another 84 were killed and 54 have gone missing since Aug. 25, when the Arakan Rohingya Salvation Army, or ARSA, launched attacks on at least 30 police outposts.The government had previously said that nearly 400 alleged insurgents had been killed since Aug. 25.On Monday, Myanmar officials said they had discovered at least 45 slain Hindus in three mass graves in conflict-torn northern Rakhine state. Twenty-eight were uncovered from two mass graves on Sunday and 17 were discovered in a different mass grave in the same area on Monday.Local authorities said the 45 bodies were among about 100 Hindus missing since ARSA carried out the simultaneous attacks on the police outposts."We are still searching for more mass graves in that same area," said Maj. Zayar Nyein of Border Guard Police Headquarters in Maungdaw. "I don't know exactly why these terrorists killed that many people. The Hindu village was very much up north and communication was not that good, and that's why security forces were not able to reach out to the area sooner."There was no immediate way to independently verify the government's assertions.A government crackdown that followed the attacks left more than 200 Rohingya Muslim villages burned and sent at least 420,000 Rohingya fleeing into Bangladesh.Hindu families who crossed from Myanmar to Bangladesh to flee the violence said their family members and relatives were among those who were killed and buried in the shallow mass graves that were discovered this week. "Masked men threatened us and asked us to give them cash and gold. Later they killed 10 of my family members. They brought us to Bangladesh and confined us in a camp.
