The S&P 500 SPX, -1.61% fell 32.19 points, or 1.6%, to 1,958.02 and ended the week 0.2% lower. Virtual money is officially a commodity, just like crude oil or wheat.So says the Commodity Futures Trading Commission (CFTC), which on Thursday announced it had filed and settled charges against a Bitcoin exchange for facilitating the trading of option contracts on its platform. "In this order, the CFTC for the first time finds that Bitcoin and other virtual currencies are properly defined as commodities," according to the press release.While market participants have long discussed whether Bitcoin could be defined as a commodity, and the CFTC has long pondered whether the cryptocurrency falls under its jurisdiction, the implications of this move are potentially numerous. By this action, the CFTC asserts its authority to provide oversight of the trading of cryptocurrency futures and options, which will now be subject to the agency's regulations. In the event of wrongdoing, such as futures manipulation, the CFTC will be able to bring charges against bad actors.If a company wants to operate a trading platform for Bitcoin derivatives or futures, it will need to register as a swap execution facility or designated contract market, just like the CME Group. And Coinflip—the target of the CFTC action—is hardly the only company that provides a platform to trade Bitcoin derivatives or futures.“While there is a lot of excitement surrounding Bitcoin and other virtual currencies, innovation does not excuse those acting in this space from following the same rules applicable to all participants in the commodity derivatives markets," said Aitan Goelman, the CFTC's director of enforcement, in a statement.A request for comment sent to Coinflip's chief executive via LinkedIn was not immediately returned. Coinflip consented to the order without admitting or denying any of its findings or conclusions.Since Coinflip is not alone in providing a platform to trade Bitcoin derivatives or futures, Goelman's words imply that other unregulated exchanges could soon attract the attention of the CFTC.As such, the CFTC is bringing dealings in Bitcoin, long prized for its anonymity, into the light. Volatility soared in August across currency, bond and stock markets amid concern slowing growth in China would weigh on the global economy, elevating the stakes for U.S. monetary policy. Alibaba Group Holding Ltd. looked like a sure thing a year ago when it pulled off the largest initial public offering ever. It had a lock on China e-commerce as the economy was surging and consumer spending was steadily rising. Shares soared 76 percent from the IPO price in just two months.Then it all crumbled. Alibaba came under fire from a China government agency, it cut deals that baffled investors and it replaced its chief executive as growth slowed. Most important, China’s economy turned wobbly, jeopardizing the rise in consumer spending Alibaba needed. Its stock slid down, down, down to the IPO price and then below. The sure thing was no such thing.What now? Investors who watched $128 billion in market value disappear shouldn’t expect a reprieve any time soon. Atlantic Equities LLP’s James Cordwell, the top-ranked analyst covering the stock, predicts the slowing Chinese economy will undercut e-commerce transaction growth until at least 2016. The many deals Alibaba has negotiated will take time to pay off too.“All the operating metrics seem to be pointing in the wrong direction,” said London-based Cordwell, who topped Bloomberg Absolute Return rankings for his calls on Alibaba and also recommendations across the portfolio he covers. “Until investors feel some comfort in that slowdown bottoming out, it will be hard for the stock.”-Deal Spree-Jack Ma, Alibaba’s chairman and co-founder, isn’t known for coddling investors. In a letter with the IPO filing, he said explicitly shareholders would be the third priority after customers and employees. He and his partners didn’t want short-term market volatility to distract from building a successful business for the long term. Indeed, many of Alibaba’s troubles derive from a domestic economy over which it has no control. While conceding some missteps in its first year, Alibaba isn’t one for introspection.“We don’t think about events backward looking, we try to look forward,” Vice Chairman Joseph Tsai said in an interview. “We have made our mistakes and we learned from them.”The Hangzhou-based company is trying to push beyond China and e-commerce, announcing $15 billion of deals. To make this a reality, Alibaba has invested in a department store chain, an electronics retailer and the ride-hailing service Didi Kuaidi.-Government Dispute-The deals may ultimately make sense, but they aren’t adding to earnings yet and the company hasn’t said when they will.“If the e-commerce business was growing really well, then investors wouldn’t worry at all about all these investments that Alibaba’s making,” said Cordwell.Along with disputes with China over counterfeits, the company has had to deal with media criticism. Barron’s magazine this month predicted the stock could tank another 50 percent. Alibaba said the report was based on incorrect calculations, contained factual inaccuracies and selectively used information.John Choi, an analyst at Daiwa Capital Markets, says that despite the bad press and unfavorable economy, the fundamentals of Alibaba remain positive with e-commerce still growing.“It’s really about the sentiment right now, the sentiment on China is so negative right now,” said Choi, who has a buy rating on the stock. “E-commerce is one of the very few verticals that is still delivering decent growth in the overall Internet sector.”Bullish Analysts-Other analysts haven’t given up on Alibaba either. Of the 52 tracked by Bloomberg, 44 rate the stock a buy with just two recommending investors sell.Shareholders haven’t been so bullish. Billionaires Daniel Loeb and George Soros have sold all or most of their holdings in Alibaba, as have funds run by proteges of Julian Robertson, the so-called Tiger cubs. In addition, bearish bets on the stock have risen, with short interest rising to a record.Atlantic’s Cordwell, who has a neutral rating, sees light at the end of the tunnel, with the company ultimately emerging stronger.“There’s going to be another two to three tough quarters for the company,” he said. The current challenge “is making Alibaba a better company for the next 10 years.”

The Equestrian Order of the Holy Sepulchre of Jerusalem is a lay institution placed under the protection of the Holy See. THE PRESIDENT:  Well, it is a wonderful honor and pleasure to welcome His Majesty King Felipe to the Oval Office.  We’ve had occasion to meet before but this is the first time that he has visited while I’ve been in office in an official capacity.  So welcome, Your Majesty.His Majesty is here in part to celebrate in St. Augustine, Florida, the oldest Spanish settlement here in the hemisphere, 450 years, which in Europe is a very brief time, but here in the United States that’s a very long time.So that visit is a reminder of the long history and bonds between our two peoples.  At the same time, we want to wish on behalf of the American people, a happy birthday to Her Majesty, the Queen.  She is currently being hosted by Michelle.  And given the Queen’s outstanding work on issues like hunger and malnutrition, she and Michelle I’m sure have a lot to talk about.His Majesty and I have had an excellent conversation in which we reaffirmed what both the Spanish people and the American people understand, which is we have an outstanding, long-lasting friendship and alliance that is important not only to our two countries but also to the NATO alliance and also to the world.I emphasized to His Majesty our great appreciation for the security agreements and bilateral ties, the fact that Spain is a host for so many Americans who every single day are working to keep us safe and working together, side by side with Spanish armed servicemembers, to provide the collective security that’s so important to us all. And we agree that this is going to require cooperation with all the European countries and the United States and the international community in order to ensure that people are safe; that they are treated with shared humanity; and that we ultimately have to deal with the source of the problem, which is the ongoing crisis in Syria.  And we discussed how we can continue to strengthen that cooperation.  And I discussed the fact that the United States feels it is important for us to also take our share of Syrian refugees as part of this overall humanitarian effort.  We discussed economic cooperation.  I congratulated Spain on the progress that it’s made in recovering from a brutal recession, but recognized that more work needs to be done on both sides of the Atlantic to improve opportunity and prosperity for our people.  And whether it’s working together on trade agreements or entrepreneurship that encourage greater formation of small and medium-sized businesses that can create jobs and opportunity, we are coordinating closely with the Spanish government to ensure that we continue to deepen the economic cooperation that already exists.And let me just say in conclusion that in the past, the Spanish people have hosted my family.  I hope that I can travel to Spain before the end of my presidency.  There’s no country that I’d enjoy more for a visit.  And I think that sentiment is shared by the American people.  We feel a great affinity and a great friendship with the Spanish people. JERUSALEM (Reuters) - Israel deployed hundreds of extra police around the Old City of Jerusalem on Friday after Palestinian leaders called for a 'day of rage' to protest at new Israeli security measures.Around 800 extra police were posted in the heart of the city and adjacent Arab neighborhoods, where tensions have been high for the past week, following violent clashes at al-Aqsa Mosque and stone-throwing attacks by Palestinians against Israeli cars.The focus of tension is the compound housing al-Aqsa and the Dome of the Rock, one of the holiest places in Islam. Jews refer to the area as Temple Mount, where an ancient Jewish temple once stood. It is the most sacred place in Judaism."The Israeli police have heightened security in and around Jerusalem and the Old City in order to prevent and respond to any incidents that could take place," said spokesman Micky Rosenfeld, adding that undercover units had been deployed.In an effort to limit the threat of violence, Israel also banned access to al-Aqsa for all men under 40 on Friday, the Muslim holy day. But rather than putting a cap on unrest, the restrictions risked further fuelling anger and frustration.Palestinian protests were planned in several cities in the Israeli-occupied West Bank, including Ramallah, Hebron and Nablus, where a young man was shot by Israeli security forces after throwing a fire bomb, the Israeli army and medics said.There was a heavy police presence at Qalandia, the main checkpoint between Jerusalem and Ramallah, which has become a focal point of demonstrations, with frequent clashes between Palestinian protesters and Israel security forces.In East Jerusalem, the predominantly Palestinian side of the city, a municipal bus was attacked with stones, forcing the driver to flee, the police spokesman said. When police arrived at the scene, the bus had been set ablaze.As well as tensions over al-Aqsa, Palestinians are angry at plans by Israel to allow police and soldiers to open fire on anyone seen throwing stones at Israeli vehicles.There have been a series of such attacks in recent weeks, including one that lead to the death of an Israeli driver in Jerusalem. Jerusalem (AFP) - Israeli police beefed up their numbers in Jerusalem Friday, barring young men from prayers at the Al-Aqsa mosque site on what Islamist Palestinian movement Hamas dubbed a "day of rage".They set up heavily-manned checkpoints on streets leading up to the site in Jerusalem's walled Old City, turning back youngsters, while a police surveillance blimp flew overhead."It's a frontline," Mazen Shawish, 52, told AFP. "You have to go though 20 military checkpoints to get to the mosque."Inside the compound, worshippers prayed without incident, in numbers visibly less than on an average Friday when around 25,000 to 35,000 people take part.Mosque officials estimated attendance at around 8,000. General Assembly overwhelmingly approved a resolution Thursday allowing the Palestinians and the Holy See to raise their flags at U.N. headquarters — a symbolic step pursued by the Palestinians in their quest for an independent state.Israel strongly objected to the proposal and joined seven other countries, including the United States, in voting "no"; 119 nations voted "yes" and 45 abstained.The resolution allows non-member observer states to raise their flags alongside those of the 193 U.N. member states. The Palestinians and the Vatican are the only two observers, but the Holy See has backed away from the effort, saying it will not raise its flag before Pope Francis visits the U.N. later this month.With Israeli-Palestinian peace negotiations stalled and little prospect of a two-state solution emerging, the Palestinians have successfully pursued symbolic recognition as a state at the United Nations — winning General Assembly approval in late 2012 to raise their status from an observer to a non-member observer state, by a vote of 138 in favor and nine against. Both sides see the site as a symbol of religion and nationalism.Under longstanding regulations, Jews are allowed to visit but cannot pray there to avoid provoking tensions. Mecca (Saudi Arabia) (AFP) - Pilgrims from around the world have begun massing in Saudi Arabia for the hajj, one of the biggest gatherings on the planet, undeterred by a crane collapse that killed 108 people at Islam's holiest site.More than 1.2 million faithful have already arrived for the annual hajj, which begins on Tuesday against a backdrop of increased jihadi violence, a surge of the deadly MERS virus and with the kingdom at war in Yemen.From all races and ages, they flocked into the Grand Mosque, where they prayed -- some silently in tears and others loudly in groups carrying their countries' flags.The hajj is among the five pillars of Islam and every capable Muslim must perform the pilgrimage at least once.Previously marred by stampedes and fires that killed hundreds, it had been largely incident-free for the past decade after safety improvements.But on September 11, during severe winds, a construction crane toppled into a courtyard of the Grand Mosque.Saudis, Iranians, Nigerians, Malaysians, Indonesians and Indians were among the dead.About 400 more people were injured, but it has not stopped pilgrims carrying out their rituals."Do you see the number of people here? Do you think they are fearful? It is quite the opposite. BEIRUT (Reuters) - The Syrian military has recently started using new types of air and ground weapons supplied by Russia, a Syrian military source told Reuters on Thursday, underlining growing Russian support to Damascus that is alarming the United States.The source described the weapons as highly accurate and effective. The army had started using them in recent weeks having been trained in their use in Syria in recent months, the source said."New weapons are being delivered, and new types of weapons. The Syrian army is being trained in the use of these weapons. In fact, the army has started using some of these (weapon) types," the source said in response to a question about Russian support."The weapons are highly effective and very accurate, and hit targets precisely," the source told Reuters. "We can say they are all types of weapons - be it air or ground."The source declined to give further details about the weapons.Alongside Russia's military supplies to the Syrian army, an ally since Soviet times, Moscow is expanding its own forces on the ground in Syria, where more than four years of war have killed an estimated 250,000 people.Facing a manpower problem in the army, the Syrian government has lost ground this year in the northwest, the southwest and the center of the country to an array of groups including Islamic State and other insurgents battling to topple President Bashar al-Assad.U.S. officials said on Wednesday the United States had identified a small number of Russian helicopters at a Syrian airfield, the latest addition to what Washington believes is a significant Russian military buildup in the country.One of the officials said four helicopters had been identified, including helicopter gunships, although it was not clear when the Russian helicopters had arrived there.Russia has been sending about two military cargo flights a day to an air base at Latakia on the government-controlled Syrian coast, U.S. officials say.Reuters has previously reported on U.S. assessments that Russia has sent about 200 naval infantry forces, battle tanks, artillery and other equipment to an airfield near Latakia.Thus far in the conflict, Iran and its Lebanese ally Hezbollah have been the main source of military support for Damascus.
