The supply of Russia’s S-300 air defense missile systems to Iran is a commercial and long-decided issue that should not bother Washington as these complexes are purely defensive, Deputy Director of the Institute for the US and Canadian Studies, Maj.-Gen. Pavel Zolotaryov told TASS on Thursday.The expert commented on a statement by US Department of State spokesperson John Kirby who said the United States was against the sale of S-300 missile systems to Iran.The $900 million contract on the delivery of S-300 missile systems to Iran was signed in 2007. In June 2010, the UN Security Council imposed restrictions on the sale of conventional armaments to the Islamic Republic of Iran and Russia suspended the deal. In April this year, Russia lifted its moratorium after the successful conclusion of talks between Iran and the world six powers on Iran’s controversial nuclear program.The contract on the delivery of S-300 missile complexes to Iran may be re-concluded next week and Tehran may get four S-300s until the end of the year."Washington was convincing Moscow that the missile defense shield being deployed in Eastern Europe was not aimed against Russia and was intended to contain the Iran threat. We’re responding with the same argument: Russia’s intention to supply S-300 air defense missile systems to Iran is not aimed against any Middle East state, including Israel as the US ally," the expert said."On the contrary, such weapons held by Iran will strengthen security because this is a factor of containment for those who intended in their time to solve the problem of the Iran nuclear program and chemical weapons in Syria by a military method," Zolotaryov said."If Muammar Gaddafi had had air defense systems, this would have prevented US and NATO air strikes against Libya in 2011, as a result of which the country has been in chaos since then and dozens of thousands of refugees are storming the EU borders," the expert said." Despite a ban on arms shipments to Iran under international sanctions, Russia appears willing to proceed with the sale of advanced S-300 surface-to-air missiles to the country -- in a development triggering objections from the Obama administration. “We have long expressed our concerns over reports of the possible sale of this missile system to the Iranians,” Pentagon spokesman Capt. Jeff Davis told Fox News.Russia, along with the U.S. and others, was a party to the recently struck Iran nuclear agreement, which keeps the arms embargo in place for five more years. A State Department official told Fox News this specific S-300 missile system is not technically prohibited under United Nations sanctions or the nuclear deal. But the department does not want the sale to proceed. “We certainly object to it,” department spokesman John Kirby told reporters.Reuters first reported that Iran plans to sign the contract for four of the S-300 Russian missiles as soon as next week."The text of the contract is ready and our friends will go to Russia next week to sign the contract," Iran Defense Minister Hossein Dehghan reportedly said. The war games, closely watched by the Russian military, are an attempt to raise tensions in the wake of alleged “Russian aggression,” Moscow believes.About 5,000 soldiers from 11 NATO member states are participating in the "simultaneous multinational airborne operations" which had started last week and would last for almost a month, the US army said in a statement.“Swift Response 15 is the largest Allied airborne training event on the continent since the end of the Cold War,” the statement says.The US military claims the drills are aimed at helping allied “high-readiness forces” to act as one and to “demonstrate the alliance's capacity to rapidly deploy and operate in support of maintaining a strong and secure Europe.”The exercises will end on September, 13 with the high point on August, 26 when NATO airplanes will drop more than 1,000 paratroopers at Hohenfels training area in Germany. However, after a short break NATO is set to stage another major exercise, Trident Juncture 2015, which is to take place in Spain, Italy and Portugal late September.The drills are being conducted along with escalation of the conflict in the eastern Ukraine, for which NATO and western politicians repeatedly blamed Moscow. The largest exercise of NATO’s airborne troops since the end of the Cold War has produced a resounding effect in Russia, with military analysts and politicians differing in their assessments of the event.While some believe it makes manifest NATO’s desire to go to war against Russia or size it up as an element of supporting Kiev’s plans in the period of heightening tensions in Donbas, others warn against overestimating the significance of the war games that involve 4,800 military from eleven countries."This exercise is just one item in a chain of military events under the US and NATO auspices this year, as war games in Ukraine are yet to be held," the internet publication Vzglyad quoted Gen Leonid Ivashov, a former Chief of the Russian Armed Forces’ General Staff."The whole range of events and exercises aimed at a buildup of military capability testifies to the ongoing preparations for something more serious on the part of NATO and especially the US, which is seeking to provoke Russia," Gen Ivashov said. "What we see now is the showcasing of strength and a battle of nerves."NATO war games look like a covering operation to divert attention from the use of force by the Kiev government in the southeast of Ukraine, said senator Konstantin Kosachov, who chairs the foreign policy committee in the upper house of Russian parliament. "There can’t be a more erroneous moment (for holding the exercise - TASS) out of a multitude of erroneous options," he wrote on Facebook.""We’re evidencing a new surge of tensions in Donbas," Kosachov said. "The sensation that Kiev has braced itself up for a yet another attempt to settle its problems in the east through the application of military power is getting increasingly strong.""I don’t see any immediate military threat to Russia in these war games because it’s a scheduled event by and large although it’s definitely linked to the conflict in Ukraine," TASS was told by the military analyst Viktor Murakhovsky, the editor-in-chief of the Arsenal Otechestva (The Arsenal of the Fatherland) magazine."A decision to enhance combat readiness of rapid deployment forces was taken after Crimea’s reunification (with Russia - TASS) and the outbreak of the conflict in Ukraine," he said."NATO built up its grouping in the Baltic area and now it’s boosting the institute of exercises, the frequency of which has gone up 50% to 100%," Murakhovsky said."This is a token of a dragged-out hysterical reaction to the events in Ukraine that’s going on for about a year and a half by now," TASS heard from Alexander Khramchikhin, a deputy director of the Institute for Political and Military Analysis."That’s an element of psychological support for the countries of Eastern Europe that feel apprehensive of NATO’s potential inability to defend them against Russia," he indicated.Sergei Mikhailov, a senior research fellow at the Russian Institute for Strategic Research said in a TASS poll of experts that NATO has several reasons for holding these maneuvers."First of all, by nodding at Russia it has found a business for itself to engage in and a justification for its existence as it’s citing the so-called Russian threat," he said.Besides, the countries located on NATO’s eastern flank - Poland and the Baltics - are pushing larger member-states towards making emphasis on the development of the pact’s military infrastructures precisely on their territories, as this would bring more revenues to local budgets,Mikhailov warned against overestimation of the current maneuvers."Well, suppose they hold the war games now and we’ll reciprocate later on," he said. Russian and Chinese warships gathered for the start of joint naval exercises, seeking to extend their military sway in a region torn by territorial disputes between Asian countries.Seven Chinese vessels including the Shenyang destroyer arrived at Vladivostok in Russia’s Far East, the state-run Tass news service reported Thursday, citing Vice Admiral Alexander Fedotenkov, deputy commander of the Russian Navy.The “scope of the exercise is unprecedented,” with 22 Russian and Chinese combat ships, 20 aircraft, 40 armored vehicles and 500 troops taking part, Fedotenkov said.
