The Filipino cardinal, one of the key figures of the Asian Church, said that just because some paragraphs did not obtain the required two-thirds majority vote, does not mean Pope Francis failed.After Saturday’s vote on the Synod’s final document, some journalists, particularly in the English-speaking world, talked about a divided Church and a “defeated” Pope. Were they right? “No, it is not true, in my opinion there was no defeat. I don’t believe that the outcome of the vote on the relatio synodi can be defined as such. The most important elements in a Synod, are listening and a freedom to express different opinions on any given situation. The Synod is not a battle, nor is it the result of a strategy. Some may have viewed it as such but this is not how the Synod sees itself.”Do questions that got the necessary two-thirds majority such as the one regarding the possibility of readmitting remarried divorcees to the sacraments, remain open in your opinion? “Yes, of course they remain open. The number of votes that paragraph obtained – an absolute majority – was made public and as the Pope said, it will be integrated in the document that will be sent to Bishops’ Conferences.”

10/20/2014 -VATICAN INSIDER-Parolin: Unilateral military solutions should be avoided in the Middle East-The Pope with the Secretary of State-During the Consistory presided by Pope Francis, the Vatican Secretary of State discussed the dramatic situation in the Middle East, urging patriarchs to avoid seeking the protection of military leaders and encouraging respectful dialogue with Islam. Francis pointed out that Christians are being persecuted amid the indifference of many-Iacopo Scaramuzzi

These were the opening points the Vatican Secretary of State, Cardinal Parolin, made in his introduction to this morning’s Consistory presided by Pope Francis. The Pope convened the Consistory for the canonizations of the Blesseds Giuseppe Vaz and Cristina of the Immaculate Conception. The Consistory included a discussion on the situation in the Middle East, attended by 86 cardinals and patriarchs of Middle Eastern Churches. This was an opportunity for Parolin to inform clerics about “some points and work strategies” and emerged during the meeting with Superiors of Dicasteries of the Roman Curia and Apostolic Nuncios to the Middle East, which took place in the Vatican between 2 and 4 October. He urged patriarchs not to “rely on political or military authorities for protection or to ‘guarantee’ their survival.”“Being a small flock, the vocation of Catholics is to act as yeast in a mixture,” Parolin said. “United among themselves and with the faithful of other Churches and Christian denominations and working with people of other faiths, particularly Muslims, they are called to be creators of peace and reconciliation. They must not to rely on political or military authorities for protection or to ‘guarantee’ their survival.” They must contribute in a unique way to their respective societies, which are being transformed by modernization, democracy, rule of law and pluralism.” “Hence, it is important for Shepherds to stand by their flock.” “Support and gratitude was extended to Patriarchs, Bishops, Priests and Men and Women Religious who watch over their communities, for everything they do to help Christians in the Middle East and other religious and ethnic groups that are subjected to violence.”In another part of his speech, Cardinal Parolin turned to the question of the use of force to halt aggression and to protect Christians and other groups who are victims of persecution. “In this regard, it was stressed repeatedly that it is licit to stop the unjust aggressor – always, however, in a manner consistent with international law as the Holy Father has also affirmed.” In any case, we have seen clearly that the resolution of the problem cannot be entrusted only to a military response. This needs to be dealt with in greater depth, starting with the sources that sustain fundamentalist ideologies.” In what appeared to be a reference to US intervention in Iraq, Parolin then said that the international community must “get to the root of the problem, recognize the mistakes of the past and try to foster a future of peace and development for the Region, giving central importance to the wellbeing of the person and the common good.”Speaking about the threat posed by the “self-styled Islamic State”, Cardinal Parolin said “attention must be paid to the sources that sustain [the organization’s] terrorist activities through more-or-less clear political support, as well as through illegal commerce in oil and the supply of weapons and technology.” He said it is “an entity that infringes on the law and uses terrorist methods to try to spread its power.” The Secretary of State returned to this subject more than once: Muslim leaders have a special responsibility, not just to reject the right the entity claims it has to call itself ‘Islamic State’ and to form a Caliphate, but also to condemn the killing of others for religious purposes, as well as any other kind of discrimination,” Parolin said. BRUSSELS - The volume of EU lawmaking fell by nearly 40 percent in the last legislative term, according to an internal European Parliament paper.The European Commission adopted 658 proposals between 2009 and 2014, down from over 1000 in the previous three terms.Thanks to the Lisbon Treaty, which expanded the areas where parliamentarians share law-making powers with ministers, MEPs saw their workload increase, with the European Parliament adopting 488 pieces of legislation, up from 454 files during the 2004-09 assembly.The Environment committee passed 70 laws, the most of the Parliament's 19 standing committees, following by Economic affairs with 54.Meanwhile, the institutions were party to a flurry of lawmaking in the final year of the Parliament, with MEPs signing off on 192 bills as the calendar wound down to May's European elections.MEPs returned to work in September, while the current Commission team of Jose Manuel Barroso will come to the end of its mandate next week.Under the EU treaties, MEPs and ministers have three readings at which they can reach agreement on a file. However, as lawmakers have come under increasing pressure to adopt laws faster, especially since the financial crisis, there has been a concerted move towards agreeing at first reading, after a single vote by MEPs.Eighty-five percent of laws were agreed at first reading, while only nine laws got as far as the conciliation phase, the third reading stage.
Meanwhile, MEPs racked up 1,557 triologue meetings over the five year term.Although the triologue process, which sees teams of officials and politicians from the EU's three institutions meet to thrash out a deal on a bill, is not recognised in the EU treaties, it has become the main fora at which EU laws are drawn up.Triologues "have become a defining feature of the ordinary legislative procedure", the parliament paper comments.The parliament's Economic affairs committee became the engine for a raft of new regulation for the financial sector, racking up a total of 331 triologue meetings, nearly twice as many as any other committee. Deputies also have a equal say on the banking union legislation and the eurozone's new economic governance framework.The parliament's research estimates that the average EU law took 19 months from draft to final vote, with a typical bill agreed at first reading taking 17 months from start to finish.More than 360 triologues were needed during the protracted negotiations on the EU's seven year budget framework which began at the start of 2014.Observers of the EU law-making process cite the triologue meetings as the most important part of the lawmaking process.The negotiating teams are tasked with going through the positions of the different institutions line-by-line before attempting to broker a compromise between MEPs and ministers.Defenders of the process say that it speeds up the law-making process. Others complain that the meetings, which are held in secret and the records of which are not made public, are not transparent and leave most of the actual lawmaking in the hands of a select group of legislators.Daniel Gueguen, a veteran lobbyist in Brussels, told this website that the procedure also means that politicians only focus on the main political priorities in a bill."Since the Lisbon Treaty we have seen more and more basic acts..where all the difficult issues are pushed into secondary legislation," he says. This is according to 57-year-old Archbishop of Manila, Cardinal Luis Antonio Tagle - one of the delegate presidents of the assembly on the family which concluded last Saturday – said this in an interview with Vatican Insider and Italian newspaper La Stampa. The Filipino cardinal, one of the key figures of the Asian Church, said that just because some paragraphs did not obtain the required two-thirds majority vote, does not mean Pope Francis failed.After Saturday’s vote on the Synod’s final document, some journalists, particularly in the English-speaking world, talked about a divided Church and a “defeated” Pope. Were they right? “No, it is not true, in my opinion there was no defeat. I don’t believe that the outcome of the vote on the relatio synodi can be defined as such. The most important elements in a Synod, are listening and a freedom to express different opinions on any given situation. The Synod is not a battle, nor is it the result of a strategy. Some may have viewed it as such but this is not how the Synod sees itself.”Do questions that got the necessary two-thirds majority such as the one regarding the possibility of readmitting remarried divorcees to the sacraments, remain open in your opinion? “Yes, of course they remain open. This Extraordinary Synod represents just one leg of the journey. The question regarding pastoral care for divorced people who remarry and looking into the possibility of admitting them to the sacraments in some cases, situations and under certain conditions, was clearly outlined in the final text. The number of votes that paragraph obtained – an absolute majority – was made public and as the Pope said, it will be integrated in the document that will be sent to Bishops’ Conferences.”
What was the point of these two weeks of discussions? “It was a chance for existing problems to be brought to everyone’s attention. I was a delegate president of the assembly but by the second day I turned into a pupil! We heard about the pastoral challenges that affect other countries and continents such as Africa and I must humbly admit that I don’t understand everything, I need to listen and learn…”In his concluding speech on Saturday, which was warmly applauded in the Synod Hall, the Pope spoke about a number of temptations, from that of “hostile inflexibility” felt by those who lock themselves to the letter of the law, to the temptation of a “destructive do-goodery”. Which attitudes prevailed? “I think a common awareness and attention to the wounds of families prevailed during the discussions. Every single Synod Father tried to offer a solution. But we must consider the mystery of faith, the World of the Lord, the richness of tradition… It is a complex reality, like a multifaceted diamond: some see one facet, others notice another. But there is a deep truth that unites us; all of us try to follow our supreme pastor, Jesus Christ.”Did someone in your opinion try to set the Pope Emeritus, Benedict XVI, against Francis? “I heard no such thing. 10/20/2014 -VATICAN INSIDER-Parolin: Unilateral military solutions should be avoided in the Middle East-The Pope with the Secretary of State-During the Consistory presided by Pope Francis, the Vatican Secretary of State discussed the dramatic situation in the Middle East, urging patriarchs to avoid seeking the protection of military leaders and encouraging respectful dialogue with Islam. Francis pointed out that Christians are being persecuted amid the indifference of many-Iacopo Scaramuzzi

Engage in dialogue with Islam, calling on Muslim religious leaders to distance themselves from the self-proclaimed Caliphate and helping to encourage Islam to make a distinction between religion and State. These were the opening points the Vatican Secretary of State, Cardinal Parolin, made in his introduction to this morning’s Consistory presided by Pope Francis. The Pope convened the Consistory for the canonizations of the Blesseds Giuseppe Vaz and Cristina of the Immaculate Conception. The Consistory included a discussion on the situation in the Middle East, attended by 86 cardinals and patriarchs of Middle Eastern Churches. This was an opportunity for Parolin to inform clerics about “some points and work strategies” and emerged during the meeting with Superiors of Dicasteries of the Roman Curia and Apostolic Nuncios to the Middle East, which took place in the Vatican between 2 and 4 October. He urged patriarchs not to “rely on political or military authorities for protection or to ‘guarantee’ their survival.”“Being a small flock, the vocation of Catholics is to act as yeast in a mixture,” Parolin said. “United among themselves and with the faithful of other Churches and Christian denominations and working with people of other faiths, particularly Muslims, they are called to be creators of peace and reconciliation. They must not to rely on political or military authorities for protection or to ‘guarantee’ their survival.” They must contribute in a unique way to their respective societies, which are being transformed by modernization, democracy, rule of law and pluralism.” “Hence, it is important for Shepherds to stand by their flock.” “Support and gratitude was extended to Patriarchs, Bishops, Priests and Men and Women Religious who watch over their communities, for everything they do to help Christians in the Middle East and other religious and ethnic groups that are subjected to violence.”In another part of his speech, Cardinal Parolin turned to the question of the use of force to halt aggression and to protect Christians and other groups who are victims of persecution. “In this regard, it was stressed repeatedly that it is licit to stop the unjust aggressor – always, however, in a manner consistent with international law as the Holy Father has also affirmed.” In any case, we have seen clearly that the resolution of the problem cannot be entrusted only to a military response. This needs to be dealt with in greater depth, starting with the sources that sustain fundamentalist ideologies.” In what appeared to be a reference to US intervention in Iraq, Parolin then said that the international community must “get to the root of the problem, recognize the mistakes of the past and try to foster a future of peace and development for the Region, giving central importance to the wellbeing of the person and the common good.”Speaking about the threat posed by the “self-styled Islamic State”, Cardinal Parolin said “attention must be paid to the sources that sustain [the organization’s] terrorist activities through more-or-less clear political support, as well as through illegal commerce in oil and the supply of weapons and technology.” He said it is “an entity that infringes on the law and uses terrorist methods to try to spread its power.” The Secretary of State returned to this subject more than once: Muslim leaders have a special responsibility, not just to reject the right the entity claims it has to call itself ‘Islamic State’ and to form a Caliphate, but also to condemn the killing of others for religious purposes, as well as any other kind of discrimination,” Parolin said. He stressed the importance of acting “to prevent possible new genocides”. But, “if we want Christians to remain in the region they must be guaranteed adequate living conditions, safety, work and prospects for the future.” In his dense speech, the Secretary of State’s also mentioned Lebanon, which he said must be “independent, sovereign, united and free.” He spoke of the need to “involve” Iran in the resolution of the Syrian and Iraqi crises and the fight against the Islamic State.The meeting was introduced by the Pope, who amongst other things said that “we cannot resign ourselves to thinking about the Middle East without Christians, who for two thousand years have confessed the name of Jesus [there]. Recent events, especially in Iraq and Syria, are very worrying. We are witnessing a phenomenon of terrorism of previously unimaginable dimensions. Many of our brothers and sisters are being persecuted and have [been constrained] leave their homes in a brutal way. It seems that the awareness of the value of human life has been lost, it seems that the person does not count and can be sacrificed for other interests. BRUSSELS - The volume of EU lawmaking fell by nearly 40 percent in the last legislative term, according to an internal European Parliament paper.The European Commission adopted 658 proposals between 2009 and 2014, down from over 1000 in the previous three terms.Thanks to the Lisbon Treaty, which expanded the areas where parliamentarians share law-making powers with ministers, MEPs saw their workload increase, with the European Parliament adopting 488 pieces of legislation, up from 454 files during the 2004-09 assembly.The Environment committee passed 70 laws, the most of the Parliament's 19 standing committees, following by Economic affairs with 54.Meanwhile, the institutions were party to a flurry of lawmaking in the final year of the Parliament, with MEPs signing off on 192 bills as the calendar wound down to May's European elections.MEPs returned to work in September, while the current Commission team of Jose Manuel Barroso will come to the end of its mandate next week.Under the EU treaties, MEPs and ministers have three readings at which they can reach agreement on a file. However, as lawmakers have come under increasing pressure to adopt laws faster, especially since the financial crisis, there has been a concerted move towards agreeing at first reading, after a single vote by MEPs.Eighty-five percent of laws were agreed at first reading, while only nine laws got as far as the conciliation phase, the third reading stage.
Meanwhile, MEPs racked up 1,557 triologue meetings over the five year term.Although the triologue process, which sees teams of officials and politicians from the EU's three institutions meet to thrash out a deal on a bill, is not recognised in the EU treaties, it has become the main fora at which EU laws are drawn up.Triologues "have become a defining feature of the ordinary legislative procedure", the parliament paper comments.The parliament's Economic affairs committee became the engine for a raft of new regulation for the financial sector, racking up a total of 331 triologue meetings, nearly twice as many as any other committee. Deputies also have a equal say on the banking union legislation and the eurozone's new economic governance framework.The parliament's research estimates that the average EU law took 19 months from draft to final vote, with a typical bill agreed at first reading taking 17 months from start to finish.More than 360 triologues were needed during the protracted negotiations on the EU's seven year budget framework which began at the start of 2014.Observers of the EU law-making process cite the triologue meetings as the most important part of the lawmaking process.The negotiating teams are tasked with going through the positions of the different institutions line-by-line before attempting to broker a compromise between MEPs and ministers.Defenders of the process say that it speeds up the law-making process. Others complain that the meetings, which are held in secret and the records of which are not made public, are not transparent and leave most of the actual lawmaking in the hands of a select group of legislators.Daniel Gueguen, a veteran lobbyist in Brussels, told this website that the procedure also means that politicians only focus on the main political priorities in a bill."Since the Lisbon Treaty we have seen more and more basic acts..where all the difficult issues are pushed into secondary legislation," he says.
