be joining the United Nations’ global migration pact, set to be signed
next month in Marrakech, Morocco, by most of the world’s governments.
The US is among several other countries that have also rejected the
pact.“I instructed the Foreign Ministry to announce that Israel won’t
participate [in the Marrakech gathering] and won’t sign the migration
pact,” Netanyahu said in a statement to the press.“We have a duty to
protect our borders against illegal infiltrators. That’s what we’ve
done, and that’s what we will continue to do,” the terse statement
concluded.The Global Compact for Safe, Orderly and Regular Migration,
which will not be legally binding, was finalized under UN auspices in
July. It is due to be formally approved at a December 11-12 meeting in

United States under former president Barack Obama, adopted a declaration
saying no country can manage international migration on its own, and
agreed to launch a process leading to the adoption of a global compact
in 2018.The declaration followed vast waves of migrants fleeing in
recent years from conflict and poverty in the Middle East and Africa to
Europe and the West.Antagonism in Israel toward migrants has hardened in
recent years with an estimated 35,000 African migrants in the country
facing hostility from lawmakers and residents in communities with high

conflict, ranking well behind that of citizens in many other Western

US-born Kremlin foe Bill Browder on Monday, days before a Russian police
officer could become president of Interpol in a move that some Moscow
critics fear might politicize the law enforcement agency.Browder and
other opponents of Russian President Vladimir Putin have complained that
Russia has tried to use Interpol against them. If a Russian is elected
as its new president, it could encourage Moscow to intensify attempts to
hunt down its critics abroad.The new charges leveled against Browder,
who is Jewish, accuse him of forming a criminal group to embezzle funds
in Russia. They also alleged that he could be behind the death of his
employee, Sergei Magnitsky, in a Russian prison.Magnitsky, a 37-year-old
lawyer who alleged he had uncovered $230 million in tax fraud by
Russian officials, died in 2009 while in pre-trial detention. A Russian
presidential commission concluded he had been beaten and denied medical
care, and two prison doctors were charged with negligence leading to his
death; one was acquitted and the other went free because the statute of
limitations had expired.Browder mounted an international campaign to
bring Magnitsky’s killers to justice, and in 2012, the US Congress
passed the Magnitsky Act that imposed travel and financial sanctions on

investment fund in Russia before he was barred entry to the country, was
convicted in absentia in Russia on charges of tax evasion and funneling

into the poisoning of three people described as associates of Browder,

him as a sham. He told The Associated Press that he has no relation to
the three men named by the prosecutors and described the accusations of

pursue the new charges against Browder after reviewing evidence

clearinghouse for national police services that are hunting down

proclaims its neutrality, the organization has faced criticism that
governments have abused the “red notice” system to go after political
enemies and dissidents.Two years ago, Interpol introduced measures aimed
at strengthening the legal framework around the red notice system. As
part of the changes, an international team of lawyers and experts first
check a notice’s compliance with Interpol rules and regulations before
it goes out. Interpol also says it enhanced the work of an appeals body

near the bypass tunnel next to the Palestinian town of Beit Jala,

fourth-quarter earnings of insurers, but are expected to remain within
anticipated levels, ratings agency Fitch said on Tuesday.Camp Fire is
the deadliest wildfire in California's history, incinerating some 12,000
homes along the way, while the Woolsey Fire in the foothills above
Malibu has threatened thousands of homes.Catastrophe risk modeler Risk
Management Solutions has estimated insured losses from the Camp and
Woolsey fires to range from $9 billion to $13 billion.Personal lines
insurance, which includes property and casualty insurance, is expected
to take the biggest hit, Fitch said, adding the losses could also extend
to automobile insurance.Commercial property and business interruption
claims could also be significant, the ratings agency said.Industry
analysts, however, broadly expect the wildfire-related catastrophe

help firefighters but will raise the risk of mudslides and hinder the
search for more victims of the deadliest wildfire in the state's history
as nearly 1,000 people remain missing.The chance of floods or mudslides
also could increase the misery of the evacuees, some of whom are living
in tents or sleeping in their cars.Remains of 79 victims have been
recovered since the Camp Fire erupted on Nov. 8 and largely obliterated
the Sierra foothills town of Paradise, a community of nearly 27,000
people about 175 miles (280 km) north of San Francisco.The missing
persons list kept by the Butte County Sheriff's Office still has 993
names on it.That number has fluctuated dramatically in the past week as
additional people were reported missing or as some initially listed as
unaccounted for either turn up alive or are identified among the
dead.Sheriff Kory Honea has said some people have been added to the list
more than once at times under different spellings of their names.As of
early Tuesday, the fire had torched more than 151,000 acres (61,100
hectares) of parched scrub and trees and incinerated about 12,000 homes,

BRUSSELS — An assailant stabbed a
policeman Tuesday close to the Grand Place in Brussels’ historic center,
before officers got to the scene and shot the suspect.The prosecutor’s
office is investigating whether the attack was linked to any terror
group.Belgian Interior Minister Jan Jambon said the pre-dawn incident
was a “cowardly act against our policemen.” He added that the suspect
did not appear to be on the nation’s anti-terror data base.The victim
was hospitalized with non-life threatening injuries while the attacker
was seriously injured after being shot in the chest.Ine Van Wymersch, a
spokeswoman for the Brussels prosecutor’s office, said “some witnesses
said he shouted “Allahu akbar (God is great) but the investigation will
need to bring more clarity.”“The terror context is not clear but we need
to cast the judicial context as wide as possible,” she said.Belgium has
been under heightened security since the March 2016 attacks at
Brussels’ airport and subway that left 32 people dead.

Police said Tuesday that officers were called to Moshav Mle’a in the
north of the country, after a balloon was found with a Palestinian flag
attached to it.Police sappers dealt with the balloon, and aside from the
flag, no other objects were found connected to it, police said in a
statement.During months of protests along the Israeli-Gazan borderm,
which began at the end of March, Palestinians have launched thousands of
balloons and kites carrying incendiaries into Israel, burning thousands
of acres of land and causing millions of shekels in damage.There have
been several incidents of balloons found in other areas of the country,
believed to be a result of Palestinian protesters in the West Bank
copying the method.Mle’a is a cooperative agricultural community located
in the Ta’anakh region of the country, a few kilometers north of the
West Bank.Police called on the public to show caution regarding any such
items, whether balloons or kites, which may be carrying incendiary of
explosives.The Gaza protests, dubbed the “Great March of Return,” mostly
involved the burning of tires and rock-throwing along the security
fence, but have also seen shooting attacks, bombings and attempted
border breaches as well as the sending of incendiary balloons and kites
into Israel.Last week saw a serious flare-up during which Palestinians
in Gaza fired over 460 rockets at southern Israel drawing retaliatory

on Tuesday to try to stop a Russian becoming the next president of
international police organization Interpol, saying they feared Moscow
would abuse the post to hunt down its detractors.Interpol's general
assembly is due to elect a new president on Wednesday after incumbent
Meng Hongwei of China went missing in September. Beijing later said it
had detained him in connection with a bribery probe.The battle to
succeed him turned political after Alexander Prokopchuk, a former major
general in Russia's Ministry of the Interior, emerged as one of the
favorites to get the job, a prospect that alarmed critics of President
Vladimir Putin.Russian dissident and former oil tycoon Mikhail
Khodorkovsky on Tuesday gave a news conference in London alongside
U.S.-born Kremlin critic Bill Browder at which both warned against
Prokopchuk's election, saying it would make it easier for the Kremlin to
manipulate Interpol. Moscow has rejected such claims."Appointing such a
person to the head of the international policing organization would not
only damage the reputation of all Interpol member states, but would
carry a grave threat to those who may be considered potential victims of
political persecution," said Khodorkovsky.Putin freed Khodorkovsky in
2013 after he had spent a decade in jail for fraud, a charge
Khodorkovsky said was fabricated to punish him for funding political
opposition to Putin. The president has said he regards the businessman

have urged their governments to quit Interpol if Prokopchuk is elected,

said on Tuesday that opposition to Prokopchuk's candidacy by U.S.
senators amounted to election meddling."This is probably a certain kind

FRANCISCO - A U.S. judge on Monday temporarily blocked an order by
President Donald Trump that barred asylum for immigrants who enter the
country illegally from Mexico, the latest courtroom defeat for Trump on
immigration policy.U.S. District Judge Jon Tigar in San Francisco issued
a temporary restraining order against the asylum rules. Tigar's order
takes effect immediately, applies nationwide, and lasts until at least
Dec. 19 when the judge scheduled a hearing to consider a more
long-lasting injunction.Representatives for the U.S. Department of
Justice could not immediately be reached for comment.Trump cited an
overwhelmed immigration system for his recent proclamation that
officials will only process asylum claims for migrants who present
themselves at an official entry point. Civil rights groups sued, arguing
that Trump's Nov. 9 order violated administrative and immigration
law.In his ruling, Tigar said Congress clearly mandated that immigrants
can apply for asylum regardless of how they entered the country. The
judge called the latest rules an "extreme departure" from prior
practice."Whatever the scope of the President's authority, he may not
rewrite the immigration laws to impose a condition that Congress has
expressly forbidden," Tigar wrote.Tigar was nominated to the court by
President Barack Obama.Previous Trump immigration policies, including
measures targeting sanctuary cities, have also been blocked by the
courts.The asylum ruling came as thousands of Central Americans,
including a large number of children, are traveling in caravans toward
the U.S. border to escape violence and poverty at home. Some have
already arrived at Tijuana, a Mexican city on the border with
California."IT IS TOO MUCH"-Rights groups have said immigrants are being
forced to wait days or weeks at the border before they can present
themselves for asylum, and the administration has been sued for
deliberately slowing processing times at official ports.At a hearing
earlier on Monday, American Civil Liberties Union attorney Lee Gelernt
said the order clearly conflicted with the Immigration and Nationality
Act, which allows any person present in the United States to seek
asylum, regardless of how they entered the country.Gelernt said the ACLU
had recently learned Mexican authorities have begun barring
unaccompanied minors from applying at U.S. ports of entry.Mexico's
migration institute said in a statement to Reuters that there was "no
basis" for the ACLU's claims, noting that there had been no such reports
from the United Nations or human rights groups that are monitoring the
situation at the border.Uriel Gonzalez, the head of a YMCA shelter for
young migrants in Tijuana, said he had not heard of any new measures
directed at unaccompanied minors. He noted there were already long lines
to get a turn with U.S. authorities."This can take a while because the
number of migrants has overwhelmed capacity. It is too much," he
said.The judge on Monday wrote that Trump's refugee rule would force
people with legitimate asylum claims "to choose between violence at the
border, violence at home, or giving up a pathway to refugee
status."Caravan participants began to arrive last week in Tijuana on the
Mexican side of the U.S. border, which has put a strain on shelters
where many will wait to seek asylum. Their presence has also strained
Tijuana's reputation as a welcoming city, with some residents screaming
