Mar, 11:44-The European Union's top leaders are meeting Turkish President Recep Tayyip Erdogan this Monday (26 March) in the Bulgarian city of Varna.This is the second mini-summit with the Turkish president in less than a year - and when Turkey is reaching new lows in violating basic human rights and fundamental freedoms as an EU 'acceding candidate country'.When European Council president Donald Tusk and Commission president Jean-Claude Juncker together with the EU rotating president Bulgarian prime minister Boyko Borisov will sit with Erdogan, "issues of mutual interest" will dominate the table, according to the invitation letter sent by Tusk.There is not one single reference to Turkish accession talks. The recurring theme is "common interests".That is basically what has been going on since the Turkish government led by Erdogan started its despotic drift when serious corruption charges erupted in December 2013.The Turkish government silenced the media, confiscated resisting newspapers, took the full control of the judiciary, jailed members of parliament and sped up its 'democracy-killing' in the wake of the botched coup attempt of July 15, 2016 which Erdogan famously called "a gift from God".Yet, the EU leaders pretend Turkey is still on the way to becoming an EU member and fulfils the 'Copenhagen criteria', the strict set of rules for a country to be declared a candidate.In fact, Brussels knows it better than anyone that Turkey has never been further away from those criteria.Yet for the sake of the migration deal and other "interests", the EU keeps appeasing president Erdogan, implicitly approving his draconian measures that puts Turkey in the same league with Russia and China.The pretension that Turkey is still a EU candidate country helps Erdogan to consolidate the democratic facade of an increasingly authoritarian regime.-Appeasement does not work-Appeasement policy does not work at all.On the contrary, it encourages Ankara to speed up dismantling the remaining pillars of an already-weakened democratic regime. Just have a look at what has happened in the past few days while Erdogan was busy with studying his dossiers before the summit.Turkey's largest media group, Dogan, was sold to one of Erdogan's cronies at a very low price, a few days after Turkish president issued a veiled threat to the owner of the group that he can be jailed.Although Dogan had already been tamed and was only critical at times, even that was apparently off limits.On the same day as this sell-out, the Turkish parliament approved a law for online broadcasting giving far-reaching powers to the Radio and Television Supreme Council (RTUK) in allocating licences.More than 100,000 websites are already banned in Turkey and with these new super-powers, the government-controlled RTUK will be used to silence the last bastions of critical online media.On Thursday, the German Bertelsmann Foundation published its yearly democracy report, in which it analysed the democratic transformation of some 129 countries.The report found that Turkey, Brazil and Poland were the countries that have fallen most in the democratisation index and where "political situation has become significantly worse".The foundation concluded: "In no other country has the subversion of separation of powers advanced as much in recent years as in the highly defective democracy on the Bosporus."The most condemning of all was the United Nations report on human rights in Turkey.The report, which was quickly dismissed and condemned by the Turkish authorities as full of "unfounded allegations of terrorist organisations", showed in detail how torture, ill-treatment, sexual assault and electric shocks have made a comeback in 'EU candidate' Turkey.The most disturbing finding of the report was the detention of some 100 women who were either pregnant or had just given birth on the grounds that they were their husband's associates.Some of the mothers were detained with their children and some were violently separated from them, which the UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein described as "simply outrageous and utterly cruel".On top of that, 160,000 people were arrested during an 18-month state of emergency; 152,000 civil servants were dismissed, many totally arbitrarily according to the UN report.These all happened within just the week preceeding the EU leaders' meeting with president Erdogan.As EU leaders refrain from using their diminishing leverage on Turkey, its dismantling of democracy only speeds up.It is now high time for EU leaders to realise that appeasement only helps Erdogan maintain a veneer of democracy while eviscerating its institutions.Selcuk Gultasli was Brussels bureau chief of the Turkish newspaper Zaman. Mar, 17:31-The European Commission says the rushed nature of a controversial US law granting police access to personal data, known as the Cloud Act, may complicate EU efforts on a similar proposal.The US law was passed last week without any congressional debate after being slipped into a $1.3tn (€1.04tn) spending bill.The move has sparked widespread criticism from civil right defenders, who say it risks undermining freedoms by circumventing national privacy laws in Europe and elsewhere.But the commission on Monday (26 March) appeared more reserved in its criticism.EU justice commissioner Vera Jourova is hoping to secure compatible rules with the US when it comes to obtaining evidence stored on servers located in other countries."Unfortunately, the US Congress has adopted the US Cloud Act in a fast-track procedure, which narrows the room for the potential compatible solution between the EU and the US," she said in a statement.Jourova had met with US attorney general Jeff Sessions in Washington DC last week where the two discussed the act as part of a broader effort to force firms to release people's private data directly to prosecutors in case of serious crimes.-Global warrants-The commissioner is set to release an electronic evidence proposal sometime next month, which she says is needed to crack down on cross-border crime.Like the Cloud Act, the electronic evidence bill aims to allow police access to data stored by companies. And like the Cloud Act, its scope will likely go global, posing broader questions on the extraterritoriality of warrants.Authorities say the legal framework is needed to speed up access given that the current method of using so-called mutual legal assistance treaties or MLATs is too cumbersome.The Cloud Act also empowers the US president to force US services providers to deliver content data to a foreign government without the need of any mutual legal assistance regimes.The issue is at the heart of an on-going legal tug of war between US prosecutors, Microsoft and Ireland. Microsoft has so far refused to relinquish the content of emails to the US, which wants them as part of a criminal investigation in New York.The emails are held by Microsoft servers hosted in Ireland. Microsoft says it cannot so easily surrender the emails given robust EU privacy rules, noting that other avenues like MLATs exist to extract the data. Companies worry that direct access may also erode consumer confidence.But the EU is pressing for similar powers in its forthcoming proposal despite wider reforms launched by the Council of Europe, a human rights watchdog, to streamline MLATs.-Who's in charge?-The push appears to be driven by the internal affairs department or DG Home at the European Commission. Even though the electronic evidence proposal is spearheaded by the justice department, DG Home has taken the lead, according to one observer."This initiative [e-evidence], even though on paper is being led by DG Justice, in practice it is being led by DG Home and I think that is maybe why you see this flexibility in law enforcement," said Maryant Fernandez-Perez, a senior policy advisor at the European Digital Rights Initiative (EDRi), a Brussels-based NGO.She noted that the EU's upcoming data protection regulation also contains an article that prevents companies from sharing data with foreign governments unless they've secured an international agreement or a mutual legal assistance treaty.

Mar, 09:22-Whilst the UN condemns Saudi Arabia for committing human rights violations in Yemen, the UK, France and Spain supply them with the means of doing so.In the first week of February alone, 27 Yemenis were killed and 76 injured in the ongoing conflict which has torn apart the region since 2015, according to the Office of the UN High Commissioner for Human Rights (ONHCR).On one side is the Iran-backed Houthi rebels who aim to overthrow the government of Abdrabbuh Mansour Hadi. The other side, led by Saudi Arabia, is conducting an air campaign to restore Hadi's authority.The number of civilian casualties reported that week was more than double that of the week prior. Roughly half of these casualties were attributed to the Houthi forces, the other half to the Saudi-led coalition.Since the Yemen conflict began in 2015, the UK has approved exports of licences to Saudi Arabia worth over £3.7bn (€4.2bn), according to Amnesty International.In 2016, France sold over €1bn worth of weapons to Saudi Arabia, with Spain and Italy exporting over €100m worth each, according to the Campaign Against Arms Trade (CAAT).During this time, the coalition has bombed schools, hospitals and other civilian infrastructure. The Yemen Data Project has calculated that nearly a third of more than 15,000 air raids in Yemen have targeted non-military sites.The CAAT says EU member states have continued to support the Saudi air campaign in Yemen by providing arms despite the overwhelming evidence of repeated breaches of humanitarian law."From our perspective, we would strongly argue that theys are in breach of the arms trade treaty," says Patrick Wilcken, researcher on arms control, security, trade and human rights for Amnesty International UK.The Arms Trade Treaty (ATT) is an international treaty that implements standards governing arms transfers.The UK, Spain, France and Italy have all signed and ratified the treaty. Article 7 of the ATT holds that state parties must complete a risk assessment regarding the likelihood of human rights violations when exporting arms, refusing to export if there is a perceived risk."They were one of the early champions of creating the treaty," says Wilcken about the UK. "But most of the civilian casualties come from air strikes, and the main component of UK equipment has been combat aircrafts and related ammunitions."Matt Clancy, humanitarian policy spokesperson for the International Committee of the Red Cross/Red Crescent says, "We are concerned about the gap between the duty to ensure respect for international humanitarian law in arms transfers and the actual transfer practices of too many states."Earlier in March, the UK drafted a UN resolution - backed by the US and France - condemning Iran for violating an arms embargo in Yemen, by supplying the Houthi rebels with weapons.The UN Security Council pushed this resolution due to Iran's violation of arms embargoes and their failure to prevent the transfer of banned arms to Houthi rebels, which have been used to target Yemen's neighbours."It is a bit rich that they are on one hand arguing that there must be placed an embargo on Iran, but that the Saudi coalition is a far more powerful and modern war machine that is wreaking much more damage," says Wilcken from Amnesty International.-Brexit arms trade?-The British former defence secretary Michael Fallon announced that after leaving the EU, Britain will "spread its wings across the world" with increased arms and equipment exports.In this speech he did not directly refer to the crisis in Yemen and the accusation against Saudi Arabia of targeting civilians in their bombing campaign, but rather other global threats such as North Korea and terrorism.Under the 2008 common position on EU code of conduct on arms exports, member states must not export military equipment or technology that may contribute to regional instability.Where serious human rights violations have been established by the UN or the EU, special caution in issuing arms licences must be taken.Saudi Arabia has committed numerous violations of International Humanitarian Law, according to Human Rights Watch World Report 2018.The UN have said that this year there are 3.4 million more Yemenis in need of humanitarian assistance than last year, and a total of 22.2 million.Since the conflict began in 2015 there have been tens of thousands of civilian casualties."I think it would make a huge difference if the UK and other European states were to cease their arms exports to Saudi Arabia," says Wilcken.Amina McCauley is a student of European foreign policy at the Danish School of Media and Journalism in Aarhus

The unconfirmed visit also comes ahead of a potential summit with U.S. President Donald Trump."The presidential Blue House is watching things in Beijing very closely, while keeping all possibilities open," said the senior official in Seoul, who spoke on condition of anonymity.Improving bilateral ties between North Korea and China would be a positive sign before the planned summits, he said.A Reuters reporter saw a convoy leave Beijing's Diaoyutai State Guest House, where senior foreign leaders often stay on visits to the Chinese capital, and drive north on Tuesday morning. It was unclear where the convoy was headed.A senior U.S. official who follows North Korea closely said the available evidence suggested that Kim had traveled to Beijing to meet Chinese President Xi Jinping, but stressed that has not been confirmed.Diplomatic sources in Beijing said a senior North Korean official was in town, but did not know exactly who.Underscoring the mystery surrounding the trip, one senior Beijing-based diplomatic source told Reuters simply: "We just don't know".One source with ties to China's leadership said it was possible Kim's younger sister, Kim Yo Jong, was in the city. The federal government is taking steps to make it easier for doctors to prescribe methadone and pharmaceutical grade heroin.Health Minister Ginette Petitpas Taylor made the announcement Monday morning in Ottawa at the Shepherds of Good Hope, a homeless shelter that offers programs to drug addicts."The changes we've announced today will allow health care practitioners to prescribe and administer methadone treatment without needing to apply for an exemption from federal law," Taylor said."We are doing so because the need to apply for an exemption to provide or prescribe methadone discourages many family physicians and general practitioners from offering treatment as a service."Right now, health care providers such as physicians and pharmacists must apply for an exemption from the Controlled Drug and Substance Act to prescribe, sell or provide methadone with approval from Health Canada.Now, the federal government will introduce regulatory amendments to lift this requirement and allow health care providers to administer methadone without an exemption.Petitpas Taylor said the opioid file was the first file she was briefed on when she took office and it remains the only file that keeps her up at night."There is no silver bullet solution to effectively deal with what is a situation that is happening on the ground," she said."Just in 2016 there were over 2,900 deaths and projections from the data to be released tomorrow suggest that there will be more than 4,000 deaths in 2017."Petitpas Taylor said she hopes the change will have the effect of standardizing methadone and prescription heroin as a treatment for opioid addiction.Daniel Davidson, a front line worker for the Shepherds of Good Hope who works in the supervised injection trailer, welcomed the move as a positive step forward for the federal government."Its a good service for people who might not know where to get that information from. They can just go to their family doctor, which will make it a lot easier for them to access methadone, to access proper health care for their addiction," he said."They might feel worried or ashamed to go someplace new. It might be easier to them to talk to a familiar face, somebody who knows them well and what might work for them."The move was welcomed also by Ricky Belanger, a person with an addiction who has been in an opioid management program for seven months. She receives prescription drugs to manage her addiction.She said that since she started the program she has stopped using street drugs, which she feared could kill her."It saved my life. Since I've done that program there is no overdose, I don't do drugs, I follow my program," she said.Regulatory changes-The federal government is also planning to loosen restrictions around how to, and who can, prescribe pharmaceutical heroin, or diacetylmorphine, a drug used to treat pain in a hospital setting.But it has also been known to help people with addictions who do not respond to other types of treatment, such as methadone and suboxone.Currently, diacetylmorphine can only be administered in a hospital. People with addictions who may need more than one dose a day find it difficult to make several trips to a hospital, especially if they are working.The federal government plans to introduce changes to the regulations that will allow heroin to be prescribed outside of a hospital, perhaps in treatment facilities or substance use disorder clinics.The changes will also allow nurse practitioners to prescribe the drug if they are allowed to under provincial laws.Funding the opioid crisis-During her stop in Ottawa, Petitpas Taylor also announced $18 million to fund substance abuse and addictions projects and research programs. The projects will explore drug checking in supervised consumption sites, opioid use in pain management and how opioid-related treatment can better address the needs of women.The Liberals' 2018 budget committed $231.4 million over five years to fight the opioid crisis that has already claimed thousands of lives. That chunk includes a $150-million emergency fund for provinces to launch treatment programs, a $18.7-million education campaign to fight stigma and $31.6 million to border officers intercept fentanyl at the border.The budget also has set aside money for First Nations communities to address substance abuse, including opioids.

A formerly homeless woman in Ottawa is now the first openly transgender candidate to represent one of the major political parties in an Ontario provincial election.Lyra Evans, 25, is the NDP candidate for Ottawa–Vanier.She said she's using her personal experiences to bring issues affecting the homeless and LGBT communities to the forefront.Environmental protection and access to higher education are issues she's advocated for in the past. Evans has been involved with numerous community organizations including Planned Parenthood and the Youth Services Bureau of Ottawa.The Salvation Army's plan to build a huge facility on Montreal Road is what pushed her to enter politics, she said."I found it abhorrent the way they were disregarding the needs of the homeless," she said. "Moving the shelter takes them away from all the services that have been put in the [ByWard Market] area."Evans said the government needs to put more money into the housing first model as a method of getting people off the streets.No openly transgender candidate has ever been elected in a provincial election in Ontario. Evans, who came out as transgender six years ago, said there's a general lack of LGBT representation in politics — something she aims to fix. "I really think it's important that we have role models for young people so people don't feel ashamed of who they are, and feel like they can come out," she said.Another transgender woman, Christin Milloy, ran in 2011 for the Libertarian Party of Ontario.

PROVIDENCE, R.I. — A man who tried to marry his laptop in a legal fight against same-sex marriage is promoting legislation across the country to require a filter to block pornography and human trafficking websites that would be lifted if a user pays $20.The measure pushed by Chris Sevier has been described as the "Elizabeth Smart Law" after the girl who was kidnapped from her Utah home as a teenager in 2002. But Smart wants nothing to do with it, and has sent a cease-and-desist letter to demand her name be removed from any promotion of the proposal.The legislation has drawn criticism from groups including the American Civil Liberties Union and the National Center on Sexual Exploitation, an anti-pornography advocacy group. The centre demanded last year that the Sevier stop claiming it supported his work.Despite those issues, similar bills keep materializing in state legislatures.The Electronic Frontier Foundation, which opposes the idea, has tracked about two dozen similar bills in 18 state legislatures this year, none of which have passed. A bill in Rhode Island is scheduled for a hearing on Tuesday.Sevier and supporters say it would protect children and others by making pornography and sites that allow human trafficking harder to access.Sevier said that he chose Smart's name because she has spoken about the negative effects of pornography, including that pornography during her captivity "made my living hell worse."After being told by The Associated Press earlier this month that Smart's lawyer was sending a cease-and-desist letter, Sevier said the name "Elizabeth Smart Law" was an "offhand name" that had been given to the legislation by lawmakers. The bill also is promoted as the Human Trafficking and Child Exploitation Prevention Act."Obviously, we're not trying to hurt Elizabeth Smart, for god's sake," Sevier said. "We don't really care what it's called. We just want it to pass. Rare cholera outbreak on Vancouver Island: 'We have not seen this before'-[The Canadian Press]-YAHOONEWS-March 26, 2018
VANCOUVER — As many as four people have been infected with cholera in British Columbia, in what health officials are calling an extremely rare case.Dr. Shannon Waters, a medical health officer with Island Health, said the individuals likely contracted the illness after eating herring eggs harvested on the coast of Vancouver Island.Testing is still under way to determine the exact strain of the bacterial infection, she said."This is unique. We have not seen this before in B.C.," Waters said.Symptoms of cholera include nausea, vomiting and diarrhea that can lead to extreme dehydration.Cholera may be passed person-to-person, but is usually contracted from bacteria in food or water sources infected with fecal matter, Waters said.There have been a few cases in the United States, where people contracted the illness from eating raw or undercooked shellfish from the Gulf of Mexico, according to the Centers for Disease Control."These illnesses have been associated with herring egg consumption. Herring egg harvest is typically, on Vancouver Island, a First Nations harvest," Waters said. "The spawn had just happened earlier this month. People had harvested and were distributing between family, friends, communities."Island Health and the First Nations Health Authority are asking people in the area to wash their hands thoroughly, report to a doctor if they feel any symptoms and contact them if anyone has stored herring eggs.Waters said health authorities don't know exactly where the illness is coming from, but it could be a symptom of the changing marine environment."Our oceans are a valued resource for food, travel, recreation and they're under pressures from sewage, from boat traffic and from rising temperatures. Mar, 11:44-The European Union's top leaders are meeting Turkish President Recep Tayyip Erdogan this Monday (26 March) in the Bulgarian city of Varna.This is the second mini-summit with the Turkish president in less than a year - and when Turkey is reaching new lows in violating basic human rights and fundamental freedoms as an EU 'acceding candidate country'.When European Council president Donald Tusk and Commission president Jean-Claude Juncker together with the EU rotating president Bulgarian prime minister Boyko Borisov will sit with Erdogan, "issues of mutual interest" will dominate the table, according to the invitation letter sent by Tusk.There is not one single reference to Turkish accession talks. The recurring theme is "common interests".That is basically what has been going on since the Turkish government led by Erdogan started its despotic drift when serious corruption charges erupted in December 2013.The Turkish government silenced the media, confiscated resisting newspapers, took the full control of the judiciary, jailed members of parliament and sped up its 'democracy-killing' in the wake of the botched coup attempt of July 15, 2016 which Erdogan famously called "a gift from God".Yet, the EU leaders pretend Turkey is still on the way to becoming an EU member and fulfils the 'Copenhagen criteria', the strict set of rules for a country to be declared a candidate.In fact, Brussels knows it better than anyone that Turkey has never been further away from those criteria.Yet for the sake of the migration deal and other "interests", the EU keeps appeasing president Erdogan, implicitly approving his draconian measures that puts Turkey in the same league with Russia and China.The pretension that Turkey is still a EU candidate country helps Erdogan to consolidate the democratic facade of an increasingly authoritarian regime.-Appeasement does not work-Appeasement policy does not work at all.On the contrary, it encourages Ankara to speed up dismantling the remaining pillars of an already-weakened democratic regime. Just have a look at what has happened in the past few days while Erdogan was busy with studying his dossiers before the summit.Turkey's largest media group, Dogan, was sold to one of Erdogan's cronies at a very low price, a few days after Turkish president issued a veiled threat to the owner of the group that he can be jailed.Although Dogan had already been tamed and was only critical at times, even that was apparently off limits.On the same day as this sell-out, the Turkish parliament approved a law for online broadcasting giving far-reaching powers to the Radio and Television Supreme Council (RTUK) in allocating licences.More than 100,000 websites are already banned in Turkey and with these new super-powers, the government-controlled RTUK will be used to silence the last bastions of critical online media.On Thursday, the German Bertelsmann Foundation published its yearly democracy report, in which it analysed the democratic transformation of some 129 countries.The report found that Turkey, Brazil and Poland were the countries that have fallen most in the democratisation index and where "political situation has become significantly worse".The foundation concluded: "In no other country has the subversion of separation of powers advanced as much in recent years as in the highly defective democracy on the Bosporus."The most condemning of all was the United Nations report on human rights in Turkey.The report, which was quickly dismissed and condemned by the Turkish authorities as full of "unfounded allegations of terrorist organisations", showed in detail how torture, ill-treatment, sexual assault and electric shocks have made a comeback in 'EU candidate' Turkey.The most disturbing finding of the report was the detention of some 100 women who were either pregnant or had just given birth on the grounds that they were their husband's associates.Some of the mothers were detained with their children and some were violently separated from them, which the UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein described as "simply outrageous and utterly cruel".On top of that, 160,000 people were arrested during an 18-month state of emergency; 152,000 civil servants were dismissed, many totally arbitrarily according to the UN report.These all happened within just the week preceeding the EU leaders' meeting with president Erdogan.As EU leaders refrain from using their diminishing leverage on Turkey, its dismantling of democracy only speeds up.It is now high time for EU leaders to realise that appeasement only helps Erdogan maintain a veneer of democracy while eviscerating its institutions.Selcuk Gultasli was Brussels bureau chief of the Turkish newspaper Zaman. Mar, 17:31-The European Commission says the rushed nature of a controversial US law granting police access to personal data, known as the Cloud Act, may complicate EU efforts on a similar proposal.The US law was passed last week without any congressional debate after being slipped into a $1.3tn (€1.04tn) spending bill.The move has sparked widespread criticism from civil right defenders, who say it risks undermining freedoms by circumventing national privacy laws in Europe and elsewhere.But the commission on Monday (26 March) appeared more reserved in its criticism.EU justice commissioner Vera Jourova is hoping to secure compatible rules with the US when it comes to obtaining evidence stored on servers located in other countries."Unfortunately, the US Congress has adopted the US Cloud Act in a fast-track procedure, which narrows the room for the potential compatible solution between the EU and the US," she said in a statement.Jourova had met with US attorney general Jeff Sessions in Washington DC last week where the two discussed the act as part of a broader effort to force firms to release people's private data directly to prosecutors in case of serious crimes.-Global warrants-The commissioner is set to release an electronic evidence proposal sometime next month, which she says is needed to crack down on cross-border crime.Like the Cloud Act, the electronic evidence bill aims to allow police access to data stored by companies. And like the Cloud Act, its scope will likely go global, posing broader questions on the extraterritoriality of warrants.Authorities say the legal framework is needed to speed up access given that the current method of using so-called mutual legal assistance treaties or MLATs is too cumbersome.The Cloud Act also empowers the US president to force US services providers to deliver content data to a foreign government without the need of any mutual legal assistance regimes.The issue is at the heart of an on-going legal tug of war between US prosecutors, Microsoft and Ireland. Microsoft has so far refused to relinquish the content of emails to the US, which wants them as part of a criminal investigation in New York.The emails are held by Microsoft servers hosted in Ireland. Microsoft says it cannot so easily surrender the emails given robust EU privacy rules, noting that other avenues like MLATs exist to extract the data. Companies worry that direct access may also erode consumer confidence.But the EU is pressing for similar powers in its forthcoming proposal despite wider reforms launched by the Council of Europe, a human rights watchdog, to streamline MLATs.-Who's in charge?-The push appears to be driven by the internal affairs department or DG Home at the European Commission. Even though the electronic evidence proposal is spearheaded by the justice department, DG Home has taken the lead, according to one observer."This initiative [e-evidence], even though on paper is being led by DG Justice, in practice it is being led by DG Home and I think that is maybe why you see this flexibility in law enforcement," said Maryant Fernandez-Perez, a senior policy advisor at the European Digital Rights Initiative (EDRi), a Brussels-based NGO.She noted that the EU's upcoming data protection regulation also contains an article that prevents companies from sharing data with foreign governments unless they've secured an international agreement or a mutual legal assistance treaty.

Mar, 09:22-Whilst the UN condemns Saudi Arabia for committing human rights violations in Yemen, the UK, France and Spain supply them with the means of doing so.In the first week of February alone, 27 Yemenis were killed and 76 injured in the ongoing conflict which has torn apart the region since 2015, according to the Office of the UN High Commissioner for Human Rights (ONHCR).On one side is the Iran-backed Houthi rebels who aim to overthrow the government of Abdrabbuh Mansour Hadi. The other side, led by Saudi Arabia, is conducting an air campaign to restore Hadi's authority.The number of civilian casualties reported that week was more than double that of the week prior. Roughly half of these casualties were attributed to the Houthi forces, the other half to the Saudi-led coalition.Since the Yemen conflict began in 2015, the UK has approved exports of licences to Saudi Arabia worth over £3.7bn (€4.2bn), according to Amnesty International.In 2016, France sold over €1bn worth of weapons to Saudi Arabia, with Spain and Italy exporting over €100m worth each, according to the Campaign Against Arms Trade (CAAT).During this time, the coalition has bombed schools, hospitals and other civilian infrastructure. The Yemen Data Project has calculated that nearly a third of more than 15,000 air raids in Yemen have targeted non-military sites.The CAAT says EU member states have continued to support the Saudi air campaign in Yemen by providing arms despite the overwhelming evidence of repeated breaches of humanitarian law."From our perspective, we would strongly argue that theys are in breach of the arms trade treaty," says Patrick Wilcken, researcher on arms control, security, trade and human rights for Amnesty International UK.The Arms Trade Treaty (ATT) is an international treaty that implements standards governing arms transfers.The UK, Spain, France and Italy have all signed and ratified the treaty. Article 7 of the ATT holds that state parties must complete a risk assessment regarding the likelihood of human rights violations when exporting arms, refusing to export if there is a perceived risk."They were one of the early champions of creating the treaty," says Wilcken about the UK. "But most of the civilian casualties come from air strikes, and the main component of UK equipment has been combat aircrafts and related ammunitions."Matt Clancy, humanitarian policy spokesperson for the International Committee of the Red Cross/Red Crescent says, "We are concerned about the gap between the duty to ensure respect for international humanitarian law in arms transfers and the actual transfer practices of too many states."Earlier in March, the UK drafted a UN resolution - backed by the US and France - condemning Iran for violating an arms embargo in Yemen, by supplying the Houthi rebels with weapons.The UN Security Council pushed this resolution due to Iran's violation of arms embargoes and their failure to prevent the transfer of banned arms to Houthi rebels, which have been used to target Yemen's neighbours."It is a bit rich that they are on one hand arguing that there must be placed an embargo on Iran, but that the Saudi coalition is a far more powerful and modern war machine that is wreaking much more damage," says Wilcken from Amnesty International.-Brexit arms trade?-The British former defence secretary Michael Fallon announced that after leaving the EU, Britain will "spread its wings across the world" with increased arms and equipment exports.In this speech he did not directly refer to the crisis in Yemen and the accusation against Saudi Arabia of targeting civilians in their bombing campaign, but rather other global threats such as North Korea and terrorism.Under the 2008 common position on EU code of conduct on arms exports, member states must not export military equipment or technology that may contribute to regional instability.Where serious human rights violations have been established by the UN or the EU, special caution in issuing arms licences must be taken.Saudi Arabia has committed numerous violations of International Humanitarian Law, according to Human Rights Watch World Report 2018.The UN have said that this year there are 3.4 million more Yemenis in need of humanitarian assistance than last year, and a total of 22.2 million.Since the conflict began in 2015 there have been tens of thousands of civilian casualties."I think it would make a huge difference if the UK and other European states were to cease their arms exports to Saudi Arabia," says Wilcken.Amina McCauley is a student of European foreign policy at the Danish School of Media and Journalism in Aarhus

BEIJING/SEOUL (Reuters) - South Korea said on Tuesday it was closely watching events that are unfolding rapidly in Beijing, where diplomatic sources said a senior North Korean official was visiting amid reports it was leader Kim Jong Un ahead of a series of historic summits.Bloomberg, citing three unidentified sources, reported on Monday that Kim was in Beijing in what would be his first known trip outside North Korea since taking power in 2011. The unconfirmed visit also comes ahead of a potential summit with U.S. President Donald Trump."The presidential Blue House is watching things in Beijing very closely, while keeping all possibilities open," said the senior official in Seoul, who spoke on condition of anonymity.Improving bilateral ties between North Korea and China would be a positive sign before the planned summits, he said.A Reuters reporter saw a convoy leave Beijing's Diaoyutai State Guest House, where senior foreign leaders often stay on visits to the Chinese capital, and drive north on Tuesday morning. It was unclear where the convoy was headed.A senior U.S. official who follows North Korea closely said the available evidence suggested that Kim had traveled to Beijing to meet Chinese President Xi Jinping, but stressed that has not been confirmed.Diplomatic sources in Beijing said a senior North Korean official was in town, but did not know exactly who.Underscoring the mystery surrounding the trip, one senior Beijing-based diplomatic source told Reuters simply: "We just don't know".One source with ties to China's leadership said it was possible Kim's younger sister, Kim Yo Jong, was in the city. JERUSALEM (Reuters) - The number of Jews and Arabs between the Mediterranean Sea and Jordan River is at or near parity, figures cited by Israeli officials show, raising questions whether Israel can remain a democracy if it keeps territory where Palestinians seek a state.The population statistics were mentioned in an Israeli parliamentary statement on Monday summing up legislators' questioning of an official of Israel's military-run civil administration (COGAT) that coordinates government activities in the Israeli-occupied West Bank and in the Gaza Strip.Demography is studied closely on both sides of the Israeli-Palestinian conflict because of its potential implications for both societies as they weigh possible solutions as Israel celebrates its 70th anniversary next month.With over a "two-state solution" frozen since 2014, some argue that if Israel becomes a binational state through annexation of land seized 51 years ago, it could one day be forced to choose between remaining a democracy or securing a Jewish majority by denying Palestinians the vote."We estimate the (Palestinian) population in Judea and Samaria at between 2.5 million and 2.7 million," Colonel Uri Mendes, COGAT's deputy director, using Israel's term for the West Bank, told a session of the Knesset's Foreign Affairs and Defence Committee. He noted that a Palestinian census put the figure even higher, at 3 million.Avi Dichter, the committee's chairman and a former head of Israel's Shin Bet security service, responded that with the addition of Gaza's 2 million Palestinians, that meant there was now a total of about five million Palestinians living in the two territories that fell to Israel in the 1967 Middle East war.Taking the higher end of the Israeli figures cited and adding them to the 1.84 million Arabs living inside Israel, according to Israel's Central Bureau of Statistics (CBS), would bring the total number of Arabs in Israel and the Israeli-occupied territories to around 6.5 million.This is around the same number of Jews living between the Jordan Valley and Mediterranean, according to the CBS.Jewish settlements in occupied territory Palestinians seek for a state have also dimmed Palestinian hopes of a viable and contiguous country of their own with East Jerusalem as its capital.Palestinians also fear their quest for statehood suffered another blow when U.S. President Donald Trump recognized Jerusalem as Israel's capital in December.SETTLERS DISPUTE DATA-Israeli settlers immediately disputed the population figures, citing one study that put the number of Palestinians in the West Bank at 1.8 million."The slanted publication about Arab demography in Judea, Samaria and the Jordan Valley relies on data from the Palestinian statistics bureau which are not true or accurate. They (Palestinians) have an interest in inflating the numbers," settler spokesman Yigal Dilmoni said.But Ahmed Tibi, an Arab legislator in the Israeli parliament, described the figures as accurate and "well known to us for a long time".Without the creation of a Palestinian state, Tibi said, Israel will be headed toward a "one-state solution" embracing either "apartheid or an Arab-Palestinian prime minister".Ofer Shelah, a committee member from the opposition centrist Yesh Atid party, said it is clear the Jewish majority between the Jordan River and the Mediterranean is "precarious"."From a demographic perspective, if Israel does not part with the Palestinians then there is real danger to realizing the Zionist dream of a Jewish and democratic Israel," Shelah told Reuters.Sergio DellaPergola, a demographer and professor emeritus at the Hebrew University of Jerusalem, said one state taking in two nations was not viable."The answer is separation, the answer is manifestly separation. The federal government is taking steps to make it easier for doctors to prescribe methadone and pharmaceutical grade heroin.Health Minister Ginette Petitpas Taylor made the announcement Monday morning in Ottawa at the Shepherds of Good Hope, a homeless shelter that offers programs to drug addicts."The changes we've announced today will allow health care practitioners to prescribe and administer methadone treatment without needing to apply for an exemption from federal law," Taylor said."We are doing so because the need to apply for an exemption to provide or prescribe methadone discourages many family physicians and general practitioners from offering treatment as a service."Right now, health care providers such as physicians and pharmacists must apply for an exemption from the Controlled Drug and Substance Act to prescribe, sell or provide methadone with approval from Health Canada.Now, the federal government will introduce regulatory amendments to lift this requirement and allow health care providers to administer methadone without an exemption.Petitpas Taylor said the opioid file was the first file she was briefed on when she took office and it remains the only file that keeps her up at night."There is no silver bullet solution to effectively deal with what is a situation that is happening on the ground," she said."Just in 2016 there were over 2,900 deaths and projections from the data to be released tomorrow suggest that there will be more than 4,000 deaths in 2017."Petitpas Taylor said she hopes the change will have the effect of standardizing methadone and prescription heroin as a treatment for opioid addiction.Daniel Davidson, a front line worker for the Shepherds of Good Hope who works in the supervised injection trailer, welcomed the move as a positive step forward for the federal government."Its a good service for people who might not know where to get that information from. They can just go to their family doctor, which will make it a lot easier for them to access methadone, to access proper health care for their addiction," he said."They might feel worried or ashamed to go someplace new. It might be easier to them to talk to a familiar face, somebody who knows them well and what might work for them."The move was welcomed also by Ricky Belanger, a person with an addiction who has been in an opioid management program for seven months. She receives prescription drugs to manage her addiction.She said that since she started the program she has stopped using street drugs, which she feared could kill her."It saved my life. Since I've done that program there is no overdose, I don't do drugs, I follow my program," she said.Regulatory changes-The federal government is also planning to loosen restrictions around how to, and who can, prescribe pharmaceutical heroin, or diacetylmorphine, a drug used to treat pain in a hospital setting.But it has also been known to help people with addictions who do not respond to other types of treatment, such as methadone and suboxone.Currently, diacetylmorphine can only be administered in a hospital. People with addictions who may need more than one dose a day find it difficult to make several trips to a hospital, especially if they are working.The federal government plans to introduce changes to the regulations that will allow heroin to be prescribed outside of a hospital, perhaps in treatment facilities or substance use disorder clinics.The changes will also allow nurse practitioners to prescribe the drug if they are allowed to under provincial laws.Funding the opioid crisis-During her stop in Ottawa, Petitpas Taylor also announced $18 million to fund substance abuse and addictions projects and research programs. The projects will explore drug checking in supervised consumption sites, opioid use in pain management and how opioid-related treatment can better address the needs of women.The Liberals' 2018 budget committed $231.4 million over five years to fight the opioid crisis that has already claimed thousands of lives. That chunk includes a $150-million emergency fund for provinces to launch treatment programs, a $18.7-million education campaign to fight stigma and $31.6 million to border officers intercept fentanyl at the border.The budget also has set aside money for First Nations communities to address substance abuse, including opioids.

A formerly homeless woman in Ottawa is now the first openly transgender candidate to represent one of the major political parties in an Ontario provincial election.Lyra Evans, 25, is the NDP candidate for Ottawa–Vanier.She said she's using her personal experiences to bring issues affecting the homeless and LGBT communities to the forefront.Environmental protection and access to higher education are issues she's advocated for in the past. Evans has been involved with numerous community organizations including Planned Parenthood and the Youth Services Bureau of Ottawa.The Salvation Army's plan to build a huge facility on Montreal Road is what pushed her to enter politics, she said."I found it abhorrent the way they were disregarding the needs of the homeless," she said. "Moving the shelter takes them away from all the services that have been put in the [ByWard Market] area."Evans said the government needs to put more money into the housing first model as a method of getting people off the streets.No openly transgender candidate has ever been elected in a provincial election in Ontario. Evans, who came out as transgender six years ago, said there's a general lack of LGBT representation in politics — something she aims to fix. "I really think it's important that we have role models for young people so people don't feel ashamed of who they are, and feel like they can come out," she said.Another transgender woman, Christin Milloy, ran in 2011 for the Libertarian Party of Ontario.

PROVIDENCE, R.I. — A man who tried to marry his laptop in a legal fight against same-sex marriage is promoting legislation across the country to require a filter to block pornography and human trafficking websites that would be lifted if a user pays $20.The measure pushed by Chris Sevier has been described as the "Elizabeth Smart Law" after the girl who was kidnapped from her Utah home as a teenager in 2002. But Smart wants nothing to do with it, and has sent a cease-and-desist letter to demand her name be removed from any promotion of the proposal.The legislation has drawn criticism from groups including the American Civil Liberties Union and the National Center on Sexual Exploitation, an anti-pornography advocacy group. The centre demanded last year that the Sevier stop claiming it supported his work.Despite those issues, similar bills keep materializing in state legislatures.The Electronic Frontier Foundation, which opposes the idea, has tracked about two dozen similar bills in 18 state legislatures this year, none of which have passed. A bill in Rhode Island is scheduled for a hearing on Tuesday.Sevier and supporters say it would protect children and others by making pornography and sites that allow human trafficking harder to access.Sevier said that he chose Smart's name because she has spoken about the negative effects of pornography, including that pornography during her captivity "made my living hell worse."After being told by The Associated Press earlier this month that Smart's lawyer was sending a cease-and-desist letter, Sevier said the name "Elizabeth Smart Law" was an "offhand name" that had been given to the legislation by lawmakers. The bill also is promoted as the Human Trafficking and Child Exploitation Prevention Act."Obviously, we're not trying to hurt Elizabeth Smart, for god's sake," Sevier said. "We don't really care what it's called. We just want it to pass. And we're going to see to it that it passes, and the law is on our side."A federal judge in Utah on March 16 threw out a lawsuit from Sevier that targeted gay marriage by arguing that he should be able to marry his laptop. Similar lawsuits in Texas, Tennessee, South Carolina and Kentucky have been dismissed.Sevier was sentenced to probation after being found guilty in 2014 of harassment threats against country singer John Rich. Sevier previously told the AP that he didn't do anything wrong, and that the case came after a variety of lawsuits between the two men.The bills differ in some details but generally include requiring internet service providers, or those who sell internet-capable devices, to install a filter that screens out obscene material or sites that facilitate prostitution. The blocking can be lifted with a $20 payment. Both Republicans and Democrats have sponsored it.Both the EFF and American Civil Liberties Union say the idea is unconstitutional, including because it would install a censorship filter onto everyone's computer that would screen out lawful content."I am not quite sure whether legislators really fully understand the nanny state this bill would create," said Dave Maass, of EFF. "Now what I find fascinating is I just don't understand how (Sevier) is pulling this off, like how he's convincing so many people to introduce this bill."In Rhode Island, Democratic Sen. Frank Ciccone, said in a news release that he sponsored the bill because children "have easy access to materials that no child should be viewing, such as pornography and other highly offensive or disturbing material."He maintained that his intent was to require that such filters be made available to parents who want them, and called the bill a "work-in-progress."Ciccone did not return requests for comment, but a Rhode Island Senate spokesman, Greg Pare, called it "a national bill" modeled after one in New Jersey. Similar legislation introduced in New Jersey has not been voted on.Pare cited the HumanTraffickingPreventionAct.com website that Sevier is behind, which says at the top that the act is "referred to as the Elizabeth Smart Law." Rare cholera outbreak on Vancouver Island: 'We have not seen this before'-[The Canadian Press]-YAHOONEWS-March 26, 2018
VANCOUVER — As many as four people have been infected with cholera in British Columbia, in what health officials are calling an extremely rare case.Dr. Shannon Waters, a medical health officer with Island Health, said the individuals likely contracted the illness after eating herring eggs harvested on the coast of Vancouver Island.Testing is still under way to determine the exact strain of the bacterial infection, she said."This is unique. We have not seen this before in B.C.," Waters said.Symptoms of cholera include nausea, vomiting and diarrhea that can lead to extreme dehydration.Cholera may be passed person-to-person, but is usually contracted from bacteria in food or water sources infected with fecal matter, Waters said.There have been a few cases in the United States, where people contracted the illness from eating raw or undercooked shellfish from the Gulf of Mexico, according to the Centers for Disease Control."These illnesses have been associated with herring egg consumption. Herring egg harvest is typically, on Vancouver Island, a First Nations harvest," Waters said. "The spawn had just happened earlier this month. People had harvested and were distributing between family, friends, communities."Island Health and the First Nations Health Authority are asking people in the area to wash their hands thoroughly, report to a doctor if they feel any symptoms and contact them if anyone has stored herring eggs.Waters said health authorities don't know exactly where the illness is coming from, but it could be a symptom of the changing marine environment."Our oceans are a valued resource for food, travel, recreation and they're under pressures from sewage, from boat traffic and from rising temperatures. Our health is connected to the oceans and I think this is a sign of that," Waters said.She said at least one stool sample tested positive for the bacteria and less than five people are believed infected, but she could not give specific numbers for privacy reasons.Cholera killed at least 20,000 people in Canada in the 1800s, but the disease has largely been eradicated in this country.The Ontario Ministry of Health says an average of one case per year is reported in that province, but all of those individuals were exposed to cholera in a country where the disease is endemic.The disease is most common in places with inadequate water treatment, poor sanitation and inadequate hygiene.More than 100,000 people die from cholera around the world each year, the U.S. Centers for Disease Control said.Amy Smart, The Canadian Press.
