HOARDING OF GOLD AND SILVER

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

EZEKIEL 7:19
19 They shall cast their silver in the streets, and their gold shall be removed:(CONFISCATED) their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

12  Therefore prophesy and say unto them, Thus saith the Lord GOD; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.
13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

Ministers vote to resume construction of settlement for Amona evacuees-Interior minister reaches agreement with treasury to release agreed-upon sum of NIS 55 million for building of Amichai-By Jacob Magid-September 3, 2017, 5:10 pm-TOI

After a month-long building freeze due to budgetary disputes, the cabinet approved a plan on Sunday that will allow for construction to resume on a new settlement for evacuees of the illegal Amona outpost. The Finance Ministry will transfer NIS 55 million ($15.3 million) to the Interior Ministry for the purpose of infrastructure work in Amichai, adjacent to Shiloh in the northern West Bank.In late July, work on Israel’s first new government-planned settlement in a quarter of a century was halted, just a month after it began, due to lack of funds. The Binyamin Regional Council had been bankrolling the building of the new settlement under the assumption that it would be compensated by the state, but then said it was forced to stall the project because the government had not contributed. With no ministry willing to take control of the project, Housing Minister Yoav Galant agreed to do so in early August on condition that the originally agreed-upon budget be doubled to NIS 120 million ($33.5 million). The Finance Ministry refused the request, and Galant has since been accused by some settler leaders –including Avichai Boaron, a representative of the Amona evacuees — of making the offer in order to play to his right-wing supporters, all while knowing that the Finance Ministry would never approve the doubling of Amichai’s budget.A month later, Aryeh Deri’s Interior Ministry reached an agreement with the treasury to transfer the originally planned amount of some NIS 60 million ($16.8 million), which will be funneled to the Binyamin Regional Council in order to resume construction. An additional NIS 5 million ($1.4 million) will go to the Defense Ministry to fund the installation of mobile homes on a hilltop adjacent to Shiloh until the construction of permanent homes is completed. While the government approved the building of the new settlement, the Civil Administration — the Defense Ministry body that authorizes West Bank construction — has yet to authorize Amichai’s building plan of 120 housing units. Until then, the Amona evacuees are prevented from settling in temporary housing on the hilltop adjacent to Shiloh.During Sunday’s weekly cabinet meeting, Prime Minister Benjamin Netanyahu praised Deri for his work in reaching a solution to unfreeze the budget for Amichai. “I want to thank you… for your ministry’s [help] in solving the budgetary distribution problem, and I want to congratulate you,” Netanyahu said.Boaron “cautiously welcomed” the government decision.“We congratulate the prime minister and all members of his office on advancing the decision. The prime minister has proven that he is committed to the people of Amona, but this commitment will not be fully realized until we move to the new settlement,” he said in a statement. The Peace Now settlement watchdog panned the cabinet’s decision. “There is no limit to the groveling of the Israeli government,” the NGO said in a statement Sunday. The group added that “42 families, which the court ruled had stolen private land, are extorting the government,” while funding for educational programs and pensions for the disabled is neglected.Amona was evacuated in February after the High Court of Justice ruled that it had been built on private Palestinian land. The 42 families that used to live there have since been residing in dormitory-style housing in the nearby Ofra settlement, waiting for the completion of Amichai.Last week, a group of Palestinian landowners and village heads, and Israeli rights NGOs, filed an objection to the Civil Administration in a bid to prevent its approval of the Amichai building plan. In their petition, they argued that the new settlement will harm the lives of Palestinians living and working nearby by preventing them from accessing their land.Even if the petition is not fully accepted, it could delay the new settlement for months until the Civil Administration, which authorizes Israeli construction in the West Bank, responds to the concerns of the petitioners and possibly recommends changes to the building plan.Netanyahu’s right-wing government has worked to speed up the establishment of the new settlement — breaking ground for roads and infrastructure before final permits were issued by the Civil Administration.Speaking with The Times of Israel hours after the objection was filed, Boaron said he “still hopes to be able to move [to Amichai] in two to three months.”

Ex-Israeli intelligence chief: Trump should attack North Korea if he can-Amos Yadlin says Pyongyang has nuclear capability but is likely unready to launch attack, doubts Washington has the necessary intel to strike safely-By TOI staff-September 3, 2017, 5:55 pm

The former head of Israel’s Military Intelligence said Sunday that the US should launch a preemptive strike against North Korea if it has the capability to do so in the wake of an apparent hydrogen bomb test by Pyongyang. However, he said he was not sure, and didn’t know if Washington was sure, whether it had the ability to do so.Maj. Gen. (res) Amos Yadlin, who also served as IDF attaché to Washington and who is currently the director of the Institute for National Security Studies, told 103FM Radio said the military option against North Korea was very complicated and risky. While he recommended that US President Donald Trump “make a preemptive strike” to prevent North Korea from continuing to develop its nuclear weapons capability, he said such a strike would require “excellent intelligence.”“If, after such an attack, a missile is launched against him, then there is no point in attacking,” he said. “The question is whether the United States has the intelligence to allow it to carry out a preemptive strike that will destroy North Korea’s capabilities.”Yadlin said he didn’t know whether the US had sufficient intelligence, and wasn’t even sure whether Washington knew the answer to that question. He added that the situation in North Korea was further complicated by the fact that the most likely targets of a counter-attack would be in South Korea and Japan.North Korea on Sunday said it set off a hydrogen bomb in its sixth nuclear test, which judging by the earthquake it set off appeared to be its most powerful explosion yet. However, Yadlin told the radio station he believed there were large gaps between the hype and the reality of North Korea’s military technology.“There is the reality and there is the war of words,” he said. “The reality is that North Korea has nuclear weapons. This is not new.”However, he cautiously said there was no immediate need to panic, as North Korea had yet to achieve its goals.“The country wants to have significant operational capabilities that depend on three things,” he said. “The ability to launch a nuclear weapon on a missile, the ability to survive an attack, and converting an atomic bomb to a hydrogen bomb… The hydrogen bomb has much more power than the atomic.”Yadlin, who would have been the Zionist Union faction’s choice for defense minister had the center-left won last year’s elections, said Pyongyang wanted the world to think it had achieved those goals. He also downplayed the significance of North Korea’s nuclear ambitions vis-a-vis the situation in Iran.“Iran is 20 years behind North Korea in nuclear development,” Yadlin said. The Iranians “signed an agreement with the P5+1 that they are keeping… The issue of Iranian weapons will become relevant toward the end of the agreement, which allows Iran to have nuclear capabilities within a short time.”Yadlin said that the bigger danger from Iran was that it would step in to fill a vacuum in Syria after the US and Russia had destroyed the Islamic State group. He added that it was slightly embarrassing that Israel was relying on the US and Russia to do its dirty work in Syria.“We are not a country without capabilities,” he said. “Israel has excellent intelligence and ability to strike Syria.”Taking a different approach, former defense minister Moshe Ya’alon took to Twitter to warn that Israel should pay close attention to the US response to North Korea.“The international response, led by the US, to the North Korean regime’s provocations, sheds light on how it will behave toward the Iranian regime on their nuclear efforts in the near future,” he tweeted. “Although the nuclear test is not our issue, the tension should concern us.”

North Korea claims hydrogen bomb test a ‘complete success’-Pyongyang sets off nuclear weapon for 6th time, with blast five to six times larger than previous explosion-By Foster Klug    September 3, 2017, 10:35 am-TOI

SEOUL, South Korea (AP) — North Korea said it set off a hydrogen bomb Sunday in its sixth nuclear test, which judging by the earthquake it set off appeared to be its most powerful explosion yet.South Korea’s weather agency estimated the nuclear blast yield of the presumed test was between 50 and 60 kilotons, or five to six times stronger than North Korea’s fifth test in September 2016. That would mark a significant step forward in the North’s quest for a viable nuclear missile capable of striking anywhere in the United States. On North Korean television, a newsreader called the test a “complete success” and said the “two-stage thermonuclear weapon” had “unprecedented” strength. Hours earlier, Pyongyang claimed its leader had inspected a hydrogen bomb meant for a new intercontinental ballistic missile.Seoul’s weather agency and the Joint Chiefs of Staff said an artificial 5.7 magnitude quake occurred at 12:29 p.m. local time, in Kilju, northern Hamgyong province, the site where North Korea has conducted nuclear tests in the past. Seoul officials revised their earlier estimate of 5.6 magnitude quake. The US Geological Survey called the first quake an explosion with a magnitude 6.3.The US State Department had no immediate reaction. South Korea’s presidential office said it will hold a National Security Council meeting chaired by President Moon Jae-in. South Korea’s military said it has strengthened its monitoring and readiness while mulling a variety of possible responses that could be executed in collaboration with the US.Japan confirmed that North Korea conducted a nuclear test, Foreign Minister Taro Kono said. “It is absolutely unacceptable if North Korea did force another nuclear test, and we must protest strongly,” Prime Minister Shinzo Abe said. The USGS and China’s earthquake administration detected a second tremor in North Korea minutes after the first, describing it as a cave-in or collapse. South Korea’s weather agency, however, said no second quake occurred.North Korea conducted two nuclear tests last year, the last nearly a year ago, on the September 9 anniversary of the nation’s founding. It has since maintained a torrid pace in weapons tests, including its first two intercontinental ballistic missiles test in July. Last month, North Korea fired a potentially nuclear-capable midrange missile over northern Japan.Earlier Sunday, photos released by the North Korean government showed Kim talking with his lieutenants as he observed a silver, peanut-shaped device that was apparently the purported thermonuclear weapon destined for an ICBM. What appeared to be the nose cone of a missile could also be seen near the alleged bomb in one picture, which could not be independently verified and was taken without outside journalists present. Another photo showed a diagram on the wall behind Kim of a bomb mounted inside a cone.State media said Kim visited the Nuclear Weapons Institute and inspected a “homemade” H-bomb with “super explosive power” that “is adjustable from tens (of) kiloton to hundreds (of) kiloton.”North Korea’s nuclear and missile program has made huge strides since Kim rose to power following his father’s death in late 2011. The North followed its two tests of Hwasong-14 ICBMs by threatening in August to launch a salvo of its Hwasong-12 intermediate range missiles toward the U.S. Pacific island territory of Guam.It flew a Hwasong-12 over northern Japan last week, the first such overflight by a missile capable of carrying nukes, in a launch Kim described as a “meaningful prelude” to containing Guam, the home of major US military facilities, and more ballistic missile tests targeting the Pacific. It may be difficult for outside experts to confirm that the nuclear device detonated Sunday was an H-bomb. State media reported that the test left no trace of radioactive material. The US and its allies attempt to detect blast material to gauge North Korea’s progress, but Pyongyang has become better at containing it as its nuclear program has evolved. To back up its claims to nuclear mastery, such tests are vital. The first of its two atomic tests last year involved what Pyongyang claimed was a sophisticated hydrogen bomb; the second it said was its most powerful atomic detonation ever.It is almost impossible to independently confirm North Korean statements about its highly secret weapons program. South Korean government officials said the estimated explosive yield of last year’s first test was much smaller than what even a failed hydrogen bomb detonation would produce. There was speculation that North Korea might have detonated a boosted fission bomb, a weapon considered halfway between an atomic bomb and an H-bomb.It is clear, however, that each new missile and nuclear test gives the North invaluable information that allows big jumps in capability. A key question is how far North Korea has gotten in efforts to consistently shrink down nuclear warheads so they can fit on long-range missiles.North Korea is thought to have a growing arsenal of nuclear bombs and has spent decades trying to perfect a multistage, long-range missile to eventually carry smaller versions of those bombs.South Korea’s main spy agency has previously asserted that it does not think Pyongyang currently has the ability to develop miniaturized nuclear weapons that can be mounted on long-range ballistic missiles. Some experts disagree. The White House said US President Donald Trump spoke with Prime Minister Shinzo Abe of Japan regarding “ongoing efforts to maximize pressure on North Korea.” The statement did not say whether the conversation came before or after the North’s latest claim.A long line of US presidents has failed to check North Korea’s persistent pursuit of missiles and nuclear weapons. Six-nation negotiations on dismantling North Korea’s nuclear program in exchange for aid fell apart in early 2009.The North said in its statement Sunday that its H-bomb “is a multi-functional thermonuclear nuke with great destructive power which can be detonated even at high altitudes for super-powerful EMP (electromagnetic pulse) attack according to strategic goals.”Kim, according to the statement carried by the state-run Korean Central News Agency, claimed that “all components of the H-bomb were homemade … thus enabling the country to produce powerful nuclear weapons as many as it wants.”In what could be read as a veiled warning of more nuclear tests, Kim underlined the need for scientists to “dynamically conduct the campaign for successfully concluding the final-stage research and development for perfecting the state nuclear force” and “set forth tasks to be fulfilled in the research into nukes.”The two Koreas have shared the world’s most heavily fortified border since their war in the early 1950s ended with an armistice, not a peace treaty. About 28,500 American troops are deployed in South Korea as deterrence against North Korea.

Iran says it’s testing homegrown air defense system-After increased missile production announced, Revolutionary Guards official says work on aerial defense batteries 'underway'-By AFP and TOI staff-September 3, 2017, 11:37 am

TEHRAN — Iran has tested its homegrown air defense system, designed to match the Russian S-300, the head of the Revolutionary Guards’ air defense said.“In parallel with the deployment of the S-300, work on Bavar-373 system is underway,” Farzad Esmaili told state broadcaster IRIB late Saturday.“The system is made completely in Iran and some of its parts are different from the S-300. All of its subsystems have been completed and its missile tests have been conducted.”Bavar (which means “belief”) is Tehran’s first long-range missile defense system, and is set to be operational by March 2018, he added. In 2010, Iran began manufacturing Bavar-373 after the purchase of the S-300 from Russia was suspended due to international sanctions.Russia resumed the sale following the 2015 nuclear deal with world powers which lifted sanctions, and Iran’s S-300 defense system became operational in March. On Saturday, the new defense minister Amir Hatami said Iran has “a specific plan to boost missile power.”He said he hoped “the combat capabilities of Iran’s ballistic and cruise missiles” would increase in the next four years.Iran is a key supporter of Syria and the Hezbollah terror group in Lebanon. Both threaten Israel with tens of thousands of rockets and missiles.Israel has in recent years repeatedly hit convoys believed to be transferring advanced rockets and missiles, being transferred from Iran through Syria to Hezbollah.Jerusalem has also warned against Iranian efforts to set up missile production facilities in Lebanon, with Defense Minister Avigdor Liberman telling United Nations Secretary-General Antonio Guterres in a meeting in Israel earlier this week that Iran is “working to set up factories to manufacture accurate weapons within Lebanon itself.”Esmaili and Hatami’s comments came amid increasing tensions with Washington, which has passed new sanctions against Iran’s ballistic missile program.

Turkey eyes deal for Russian air defense system, irking West-Experts skeptical Ankara will end up inking purchase of S-400 batteries, but say the message of dissatisfaction with NATO is what's important-By Stuart Williams-September 3, 2017, 6:47 amTOI

ISTANBUL, Turkey (AFP) — Turkey and Russia are inching toward an accord for the first major Turkish weapons purchase from Moscow, troubling Ankara’s allies in NATO even though the deal may not ultimately materialize.According to Turkish and Russian officials, all preparations have been made for the purchase of a sophisticated S-400 missile defense system, Ankara’s most significant accord with a non-NATO supplier. But despite confident proclamations, the deal has yet to be officially inked.Analysts remain skeptical over whether Turkey will ever take delivery of the surface-to-air missile defense batteries. Some argue the message sent to the West matters more than the actual acquisition. The Pentagon has already sounded alarm, saying bluntly that “generally it’s a good idea” for NATO allies to buy inter-operable equipment. But President Recep Tayyip Erdogan boasted that “God willing we will see the S-400s in our country.”Erdogan has argued that Turkey’s fellow NATO member and occasional regional foe Greece has Russian-made S-300 batteries on its southern island of Crete, originally bought by Cyprus in the late 1990s but passed on to Greece to prevent escalation on the divided island.Dmitry Shugaev, the head of Russia’s military-technical cooperation agency, told the Kommersant daily that the deal was “almost done” with just some “subtleties” to solve. The United States “may be indignant but Turkey is an independent state and can decide itself,” he said. However Igor Delanoe, Deputy Director of the French-Russian Analytical Center in Moscow, said he was “very skeptical” that the deal would come to fruition.Russia was uncomfortable with the transfer of technology and production localization demanded by Turkey, he said. Moscow also had a demand backlog to its own forces as well as to key client China.“Both Moscow and Ankara use this story on the political level to show their respective dissatisfaction to the West,” Delanoe said.Russia’s relations with NATO have been in crisis over its annexation of Crimea from Ukraine and for backing pro-Moscow separatists in eastern Ukraine. But while still a key member of NATO, Turkey’s ties with the United States in particular have been strained over Washington’s support of the People’s Protection Units (YPG) Syrian Kurd militia which Ankara considers a terror group.“Ankara is also tempted to use (the S-400 issue) since it has been deeply frustrated by America’s ongoing military cooperation with the Syrian Kurds,” said Delanoe.Timur Akhmetov, Ankara-based Turkey expert at the Russian International Affairs Council, said the talks helped Russia promote its arms systems and corrode trust among NATO members, while Turkey wanted to show its Western allies it has a strategic choice in its relationships.“The longer the talks on the S-400 systems are on the agenda, the better for Russia and Turkey’s respective interests,” he said.-‘No trust’-The fact the two countries are even discussing the purchase is a rich symbol of the transformation in relations since a reconciliation deal last summer following the shooting down by Turkey of a Russian plane over the Syrian border in November 2015.Moscow and Ankara remain on opposed sides in the Syrian conflict with Russia backing the Damascus regime and Turkey the rebels. In 2012, Turkish jets forced a Syrian plane flying from Moscow to Damascus to land at Ankara airport on the grounds it was carrying military equipment, reportedly radar parts for a Syrian air defense system. The two post-imperial states both show an ability to compartmentalize relations by not letting a centuries old and persistent regional rivalry pollute potentially fruitful, but limited, areas of cooperation.Yet analysts say talk of the S-400 deal is far short of an indication of a major strategic alliance.“The only thing that makes both Turkey and Moscow drift to each other is their intention to pressure their own respective relations with the West,” said Akhmetov.Delanoe said “both partners do not trust each other” but “have built a geoeconomic partnership mainly based on energy” with work in progress on the TurkStream pipeline to pump Russian gas under the Black Sea.According to a study by Can Kasapoglu of the EDAM center for economic and foreign policy studies, Turkey’s desire to obtain the weapons is also motivated by its dearth of qualified military pilots due to the purges that followed the July 15, 2016 failed coup which has necessitated an urgent shoring up of air defenses. Were Turkey to get its hands on the S-400 system, it would produce an outcome where NATO members Turkey and Greece were both operating Russian-made weapons, risking the same “vicious circle” that sees Moscow supplying bitter foes Armenia and Azerbaijan, he added.

Palestinian suspect shot by IDF said to die of wounds-PLFP terror group mourns death of 'fallen fighter Raed Al-Salihi,' who was shot by soldiers during an arrest raid in August-By Dov Lieber-September 3, 2017, 6:37 pm-TOI

A Palestinian official said Sunday that a 21-year-old Palestinian man, Raed Al-Salihi, has died of wounds he incurred during an arrest by Israeli soldiers in August.According to Issa Qaraqe, head of the Palestinian Committee for Prisoners’ Affairs, Salihi, who was a member of the Popular Front for the Liberation of Palestine terror group, was arrested in his home in the Deheishe refugee camp near Bethlehem on August 9.During his arrest, Salihi was reportedly shot and critically wounded by IDF soldiers. Qaraqe said in a statement that Salihi was shot five times at close range. He was being treated at Hadassah Ein Kerem Hospital in Jerusalem.A spokesperson for the hospital confirmed Salihi’s death. The IDF said it was looking into the incident and was not immediately able to comment. An image of Salihi holding a PFLP flag was shared widely on Palestinian media. The PFLP’s armed wing, the Abu Ali Mustapha Brigades, said it “mourned” the death of the “heroic fallen fighter Raed Al-Salihi,” in a statement published on its website.Since October 2015, mainly Palestinian assailants have killed 48 Israelis, two visiting Americans, a Palestinian man and a British student, in stabbing, shooting and vehicular attacks. In that time, some 294 Palestinians or Arab Israeli were killed by Israeli fire, a majority of them attackers, according to authorities.AFP contributed to this report.

Teen’s bar mitzvah gives Houston a chance to commiserate, heal-Coming-of-age ceremony in the wake of Harvey's catastrophic flooding is open to all at a time when 'you need people to lift you up'-By JULIET LINDERMAN-September 3, 2017, 9:38 pmTOI

BELLAIRE, Texas (AP) — It wasn’t a typical bar mitzvah, but then nothing has been typical in the Houston area since Harvey came ashore as a powerful hurricane and left whole sections of the city underwater, including its predominantly Jewish neighborhood.Rabbi Scott Hausman-Weiss opened Saturday’s ceremony ushering 13-year-old Doran Evan Yustein into manhood by pointing out the importance of coming together as a congregation and broader community during such times of hardship.“We have an obligation to celebrate, nonetheless, because we are alive and have what is most important: ourselves, our families and this great opportunity to be together,” he said.Hausman-Weiss is the rabbi for Shma Koleinu, a roving Jewish congregation without a permanent house of worship, and he’s been tending to his flock despite being forced from his home by the flooding. On the Friday the storm hit, he held a service on Facebook for congregants who were busy getting their own homes ready or who were riding out the storm outside the city. With his home so damaged, Hausman-Weiss couldn’t hold services there this past Friday night. And so on Saturday, the first Shabbat, or Sabbath, since the previous weekend’s catastrophic flooding, Doran and his family opened his bar mitzvah service — typically an invite-only affair — to anyone from the larger Jewish community who wanted to come. It was held at congregation Brith Shalom’s synagogue in Bellaire, a Houston enclave.“We wanted people to come and celebrate the bar mitzvah, but also offer prayers for the community, because there’s been so much sadness, and so many lives have been affected,” said Doran’s mother, Gabrielle Moses. The day before, the family helped Doran’s Hebrew teacher, Debbie Uzick, clean her house. She lost everything in the flood.Flooding has had an outsized presence on this fledgling congregation. Its founder, David Rosenfeld, died suddenly the day before a Memorial Day flood in 2015. Hausman-Weiss and his wife, Natalie, waded through floodwaters to help bury him, she said. This time, the Hausman-Weisses were rescued by a congregant; nearly 60 people from the Jewish community showed up to help them in the days that followed.“This is the time you need your community,” Natalie Hausman-Weiss said. “This is the time when you need people to show they care and lift you up.” Holding an open service “was a good opportunity for that,” she said.On Saturday evening, the synagogue was about half-full. Some were friends and family of Doran’s. Others, including Bernadine Frank, came because they needed to feel connected after such a trying week.“We’re all in need of some prayer right now,” said Frank, who saw the open invitation on social media.Laurie Gass, a congregation member and religious school teacher, said it was important for her to attend services after going through such an ordeal.“It’s about healing and to celebrate a happy occasion,” she said. “And after the last week, of all the bad things, it’s very joyful to have something happy.”

North Korea says it conducts hydrogen bomb test; Trump issues trade threat-[Reuters]-By Jack Kim, Soyoung Kim and Steve Holland-YAHOONEWS-September 3, 2017

SEOUL/WASHINGTON (Reuters) - North Korea on Sunday conducted its sixth and most powerful nuclear test, which it said was of an advanced hydrogen bomb for a long-range missile, marking a dramatic escalation of the regime's stand-off with the United States and its allies.Washington responded aggressively, with President Donald Trump refusing to rule out military action and threatening to cut off trade with any country doing business with Pyongyang.Asked while leaving a church service whether the United States would attack North Korea, Trump replied: "We'll see."Trump convened a meeting with his national security team on Sunday afternoon at the White House. The United Nations Security Council is scheduled to meet on Monday to discuss the nuclear test.In a series of early morning tweets, the president also appeared to rebuke ally South Korea, which faces an existential threat from North Korea's nuclear program."South Korea is finding, as I have told them, that their talk of appeasement with North Korea will not work, they only understand one thing!" Trump said in an early morning tweet.Trump appeared to be blaming South Korea for a policy it abandoned years ago of trying to soften North Korea's posture through economic aid.South Korea's new president, Moon Jae-in, has argued for continuing dialogue with its neighbor over its nuclear program, while also supporting international sanctions.Reports that the United States is considering pulling out of its trade deal with South Korea has also ratcheted up tensions with the country.A former senior State Department official criticized Trump for accusing South Korea of appeasement.“It was unseemly, unhelpful, and divisive to gratuitously slap our major ally at the very moment when the threat from (North Korea) has reached a new height,” said the official, who spoke on condition of anonymity.North Korea, which carries out its nuclear and missile programs in defiance of United Nations Security Council resolutions and sanctions, said on state television that the hydrogen bomb test ordered by leader Kim Jong Un had been a "perfect success."The bomb was designed to be mounted on its newly developed intercontinental ballistic missile, or ICBM, the North said. The test had registered with international seismic agencies as a manmade earthquake near a test site. Japanese and South Korean officials said the tremor was about 10 times more powerful than the one picked up after North Korea's last nuclear test a year ago.-ESCALATING CRISIS-After weeks of profound tensions over North Korea's nuclear program, the size and scope of this latest test set off a fresh round of diplomatic handwringing.Chinese President Xi Jinping and Russian President Vladimir Putin, who met on the sidelines of a BRICS summit in China, agreed to "appropriately deal" with North Korea's nuclear test, the Xinhua news agency reported. As North Korea's sole major ally, China said it strongly condemned the nuclear test and urged Pyongyang to stop its "wrong" actions.Hours before the test, Trump had talked by phone with Japanese Prime Minister Shinzo Abe about the "escalating" nuclear crisis in the region. The U.S. president has previously vowed to stop North Korea developing nuclear weapons and said he would unleash "fire and fury" on the country if it threatened U.S. territory.Roy Blunt, a Republican senator and a member of the U.S. Senate Foreign Relations Committee, backed Trump's fiery rhetoric on Sunday."I think the president putting everything on the table is, is not a bad thing right now, both for North Korea, but maybe more importantly for China to be thinking about how consequential this behavior is," Blunt said on NBC's "Meet the Press."Trump's trade threat may be a way to pressure China, Pyongyang's top trading partner, into doing more to contain its neighbor. But Matthew Goodman, a trade expert at the Washington's Center for International and Strategic Studies, said Trump's suggestion was not viable because it would mean the United States would cut off trade with countries such as France, India, and Mexico, along with China.“The notion of stopping 'all trade' with anyone who does business with North Korea is absurd," Goodman said.Last week Trump said the time for talking was over, although Defense Secretary James Mattis later contradicted him, saying the United States had not exhausted all diplomatic options.Trump's statements on Sunday, however, again suggested that he favors a non-diplomatic approach. The question now is whether advisers like Mattis and Secretary of State Rex Tillerson can persuade him not to rule out diplomacy. There was no independent confirmation that the detonation was a hydrogen bomb rather than a less powerful atomic device, but Japanese Chief Cabinet Secretary Yoshihide Suga said Tokyo could not rule out such a possibility.Experts who studied the impact of the earthquake, which the U.S. Geological Survey measured at magnitude 6.3, said there was enough strong evidence to suggest the reclusive state has either developed a hydrogen bomb or was getting very close. The head of the United Nations' nuclear watchdog, IAEA Director General Yukiya Amano, said the nuclear test was "an extremely regrettable act" that was "in complete disregard of the repeated demands of the international community."President Moon said Seoul would push for strong steps to further isolate the North, including new UN sanctions. Japan also raised the prospect of further sanctions, saying curbs on North Korea's oil trade would be on the table. The United States has repeatedly urged China to do more to rein in its neighbor, but Beijing has lambasted the West and its allies in recent weeks for suggesting that it is solely responsible for doing so. It has said military drills by South Korea and the United States on the Korean peninsula have done nothing to lessen tensions.-THERMONUCLEAR DEVICE?-Under third-generation leader Kim, North Korea has been pursuing a nuclear device small and light enough to fit on a long-range ballistic missile, without affecting its range and making it capable of surviving re-entry.The test comes amid heightened regional tension following Pyongyang's two tests of ICBMs in July that potentially could fly about 10,000 km (6,200 miles), putting many parts of the U.S. mainland within range.Kune Y. Suh, a nuclear engineering professor at Seoul National University, said the size of Sunday's detonation meant it might be a hydrogen bomb test."The power is 10 or 20 times or even more than previous ones," Suh said. "That scale is to the level where anyone can say (it was) a hydrogen bomb test."During the test, people in the Chinese city of Yanji on the North Korean border said they felt a tremor that lasted roughly 10 seconds, followed by an aftershock.Harry Kazianis, director of defense studies at the conservative Center for the National Interest in Washington, said the latest test should not be a surprise."North Korea's mission is quite clear when it comes to this latest atomic test: to develop a nuclear arsenal that can strike all of Asia and the U.S. homeland," he said. "This test is just another step towards such a goal."Hours before the test, North Korean state news agency KCNA had released pictures showing Kim Jong Un inspecting a silver-colored, hourglass-shaped warhead during a visit to the country's nuclear weapons institute.KCNA said North Korea "recently succeeded" in making a more advanced hydrogen bomb."All components of the H-bomb were homemade and all the processes ... were put on the Juche basis, thus enabling the country to produce powerful nuclear weapons, as many as it wants," KCNA quoted Kim as saying.Juche is North Korea's homegrown ideology of self-reliance that is a mix of Marxism and extreme nationalism preached by state founder Kim Il Sung, the current leader's grandfather. It says its weapons programs are needed to counter U.S. aggression.Impoverished North Korea and the rich, democratic South are technically still at war because their 1950-53 conflict ended in a truce, not a peace treaty. The North regularly threatens to destroy the South and its main ally, the United States.(Additional reporting by Elaine Lies, Kiyoshi Takenaka, Tim Kelly, Takaya Yamaguchi and Nobuhiro Kubo in Tokyo, Jane Chung, Yuna Park, Ju-min Park and James Pearson in Seoul, Sue-Lin Wong in Yanji, David Brunnstrom and Jonathan Landay in Washington, and Shadia Nasralla in Vienna; Writing by Alex Richardson and Raju Gopalakrishnan and James Oliphant; Editing by Lisa Von Ahn and Mary Milliken)

Justin Trudeau condemns North Korean missile testing, asks UN to step in-[The Canadian Press]-YAHOONEWS-September 3, 2017

Prime Minister Justin Trudeau has condemned North Korea's latest nuclear weapon testing and is urging the United Nations to take further steps to contain the country's nuclear proliferation efforts.North Korea's nuclear test and "aggressive" missile testing program "represents a clear and present threat to the safety and security of its neighbours and the international community," Trudeau said in a statement released Sunday. He says North Korea is only further isolating itself by the continued testing. The statement called on the UN Security Council "to take further decisive action to effectively constrain North Korea's proliferation efforts."North Korea announced this weekend that it had detonated its sixth and most powerful nuclear test yet, which it declared a "perfect success."Trudeau also stated that Canada would continue to work with allies including South Korea, Japan, and the U.S., but did not provide more details on his government's involvement.Erin O'Toole, the new Conservative foreign affairs critic, said last week that North Korea's increased capability to potentially reach North America with a long-range missile changes the conversation, and that Canada should consider joining the U.S. ballistic missile defence shield.Former Liberal senator Romeo Dallaire has also said that he thinks Canada should join.Trudeau has said that Canada would not get involved in the missile defence shield, a stance that was criticized by several other politicians.Canada was invited to join the American continental missile-shield system more than a decade ago, but then-prime minister Paul Martin opted against it in 2005 following an extremely divisive national debate. The Conservative government under Stephen Harper was likewise unwilling to reopen the debate, despite having supported Canada's participation in ballistic missile defence while in opposition. The Canadian Press.

Police: Huge WWII-era bomb successfully defused in Frankfurt-[The Canadian Press]-YAHOONEWS-September 3, 2017

FRANKFURT — Bomb disposal experts defused a huge unexploded World War II-era bomb in the German financial capital Frankfurt that forced the evacuation of more than 60,000 residents, police said Sunday.Hospital patients and the elderly were among those affected in what was Germany's biggest evacuation in recent history.Construction workers found the 1.8-ton (4,000-pound) British bomb Tuesday. Officials ordered residents to evacuate homes within a 1. 5-kilometre (nearly a mile) radius of the site in Germany's financial capital. Dozens of ambulances lined up early Sunday to pick up anyone unable to independently leave the danger zone. The high capacity bomb, also dubbed a Blockbuster, was one of thousands dropped over Germany by the Royal Air Force during the final years of World War II to cripple the Nazi war machine and demoralize the German population.Authorities warned that if the bomb had exploded, the shock wave could have caused widespread damage throughout the western part of the city.Unexploded bombs are still found regularly across Germany, even 72 years after the war ended. About 20,000 people were evacuated from the western city of Koblenz before specialists disarmed a 500-kilogram U.S. bomb there Saturday.Michael Probst, The Associated Press.

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

US East Coast keeps wary eye on Irma, another powerful hurricane-Agence France-Presse-YAHOONEWS-September 3, 2017

Washington (AFP) - Barely a week after Hurricane Harvey devastated large swaths of the US Gulf coast, Americans on the East Coast on Sunday were warily watching the progress of another major storm, Hurricane Irma. For now, those fears are mostly speculative, as the Category 3 storm remains far out in the Atlantic. Its track is, as the Weather Channel described it, "still uncertain and difficult."But some forecasters projected a turn north that could target a large swath of the heavily populated mid-Atlantic region on the East Coast. The US National Hurricane Center, in an advisory issued at 11 am (1500 GMT), said the storm has maximum sustained winds of 115 mph (185 kph), with some strengthening expected during the next 48 hours. It cautioned those in the Leeward Islands -- situated where the northeastern Caribbean meets the western Atlantic -- to "monitor the progress of Irma," adding that parts of those islands might face hurricane or tropical storm watches by evening. The islands, also known as the Society Islands, have a population of just over 30,000.But as to "Hazards Affecting Land" from Irma, the NHC said Sunday that, for now, there were "none."

As Harvey finally fizzles, a look at what made it so nasty-[The Canadian Press]-YAHOONEWS-September 3, 2017

WASHINGTON — The slow-moving, super-wet and especially devastating storm named Harvey is finally fizzling.Since first hitting shore near Corpus Christi, Texas, more than a week ago, the storm dumped 27 trillion gallons of rain on Texas and Louisiana — enough to cover all of Manhattan a mile (1.6 kilometres ) deep. It set a record for rainfall from a tropical system in the continental U.S., dropping 51.88 inches (1.3 metres ) just outside Houston. That's only an eighth of an inch (3.2 millimeters) behind the U.S. record set in Hawaii in 1950.The deluge damaged an estimated 156,000 dwellings, and parts of Houston may be flooded for another month. The death toll of 44 ranks it as the mainland's sixth deadliest hurricane in 50 years. What made it so bad? Harvey was strange — in how it nearly dissolved once but roared back as a major hurricane, in how it intensified so quickly before hitting land, in how it parked itself over one unfortunate region for so long and, of course, in the amount of rain it generated."It had several unique characteristics in terms of its strength and track. And unfortunately they combined to produce a severe impact over a highly populated area," National Hurricane Center Acting Director Ed Rappaport said.Harvey was born in the Atlantic southeast of Puerto Rico on Aug. 17, then got downgraded to a tropical wave and breezed into Mexico's Yucatan peninsula with little fanfare. But once Harvey got into the Gulf of Mexico on Aug. 23, it rapidly exploded into a Category 4 hurricane just a few hours before coming ashore, something experts had not seen happen much before. It was the first Category 4 storm to make landfall in the United States since 2004. Rappaport and others said it will likely rank among the costliest storms to hit the United States. In some ways, it landed in the perfect place to wreak the most havoc. The worst of its rains stayed to the east of its eye and hit very close to the nation's fourth-largest city, a city that is as flat as a tabletop and especially prone to flooding. That's what Harvey will be remembered for, even though coastal cities like Rockport were all but flattened, said University of Miami senior hurricane researcher Brian McNoldy. "They're going to take backstage to Houston."Most hurricanes, including 2005's Katrina, weaken just before they hit shore. Harvey got much stronger, fueled in part by pockets of extra warm water in the Gulf of Mexico."Harvey was the first to go from tropical storm strength to major hurricane strength in its last 36 hours before U.S. landfall," Rappaport said. Then it just stuck around. For more than 130 hours — from 10 a.m. Friday, Aug. 25, through 10 p.m. Wednesday, Aug. 30 — Harvey was raining over some part of eastern Texas. When Harvey did move, including a dip back into the Gulf of Mexico for about a day, it was still close enough to drench Texas."It's extremely rare to have a major hurricane that just sits there after it makes landfall," McNoldy said.Usually strong storms blast through an area, dump a foot or so of rain, and move on. But Harvey was stuck between two high pressure weather systems to the east and west that kept pushing it in opposite directions, so it just staggered in a zig-zag pattern across southeast Texas."The sheer area that was inundated by 20 inches (51 centimetres ) of rain was unbelievable," said Jeff Masters, meteorology director of the private forecasting service Weather Underground. If it had only continued a bit farther, over northern Texas, Harvey would not have been as wet. But by stalling near the coast, the storm was allowed to draw more and more moisture from the gulf and sustain extraordinary rainfall rates, including more than 4 inches (10 centimetres ) per hour over the Beaumont-Port Arthur area, Masters said. Finally, after its second U.S. landfall along the Texas-Louisiana border, Harvey started to move on.It pushed north and east, weakening but still dumping several inches of rain on Mississippi, Alabama, Tennessee, Kentucky, Indiana and North Carolina. By Sunday, forecasters say, the storm's remnants will look like regular weather.Meteorologists are already eyeing another system: Hurricane Irma, which intensified from a tropical storm to a major hurricane in just 30 hours, is steadily moving west across the Atlantic. It's still several days away from the nearest land just south of Puerto Rico.Seth Borenstein, The Associated Press.

German SPD leader says EU must stop accession talks with Turkey-[Reuters]-YAHOONEWS-September 3, 2017

BERLIN (Reuters) - Germany's Social Democrat (SPD) leader Martin Schulz told a television debate with Chancellor Angela Merkel that he would stop Turkey's bid to join the European Union if he was elected leader of Europe's most populous country."When I'm chancellor, I'll cancel ... the accession talks of Turkey with the European Union," Schulz said in the debate."No German citizen can travel safely to Turkey anymore," Schulz said, referring to the detention of 12 German citizens on political charges in the past months."Whoever is the next chancellor has the task to tell Turkey in order to protect the Federal Republic of Germany: all red lines have now been crossed, and therefore this country can no longer become a member of the EU," Schulz said.Merkel repeated her standard position that she was in favour of stopping further discussions with Ankara about its participation in a EU customs union. But she cautioned against pulling the plug on Turkey's accession talks right now, adding such a step should be considered cautiously.(Reporting by Michael Nienaber, editing by Emma Thomasson)

EU rejects Hungary's demand to finance border fence By Nikolaj Nielsenseuobserver

BRUSSELS, 1. Sep, 16:48-The European Commission rejected Hungarian demands to co-finance its fences along the country's shared borders with Serbia and Croatia."We are not financing the construction of fences or barriers at the external borders," EU commission spokesperson, Alexander Winterstein, told reporters in Brussels on Friday (1 September).Hungary's prime minister, Viktor Orban, in a letter addressed to EU commission president Jean-Claude Juncker, requested the money as a gesture of solidarity given the some €800 million Budapest has spent on the fences. Hungary now wants the EU to pay half. But Winterstein also took issue with Orban's notion of solidarity, noting Hungary's refusal to take in asylum seekers from Greece and Italy."Solidarity is a two-way street, and all member states should be ready to contribute. This is not some sort of a la carte menu where you pick one dish," he said.Orban, in his letter, said Hungary deserved the money for having protected not only itself "but all of Europe against the flood of illegal migrants", noting both Italy and Greece had received large sums from the EU commission to manage migration. The EU has earmarked over €93 million in funding for Hungary, both from the EU's Asylum, Migration and Integration fund (AMIF) and the Internal Security fund (ISF). It also awarded Hungary an additional €6 million in emergency funds. In 2015, Hungary had also refused to be labelled a front-line state in the migration route and rejected outright becoming a beneficiary country, like Greece and Italy, in the EU's relocation scheme. That plan had initially intended to remove asylum seekers from Hungary and relocate them to other EU states.Instead, Hungary announced it would erect a 175km fence along the Serbian border, which it completed last year, and then added another one with Croatia. Budapest also started a second Serbian border fence and has since trained and put some 3,000 border-hunters into service.Orban's government is now awaiting a verdict from the European Court of Justice in Luxembourg, following a dispute over the EU's relocation scheme. That verdict is likely to disappoint the Hungarians after the court's advocate general over the summer pushed to drop the case altogether.Other border fences stand between Austria and Slovenia, Slovenia and Croatia, Macedonia and Greece, Greece and Turkey, and Bulgaria and Turkey.-EU money for virtual fences only-But while the EU commission won't finance the construction of border fences, it will pour money into surveillance and other border management equipment along the barriers."We do support border management at the external borders - this can be surveillance measures, this can be border equipment," noted Winterstein.According to a Statewatch report, out earlier this week, the EU budget from 2007 until 2010 helped fund some 545 surveillance systems covering over 8,200 km of the EU's external borders. This includes over 22,300 border surveillance equipment items. At one point, the EU commission even granted €13 million in research funding to create autonomous unmanned land patrol robots, which were designed to track and chase down people crossing borders.Another report from the London-based Overseas Development Institute, a think tank, estimates that the EU has spent some €17 billion since 2014 on deterring refugees and migrants from arriving.

Opinion-A chance to change EU security research policy for the better By Chris Jones-euobserver

BRUSSELS, 1. Sep, 16:21-By 2020, the European Union will have invested over €3 billion in the European security research programme, which is supposed to develop “innovative technologies and solutions that address security gaps and lead to a reduction in the risk from security threats.”In practice, the programme has been dominated by corporations and major national research institutes who seem intent on introducing a surveillance society in the name of public security. This is a particularly worrying prospect in a Europe where increasingly illiberal governments have used emergency situations to ensure “exceptional and temporary powers [are] permanently embedded in ordinary criminal law.”Research projects have included multi-million-euro investigations into border control robots and drones, biometric capture and identification technologies, new data-mining and predictive analysis systems for the police, all manner of remote sensing equipment to discover drugs, explosives, concealed people or goods, and even ways to transform public institutions to make them more accepting of new security “innovations”.By December 2016, some €1.9 billion of the security research budget had been spent through the 2007-13 Seventh Framework Programme (FP7) and its successor, Horizon 2020. The biggest recipients have been some of Europe’s major security, defence and technology corporations.Amongst them are Thales (€33m in public funding), Selex (€23.2m), Airbus (€17.8m), Indra (€12.3m) and Atos (€7.6m); and research institutes such as Germany’s Fraunhofer (€66m), Netherlands-based TNO (€33.6m), the Swedish Defence Research Institute (€33.5m) and France’s Commissariat à l'énergie atomique et aux énergies alternatives (over €22m).-Agenda-setting-Many of these organisations have held or do hold seats on the European Commission’s ‘Protection and Security Advisory Group’ (PASAG), the agenda-setting advisory panel that draws up security research work programmes, on which the influence of corporate and other interest groups has been marked. Thus, the Commission’s recent appointment of a former official from the arms industry lobby group ASD to the group, to increase “industry representation”, seems somewhat absurd to long-term observers of EU security policy. The security research programme was established in 2005 at the behest of a "group of personalities", featuring EU and member state officials alongside representatives from arms and technology companies. These "personalities" were hoping to ride the "homeland security" wave that had arisen in Israel and the USA following the end of the Cold War, with subsequent development shaped by further proposals from informal public-private groups, the work of the PASAG, and industry lobbying.A 2012 European Commission paper said it loud and clear: "A competitive EU security industry is the conditio sine qua non of any viable European security policy and for economic growth in general."Yet, while the Commission has long been enthusiastic about the corporate contribution to security policy, democracy and transparency have been somewhat lower on the EU’s list of priorities - something well-demonstrated by a host of new security systems introduced in recent years. For example, the development of national Passenger Name Record (PNR) systems for air passenger surveillance and profiling were helped along with at least €50 million by the Commission, years before an EU directive was finally agreed in April 2016.-Corporate benefits-The PNR directive will face serious questioning following a recent negative European Court of Justice opinion on the proposed EU-Canada PNR agreement, and politicians in favour of the directive will no doubt intervene, citing its necessity for fighting crime and terrorism - but the potential profits for their favoured corporations may also play a role. The Eurosur border surveillance system was in development for at least five years before legislation was approved in 2013, with numerous EU research projects helping put the pieces in place before Portuguese firm GMV won the multi-million-euro maintenance contract. The forthcoming “smart borders” project, aiming to automate border controls and introduce biometric registration for all non-EU citizens, has followed a similar path - research projects helped develop the technology, but the legislation is only just coming up for adoption.New technologies can undoubtedly make a significant contribution to empowering individuals and democratising societies - but when publicly-funded research and development is driven by profit-hungry corporations offering frightening possibilities to authoritarian-minded governments, the processes at work must be seriously questioned. In this respect it is a sad reflection that, so far, the greatest constraint on the development of the new homeland security seems to have been bureaucratic inefficiency and projects’ impracticality. For instance, the European Court of Auditors found that national implementation of the External Borders Fund was seriously deficient, while the formal evaluation of the 2007-13 security research programme found that very few of the projects looked likely to result in concrete outputs.Over the next two-and-a-half years, the priorities and functioning of the EU’s budgets for security policy and research will be up for debate as the EU institutions head towards establishing new budgets from 2020 onwards - offering a significant opportunity to prioritise human rights, democracy, transparency and equality. In July 2017, a wide variety of civil society organisations published an initial position paper on future EU research policy, demanding that the security theme “institutes a meaningful balance between innovative security technologies on the one hand and research into fundamental rights, alternatives and root causes on the other.”This is a good start, but coordinated efforts amongst civil society and progressive politicians - not to mention significant public pressure - will be required to ensure that the EU’s security policy stops prioritising corporate domination and technological determinism.Chris Jones is a researcher for Statewatch, a civil liberties charity based in the UK, where he has worked since 2010. China's Xi says BRICS must promote open world economy-[Reuters]-By Yawen Chen and Michael Martina-YAHOONEWS-September 3, 2017

XIAMEN, China (Reuters) - The BRICS group of emerging economies must promote trade liberalization and an open world economy, Chinese President Xi Jinping said at a business meeting on Sunday at the start of a three-day summit being held in southeastern China. The heads of state from Brazil, Russia, India, China and South Africa will gather in the city of Xiamen through Tuesday, giving China as host its latest chance to position itself as a bulwark of globalization in the face of U.S. President Donald Trump's "America First" agenda.BRICS leaders will be joined by observer countries Thailand, Mexico, Egypt, Guinea and Tajikistan, and officials will discuss a "BRICS Plus" plan to possibly expand the bloc to new members.Mexico's President Enrique Pena Nieto is set to be in China to discuss trade and investment, as Trump has renewed threats to scrap the 23-year-old North American Free Trade Agreement (NAFTA) that he has labeled a killer of U.S. jobs."We should push for an open world economy, promote trade liberalization and facilitation, jointly create a new global value chain, and realize a global economic rebalancing," Xi told BRICS business leaders and senior officials.Xi said he still had "full confidence" in BRICS countries' development despite claims that the bloc's relevance had faded due to slower growth."The development of emerging market and developing countries won't touch anyone's cheese, but instead will diligently grow the world economic pie," he said.Earlier, Chinese vice trade minister, Wang Shouwen, said the BRICS meeting was expected to "reach consensus for actions" to oppose trade protectionism. He added that China was interested in possibly establishing a free trade agreement with Mexico. In July, Xi called on members of the Group of 20 (G20) nations to champion an open world economy, and at the World Economic Forum in Davos, Switzerland, in January offered a vigorous defense of globalization. In Xiamen, Xi closed his 45-minute speech by saying that Beijing encouraged Chinese companies to continue going abroad, and "warmly welcomed" other countries' firms to invest in the world's second-largest economy. But those remarks are cold comfort to some critics of China, foreign business groups and governments alike, who say China has done little to remove its discriminatory policies and market barriers that favor Chinese companies. The BRICS summit comes just a week after China and India agreed to end a more than two-month standoff between hundreds of troops in a Himalayan border area, which had put a sidelines meeting between Xi and Indian Prime Minister Narendra Modi in question. The standoff was the latest example how BRICS countries, while sharing certain development goals, are far from unified. Some have questioned the relevance of BRICS and China's commitment to its New Development Bank (NDB) in light of Xi's own global Belt and Road development initiative and the China-led Asian Infrastructure Investment Bank.Set up in 20l5 as an alternative to the World Bank, the Shanghai-headquartered NDB was seen as the first major BRICS achievement after the group came together in 2009 to press for a bigger say in the post-World War Two financial order created by Western powers. The bank aims to address a massive infrastructure funding gap in the member countries, which account for almost half the world's population and about a fifth of global economic output. The NDB's president on Friday said it aims to make about $4 billion in loans next year. To date, it has invested in 11 projects, lending $1.5 billion in 2016 and $2.5 billion in loans set for this year.(Reporting by Yawen Chen and Michael Martina; Writing by Ben Blanchard; Editing by Himani Sarkar)

Pilgrims return to Mecca as haj winds down without incident-[Reuters]-By Mahmoud Mourad-YAHOONEWS-September 3, 2017

MECCA (Reuters) - More than two million pilgrims participating in the haj this week began returning to Mecca on Sunday for final prayers as the world's largest annual gathering of Muslims winds down.Senior Saudi officials said the rituals, which have in the past seen deadly stampedes, fires and riots to which authorities sometimes struggled to respond, had gone off without incident.Mecca province governor Prince Khaled al-Faisal, who heads the central haj committee, called this year's pilgrimage a success."I am proud today to have offered these services and I am proud of all my brothers who participated and I am proud of each pilgrim who came to this land and assisted in the success of this season," he told reporters in Mina, east of Mecca.Thousands of pilgrims participated in a symbolic stoning of the devil, part of the haj rituals, in Jamarat before returning to Mecca. By nightfall, Mecca's Grand Mosque was crowded with worshippers.Saudi Arabia stakes its reputation on its guardianship of Islam's holiest sites and organizing the pilgrimage.More than 2.3 million pilgrims came to Saudi Arabia this year, most of them from abroad, for the five-day ritual. Attendance is a religious duty, once in a lifetime, for every able-bodied Muslim who can afford it."The organization was excellent and there was no crowding or anything. Things went well, thanks to God," said Yemeni pilgrim Rashid Ahmed.More than 100,000 members of the security forces and 30,000 health workers were on hand this week to maintain safety and provide first aid.A crush in 2015 killed nearly 800 pilgrims, according to Riyadh, when two large groups of pilgrims arrived at a crossroads east of Mecca. Counts by countries of repatriated bodies showed over 2,000 people may have died, including more than 400 Iranians.Tehran sent nearly 90,000 pilgrims to the haj this year after boycotting the event last year amid a diplomatic rift with Riyadh.Saudi Health Minister Tawfiq al-Rabeeah said the pilgrimage had passed without any outbreak of disease, a perennial concern. He told Reuters in an interview late on Saturday that the ministry had also provided care to 400,000 people, including 21 open-heart surgeries."We are keen to offer excellent service so that the pilgrims return home in good health after completing the haj," he said.(Writing by Stephen Kalin; Editing by Pravin Char)

Syrian army, allies advance towards Deir al-Zor-[Reuters]-YAHOONEWS-September 3, 2017

BEIRUT (Reuters) - Syria's army and its allies advanced towards their enclave in Deir al-Zor, besieged by Islamic State forces, on Sunday, taking al-Kharata oil field, a war monitor reported.Syrian President Bashar al-Assad has focused this year on the campaign in Syria's desert, striking eastwards in a multi-pronged assault against Islamic State to restore Deir al-Zor, where the government pocket has been surrounded for years.Sunday's advance brings the army and its allies to about 10km (7 miles) from the city, said the Britain-based Syrian Observatory for Human Rights. On Saturday, a military media unit run by Assad's ally Hezbollah reported that the army had captured Jebel al-Bashri to the west of Deir al-Zor, meaning it was less than 30 km from the city.A Syrian military source said on Saturday the army had also advanced eastwards from Sukhna, on the main road between Damascus and Deir al-Zor, along a parallel route of attack.Pro-government forces are also fighting to eradicate a large Islamic State enclave they left to their rear in central Syria as they advanced towards Deir al-Zor.(Reporting By Angus McDowall)

U.S.-led coalition says Islamic State Syria convoy split in two-[Reuters]-YAHOONEWS-September 3, 2017

BEIRUT (Reuters) - An Islamic State evacuation convoy trying to reach IS territory in east Syria has split in two, with some buses remaining in the open desert after others turned back into government-held areas, a U.S.-led coalition fighting the group said on Sunday. The Syrian government and Lebanon's Hezbollah group offered the convoy of about 300 lightly armed fighters and about 300 family members safe passage a week ago in return for Islamic State surrendering an enclave on the Syria-Lebanon border. However, the coalition has blocked the convoy from entering Islamic State territory in east Syria, near the border with Iraq, by cratering roads and destroying bridges, saying it opposes the evacuation deal as being "not a lasting solution"."One group remains in the open desert to the north west of Al-Bukamal and the other group has headed west towards Palmyra," the coalition said in an emailed statement. On Saturday Hezbollah said all but six of the buses had safely crossed out of Syrian government territory and were no longer the responsibility of it or the Syrian government. It warned the United States that the buses in the desert included elderly people, pregnant women and casualties, and accused it of stopping humanitarian aid reaching the convoy. The coalition said it had contacted Russia to deliver a message to the Syrian government that it would still not let the convoy pass, and that it had offered suggestions on how to save the civilians in it from suffering."Food and water have been provided to the convoy," it said, without giving further details. The coalition has said it will not target the convoy directly while it contains civilians, but said in its statement it had struck about 85 IS fighters near the convoy. It had also struck about 40 IS vehicles near the convoy including a tank, an artillery system, armed vehicles and transport vehicles seeking to help move the fighters in the convoy into its territory, it said.(Reporting By Angus McDowall; editing by John Stonestreet)
