Washington (AFP) - Barely a week after Hurricane Harvey devastated large swaths of the US Gulf coast, Americans on the East Coast on Sunday were warily watching the progress of another major storm, Hurricane Irma.For now, those fears are mostly speculative, as the Category 3 storm remains far out in the Atlantic. Its track is, as the Weather Channel described it, "still uncertain and difficult."But some forecasters projected a turn north that could target a large swath of the heavily populated mid-Atlantic region on the East Coast.The US National Hurricane Center, in an advisory issued at 11 am (1500 GMT), said the storm has maximum sustained winds of 115 mph (185 kph), with some strengthening expected during the next 48 hours.It cautioned those in the Leeward Islands -- situated where the northeastern Caribbean meets the western Atlantic -- to "monitor the progress of Irma," adding that parts of those islands might face hurricane or tropical storm watches by evening.The islands, also known as the Society Islands, have a population of just over 30,000.But as to "Hazards Affecting Land" from Irma, the NHC said Sunday that, for now, there were "none."

WASHINGTON — The slow-moving, super-wet and especially devastating storm named Harvey is finally fizzling.Since first hitting shore near Corpus Christi, Texas, more than a week ago, the storm dumped 27 trillion gallons of rain on Texas and Louisiana — enough to cover all of Manhattan a mile (1.6 kilometres ) deep. It set a record for rainfall from a tropical system in the continental U.S., dropping 51.88 inches (1.3 metres ) just outside Houston. That's only an eighth of an inch (3.2 millimeters) behind the U.S. record set in Hawaii in 1950.The deluge damaged an estimated 156,000 dwellings, and parts of Houston may be flooded for another month. The death toll of 44 ranks it as the mainland's sixth deadliest hurricane in 50 years.What made it so bad? Harvey was strange — in how it nearly dissolved once but roared back as a major hurricane, in how it intensified so quickly before hitting land, in how it parked itself over one unfortunate region for so long and, of course, in the amount of rain it generated."It had several unique characteristics in terms of its strength and track. And unfortunately they combined to produce a severe impact over a highly populated area," National Hurricane Center Acting Director Ed Rappaport said.Harvey was born in the Atlantic southeast of Puerto Rico on Aug. 17, then got downgraded to a tropical wave and breezed into Mexico's Yucatan peninsula with little fanfare. But once Harvey got into the Gulf of Mexico on Aug. 23, it rapidly exploded into a Category 4 hurricane just a few hours before coming ashore, something experts had not seen happen much before.It was the first Category 4 storm to make landfall in the United States since 2004. But Harvey was stuck between two high pressure weather systems to the east and west that kept pushing it in opposite directions, so it just staggered in a zig-zag pattern across southeast Texas."The sheer area that was inundated by 20 inches (51 centimetres ) of rain was unbelievable," said Jeff Masters, meteorology director of the private forecasting service Weather Underground.If it had only continued a bit farther, over northern Texas, Harvey would not have been as wet. German SPD leader says EU must stop accession talks with Turkey-[Reuters]-YAHOONEWS-September 3, 2017
BERLIN (Reuters) - Germany's Social Democrat (SPD) leader Martin Schulz told a television debate with Chancellor Angela Merkel that he would stop Turkey's bid to join the European Union if he was elected leader of Europe's most populous country."When I'm chancellor, I'll cancel ... the accession talks of Turkey with the European Union," Schulz said in the debate."No German citizen can travel safely to Turkey anymore," Schulz said, referring to the detention of 12 German citizens on political charges in the past months."Whoever is the next chancellor has the task to tell Turkey in order to protect the Federal Republic of Germany: all red lines have now been crossed, and therefore this country can no longer become a member of the EU," Schulz said.Merkel repeated her standard position that she was in favour of stopping further discussions with Ankara about its participation in a EU customs union. Sep, 16:48-The European Commission rejected Hungarian demands to co-finance its fences along the country's shared borders with Serbia and Croatia."We are not financing the construction of fences or barriers at the external borders," EU commission spokesperson, Alexander Winterstein, told reporters in Brussels on Friday (1 September).Hungary's prime minister, Viktor Orban, in a letter addressed to EU commission president Jean-Claude Juncker, requested the money as a gesture of solidarity given the some €800 million Budapest has spent on the fences. Hungary now wants the EU to pay half.But Winterstein also took issue with Orban's notion of solidarity, noting Hungary's refusal to take in asylum seekers from Greece and Italy."Solidarity is a two-way street, and all member states should be ready to contribute. This is not some sort of a la carte menu where you pick one dish," he said.Orban, in his letter, said Hungary deserved the money for having protected not only itself "but all of Europe against the flood of illegal migrants", noting both Italy and Greece had received large sums from the EU commission to manage migration.The EU has earmarked over €93 million in funding for Hungary, both from the EU's Asylum, Migration and Integration fund (AMIF) and the Internal Security fund (ISF). It also awarded Hungary an additional €6 million in emergency funds.In 2015, Hungary had also refused to be labelled a front-line state in the migration route and rejected outright becoming a beneficiary country, like Greece and Italy, in the EU's relocation scheme. That plan had initially intended to remove asylum seekers from Hungary and relocate them to other EU states.Instead, Hungary announced it would erect a 175km fence along the Serbian border, which it completed last year, and then added another one with Croatia. Budapest also started a second Serbian border fence and has since trained and put some 3,000 border-hunters into service.Orban's government is now awaiting a verdict from the European Court of Justice in Luxembourg, following a dispute over the EU's relocation scheme. That verdict is likely to disappoint the Hungarians after the court's advocate general over the summer pushed to drop the case altogether.Other border fences stand between Austria and Slovenia, Slovenia and Croatia, Macedonia and Greece, Greece and Turkey, and Bulgaria and Turkey.-EU money for virtual fences only-But while the EU commission won't finance the construction of border fences, it will pour money into surveillance and other border management equipment along the barriers."We do support border management at the external borders - this can be surveillance measures, this can be border equipment," noted Winterstein.According to a Statewatch report, out earlier this week, the EU budget from 2007 until 2010 helped fund some 545 surveillance systems covering over 8,200 km of the EU's external borders. This includes over 22,300 border surveillance equipment items.At one point, the EU commission even granted €13 million in research funding to create autonomous unmanned land patrol robots, which were designed to track and chase down people crossing borders.Another report from the London-based Overseas Development Institute, a think tank, estimates that the EU has spent some €17 billion since 2014 on deterring refugees and migrants from arriving.

BRUSSELS, 1. Sep, 16:21-By 2020, the European Union will have invested over €3 billion in the European security research programme, which is supposed to develop “innovative technologies and solutions that address security gaps and lead to a reduction in the risk from security threats.”In practice, the programme has been dominated by corporations and major national research institutes who seem intent on introducing a surveillance society in the name of public security.This is a particularly worrying prospect in a Europe where increasingly illiberal governments have used emergency situations to ensure “exceptional and temporary powers [are] permanently embedded in ordinary criminal law.”Research projects have included multi-million-euro investigations into border control robots and drones, biometric capture and identification technologies, new data-mining and predictive analysis systems for the police, all manner of remote sensing equipment to discover drugs, explosives, concealed people or goods, and even ways to transform public institutions to make them more accepting of new security “innovations”.By December 2016, some €1.9 billion of the security research budget had been spent through the 2007-13 Seventh Framework Programme (FP7) and its successor, Horizon 2020. The biggest recipients have been some of Europe’s major security, defence and technology corporations.Amongst them are Thales (€33m in public funding), Selex (€23.2m), Airbus (€17.8m), Indra (€12.3m) and Atos (€7.6m); and research institutes such as Germany’s Fraunhofer (€66m), Netherlands-based TNO (€33.6m), the Swedish Defence Research Institute (€33.5m) and France’s Commissariat à l'énergie atomique et aux énergies alternatives (over €22m).-Agenda-setting-Many of these organisations have held or do hold seats on the European Commission’s ‘Protection and Security Advisory Group’ (PASAG), the agenda-setting advisory panel that draws up security research work programmes, on which the influence of corporate and other interest groups has been marked.Thus, the Commission’s recent appointment of a former official from the arms industry lobby group ASD to the group, to increase “industry representation”, seems somewhat absurd to long-term observers of EU security policy.The security research programme was established in 2005 at the behest of a "group of personalities", featuring EU and member state officials alongside representatives from arms and technology companies.These "personalities" were hoping to ride the "homeland security" wave that had arisen in Israel and the USA following the end of the Cold War, with subsequent development shaped by further proposals from informal public-private groups, the work of the PASAG, and industry lobbying.A 2012 European Commission paper said it loud and clear: "A competitive EU security industry is the conditio sine qua non of any viable European security policy and for economic growth in general."Yet, while the Commission has long been enthusiastic about the corporate contribution to security policy, democracy and transparency have been somewhat lower on the EU’s list of priorities - something well-demonstrated by a host of new security systems introduced in recent years.For example, the development of national Passenger Name Record (PNR) systems for air passenger surveillance and profiling were helped along with at least €50 million by the Commission, years before an EU directive was finally agreed in April 2016.-Corporate benefits-The PNR directive will face serious questioning following a recent negative European Court of Justice opinion on the proposed EU-Canada PNR agreement, and politicians in favour of the directive will no doubt intervene, citing its necessity for fighting crime and terrorism - but the potential profits for their favoured corporations may also play a role.The Eurosur border surveillance system was in development for at least five years before legislation was approved in 2013, with numerous EU research projects helping put the pieces in place before Portuguese firm GMV won the multi-million-euro maintenance contract.The forthcoming “smart borders” project, aiming to automate border controls and introduce biometric registration for all non-EU citizens, has followed a similar path - research projects helped develop the technology, but the legislation is only just coming up for adoption.New technologies can undoubtedly make a significant contribution to empowering individuals and democratising societies - but when publicly-funded research and development is driven by profit-hungry corporations offering frightening possibilities to authoritarian-minded governments, the processes at work must be seriously questioned.In this respect it is a sad reflection that, so far, the greatest constraint on the development of the new homeland security seems to have been bureaucratic inefficiency and projects’ impracticality.For instance, the European Court of Auditors found that national implementation of the External Borders Fund was seriously deficient, while the formal evaluation of the 2007-13 security research programme found that very few of the projects looked likely to result in concrete outputs.Over the next two-and-a-half years, the priorities and functioning of the EU’s budgets for security policy and research will be up for debate as the EU institutions head towards establishing new budgets from 2020 onwards - offering a significant opportunity to prioritise human rights, democracy, transparency and equality.In July 2017, a wide variety of civil society organisations published an initial position paper on future EU research policy, demanding that the security theme “institutes a meaningful balance between innovative security technologies on the one hand and research into fundamental rights, alternatives and root causes on the other.”This is a good start, but coordinated efforts amongst civil society and progressive politicians - not to mention significant public pressure - will be required to ensure that the EU’s security policy stops prioritising corporate domination and technological determinism.Chris Jones is a researcher for Statewatch, a civil liberties charity based in the UK, where he has worked since 2010. MECCA (Reuters) - More than two million pilgrims participating in the haj this week began returning to Mecca on Sunday for final prayers as the world's largest annual gathering of Muslims winds down.Senior Saudi officials said the rituals, which have in the past seen deadly stampedes, fires and riots to which authorities sometimes struggled to respond, had gone off without incident.Mecca province governor Prince Khaled al-Faisal, who heads the central haj committee, called this year's pilgrimage a success."I am proud today to have offered these services and I am proud of all my brothers who participated and I am proud of each pilgrim who came to this land and assisted in the success of this season," he told reporters in Mina, east of Mecca.Thousands of pilgrims participated in a symbolic stoning of the devil, part of the haj rituals, in Jamarat before returning to Mecca. By nightfall, Mecca's Grand Mosque was crowded with worshippers.Saudi Arabia stakes its reputation on its guardianship of Islam's holiest sites and organizing the pilgrimage.More than 2.3 million pilgrims came to Saudi Arabia this year, most of them from abroad, for the five-day ritual. BEIRUT (Reuters) - Syria's army and its allies advanced towards their enclave in Deir al-Zor, besieged by Islamic State forces, on Sunday, taking al-Kharata oil field, a war monitor reported.Syrian President Bashar al-Assad has focused this year on the campaign in Syria's desert, striking eastwards in a multi-pronged assault against Islamic State to restore Deir al-Zor, where the government pocket has been surrounded for years.Sunday's advance brings the army and its allies to about 10km (7 miles) from the city, said the Britain-based Syrian Observatory for Human Rights.On Saturday, a military media unit run by Assad's ally Hezbollah reported that the army had captured Jebel al-Bashri to the west of Deir al-Zor, meaning it was less than 30 km from the city.A Syrian military source said on Saturday the army had also advanced eastwards from Sukhna, on the main road between Damascus and Deir al-Zor, along a parallel route of attack.Pro-government forces are also fighting to eradicate a large Islamic State enclave they left to their rear in central Syria as they advanced towards Deir al-Zor.(Reporting By Angus McDowall)

BEIRUT (Reuters) - An Islamic State evacuation convoy trying to reach IS territory in east Syria has split in two, with some buses remaining in the open desert after others turned back into government-held areas, a U.S.-led coalition fighting the group said on Sunday.The Syrian government and Lebanon's Hezbollah group offered the convoy of about 300 lightly armed fighters and about 300 family members safe passage a week ago in return for Islamic State surrendering an enclave on the Syria-Lebanon border.However, the coalition has blocked the convoy from entering Islamic State territory in east Syria, near the border with Iraq, by cratering roads and destroying bridges, saying it opposes the evacuation deal as being "not a lasting solution"."One group remains in the open desert to the north west of Al-Bukamal and the other group has headed west towards Palmyra," the coalition said in an emailed statement.On Saturday Hezbollah said all but six of the buses had safely crossed out of Syrian government territory and were no longer the responsibility of it or the Syrian government.It warned the United States that the buses in the desert included elderly people, pregnant women and casualties, and accused it of stopping humanitarian aid reaching the convoy.The coalition said it had contacted Russia to deliver a message to the Syrian government that it would still not let the convoy pass, and that it had offered suggestions on how to save the civilians in it from suffering."Food and water have been provided to the convoy," it said, without giving further details.The coalition has said it will not target the convoy directly while it contains civilians, but said in its statement it had struck about 85 IS fighters near the convoy.It had also struck about 40 IS vehicles near the convoy including a tank, an artillery system, armed vehicles and transport vehicles seeking to help move the fighters in the convoy into its territory, it said.(Reporting By Angus McDowall; editing by John Stonestreet)

Dozens of ambulances lined up early Sunday to pick up anyone unable to independently leave the danger zone.The high capacity bomb, also dubbed a Blockbuster, was one of thousands dropped over Germany by the Royal Air Force during the final years of World War II to cripple the Nazi war machine and demoralize the German population.Authorities warned that if the bomb had exploded, the shock wave could have caused widespread damage throughout the western part of the city.Unexploded bombs are still found regularly across Germany, even 72 years after the war ended. Its track is, as the Weather Channel described it, "still uncertain and difficult."But some forecasters projected a turn north that could target a large swath of the heavily populated mid-Atlantic region on the East Coast.The US National Hurricane Center, in an advisory issued at 11 am (1500 GMT), said the storm has maximum sustained winds of 115 mph (185 kph), with some strengthening expected during the next 48 hours.It cautioned those in the Leeward Islands -- situated where the northeastern Caribbean meets the western Atlantic -- to "monitor the progress of Irma," adding that parts of those islands might face hurricane or tropical storm watches by evening.The islands, also known as the Society Islands, have a population of just over 30,000.But as to "Hazards Affecting Land" from Irma, the NHC said Sunday that, for now, there were "none."

WASHINGTON — The slow-moving, super-wet and especially devastating storm named Harvey is finally fizzling.Since first hitting shore near Corpus Christi, Texas, more than a week ago, the storm dumped 27 trillion gallons of rain on Texas and Louisiana — enough to cover all of Manhattan a mile (1.6 kilometres ) deep. It set a record for rainfall from a tropical system in the continental U.S., dropping 51.88 inches (1.3 metres ) just outside Houston. That's only an eighth of an inch (3.2 millimeters) behind the U.S. record set in Hawaii in 1950.The deluge damaged an estimated 156,000 dwellings, and parts of Houston may be flooded for another month. The death toll of 44 ranks it as the mainland's sixth deadliest hurricane in 50 years.What made it so bad? Harvey was strange — in how it nearly dissolved once but roared back as a major hurricane, in how it intensified so quickly before hitting land, in how it parked itself over one unfortunate region for so long and, of course, in the amount of rain it generated."It had several unique characteristics in terms of its strength and track. And unfortunately they combined to produce a severe impact over a highly populated area," National Hurricane Center Acting Director Ed Rappaport said.Harvey was born in the Atlantic southeast of Puerto Rico on Aug. 17, then got downgraded to a tropical wave and breezed into Mexico's Yucatan peninsula with little fanfare. BERLIN (Reuters) - Germany's Social Democrat (SPD) leader Martin Schulz told a television debate with Chancellor Angela Merkel that he would stop Turkey's bid to join the European Union if he was elected leader of Europe's most populous country."When I'm chancellor, I'll cancel ... the accession talks of Turkey with the European Union," Schulz said in the debate."No German citizen can travel safely to Turkey anymore," Schulz said, referring to the detention of 12 German citizens on political charges in the past months."Whoever is the next chancellor has the task to tell Turkey in order to protect the Federal Republic of Germany: all red lines have now been crossed, and therefore this country can no longer become a member of the EU," Schulz said.Merkel repeated her standard position that she was in favour of stopping further discussions with Ankara about its participation in a EU customs union. Sep, 16:48-The European Commission rejected Hungarian demands to co-finance its fences along the country's shared borders with Serbia and Croatia."We are not financing the construction of fences or barriers at the external borders," EU commission spokesperson, Alexander Winterstein, told reporters in Brussels on Friday (1 September).Hungary's prime minister, Viktor Orban, in a letter addressed to EU commission president Jean-Claude Juncker, requested the money as a gesture of solidarity given the some €800 million Budapest has spent on the fences. Hungary now wants the EU to pay half.But Winterstein also took issue with Orban's notion of solidarity, noting Hungary's refusal to take in asylum seekers from Greece and Italy."Solidarity is a two-way street, and all member states should be ready to contribute. This is not some sort of a la carte menu where you pick one dish," he said.Orban, in his letter, said Hungary deserved the money for having protected not only itself "but all of Europe against the flood of illegal migrants", noting both Italy and Greece had received large sums from the EU commission to manage migration.The EU has earmarked over €93 million in funding for Hungary, both from the EU's Asylum, Migration and Integration fund (AMIF) and the Internal Security fund (ISF). It also awarded Hungary an additional €6 million in emergency funds.In 2015, Hungary had also refused to be labelled a front-line state in the migration route and rejected outright becoming a beneficiary country, like Greece and Italy, in the EU's relocation scheme. That plan had initially intended to remove asylum seekers from Hungary and relocate them to other EU states.Instead, Hungary announced it would erect a 175km fence along the Serbian border, which it completed last year, and then added another one with Croatia. Budapest also started a second Serbian border fence and has since trained and put some 3,000 border-hunters into service.Orban's government is now awaiting a verdict from the European Court of Justice in Luxembourg, following a dispute over the EU's relocation scheme. That verdict is likely to disappoint the Hungarians after the court's advocate general over the summer pushed to drop the case altogether.Other border fences stand between Austria and Slovenia, Slovenia and Croatia, Macedonia and Greece, Greece and Turkey, and Bulgaria and Turkey.-EU money for virtual fences only-But while the EU commission won't finance the construction of border fences, it will pour money into surveillance and other border management equipment along the barriers."We do support border management at the external borders - this can be surveillance measures, this can be border equipment," noted Winterstein.According to a Statewatch report, out earlier this week, the EU budget from 2007 until 2010 helped fund some 545 surveillance systems covering over 8,200 km of the EU's external borders. This includes over 22,300 border surveillance equipment items.At one point, the EU commission even granted €13 million in research funding to create autonomous unmanned land patrol robots, which were designed to track and chase down people crossing borders.Another report from the London-based Overseas Development Institute, a think tank, estimates that the EU has spent some €17 billion since 2014 on deterring refugees and migrants from arriving.

BRUSSELS, 1. Sep, 16:21-By 2020, the European Union will have invested over €3 billion in the European security research programme, which is supposed to develop “innovative technologies and solutions that address security gaps and lead to a reduction in the risk from security threats.”In practice, the programme has been dominated by corporations and major national research institutes who seem intent on introducing a surveillance society in the name of public security.This is a particularly worrying prospect in a Europe where increasingly illiberal governments have used emergency situations to ensure “exceptional and temporary powers [are] permanently embedded in ordinary criminal law.”Research projects have included multi-million-euro investigations into border control robots and drones, biometric capture and identification technologies, new data-mining and predictive analysis systems for the police, all manner of remote sensing equipment to discover drugs, explosives, concealed people or goods, and even ways to transform public institutions to make them more accepting of new security “innovations”.By December 2016, some €1.9 billion of the security research budget had been spent through the 2007-13 Seventh Framework Programme (FP7) and its successor, Horizon 2020. The biggest recipients have been some of Europe’s major security, defence and technology corporations.Amongst them are Thales (€33m in public funding), Selex (€23.2m), Airbus (€17.8m), Indra (€12.3m) and Atos (€7.6m); and research institutes such as Germany’s Fraunhofer (€66m), Netherlands-based TNO (€33.6m), the Swedish Defence Research Institute (€33.5m) and France’s Commissariat à l'énergie atomique et aux énergies alternatives (over €22m).-Agenda-setting-Many of these organisations have held or do hold seats on the European Commission’s ‘Protection and Security Advisory Group’ (PASAG), the agenda-setting advisory panel that draws up security research work programmes, on which the influence of corporate and other interest groups has been marked.Thus, the Commission’s recent appointment of a former official from the arms industry lobby group ASD to the group, to increase “industry representation”, seems somewhat absurd to long-term observers of EU security policy.The security research programme was established in 2005 at the behest of a "group of personalities", featuring EU and member state officials alongside representatives from arms and technology companies.These "personalities" were hoping to ride the "homeland security" wave that had arisen in Israel and the USA following the end of the Cold War, with subsequent development shaped by further proposals from informal public-private groups, the work of the PASAG, and industry lobbying.A 2012 European Commission paper said it loud and clear: "A competitive EU security industry is the conditio sine qua non of any viable European security policy and for economic growth in general."Yet, while the Commission has long been enthusiastic about the corporate contribution to security policy, democracy and transparency have been somewhat lower on the EU’s list of priorities - something well-demonstrated by a host of new security systems introduced in recent years.For example, the development of national Passenger Name Record (PNR) systems for air passenger surveillance and profiling were helped along with at least €50 million by the Commission, years before an EU directive was finally agreed in April 2016.-Corporate benefits-The PNR directive will face serious questioning following a recent negative European Court of Justice opinion on the proposed EU-Canada PNR agreement, and politicians in favour of the directive will no doubt intervene, citing its necessity for fighting crime and terrorism - but the potential profits for their favoured corporations may also play a role.The Eurosur border surveillance system was in development for at least five years before legislation was approved in 2013, with numerous EU research projects helping put the pieces in place before Portuguese firm GMV won the multi-million-euro maintenance contract.The forthcoming “smart borders” project, aiming to automate border controls and introduce biometric registration for all non-EU citizens, has followed a similar path - research projects helped develop the technology, but the legislation is only just coming up for adoption.New technologies can undoubtedly make a significant contribution to empowering individuals and democratising societies - but when publicly-funded research and development is driven by profit-hungry corporations offering frightening possibilities to authoritarian-minded governments, the processes at work must be seriously questioned.In this respect it is a sad reflection that, so far, the greatest constraint on the development of the new homeland security seems to have been bureaucratic inefficiency and projects’ impracticality.For instance, the European Court of Auditors found that national implementation of the External Borders Fund was seriously deficient, while the formal evaluation of the 2007-13 security research programme found that very few of the projects looked likely to result in concrete outputs.Over the next two-and-a-half years, the priorities and functioning of the EU’s budgets for security policy and research will be up for debate as the EU institutions head towards establishing new budgets from 2020 onwards - offering a significant opportunity to prioritise human rights, democracy, transparency and equality.In July 2017, a wide variety of civil society organisations published an initial position paper on future EU research policy, demanding that the security theme “institutes a meaningful balance between innovative security technologies on the one hand and research into fundamental rights, alternatives and root causes on the other.”This is a good start, but coordinated efforts amongst civil society and progressive politicians - not to mention significant public pressure - will be required to ensure that the EU’s security policy stops prioritising corporate domination and technological determinism.Chris Jones is a researcher for Statewatch, a civil liberties charity based in the UK, where he has worked since 2010. MECCA (Reuters) - More than two million pilgrims participating in the haj this week began returning to Mecca on Sunday for final prayers as the world's largest annual gathering of Muslims winds down.Senior Saudi officials said the rituals, which have in the past seen deadly stampedes, fires and riots to which authorities sometimes struggled to respond, had gone off without incident.Mecca province governor Prince Khaled al-Faisal, who heads the central haj committee, called this year's pilgrimage a success."I am proud today to have offered these services and I am proud of all my brothers who participated and I am proud of each pilgrim who came to this land and assisted in the success of this season," he told reporters in Mina, east of Mecca.Thousands of pilgrims participated in a symbolic stoning of the devil, part of the haj rituals, in Jamarat before returning to Mecca. By nightfall, Mecca's Grand Mosque was crowded with worshippers.Saudi Arabia stakes its reputation on its guardianship of Islam's holiest sites and organizing the pilgrimage.More than 2.3 million pilgrims came to Saudi Arabia this year, most of them from abroad, for the five-day ritual. BEIRUT (Reuters) - Syria's army and its allies advanced towards their enclave in Deir al-Zor, besieged by Islamic State forces, on Sunday, taking al-Kharata oil field, a war monitor reported.Syrian President Bashar al-Assad has focused this year on the campaign in Syria's desert, striking eastwards in a multi-pronged assault against Islamic State to restore Deir al-Zor, where the government pocket has been surrounded for years.Sunday's advance brings the army and its allies to about 10km (7 miles) from the city, said the Britain-based Syrian Observatory for Human Rights.On Saturday, a military media unit run by Assad's ally Hezbollah reported that the army had captured Jebel al-Bashri to the west of Deir al-Zor, meaning it was less than 30 km from the city.A Syrian military source said on Saturday the army had also advanced eastwards from Sukhna, on the main road between Damascus and Deir al-Zor, along a parallel route of attack.Pro-government forces are also fighting to eradicate a large Islamic State enclave they left to their rear in central Syria as they advanced towards Deir al-Zor.(Reporting By Angus McDowall)

BEIRUT (Reuters) - An Islamic State evacuation convoy trying to reach IS territory in east Syria has split in two, with some buses remaining in the open desert after others turned back into government-held areas, a U.S.-led coalition fighting the group said on Sunday.The Syrian government and Lebanon's Hezbollah group offered the convoy of about 300 lightly armed fighters and about 300 family members safe passage a week ago in return for Islamic State surrendering an enclave on the Syria-Lebanon border.However, the coalition has blocked the convoy from entering Islamic State territory in east Syria, near the border with Iraq, by cratering roads and destroying bridges, saying it opposes the evacuation deal as being "not a lasting solution"."One group remains in the open desert to the north west of Al-Bukamal and the other group has headed west towards Palmyra," the coalition said in an emailed statement.On Saturday Hezbollah said all but six of the buses had safely crossed out of Syrian government territory and were no longer the responsibility of it or the Syrian government.It warned the United States that the buses in the desert included elderly people, pregnant women and casualties, and accused it of stopping humanitarian aid reaching the convoy.The coalition said it had contacted Russia to deliver a message to the Syrian government that it would still not let the convoy pass, and that it had offered suggestions on how to save the civilians in it from suffering."Food and water have been provided to the convoy," it said, without giving further details.The coalition has said it will not target the convoy directly while it contains civilians, but said in its statement it had struck about 85 IS fighters near the convoy.It had also struck about 40 IS vehicles near the convoy including a tank, an artillery system, armed vehicles and transport vehicles seeking to help move the fighters in the convoy into its territory, it said.(Reporting By Angus McDowall; editing by John Stonestreet)
