Israel, Turkey invoke Ottoman Empire in spat over Jerusalem-Bilateral ties tested by persistent Temple Mount standoff, though experts doubt crisis will unravel 2016 reconciliation deal-By Raphael Ahren July 26, 2017, 4:20 pm-THE TIMES OF ISRAEL

Further stoking bilateral tensions, Turkey on Wednesday slammed Israel for criticizing President Recep Tayyip Erdogan’s harsh denunciation of the Jewish state’s recent actions on the Temple Mount, drawing a fresh Israeli retort, as a bitter war of words between the former allies entered a second day.In remarks Wednesday, Turkey also took issue with Israel for implying that religious tolerance was lacking during Ottoman rule in Jerusalem.“At the Ottoman era, communities belonging to different religions and sects lived in peaceful coexistence and enjoyed freedom of worship for centuries. In this context, Jews would be expected to know best and appreciate the unique tolerance during the Ottoman era,” Turkey’s Foreign Ministry said in a statement. It was responding to a statement a day earlier by Israel’s Foreign Ministry that rebuffed Ankara’s criticism of Israeli security measure on the Temple Mount in the Old City of Jerusalem. In Tuesday’s statement, Israel implied that Turkey had no right to preach to Israel, since it restricted access to the holy site during its 400-year control over the city in the previous millennium. The area of today’s Israel was ruled by the Ottoman Empire between 1517 and 1917.Shortly after Turkey’s statement Wednesday, Israel shot back with a fresh salvo, citing Turkey’s occupation of north Cyprus and repression of Kurds and journalists.“It’s absurd that the Turkish government, which occupies northern Cyprus, brutally represses the Kurdish minority and jails journalists, lectures Israel, the only true democracy in the region. The days of the Ottoman Empire have passed,” the Foreign Ministry said in a statement, echoing Tuesday’s retort. The spat began Tuesday when Erdogan called on Muslims to come to Israel to “protect” the Al-Aqsa Mosque after Israel installed metal detectors there in the wake of a terror attack on July 14 that saw three Arab Israelis kill two Israeli police officers using guns that had been smuggled into the site.“If today Israeli soldiers are heedlessly able to soil the compound of Al-Aqsa Mosque with their boots citing trivial incidents as a pretext, and if Muslims’ blood is being easily shed there, then the reason for it is our failure to defend al-Quds [Jerusalem] strongly enough,” he told members of his AK Party in a meeting in the parliament in Ankara.“Since Mecca is one half of our heart and Medina the other half, with al-Quds draping over them like a thin gauze, we should defend al-Quds together. Let’s defend it as if we are defending Mecca and Medina,” he urged. In his speech, Erdogan stressed that the Ottoman Empire ruled over the Al-Aqsa Mosque, Islam’s third-holiest site, for four centuries. “Our ancestors had acted with such great delicacy and sensitivity that it is impossible not to remember them with gratitude and longing given today’s cruelty.”Suleiman the Magnificent renovated the Jaffa Gate and Mimar Sinan the Architect “earmarked an area outside its western wall for the Jews to worship,” Erdogan said. “It was the Mufti of al-Quds, Muslims’ religious leader in the province, that the Christians resorted to whenever a problem erupted among adherents of various Christian denominations in the city. Our ancestors had never thought of denying other religions the right to life throughout their rule of the city for 400 years.”He contrasted that with Israel “banning Muslims” from worshiping at the holy site, warning that his “patience is running thin.”Israel responded angrily.“It would be interesting to see what Erdoğan would say to the residents of Northern Cyprus or to the Kurds,” Prime Minister Benjamin Netanyahu’s office said. “Erdogan is the last one to lecture Israel.”Israel’s Foreign Ministry published its own statement Tuesday, denouncing the Turkish president’s remarks as “absurd, unfounded and distorted.”“He would be better off dealing with the difficult problems facing his own country,” the statement read. “The days of the Ottoman Empire have passed. Jerusalem was, is, and will always be the capital of the Jewish people. In stark contrast to the past, the government in Jerusalem is committed to security, liberty, freedom of worship and respect for the rights of all minorities. Those who live in glass palaces should be wary of casting stones.”On Wednesday, Ankara shot back, condemning the Israeli Foreign Ministry’s “presumptuous statement.”The Al-Aqsa Mosque “ranks prominently among the highest priorities of the Islamic World,” the Turkish Foreign Ministry said. “As the Israeli occupation in East Jerusalem, West Bank and Gaza completed its 50th year, it is clear that the efforts to disregard the fact that East Jerusalem is under occupation will not contribute to the attainment of peace and stability in the region as well as the resolution of the Palestinian-Israeli conflict.”Israel must “urgently make common sense prevail, go back to the status quo at Al-Haram Al-Sharif [the Temple Mount] and lift all the restrictions on the freedom of worship,” the statement continued. It also asserted that authorities in modern Turkey safeguard “freedom of faith and worship.”In recent days, several demonstrations against Israel’s actions on the Temple Mount were held outside an Istanbul synagogue.Given the current atmosphere, Israel’s Foreign Ministry on Monday instructed employees at Israel’s diplomatic facilities in Turkey to work from home rather than coming into the office.Still, several Israeli experts on Turkey said the heated verbal exchanges are unlikely to unravel the reconciliation deal Jerusalem and Ankara struck in August 2016 after years of frozen diplomatic ties in the wake of the so-called flotilla incident. In May 2010, Israeli troops raided the Gaza-bound Mavi Marmara ship and killed nine Turkish nationals aboard who attacked them violently. Israel has apologized and pledged to pay reparations to the families of the deceased.“Currently it doesn’t look like there’s reason for Erdogan to cut relations again,” said Efrat Aviv from the Begin-Sadat Center for Strategic Studies. “Even after the reconciliation deal was signed, nobody thought that Israel-Turkey relations would be amazing from now on, and that Erdogan’s attitude had entirely changed.”Turkey’s involvement in the ongoing standoff over access to the Temple Mount should be viewed as part of Erdogan’s desire to become the leader of the Muslim world, she said. “That’s a dangerous development for Israel.”Following the July 14 shooting, Israel took the rare step of closing the Temple Mount to Muslim worshipers on a Friday — the holiest day of the week in Islam — in order to search for weapons. The site was reopened two days later after Israel installed metal detectors at the entrances to the compound. Previously, detectors were only at the Mughrabi Gate, the entrance for non-Muslim visitors. The move led to widespread anger among Muslims, who boycotted praying at the site in protest of the metal detectors, and sparked a series of violent clashes with Israeli security forces, during which five Palestinians were killed. Three members of an Israeli family were stabbed to death during their Sabbath meal at a West Bank settlement by a Palestinian terrorist who, after being captured, said he had carried out the attack because of the Temple Mount dispute. The metal detectors were removed overnight Monday amid intense pressure from Muslim countries, including Turkey, but worshipers have yet to declare the crisis over, insisting that Israel do away with all new security arrangements put in place in the wake of the July 14 attack before they return to the Mount.Erdogan himself echoed those sentiments on Wednesday.“Israel took the right step to remove the metal detectors to help lower tension,” he said at a meeting on further education in the Islamic world in Ankara. “But is it enough according to our wishes? No, it is not.”Erdogan added that Turkey “cannot tolerate” constraints placed on Muslims visiting the site during Friday prayers. “The Israeli government want to destroy the Islamic character of Jerusalem with a new practice every day,” he said.Agencies and Times of Israel staff contributed to this report.

Muslim leader says Temple Mount protests to go on until measures removed-Cleric says police to be in touch with lawyer from Islamic group about resolving situation-By Agencies and Times of Israel staff July 26, 2017, 6:03 pm

A senior Muslim official in Jerusalem said Wednesday that worshipers would not return to the Temple Mount until Israel removes the new railings and cameras it installed after a deadly terror attack there, prolonging a crisis that Israel hoped it had resolved by making concessions at the site.Ikrema Sabri, head of the Supreme Islamic Committee, said that even after Israel removed metal detectors and cameras from the site, more steps were required to restore calm. He said mass prayer protests would continue until the gates of the compound were opened, metal railings and an iron bridge removed and all cameras taken down.He said a lawyer working on behalf of the Muslim administration of the holy site would be in touch with Israeli police about it.“We will not enter the mosque until these things are implemented,” he told The Associated Press. “Now we are awaiting the response of the police.”Israel’s security cabinet announced Monday that in place of the metal detectors it would employ non-intrusive “advanced technologies,” reportedly smart cameras that can detect hidden objects. The new security system is said to be set up in the next six months at a cost of $28 million.Cameras at the entrance to the Temple Mount set up after the July 14 terror attack were also taken down, though cameras that had been in place around the Old City already remain in place, a police official said Tuesday.Netanyahu appeared to be doubling back again Wednesday when he instructed police forces to conduct thorough inspections at the site. The demands set off the prospect of a renewed showdown ahead of Friday prayers at the site, when a large number of worshipers arrive for the centerpiece of the Muslim prayer week.On Wednesday, Hamas called for a “day of rage,” while the Palestinian Authority’s Fatah faction urged Muslims to “intensify the popular struggle” over the Temple Mount on the holy day.Israel installed the new security measures earlier this month in the wake of the July 14 terror attack by three Arab Israelis who shot two Israeli police officers to death with guns that had been smuggled onto the Mount. It said they were necessary to prevent further attacks, while Palestinians claimed Israel was trying to expand its control over the site. The issue sparked some of the worst street clashes in years and threatened to draw Israel into conflict with other Arab and Muslim nations.Under intense pressure, Israel removed the metal detectors and said it planned to install sophisticated security cameras instead. But Palestinian politicians and Muslim clerics say that wasn’t enough and demanded that Israel restore the situation at the shrine in Jerusalem’s Old City to what it was before the July 14 deadly attack. In response to that attack, Israel closed the site for two days for weapons searches and installed the metal detectors. The decision quickly triggered Muslim protests amid rumors that Israel was trying to expand its control at the site under the guise of security — a claim Israel strongly denied.Low-level clashes have continued in and around Jerusalem. After Tuesday evening prayers, violence once again broke out in East Jerusalem, with rocks thrown at police officers who responded with tear gas and other “nonlethal crowd disposal methods,” police said in a statement. The Red Crescent said 13 people were treated that night after being hit by rubber bullets during protests. On Wednesday, police spokesman Mickey Rosenfeld said journalists were being prevented from entering parts of Jerusalem’s Old City as part of efforts to lower tensions around the flashpoint holy site. The continued standoff highlighted the deep distrust between Israel and the Palestinians when it comes to the shrine — the third-holiest site of Islam and the holiest of Judaism, once home to the biblical Temples. The latest development could put Prime Minister Benjamin Netanyahu in a tough spot, as he tries to tamp out a wave of unrest that has triggered international pressure while not appearing to his right-wing base as capitulating. His government has faced a growing backlash at home for what critics said was hasty decision-making and embarrassing policy reversals. Even Israel Hayom, a free daily owned by Netanyahu’s billionaire patron Sheldon Adelson, denounced Israel’s response to the crisis as “feeble and frightened.”In an unprecedented headline, the paper — which has been an unequivocal source of support for the prime minister — led with “Netanyahu’s demonstration of helplessness.”Israel has also found itself in a new scuffle with Turkey, whose leader President Recep Tayyip Erdogan has been among its fiercest critics. On Tuesday, Erdogan accused Israel of using security measures as a pretext to take over holy sites in Jerusalem.Israel’s foreign ministry responded by calling the comments “delusional, baseless and distorted.”“The days of the Ottoman Empire are over,” it said. “He who lives in a palace of glass would be better off not throwing stones.”Netanyahu’s office also chimed in, saying it wondered what Erdogan would have to say to Kurds and residents of north Cyprus. “Erdogan is the last one who can preach to Israel,” it said in a statement. On Wednesday, Turkey’s foreign ministry called the Israeli statements “arrogant.”

Opposition warns of ‘apartheid’ as Knesset starts ‘Jewish state bill’ debates-In heated session, Herzog dubs proposal a ‘classic example of fascistization’; Shaked, Levin defend bill, urge opposition to get on board and ‘make history’-By Marissa Newman July 26, 2017, 12:34 pm-THE TIMES OF ISRAEL

A special Knesset committee on Wednesday kicked off its first debate on the contested Jewish nation-state bill, in a heated meeting that saw ministers and coalition lawmakers vowing to “make history” and opposition members warning the proposal could tip Israel into “apartheid” or “fascist” territory. The at-times-stormy meeting saw three opposition MKs — the Joint (Arab) List’s Ahmad Tibi and Osama Saadi and Meretz’s Ilan Gilon — removed for disruptions. Prime Minister Benjamin Netanyahu, who was slated to attend, backed out minutes before it began due to security consultations. From the coalition, Justice Minister Ayelet Shaked defended the bill — approved in its preliminary reading on May 10 — which would for the first time enshrine Israel’s Jewish character in its constitutional Basic Laws.Israel’s national identity is mentioned in a number of the country’s laws, but the 11 existing Basic Laws deal mostly with state institutions and the state’s democratic character. The nation-state bill, proponents say, would put Jewish values and democratic values on equal footing. Critics, however, say the bill effectively discriminates against Israel’s Arab and other minority communities. Some 120 countries have their anthems, 136 have references to the flag, and 170 have a national language anchored in their respective constitutions, Shaked said. Moreover, she added, many countries detail their national values in their constitutional laws and some, mainly European countries, explicitly give the church official standing.“Every ‘the’ is important in this law, every comma,” said Shaked, urging the committee to work diligently on the law as “it will remain with us forever.” She also urged dialogue with the opposition to together “make history.”Tourism Minister Yariv Levin (Likud) said the bill was merely designed to rectify an “imbalance” in the country’s Basic Laws, which largely focus on its democratic character.“This law, ladies and gentlemen, does not establish anything new,” he said.He said “agreements” had been reached within the coalition on proposed revisions to the bill, though “there are issues that remain open.”That comment set off protests by Zionist Union MK Revital Swid, who noted that though the committee was convening for the first time to debate the bill, its members did not have an updated proposal from the coalition and were left in the dark on what changes were being introduced since Likud MK Avi Dichter’s version received the Knesset’s initial approval in May.Shaked agreed with Swid and said the coalition agreements should be made public to the panel as it begins its discussions, but did not elaborate on what those internal concessions were.Kulanu MK Tali Ploskov said her coalition party objected to identifying Israel as “the Jewish nation-state,” rather than the “Jewish and democratic nation-state.”Opening up the session, Likud MK Amir Ohana — the head of the special committee tasked with finalizing the bill — vowed that “human rights will be safeguarded for all” in the final version, as opposition lawmakers furiously argued the proposal would make Israel’s Arab, Druze, and Christian minorities second-class citizens.“Those who claim this law is racist is like someone who claims Zionism is racism — no less,” he said.Hitting back, opposition leader Isaac Herzog branded the bill “a classic example of fascistization.”“You’re playing with fire,” he warned the coalition, saying the law could “rip the country to shreds.”“The State of Israel is the nation-state of the Jewish people, period… it’s obvious,” said Herzog, referring to Israel’s Declaration of Independence, which defines it as such.Meanwhile, the opposition’s Zionist Union MK Tzipi Livni called it the “law that will bury the Declaration of Independence.”“I asked to include the word ‘equality,’ and you rejected it,” she said, referring to attempts during the previous government, when Livni was justice minister, to advance various versions of the bill. From the opposition Yesh Atid party, MK Yael German said the law would place Israel “on the verge of apartheid.”“You are weak people,” added the leader of the Joint (Arab) List Ayman Odeh. “Only a country that isn’t normal acts this way.”“No apartheid law will erase the fact that in this homeland there are two nations,” he added. In May, the Yesh Atid and Zionist Union opposition parties voted against the bill. Both parties have said they would support the version of the bill formulated by Likud MK Benny Begin, which is simply a paragraph-long affirmation that Israel is the homeland of the Jewish people.According to the language of Dichter’s bill, which forms the basis of the current discussions, the law is needed “to protect the status of Israel as the nation-state of the Jewish people in order to anchor in Israel’s Basic Laws the values of the State of Israel as a Jewish and democratic state, in the spirit of the Declaration of Independence.”According to the proposal, while every individual has the right “to preserve his culture, heritage, language and identity,” the right to realize self-determination “is unique to the Jewish people.” In another controversial clause, Arabic is changed from an official language to one with “special status,” which would ensure its speakers the “right to language-accessible state services.”Dichter, a former chief of the Shin Bet security agency, has lamented the “disinformation” about the bill, denying the bill downgrades the status of Arabic in Israel as an official language. He also dismissed claims the law compromises the rights of Israel’s Arab minority, saying it merely anchors Israel’s Jewish status while protecting the rights of other groups.Another clause that has been the subject of scrutiny is one that appears to suggest the High Court of Justice favor Israel’s Jewish character over its democratic one. The attorney general has opposed this clause, according to Hebrew reports this month.Netanyahu has thrown his support behind the bill. However, while the prime minister had initially predicted the bill would pass its three readings and become law by the Knesset session’s end this week, the committee only began deliberations on Wednesday, pushing off the first reading for at least three more months when the Knesset reconvenes in late October.Raoul Wootliff contributed to this report.

EU top court rules Hamas to stay on its list of terror groups-Decision comes as surprise, as court’s top lawyer had argued in favor of 2014 decision to delist the Palestinian organization-By Raphael Ahren July 26, 2017, 11:18 am-THE TIMES OF ISRAEL

The Court of Justice of the European Union on Wednesday decided to keep Hamas on the EU blacklist of terrorist organizations. The court thus surprisingly disqualified a 2014 ruling by a lower EU court that said Hamas should be removed from the list on procedural grounds, a move that sparked vehement protests from the Israeli government at the time.EU Ambassador to Israel Lars Faaborg-Andersen welcomed the decision.“The current listing of Hamas remains in force and the European Union continues to consider Hamas a terrorist organization,” he told The Times of Israel on Wednesday morning, minutes after the court issued its ruling. All restrictive measures against the group — an asset freeze and a ban against soliciting or mobilizing funds — remain in force, he added.Even if the court had decided differently, its ruling would have only applied to the Hamas’s status between 2010 and 2014 and would not have affected its current status, he stressed. In 2010, Hamas appealed its placement on the union’s list of terrorist organizations. Four years later, the EU’s General Court ruled in the group’s favor, arguing that insufficient evidence had been presented to merit the blacklisting. Hamas had been placed on the list based “not on acts examined and confirmed in decisions of competent authorities but on factual imputations derived from the press and the internet,” the court ruled in December 2014.The EU Council immediately appealed that decision. Wednesday’s ruling by the Luxembourg-based EU Court of Justice ruled in the Council’s favor.“We welcome the fact that the ECJ has upheld the EU Council’s appeal and set aside the judgment of the General Court concerning the listing of Hamas from 2010 to 2014. The EJC has thus confirmed the legality of those listings,” Faaborg-Andersen said.“We recall that the appeal and the General Court’s judgment did not concern the EU’s subsequent listings of 2015-17,” he added. 2/ The EU continues to consider Hamas a terrorist organisation; measures restricting its activity remain in force— EU in Israel (@EUinIsrael) July 26, 2017-Wednesday’s decision came as a surprise to many in Jerusalem, since in September Eleanor Sharpston, an advocate general of the Court of Justice, said that the General Court was correct to remove Hamas from the blacklist in 2014.The ECJ usually follows the recommendations of its top lawyers. But on Wednesday, it ruled that the General Court in 2014 “made an error of law,” according to a press release.“With regard to Hamas, the Court observes that the General Court annulled the continued freezing of funds solely on the ground that the Council had not referred, by way of justification, to national decisions by competent authorities,” the press release stated. But such “national decisions” were only required for a group’s initial listing, not for their subsequent retention on the list, the court ruled. Hamas had been on the EU’s list of terrorist organizations since it was created in 2001.“The Court of Justice therefore sets aside the 2014 judgment of the General Court. It refers the case back to the General Court so that the latter may examine the facts and arguments on which it did not rule in its 2014 judgment. Since the General Court’s judgment has been set aside, the Council measures by which Hamas’ funds continue to be frozen are to remain in force for the time being.”In 2014, the General Court had also ruled that the Sri Lankan Tamil Tigers group be removed from the EU terror blacklist. On Wednesday, the higher court upheld that decision despite the General Court’s “error of law,” arguing that the EU Council failed to convincingly explain why it believes the group intended to continue terrorist attacks in Sri Lanka.Last week, Prime Minister Benjamin Netanyahu denounced the EU’s political demands on Israel as “absolutely crazy.”The European Union imposed travel bans and asset freezes on Hamas, which controls the Gaza Strip, after the September 11, 2001, Al-Qaeda terror attacks on New York and Washington.Hamas has opposed the sanctions, arguing that it is a legally elected government and therefore has the right to conduct military operations against Israel. The European Jewish Congress welcomed Wednesday’s decision to keep Hamas on the EU terror list.“This ruling is an important political message for the fight against international terror, which knows no difference between countries and peoples and strikes in the hearts of European countries as well as commonly in Israel.” Dr. Moshe Kantor, president of the EJC, said. “It also sends a clear message that those who oppose peace in the Middle East by acts of murder and terror have no place within the European Union.“Hamas is a part of an international terror network and has murdered countless people,” he continued. “One just needs to look at Art. 7 of their charter to know their proudly stated genocidal aspiration to the mass murder of Jews all over the world.”AFP contributed to this report.

Netanyahu warns Iran filling the void left by IS in Golan-Touring northern border, PM says Islamic Republic and its proxies seek to threaten Israel with precision weapons-By Times of Israel staff July 25, 2017, 7:16 pm

Prime Minister Benjamin Netanyahu on Tuesday said that Iran is seeking to replace the Islamic State terror group in the Golan Heights in order to create a new front against Israel.“The situation here is changing rapidly, IS is in retreat, but Iran is seeking to fill the void,” he said during a tour of the Golan Heights with Defense Minister Avigdor Liberman and IDF Chief of Staff Gadi Eisenkot. “Iran together with Hezbollah are creating a northern arc here, with the help of precision weapons.”“We are dealing with these new threats to the State of Israel. We are paying close attention to a range of threats to the State of Israel,” he added.Netanyahu has warned repeatedly of Iranian attempts to establish military infrastructure with which to threaten Israel from the Syrian side of the Golan Heights, recently telling a number of Central European leaders that Iran, via its proxies, have and are still trying to create “a terror front” against Israel there.Israel has repeatedly said it will not allow Iran to set up a permanent presence in Syria and has carried out a number of airstrikes in Syria against suspected shipments of “game-changing” weapons bound for the Hezbollah terror group.Earlier this month, Netanyahu said that he opposes the deal brokered by the United States and Russia that led to an open-ended ceasefire in southern Syria, saying it does not sufficiently address Iranian military ambitions in the area. The prime minister said that while the plan aims to keep Iran 20 kilometers (12 miles) away from the Israeli border, it did not address Iran’s plans to cement its presence in Syria, which, he said, included the establishment of a naval and air force bases.Apprehensions over Iranian designs in the region were further stoked by recent movements of Shiite Muslim militias — loyal to Iran and fighting alongside Syrian government forces — toward Jordan’s border with Syria, and to another strategic area in the southeast, close to where the two countries meet Iraq.In addition to Israel, a number of Sunni countries in the area have also warned against Iranian efforts to establish a “Shiite crescent” stretching from Tehran to Beirut via its allies in Baghdad and Damascus, with which to pursue its regional ambitions.Agencies contributed to this report.

Trump: Hezbollah threatening ‘another conflict with Israel’-Speaking alongside Lebanese PM, US president says terror group a ‘menace’ to Middle East, promises imminent decision on sanctions-By AFP and Times of Israel staff July 26, 2017, 12:31 am

WASHINGTON — US President Donald Trump called the Lebanese terror group Hezbollah a threat to the entire Middle East on Tuesday, accusing it and Iran of fueling a humanitarian disaster in Syria.“Hezbollah is a menace to the Lebanese state, the Lebanese people and the entire region,” Trump said at a joint press conference alongside Lebanon’s Prime Minister Saad Hariri at the White House.“The group continues to increase its military arsenal which threatens to start yet another conflict with Israel… With the support of Iran, the organization is also fueling humanitarian catastrophe in Syria,” he told reporters.Hezbollah’s “true interests are those of itself and its sponsor, Iran,” he said.Trump demurred when asked to comment on sanctions against Hezbollah.“I’ll be making my position very clear over the next 24 hours,” he said. “I have meetings with some of my very expert military representatives and others, so I’ll be making that decision very shortly.”Trump also accused Syria’s leader Bashar Assad of committing “horrible” crimes against humanity, and vowed to prevent his regime from carrying out any more chemical attacks.“I’m not a fan of Assad. I certainly think that what he’s done to that country and to humanity is horrible,” Trump said.Recalling that he had ordered cruise missile strikes on Assad for using chemical weapons, Trump said: “I am not somebody that will stand by and let him get away with what he tried to do.”Trump also said he believed there might not be any Russian or Iranian involvement in Syria today had former president Barack Obama taken action against Assad.Earlier Tuesday, Prime Minister Benjamin Netanyahu warned that Iran, through Hezbollah, was seeking to replace the Islamic State terror group in the Golan Heights in order to create a new front against Israel.“The situation here is changing rapidly, IS is in retreat, but Iran is seeking to fill the void,” Netanyahu said during a tour of the Golan Heights with Defense Minister Avigdor Liberman and IDF Chief of Staff Gadi Eisenkot. “Iran together with Hezbollah are creating a northern arc here, with the help of precision weapons.”“We are dealing with these new threats to the State of Israel. Trump says transgender people barred from US military-US president rules that military cannot be burdened with ‘transgender medical costs and disruption’ it entails-By AFP July 26, 2017, 7:00 pm-THE TIMES OF ISRAEL

WASHINGTON — US President Donald Trump announced Wednesday that transgender people may not serve “in any capacity” in the US military, citing the “tremendous medical costs and disruption” their presence would cause. In late June, Pentagon chief Jim Mattis delayed for six months a plan put in place under Barack Obama’s administration to start accepting transgender recruits. An estimated 2,500 to 7,000 transgender people are among the 1.3 million active duty service members.“After consultation with my generals and military experts, please be advised that the United States Government will not accept or allow transgender individuals to serve in any capacity in the US Military,” Trump tweeted.“Our military must be focused on decisive and overwhelming victory and cannot be burdened with the tremendous medical costs and disruption that transgender in the military would entail. Thank you.”After consultation with my Generals and military experts, please be advised that the United States Government will not accept or allow……— Donald J. Trump (@realDonaldTrump) July 26, 2017-….Transgender individuals to serve in any capacity in the U.S. Military. Our military must be focused on decisive and overwhelming…..— Donald J. Trump (@realDonaldTrump) July 26, 2017….victory and cannot be burdened with the tremendous medical costs and disruption that transgender in the military would entail. Thank you— Donald J. Trump (@realDonaldTrump) July 26, 2017-The issue of transgender rights in America has been increasingly in the spotlight in recent months, especially over how states regulate the use of public restrooms. The Trump administration faced protests earlier this year after it reversed Obama-era federal protections that urged schools to allow transgender students to use the bathroom corresponding to their gender identity, not the gender on their birth certificate.Last month, the Pentagon said the five armed service branches could delay accepting transgender recruits until January 1 as they “review their accession plans and provide input on the impact to the readiness and lethality of our forces,” spokeswoman Dana White said in a statement.Last week, White explained that the different services were not in agreement on when to accept transgender recruits.“The service chiefs all had to give their what needed-to-be-done time frames” for integrating transgender troops, she told reporters.“Different services had different takes. Some asked for time… there were all kinds of different recommendations.”Perhaps the most famous transgender US soldier is former Army intelligence analyst Chelsea Manning, who served seven years in prison for one of the largest dumps of classified documents in US history.Manning, who served as Bradley Manning, was initially sentenced to 35 years in prison in 2013 for leaking more than 700,000 classified documents to WikiLeaks three years earlier. She twice tried to take her own life last year alone, before then-president Obama commuted her sentence just days before he left office in January. Manning walked free in May.During her incarceration at the Fort Leavenworth military prison, Manning battled for — and won — the right to begin hormone treatment to begin transitioning toward her female identity.Manning, who is still employed by the army and retains its insurance coverage, has become an icon for transgender activists.

B.C. ranchers anticipate devastating wildfire losses as evacuation orders lifted-[The Canadian Press]-YAHOONEWS-July 25, 2017

KAMLOOPS, B.C. — Ranchers in the centre of British Columbia's cattle country are facing "heartbreak" as they return to scorched fields, dead livestock and damaged infrastructure following weeks of wildfires.Kevin Boon, the general manager of the B.C. Cattlemen's Association, said the process of tallying losses has just begun and could take some time because the extreme heat of the wildfires would leave little evidence of  carcasses. He said it's expected hundreds if not thousands of cattle were killed or injured by the fires. "The devastating part is done, and now the work really does begin," Boon said Tuesday. "(The ranchers) have got a lot on their plate right now and the more that can be done to help them is going to be key to their ability to bounce back from this."Kilometres of fencing, equipment and infrastructure such as barns built over generations have been lost in some cases.Boon said the association is already working to replace fencing burned along major highways to prevent cattle from wandering into traffic. An estimated 377,000 hectares of land has been burned this season, and scorched fields mean ranchers will need to find other sources of feed.Boon said he's working with ranchers to find opportunities to relocate some of the cattle for the short term in northeast B.C.'s Peace region where conditions have been wetter. The devastation is expected to take an emotional toll on ranchers who have seen their livelihoods disappear in an instant, Boon said, adding it will continue to have long-term effects beyond the immediate costs of rebuilding. The fires have disrupted breeding season, meaning calving next spring will be delayed or significantly reduced, he said. While damages were being calculated, ranchers and communities remained on alert, bracing for the potential of more fires this summer."At any given time, a lightning event or some more hot dry weather like they're predicting is going to create that atmosphere for more fires, so where is the next one and with what severity?"  Boon said of the focus of ongoing emergency planning discussions. For the first time, the cattlemen's association is working directly with emergency response crews, a change Boon said has helped mitigate the extent of the losses by allowing some ranchers to return to their properties to protect them. Some ranchers have said their operational losses could be as high as $3 million due to the fires, so it's not surprising that a number of them have evaded evacuation orders to stay behind and defend their livelihoods, Boon said.Boon said he's encouraging ranchers and others to irrigate their fields to make them less vulnerable to future fires. He's also asking the government to support ranchers and rural-based industries such as forestry and mining so they can rebuild once the fire season is over."It's a matter of how do we pull them out of their low," Boon said.A spokeswoman for the federal Agriculture Department said ranchers can access a number of disaster response programs at the provincial and federal levels.Federal Public Safety Minister Ralph Goodale announced on Saturday that the costs to rebuild will be shared by provincial and federal governments.About 19,000 people who were forced to leave their homes due to wildfires remained displaced Tuesday, and fire officials warned that more winds are anticipated for southern parts of the province on Wednesday and Thursday.Despite the concerns, Williams Lake Mayor Walt Cobb said the city is ready to welcome thousands of residents home, as soon as fire officials give the OK.About 10,000 people from the Interior city had to leave more than a week ago when flames from several wildfires threatened to cut highway access.Chief fire information officer Kevin Skrepnek is warning those heading home to remain vigilant and have an emergency plan ready if they have to leave again. He said the worst fires typically occur at the end of July and warm temperatures with a chance of lightning in the days ahead could cause flare-ups.—By Linda Givetash in VancouverThe Canadian Press.

Holidaymakers flee as fires rage in southern France-Andrea PALASCIANO, Ambre TOSUNOGLU-Agence France-Presse-YAHOONEWS-July 26, 2017

Bormes-les-Mimosas (France) (AFP) - Firefighters in southern France on Wednesday spent a third day battling blazes that have forced over 10,000 people to flee in a region heaving with holidaymakers and left chunks of coastal forest a blackened mess.Thousands of tourists fled to the safety of public shelters after a fire broke out overnight in the village of Bormes-les-Mimosas, on the Cote d'Azur, and swept towards the area's campsites.Firefighters are also trying to extinguish infernos in the mountainous hinterland, on the island of Corsica and in Portugal. The head of the rescue operation in Bormes-les-Mimosas, Serge La Vialle, told AFP that more than 550 firefighters backed by five water bomber aircraft had not yet managed to contain the flames."It's moving slowly and even growing a bit," he said. Some of the evacuees ended up spending the night on the beach, but many families took shelter in a local gymnasium and public hall where volunteers served up drinks and breakfast.Amelie, a German tourist from a family of nine, said she had woken to the sound of sirens. "We all gathered on the beach. The mountain was ablaze and the sky was red," she told AFP."The hills were all on fire, running right down to the sea," Jean-Paul Poinsart, 68, said.Since Monday, firefighters have been cris-crossing the southeast trying to extinguish infernos in a tinder-dry region buffeted by strong winds.About 100 kilometres northwest of Bormes-les-Mimosas, a pine forest in Peynier caught fire on Wednesday.Local authorities said it risked consuming 1,000 hectares of forest but that no homes were in danger.Prime Minister Edouard Philippe was due to visit the area on Wednesday evening.Over 6,000 firefighters, troops and civil security officials backed by 19 water bombers have been deployed in total. At least 12 firefighters have been injured and 15 police officers affected by smoke inhalation so far, officials said.On Tuesday, Italy answered a French request for help, sending an extra two planes to scoop water from the sea to douse the flames.- 'Work of arsonists' -France's Cote d'Azur bulges in July and August as holidaymakers head to the beach.Bormes-les-Mimosas "doubles or triples its population in summer", a local fire official said. The area is experiencing a particularly hot and dry summer that has made it especially vulnerable to fires.Officials said they suspected Tuesday night's blaze, which started in a caravan storage yard, was the work of arsonists. Other fires have been blamed on discarded cigarettes. The fires have devoured around 5,000 hectares (15 square miles) of forest.A trade unionist denounced what he said was a lack of spare parts preventing all of France's water bombers from being put into action.Interior Minister Gerard Collomb has promised to add six more firefighting planes to the fleet. On Tuesday, a fire ripped along the coast in La Croix-Valmer near Saint-Tropez, a resort frequented by the rich and famous.La Croix-Valmer's deputy mayor Rene Carandante described a landscape of blackened headlands fringed by charred umbrella pines, where green forest had once framed the azure waters of the Mediterranean."It's a disaster area. There's nothing left," he said.- Burnt tortoise shells -Francois Fouchier, of the local coastal conservation group, told AFP that wildlife, such as the Hermann's tortoise, would be victims of the fires. "We are going to find burnt shells."Around 80 kilometres (50 miles) inland, 300 hectares of pines and oaks went up in smoke near the village of Saint-Maximin-la-Sainte-Baume.Northeast Corsica was also counting the ecological cost of fires.Aerial footage of the region Wednesday showed vast tracts of forest blackened and bare.Experts say said a drop-off in farming in southeast France since the 1970s has allowed forests to mushroom, making the region more prone to fires.A proliferation in the numbers of homes, roads and power lines has also increased the fire hazard.Portugal, meanwhile, which last month suffered deadly forest fires, has been battling fresh blazes since Sunday in centre of the country, forcing the evacuation of around 10 villages.About 1,100 firefighters have been drafted to stop the advance of the flames in the same area that was engulfed by fire last month, leaving 64 people dead.burs-cb/pg

1-in-100-year rainfall triggers flood, safety warnings for Churchill River in Sask.-[CBC]-YAHOONEWS-July 25, 2017

Saskatchewan's Water Security Agency is warning people to use caution around waterways in the Churchill River basin after a massive rainfall on Monday. The area in northern Saskatchewan has been experiencing record or near record wet conditions since mid-April, says the agency.Buffalo Narrows, Sask., got 111.8 mm of rain on Monday, more than its average monthly rainfall for the entire month. Most of the rain fell within a 12-hour period. The Water Security Agency says it was in excess of a one in 100-year event.Flows on tributaries to the Churchill River are expected to increase over the next few days. Flows on the Churchill River itself, which were already at near-peak levels, are also expected to increase over the coming weeks. There is the potential for flood damage at areas upstream of Patuanak, Sask., as the water level in the Churchill River there was near a 50-year high before Monday's rainfall. The agency advises less experienced users to avoid the rivers in the Churchill basin altogether as deep, fast moving water can pose a serious hazard.

Health risk alarm over water rationing in Rome-Agence France-Presse-YAHOONEWS-July 26, 2017

Rome (AFP) - Plans to ration water in drought-hit Rome could have serious consequences for public health, Italy's health minister warned Wednesday. The Lazio region has said that emergency measures to battle the prolonged dry spell could lead to staggered water supply shutdowns in neighbourhoods in the capital for eight hours daily, starting from this weekend.Such a move could "seriously compromise sanitary hygiene standards in accommodation structures and restaurants in the capital, as well as in all public offices," Health Minister Beatrice Lorenzin said."But above all it could lead to grave problems in providing essential health services," she said. The dry spell has deprived Italy of 20 billion cubic metres of water so far this year -- the equivalent of Lake Como. The region's rationing threat follows the decision to stop withdrawing water from Lake Bracciano near Rome because it had dropped to such a low level that it risked sparking an environmental disaster.Acea, the utility firm which runs Rome's water system, has slammed the stop on using water from the lake as "unnecessary" and said earlier this week that the move left it no choice but to cut off supplies to residents.A meeting between Acea and the region on Wednesday failed to resolve the crisis."We will continue to work to find a solution... we will look at all developments that arise, particularly with respect to the sanitary aspect," regional assessor Fabio Refrigeri said."We will find a solution shortly," he told journalists.Ten regions across the country have called for a state of emergency to be declared after Italy suffered the second-driest spring in 60 years and rainfall in the first six months of the year was down 33 percent.

Statue kept decades in Philly closet sent to Italian church-[The Canadian Press]-YAHOONEWS-July 26, 2017

PHILADELPHIA — A nearly life-sized statue missing from an Italian church is returning home after spending decades in a Philadelphia home as a woman's personal shrine.Ed Nader told WHYY-TV (http://bit.ly/2tDlxC4 ) he was visiting Montauro, Italy, the birthplace of his great-grandmother, when he mentioned the statue depicting St. Pantaleon, considered the patron saint of physicians, tied to a tree that she had kept in a closet. The town mayor — coincidentally also named Pantaleon — became excited, Nader said, and told them through an interpreter that it belonged to the church, where its place had been sitting empty for years. Nader agreed to return it and paid to have it sent back in time for the saint's feast day on Thursday. The statue had been in the U.S. since 1946 when a group of Montauro parishioners brought it to Boston for a feast day parade, Nader said. For some reason, they left it with his great-grandmother in Philadelphia and never returned to retrieve it.She kept it a walk-in closet on the third story of her rowhome and lit candles at its base."As kids, every time we went to the third floor to go to the bathroom, we'd run past that room," Nader said. "We were so frightened of that statue. My mother, me, my aunt, her children, my children."When Nader's great-grandmother died, the statue moved with him to Exton, where his wife kept it hidden under a sheet in the den."He's not something you want to look at every day," she said. "If he had more of a majestic pose, maybe I would keep him in the living room."The Naders said they planned to be in Montauro for the feast day celebration. The Associated Press.

EU defends airline data-sharing after court ruling By Andrew Rettman-JULY 26,17-EUOBSERVER

BRUSSELS, Today, 18:41-The European Commission has urged member states to continue data-sharing on air passengers despite a court ruling that put its legal model in doubt.Julian King, the EU commissioner for security issues, told press in Brussels on Wednesday (26 July) that the verdict “does not affect member states’ obligations to implement what we agreed”.The EU has so-called Passenger Name Records (PNR) deals in place with Australia, Canada, and the US, as well as an internal EU version and bilateral accords. They enable security services to share data on points such as travellers’ names, itineraries, payment methods, health problems, and meal preferences, for counter-terrorist purposes. But the EU court in Luxembourg said earlier on Wednesday that the Canada deal went beyond what was needed and violated the “fundamental right to respect private life”.King said the commission would “engage with Canada” in light of the ruling to see “what we're going to do to take account of the [court’s] points”.But he added that “exchanges of information such as PNR are critical for the security of our citizens, and the European commission will do what is necessary to ensure they can continue in accordance with the court's opinion and in full respect of fundamental rights”.He said 10 EU states were dragging their heels on transposing the EU’s PNR deal into national law in time for the deadline next May.He said other countries worldwide would “also like to have agreements for PNR with us” later down the line.Wednesday’s court verdict said that retention, transfer, and use of passenger data was legal. But it said that the 2014 Canada deal, which has not yet entered into force, should specify what kinds of sensitive data could be shared and should restrict automated analysis of information. It also said that letting Canada keep the data in huge banks for up to five years and to share it with non-EU states went too far."The PNR agreement may not be concluded in its current form because several of its provisions are incompatible with the fundamental rights recognised by the EU”, it said.Fans of PNR, such as the centre-right EPP group in the European Parliament, backed King’s upbeat analysis of the court decision.Axel Voss, a German EPP deputy, noted the court had agreed on PNR “in principle” despite its quibbles.“The agreement itself has been confirmed even if some have tried to interpret the ECJ’s [EU court’s] decision differently,” he said, adding “the protection of the data of all citizens is less important than the protection of the individual”.-Call for suspension-But for Jan Philipp Albrecht‏, a German green MEP, the court ruling had more damaging implications.“Everybody should know that therefore every other PNR agreement with the EU, the EU PNR and national PNRs are illegal, too”, he said on Wednesday. The European Digital Rights group, a pro-privacy NGO, agreed."The proposed EU/Canada PNR agreement was considered to be the least restrictive of all of the EU's PNR agreements. To respect the ruling, the EU must now immediately suspend its deals with Australia and the United States," it said on Wednesday. The US has threatened to suspend its visa waivers for the 23 EU states that had them if the PNR deal was not put in place. Its concerns come amid estimates that up to 2,000 EU passport holders had gone to fight with the Islamic State jihadist group in Iraq and Syria.King said that data sharing was a more pressing issue than at any point in the 16 years since the 9/11 attacks in the US due to a string of recent IS attacks in Europe.

EU and Turkey fail to defuse tensions By Eric Maurice-EUOBSERVER

BRUSSELS, 25. Jul, 19:53-Tensions between the EU and Turkey over human rights were on full display in Brussels on Tuesday (25 July), a day after the opening of a trial of journalists and staff at the Cumhuriyet daily in Istanbul.EU diplomacy chief Federica Mogherini, EU enlargement commissioner Johannes Hahn, and Turkish foreign and Europe ministers, Mevlut Cavusoglu and Omer Celik, held tense exchanges during a press conference that followed a round of the so-called high level political dialogue. The EU wants to "see concrete steps on the field of rule of law, human rights, democracy, media freedom, protection of human rights defenders, opposition leaders," said Mogherini."I would tend to focus more on actions that we expect more than on words we can exchange," she added, referring to what she described as a "worrying pattern of imprisonment" of journalists, academics, and regime opponents.Turkey's Cavusoglu said there was a difference between "real journalists" and "pseudo-journalists who help terrorist activities and terrorists.""Just because you're carrying out a journalistic activity doesn't mean that you will not carry out a criminal offence," he said.Since last year's coup, Turkish authorities have accelerated a crackdown on critics and opponents, often under the charge of helping the movement of exiled Islamic cleric Fethullah Gulen - which they say was behind the coup - or the Kurdish PKK party. While Cavusoglu deplored that "since the coup, the EU sees all action taken against Feto [Gulen's movement] as a violation of law," his colleague Celik said that "Daesh [Islamic State], Feto and PKK are all equal" and "should be treated equally".Mogherini noted that she couldn't see "at the moment" the EU changing its position to designate Gulen's movement as a terrorist organisation.Cavusoglu, who falsely said that it took "almost a year" before the EU denounced the failed coup, insisted that "no one can say that there is no democracy in Turkey."-EU concerns-Since president Recep Tayyip Erdogan's Justice and Development Party (AKP) came to power in 2002, he said "not a single law brought [Turkey] backward” in democratic terms. They "all strengthened the rule of law and democratisation," he said, adding that "if there are mistakes, we try to correct them."The Commission’s Hahn said that "the whole follow up" to the failed coup in July 2016 “has created some concerns among member states”.He added that a referendum to strengthen Erdogan's power, in April, also “raised concerns about the direction and the structure of some of constitutional amendments”.As a consequence, he said, opening new chapters in negotiations for Turkey's EU accession "is not possible" at the moment.Mogherini admitted that "Turkey is and stays a candidate country. She added that it was also "a strategic partner" and said EU-Turkey relations should focus on "common challenges".But for Celik, the Turkish Europe minister, accession talks were the "backbone" of EU-Turkey relations."We can't put aside negotiations and solely focus on energy, anti-terrorism and trade," he said. "We are not only a neighbouring country."He noted that issues where the EU and Turkey had "disagreements" were issues covered by chapters 23 and 24 of accession negotiations - on justice and fundamental rights.-'Negotiate more'-"They must be opened,” he told Mogherini and Hahn, arguing that solving human rights issues should not be a pre-condition to open the chapters, but a part of the subsequent discussions."If there are problems, we must negotiate more," he said, adding that it was "not realistic to stop negotiations".Celik and Cavusoglu also accused Cyprus, whose territory is partly occupied by Turkish troops, of "unilaterally" blocking the opening of new chapters, leading Mogherini to reply that "it is not only the Cyprus issue that makes it difficult to imagine an opening of further chapters."Another issue was the EU's refusal to grant a visa-free regime to Turkish citizens because of anti-terror legislation. The accelerated visa waiver was to be part of an EU-Turkey deal last year on stopping migrants, but only if Turkey met conditions, including by softening its terrorism laws so that they could not be used against political opponents."When we put our signature on something, we fully observe our commitments. That's where we differ," Cavusoglu said."As you see, the dialogue is real and vibrant," Mogherini told reporters at the end of the hour-long press conference. She suggested that "next time we have the dialogue with the press directly."

Czechs, Hungarians, and Poles have one month to start taking migrants By Peter Teffer-JULY 26,17-EUOBSERVER

Brussels, Today, 15:03-The European Commission has given the Czech Republic, Hungary and Poland one month to change their minds on participating in the EU's migrant relocation scheme.“There is still time to change everything and come back to normality,” said EU migration commissioner Dimitris Avramopoulos on Wednesday (26 July). He announced that the commission had taken the next step in a legal procedure against the three central and eastern EU countries, for their unwillingness to take any migrants from Italy or Greece through a mandatory quota plan. This so-called infringement procedure began last month, when the commission sent letters of formal notice.“In their reply, none of these member states indicated that they would relocate a number of applicants swiftly to their territory,” said Avramopoulos. The second stage of the procedure is also a letter, called a reasoned opinion. The Czech Republic, Hungary and Poland have one month to reply – normally, the period is two months. The decision comes on the same day that an advocate general for the Court of Justice of the European Union said that the relocation plan, decided in September 2015, was legal.Hungary and Slovakia had filed a case against the decision, which they thought went beyond what member states can decide in the Council of the EU.The Czech Republic, Hungary, Romania and Slovakia were outvoted when the decision was taken.Hungary and Poland have since not taken any migrants, while Slovakia has taken 16, from Greece, according to figures released by the commission on Wednesday.Romania has relocated 45 migrants from Italy and 665 from Greece. The Czech Republic has taken twelve from Greece. The commission's monthly relocation and resettlement report contained “some very good news”, Avramopoulos said.In June, some 2,000 migrants were relocated from Greece, and almost 1,000 from Italy.“Here we are finally starting to see proper solidarity,” the Greek EU commissioner noted. He commended Finland, Latvia, Lithuania, Luxembourg, Malta, and “in particular” Sweden, for their relatively high numbers of relocations.“The majority of European countries are making enormous efforts in a real European spirit,” said Avramopoulos.“At same time, I regret that other member states continue to show no solidarity and to ignore our repeated calls to participate in this common effort.”Avramopoulos did not mention Austria, a country which, like Poland and Hungary, has not taken up any people through the scheme, but steered clear of being targeted by the commission's infringement procedure. When asked by EUobserver why the commission has not started a legal procedure against Austria, a commission source later said that the country “has made pledges recently and we expect them to finalise their first transfers soon”.The commission said in the report that Austria “has recently made three pledges in May, June and July for 50 persons to be relocated from Italy”.“It is urgently expected that the first pledge will translate into effective relocations soon,” the report said. The infringement procedure against the three EU member states can end in the Court of Justice, which could hand out fines. However, it is unlikely that the procedure will be finished before the relocation scheme ends – two months from now.Avramopoulos refused to comment on whether the commission is aiming for a court decision on the infringement procedure before or after the court's decision on the legality of the scheme, on which the advocate general adopted its opinion on Wednesday. The commissioner did note that, even after the official end of the programme end-September, there will still be migrants to relocate.“Member states will still need to relocate eligible candidates that arrived before the end of September,” he said. However, it is possible that, by the time the two court cases are over, there are no more eligible candidates to relocate.-Dublin-Also on Wednesday, the Court of Justice ruled that Austria and Slovenia were in their right to deport asylum seekers who had first crossed into EU territory by entering Croatia. In a ruling about the so-called Dublin III regulation, the court said Croatia was responsible for examining applications for those who crossed its border during the massive influx of migrants in the 2015-2016 crisis.“We are no longer in the same crisis situation as we were two years ago,” Avramopoulos said.

Via Rail terror plotter to appeal life sentence-[CBC]-YAHOONEWS-July 26, 2017

One of the men convicted of plotting to derail a Via Rail passenger train between New York and Toronto is now being treated for schizophrenia and wants to appeal his life sentence, a court heard on Wednesday.Chiheb Esseghaier and his accomplice Raed Jaser were found guilty in 2015 of conspiring to commit murder for the benefit of, at the direction of or in association with a terrorist group, as well as several other charges.Esseghaier, who up until recently did not believe he was mentally ill and refused treatment, chose to represent himself at the trial, during which he ranted, fell asleep and spat in court. While both men have already launched an appeal of their conviction, Esseghaier is now being treated with anti-psychotic drugs and realizes the "significance" of his sentence, his court-appointed lawyer said Wednesday.Erin Dann said Esseghaier was suffering from schizophrenic delusions that caused him to believe he was going to die and ascend to heaven on December 25, 2014."He understands that to be a delusion. He understands it is currently 2017 and that his previous delusions in that regard were products of his mental illness," Dann said.Esseghaier has instructed Dann to ask the Ontario Court of Appeal for more time to appeal his sentence."The diagnosis of schizophrenia has now been confirmed by a number of doctors. He has been treated with anti-psychotic medication and he is certainly doing much better than when I spoke to him soon after the verdict," Dann said in an interview following a brief hearing on Wednesday.-'Errors' made at trial-While Esseghaier was never examined prior to or during his trial, he underwent two psychiatric assessments ahead of sentencing.Justice Michael Code ultimately ruled that Esseghaier was fit to be sentenced and there was not "a scintilla of evidence" from the pretrial and trial to suggest he was unfit to stand trial. But Dann will argue to the Court of Appeal that Esseghaier's mental state meant he was not "meaningfully present" during his trial and unable to "fully engage" with the justice system."I think there were errors made at the trial in that regard," she said.Esseghaier was initially imprisoned at a correction centre in Quebec, but Dann revealed on Wednesday that he has since been moved to a facility in Abbotsford, B.C.Dann said she does not know why this move was made or what led to Esseghaier's acceptance of his mental illness and treatment for it, something he had previously refused."I think it will be important to look at the progress he has made since coming under treatment for schizophrenia and the results of the treatment with anti-psychotics. That may also give us some insight into what bearing those mental health issues were having on him during the trial," Dann said.-Jaser appeal-Jaser's lawyer, John Norris, said questions about Esseghaier's are a big concern for his client.Jaser sought to be tried separately from Esseghaier but the request was denied."It has a direct bearing on the severance question. For example, was Mr. Jaser required to have a joint trial with somebody who was in fact unfit to stand trial? That's a deeply troubling question that we'll be arguing fully," Norris said in an interview.

Exclusive: U.N. report accuses Saudi coalition of deadly migrant boat attack off Yemen-[Reuters]-By Michelle Nichols-YAHOONEWS-July 26, 2017

UNITED NATIONS (Reuters) - U.N. investigators accused a Saudi Arabia-led military coalition of carrying out a deadly March attack on a Somali migrant boat off Yemen and said the alliance had become a cover for some states to avoid individual blame, according to a confidential report seen by Reuters on Wednesday. The coalition fighting the Iran-allied Houthi militia in Yemen has denied striking the boat in the Red Sea near the port of Hodeidah. The investigators said the attack killed 42 people and injured 34 of the more than 140 people onboard."This civilian vessel was almost certainly attacked using a 7.62 mm caliber weapon from an armed utility helicopter," the investigators, who monitor sanctions in Yemen, wrote in a 185-page report to the U.N. Security Council on Monday."The Saudi Arabia led coalition forces are the only parties to the conflict that have the capability to operate armed utility helicopters in the area," the report said. It said the helicopter was likely operating from a naval vessel. The coalition intervened in Yemen in 2015 in support of the internationally recognized government of President Abd-Rabbu Mansour Hadi. It includes Egypt, the United Arab Emirates, Bahrain, Kuwait, Jordan, Morocco, Senegal and Sudan. The U.N. report said the attack violated international humanitarian law and threatened the peace, security and stability of Yemen. It said two other alleged attacks on fishing vessels by helicopter or naval vessels in the Red Sea in March had killed another 11 people and injured eight. It said the Saudi-led coalition, the governments of the UAE and Egypt and the Combined Maritime Forces had not responded to the investigators' requests for information. The coalition receives U.S. arms and logistical support."Some individual member states of the Saudi Arabia-led coalition seek to hide behind 'the entity' of the coalition to shield themselves from state responsibility for violations committed by their forces," the investigators said. They did not identify the states by name."Attempts to divert responsibility in this manner from individual states to the Saudi Arabia-led coalition may contribute to further violations continuing with impunity," they wrote.Top U.N. officials this month accused the warring parties in Yemen and their international allies of fueling an unprecedented deadly cholera outbreak, driving millions closer to famine and hindering humanitarian aid access.U.N.-led peace talks have stalled. At U.S. Ambassador Nikki Haley's suggestion, the Security Council is considering sending letters to the warring parties reminding them of their humanitarian obligations. The letter has to be agreed by consensus and Egypt has objected to the draft, said a senior council diplomat who spoke on condition of anonymity, adding that negotiations were continuing.(Reporting by Michelle Nichols; Editing by Howard Goller)

House decisively passes sanctions bill curbing Trump's power-[The Canadian Press]-YAHOONEWS-July 25, 2017

WASHINGTON — Eager to punish Russia for meddling in the 2016 election, the House on Tuesday overwhelmingly backed a new package of sanctions against Moscow that prohibits President Donald Trump from waiving the penalties without first getting permission from Congress.Lawmakers passed the legislation, 419-3, clearing the far-reaching measure for action by the Senate. If senators move quickly, the bill could be ready for Trump's signature before Congress exits Washington for its regular August recess. The Senate, like the House, is expected to pass the legislation by a veto-proof margin. The bill also slaps Iran and North Korea with sanctions. The 184-page measure serves as a rebuke of the Kremlin's military aggression in Ukraine and Syria, where Russian President Vladimir Putin has backed President Bashar Assad. It aims to hit Putin and the oligarchs close to him by targeting Russian corruption, human rights abusers, and crucial sectors of the Russian economy, including weapons sales and energy exports."It is well past time that we forcibly respond," said Rep. Ed Royce, R-Calif., chairman of the House Foreign Affairs Committee.Trump hasn't threatened to reject the bill even though Secretary of State Rex Tillerson and other senior administration officials had objected to a mandated congressional review should the president attempt to ease or lift the sanctions on Russia. They've argued it would infringe on the president's executive authority and tie his hands as he explores avenues of communication and co-operation between the two former Cold War foes. But Trump's persistent overtures to Russia are what pushed lawmakers to include the sanctions review. Many lawmakers view Russia as the nation's top strategic adversary and believe more sanctions, not less, put the U.S. in a position of strength in any negotiations with Moscow.Trump's "rhetoric toward the Russians has been far too accommodating and conciliatory, up to this point," said Rep. Charlie Dent, R-Pa."Russian behaviour has been atrocious," Dent said. "They deserve these enhanced sanctions. Relations with Russia will improve when Russian behaviour changes and they start to fall back into the family of nations."Rep. Adam Kinzinger, R-Ill., said Congress "is uncomfortable with any rapprochement with Moscow without getting some things for it." But he said the legislation isn't intended to be a message to Trump."We're sending a message to Moscow," Kinzinger said. "But if the president had any intention of trying to give Vladimir Putin what he wants on certain areas, I think he'll think twice about it."Heavy support for the bill from Republicans and Democrats in the House and Senate has effectively scuttled the potential for Trump to derail the legislation. White House Press Secretary Sarah Huckabee Sanders indicated Sunday the president would sign the sanctions bill. But on Monday, Sanders said Trump is "going to study that legislation and see what the final product looks like."Signing a bill that penalizes Russia's election interference would mark a significant shift for Trump. He's repeatedly cast doubt on the conclusion of U.S. intelligence agencies that Russia sought to tip the election in his favour . He's blasted as a "witch hunt" investigations into the extent of Russia's interference and whether the Trump campaign colluded with Moscow.According to the bill, Trump is required to send Congress a report explaining why he wants to suspend or terminate a particular set of the sanctions on Russia. Lawmakers would then have 30 days to decide whether to allow the move or reject it."There'll be no side deals or turning a blind eye to (Russia's) actions," said Rep. Steny Hoyer of Maryland, the No. 2 House Democrat. The North Korea-related sanctions bar ships owned by the reclusive nation or by countries that refuse to comply with U.N. resolutions against Pyongyang from operating in American waters or docking at U.S. ports. Goods produced by North Korea's forced labour would be prohibited from entering the United States. The sanctions package also imposes mandatory penalties on people involved in Iran's ballistic missile program and anyone who does business with them. The measure would apply terrorism sanctions to the country's Revolutionary Guards and enforce an arms embargo. Democrats said the new sanctions on Iran don't conflict with the Iran nuclear deal.A version of the sanctions legislation that only addressed Russia and Iran cleared the Senate nearly six weeks ago with 98 votes. Lawmakers have questioned whether the bill may hit a hurdle in the Senate, which hasn't yet fully considered the North Korea section of the bill. But Royce said he made specific procedural tweaks to get the bill passed and to Trump before Congress leaves town for a month."We cannot afford any more delay," he said. The three House members who voted against the bill are Republican Reps. Thomas Massie of Kentucky, Justin Amash of Michigan and John Duncan of Tennessee.___Contact Richard Lardner on Twitter: http://twitter.com/rplardner-Richard Lardner, The Associated Press.

Knesset vote on bill to hinder Jerusalem withdrawal annulled-Opposition lawmakers had appealed legislation that was rushed through, saying no time to properly study it-By Times of Israel staff July 25, 2017, 5:40 pm

The chairman of the Knesset Constitution, Law and Justice Committee annulled a Tuesday vote advancing a bill that would make it harder to withdraw from parts of Jerusalem in a any peace deal.Nissan Slomiansky (Jewish Home) agreed to overturn the vote passed hours earlier after opposition lawmakers complained that the amendment was brought to a vote on a single day’s notice, preventing any serious debate, according to Israel Radio. The amendment to the Basic Law: Jerusalem would require the approval of 80 MKs — or two-thirds of the Knesset — for the handover of any part of the capital to a future Palestinian state.Following the cancellation, the committee is set to vote again on Wednesday. Then the bill is slated to face its first reading in the plenum later in the day.“The purpose of this law is to unify Jerusalem forever,” Jewish Home chairman Naftali Bennett said in a statement before introducing the legislation in June. “Reaching a majority of 80 MKs in order to divide Jerusalem is impossible and has no feasibility in the Knesset, which is why this law is so important.”Currently the Jerusalem Law, passed in 1980 and amended in 2000, states: “No authority that is stipulated in the law of the State of Israel or of the Jerusalem Municipality may be transferred either permanently or for an allotted period of time to a foreign body, whether political, governmental or to any other similar type of foreign body.”With no provision in the Basic Law specifying how it can be amended, it currently can be overturned with a simple majority. The Jewish Home proposal would add a clause requiring the super-majority.Raoul Wootliff contributed to this report.

Muslims maintain Temple Mount boycott after detectors removed-Waqf says it will make ruling about restarting visits to holy site after conducting study, in wake of Israeli decision to replace security measures-By Raoul Wootliff and Agencies July 25, 2017, 11:53 am-THE TIMES OF ISRAEL

Muslim leaders advised worshipers to continue to stay away from the Temple Mount on Tuesday, even after Israel removed the metal detectors and security cameras that touched off a boycott of the holy site. The Waqf Islamic trust, which administers the site, said a decision to continue the boycott was pending a review of the new Israeli security arrangements there.Ikrema Sabri, the head of the Supreme Islamic Committee in the city, said such a review might be completed later on Tuesday.Muslim worshipers have stayed away from the sacred compound since Israel installed metal detectors there last week following a terror attack at the site on July 14. Instead, they performed mass prayer protests outside the shrine, many of which devolved into clashes with Israeli security forces.Earlier Tuesday, Israel’s security cabinet said it would replace the metal detectors with “advanced technologies,” referring reportedly to cameras that can detect hidden objects, but said the process could take up to six months.Sabri told The Associated Press that “our position is that for now, nobody should enter” the shrine.A Waqf official told The Times of Israel that it was continuing the boycott of the Temple Mount until all security measures added after the attack are removed. The official noted that “the new high tech cameras” would not be accepted in place of the metal detectors.Waqf officials pointed to the increased police presence as an an example of security measures they demanded be removed in addition to the metal detectors. On Tuesday morning, worshipers were remaining outside and police and Palestinian protesters were gearing up for another tense round of afternoon prayers in Jerusalem’s Old City. Some 100 worshipers gathered next to the Lions Gate, outside of where the metal detectors had stood, in preparation for the prayers which they said would again not take place on the Temple Mount.Salah Abu Agrafa, who came for prayers with his two young sons, told The Times of Israel that the new security arrangements “defiled the holy site,” and he would only go on the Mount once the Waqf decided it was okay.“This is not a victory for us,” he said. “They took away the metal detectors, but they replaced them with X-ray cameras that can look at our women naked.”Abu Agrafa vowed to “continue the fight until we can worship without Israeli control.”While Israel has said it plans to install “smart cameras” that can detect weapons, police declined to comment on whether they had yet been installed.“Police units are patrolling the areas of the old city and the gates as security measures continue,” a police spokesman said.Dozens of Muslim women from the outlawed Murabitat group prostrated on prayer mats they had brought with them and spread on the stone floor of the Old City. Others shouted chants against Israeli authorities.“With our blood and our souls we will redeem Al-Aqsa,” they shouted. Another chant rallied against “Netanyahu the conqueror.”Bracing the soaring July heat, Waqf officials joined the protesters to hand out water, butter milk and dates.Facing the protesters stood dozens of Border Police armed with anti-riot gear, apparently ready for any violence that could break out, it as has done during prayers in recent days. The metal detectors were set up after a shooting attack on July 14, in which three Arab-Israeli assailants used guns smuggled into the site to kill two policemen guarding nearby.Israel closed the compound for two days and later reopened it with the metal detectors in place. The detectors and cameras were removed early Tuesday. In a statement the Waqf said it rejects “everything” done by the Israel at the site since the shooting attack on July 14, up until now.Mahmoud Aloul, a senior official in Palestinian President Mahmoud Abbas’s Fatah movement, said Tuesday that any changes to the previous arrangements are unacceptable.“Israel is an occupying power and needs to take its hands from our holy sites,” he told the Voice of Palestine radio station. It was not clear if Aloul expressed the views of Abbas. The Palestinian president had announced last week that he was suspending all ties with Israel, including security coordination between his forces and Israeli troops in the West Bank, until the metal detectors are removed. As custodian, Jordan has the final say over Muslim policies at the shrine, but also needs to consider public opinion, including among Palestinians in the Holy Land. Israel retains overall security responsibility there.Prime Minister Benjamin Netanyahu and Jordan’s King Abdullah II spoke by phone late Monday to discuss tensions over the sacred esplanade in Jerusalem’s Old City, as well as a diplomatic crisis over a security guard at the Israeli Embassy in Amman who shot and killed two people after being attacked with a screwdriver. Jordan had demanded the guard be held and investigated, while Israel insisted he be brought home under diplomatic immunity. He and other embassy staff returned to Israel late Monday night. The Temple Mount, sometimes known as al-Aqsa, is the third holiest site of Islam and the holiest of Judaism, once home to the biblical Temples. The apparent deal over the metal detectors and the guard came amid intensifying US diplomatic efforts, with Shin Bet chief Nadav Argaman sent to Amman, and President Donald Trump’s Mideast envoy, Jason Greenblatt, meeting with Netanyahu in Jerusalem on Monday before heading to the Jordanian capital. In his phone call with Netanyahu, Jordan’s king stressed the need to “remove the measures taken by the Israeli side since the recent crisis broke out” and to agree on steps that would prevent another escalation in the future, Jordan’s state news agency Petra said.

Jordan mourners chant ‘death to Israel’ after deadly embassy shooting-Thousands gather to bury 17-year-old Mohammed Jawawdeh, who was killed Sunday when assaulting an Israeli guard with a screwdriver at the embassy compound-By AFP and Times of Israel staff July 25, 2017, 6:06 pm

AMMAN, Jordan — Thousands of Jordanians chanted “death to Israel” as they attended the Tuesday funeral of a teenage assailant shot dead by an Israeli embassy security guard.Mohammed Jawawdeh, 17, was killed Sunday, when he attacked the guard with a screwdriver at the embassy compound.A second Jordanian was also killed, apparently by accident, and will be buried Thursday. The killings sparked a standoff between Israel and Jordan amid tensions over the Temple Mount, where Israel imposed new security measures after a deadly mid-July attack on police.Mourners set off with Jawawdeh’s coffin from Wihdat city, home to a large Palestinian refugee camp east of Amman, towards the cemetery in nearby Umm al-Hiran, where he was buried. They carried pictures of the 17-year-old along with Palestinian and Jordanian flags, and chanted “Death to Israel”.“We will go to Jerusalem as martyrs by the millions,” they chanted.Jawawdeh’s uncle, Sami, said the family is urging Jordan’s King Abdullah II to avenge his death “because he is the one who can decide in such matters”.“Mohammed’s blood did not flow in vain,” he added, saying it paved the way for Israel’s removal early Tuesday of metal detectors at entrances to the Temple Mount, which houses the Al Aqsa Mosque and the Dome of the Rock.Israel had installed the devices following a July 14 attack in which three Arab Israelis killed two policemen who were on duty just outside the compound. They used firearms smuggled onto the mount. The move to bolster security at the access gates to the compound, seen by Palestinians as an attempt to assert Israeli control over the site, triggered Muslim outrage and deadly violence. The Temple Mount is administered by a Jordanian-controlled Islamic trust, and Amman has been highly critical of what it perceived as changes to the status quo at the holy site following the introduction of the metal detectors. Palestinians too had denounced the measures as a bid by Israel to assert control over the holy site, and Muslim leaders called on worshipers to boycott the site until the detectors were removed.Israel has repeatedly and vociferously denied changing the status quo or trying to do so.King Abdullah II of Jordan spoke with Israeli Prime Minister Benjamin Netanyahu late Monday, urging him to remove the devices.Thousands of Jordanians had demonstrated against Israel in Amman and other cities, calling for “resistance” to “Zionist attacks,” and demanding the cancellation of a 1994 peace treaty. Also on Monday, the security guard and other diplomats flew home after Amman investigators heard “his account of the incident,” a Jordanian government source said.A Jordanian inquiry confirmed that the Jordanian teen attacked the Israeli guard, when then shot him, also killing a second Jordanian national by accident. Israel said the guard, Ziv, acted in self-defense.Jordanian riot police deployed Tuesday morning around the Israeli embassy in a western Amman residential neighborhood, after activists posted online calls for an anti-Israel demonstration.

Jordan ‘kept Palestinians in the dark’ over Temple Mt. pact — official-Senior Ramallah official indicates the PA, which was apparently not included in talks to restore calm, will resume security cooperation with Israel-By Avi Issacharoff July 25, 2017, 4:17 pm-THE TIMES OF ISRAEL

Jordan did not consult with the Palestinian Authority about talks with Israel that led to the removal of metal detectors and cameras from the entrances to the Temple Mount in Jerusalem, a senior Palestinian official said Tuesday. The official also indicated that the PA would renew its security coordination with Israel — frozen over the installation of the detectors — if Israel took “logical steps.”The detectors were set up last week in the wake of a terror attack at the holy site on July 14, in which three Arab Israeli terrorists used guns smuggled into the compound to kill two police officers standing guard nearby.“So far, the Jordanians have not presented us with any details of the agreement they reached and it’s not clear why,” the Palestinian official told the Times of Israel.Prime Minister Benjamin Netanyahu and Jordan’s King Abdullah II spoke by phone late Monday to discuss tensions over the sacred esplanade in Jerusalem’s Old City, as well as a diplomatic crisis over a security guard at the Israeli Embassy in Amman who shot and killed two people after being attacked with a screwdriver.Jordan had demanded the guard be held and investigated, while Israel insisted he be brought home under diplomatic immunity. He and other embassy staff returned to Israel late Monday night. The Palestinian official said it was Israel that informed the PA’s minister for civil affairs of its intention to remove the detectors and security cameras from the area. The PA would decide on its position after reviewing developments in the field, the official said.PA President Mahmoud Abbas was due to meet with activists from his Fatah party in Jerusalem later Tuesday, before meeting with the PA leadership in the evening. No decision has yet been taken on the possibility of restoring security cooperation, which Abbas suspended Sunday for the first time since taking office 12 years ago, the official said.He stressed that the leadership in Ramallah had “no intention of allowing any elements to harm stability and order” and vowed to “maintain our recognized obligations” — an apparent reference to the PA’s efforts to foil terror attacks on Israelis.“If steps taken by Israel are logical, it will be our intention to return to the past situation as far as coordination with Israel is concerned,” he said. The PA demanded that the situation on the Temple Mount be returned to what it was before the latest crisis, he said, cautioning that it would not countenance any other unilateral steps on the Mount on the part of Israel.American special envoy Jason Greenblatt is expected to meet with the PA’s chief negotiator Saeb Erekat and the head of Palestinian intelligence Majed Faraj to talk about the next steps forward. On Monday, as Greenblatt ferried from Jerusalem to Amman to try to help broker an end to the conflict on the Mount, Ramallah was conspicuously absent from his itinerary. During the day, the head of Israel’s domestic Shin Bet security agency, Nadav Argaman, was also in Amman to seek a solution to the standoff.Early on Tuesday, Israel’s security cabinet said it would replace the metal detectors with “advanced technologies,” referring reportedly to cameras that can detect hidden objects, but said the process could take up to six months.Muslim worshipers have stayed away from the sacred compound since the detectors were installed last week. Instead, they performed mass prayer protests outside the shrine, many of which devolved into clashes with Israeli security forces.A Waqf official told The Times of Israel that it was continuing the boycott of the Temple Mount until all security measures added after the attack are removed. In peaceful protest, Muslims pray outside Temple Mount-Jerusalem Waqf says no decision made about cameras slated to replace metal detectors; meanwhile, worshipers told to avoid the site-By Dov Lieber July 25, 2017, 4:28 pm-THE TIMES OF ISRAEL

The head of the Jerusalem Waqf trust said Tuesday that his office would continue to tell Muslims to pray in the streets until the rollback of all new security measures enacted by Israel in the Temple Mount area.Following noon prayers, which passed peacefully, Sheikh Azzam al-Khatib al-Tamimi told the Times of Israel that no decision had been made as to whether the Waqf, which administers the Temple Mount, would accept alternative security arrangements being put in place by Israel, including “smart cameras.”Muslim worshipers have stayed away from the sacred compound since Israel installed metal detectors there last week in the wake of a July 14 terror attack carried out with guns that had been smuggled onto the Mount. Instead, they have performed mass prayer protests outside the shrine, many of which devolved into clashes with Israeli security forces. The detectors were removed early Tuesday morning, but metal railings and scaffolding placed by the police in recent days are still in the area where the metal detectors once stood, and Muslims are staying away in protest.Israel’s security cabinet said it would replace the metal detectors with “advanced technologies,” referring reportedly to cameras that can detect hidden objects, but said the process could take up to six months. One Waqf official as well as other Muslim worshipers in the Old City claimed Israel had already placed new cameras inside the compound. Police declined to comment on whether cameras had been installed. The metal detectors were set up by Israel following a July 14 attack in which three Arab Israeli assailants killed two Israeli police officers just outside the Temple Mount, having smuggled their weapons onto the site beforehand and having emerged from it to carry out the attack. For midday services on Tuesday, hundreds of Palestinians prayed in a parking lot belonging to the Waqf, just inside the Lions Gate to the Old City, meters from the Gate of the Tribes entrance to the Mount.Speakers used for the prayer service were placed on top of a car and the roof of a metal storage unit in which several cars were parked. The prayers ended peacefully and the worshipers dispersed. In addition to the Lions Gate, hundreds of Muslim worshipers attended afternoon prayers in Old City alleyways leading to the Temple Mount. At least 300 worshipers blocked the Al-Takiya Ascent next to the Mount. In areas outside the Old City that saw violent clashes on Friday, worshipers also prayed in the streets, prostrating themselves on prayer mats brought from home. Those prayers also ended peacefully without disturbances or clashes with police. Some worshipers said they were not prepared to accept any new security measures by Israel, including the smart cameras. Many of the worshipers expressed fears of the cameras. One worshiper, Ibrahim Mahmoud, said he was concerned that the cameras “would show the naked bodies” of those who passed by them.Another worshiper worried that the new cameras might cause cancer.“Israel wants to control who can enter the mosque. This is not a mall, it’s a mosque,” he said. While some said they were avoiding entering because the Waqf had yet to permit it, Mahmoud said the protests were being organized by “the Jerusalem street, who come here to pray five times a day.”“There is no Fatah or Hamas here. Just the people,” he said.Raoul Wootliff contributed to this report.

Furious Jordan MPs protest release of Israeli Embassy guard-Legislators scuffle and leave plenum as interior minister explains Israeli security guard killed two Jordanians while he was being attacked-By AP and Times of Israel staff July 25, 2017, 3:23 pm

An acrimonious session of Jordan’s parliament was cut short after lawmakers scuffled and then walked out in protest over their government’s handling of a deadly shooting at the Israeli Embassy in the kingdom.Interior Minister Ghaleb al-Zoabi presented the initial findings to lawmakers on Tuesday, saying an Israeli security guard opened fire, killing two Jordanians, after one of them attacked him with a screwdriver. He said Sunday’s shooting took place during a furniture delivery to a building linked to the embassy, meaning the incident was covered by diplomatic immunity rules.A video of the incident showed one lawmaker hitting another with a bottle of water as parliamentarians argue over the findings.Initially, Jordan had refused to let the guard leave without an investigation, but he and all other embassy staff returned to Israel on Monday. The legislators’ walkout reflected widespread anger in Jordan over the shooting, and ongoing tensions with Israel.Family members of the Jordanian attacker had accused the guard of killing in cold blood and demanded he be tried and executed.Israel and Jordan signed a peace agreement in 1994 and have enjoyed close, but sometimes cold official ties. The guard’s release was part of a larger effort to de-escalate tensions over the Temple Mount in Jerusalem, where the installation of metal detectors at access points following a July 14 terror attack had enraged local Muslims and prompted condemnation from Jordan. The Temple Mount is the most sacred place in Judaism and the third holiest in Islam.Israel’s Foreign Ministry said the Israeli guard was stabbed on Sunday evening by 17-year-old Mohammed Jawawdeh, who was in an embassy residence installing a bedroom set.Ziv opened fire on Jawawdeh, killing him and a second man, Bashar Hamarneh, at the site, in what the ministry said was self-defense.Some members of Jawawdeh’s family said he was killed in cold blood and demanded the Israeli guard be executed.Israel insisted that Ziv had diplomatic immunity and was therefore safe from arrest and interrogation by Jordanian police, according to the Vienna Convention for Diplomatic Relations. But Jordanian authorities initially refused to let the Israeli leave the country, stoking fears of a major crisis between Amman and Jerusalem. After the head of Israel’s Shin Bet General Security Service Nadav Argaman flew Monday to Amman for direct negotiations to resolve the issue and Prime Minister Benjamin Netanyahu spoke by phone with King Abdullah II, the embassy staff arrived back in Israel late Monday night. Minutes afterwards, the security cabinet voted to remove metal detectors from the Temple Mount, a move Jordan had demanded since Israel erected them following the deadly July 14 terror attack at the site. Also on Monday, US President Donald Trump’s special envoy Jason Greenblatt arrived in the region to help broker an agreement. He met with Netanyahu and later headed to Jordan. However, on Tuesday, Muslim leaders advised worshipers to continue to stay away from the site pending a review of the new Israeli security arrangements there that will include high-tech cameras to detect weapons.Prior to the stabbing at the Israeli Embassy compound in Jordan, ties were already fraying, with Jordan sharply criticizing Israel’s security measures at the Temple Mount. Walk-through metal detectors were installed after the July 14 terror attack in which three Arab Israelis, using weapons they had brought into the holy site, emerged and opened fire on police officers at the nearby Lions Gate of the Old City, killing two of them. The attackers then retreated into the Temple Mount where they were killed by pursuing police.Following the assault, the Jordanian parliament praised the terrorists who carried out the shooting less than a day after Abdullah II condemned the attack. The Jordanian parliament also prayed for the souls of the three terrorists who carried out the attack, Jordanian media reported at the time.“May the mercy of Allah be upon our martyrs who sowed and watered the pure land,” said Parliament Speaker Atef Tarawneh. “We will raise our heads through the sacrifice of the young Palestinians who are still fighting in the name of the nation.”He blessed the families of the three cousins, Muhammad Ahmed Muhammad Jabarin, 29; Muhammad Hamad Abdel Latif Jabarin, 19 and Muhammad Ahmed Mafdal Jabarin, 19, who carried out the attack.Tarawneh also blamed Israel for the shooting, claiming that the “occupation” of Jerusalem and the West Bank justified the killing. The Temple Mount, which houses the Al-Aqsa Mosque and the Dome of the Rock, is administered by a Jordanian-controlled Islamic trust, the Waqf. Amman had been highly critical of what it perceived as changes to the status quo at the holy site following the introduction of the metal detectors. Palestinians too had denounced the measures as a bid by Israel to assert control over the holy site and Islamic leaders called on worshipers to boycott the site until the detectors were removed.Israel has repeatedly denied changing the status quo or trying to do so.

IDF carries out searches in West Bank, detains suspect-Soldiers question Palestinian man following intelligence alert; residents of Talmon and Dolev settlements told to remain indoors-By Times of Israel staff July 25, 2017, 5:44 pm

A Palestinian was detained and interrogated by Israeli security forces in the West Bank on Tuesday, as the army launched searches following an intelligence alert that a two-man cell was planning a terror attack near the settlement of Talmon, northwest of Ramallah.Residents of the settlements of Talmon and Dolev, which lie just south of Halamish, the site of Friday’s deadly slaying of three members of the Salomon family, were instructed to stay in their homes, Channel 2 reported.Soldiers continued to comb the area after stopping the Palestinian for questioning. He was not immediately identified by the army.Security forces have been on high alert due to the tensions surrounding Israel’s decision to place metal detectors at the entrances to the Temple Mount after two Israeli police officers were shot dead just outside the compound on July 14, in a terror attack by three Arab Israelis who used guns they had smuggled into the holy site.Israel removed the metal detectors and advanced security cameras installed at the entrances to the Temple Mount on Tuesday, after the security cabinet voted for their removal in a bid to defuse the situation. On Friday, Yosef Salomon, 70, and his two children Chaya Salomon, 46, and Elad Salomon, 36, were stabbed to death by 19-year-old Palestinian Omar al-Abed. They had been celebrating Shabbat at home Friday evening. In initial questioning, Abed said he bought the knife two days before the stabbing, wanting to commit a terror attack because of the tensions surrounding the Temple Mount. On Monday, an Arab-Israeli man was stabbed by a Palestinian assailant in the Tel Aviv suburb of Petah Tikva, late in what police said was a terror attack.According to the Hebrew media, the assailant told police investigators that he carried out the attack in response to Israel’s actions at the Temple Mount compound in Jerusalem. “I did it for Al-Aqsa,” he reportedly said.

WASHINGTON — A US Navy patrol ship fired warning shots at an Iranian Revolutionary Guard Corps vessel in the Persian Gulf Tuesday after it approached within 150 yards (137 meters), a US defense official said.“The IRGCN boat was coming in at a high rate of speed. It did not respond to any signals, they did not respond to any bridge-to-bridge calls, they felt there was no choice except to fire the warning shots,” the defense official told AFP on condition of anonymity. The incident occurred at about 3:00 a.m. local time in the northern Persian Gulf, when the Iranian vessel began to approach the USS Thunderbolt. After the US ship fired the warning shots, the Iranian vessel stopped, the official said, at which point the Thunderbolt continued on her way.The episode marks the latest in a series of close encounters between US ships and Iranian naval vessels. In January, the USS Mahan destroyer fired warning shots at four IRGC vessels that approached at high speed in the Strait of Hormuz.
