NEW DELHI - The young men had been missing for months. Their families sensed something was wrong. Some had come from privileged backgrounds, had grown up loved and were educated in top schools. They had bright futures.It wasn't until the horror of the weekend hostage crisis in Bangladesh's capital unfolded that they learned their sons had become radicalized as religious extremists and launched one of the country's deadliest attacks in recent years.The young men, armed with knives, bombs and automatic firearms, engaged in a gun battle with police, killing two and wounding more, then seized a popular restaurant in a Dhaka neighbourhood on Friday night and held some 35 people hostage. Over the next few hours, they would kill 20 of their captives — including nine Italians, seven Japanese, an Indian teenager and three students at American universities. A witness said some victims were tortured when they could not recite verses from the Qur’an."This is very painful. He killed innocent people," said the aunt of one of the attackers, Rohan Imtiaz, whose father is a leader in Prime Minister Sheikh Hasina's governing Awami League party."We sensed that Rohan was changing and his behaviour increasingly became different," she told the Associated Press in disbelief.When Imtiaz went missing on Dec. 31, as his mother and father were in India for medical treatment, the family asked the police to help find him."My brother went to everybody: police, ministers and higher authorities after he went missing," said Rohan's aunt, who refused to be identified by name. "He became just crazy after his son went missing. But nobody could help us."As details emerged of the men who laid siege to the Holey Artisan Bakery, it became clear that the attackers did not fit the typical profile for religious radicals coming from economically deprived backgrounds and latching onto extremist groups that promised a new future.Some analysts said that's what made them attractive as recruits; their backgrounds meant they would not raise suspicions."They do not fit the usual stereotype of the madrassa-educated youth," said Pinak Ranjan Chakravarty, a former Indian diplomat and policy expert on Bangladesh for the Observer Research Foundation, a New Delhi think-tank . "My suspicion is that these young men were roped in by spotters or recruiters."He said their defiance of the usual militant profile gave credibility to claims the attackers were part of a campaign waged by extremist groups abroad."This is a conscious decision on their part that they will get this kind of people," Chakravarty said. "The shock value for the radical groups of recruiting educated, affluent people is huge. The government will never suspect them. The intelligence agencies will never suspect them. Because these boys were never under any kind of surveillance."Police released photographs of the bodies of five attackers killed by paramilitary forces who ended the hostage siege. They also released names — Akash, Badhon, Bikash, Don and Ripon — which did not match those given by family members. Police said only that militants often go by many names to obscure their identities. Another suspected attacker was captured and was being interrogated.The men, all younger than 30, belonged to the banned domestic group Jumatul Mujahedeen Bangladesh, or JMB, according to police. Asked whether they might also have had Islamic State ties, police said authorities were investigating that possibility."It is difficult to imagine how they were radicalized. At least four come from very wealthy backgrounds," said Benazir Ahmed, head of the country's paramilitary Rapid Action Battalion, according to Indian broadcaster NDTV.Describing them as "flamboyant young men," he said some had also been frequent visitors to the same restaurant they attacked.The Islamic State, in claiming responsibility for the attack, had also published photos of the five smiling young men, each holding what appear to be assault rifles and posing in front of a black IS flag. The men in those photographs released by the Amaq news agency, affiliated with IS, also appear to match the police images of the dead assailants in the restaurant after the hostage crisis ended.Another attacker identified as Khairul Islam went missing six months ago, according to Bogra district police chief Mohammed Asaduzzman."The family is poor, and did not report his disappearance to police," Asaduzzman said.But while Islam's background seemed to fit the stereotype, his upbringing suggested otherwise. Islam was educated, having studied in a madrassa before enrolling in a public university in Dhaka.The family identified Islam as one of the attackers after seeing a photograph of his body on Facebook, he said. Authorities have detained his parents, sister and brother-in-law for questioning.At least some of the attackers had also known each other for years.Imtiaz had studied at the same English-language school as Meer Sameeh Mobashwer, whose family said he went missing on Feb. 29.Mobashwer's father, a businessman, and mother, an economics teacher, had planned to send their son to join his brother studying in Canada."I understood that my son had changed, something was wrong with him," his father, Meer Hayat Kabir, told the AP. "I was worried and tried to make him understand. But suddenly he went missing. I felt like the whole world crumbled around me."Police, contacted by Mobashwer's family for help, were unable to track him down."They told me maybe your son has gone somewhere with friends. He will come back. But he never came," Kabir said. He only found his son once police invited him to identify the body of one of the weekend attackers."We had lot of dreams," his father said. Smoke from a bog fire burning south of Vancouver is drifting across the region, and shut down a busy highway in Delta on Sunday afternoon.Officials expect Highway 17 and nearby Progress Way to be closed for the rest of day on Monday because of smoke from the fire.About 80 firefighters and three helicopters are fighting the stubborn fire, which is estimated to be about 70 hectares in size and is only about 10 per cent contained, said fire officials at a briefing on Monday morning.Located southeast of Vancouver, the 30-square-kilometre nature reserve is one of North America's largest peat bogs. The danger is fire can get under the dry peat and burn out of sight."Fire will get underground in the peat and can pop up anywhere," said Jackson.On Monday morning, smoke from the fire could be seen and smelled as far away as downtown Vancouver, but Delta Mayor Lois Jackson said no air quality advisory has been  issued by Metro Vancouver.Traffic on Highway 17 in Delta — also called the South Fraser Perimeter Road — is being diverted to Highway 99 and Highway 91 and about 25 businesses in the Tilbury industrial area are still under an evacuation order.Fire officials said three helicopters will be used to fight the fire on Monday, but fixed-wing air tankers would remain on standby.-Fire broke out Sunday-The wildfire broke out just before noon on Sunday and quickly grew to over 50 hectares, despite the efforts of more than 100 firefighters from around the region and several air tankers.Smoke from the blaze eventually drifted across Highway 17, forcing police to evacuate the Tilbury industrial area in Delta.That evacuation order was later scaled down on Sunday to only include about 25 businesses on Progress Way, between 76 and 80 streets. Dozens of families were still unable to go home Monday as investigators worked to determine what caused an explosion west of Toronto that killed two people and injured nine others last week.Firefighters said 69 families — including 32 living in a low-rise apartment building — remained displaced nearly a week after the blast that rocked a neighbourhood in Mississauga, Ont., though some may be allowed a short visit to recover personal items.Tuesday's explosion rained debris over the area and forced hundreds from their homes. Many have since been able to return but the area closest to the blast site continues to be off-limits to residents."The damage that we have encountered as part of this explosion has been extensive," Fire Chief Tim Beckett said in a news conference Monday. "We have a number of addresses, 69 in total, that are still impacted by the explosion.""We will be working to get them back to their homes. Some of them will be able to enter their home on a 15-minute supervised visit to grab personal needs, the homes will then be turned over to their insurance companies so that they can be boarded up and secured," he said.Engineers and other experts will then take over until the homes are deemed safe, he said, adding that the two houses on either side of the explosion site would "likely be coming down."Police said they are working to determine what triggered the blast and they are looking into the possibility that it was a criminal incident.Peel Regional Police Sgt. Though not for fear of persecution, I only told a select few about my orientation. I was still quite young and was simply not ready.It wasn't until 2012 that I decided to come out. I have never been made to feel discriminated against. This year, 2016, marked a first for me. My first Pride parade. I would be working, nonetheless it would be my first one in any capacity. Jul, 18:26-About a year after the refugee crisis started to shake the EU, one of the most vocally critical countries over the response is now in charge with a promise to reduce divisions on the issue.Slovakia on Friday (1 July) took over the six-month presidency of the EU Council and migration, along with Brexit, will be the "predominant'" item on the agenda, its prime minister Robert Fico said.The country "has its own clear ideas" on the matter but will act as an "honest broker" in discussions, Fico insisted while setting out what would be his balancing act."Migration can be a divisive subject," he noted. But Slovakia wants to "create enough space for discussion" and avoid "exacerbat[ing] differences between member states".He said that his government would not drop its lawsuit at the European Court of Justice against the refugee relocation scheme that the European Commission designed last year.But he praised several policies pushed by the commission, like the "back to Schengen" plan, the border and coast guard and the blue card for foreign workers.At a joint-press conference in Bratislava, the commission president Jean-Claude Juncker said migration was "an issue that is a little more difficult in this country". But he said that both he and Fico agreed to "invest [their] best efforts" in narrowing the gap between their positions.Four files will be on Slovakia's agenda: 1) EU border and coast guard, 2) the "smart borders" project, 3) the migrant return policy and 4) reform of the Dublin asylum system.The last issue will be the thorniest for the Slovak presidency because it involves the refugee relocation scheme which it staunchly opposes.-Flexibility-The commission has proposed to make the sharing of asylum seekers between member states automatic and to impose a €250,000 "solidarity contribution" to member states that refuse to participate."It would be unfortunate and misleading to claim that this proposal has support from a majority of member states," Fico told journalists on Thursday.At his press conference with Juncker, he added that member states needed "flexibility" and that they could "come up with their own ideas and initiatives".For Slovakia, the EU presidency is an opportunity to make its case and reverse policies it had opposed."We have to change the narrative" on migration, Slovakia's foreign affairs minister Miroslav Lajcak said, adding that the EU has focused "too much on consequences" of the mass arrival of migrants and refugees."This is a complex issue that needs a complex political solution rather than an administrative one," he said, referring to the commission's plans.-No 'bureaucratic orders'-The minister said that some EU countries were more multicultural than others and that Slovakia, along with other central European countries, was reluctant to receive migrants."We'll have to change," Lajcak noted. "But not overnight upon bureaucratic orders from Brussels."Otherwise, he warned, "we'll end up with fascists in parliament not only in Slovakia but in all central Europe".In elections in March, the far-right People's Party - Our Slovakia (LSNS) - got 8 percent of votes and entered the Slovak parliament with 14 MPs out of 150.For Slovakia, the new migration "narrative" includes two plans and already existing policy with which it wants to push forward.The first objective will be to make operational the border and coast guard, for which Fico said he has "great enthusiasm".The plan was agreed by member states, the commission and the European Parliament in June, and the Slovak presidency will coordinate efforts to make staff and equipment available to the new agency that will be in charge of the new corps.-Speedy implementation-The second objective will be to progress on the smart border project and develop digital methods to better manage the EU's external borders and migrant identification, such as the use of face scans and fingerprinting."We need speedy implementation of what is agreed," Fico said.This also concerns the return of migrants, a policy that already exists but which Slovakia, in line with all member states, wants to develop.Return of economic migrants or rejected asylum seekers will help "stabilise the situation on the Western Balkan route and the Central Mediterranean route," interior secretary of state Denisa Sakova said.She said that returns to countries of transit and of origin would necessitate an "effective partnership" with these countries, through the so-called migration compact. The plan, which was agreed in principle by EU leaders this week, makes development aid conditional in exchange for efforts to control migration to Europe.Interior ministers will discuss all these issues at an informal meeting in Bratislava on 7 July and are expected to come up with a roadmap for the next six months.

Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman approved on Saturday the publication of a tender to build 42 additional homes in the West Bank settlement of Kiryat Arba.According to Channel 10, the tender was in the works six months ago but was essentially frozen by the government until Friday’s decision, announced a day later.The announcement came two days after 13-year-old Hallel Yaffa Ariel was stabbed to death by a Palestinian terrorist in her bedroom on Thursday morning in the settlement, close to the Palestinian town of Hebron. A civilian security guard who responded to the brutal attack was seriously injured by the Palestinian assailant, Muhammad Nasser Tarayrah, 17, from Bani Naim. Tarayrah was shot and killed by other guards.The new homes were a part of a series of measures announced by the Israeli government in response to the terror attack in Kiryat Arba, including a closure on Bani Naim and cancellation of work permits of the attacker’s relatives.Another terror attack on Friday near Hebron killed a rabbi, Miki Mark, and seriously injured his wife while they were driving on Route 60. Two of their children were also wounded in the shooting attack.In response, the IDF stepped up its troop presence in the West Bank, sending two battalions to help secure settlements and the main roads used by Israelis. The leader of an influential Palestinian organization threatened on Saturday to cause financial harm to any Palestinian businesses joining the first Israeli-Palestinian mall currently under construction in the northeastern Jerusalem.The Times of Israel reported last week that Israeli developer Rami Levy is building a shopping center a two-minute drive from the West Bank crossing that leads to Ramallah. Levy said he is seeking out Palestinian business owners to rent space in the shopping center, and hopes to attract customers from the big West Bank city.Responding to the report of Levy’s project, Saleh Haniyeh, head of the Palestinian Society for Consumer Protection, said his group, in partnership with a number of institutions, is “ready to reveal the names of any partners of ‘the settler’ businessman Rami Levy, put them on the blacklist and boycott their commercial interests.”Haniyeh said his group would also pressure the Palestinian Chamber of Commerce to freeze Levy’s Palestinian partners’ memberships, according to a report in the Palestinian news agency Ma’an.The head of the Palestinian organization reiterated his group’s complete boycott of any goods and services stemming from Israeli settlements.When reached by The Times of Israel, Levy declined to comment on the boycott effort.Levy earlier said the idea for the mall he is building in the industrial zone of Atarot, beyond the Green Line north of Jerusalem, came from his existing shopping centers and supermarkets in the West Bank, which have become unexpected points of friendly interaction between Jews and Arabs looking for jobs and the cheapest prices.If his mall succeeds, Levy said, “it can lead to an understanding that we can do everything together.”Levy’s project has already faced challenges due to political pressure. A shake-up this week at the United Nations Security Council promises a slightly improved situation for Jerusalem, even though arch-critic Sweden is among the new members, but the fresh constellation is unlikely to change the balance of power on issues related to the peace process with the Palestinians.Five new members were elected to the key decision-making body: Bolivia, Ethiopia, Sweden and Kazakhstan — and Italy and the Netherlands, which received the same number of votes and decided to split the two-year term (Italy will take 2017; the Netherlands 2018).Overall, the new Security Council mix, which takes effect on January 1, 2017, is unlikely to drastically improve or worsen the Palestinians’ chances to advance one-sided resolutions against Israel.Israeli diplomats are sure to be dismayed about Sweden, the first Western European country to formally recognize a Palestinian state, garnering a spot on the body — one of the few in the UN universe whose decisions are actually binding.Relations with Stockholm, which takes over Spain’s spot on the council, have also been particularly sour because of controversial comments by Swedish Foreign Minister Margot Wallström. To Israeli outrage, she has called for investigations into Israelis ostensibly illegally executing Palestinian assailants during the recent wave of terror.“This is definitely wrong and it singles out Israel in an absurd way,” Prime Minister Benjamin Netanyahu said earlier this year, referring to Wallström’s comments. “I haven’t examined the motives of this or that minister. The two EU member states are replacing New Zealand, which openly toyed with the notion of launching its own initiative to relaunch the peace process, an idea Jerusalem ardently opposed.The election of Ethiopia, which replaces Angola, is also good news for Jerusalem. Israel has warm ties with the eastern African nation. Prime Minister Benjamin Netanyahu’s visit to Addis Ababa next week is expected to further strengthen that relationship.Kazakhstan replaces Malaysia, and while Astana can be expected to follow Moscow’s lead in Security Council votes and support all Palestinian initiatives, at least Jerusalem has good diplomatic relations with Kazakhstan, including a full-time ambassador in Astana. Netanyahu is rumored to be planning a visit to the Central Asian country later this year, though his office has not confirmed such plans. (Israel has an economic relationship but no formal diplomatic ties with Kuala Lumpur.) Bolivia is replacing Venezuela, which means that one country that has no diplomatic relations with Israel is replacing another. But while Bolivian leader Evo Morales has called Israel a “terrorist state” committing a “genocide” on the Palestinians, Bolivia’s term on the Security Council is unlikely to be more challenging for Israel than that of Venezuela, which used its position to launch repeated aggressive attacks against the Jewish state.All told, Israel’s position at the Security Council is likely to remain extremely volatile in 2017.A renewed Palestinian effort to pass a resolution calling for an Israeli withdrawal from beyond the pre-1967 lines would require nine votes from the council’s 15 members. If that were to occur, one of its five permanent members — the US, the UK, China, France and Russia — could veto the resolution.China, Russia, Egypt, Senegal, Bolivia, France, Sweden and Kazakhstan are certain to support any Palestinian text. How the remaining members of the council — Britain, Ethiopia, Italy, Japan, Ukraine and Uruguay — would vote would depend on the resolution’s wording and on the effectiveness of Israeli diplomacy in New York and with the relevant capitals.The United States, which has traditionally rejected Security Council resolutions targeting Israel, remains the key player in any possible diplomatic showdown at Turtle Bay.While administration officials vow to continue opposing unfair treatment of the Jewish state at the UN, Jerusalem worries that US President Barack Obama might used the period between the US elections in November and Inauguration Day in January to leave his mark on the Israeli-Palestinian conflict, possibly by supporting a resolution at the Security Council.Israel’s ambassador to the United Nations, Danny Danon, said on Israel Radio this week his American colleagues continue to assure him of their longstanding position against efforts to internationalize the conflict, “but it’s my business to worry,” he said.
