Ariel did not specify how those Palestinians would be removed, or where they would be relocated.Ariel’s party leader, Naftali Bennett, who has long proposed annexing Area C, has acknowledged that many tens of thousands of Palestinians live there, and said they should be given the option of Israeli citizenship. The two gunmen who went on a deadly shooting spree at Tel Aviv’s Sarona shopping center on Wednesday evening first sat down at a Max Brenner restaurant and ordered some brownies, a bartender told The Times of Israel.Yousef Jabarin of Umm al-Fahm, who works at the restaurant, said the two came in dressed in black suits, with white shirts and skinny ties.He said that their clothes immediately told him they were from the West Bank. The terrorists were later identified by police as Palestinian cousins, both 21-years-old, from the Hebron area.The two ordered a dessert called “milky brownies” and then, without touching their food, got up, pulled out their weapons and started shooting. Jabarin said people immediately started running. There was no one to stop the gunmen at the restaurant, as it does not employ a security guard.The shooting lasted about a minute, he added.Jabarin said he believed 15 minutes passed from the moment the two entered the restaurant and the time they began shooting.Three people were killed in the shooting attack. Four others were seriously hurt, with another person said to be in critical condition. The victims were not immediately identified.Officials said one gunman was arrested and another was shot by security forces and taken into custody.Meital Sassi told Channel 10 TV she was out with her family celebrating her son’s birthday when she heard shots and “immediately understood it was a terror attack.”“We ran like lighting with the baby and the stroller…. Within the next two years, Israel’s border with Lebanon will be near unrecognizable from how it appears today, with reinforced security measures around the country’s northern-most communities including changes to the topography itself, a senior military official said.“What we’ve had until today has been a barrier that is insufficient,” the officer told The Times of Israel on Tuesday. “We need a serious barrier that will prevent someone from infiltrating and breaking into our communities and our territory.”The project to bolster the existing border fence will continue for several years to come in order to secure the area effectively, though most of the work will be completed within the next two years, according to the officer from the Israel Defense Forces’ Northern Command.The new border protection is designed to prevent Hezbollah or another terror group from infiltrating Israel to carry out attacks on civilians and soldiers.“We are taking the statements being made by our enemies seriously. Hezbollah’s [leader Hassan] Nasrallah regularly tells the press, ‘We’ll conquer the Galilee,’ and things like that. We take that seriously,” he said in the Northern Command’s Safed headquarters.Due to the sensitivity of his position, the officer asked not to be named.“In the past, we looked at the Golan Heights and saw the Syrian army and the Assad regime so we built a ‘glorious’ barrier, with trenches and minefields. But on the Lebanese front, we didn’t,” he said.The decision to change that situation was made after the 2006 Second Lebanon War with Hezbollah. It was not the result of any particular incident during the conflict, the officer stressed, but of a general change in mindset that brought the threats from Lebanon into greater focus within the IDF.This effort to shore up the border, which came into full swing approximately two years ago, is part of a larger Combat Engineering Corps program with the straightforward name, “Organization of the Region for War,” which is comprised of both the construction of these physical obstacles and training for any future conflict in Lebanon, the official said.The border has been relatively quiet over the past year. In 2010, Lt. Col. Dov Harari was killed by a Lebanese army sniper as he led a team of soldiers to do some maintenance work on the Israeli side of the border.“On the one hand, everything is coordinated. But we don’t see UNIFIL as something that’s designed to protect us. We know how to protect ourselves quite well,” the officer said.The goal of this long-term project is to eventually provide improved security all along the approximately 60 mile (100km) border, from “the sea to the mountain,” the officer said, from Rosh Hanikra on the coast to the Golan Heights.This overhaul is expected to ultimately cost approximately one billion shekels and is being completed with both military and civilian engineering teams, the official said.“If we could do it with all military [teams], we would,” he said. “But it’s an issue of availability. The IDF is dealing with a few other fronts, you know.”The high cost, he explained, comes from the difficulty in operating on the rocky, mountainous terrain of the northern border.“There’s a difference between putting up a fence somewhere flat and putting up a fence where there are mountains, boulders, forests. It’s a difficult piece of engineering. It takes a long time. And it takes money,” he said.“A fence in a flat area costs X; a fence in a mountainous area costs X multiplied by four. Those are more or less the real numbers,” he said.The project is not being conducted from east to west, but rather in order of vulnerability.“We looked at the area and asked, ‘Where are the weak spots?'” he said. “First and foremost, it’s the communities next to the border, next to Lebanon. So we take care of them and then the rest of the area.”The Northern Command’s combat engineers assessed each spot along the border and devised a security blueprint designed for its specific landscape features, the officer said.For instance, Metulla, which is located directly adjacent the border fence and sits in a fairly open plain, is already protected by a more than 20-foot tall concrete wall, which will be further reinforced.“But there are communities that are in mountainous areas, where the solution is [man-made] cliffs and clearing fields,” he said.The IDF is literally changing the landscape — lobbing off sections of mountains to create steep, unpassable cliffs so terrorists cannot enter Israel or clearing forests so that infiltrators have no place to hide.“I was saying the other day, from space you can see the Great Wall of China, well you can already see what we’re doing in Google Earth,” the officer said.

Here’s what you need to know.Why Japan? After Japan’s defeat in World War II, the U.S. occupied the country and devised a constitution that prevented its erstwhile enemy from forming a normal military. While Japan spends lavishly on its defense, the nation cannot form an offensive force. Instead, the U.S. promises to defend Japan, and its soldiers on Japanese soil add muscle to this obligation. Gaza City, GAZA — The first thing you notice about Gaza: the donkeys. Attached to carts invariably driven by middle-aged men, they weave in and out of traffic, hauling fruits and vegetables through the city center.Gaza still bears the scars of the 2014 war between Hamas and Israel. The 51-day conflict resulted in the deaths of 2,300 Gazans, with 10,000 others wounded; 66 Israeli soldiers and six Israeli civilians also lost their lives. Gaza’s infrastructure was decimated: A recent U.N. report stated that only 17 percent of the 18,000 homes destroyed during the conflict have been repaired, and an estimated 75,000 Gazans remain displaced.Tensions are once again high in the strip. On April 18, a bomb exploded on a Jerusalem bus, injuring 21 people — the first attack of this type since the Second Intifada ended 10 years ago. The Palestinian group in control of Gaza, Hamas, admitted that the culprit, Abd al-Hamid Abu Srour, was a member of its organization.Shortly after the explosion, Israeli security services discovered a 120-foot-deep tunnel running from Gaza to Israel. The tunnels are of particular concern to Israel — it was by using a similar cross-border tunnel that Hamas fighters were able to kidnap Israel Defense Forces soldier Gilad Shalit in 2006, and which Hamas used to hide weaponry and militants during the most recent war.The Israeli government responded in no uncertain terms. “If Hamas tries to challenge the State of Israel, or disrupt the lives of Gaza border residents, it will be hit very hard. We will not tolerate such attempts,” said Defense Minister Moshe Ya’alon, who recently stepped down amid a political reshuffling. The new defense minister, Avigdor Liberman, is even more hawkish, arguing in April that Israel should kill Hamas leader Ismail Haniyeh if the Islamist group did not immediately return the bodies of two Israelis killed during the 2014 war.Gazans are fearful that another war looms on the horizon. I wanted to know if Hamas members felt the same. My fixer Mahmoud and I went to find out, driving through Gaza City and eventually arriving in a narrow street, where a man in robes greeted us. This is “Mostafa,”* a senior advisor to a Hamas minister.He opened a tall, metal door and ushered us inside. We took a seat inside a large room with just two sofas furnishing the entire space.“What is happening in Jerusalem is a normal reaction to what is happening in the West Bank — the arrests of people day and night, killing people day and night, the burning of children,” he said.This is the so-called stabbing Intifada, which began late last year. Lone Palestinians have attacked Israeli civilians with knives or scissors, or run them over with cars. Thirty Israelis have been killed, with 443 wounded; 216 Palestinians have been slain in response. So far it was been confined to Jerusalem and parts of the West Bank, but many fear it could be the beginning of a larger wave of violence.The Fatah movement officially rules in the West Bank, but Mostafa was not willing to cede responsibility for the territory to its Palestinian rival.“There are a lot of people from Hamas in the West Bank — Fatah is trying to kill or erase them, but Hamas exists everywhere,” Mostafa said. “The Hamas West Bank leaders, [men] like Yahya Ayyash [a Hamas bomb-maker killed by the Israelis in 1996], are professionals when it comes to exploding buses. No one can forget Hamas operations in the West Bank. We are everywhere.”Mostafa wasn’t coy when I asked him if Hamas is preparing for another war. “The military is training,” he said. “We control all the security in the strip, and we are hidden, so I am sure Israel has few obvious military targets. If they start a war, thousands of civilians will die.”I wanted to understand what he thinks of the Israelis as an enemy. When I asked him, he pointed to a photo of a man dressed in a kuffiyah on the wall opposite us. “They killed my brother. What do you think I think of them?”I made myself clearer: As an enemy, I continued, do you respect them? He smiled and motioned again to the poster of his dead brother. “They are a very weak enemy,” he says. “Our al-Qassam soldiers hear them shouting in fear when they attack. War is about how religious you are — the al-Qassam soldier knows he is going to heaven so he fights to the end. The Israeli soldier wants to go back to his girlfriend.”Near the center of Gaza City stands a monument: a rocket belonging to the Izzedine al-Qassam Brigades, the military wing of Hamas. It points in the direction of Israel.But despite the recurring wars with Israel in the past decade and the devastation they have wrought, my fixer Mahmoud contended, Hamas’s dominance in the strip is as strong as ever.“Ten years ago, if we had walked down a street in central Gaza at night someone would have come up to us, put a gun to our head and demanded all our money — and we would have given it,” he told me. “With Hamas in power, that changed. Order has been brought to Gaza.”As we drove through Gaza, Hamas police were everywhere — occasionally checking vehicles, thoroughly but not aggressively. The strip was calm. As we entered the port, Mahmoud pointed out what he said were a couple of Qassam Brigade soldiers standing by the side of the road, automatic machine guns at the ready.“What you have to understand is that every 200 meters along the strip there is a Hamas operative watching over his particular patch,” Mahmoud said. “If there is something out of the ordinary he will report and action will be taken it. They are in total control.”But Hamas isn’t the only armed group in Gaza. Palestinian Islamic Jihad (PIJ) is, if anything, a more extreme organization. Founded in 1981, like Hamas it seeks the total destruction of Israel — and it also will not countenance a long-term cease-fire with Israel, which Hamas has offered on several occasions (albeit with difficult terms for Israel to accept).The day after my meeting with Mostafa, Mahmoud and I drove out of Gaza City early in the morning. We went to meet “Yasser,”* a PIJ fighter who lives in the Nuseirat refugee camp, a cramped maze of alleyways housing 60,000 people that lies roughly three miles northeast of Gaza City.PIJ is largely funded by Iran, which makes it unique among Sunni militant groups. The group claims to have 8,000 fighters in its ranks. Its relationship with Hamas is often strained: Hamas has struggled to rein in PIJ rocket attacks against Israel. Last month, Israel accused PIJ of firing rockets into the country from Syria at Iran’s behest.Yasser greeted us in camouflage uniform, carrying an AK-47. He was all smiles and offered us coffee and a Palestinian version of a Kit-Kat bar.“The Prophet Mohammad teaches us that the Jews don’t keep their promises and they never tell the truth,” he said. “So I can never envisage living side by side with them. My original village is near Ashkelon [a city in southern Israel], so I am fighting to return to the land my grandfather was kicked out of.”In Yasser, one sees both the tragedy and the intractability of the Israeli-Palestinian conflict. He claims to come from Ashkelon, a place he has never been and will almost certainly never go. Meanwhile, an Israeli baby born there today could have parents, grandparents, and even great-grandparents born in Ashkelon after the State of Israel was founded. Can he not see their sense of belonging, too? He replied almost instantly. “They know it’s not their land. These days people are emigrating from Israel because they know the people fighting them are fighting for their land. And we will win.”Yasser might dream of the day he wins a total victory over Israel, but in the here and now, life in Gaza is tough. The strip cannot sustain electricity for 24 hours a day, and blackouts are frequent. Israel announced on April 4 that it would suspend private cement imports into Gaza, arguing that a substantial proportion was being diverted for use by Hamas, prompting the United Nations to warn that the policy was slowing reconstruction of the territory.Many Gazans are tired of this destruction and bloodshed. Most of the Gaza residents with whom I spoke just wanted to live normally, free from war. Hamas and PIJ call the shots in Gaza, however, and insist they are ready to fight to the bitter end.“We as a population don’t want a war,” Yasser said. “We just want them to leave us alone and leave. Huge NATO Exercise Is a Rehearsal for a Russian Invasion-[Popular Mechanics]-Kyle Mizokami-June 8, 2016-YAHOONEWS

NATO forces have begun the largest military exercise in Europe since the end of the Cold War. Designed to simulate the alliance's response to a Russian attack on Poland and the Baltic States, the 10-day exercise will include parachute landings, live-fire exercises, bridging operations, and electronic warfare and cyberwar scenarios.The U.S. Army calls Anakonda 2016 a "joint defensive operation on a large scale" that features 31,000 participants from 24 NATO countries. With 14,000 U.S. troops participating, American Army units are at the center of the Polish-led exercise. Paratroopers of the Sicily-based 173rd Airborne Brigade will drop in western Poland, complete with their own heavy artillery, to establish a secure passage for the Second Cavalry Regiment, which will travel across Europe from bases in Germany in Stryker armored vehicles.Next, the 82nd Airborne Division will fly from Fort Bragg, North Carolina to conduct a drop with Polish and British paratroopers into the Torun training area in central Poland. Their objective: to "secure key terrain east of the Vistula River." From there, the Army's 18th Military Police Brigade will team up with a multinational bridging battalion to build a temporary bridge over the Vistula expected to accommodate 300 armored vehicles. The Second Cavalry will cross the bridge and continue north, arriving in Lithuania on June 10 and Estonia on June 15.The bridge across the Vistula will likely be what's known as a "ribbon bridge." Its sections can be trucked in or flown by helicopter and connected by engineers in boats. Ribbon bridges can handle a variety of weights including tanks, but they are vulnerable to changes in weather that may vary the river height and current speed. "With things like they are, no one helps anyone and no one gives away meals."Across town, unemployed people converge every dusk at a trash heap on a downtown Caracas sidewalk to pick through rotten fruit and vegetables tossed out by nearby shops. Jun, 19:24-The EU is preparing to extend its economic sanctions on Russia before the June summit, as Russian diplomats target a winter deadline instead.The preferred option of EU Council chief Donald Tusk is for EU states' ambassadors to conclude the Russia decision so that leaders can focus on the aftermath of the UK referendum.A few Russia-friendly EU countries have told the Dutch EU presidency they wanted a debate on Russia relations, however.The compromise could be to do the sanctions first but for leaders to still hold talks on Russia at the summit on 28 and 29 June.“Our consultations [among member states], the G7 summit all point in the same direction - full roll-over for six months by Coreper [the EU ambassadors’ group] before the summit”, one EU source told EUobserver.“There could be a discussion on Russia at the summit, but not on sanctions”, the source said.EU leaders imposed the measures, which include curbs on credit to Russian banks and energy firms, after Russia invaded Ukraine in 2014. Three people were killed in a shooting attack in Tel Aviv’s popular Sarona Market Wednesday evening.Four others were seriously hurt, with another person said to be in critical condition.Police said two gunmen were involved in the apparent terror attack. One shooting was said to have occurred inside the Sarona compound while another was reported on the adjacent Ha’arba’ah Street.Officials said both gunmen were shot and disarmed by security forces. One of the gunmen had reportedly fled the scene and was then shot and neutralized.Some unconfirmed reports spoke of a third gunman who escaped. Police and soldiers were deployed in the surrounding streets in force to search for any other possible suspects.Less than an hour after the gunfire was first reported, the Ichilov Hospital confirmed that three victims had succumbed to their injuries. They were not immediately identified.Of the wounded, one person was reported to be in critical condition, and four others in serious condition.An eyewitness told Israel Radio that the gunmen were dressed up as ultra-Orthodox men. This information was not confirmed by officials.Prime Minister Benjamin Netanyahu, returning from Moscow, was being briefed on the attack and was set to go directly to the Tel Aviv army headquarters, which is close to the Sarona Market.The Ynet news website reported that frightened civilians were seen fleeing the area.Yechiel Miller, a volunteer medic with United Hatzalah, related from the scene of the attack: “When I arrived at the scene I saw a woman who was unconscious and not breathing and in critical condition. We began resuscitation efforts. We treated them as well as numerous other individuals who were suffering from shock.“While we were treating them other volunteers form the ambucycle unit of United Hatzalah reported that they were treating an unconscious woman behind the Sarona center and that she was in critical condition. We are currently searching for and treating other people who are suffering from shock and who have fed to nearby streets due to the incident.”Police were warning civilians to stay away from the scene of the attack.In April, Israeli police moved to close down Sarona Market over fears that the commercial center was not sufficiently secure, but the site’s management said it would stay open. The popular compound is home to Israel’s largest indoor culinary market. Its 8,700 square meters (93,000 square feet) of market space hosts 91 shops of all varieties.At the time, police asked the Tel Aviv Municipality to revoke Sarona’s business license, arguing that lax security put the visiting public at risk.Since October, 29 Israelis and four others have been killed and hundreds more injured in the spate of attacks, though the violence had dramatically waned of late. The Shas party on Tuesday threatened to impose coalition sanctions unless Prime Minister Benjamin Netanyahu immediately fires the newly appointed head of Channel 10 News over racist comments he is alleged to have made against Shas and its head, Aryeh Deri.Rami Sadan, a close associate of the Netanyahu family, was quoted by the Haaretz newspaper Tuesday morning calling Deri a thief a day earlier and making a stereotyped reference to the party’s base of Mizrahi Jews of African and Middle Eastern descent.“For as long as this is not carried out [the firing], the movement’s lawmakers will vote in the Knesset plenum as they see fit” instead of obeying coalition discipline, a Shas statement said. “The Mizrahi population has stopped being silent.”Haaretz reported that Sadan, a former public relations executive and lobbyist who was appointed to his new post on Monday, told the Channel 10 News board of directors: “Let’s admit the truth: I, like you, part of the elite, hate the Shas movement and that thief Aryeh Deri. But we, as the elite, have to broaden the channel’s circles and appeal to the audience of Shas, to Massouda from Sderot.”“Massouda from Sderot” is a stereotype referring to a person of Mizrahi descent living on Israel’s periphery. ANTANANARIVO, Madagascar (JTA) — A nascent Jewish community was officially born in Madagascar last month when 121 men, women and children underwent Orthodox conversions on the remote Indian Ocean island nation better known for lemurs, chameleons, dense rain forests and vanilla.The conversions, which took place over a 10-day period, were the climax of a process that arose organically five to six years ago when followers of various messianic Christian sects became disillusioned with their churches and began to study Torah.Through self-study and with guidance from Jewish internet sources and correspondence with rabbis in Israel, they now pray in Sephardic-accented Hebrew and strictly observe the Sabbath and holidays.The conversions were facilitated by Kulanu, a New York-based nonprofit that specializes in supporting isolated and emerging Jewish communities, but were initiated by the residents.“Now that we’ve re-established the State of Israel, it is time to re-establish the Jewish people, especially in the Diaspora,” said Bonita Nathan Sussman, vice president of Kulanu.Her husband, Rabbi Gerald Sussman of Temple Emanuel on Staten Island in New York, added: “We are in the process of reconstituting the Jewish people, which would have been more numerous had it not been decimated by the Holocaust and had we not lost millions of Jews in Arab lands.”Beginning on May 9, members of the community came before a beit din, or rabbinical court, convened for the occasion at the Le Pave Hotel here, the Madagascar capital. The court comprised three rabbis with Orthodox ordinations: Rabbi Oizer Neumann of Brooklyn, Rabbi Achiya Delouya of Montreal and Rabbi Pinchas Klein of Philadelphia. All three belong to a group of rabbis who serve far-flung Jewish communities and support converting emergent Jewish groups.Delouya, whose background is Moroccan, spoke with the converts in their second official language, French, and also provided Sephardic influences for which the Madagascar community feel an affinity.The conversion process included periods of intensive Torah study, interviews by the beit din and full body immersions in a river located a 90-minute drive from Antananarivo. A privacy tent was hastily erected beside the river for the occasion, and a festive atmosphere ensued as men, women and children, ranging in age from 3 to 85, lined up to take the ritual plunge.Additionally, the Madagascar men, who are already circumcised, underwent “hatafat dam brit,” or ritual penile bloodletting, to affirm their new faith.The 10-day period concluded with 12 Jewish weddings and a symposium on Madagascar’s Israelite connections featuring a keynote address by Tudor Parfitt, a British scholar and expert on the Lost Tribes of Israel.Indeed, many Malagasies, as the islanders are known, believe they are of Jewish or Israelite descent, and that their founders were seafaring members of the ten Lost Tribes. Belief in the “Malagasy secret” persists despite evidence that most Malagasies are of Indonesian and African origin.According to local lore, Madagascar is the biblical land of Ophir and played a pivotal role in providing construction materials to King Solomon’s temple. Many also believe that the Ark of the Covenant and other ritualistic temple items are buried on the island.Even Prince Ndriana Rabarioelina, a descendant of the Merina monarchy of Madagascar, proudly asserts Jewish ancestry. He told JTA that up to 80 percent of Malagasies can claim Jewish roots. He asserts that portions of the tablets, Moses’s rod and a copy of the Book of Daniel are safeguarded by descendants of Levites in the Vatamasina-Vohipeno region of Madagascar.Additionally, several Merina tombs, including those of his family, bear Hebrew symbols or letters, he said.Nevertheless, evidence of a historic Judaic presence in Madagascar is scarce, and what signs can be found could date from the seventh century, when traders from Arab lands sailed to the island, or the 1500s, when conversos may have been among the Portuguese sailors who established trading posts.Madagascar, a country of 20 million people, is awash with missionaries. Some 50 percent of the population practices some form of Christianity, while most of the other half practices an indigenous animist faith in which ancestor worship features prominently. Approximately 7 percent of the population is Muslim.While many Malagasies were brought to Judaism through study of the Old Testament and a sincere effort to get closer to God, some see the practice of Judaism as a return to their roots and an overthrowing of the last vestiges of colonialism.“I was a victim of the colonizers, as you know we had the French here, and then the communists and then the socialists … so I didn’t have any roots anymore,” said Mija Rasolo, an actor who hosts his own late night talk show on Madagascar TV and took the Hebrew name David Mazal. “So I told myself for now I am going to be Jewish, because that works for me. I found Judaism. I found my roots, baruch Hashem … Am Yisrael Chai” – the people of Israel live.As residents of Antananarivo began to explore Judaism, three leaders emerged to guide the nascent community: Andrianarisao Asarery, known as Ashrey Dayves; Andre Jacque Rabisisoa, known as Peteola, and Ferdinand Jean Andriatovomanana, known as Touvya.Ashrey is a dynamic former pastor and singer who works as a pastry chef by day and is famous throughout Madagascar for his television cooking show. His father is also a famous Malagasy singer. He favors a more liberal and welcoming version of Judaism, leads a congregation of about 25, and conducts radio broadcasts on Jewish topics and religious practices.Peteola, a computer programmer, conducts Hebrew language lessons and religious radio broadcasts. He has a following of about 30 and favors a mystical and kabbalistic approach to Judaism. He teaches Torah concepts with Gematria, through which meaning is derived from the numeric values of Hebrew letters.Touvya, a self-taught cantor, davens devoutly and sports peyot, the traditional sidelocks mentioned in Leviticus. He leads his congregation of 40 in strict observance of the Torah.All three have set up makeshift synagogues in their living rooms, while some prayer services are also held in a space provided by the English Language Institute. Services are generally held at Touvya’s house, which is large enough to accommodate most community members. Getting there can sometimes be problematic because not everyone lives within commuting distance of the home. In the past four years the romance between Israel and China has blossomed. More than 500 Chinese delegations visited Israel in 2015 and Chinese investment in Israeli companies and venture capital funds has surged to record highs.As the world’s second-largest economy shifts its focus from being a manufacturing and labor intensive economy to becoming a high-end innovative force, Asian giants including Alibaba Group, Hutchison Water Ltd., and Huawei have set up R&D centers, invested in funds and snapped up Israeli start-ups and companies.And more interest may be on its way, as earlier this month China’s president Xi Jinping called for his country to establish itself as one of the most innovative countries in the world by 2020. And as long as China lacks home-grown technology, the nation is out on a shopping spree.Even so, says Edwards You Lyu — the CEO of Israel Vadi Ventures Ltd., which claims to be the first wholly Chinese-owned company established in Israel — the romance is just at the beginning, and Chinese investment in Israel is still tiny compared to what it could be once diffidence and language barriers are overcome.“There are cultural differences, the way of thinking and working is different,” said You Lyu in an interview in Vadi’s offices in Tel Aviv. “Israelis are not patient, they want quick answers, they don’t want to spend time on you. The Chinese have a slow decision making process, they first want to know you and then do business with you. They are looking for a long-term relationship.”Total capital invested in deals with some Chinese participation is expected to rise to $500 million this year compared to $118 million in 2012 and $467 million in 2014, according to data compiled by IVC Research Center, which tracks investment in Israel’s high-tech industry. IVC expects “the vast majority” of Israeli venture capital funds to have at least one Chinese investor in their financing rounds in 2016.“We see Chinese investors operating in a number of parallel fields – via direct investments, through the setting up of research and development centers, via acquisitions or via investment in funds,” Koby Simana, the CEO of IVC, said in an interview.Israeli companies see the Chinese companies as an opportunity to access a massive market but also as a source of funding, he said. “There is a huge interest for both sides. It is just a matter of finding the right formula” so that more investments will happen.Israel’s Ministry of Economy and Industry will add a commercial attache to its Chinese team this summer, bringing the number to six from five, more than those allocated to the US, said Ziva Eger, chief executive of foreign investments and industrial cooperation at the ministry. “China is a target,” Eger said. “It is a country that has opened up to us in the past two years, and once you open the door to China you get an immense market.”The ministry’s message to Chinese firms is that they must set up R&D centers in Israel, Eger said. “If they want to ‘live’ research and development then they must set up research and development centers here in Israel,” she said. “Technology gets old very quickly. They must be on the ground.”Chinese overseas investments globally reached a historic high of $118 billion in 2015, according You Lyu, based on data compiled by the China Statistical Database. Investments have shifted from the mining, manufacturing and construction industries to healthcare, entertainment and the high tech sectors.Israel is getting just a fraction of this investment, You Lyu said, because of the language barriers, lack of information regarding Israeli innovation trends, lack of channels to manage investments afterwards and lack of resources for due diligence. “There is a lot of enthusiasm, but when you get down to the nitty gritty there are a lot of differences,” he said.You Lyu, a former worker in the Nanjing Municipal Government in China, in charge of China-Israel cooperation, first visited Israel as part of a delegation sent to get training in Tel Aviv University. He later enlisted for a MBA in Tel Aviv and at the end of last year set up Vadi Ventures, with the aim of helping promote joint ventures between the two countries. Vadi has a sister company operating in California’s Silicon Valley.Vadi is holding the China-Israel High-tech Investment Forum in Tel Aviv this week in which Israeli entrepreneurs will pitch their companies to more than 100 visiting Chinese investors and firms, with a focus on mobile internet, virtual reality and artificial intelligence, medical devices, digital health and clean tech.“We are here to help them overcome these differences,” You Lyu said. “We still have to find out how to bridge these differences. They are just getting to know each other. You just need to find the right mechanism.”
