U.S. Spy Plane Intercepted by Chinese Jets Over Asian Waters-[Time]-Nash Jenkins-June 8, 2016-YAHOONEWS
A U.S. spy plane conducting a routine patrol over international waters in the East China Sea on Tuesday was intercepted by two Chinese fighter jets.U.S. military officials in the Pacific told Reuters that one of the Chinese planes came within “an unsafe excessive rate of closure” to the U.S. aircraft, but blamed the incident on “improper airmanship, as no other provocative or unsafe maneuvers occurred.”The altercation underscores the geopolitical power struggle in maritime Asia between the U.S. and China. Beijing has claimed most of the contested reefs, rocks and islets of the South China Sea as its own territory. But Vietnam, the Philippines, Malaysia, Taiwan and Brunei have competing claims to various parts of the region.Beijing responded to the incident by accusing Washington of “deliberately hyping up the issue of the close surveillance of China by U.S. military aircraft,” according to a statement quoted by Reuters.“Chinese military pilots consistently carry out operations in accordance with the law and the rules, and are professional and responsible,” China’s Defense Ministry said. The U.S. Department of Defense said in a statement it was addressing the issue with Beijing. The incident is not without precedent. On at least two occasions in the last year — once in September 2015 and again last month — Chinese jets came dangerously close to U.S. aircraft over Asian waters.[Reuters]
The Tense Relationship Between Japan and the U.S. Military-[Time]-Hannah Beech-June 8, 2016-YAHOONEWS
The imposition of a total alcohol ban on all U.S. sailors in Japan, following the arrest over the weekend of an American sailor on drunk driving charges, has brought into renewed focus the sometimes tense relationship between the U.S. military and its Japanese hosts. There are more American soldiers based in Japan than in any other foreign country. Around 54,000 U.S. military personnel are stationed there, with a mission is to keep the peace in the Pacific. But the American military presence has clouded bilateral relations — nowhere more so than on the tropical island prefecture of Okinawa, which has the heaviest concentration of U.S. military bases. Here’s what you need to know. Why Japan? After Japan’s defeat in World War II, the U.S. occupied the country and devised a constitution that prevented its erstwhile enemy from forming a normal military. While Japan spends lavishly on its defense, the nation cannot form an offensive force. Instead, the U.S. promises to defend Japan, and its soldiers on Japanese soil add muscle to this obligation. (The U.S. also has a large military presence in South Korea.) Japan’s Prime Minister Shinzo Abe would like to amend the constitution and allow for a more traditional military, especially as tensions proliferate with China. But the majority of the Japanese public remains skeptical of the constitutional change that would be required. Why Okinawa? Originally an independent kingdom called Ryukyu, Okinawa was absorbed into Japan by the late 19th century, even though its populace is culturally distinct from that of the rest of the country. The end of World War II brought immense tragedy to the tropical island chain at the tail end of the Japanese archipelago. In the Battle of Okinawa, the Japanese imperial army compelled local civilians to resist the Allied assault and even commit mass suicide. Around 150,000 Okinawans perished. The Americans, who after the war scattered military bases across the coral-fringed islands and occupied Okinawa for two decades longer than the rest of Japan, were originally welcomed by some locals as an improvement over the Japanese army. But local opposition to the U.S. presence has grown—even as the Japanese government presents Okinawa as a bulwark against a potentially more assertive China. Why the anti-American sentiment? Although rare, crimes committed by American soldiers and contract workers against Okinawan civilians have crystallized opposition against the U.S. bases. In May, an American military contractor was arrested on charges related to the murder of a 20-year-old local woman. The stabbing death has conjured up memories of the 1995 kidnapping and rape of a 12-year-old Okinawa schoolgirl by three U.S. servicemen. U.S. President Barack Obama, who visited Japan last month, expressed regret over the alleged murder by an American. On Sunday, Okinawa police arrested an American sailor on charges of injuring two people in an alleged drunk-driving accident, prompting the alcohol ban both on and off base. “It is imperative that each sailor understand how our actions affect that relationship, and the U.S.-Japan Alliance as a whole,” said Rear Admiral Matthew Carter, the head of the U.S. naval forces in Japan. Will U.S. troops stay? For years, Okinawan politics has been dominated by the base issue. The latest question is whether a U.S. Marine air station located on prime Okinawa real estate will be relocated to a new facility in a less-populated area or whether the base will be shuttered altogether. In Sunday’s assembly elections in Okinawa, the antibase faction consolidated its majority. But previous efforts to significantly counter the U.S. military presence — even when briefly supported by a Japanese central government controlled by the now opposition — have failed. Of course, if Donald Trump, the Republican contender for the U.S. presidency, has his way, local debate over Okinawa bases could be moot. In a primary-season debate, Trump said that U.S. allies, like Japan and South Korea, should pay all costs of maintaining American bases on their soil — or else risk the U.S. pulling its troops.
U.S. lawmakers want more Iran sanctions, but can't agree-[Reuters]-By Patricia Zengerle-June 7, 2016-YAHOONEWS
WASHINGTON (Reuters) - A senior U.S. senator said on Tuesday he would like to pass legislation to extend expiring sanctions on Iran and enable Congress to quickly enact new ones if necessary over the country's ballistic missile tests. The Iran Sanctions Act, which imposed nuclear, missile and terrorism sanctions on Iran, expires at the end of 2016, and both Democrats and Republicans in Congress support extending it.But Senator Ben Cardin, the top Democrat on the Senate Foreign Relations Committee, acknowledged that lawmakers have not yet unified behind a proposal that would attract enough votes to pass and become law."Members have different views," he said at a roundtable discussion with reporters. The Obama administration has warned Congress that it would oppose new sanctions that interfere with the international nuclear pact, laying the groundwork for a potential fight over any legislation.Senator Bob Corker, the committee's Republican chairman, has said he is working on legislation with Cardin that he hopes will attract strong bipartisan support. That measure has not yet been unveiled and aides said they had no more information about when it might be introduced.Cardin was one of several Democrats who joined every Republican in Congress in opposing the nuclear agreement with Iran announced last July. But he has urged lawmakers to accept it since a Republican-led effort to block the pact failed in September. After the deal went ahead, Cardin filed legislation meant to increase U.S. oversight of it. That bill never came up for a vote in the Republican-controlled Senate.Cardin said he still felt that bill was valid and wants to amend it to extend the Iran Sanctions Act and create a "legislative framework" so sanctions could be imposed quickly if Iran pursues its ballistic missile program.Late last month, two Democratic senators who supported the Iran nuclear agreement, Tim Kaine and Chris Murphy, introduced a separate bill to extend the Iran Sanctions Act until Obama can guarantee Iran's nuclear program is purely peaceful. And Republican Senator Kelly Ayotte, with 18 other senators form her party, introduced a separate bill that would extend the Iran Sanctions Act through 2031 and require new sanctions over Iran's ballistic missile efforts.Senator Mitch McConnell, the Senate Majority Leader, has said he wants any Iran bill to come to the floor with at least the 67 votes needed to override a presidential veto.(Reporting by Patricia Zengerle; Editing by David Gregorio)

Hamas Is Ready for War with Israel-[Foreign Policy Magazine]-David Patrikarakos-June 7, 2016-YAHOONEWS
Gaza City, GAZA — The first thing you notice about Gaza: the donkeys. Attached to carts invariably driven by middle-aged men, they weave in and out of traffic, hauling fruits and vegetables through the city center.Gaza still bears the scars of the 2014 war between Hamas and Israel. The 51-day conflict resulted in the deaths of 2,300 Gazans, with 10,000 others wounded; 66 Israeli soldiers and six Israeli civilians also lost their lives. Gaza’s infrastructure was decimated: A recent U.N. report stated that only 17 percent of the 18,000 homes destroyed during the conflict have been repaired, and an estimated 75,000 Gazans remain displaced.Tensions are once again high in the strip. On April 18, a bomb exploded on a Jerusalem bus, injuring 21 people — the first attack of this type since the Second Intifada ended 10 years ago. The Palestinian group in control of Gaza, Hamas, admitted that the culprit, Abd al-Hamid Abu Srour, was a member of its organization.Shortly after the explosion, Israeli security services discovered a 120-foot-deep tunnel running from Gaza to Israel. The tunnels are of particular concern to Israel — it was by using a similar cross-border tunnel that Hamas fighters were able to kidnap Israel Defense Forces soldier Gilad Shalit in 2006, and which Hamas used to hide weaponry and militants during the most recent war.The Israeli government responded in no uncertain terms. “If Hamas tries to challenge the State of Israel, or disrupt the lives of Gaza border residents, it will be hit very hard. We will not tolerate such attempts,” said Defense Minister Moshe Ya’alon, who recently stepped down amid a political reshuffling. The new defense minister, Avigdor Liberman, is even more hawkish, arguing in April that Israel should kill Hamas leader Ismail Haniyeh if the Islamist group did not immediately return the bodies of two Israelis killed during the 2014 war.Gazans are fearful that another war looms on the horizon. I wanted to know if Hamas members felt the same. My fixer Mahmoud and I went to find out, driving through Gaza City and eventually arriving in a narrow street, where a man in robes greeted us. This is “Mostafa,”* a senior advisor to a Hamas minister. He opened a tall, metal door and ushered us inside. We took a seat inside a large room with just two sofas furnishing the entire space.“What is happening in Jerusalem is a normal reaction to what is happening in the West Bank — the arrests of people day and night, killing people day and night, the burning of children,” he said. This is the so-called stabbing Intifada, which began late last year. Lone Palestinians have attacked Israeli civilians with knives or scissors, or run them over with cars. Thirty Israelis have been killed, with 443 wounded; 216 Palestinians have been slain in response. So far it was been confined to Jerusalem and parts of the West Bank, but many fear it could be the beginning of a larger wave of violence. The Fatah movement officially rules in the West Bank, but Mostafa was not willing to cede responsibility for the territory to its Palestinian rival.“There are a lot of people from Hamas in the West Bank — Fatah is trying to kill or erase them, but Hamas exists everywhere,” Mostafa said. “The Hamas West Bank leaders, [men] like Yahya Ayyash [a Hamas bomb-maker killed by the Israelis in 1996], are professionals when it comes to exploding buses. No one can forget Hamas operations in the West Bank. We are everywhere.”Mostafa wasn’t coy when I asked him if Hamas is preparing for another war. “The military is training,” he said. “We control all the security in the strip, and we are hidden, so I am sure Israel has few obvious military targets. If they start a war, thousands of civilians will die.”I wanted to understand what he thinks of the Israelis as an enemy. When I asked him, he pointed to a photo of a man dressed in a kuffiyah on the wall opposite us. “They killed my brother. What do you think I think of them?”I made myself clearer: As an enemy, I continued, do you respect them? He smiled and motioned again to the poster of his dead brother. “They are a very weak enemy,” he says. “Our al-Qassam soldiers hear them shouting in fear when they attack. War is about how religious you are — the al-Qassam soldier knows he is going to heaven so he fights to the end. The Israeli soldier wants to go back to his girlfriend.”Near the center of Gaza City stands a monument: a rocket belonging to the Izzedine al-Qassam Brigades, the military wing of Hamas. It points in the direction of Israel. But despite the recurring wars with Israel in the past decade and the devastation they have wrought, my fixer Mahmoud contended, Hamas’s dominance in the strip is as strong as ever.“Ten years ago, if we had walked down a street in central Gaza at night someone would have come up to us, put a gun to our head and demanded all our money — and we would have given it,” he told me. “With Hamas in power, that changed. Order has been brought to Gaza.”As we drove through Gaza, Hamas police were everywhere — occasionally checking vehicles, thoroughly but not aggressively. The strip was calm. As we entered the port, Mahmoud pointed out what he said were a couple of Qassam Brigade soldiers standing by the side of the road, automatic machine guns at the ready.“What you have to understand is that every 200 meters along the strip there is a Hamas operative watching over his particular patch,” Mahmoud said. “If there is something out of the ordinary he will report and action will be taken it. They are in total control.”But Hamas isn’t the only armed group in Gaza. Palestinian Islamic Jihad (PIJ) is, if anything, a more extreme organization. Founded in 1981, like Hamas it seeks the total destruction of Israel — and it also will not countenance a long-term cease-fire with Israel, which Hamas has offered on several occasions (albeit with difficult terms for Israel to accept). The day after my meeting with Mostafa, Mahmoud and I drove out of Gaza City early in the morning. We went to meet “Yasser,”* a PIJ fighter who lives in the Nuseirat refugee camp, a cramped maze of alleyways housing 60,000 people that lies roughly three miles northeast of Gaza City.PIJ is largely funded by Iran, which makes it unique among Sunni militant groups. The group claims to have 8,000 fighters in its ranks. Its relationship with Hamas is often strained: Hamas has struggled to rein in PIJ rocket attacks against Israel. Last month, Israel accused PIJ of firing rockets into the country from Syria at Iran’s behest.Yasser greeted us in camouflage uniform, carrying an AK-47. He was all smiles and offered us coffee and a Palestinian version of a Kit-Kat bar.“The Prophet Mohammad teaches us that the Jews don’t keep their promises and they never tell the truth,” he said. “So I can never envisage living side by side with them. My original village is near Ashkelon [a city in southern Israel], so I am fighting to return to the land my grandfather was kicked out of.”In Yasser, one sees both the tragedy and the intractability of the Israeli-Palestinian conflict. He claims to come from Ashkelon, a place he has never been and will almost certainly never go. Meanwhile, an Israeli baby born there today could have parents, grandparents, and even great-grandparents born in Ashkelon after the State of Israel was founded. Can he not see their sense of belonging, too? He replied almost instantly. “They know it’s not their land. These days people are emigrating from Israel because they know the people fighting them are fighting for their land. And we will win.”Yasser might dream of the day he wins a total victory over Israel, but in the here and now, life in Gaza is tough. The strip cannot sustain electricity for 24 hours a day, and blackouts are frequent. Israel announced on April 4 that it would suspend private cement imports into Gaza, arguing that a substantial proportion was being diverted for use by Hamas, prompting the United Nations to warn that the policy was slowing reconstruction of the territory. Many Gazans are tired of this destruction and bloodshed. Most of the Gaza residents with whom I spoke just wanted to live normally, free from war. Hamas and PIJ call the shots in Gaza, however, and insist they are ready to fight to the bitter end.“We as a population don’t want a war,” Yasser said. “We just want them to leave us alone and leave. The Israelis thought we would give up the land easily. We kicked them out of Gaza, and we will kick them out from the rest of Palestine.” * Names have been changed at the request of interviewees.
Huge NATO Exercise Is a Rehearsal for a Russian Invasion-[Popular Mechanics]-Kyle Mizokami-June 8, 2016-YAHOONEWS
NATO forces have begun the largest military exercise in Europe since the end of the Cold War. Designed to simulate the alliance's response to a Russian attack on Poland and the Baltic States, the 10-day exercise will include parachute landings, live-fire exercises, bridging operations, and electronic warfare and cyberwar scenarios. The U.S. Army calls Anakonda 2016 a "joint defensive operation on a large scale" that features 31,000 participants from 24 NATO countries. With 14,000 U.S. troops participating, American Army units are at the center of the Polish-led exercise. Paratroopers of the Sicily-based 173rd Airborne Brigade will drop in western Poland, complete with their own heavy artillery, to establish a secure passage for the Second Cavalry Regiment, which will travel across Europe from bases in Germany in Stryker armored vehicles.Next, the 82nd Airborne Division will fly from Fort Bragg, North Carolina to conduct a drop with Polish and British paratroopers into the Torun training area in central Poland. Their objective: to "secure key terrain east of the Vistula River." From there, the Army's 18th Military Police Brigade will team up with a multinational bridging battalion to build a temporary bridge over the Vistula expected to accommodate 300 armored vehicles. The Second Cavalry will cross the bridge and continue north, arriving in Lithuania on June 10 and Estonia on June 15.The bridge across the Vistula will likely be what's known as a "ribbon bridge." Its sections can be trucked in or flown by helicopter and connected by engineers in boats. Ribbon bridges can handle a variety of weights including tanks, but they are vulnerable to changes in weather that may vary the river height and current speed. Here's a video of U.S. Army Reservists constructing an improved ribbon bridge:Other exercises include a response to a chemical attack, an artillery exercise controlled by the Oklahoma Army National Guard, and an air and missile defense exercise with Patriot missiles by the 174th Air Defense Artillery Brigade. The exercise will climax with a live-fire exercise held by the 1st Armored Brigade Combat Team, 3rd Infantry Division. The exercise is clearly designed to simulate NATO coming to the aid of Poland and the Baltic States of Lithuania, Estonia, and Latvia-all NATO member states-in the face of a Russian ground offensive. In the event of war, Russia would almost certainly target bridges across the Vistula and elsewhere with precision-guided weapons to isolate their targets and cut off NATO reinforcements.Via The Washington Post
NATO irks Russia with massive war games in Poland-[AFP]-Mary Siberski-June 7, 2016-YAHOONEWS
Torun (Poland) (AFP) - US, British and Polish soldiers parachuted to the ground in Poland on Tuesday in a mass show of force as NATO launched its biggest war games in eastern Europe since the Cold War.The exercises -- staged against the backdrop of a military and diplomatic standoff between Russia and the West -- have rattled the Kremlin.NATO says the 10-day Anaconda manoeuvres involving 31,000 troops are intended to shore up security on the alliance's eastern flank, where member states have been spooked by Russia's increasingly assertive actions."There's no reason to be nervous," Ben Hodges, Commanding General, US Army Europe, told reporters, insisting the exercises were purely "defensive".They are being held a month ahead of a NATO summit in Warsaw set to seal its largest revamp since the Cold War by deploying more troop rotations to eastern European members deeply wary of Russia after its 2014 annexation of Crimea from Ukraine.Moscow fiercely opposes the NATO moves, billed by the US-led alliance as part of its "deterrence and dialogue" strategy.- 'Trust deficit' -And the Kremlin reacted angrily to the start of the manoeuvres, NATO's biggest since the Trident drills last year involving 36,000 troops in Italy, Spain and Portugal."The exercises... do not contribute to an atmosphere of trust and security," said spokesman Dmitry Peskov."Unfortunately we are still witnessing a deficit in mutual trust."Anaconda involves troops from 24 states, including 14,000 from the US, as well as ex-Soviet "Partnership for Peace" states like Ukraine.US generals in Torun, central Poland, said it took just 24 hours for 500 rapid "Global Response" paratroopers to deploy 4,500 miles (7,200 kilometres) from the world's largest military base in Fort Bragg, North Carolina.Russia has long protested at NATO's expansion in its Soviet-era backyard and in 1997 NATO formally agreed not to install permanent bases in former Warsaw Pact states.Since the Ukraine conflict erupted in 2014 however, NATO has established a high-speed "spearhead" response force, complete with forward command and logistic centres in eastern states. The Pentagon said in March it would deploy an additional armoured brigade of about 4,200 troops in eastern Europe from early 2017 on a rotational basis. While NATO cut all practical cooperation with Moscow over the Ukraine crisis, the alliance plans formal talks with the Russians before the July 8-9 summit."The Cold War is history and we want it to stay that way," NATO chief Jens Stoltenberg said last week. But last month Moscow and Washington accused each other of mounting an aggressive military presence in Europe as the US broke ground on a missile shield in Poland and Romania.Russia has vowed to "end threats" posed by the missile system, despite US assurances it is intended to ward of potential attacks by "rogue" states in the Middle East.Moscow has significantly stepped up its presence in the Baltic Sea area and its jets regularly violate the airspace of smaller ex-Soviet NATO allies like Estonia. In April, they even buzzed a US naval destroyer.- 'Test of wills' -Some analysts question whether NATO's current strategy -- using rotational rather than permanent forces -- can secure its eastern flank."When push comes to shove, how long will it really take to mobilise at break-neck speed troops in the possibility of a threat of an attack?" Carnegie Europe analyst Judy Dempsey said in an interview with AFP."Russian exercises are sophisticated, they're big, they're intimidating and look what they're doing in Kaliningrad," she said, referring to Moscow's manoeuvres in the Russian enclave sandwiched between Poland and Lithuania."It's like a warning to NATO: 'don't forget, we're right inside NATO territory'."The Kremlin has said it would set up three new divisions in the west and south of Russia by the end of the year to counter NATO forces near its border.Describing the confrontation as "a test of wills", Dempsey said she believes Moscow's sabre-rattling is ultimately aimed at stopping NATO from encroaching even further into its backyard, with ex-Soviet republics Georgia and Ukraine keen to join the Western alliance.

As hunger mounts, Venezuelans turn to trash for food-[Associated Press]-FABIOLA SANCHEZ-June 8, 2016-YAHOONEWS
CARACAS, Venezuela (AP) — Until recently, Julio Noguera worked at a bakery. Now he spends his evenings searching through the garbage for food."I come here looking for food because if I didn't, I'd starve to death," Noguera said as he sorted through a pile of moldy potatoes. "With things like they are, no one helps anyone and no one gives away meals."Across town, unemployed people converge every dusk at a trash heap on a downtown Caracas sidewalk to pick through rotten fruit and vegetables tossed out by nearby shops. They are frequently joined by small business owners, college students and pensioners — people who consider themselves middle class even though their living standards have long ago been pulverized by triple-digit inflation, food shortages and a collapsing currency.Venezuela's poverty had eased during the administration of the late President Hugo Chavez. But a study by three leading Caracas universities found that 76 percent of Venezuelans are now under the poverty line, compared with 52 percent in 2014.Staples such as corn flour and cooking oil are subsidized, costing pennies at the strongest of two official exchange rates. But fruit and vegetables have become an unaffordable luxury for many Venezuelan families."We're seeing terrible sacrifices across many sections of society," said Carlos Aponte, a sociology professor at the Central University of Venezuela. "A few years ago, Venezuela didn't have the kind of extreme poverty that would drive people to eat garbage."While some hunt through the garbage piles for food they can eat, many more are drawn by the opportunity to fetch a few bolivar bills by rescuing and reselling bruised produce. On a recent evening, Noguera managed to retrieve a dozen potatoes."I'm a trained baker, but right now there's no work anywhere here. So I make do with this," he said. The trash pickers aren't just people who've lost their jobs.Jhosriana Capote, a vocational student, comes to the trash heap to supplement her pantry. She recently completed an internship with a Coca-Cola subsidiary."I used to be able to find food, but not anymore. Everything is lines," she said after an evening picking through the refuse.Dumpster diving isn't a new phenomenon in Venezuela, but it is a growing one. Venezuela was once South America's richest nation, but a fall in oil prices combined with other economic problems has sparked desperation.Nearly half of Venezuelans say they can no longer afford to eat three meals a day, according to a recent poll by the local firm Venebarometro. The poll surveyed 1,200 adults at their homes the first week in April and had a margin of error of plus or minus of about 2 percentage points. The government blames the political opposition, accusing it of waging an "economic war" to stir unrest and oust President Nicolas Maduro from power. The administration has launched an aggressive program to build urban farms in an effort to address food shortages. One recent night, two young girls found some cilantro, lemons and remains of a cabbage in the garbage. Their mother, Monica Espinosa, said the scavenging helps them get by since her husband walked out on the family. Espinosa said she still owns two apartments, but makes ends meet by cooking sauces from the vegetables she finds and selling them to stores, earning about $6 a week."I'm a single mother with two children, and this is helping me get by," she said.___Follow Sanchez on Twitter: https://twitter.com/fisanchezn

EU likely to extend Russia sanctions before summit By Andrew Rettman-EUOBSERVER
BRUSSELS, 7. Jun, 19:24-The EU is preparing to extend its economic sanctions on Russia before the June summit, as Russian diplomats target a winter deadline instead. The preferred option of EU Council chief Donald Tusk is for EU states' ambassadors to conclude the Russia decision so that leaders can focus on the aftermath of the UK referendum.A few Russia-friendly EU countries have told the Dutch EU presidency they wanted a debate on Russia relations, however. The compromise could be to do the sanctions first but for leaders to still hold talks on Russia at the summit on 28 and 29 June.“Our consultations [among member states], the G7 summit all point in the same direction - full roll-over for six months by Coreper [the EU ambassadors’ group] before the summit”, one EU source told EUobserver.“There could be a discussion on Russia at the summit, but not on sanctions”, the source said.EU leaders imposed the measures, which include curbs on credit to Russian banks and energy firms, after Russia invaded Ukraine in 2014. They expire on 31 July unless they are renewed by consensus. At a recent G7 summit in Japan, Italy, which had flip-flopped on Russia, joined France, Germany, the UK and the US in pledging to uphold the sanctions.A second EU source said if the decision to extend them was taken by Coreper, that would mean it was a done deal.“It would mean that there’s no doubt on the outcome … If there was a real [cavalry] charge by a group of member states [to stop the sanctions], the decision would have to happen at a higher level”, the source said.A third EU source said that a “group of eastern European countries” had told the Dutch EU presidency that they wanted a debate on Russia. He did not name them, but Bulgaria, Cyprus, Greece, Hungary and Slovakia have publicly criticised EU sanctions policy.Under EU rules, Council chief Tusk decides the summit agenda but the Dutch presidency decides the Coreper agenda. The complications meant that the Coreper option “isn’t a done deal yet”, the source said.A diplomat from one EU state said: “If I were a betting man I would say that sanctions will be rolled over at Coreper level before the summit, but that a [summit] debate may be thrown in as a gesture to those who ask for one”.“That in itself could be construed as a victory for Putin”, he said, referring to Russian leader Vladimir Putin. The EU has tied the sanctions to fulfilment of the Minsk ceasefire accord, a deal struck by France, Germany, Russia and Ukraine in Belarus last year. The accord said that “foreign”, meaning Russian, soldiers must leave Ukraine and that it must get back control of its Russia border. It also said Ukraine must alter its constitution to devolve power to regions and hold local elections in what are today Russia-occupied territories.A second EU diplomat said Russia is still urging the EU to immediately halt sanctions.“They are saying: ‘How come you’re imposing sanctions on one side [Russia] of Minsk when the other side [Ukraine] is not in compliance either?’,” the diplomat said. But he said that Russian diplomats “seem resigned” to the six-month roll-over in June. He also said their Minsk complaints are designed to build a case for stopping the next renewal, due in January.-Winter-“It would be harder to get a consensus on sanctions renewal in winter if the situation stayed the same”, the diplomat said.“A lot will depend on what Ukraine delivers … If it doesn’t move ahead on issues such as the constitutional law, that will help the Russian argument in Europe”, he said.He said that European Commission president Jean-Claude Juncker’s upcoming visit to Russia was intended to show that EU institutions are open to “selective engagement”.The war in east Ukraine has lasted two years and cost more than 10,000 lives. In what was a normal day in the conflict, international monitors, the OSCE, on Monday in Yasynuvata, in the Dontesk region “heard more than 200 undetermined explosions, and numerous bursts and single shots of heavy machine-gun and small-arms fire”.One night earlier, in Stanytsia Luhanska in the Luhansk region, monitors heard “266 explosions”.
Hillary Clinton and Donald Trump are beginning the big battle over Bernie Sanders supporters-[Business Insider]-Pamela Engel-June 8, 2016-YAHOONEWS
The presumptive presidential nominees from both major parties are fighting to win over the supporters of an insurgent candidate who won significant popular support but fell short of the delegates needed to clinch the Democratic nomination.Hillary Clinton, the presumptive Democratic nominee, and Donald Trump, the presumptive Republican nominee, made appeals Tuesday night to supporters of Vermont Sen. Bernie Sanders, who has vowed to fight on for the Democratic nomination. In her first interview since becoming the presumptive nominee, Clinton told ABC News that she has been in contact with the Vermont senator's campaign."I'm certainly reaching out," she said. "Our campaigns are talking to one another. I want to unify the party. I look forward to talking with him personally because I think his campaign has been a really dynamic and exciting experience for the millions of Americans — particularly young people — who supported him."She appealed to Sanders supporters by pointing out the common ground that she and the senator share on certain Democratic issues."I want them to know that I'm going to be working on a lot of the same issues that Sen. Sanders and I spoke about, that we both care about, and that we have so much more in common than we do with the Republican presumptive nominee, Donald Trump," Clinton said.Trump is also hoping to woo some Sanders voters over to his camp."To all those Bernie Sanders voters who have been left out in the cold by a rigged system of superdelegates, we welcome you with open arms," Trump said in his victory speech Tuesday. "We can't fix a rigged system by relying on — and I mean this so strongly — on the very people who rigged it," he continued, referring to Clinton. In recent weeks, Trump has been blasting the Democrats' "rigged" system of superdelegates and saying the deck is stacked against Sanders. But Clinton is ahead of Sanders in the delegate count even without superdelegates, who aren't bound by states' primary votes. For her part, Clinton doesn't seem worried about losing Sanders supporters to Trump."Anyone who supported Bernie Sanders, who thinks we should raise the minimum wage, who thinks that we should have universal healthcare coverage, who thinks that the wealthy have not paid their fair share, would certainly not find that Donald Trump's views are in line with theirs," she told ABC News.Sanders is reportedly preparing to lay off half his campaign staff, but he still plans to campaign in Washington, DC, which holds the final primary of the 2016 cycle on June 14.He's set to meet with President Barack Obama at the White House on Thursday. The White House said the meeting came at Sanders' request.
