CAIRO - The question of what caused EgyptAir Flight 804 to crash in the Mediterranean, killing all 66 on board, remains shrouded in confusion, speculation and conflicting statements. Here is a look at what is known so far and what questions remain unanswered.___EXPLOSION OR NOT?-One of the primary questions is whether or not the plane was brought down by a bomb or some sort of mechanical failure. On Tuesday, two different Egyptian officials publicly disagreed on whether or not the available evidence indicated an on-board explosion. A senior Egyptian forensics official told The Associated Press that the condition of the human remains collected from the crash site so far indicated an explosion. Later however, the head of Egypt's forensic agency dismissed such talk, calling it "baseless."___ON-BOARD FIRE?-The strongest indication of trouble on the flight so far comes from smoke detectors that went off and transmitted messages in the plane's final moments. France's air accident investigation agency said smoke was detected in multiple areas on the plane, with spokesman Sebastien Barthe telling the AP that such messages "generally mean the start of a fire." The cause however remains unclear for the French, with Barthe saying his organization was "drawing no conclusions from this. Everything else is pure conjecture." Industry publication Aviation Herald has reported that sensors detected smoke in the plane's lavatory, as well as a fault in two of the plane's cockpit windows in the final moments of the flight.___CONFICTING STATEMENTS-While Egyptian officials publicly disagreed with each other Tuesday about whether the evidence so far indicated an explosion, there is also debate as to whether the plane suddenly flew erratically in its final moments before crashing. Greek Defence Minister Panos Kammenos has said it swerved 90 degrees to the left, then spun a full 360 degrees to the right as it plummeted and fell off radar. But the Egyptians refute this.Ehab Azmy, the head of Egypt's state-run provider of air navigation services, says that the plane did not swerve or lose altitude before it disappeared. Azmy says that the plane was flying at its normal altitude of 37,000 feet when it vanished from radar. Egypt has also swiftly denied other reports over the plane's final moments — one that the pilots had sent a distress signal, and another that they had communicated with Egyptian air traffic control over plans to put out a fire on board.___TERRORISM?-No group has claimed responsibility for the crash. The very day the plane went down, Egypt's Aviation Minister Sherif Fathi said that the possibility of a terror attack "is higher than the possibility of having a technical failure." The statement comes in stark contrast to Egypt's handling of last year's downing of a Russian airliner, when officials constantly denied the terrorism possibility, even after Russian investigators said a bomb had brought the plane down. President Abdel-Fattah el-Sissi, who eventually accepted the Russian assessment, has communicated quickly on the EgyptAir crash, cautioning against premature speculation. "There is not one scenario that we can exclusively subscribe to," he told Egyptian television. "All scenarios are possible."___FLIGHT DATA-The search is still on for the plane's black boxes, which could be deep on the sea bed. There had been initial reports that they were found but Egypt later denied this. The first audio available from the flight indicates that all was routine when it checked in with air traffic controllers in Zurich, Switzerland, late Wednesday night, before being handed over to Italian air traffic controllers.___PASSENGERS-Experts have also raised the theory of a rogue passenger taking over controls of the plane, or a struggle between pilots. But three European security officials say the flight's passenger manifest contained no known names on current terror watch lists. The lists are often used by both European and American security and law enforcement agencies. Cairo (AFP) - Egyptian forensics officials collected DNA from relatives of EgyptAir MS804 victims Tuesday to help identify body parts retrieved from the Mediterranean, as investigators hunt for clues into the mysterious crash.Investigators are still searching for the Airbus A320's two black boxes on the seabed as they seek answers as to why the aircraft came down early on Thursday, with 66 people on board.French and Egyptian aviation officials have said it is too soon to determine what caused the disaster.France's aviation safety agency has said the aircraft transmitted automated messages indicating smoke in the cabin and a fault in the Flight Control Unit before contact was lost.Greece's lead air accident investigator, Athanasios Binis, said his country would send to Egypt within days all the available data from the flight, including voice recordings.Finding the victims' remains and the black boxes remain the priorities as families and friends hold funeral services in Cairo to mourn their loved ones, but without the closure of being able to bury their bodies."Body parts arrived at the morgue yesterday and other body parts arrived the day before yesterday," EgyptAir Holding Company chairman Safwat Musallam told AFP on Tuesday."DNA samples have been collected from the victims' families to help identify body parts," the airline said separately in an emailed statement.President Abdel Fattah al-Sisi had said a submersible that can operate at 3,000 meters (9,800 feet) below sea level was deployed from the oil ministry on Sunday in the hunt for the black boxes.Specialised French equipment will also be used in the search.A French patrol boat arrived in the search area on Monday morning, where it will concentrate mainly on the surface.According to a French Navy spokesman, the priority is to find as much debris and remains as possible.- Bad weather conditions -"For the moment, the priority is searching for any trace of the aircraft, for debris and victims," the spokesman said.The French boat also carries hydrophones, specialised underwater microphones that may be able to locate black boxes by listening to the "pings" they emit for a month or more after being activated."Weather conditions have been terrible for the past few days, but that is beginning to improve," the French spokesman added.A source in Paris close to the search told AFP that once more specialised gear arrives at the area, "it will take several more days" before the black boxes can be located and raised to the surface.A French maritime surveillance plane overflying the area has already located floating objects, according to a French Navy spokesman.However, experts have warned that specialised equipment could be useless if the black boxes -- which can transmit locator signals for up to five weeks -- have sunk to a depth of more than 2,000 metres (6,500 feet).There were 30 Egyptians, 15 French citizens, two Iraqis, two Canadians, and citizens from Algeria, Belgium, Britain, Chad, Portugal, Saudi Arabia and Sudan aboard EgyptAir MS804.They included a boy and two babies.Seven crew and three security personnel were also on board.Thursday's disaster comes after the bombing of a Russian airliner over Egypt's restive Sinai Peninsula last October that killed all 224 people on board.The Islamic State group claimed responsibility for that attack within hours, but there has been no such claim linked to the EgyptAir crash.Investigators are having to consider all possibilities, including that of an attack.

Alberta's fire boss hopes fresh feet at the perimeter of Fort McMurray's massive fire will save some of the province's most valuable assets.More than 1,000 firefighters from across Canada, the U.S., South Africa and other countries will soon join the roughly 1,200-member fire crew already in Fort McMurray.Provincial wildfire manager Chad Morrison said his team made the decision to order them up last week — around the time the fires swept to the edges of oilsands sites, forcing a mandatory evacuation of 19 facilities north of Fort McMurray.Those evacuation orders have since been lifted, but caution continues as flames keep raging and growing. "This fire is not under control by any means," Morrison said in a news conference Tuesday, when asked if the oilsands are in the clear.He said there is no immediate threat, but added it's early yet, both in the life of this fire and the fire season in general.And with no significant rain in two to three months — combined with warm forecast this week — it's going to stay tough."There always is that potential," that flames could cross the firebreaks around the Suncor and Syncrude facilities, that firefighters patrol, Morrison said."That's why we're investing thousands of resources," he said. "We continue to secure the sites around there. We expect to hold it as best we can over the next coming days."-'Qualified, certified and highly trained'-Morrison called the new crews "qualified, certified, and highly trained" and said they are coming from as far away as Alaska and South Africa.The North American reinforcements will arrive this week, while some 280 South African firefighters will get here next week.Their "critical priority" will be securing the oilsand sites in the north, he said.It's estimated roughly one million barrels per day have been lost due to the fire, which amounts to about half the typical daily output.Not all of that loss was attributed to threat from fires, but rather loss of workforce. Many oilsands employees are residents of Fort McMurray were evacuated from town.Lately, dozens of oil workers have reported being evacuated from housing two or three times through a combination of precautionary and mandatory evacuation orders in the north, and the original exodus from the town itself.Suncor and Syncrude, the two oilsands plants shuttered under mandatory evacuation orders last week, are now working with the province on a phased re-entry plan for some of those employees. Provincial officials say they're overseeing plans from affected companies, testing air quality and making sure labour regulations are met before staff are allowed to come back.-Re-entry rehearsal-Inside the town, the focus swivels to preparing for the return of evacuees.It's a process that Scott Long with the Alberta Emergency Management Agency calls "an awful lot of work." And it continues day and night.This week, they'll run a rehearsal to look more closely at their planning."If there's any gaps that we have not thought of, we will quickly address those," Long said.A detailed booklet telling evacuees what to expect, if they decide to return to Fort McMurray during the voluntary re-entry starting June 1, is now available online.The province has also made significant progress on basic services.Restoration of the hospital restarted on Sunday, electricity service has been restored to more 90 per cent of the community, and natural gas have been restored to 99 per cent of homes, outside the worst-hit neighbourhoods of Abasand, Waterways, and Beacon Hill.Fort McMurray's commercial airport also announced Tuesday it plans to re-open June 10. And the RCMP detachment has now restarted its local office, with the majority of personnel returned.-Weekend rain skips northern flames-The wildfires, which continue to burn out of control, grew over the weekend and have now consumed 522,892 hectares.Rain and snow that hammered most of the province over the weekend largely skipped the wildfire area.The Fort McMurray region saw at most 5 mm of rain, compared to the more than 100 mm seen in some parts of Edmonton.But despite the many challenges, officials found some positive news to share.Three weeks of warm, dry-as-dust conditions since the fire roared through town, mean even small showers and minor temperature dips seem like big victories.Morrison said the break allowed crews to finalize 178 km of fire guard around the fire's perimeter.That fire guard will make it easier for those new support crews to fight the fire on the ground.Morrison said Tuesday will be another "challenging" day, though he remained, as ever, optimistic."We continue to make great progress."

"While most of you will be able to return to your homes right away or with a small amount of cleanup or repair, for others, it will take longer," Mayor Melissa Blake says in her preface to the 31-page guide."There is a lot of work ahead of us. We must be patient and work together to prioritize what's in the best interests of all those impacted by the wildfires."The booklet details the steps evacuees need to take once they begin returning to the fire-ravaged community next week.It contains a detailed checklist for re-entering homes abandoned since wildfire forced 80,000 residents from the town three weeks ago.The list includes advice to:Exercise caution when returning home by wearing long pants, a long-sleeved shirt and rubber boots.-Wear an N-95 dust mask (disposable face mask to filter dust and other air particulates) while sifting through debris to avoid breathing in smoke and ash-Consider arriving with basic necessities to last for up to 14 days, including food, drinking water and prescriptions.-Dispose of all perishables in the home.The guide also advises residents not to expect electricity or potable tap water upon their return. Have we reached a tipping point towards putting a price on carbon?-The head of the International Monetary Fund (IMF) called for a carbon tax late Wednesday at the IMF/World Bank annual meeting in Lima, Peru. Meanwhile, reports show that more and more places are adopting carbon taxes, in largely successful efforts to use market forces to increase clean energy development.Climate change is now a “macro-critical” issue, IMF managing director Christine Lagarde said. The wording there is important, because the IMF defines macro-critical issues as “either critical to the achievement of macroeconomic program goals or necessary for the implementation of specific provisions under the IMF’s Articles of Agreement,” the Sierra Club noted Thursday.“The IMF has correctly recognized, after taking a sober look at major threats to the long term stability of all countries, that a changing climate poses threats to the stability and vitality of the world’s economies,” Steve Herz, a senior attorney with Sierra Club’s International Climate Program, said in a statement emailed to ThinkProgress.This is just the latest in the IMF’s commentary on the economic damage caused by systems that support fossil fuels. A new carbon tax that’s expected to be proposed by the Alberta NDP to combat global warning is a “tax on everything” that will hurt laid-off Albertans, says Wildrose Leader Brian Jean.The leader of the official Opposition demanded to know why Premier Rachel Notley suggested in a speech in Toronto last week that she plans to introduce a carbon tax while Alberta is in the throes of recession triggered by the massive collapse of oil prices.“While the premier was campaigning for the hearts and the minds of people in downtown Toronto, she announced that a new carbon tax is on its way,” Jean told the legislature.“Would have been nice if she told Albertans first. Why is the premier more determined to create another new tax on Albertans rather than working to protect Albertans’ jobs?”Jean said the damage that will be caused by the tax “is very obvious.“It’s a tax on everything and will be the latest blow to Albertans who are already losing their jobs or seeing their take-home pay cut,” he told MLAs.Notley said Alberta must take action to show it is serious about attacking carbon emissions if it hopes to win approval to build pipelines to get its oil to market.“It is really important for this government to move forward on a good, reasonable climate change strategy,” she said. “This is not new; there are no surprises here. Bill 20 makes the necessary changes to the Alberta Corporate Tax Act.The bill also establishes Energy Efficiency Alberta, an agency that will provide programs and information to help people reduce their energy consumption. The province intends to have it operating by January 2017.On Jan. 1, large emitters will pay a carbon price of $20 per tonne for emissions that go above their target. The price rises to $30 a tonne on Jan. 1, 2018.The carbon tax is expected to raise $9.6 billion over five years. It's not required by the federal government," Jean said."And why we are going to such great lengths to be better than anybody else in the world by far, to punish our own competitiveness, is beyond belief."Details of the carbon tax were released in Thursday's budget.Full and partial rebates will be offered to singles earning up to $51,250 net income annually and couples earning up to $100,000.The net income cutoff for couples with two children is $101,000. Rebates will rise in 2018, when the carbon levy increases to $30 a tonne from $20.The government has said people will see extra costs at the gas pump and on their home heating bills. The money collected will be invested in green infrastructure, energy efficiency programs and clean energy research. Jean cited data from the Canadian Tax Journal that said a $30 carbon tax will increase electricity prices by 7.5 per cent, food costs by two per cent and the shelter costs by 1.2 per cent.Jean said the initiative will do little or nothing to change people's behaviour.Environment Minister Shannon Phillips rejected the numbers used by the Wildrose, which she said come from a Canada-wide study written three years ago. She said the cost for an average family will be $500, with 60 per cent of Alberta households getting a full rebate.She said the study doesn't take into account the Specified Gas Emitter Regulation, which came into effect in 2007 and requires facilities that emit 100,000 tonnes or more of greenhouse gases a year to reduce their emissions intensity.Phillips said the Wildrose also didn't factor in additional programs the government will fund from the carbon tax. "The way that this data is presented by the Wildrose is sloppy, it is intellectually lazy, and it does not apply to Alberta," Phillips said. Jean said municipalities will bear the cost, which will translate into higher taxes. But Phillips said cities and towns will benefit from policies that build green infrastructure and expand transit. If you want to bring in carbon tax that actually works, the folks at Clean Energy Canada have some helpful tips for you.Such as: don't introduce the new tax during the time of year when gas prices are the highest; and be prepared that a lot of people and businesses won't love the idea and won't be afraid to say so. Clean Energy Canada, a think-tank that focuses on clean renewable energy, conducted interviews with 13 people involved in crafting British Columbia's carbon tax in 2008, a list that included politicians, business representatives, academics and environmental groups."We wanted to get a look behind the curtain and find out how do you do something like this," said Clare Demerse, the author of the report that came out of those studies.The result is a report on the lessons learned about pricing pollution — a concept that still scares many politicians.-B.C.'s carbon tax a first-B.C. was the first jurisdiction in North America to introduce an economy-wide price on carbon. It has since become viewed internationally as a textbook example of how to introduce a carbon price that can actually work.Now into its seventh year, the policy is fully implemented. The province has met its targets to cut greenhouse gas pollution and the economy is humming along with another budget surplus this year. He resigned abruptly two years later following a highly controversial move to align the provincial sales tax with the GST. B.C. politicians laugh about it now, Demerse says, but the initial carbon tax was introduced on July 1, 2008, the time of year when the price of gas is the highest and people drive the most.Another problem was that "a huge number of voters said 'I just don't believe it is actually revenue neutral,' it didn't convince them that the government said it," she said.Partly that is because people don't get a cheque back in the mail, she says. Instead they get a tax credit once a year, which many don't notice.One result of this is that the province has had to bring new exemptions to the tax, such as providing an annual $200 benefit for northern and rural homeowners who felt they were being hit hard by the increased cost of fuel.Demerse said she considers it a lesson for any other jurisdiction thinking of doing the same thing. By the time it’s unveiled later this year, it may be too late to do much good.But whether it works depends largely on whether the province is willing to back out of existing regulations governing the province’s energy sector, says University of Guelph economics professor Ross McKitrick.“A carbon tax only makes sense if it’s introduced instead of all the other climate policies,”he said in an interview Tuesday.“B.C. didn’t go for a Green Energy Act kind of approach. They didn’t throw a whole lot of money intro wind and solar and regulations like that. So there’s a bit of a case to be made for them to go the carbon tax route.”Premier Dalton McGuinty introduced Ontario’s Green Energy Act in 2009 to force the province to shift to renewable energy and away from coal.If Ontario returned to its 2000 electricity system – a mix of coal, natural gas, nuclear and hydro – a carbon tax could make sense, increasing the cost of coal relative to gas and hydro.But what the Ontario government has done instead, he said, is force the shift away from coal while also forcing in wind farms and extra gas (which compensates for the lower amount of energy produced by wind).“They’re forcing people to use gas, then they’re putting a tax on top of it, all it’s going to do is basically be a tax on policies that were forced in place,” McKitrick said.“It’s too late for Ontario. I mean, they’ll raise money for it, of course. … But it’s too late for them to use it as an efficient policy mechanism unless they’re prepared to back out of all the inefficient policy mechanisms that they’ve put in place through regulation.”Ontario Environment and Climate Change Minister Glenn Murray told The Globe and Mail the Liberal government is “looking at how we can transition Ontario to a low-carbon economy through initiatives such as setting a price on carbon.”He wouldn’t say whether the plan was a cap-and-trade model or a carbon tax similar to British Columbia’s, but did say it would be unveiled later this year and include cleaner fuel standards and energy conservation policies.In an email response to Global News late Tuesday afternoon, the minister said in a statement that Ontario’s climate strategy hasn’t been determined yet but will “set the path to help us reach an 80 per cent reduction in [Greenhouse Gas] emissions by 2050.”Environmental Commissioner Gord Miller suggested  that if Ontario wants a carbon tax, the government should look to the carbon tax in British Columbia and not Quebec and California.“A carbon tax is a good thing when they do like they did in British Columbia,” Miller said at a Tuesday morning press conference.  “Which is, you tax things that emit bad stuff in the atmosphere and you give the money back to the people. And that is why they have one of the most successful carbon taxes certainly on the continent, if not the world.”There are two main types of carbon tax: a revenue neutral model and a cap-and-trade model.The B.C. carbon tax is revenue neutral. The province puts a $30 levy on each tonne of carbon emissions – about 7 cents on a litre of gasoline – and in turn, reduces income tax for residents by an equivalent amount.“We’re taxing the bad things and relieving the tax on the good things that we want to encourage,” Miller said.And it appears to be working. According to The Globe and Mail, fuel use in the province has dropped by 16 per cent while increasing everywhere else in Canada.The carbon tax in Quebec and California is cap-and-trade. The two jurisdictions limit how much carbon a company can use. If the company wants to use more, it must buy credits from a company that has some left over.The cap-and-trade model has been used around the world – sometimes effectively, according to the David Suzuki foundation. The United States implemented one in the 1990s to reduce acid rain; the European Union implemented one in 2005 to reduce greenhouse gas emissions; and Tokyo launched its own cap and trade system in 2010 with a goal of reducing emissions 25 per cent below 200 levels by 2020.

The judge rejected arguments from Cosby's defense lawyers that the case should be thrown out.As the hearing concluded, McHugh wished Cosby luck, to which the 78-year-old entertainer responded, "Thank you."The decision followed a 3-1/2 hour preliminary hearing in Montgomery County, Pennsylvania, where prosecutors introduced statements that Cosby and the woman, Andrea Constand, separately gave to police in 2005.Constand herself was not called to testify, although prosecutors said she is prepared to appear as a trial witness.She told police in 2005 she was attacked as she lay on a sofa at Cosby's Philadelphia-area home "paralyzed" by drugs the entertainer had given her, according to police.Constand, a former basketball coach at Cosby's Temple University alma mater, is the only woman whose accusations of sexual assault have resulted in criminal charges against Cosby.But Cosby has been hit by sexual assault allegations from more than 50 women. He has denied assaulting anyone. Most of the cases are too old to be prosecuted, but the entertainer faces civil lawsuits from his accusers.A trial date in the Pennsylvania criminal case has not yet been set. There were no delegates at stake in the Democratic primary. Washington Democrats already awarded their delegates based on party caucuses.Vermont Sen. Bernie Sanders won Washington's caucuses in March, getting 74 delegates. Clinton got 27.Republicans in Washington will allocate all 44 delegates to their national convention based on the primary results.Trump won at least 27 delegates on Tuesday, with 17 still left to be allocated. The billionaire businessman has 1,196 delegates. It takes 1,237 delegates to win the GOP nomination.There are no more Republican contests until June 7, when the last five states vote. With a total of 303 delegates at stake in California, Montana, New Jersey, New Mexico and South Dakota, Trump should easily clinch the nomination that day.Trump is the only remaining candidate in the GOP contest. But his former opponents, Ohio Gov. John Kasich and Texas Sen. Ted Cruz, were still on the ballot because they suspended their campaigns after the ballots were printed. A rocket fired from the Gaza Strip landed in Israel, the army said Wednesday night.There were no reports of injuries or damage in the attack, which was not preceded by a warning siren.Initial reports suggested the rocket hit an open area in the Sha’ar Hanegev Regional Council bordering the Gaza Strip.The IDF said it was searching the area for remnants of the rocket.Israel has seen sporadic fire from the Gaza Strip, usually claimed by small Salafi groups engaged in a power struggle with Hamas, which is the de facto ruler of the strip.

Outgoing UN Secretary-General Ban Ki-moon plans to visit Israel and the Palestinian Authority on June 26-28 on a final trip to the region before his term expires, Channel 10 reported Wednesday.There were no further details on Ban’s agenda or goals on the trip. The UN chief’s term ends on December 31.The UN’s top Mideast envoy said Wednesday that Palestinians in Gaza were growing ever more desperate and unless “radically more” was done to address the situation, it was only a matter of time before there would be another escalation of violence.Nickolay Mladenov told the Security Council that May saw the biggest escalation of violence in Gaza since 2014 and that those incidents threaten the current ceasefire.“Recent events clearly demonstrate that the specter of violence looms ominously over the territory. Unless radically more is done to address the chronic realities in Gaza, it is not a question of ‘if,’ but ‘when’ another escalation will take place,” Mladenov said, calling on donors to “support Gaza’s reconstruction, recovery and development.”A ceasefire agreed in August 2014 “needs to be vigorously upheld by all sides if we are to avoid slipping into another devastating conflict,” he said.He said the Quartet of Mideast mediators — the U.N., U.S., European Union and Russia — are finalizing a report on the impediments to a two state solution and how to move forward and that a number of countries will meet in Paris within “a matter of days” in hopes of reviving the stalled Israeli-Palestinian peace process.Citing a recent study by Tel Aviv University, Mladenov said that close to 60 percent of the Jewish population and 70% of Palestinians continue to support peace negotiations.“The will to advance toward peace clearly exists. Iranian supreme leader Ali Khamenei on Monday said the United States cannot “do a damn thing” about the Islamic Republic’s ballistic missile program.“They have engaged in a lot of hue and cry over Iran’s missile capabilities, but they should know that this ballyhoo does not have any influence and they cannot do a damn thing,” Khamenei said, according to the semi-official Fars News Agency.Iran in March tested ballistic missiles, including two with the words “Israel must be wiped off the earth” emblazoned on them, according to the US and other Western powers. Under a nuclear deal signed last year between world powers and Iran, ballistic missile tests are not forbidden outright but are “not consistent” with a United Nations Security Council resolution from July 2015, US officials say.According to the UN decision, “Iran is called upon not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology,” until October 2023.“The US and other powers are extremely sad at this issue and they have no other option; that is why they made huge efforts in order to bring the country’s decision-making and decision-taking centers under their control, but they failed and God willing, they will continue to fail,” Khamanei said on Monday.The supreme leader, who has final say on state matters, lambasted the “arrogant” Western powers, arguing that efforts to shut down its nuclear program and missile tests were a pretext to meddle in Iran’s affairs.“The nuclear issue and missiles are excuses and of course excuses are useless and they can do no damn thing,” Khamenei said. “The point is Iran doesn’t follow arrogant powers.”“In this war, willpowers are fighting.
