Dec, 18:34-Fame is a relative concept at an international conference on climate change.The journalist asking a question at a press conference on Friday (11 December) could be forgiven for not knowing that Carole Dieschbourg, Luxembourg's 38-year-old minister for environment, also speaks on behalf of the entire European Union.Even within the EU there will be many people who do not know that Luxembourg currently holds the six-month rotating Council presidency, and that the Green Luxembourgian has been catapulted onto the global stage as one of the faces of the Union.The journalist asked why the EU was “not present now” at a press conference by the so-called High Ambition Coalition, an ad-hoc alliance formed in recent days in Paris.The host of the press conference, foreign minister for the Marshall Islands Tony de Brum, introduced her as “the president of the EU”, which was followed by laughter, and then applause.“Yes, hello, I'm Carole Dieschbourg, minister of environment of Luxembourg, representing the EU. This will become increasingly difficult in the coming hours, as Canete may have to make some compromises that go beyond what EU ministers have agreed in their mandate. That will require a lot of bilateral contact back and forth – especially to keep coal-dependant Poland happy.“[Dieschbourg's] job is to keep EU ministers together,” the contact said, adding that Canete and Dieschbourg also complement each other.“Canete is quite a dominant person, maybe too harsh, while Dieschbourg can calm people down a bit,” said the contact.Gender also plays a role.“She has a lot of good contacts with women,” the source said, adding that personal relations are very important at the climate summit. “A lot is about trust.”For his part, the Spaniard Canete was able to reach out to Latin American countries, noted Green MEP Bas Eickhout.“ Climate talks can be a bit more rough than regular diplomacy, and Canete is in his element here,” noted the parliamentarian, adding that the long hours of talks and little sleep seem only to reinforce Canete's spirit.In Paris, the negotiations are taking place on many different levels, often simultaneously.In that sense it is an asset to have 28 ministers available in addition to lead negotiator Canete, noted Eickhout.-Deploy the Swedes-Those ministers, as well as other representatives of individual member states, are being deployed strategically.“Sweden has a very good relationship with a lot of least developed countries, because Sweden is a big aid donor,” said Helena Hellström Gefwert, spokesperson for the Swedish delegation.“We can more easily than some other EU member states have bilateral meetings with those type of countries,” she added.In the past week, Swedish minister Asa Romson herself has been less available to promote the Swedish and EU positions as she was given a role as mediator.She, together with five other European ministers, was named a “facilitator” (or sometimes “co-facilitator”), a role the French presidency of the summit has bestowed onto 19 officials in order to find consensus on a particular topic.In Romson's case, she was tasked with bridging gaps between parties on the issues “adaption” and “loss & damage”, which refer to ways to adapt to climate change that has already happened, and potential financial recovery money for it, respectively. But Hellström Gefwert said that the appointment as faciliator only helped Sweden's profile.“ Sweden's voice is stronger because of the Swedish minister's work as co-facilitator, because the world sees Sweden has an important role. It makes it easier for the Swedish delegation to arrange meetings,” the spokesperson said.The facilitators were appointed in pairs, with one from a developing country, and one from a developed country. In the latter category, the dominance of European ministers (from Germany, Norway, UK, Sweden, Switzerland, and Poland) somewhat stands out.Partly this is because most of the developed countries are in Europe, said Michael Jacobs, a former climate adviser to the UK government. But he added: “European ministers are quite good at this kind of thing. They have to do so much internal negotiating, they know how to negotiate.”The French presidency-And then there is Laurent Fabius.France's foreign minister has been chairing the 21st Conference of the Parties, as the summit is officially called, and he has been praised throughout the week.“The key players right now are France, full stop. Chairing the COP21 discussions is perhaps the most powerful position a European member state is in. Their influence is great,” MEP Ian Duncan, of the Conservative Party in the UK, told this website on Friday morning.“I think the reason we're on schedule, that much progress has been made, that the outcome is looking much more constructive is primarily due to the drive of the French,” he noted.Of course, as the negotiations continue into the night of Friday to Saturday, the process may still slip from the French' hands. But so far, France's diplomatic tradition seems to pay off.“We need to give credit to the French presidency for their impeccable way of steering this process,” Elina Bardram, head of the EU delegation, told journalists on Thursday.“On Wednesday … it was very, very clear that there was no single party that was protesting the way the French COP presidency has steered this process. It has been inclusive. It has been responsive. Dec, 18:51-The European Union's climate chief, Miguel Arias Canete, is optimistic that the world's governments can reach an “ambitious” climate deal in Paris, he told journalists at a press conference on Thursday afternoon (10 December), but he said the agreement should ask commitments from all countries.“We cannot repeat the experience of Kyoto,” the European commissioner said in Paris, referring to the 1997 climate conference in Japan, where only 38 countries signed up to reduce greenhouse gas emissions, which cause global warming.Canete said this time around, 185 countries already submitted pledges to reduce emissions in the past year.“In Kyoto, we only covered 12 percent of global emissions. Today … we are covering more than 96 percent of global emissions. This is an astounding story of success.” He added: “The most important thing is that the agreement is inclusive. We need all emitters of the world together in this agreement. We cannot lose China, which is responsible for 23 [percent of emissions]. We cannot lose United States, which is responsible for 12 percent.”However, he also noted several sticking points remain.Referring to a draft version of the treaty, released by the French presidency of the summit on Wednesday, Canete said “more progress is needed.”“[The text] did not reflect either the progress made in the ministerial consultations this week, or the political momentum we’re seeing.”At another press conference, which started at noon on Thursday, the head of the EU delegation echoed Canete, her boss.“The outlook is good,” said Elina Bardram.“There is a lot of hard work, long hours to go, but I remain very confident that the political determination will also be projected in the negotiating rooms and that it will end with a very solid and ground-breaking agreement as we leave Paris,” she said.-Friday, maybe Saturday-Bardram shared the podium with Gao Feng, China's special representative for climate change. He said “success” is possible, but he indicated that the conference may be extended beyond Friday, the last officially scheduled day.“I remain optimistic. Let's see on Friday, or maybe Saturday, we will get there. I think we will get it,” said Gao.“We’re still at the most difficult part of the negotiations. We have still 48 hours, maybe a little bit longer. So it’s not a surprise that we’re still facing all those difficult issues.”Canete said three elements are “essential” for a “robust” agreement: a long-term goal; a review cycle, which allows for ambition to be scaled up over time; and “transparency and accountability.”He’s also being urged to pursue other issues.-Shipping and aviation-Sitting next to him at the press conference, Italian MEP Giovanni La Via said the aviation and shipping sectors should be specifically mentioned.“I want to insist on the necessary inclusion of international aviation and shipping in the Paris deal. So far, no effort is requested from them,” noted La Via, a member of the EU Parliament's largest group, the centre-right EPP.“Those two sectors could represent up to 40 percent of all global emissions by 2050 if they are left unregulated, according to a study published by the European Parliament service. I ask Miguel [Canete] to push for it. We, as members of the parliament, strongly request to reconsider the text.”Canete said aviation and shipping “cannot be off the radar,” but cited a different estimate.“Their emissions are growing significantly, and account for as much, will account for as much, as one third of all global emissions in 2050 if nothing is done,” he said.-Negotiating tactics-The EU Commissioner could not guarantee the two sectors will be in the final deal, amid speculation the EU may trade them in exchange for concessions in other areas.He also wouldn’t say the EU would walk away from an agreement if it doesn’t get the five-year review cycle.“The speeches in the public plenary are one, but when you go to the negotiating table are others. Twenty-four Democrats joined with 232 Republicans to support the bill.Opponents, mostly Democrats, said the bill sends the wrong message as U.S. diplomats meet in Paris with more than 190 nations to finalize an agreement to reduce man-made carbon emissions and adapt to rising seas and increasingly extreme weather.Rep. Sander Levin, a Democrat, said the climate provision was inserted by Republicans who oppose action on climate change. Many Republicans in Congress question whether human activities are contributing to global warming."The Republican Party of the United States may be the only political party anywhere in denial about climate change," Levin said. "That denial is why this provision ... on climate is before us."Supporters said the wide-ranging bill would beef up enforcement of U.S. trade agreements and help prevent counterfeit goods from entering the country. The bill also would make permanent a moratorium that prevents states from taxing access to the Internet.Rep. However, handing over a core sovereign power from member states to the EU, with the commission, the bloc’s executive, deciding to deploy the new border force, might be a tough sell.It will have to be agreed by the EU member states, and in the process the proposal might be watered down.Just last week Greece accepted the EU’s help in foreign border guards patrolling the Aegean islands, but only after much foot- dragging, and following threats that they might be pushed out of the Schengen passport-free zone.The EU Commission is to set out the proposal, pushed by Germany and France next week (15 December), ahead of the meeting of EU leaders in Brussels.Frontex, the EU’s current border control agency based in Warsaw, can only co-ordinate border protection, not enforce it. The proposed beefed-up border force would have its own border guards and equipment, and would not need to rely on member states’ contributions. The new force would be a permanent border and coast guard with a pool of 2,000 staff that could be deployed within days.It would not need an invitation from the member state it is set to be deployed to, ultimately the EU Commission would decide on their mobilisation after consulting member states.The new border guard force would operate in countries that are part of the border-free travel zone, Schengen. (Reuters) - The U.S. Missile Defense Agency said it successfully completed the first intercept test for Lockheed Martin Corp's land-based Aegis missile-defense system, which is due to be deployed in Romania. The primary objective of the test, which used Raytheon Co's Standard Missile-3 Block IB missile, was to assess the effectiveness of the Aegis Ashore capability, the agency said in a statement.The system uses identical set-ups to those used aboard Aegis Ballistic Missile Defense (BMD) vessels, the primary sea-based component of the U.S. missile defense system. Moscow (AFP) - An upscale Russian store chain apologised on Thursday for selling chopping boards with an image of US President Barack Obama as a monkey, after the US embassy reacted furiously.The product features a family of monkeys, with an image of Obama's face superimposed onto that of the smallest primate. The store chain on Thursday announced it had pulled the item from its shelves, saying it had not been aware of Obama's image."Sales of the chopping boards have been stopped," Valentina Moiseyeva, a spokes woman for the Bakhetle supermarket chain, TASS agency reported."We are sorry that such product was on our store shelves. For us it is unacceptable that a store is used as a place for political provocation," Moiseyeva said, adding that the supermarket had lodged a formal complaint against the boards' supplier.The board is styled as a calendar for 2016, the year of the monkey according to the Chinese zodiac.The Bakhetle chain is based in Russia's traditionally Muslim region of Tatarstan but has stores throughout the country."Disgusting to see that such blatant racism has a place on Russian store shelves," Will Stevens, the spokesman for the US Embassy in Moscow, wrote on Twitter.Stevens later posted a picture of the chain's apologetic comment, adding in a tweet: "Thank you to colleagues in Bakhetle for issuing an apology... Offshore Yuan Weakens as China Unveils Multi-Currency Index-Ye Xiexieye bloomberg-December 11, 2015 — 10:17 AM EST

The yuan tumbled the most since August in offshore trading as China published a new index that values it against a broad range of currencies.The move by the China Foreign Exchange Trade System spurred speculation that policy makers want to reduce the currency’s link to the dollar and let it weaken further. The offshore yuan fell 0.6 percent to 6.5391 per dollar as of 10 a.m. in New York, the lowest level on a closing basis since April 2011.The CFETS, which is run by the central bank to facilitate interbank trading, published a new yuan index that is composed of 13 currencies, which will “help bring about a shift in how the public and the market observe RMB exchange rate movements,” the organization said. The dollar accounts for 26.4 percent of the basket, while the euro makes up 21.4 percent. The yen has a weighting of 14.7 percent.“We’ve seen the currency weaken over the last several weeks, so it is not a terribly huge surprise,” Julian Emanuel, executive director of U.S. equity and derivatives strategy at UBS Securities LLC in New York, said on Bloomberg TV. “It points to this new volatility regime in markets that investors need to be prepared for. China opened the salvo to higher volatility in August, and we think that’s something you’re going to see a lot of in 2016.”

UPEI might look at divesting its investments in fossil fuel companies, the university said Thursday in response to a petition launched by a fourth-year student.- Any UPEI petroleum investments should be phased out, says petition-The university confirmed it does have some fossil fuel investments, though those make up less than 10 per cent of the university's investments.University comptroller Tara Judson said UPEI's investment committee was already looking into the issue as pressure mounts for institutions and investment funds to divest of fossil fuels."So UPEI is actually aware of this changing trend, and people are looking for universities and institutions to divest of fossil fuels," said Judson.Mitchell Crouse, the student who launched the petition and urged the university to re-direct that money to businesses that promote renewable energy, is glad the information is now public."It is very good to know that they are willing to listen and take into consideration our input towards this," said Crouse."Even if we don't get immediate action, we've still opened up this topic for some conversation and we can go from here now that we're talking about it, now that things are out on the table."-UPEI looking at other options-UPEI said the value of its total investments is $296 million and of that, less than $29 million is in energy holdings."What our goal is in the next couple of months is to have our investment consultant bring some information about what that would look like for UPEI, what are our other options for investing if we did divest from fossil fuels," Judson said.The university's board of governors could make a decision on the issue at its annual meeting in the spring.Crouse said he's pleased his petition has shed light on UPEI's investment in fossil fuels, and he's hoping the university does move its investments to renewable energy companies.

RIVERSIDE, Calif. - The gunman who killed his co-workers in San Bernardino, California, and the friend who bought the assault rifles used in the shooting were related through marriage and may have plotted an attack together three years ago.New revelations from officials and public records show a much deeper connection between Syed Rizwan Farook and Enrique Marquez than previously was disclosed. Marquez has not been charged with a crime.Marquez purchased high-powered weapons at least three years ago that Farook and his wife used to open fire on a holiday gathering of Farook's fellow health inspectors Dec. 2, killing 14 people. BRUSSELS, Today, 09:14-Authorities on Wednesday (9 December) removed some 2,300 people from a makeshift camp on the Greek side of the Macedonian border after weeks of tension.Nationals from Algeria, Bangladesh, Morocco, Pakistan, and Somalia, among others, were bussed to former Olympic venues in Elliniko and Galatsi.Only those that have a good chance of obtaining asylum, such as Syrians, Iraqis, and Afghans are allowed to cross the barbed-wire and chain-link fence separating the two states in their efforts to reach mainland EU.Greek media outlet Kathimerini reports that the police operation went mostly without incident although some 30 people were temporarily detained.The border has been one of the main flashpoints for the tens of thousands migrants heading towards northern EU member states Germany and Sweden.The site has seen a group of seven asylum seekers sew shut their mouths in protest after being barred from entering the Balkan country.The border shutdown is likely to push people smugglers to find alternative entry points, possibly in Albania, Montenegro, Croatia or Bosnia.The latest move comes amid an announcement that close to 1 million people have arrived in the EU this year to seek asylum and refuge. Around 75 percent come from war torn countries like Syria, Afghanistan, or Iraq. Around 3,550 died in the attempt.Others have perished while in Europe. Among the more gruesome was the discovery of 71 refugees and migrants in a refrigeration truck abandoned near the Austrian border with Hungary in late August.The arrival figures have pushed the number of registered asylum applications throughout the EU to over 1 million in the first ll months of this year.Eurostat, the EU's statistical office, said 94 percent of those registered were first time applicants. Around a quarter are Syrians, followed by Afghani (12 percent) and Iraqis (9 percent).Germany alone registered 965,000 people as asylum-seekers from January to November. Interior minister Thomas de Maiziere says the pace of arrivals has since slowed over the past few days from around 10,000 to 3,000."This isn't yet a turnaround, but it is a good development," he said on Wednesday, reports the Associated Press.De Maiziere, along with his French counterpart Bernard Cazeneuve, want the inflows reduced even further.The two, in a joint-letter to the EU commissioner for migration Dimitris Avramopoulos, had also backed an EU plan to set up a new European border and coast guard system. OTTAWA - They escaped a civil war that has killed hundreds of thousands of people and displaced millions more, leaving behind homes that have been bombed to pieces, their livelihoods and future hopes in tatters. They fled to Jordan, Turkey, Lebanon — living in refugee camps, shantytowns and private apartments, trying to figure out their next steps, watching as what they thought would just be a temporary move away from their home country began to look more permanent.This week, hundreds of Syrians will be on the move again, this time to Canada with the first mass arrival of refugees as part of the Liberal government's commitment to Syrian refugee resettlement.The first flight, a military plane with 160 people on board, left Beirut on Thursday en route to Germany, where it will make a stop for refuelling and a fresh crew before heading on to Toronto. A second flight is set to arrive Saturday in Montreal.Canada welcomes Syrian refugees-Two Syrian families that were sponsored by a group in Ontario set foot in Toronto Wednesday a day before the first mass arrival of refugees as part of the Liberal government’s resettlement plan. Preparations are underway as the first flight will arrive in Toronto on Thursday night, followed by the arrival of more on Saturday in Montreal.Members of groups who are sponsoring two Syrian refugee families hold up signs welcoming their charges as they wait for the families to arrive at Toronto's Pearson Airport, on Wednesday, Dec. 9, 2015 -All told, about 300 people will arrive in the next few days with a chance to make a home in Canada thanks to private sponsors who've been working for months to prepare for them."We have great hopes for the success of this group of people that are arriving and their families as they build their new home here in Canada," said Arif Virani, the parliamentary secretary for immigration.The sponsors will still have to wait a little while longer to meet their new arrivals.Border agents, health officials and immigration officers will be on hand when the plane touches down to run the refugees through a battery of tests. They will spend the night in hotels before moving on to their new homes.Prime Minister Justin Trudeau is planning to be on hand, and he has invited opposition leaders to be there too.Montreal and Toronto will be home to dozens of such flights in the coming weeks as the government seeks to bring 10,000 Syrians to Canada by year's end, and then a further 15,000 by the end of February.While Syrian refugees have been arriving with some regularity since the Liberals were sworn into office on Nov. 4, they've arrived on commercial flights. Thursday sees the first government aircraft return from a deployment specific to a program that began as a Liberal campaign promise.Even when in opposition, the Liberals had called for Canada to increase its commitment to Syrian resettlement, suggesting back in March that 25,000 was the number in their sights; the prior Conservative government had initially pledged to take in 11,300 people by the end of 2018.But during the campaign, the Liberals put forward a more ambitious goal — the government would take in 25,000 people itself and work with private sponsors to bring in even more.They later went further, saying they'd bring in that many people by the end of this year.Work on that started the very day the Liberals won power, with companies like Air Canada reaching out immediately to see if their planes could be helpful as part of the program. Once the first two military flights arrive, private chartered flights will shuttle the vast majority of the remaining Syrians to Canada.It wasn't until the Liberals struck a cabinet sub-committee specifically designed to roll out the program that plans began to coalesce — and one of the first things they heard from their international partners was a plea to reconsider their original year-end deadline.Together, Jordan, Turkey and Lebanon are hosting close to 3 million of the 4.28 million UN-registered refugees who have fled Syria since the war began there in 2011.The Liberals also broke their plan down into stages.To meet the 25,000 goal, about 10,000 would be those who have private sponsors at the ready and in many cases, those files were already in the immigration system because of the previous Conservative commitments. Those would be the cases targeted for settlement by the end of the year; private cases are easier because the support structure is already in place.Then, a further 15,000 spaces would be reserved for government-assisted refugees with the goal of bringing them in by the end of February 2016.In recent months, thousands of Syrian refugees have been arriving in Canada but the Liberals are only counting those who've landed since they officially took office on Nov. 4 as part of their commitment.As of Dec. 7, that number was 416. The Nova Scotia government is being picky in what it wants people to donate to Syrian refugees who are moving to the province.When the province first started accepting donations through it's 211 phone service it took almost all that was offered. But now that a drop-off centre in Halifax is opening, the province is restricting what it will accept.Donations the drop-off centre will accept: - winter outerwear and footwear (children and adults) -- warm sweaters and socks (children and adults)-- children's clothing (all sizes)-- new toiletries-- baby supplies such as: strollers, cribs and diapers-- toys, arts and crafts-- new backpacks with school supplies-- gift cards for groceries and household goods-- furniture such as: bed frames, kitchen tables and chairs-- household items such as: kitchen ware, lamps and towels-Donations not accepted: - used mattresses-- food-- electronics-- clothing (other than what was listed above)-- books-- large appliances and furniture such as fridges, stoves and couches-The drop-off centre will be set up in the former RONA store in the Bayers Lake Business Park in Halifax.The centre at 350 Horseshoe Lake Dr. will open at 11 a.m on Saturday. It will be staffed by volunteers and government workers.Immigration Minister Lena Diab said Nova Scotians have stepped up to help refugees. Offers have flooded in since the province started using the 211 phone service to accept donations."I am amazed but I am not surprised by the generosity being shown by Nova Scotians for our newest Nova Scotians," said Diab.The province has offered to take in 1,500 Syrian refugees. The provincial government expects that Nova Scotia will receive 46 privately sponsored refugees before the end of December. The first federally sponsored refugees are expected to start arriving in Canada today.

BERLIN (Reuters) - Under pressure to toughen their stance on migrants, German Chancellor Angela Merkel's conservatives called on Thursday for an effective ban on the burqa, saying the full body covering worn by some Muslim women should not be worn in public.In its main resolution for a looming party congress in the city of Karlsruhe that is shaping up as a test of Merkel's authority, the leadership of her Christian Democratic Union (CDU) resisted calls by some members for an "Obergrenze", or cap on the number of refugees entering Germany.But to satisfy the critics, they adopted tough language on a range of immigration-related subjects, from security to integration.Roughly one million asylum seekers, many from Muslim countries like Syria, Iraq and Afghanistan, are expected to arrive in Germany this year, far more than in any other European country. This has hit support for the ruling CDU and pushed down Merkel's popularity ratings.Some members of her own party say she must get the number of arrivals down by the time three state elections are held in March or her hopes of running for a fourth term in 2017 would be in danger.The 18-page resolution, which will be debated by CDU delegates at the congress starting on Monday in the southwestern city of Karlsruhe, says Muslim garments for women that cover the entire body are at odds with German values."Anyone who wears them is demonstrating that they are not ready to integrate in our free and open society.
