California shooters communicated with extremists in L.A. area: MSNBC-Reuters –DEC 8,15-YAHOONEWS

(Reuters) - The couple who killed 14 people in an attack in San Bernardino, California, last week had communicated with "people with extremist views" in the Los Angeles area, MSNBC reported on Tuesday. They were "in communication with people with extremist views in the L.A. area. Police have confirmed that through ... electronic communications," it said.U.S. government sources have told Reuters that Syed Rizwan Farook and Tashfeen Malik had been in contact with suspected Islamists in Europe and the United States who were under FBI investigation.(Reporting by Mark Hosenball in Washington; Writing by Moammad Zargham; Editing by Eric Beech)

California shooters borrowed $28,000 before attack - source-By Mark Hosenball and Michael Erman | Reuters – DEC 8,15-YAHOONEWS

WASHINGTON/NEW YORK (Reuters) - A married couple who killed 14 people in a California shooting rampage the FBI is investigating as an act of terrorism borrowed about $28,000 (18,640 pounds) from an online lender, a sum deposited into their bank account about two weeks before the attack, sources said on Tuesday.Disclosure of the unsecured loan the husband, Syed Rizwan Farook, 28, took out from San Francisco-based Prosper, a peer-to-peer lending service, offered a new glimpse into the money trail under scrutiny by investigators of last week's mass shooting. The Federal Bureau of Investigation has described Farook, the U.S.-born son of Pakistani immigrants, and his Pakistani-born wife, Tashfeen Malik, 29, as a couple "radicalised" by Islamic extremist ideology.Malik, who spent a good portion of her life in Saudi Arabia and married Farook there before returning with him to California in the summer of 2014, is believed by investigators to have pledged allegiance on Facebook to the leader of the militant group Islamic State just before the killings.Malik's extremist views took form before she came to the United States, but it remains to be seen whether she and her husband were indoctrinated by other individuals or whether they turned to radical ideology on their own, the FBI has said.Authorities say the heavily armed couple opened fire on Farook's co-workers from the county Environmental Health Department during a holiday party at the Inland Regional Center social services agency in San Bernardino, about 60 miles (100 km) east of Los Angeles. Fourteen people were killed and 21 others were wounded in the assault. The couple died several hours later in a shootout with police. If the massacre - the deadliest burst of U.S. gun violence in three years - proves to have been the work of killers inspired by Islamic militants, it would mark the most lethal such attack in the United States since Sept. 11, 2001.While investigations into assaults branded as acts of terrorism often focus on the money behind them, U.S. government officials said the FBI's examination of the couple's finances has not linked them with any foreign group.-DRAINING THEIR ACCOUNTS?-Still, one government source told Reuters that Farook and Malik apparently followed a pattern set by other militants who drained their bank accounts and exhausted credit lines before embarking on what they believed would be a suicide mission.A separate source told Reuters that Prosper, a San Francisco-based online lender, made a $28,500 collateral-free loan to Farook in mid-November. Loans made by Prosper, which processes borrowers' applications and evaluates their credit-worthiness, are originated by the third-party bank WebBank, based in Salt Lake City. Prosper then sells its loans to investors.Fox News first reported on Monday that a deposit of $28,500 was made into Farook's bank account from WebBank.com on Nov. 18, and that Farook converted $10,000 in cash, which he withdrew from a Union Bank branch in San Bernardino around Nov. 20. Fox also reported at least three $5,000 transfers were made in the days before the shooting, apparently to Farook's mother.WebBank issued a statement expressing condolences to victims of the San Bernardino shooting but declined further comment, citing confidentiality restrictions. In addition to the pair of assault-style rifles and semi-automatic handguns they carried the day of the killings, the couple were found to have amassed thousands of rounds of ammunition, along with explosives and other materials for making as many as 19 pipe bombs, according to the FBI.One booby-trap consisting of three pipe bombs rigged to a remote-controlled device that failed to detonate was left by the killers at the scene of the attack, apparently intended to go off as police and emergency personnel swarmed the location, law enforcement officials said.-PROBING GUN CONNECTION-Enrique Marquez, a onetime friend of Farook who U.S. officials said had purchased the two assault rifles used in the attack, was questioned by investigators on Tuesday, according to a federal law enforcement official.Marquez' home in Riverside was raided by federal agents over the weekend. Federal law enforcement sources told Reuters that Marquez had checked himself into a Los Angeles-area psychiatric facility soon after the shooting. While Farook and Malik may have been inspired by Islamic State or other extremists, U.S. government sources have said there was no evidence the San Bernardino attack was directed by the militant group or that Islamic State even knew of them.FBI Director James Comey said on Friday that no information had been unearthed suggesting the killers were part of an extremist cell or network.Still, issues of gun control, national security and immigration have reverberated in the U.S. presidential campaign from the first moment that authorities suggested that Islamic extremism may have played some role in last week's attack. On Sunday President Barack Obama urged Americans in a nationally televised address to avoid the scapegoating of Muslims. But a day later, Republican presidential front-runner Donald Trump singled out Islam as a threat by calling for a blanket prohibition on Muslims entering the United States."We have no choice but to do this," Trump told ABC News on Tuesday. He said the ban would be temporary. "We have people that want to blow up our buildings, our cities. We have to figure out what's going on."Even before the San Bernardino killings, the Obama administration had drawn fire from political conservatives for its plan to allow 10,000 refugees from Syria's civil war into the United States, feeding concerns about anti-Islam sentiments.Police in Philadelphia were investigating an incident in which a pig's head was thrown at a mosque early on Monday morning.(Additional reporting by Julia Edwards in Washington; Writing by Steve Gorman and Bill Trott; Editing by Jonathan Oatis, Toni Reinhold and Lisa Shumaker)

California social service centre where couple killed 14 people to stay closed until next year-By John Rogers, The Associated Press | The Canadian Press – DEC 8,15-YAHOONEWS

The social service centre in Southern California where a husband and wife killed 14 people will not reopen until next year, raising concerns that some of the 30,000 people with developmental disabilities it serves might not receive needed treatment. The Inland Regional Center in San Bernardino had hoped to reopen next week, but spokeswoman Leeza Hoyt said Tuesday that it was pushed back to sometime after Jan. 1.Because many of the centre's 600 employees work in the field, officials hope services won't be disrupted for too many people, Hoyt said. But she could not say for sure that no one would go without care. The centre offers in-home treatment and therapy to thousands of children with autism, epilepsy and other developmental disabilities."In our particular case, we don't have anything that's time-sensitive, I'm not in the middle of requesting service or authorization for a vendor," said Jess Block Nerren, whose 10-year-old son receives treatment for autism."But depending upon where someone is in that time frame, I imagine it could absolutely traumatically impact their lives," she added, noting the centre provides treatment that would cost tens of thousands of dollars a year in some cases if paid for privately.Hoyt said the centre is temporarily relocating its administrative offices to ensure its employees and vendors continue to be paid while they work from the field. She said authorities are keeping everyone out of the three-building complex while they investigate the attack last Wednesday by Syed Farook and his wife, Tashfeen Malik. The couple opened fire on a conference room rented for a holiday party for Farook's colleagues. He worked as a restaurant inspector for the San Bernardino County health department. The couple died hours later in a gunfight with police. When authorities allow people back into the buildings, they will require cleaning and repair, Hoyt said."There's been a fair amount of damage," she said. "I'm told there's broken glass and doors."

California terror attack shows difficulty police have in detecting terrorists-By Eric Tucker And Brian Melley, The Associated Press | The Canadian Press – DEC 8,15-YAHOONEWS

LOS ANGELES, Calif. - By the time the married couple who carried out the deadly San Bernardino terrorist attack came to the attention of police, it was far too late.Syed Rizwan Farook and his wife, Tashfeen Malik, had gone undetected while planning the massacre that included amassing thousands of rounds of ammunition, high-powered guns and pipe bombs. The FBI's acknowledgement that the San Bernardino shooters had been radicalized Muslims for "quite some time" points to the difficulty discovering potential terrorists who keep a very low profile and shows the deadly consequences that can occur when identification comes too late."It appears these people were very good at hiding their intentions," said David Schanzer, a Duke University public policy professor who runs a centre that studies terrorism. "What this situation shows is it's not a fool-proof system. ... A hundred per cent prevention is not achievable."The couple, who lived quietly in a two-bedroom townhouse with their 6-month-old daughter and Farook's mother, had not come to the attention of law enforcement before clothing themselves in black, donning face masks and bursting into an annual festive meeting of Farook's county health department colleagues with guns blazing. They killed 14 people and wounded 21 last Wednesday before dying in a shootout with police about four hours later.David Bowdich, chief of the FBI's Los Angeles office, told reporters the agency was searching for how and where radicalization occurred and who might have led them to those beliefs.Investigators believe e Farook, a 28-year-old restaurant inspector born in the U.S. to a Pakistani family, become radicalized before meeting Malik, 29, FBI spokeswoman Laura Eimiller said Tuesday,. She did not elaborate on what led the FBI to that conclusion about Malik, who emigrated to the U.S. from Pakistan in July 2014 on a fiancĂ©e visa and married Farook the next month.Detecting those who hold radical beliefs — and determining who may lash out violently — is a challenge for law enforcement.America's counterterrorism infrastructure has had success at flagging individuals who try to travel abroad to fight alongside militants, fund operations overseas or who communicate online with overseas terrorists. But it's been far more challenging for law enforcement to flag each and every individual who self-radicalizes online, a process the Islamic State has facilitated with slick Internet propaganda aimed at the disaffected."They're not communicating with a terrorist organization, they're not doing those other things that we have typically looked for when we're looking for terrorists," said John Cohen, a former Homeland Security Department counterterrorism co-ordinator.Behaviour that is in isolation isn't likely to put a defendant on law enforcement's radar. But sudden withdrawal from friends or family, for instance, starts hitting trip wires when combined with other actions, such as increased visits to hate-spewing chat rooms or radical change in appearance. But even then, law enforcement is challenged on a daily basis in separating individuals who hold radical views, which in and of itself is not a crime, from those who are plotting acts of violence or encouraging others in that direction."It's a highly individualized process, and each person is different," said Seamus Hughes, deputy director of the Program on Extremism at George Washington University's Center for Cyber & Homeland Security, which recently issued a study showing that 56 people had been charged in the U.S. this year in connection with supporting the Islamic State. "The radicalization process could take a few years, it could take a few months."FBI agents currently have hundreds of open inquiries in all 50 states related to terrorist ideology. When they identify someone they think is predisposed to violence, they've turned to a range of techniques — including sting operations involving informants and inoperable weapons and placing undercover agents in chat rooms — as part of their investigation. But they're nonetheless constrained under Justice Department regulations in the investigative steps they may take. That guidance, known as the Domestic Investigations and Operations Manual, permits agents to check out a citizen's suspicion even when there's minimal factual basis for doing so.Actually opening a full-blown investigation, and using tools such as surveillance and phone wiretaps, requires a significantly higher burden of evidence of wrongdoing."For law enforcement to take action, their investigation has to reveal that a person has gone beyond simply having extreme thoughts, and is actually moving in the direction of carrying out an act of violence," Cohen said. "They have to be in the process of committing a crime."So far, the FBI has revealed little of what it's learned about Farook and Malik and their planning, except for details about the weaponry they had, materials they had to make more pipe bombs and that both had been taking target practice. Malik also practiced at Riverside Magnum Range, where Farook shot at targets two days before the attack, Eimiller said.Investigators also are trying to determine a money trail for funding of the operation. A U.S. official said Tuesday authorities are looking into a deposit made to Farook's bank account prior to the shooting. The official, who had been briefed on the investigation but was not authorized to discuss it by name and spoke on condition of anonymity, would not further characterize the nature of the deposit or what was suspicious about it.Hughes said the FBI surely is looking to see what red flags law enforcement might have been missed — part of a post-mortem analysis that follows every incident of this nature."What do you learn from this, and how do you mitigate the next attack?" he asked.___Tucker reported from Washington. Amanda Lee Myers in San Bernardino contributed to this report.

House passes bill to tighten visa waiver program-By Patricia Zengerle | Reuters – DEC 8,15- YAHOONEWS

WASHINGTON (Reuters) - The House of Representatives voted overwhelmingly on Tuesday to tighten restrictions on travel to the United States by citizens of 38 nations who are allowed to enter the country without obtaining a visa. The bill, the second major piece of security legislation approved in the chamber in response to the Nov. 13 Paris attacks, passed by 407 to 19.The measure would require visitors from the visa waiver countries, which include much of western Europe, to obtain a visa to travel to the United States if they had been to Syria, Iraq, Iran or Sudan during the past five years. It would also require countries participating in the program to share information with U.S. authorities about suspected terrorists or risk being suspended from the scheme."This legislation will help close gaping security gaps and improve our ability to stop dangerous individuals before they reach our shores," said Republican Representative Michael McCaul, the House Homeland Security Committee chairman.Twenty million visitors a year enter the United States under the program, which allows them to stay 90 days. It was started in 1986 to boost tourism and tighten the country's relationship with close allies.Congress has been focused on visa waivers since Paris because some of the militants behind the attacks were Europeans radicalized after visiting Syria. The U.S. Travel Association backed the House bill, rather than a Senate proposal from Democrat Dianne Feinstein and Republican Jeff Flake that would also require the collection of biometric data. The industry group says that could discourage legitimate travelers from visiting the country.Backing for the other security bill passed in the House, tightening screening of refugees from Syria and Iraq, was far more partisan. Just 47 Democrats joined 242 Republicans who voted for it and President Barack Obama, a Democrat, promised a veto. Debate about border controls has grown more acrimonious since last week's attacks in San Bernardino, Calif., by a Muslim couple. Republican presidential candidate Donald Trump proposed banning Muslims from entering the United States, remarks that drew international condemnation. The Senate has not scheduled a vote on either measure. Both could be included in a trillion-dollar spending bill that Congress must pass in the next few days in order to keep the government open.Obama called on Congress to tighten the visa waiver program in a national security speech to the nation on Sunday night.(Reporting by Patricia Zengerle, additional reporting by Julia Edwards; Editing by Eric Beech and David Gregorio)

Peel board ready to Inspire Hope for hundreds of Syrian children-CNW Group-DEC 8,15-YAHOO NEWS

MISSISSAUGA, ON, Dec. 8, 2015 /CNW/ - The Peel District School Board is where the world comes to learn. To plan for the arrival of large numbers of refugee families who arrive in Brampton, Caledon and Mississauga, and to ensure supports are focused and schools are prepared, the Peel board has created an Inspire Hope Action Team."At this point, there has been no confirmation of the number of refugee families who will settle in Peel, but we do know that our community is a major destination for many newcomers," says Brian Woodland, director of communications and community relations, and chair of the Inspire Hope Action Team. This year alone, the Peel board's three We Welcome the World Centres (WWTWC) have assessed and registered over 5,300 newcomer students. Notes Woodland, "Our schools have vibrant English as a Second Language (ESL) programming, staff experienced in receiving newcomers, and a wide variety of supports and services provided by social workers, psychologists and Multicultural Settlement in Education Partnership (MSEP) workers. Our schools and support staff have always done an amazing job to support refugee families. We know they'll continue to offer a warm welcome and inspire hope."The Peel board's Inspire Hope Action Team will: inventory existing supports and services-identify potential needs/ areas that require provincial funding-ensure coordination of services to support refugee families-identify how staff can provide arriving refugees with a warm welcome and successful school experience-connect with community agencies serving refugees-To date, the Peel board has supported refugees through the WWT WCs. Says Director of Education Tony Pontes, "Generally, they've come to us from Afghanistan, Iran, Iraq and Syria. Though it's hard to generalize, it's fair to say that many have far higher needs than other welcome centre families. Through our work in the community, we have strong connections with agencies serving the newcomer community, and know the services we provide and those offered by our partners, will ensure refugee families are well-supported during their transition to life in Canada."The following immediate actions are being taken by the Peel board in preparation for the arrival of Syrian refugees in Brampton, Caledon and Mississauga:Staff in curriculum and instructional support services are working on new resources and supports for schools specifically to assist English Language Development (ELD) students.Tip sheets for administrators and school staff are being developed by the special education department to provide strategies for supporting students and families, whose needs may include referral to professional services and/or special education supports.Beyond these supports, the team identifies a key need to coordinate support for schools for ESL and ELD students. Based on volume, and on the levels of language proficiency, schools may need advice and assistance in fully serving refugee students. A central resource teacher will be assigned this work until the end of the school year. The role will help schools assess need, provide guidance and support, and serve as a clearinghouse for requests from schools. This role will be funded from within the curriculum department.WWTWCs have negotiated a formal agreement with the Canadian Centre for Victims of Torture. They will offer one to two days a week of free counselling services at the Elm Drive location to support those who have experienced trauma from war and conflict.Staff are connecting with the board's child care partners to explore possible supports and subsidies for before- and after-school care for refugee families.WWTWC staff have been collecting clothing and bedding for refugee families and schools and the community have been generous in their giving.Staff are working with the board's technology equity of access partners to identify free or low-cost technology options for refugee families.Staff are working with Peel Public Health to ensure needed supports, e.g. dental screening, are available to refugee families at the WWTWCs.WWTWCs offer parent sessions in Arabic, such as Understanding the School System, Getting Ready for Kindergarten, the ESL Advantage and Making My Way, to help newcomer families familiarize themselves with the education system.MSEP workers who are Arabic-speaking will be deployed to schools with higher numbers of refugees from Syria. The Ministry of Education recognizes that these newcomer students may require additional supports from schools to address language proficiency needs and a wide range of other needs in areas such as extraordinary special education costs, social work, mental health and translation/interpreters. Notes Woodland, "While the size and scale of the need isn't fully known, what's clear is the requirement for additional funding to support schools to ensure a warm welcome and successful school experience for refugee students."Additional funds would support the following:The Peel board has offered Ashgrove and Lakeview Park schools to the Region of Peel as potential sites to house refugee families. There will be significant funding required for the retrofit of these schools, and for operational costs, to ensure that the refugee families are comfortable and have an appropriate standard of living. If large numbers of refugees arrive with limited foundational first language skills, there will be a need to deploy additional supports and potentially to create clusters of students for four to six weeks of intensive ESL/ELD support. There will be a need, in general, for additional teaching staff, teaching assistants, resource staff, in-school support personnel and more. The special education needs will mean the addition of social work, psychologist and speech language supports.Federally co-funded programs, such as the WWTWCs and MSEP, will need additional staffing, including more Arabic MSEP workers."The Inspire Hope Action Team will meet to identify how best to support schools to warmly welcome refugee families. The team will work to coordinate services, collect information and identify funding gaps," says Woodland. "Our goal is simple—to inspire hope in our refugee students and families. We want to ensure that they are warmly welcomed, and have a successful school experience. In other words, we want them to experience the same success, confidence and hope we provide each day to our students."SOURCE Peel District School Board

Ottawa health care workers prepare for influx of refugees-CBC – DEC 8,15-YAHOONEWS

Health care workers in Ottawa are preparing for an influx of Syrian refugees in the coming weeks, many of whom have been living in deplorable conditions overseas.Hassan Abed came to Canada seven years ago after fleeing the violence in Iraq.He arrived with a sore back after someone pushed him with a gun. His parents were also dealing with medical issues. "My mom especially when she [saw] my brother murdered suddenly she get shock and after that she got diabetes. Actually multiple medical problems," he said.Abed visited one of Ottawa's public health clinics where both he and his mother received care. Now Ottawa's community health centres are preparing for what may be an unprecedented influx of refugees. They are setting up medical assessment hubs to deal with a wide range of physical and mental health problems. Canadian officials are already screening for infectious diseases such as tuberculosis in refugee camps overseas. Dr. Alison Eyre, who helps refugee claimants navigate the health care system, said she hopes newcomers arrive with their medical records so they don't have to repeat tests."People will come and have three visits at one of these hubs. The things we will be looking for will be very specifically identified based on what we're seeing from the countries as well as what we're seeing from the different camps and what we're hearing," she said.-Free dental care-A lack of dental care has also been flagged as a cause for concern. In response, one dentist in Kanata is offering free emergency dental care to refugees escaping the conflict in Syria.Dr. Yamen Ghamian, a dentist at Centrum Dental Centre, said when he saw the news about the thousands of refugees destined for Canada, he knew he had to help."They're going to have many needs, including dental needs. Me being a dentist I wanted to try and give back a little bit and help. So I contacted a buddy of mine who lives in Ottawa. The two of us decided to offer free emergency dental care to any refugees who come to us," he said. But the idea didn't stop there. Soon more dental clinics came forward offering free care."Now we're over 30 clinics in five provinces and this is in the span of a month," Ghamian said."I think the reality of refugee camps is that you're trying to survive as best as you can. That being said, dentistry probably goes pretty low on the list of where priorities are. even if there are dental concerns there's limited access to dental care," Ghamian said. "The costs may become an issue."Ghamian said he's already seen at least one Syrian refugee family in his dentist's chair, and he's anticipating more in the next few weeks." The extent of it we'll find out as time goes on," he said.Ghamian's father left Syria in the 1960s, choosing to raise his family in Canada. Some of Ghamian's relatives are still living in the country, or have recently fled."I've been very lucky to be a Syrian living in Canada and now being able to give back to new Syrians becoming Canadian."

1st question period: Trudeau accused of 'stepping back' from fight against ISIS-CBC – Mon, 7 Dec, 2015-YAHOONEWS

Prime Minister Justin Trudeau was accused of "stepping back" from the coalition fight against ISIS as a feisty first question period kicked off today.Interim Conservative Leader Rona Ambrose was quick to drop the gloves as she asked why Canada is ending airstrikes against the militant group in Iraq and Syria when U.S. President Barack Obama called the aerial bombing campaign a "key pillar" of the mission.- Ambrose attacks Liberal return to 'big activist government'-"Why is the prime minister stepping back from the fight when our allies are stepping up?" she asked.Ambrose pressed Trudeau to concede he is more committed to his own "ideology" than he is to Canada's allies.Describing ISIS as a "death cult" that sells women and men into slavery and targets religious minorities, gays and lesbians, Ambrose asked just how bad it would have to be for Trudeau to leave Canada's warplanes in the theatre.Trudeau said Canada will continue be a strong partner in the coalition. He has promised to expand the number of Canadian troops who will train local forces, and to continue with humanitarian assistance including the resettlement of Syrian refugees."The question has always been, how best to engage," he said.Trudeau and his cabinet ministers faced a range of questions, from the feasibility of tax cuts for the middle class, to refugee resettlement.Mulcair asks about climate change-NDP Leader Tom Mulcair used his time on the floor to grill Trudeau on the government's plan and targets to reduce greenhouse gas emissions."Canadians are proud to see a change in tone on climate change, but they're also hoping the change in tone will bring about a concrete change of direction," he said. "Once [the government] finally decides on Canada's targets, will it make them binding by enshrining them into a climate change accountability law here at home?"Trudeau shot back that Mulcair "forgets from time to time" that Canada is a federation with 10 provinces that have different approaches and different requirements."We have committed to sit down and engage with those provinces, listen to them and work out not just targets but a plan that is going to ensure Canada meets its international and domestic obligations to reduce climate emissions," he said. While all parties had committed to adopting a more conciliatory, constructive tone, in Parliament the first question period featured the traditional heckling and partisan barbs. But there was a touching moment of humanity as well, when longtime Liberal MP Mauril BĂ©langer received a standing ovation from MPs from all parties before and after asking a question, as his colleague Larry Bagnell fought back tears. BĂ©langer recently disclosed he has been diagnosed with amyotrophic lateral sclerosis (ALS), also known as Lou Gehrig's disease.New dynamic in House-The new House of Commons has a dramatically new dynamic, with the Liberals in government, the Conservatives in opposition and the NDP relegated to third spot. There are also 30 more MPs in the House, bringing the total count to 338. Melanee Thomas, assistant professor of political science at the University of Calgary, said this session of Parliament will see much attention on Trudeau's performance in question period, which has been not "great" in the past. She said it will be interesting to watch how Ambrose stacks up against Mulcair as the Opposition leader."The former is rather untested in a major question period role; the latter was the prosecutor of Parliament during the last session," she said. There are a number of key political matchups in the new Parliament, with rookie ministers facing questions from seasoned former Conservative cabinet members. Conservative finance critic Lisa Raitt prefaced her question to Finance Minister Bill Morneau by saying they would have "a lot of fun" in the weeks and months ahead, before challenging him over "broken promises" and "flawed" plans.Morneau explained that the Liberals "inherited" a fiscal situation that was more challenging than foreseen in the budget.

Panel: Federal emissions-cheating lawsuits against Volkswagen to be centralized in California-By Cain Burdeau, The Associated Press | The Canadian Press – DEC 8,15-YAHOONEWS

NEW ORLEANS - A judicial panel on Tuesday decided to consolidate hundreds of lawsuits against Volkswagen over its emissions cheating scandal in California, a focal point of the carmaker's troubles. The Judicial Panel on Multidistrict Litigation gave U.S. District Judge Charles R. Breyer in San Francisco oversight of more than 450 suits filed against the carmaker across the nation. The panel met last week in New Orleans to hear from numerous lawyers who were seeking to get the suits consolidated in a particular federal district. Volkswagen and the federal government asked the panel to centralize the suits in Michigan.Instead, the panel said it makes more sense to turn California into the centre of the legal wrangling, in part because there are so many VW owners and dealers there.Lawyers for VW and the Justice Department did not immediately return messages seeking comment.VW has admitted that 482,000 2-litre diesel vehicles in the U.S. contained software that turned pollution controls on during government tests and off during real-world driving. The government says another 85,000 6-cylinder diesels also had cheating software.VW says the software in the 6-cylinder diesels is different and is legal in Europe, but it has halted sales of those vehicles in the U.S. while it explains its case to the government. In Tuesday's ruling, the panel said no party in the litigation opposed centralization. In choosing California, the panel said the state is where the "most affected vehicles and dealers" are located. The ruling also noted that the California Air Resources Board "played an important initial role in investigating and, ultimately, revealing VW's use of the defeat devices."The panel also noted that the first federal suit against VW was filed in California; altogether, 101 cases have been filed there. The panel said Breyer is "thoroughly familiar with the nuances of complex, multidistrict litigation," having handled nine other such cases, including some involving international defendants."We are confident that Judge Breyer will steer this controversy on a prudent and expeditious course," the panel ruled. The judicial panel's job is to determine whether lawsuits in different federal districts should be amassed under one court to prevent duplication and inconsistent rulings and to make it easier for lawyers. The panel holds hearings in different locations around the nation. It happened to be in New Orleans last week when the VW cases came up.

Opinion-Tribalisation, or the end of globalisation By Koert Debeuf-euobserver

Cairo, 8. Dec, 09:26-What will be the consequences of the attacks on Paris? The short-term results are well known by now: France and the UK are fighting against ISIS in Syria and Iraq, security is tightened everywhere in Europe and some borders inside the Schengen zone are controlled again.More important is the landslide victory of National Front in France. This is part of a growing trend of what I call ‘tribalisation’ that is not only affecting France and Europe, but the entire world.
In my search for answers I stumbled across the “Index of Globalisation” of the KOF Swiss Economic Institute. To my surprise, this Globalisation Index shows an unsettling but clear trend, and this for the first time since 1980 - it shows a decline of globalisation. Their index is based on facts and figures that differentiate between economic, social and political globalisation. The political stagnation started in 2008. This seems logical as the world saw a major financial and economic crisis with effects on all fronts. The economic and social stagnation started in 2007, even before the crisis. My assumption is that the cause is therefore not economic but psychological. Important traumatic events have plunged people all over the globe into an identity crisis. Their response is tribalisation: going back to the tribe they know best.-Lost directions-For two decades, the world seemed to be convinced that all indicators pointed in the same direction: more democracy, more economic openness, more human rights, more international cooperation. Not anymore. The old anti-forces of the liberal order, authoritarian nationalism and religious extremism are back with a vengeance. The most obvious example of the return of authoritarian nationalism is Russia. The same trend is also clear in most member-states of supra-national Europe, not the least in Hungary and Greece. Religious extremism is on a scary height in the Arab world, and also in parts of Africa, India and Myanmar. The US and Europe seem to be too tired and powerless to halt this decline. Even though both liberal powers know what they want, both are deeply divided. It looks like both powers are facing a global system failure and have no idea how to deal with it.Both know that their influence and power is not what it used to be, but they haven’t found a new role yet. It’s not an exclusive Western problem. The entire world is plunging into an identity crisis.-What is an identity crisis?-An identity crisis or existential crisis is a psychological state of mind of - mostly high-achieving - individuals who feel depressed, angry and lost, and who question the very foundations of their lives. It usually occurs after a traumatic experience such as an extreme disappointment, a broken relationship, the death of a loved one or a sudden loss of status. These traumas result in a loss of confidence and self-esteem.In trying to find a way out of this depressive disorder most people tend to go into anchoring: finding a well-known fixation point such as religion, closed social groups or one particular idea or ideology. People are looking for the security and warmth of a group, or what I call a tribe. In Arabic there is a word for this: qabaleya, or tribalisation. It is the choice to go back to the tribe, its warmth and clear-cut identity. What’s interesting is that psychologists have found that in looking for a way out of an identity crisis people often prefer a negative identity rather than a weak identity.Societies - just like individuals - can suffer traumatic experiences too. Just like individuals, societies often respond to traumatic experiences with an identity crisis by regressing back into what they know best from the past - what I am describing as tribalisation. They go back to the tribal (old) ideas and tribal (old) behaviour. These tribal ideas are mostly based on myths of a great past as the only way towards a great future.Tribalisation is a process that almost always includes the creation of enemies. The fight against external enemies is essential, while internal enemies are the “traitors from within” because they are weakening the tribe in their existential battle. The events of the 1930s are the most obvious example of this tribalisation process. After the traumatic experiences of the First World War and the crash of Wall Street in 1929, people in Europe felt lost in many ways. The crisis of the 1930s contributed to one of the most destructive tribalisations in world history.-
The world’s current identity crisis-The world’s new wave of tribalisation is a predictable answer to several traumatic experiences and a loss of confidence and status. There were obvious traumatic events like 9/11, the bombings in Madrid, London, and Istanbul, which created a sense of vulnerability within Western societies. The military response in Afghanistan and Iraq turned into a failure. Torture centres like Abu Ghraib in Iraq and Guantanamo in Cuba made people question the moral superiority of the West.A new major traumatic blow to the Western order was the financial and economic crisis of 2008-2009. These are not just events. They were serious blasts to the system and to the values in which people believed. When societies and countries lose direction and face identity crises, they tend to look back. They dig through the old sandbox of ideas and beliefs that seem to have worked in the past.-The extremes of the Arab World-The most obvious example of a regional identity crisis is the Arab World. The US invasion of Iraq in 1991 lead to the creation of Al Qaeda, and the new invasion in 2003 led to all kinds of violent extremist groups. However, for the large majority of Arabs, this was not the way forward. They chose to revolt against their own dictators in the revolutions of 2011.Most Arabs feel totally lost now. The ones with the deepest identity crisis see the Islamic State as the last resort, in the Arab World but also in Europe. Others choose the other tribal solution: authoritarian nationalism. This is obvious in Egypt where president Abdel Fattah al-Sisi and the military are ruling with force.-The old ghosts of Europe-The fall of the Berlin Wall in 1989 was a victory of the European idea. It proved that people from all over the European continent wanted to become a part of this dream. In December 2004, the European Union decided that membership negotiations would start with Turkey.
The old, historic fear of Islam, the religion that twice tried to conquer Europe, woke up again. One year later, in 2005, the bombings hit the heart of London. Not only the extreme right opposed Turkish membership; German chancellor Angela Merkel and French president Nicolas Sarkozy were both elected on a promise to oppose Turkish accession to the European Union. It was in this political climate that France and The Netherlands, two founding members of the European Union, rejected the European Constitution in a referendum in 2005.The most traumatic experience was still to come. In 2008-2009 the financial and economic crisis did hit the European Union hard. The euro and the Eurozone were not prepared for this disaster and almost collapsed. In many hearts and minds, the European dream was broken. In all following elections anti-European parties and authoritarian nationalist parties became prominent political players. In the European elections in 2009 they obtained only 63 of the 751 seats in the European Parliament, in 2014 that number raised to 99, an increase of more than 50 per cent.Another system failure in the European construction became blatantly apparent with the crisis in Ukraine. On top of that the current refugee crisis is making things only worse. Tribalisation is hitting again in the heart of Europe. It is further weakening the EU internally and externally. It’s hard to say how this is going to end but a disintegration of the European Union may be around the corner.-Not only Europe is tribalising- We see Russia looking back to old ideas of imperial glory as an answer to the trauma of lost status after the fall of the Soviet Union. The invasions in Ukraine, Georgia, and Syria are making this very obvious. In the United States the division between the Democrats and the Republicans is growing. It doesn’t look like this trend is going to change soon if one follows the presidential election campaign. Some Republican candidates are outright racist and Islamphobic. The attacks in Paris only made this language worse. The fact that candidates gain popularity with it is a clear sign of how the United States is tribalising.-Conclusion: 13 November 2015-The attacks in Paris on 13 November 2015 will only accelerate the trend that was already haunting Europe and the rest of the world. The world has left the path of of globalisation and is taking the trail of tribalisation. The victory of Le Pen is just a start. Unfortunately, history has shown time and again that nothing good will come out of this.Koert Debeuf lives in Cairo where he is political analyst and visiting research fellow, CRIC, Oxford University.

Israel sentences female Palestinian lawmaker to 15 months in prison for political activities-By Josef Federman, The Associated Press | The Canadian Press – DEC 8,15-YAHOONEWS

JERUSALEM - An Israeli military court has sentenced a female Palestinian lawmaker to 15 months in prison after convicting her of belonging to an illegal organization and incitement, the army announced Tuesday, drawing angry denunciations from Palestinian leaders in the West Bank. The sentencing of Khalida Jarrar marked the culmination of a case that has attracted widespread attention. Jarrar is a popular figure in the West Bank and known for her fiery speeches against Israel.Jarrar was arrested last April in a raid on her home for allegedly violating Israeli travel restrictions that barred her from Ramallah, the West Bank city where her family lives. She was subsequently charged with incitement and membership in an illegal organization.Palestinians say Jarrar, who is in her early 50s and the mother of two grown daughters who are pursuing advanced university degrees in Canada, was prosecuted for political reasons. They say the evidence against her was flimsy and that she poses no threat to public safety.Israel's military courts try Palestinians charged with security offences against Israel under a separate legal system from the one that serves Israelis. Critics say that Palestinians who are tried under the military courts are seldom acquitted and many, fearing they have little chance of proving their innocence, opt to accept the shorter sentences offered in plea bargains.Hanan Ashrawi, a senior Palestinian official, said there was "no legal basis" for the sentencing. In a statement issued on behalf of the Palestine Liberation Organization's Executive Committee, she said it violated Jarrar's parliamentary immunity and called for her immediate release."The actions of the military court are politically motivated and are part of a deliberate attack on Palestinian politicians," she said. "It is high time for the dehumanization and the captivity of the Palestinian people to end."Jarrar is a senior member of the Popular Front for the Liberation of Palestine, a secular, left-leaning Palestinian faction that opposes peace with Israel. The group, which was involved in hijackings and other attacks in the 1970s, has scaled back its militant activities in recent years. In a statement, the Israeli army said Jarrar was convicted under a plea agreement on Sunday in a military court for her PFLP membership and for allegedly calling for Palestinians to kidnap Israeli soldiers in order to win the release of Palestinian prisoners held by Israel. It said she will be credited for time served.Jarrar is also an outspoken feminist activist who was involved in a Palestinian bid to press for war crimes charges against Israel at the International Criminal Court. She has criticized the Palestinian Authority for its security co-operation with Israel, which has continued even during the past three months of Israeli-Palestinian fighting. In the latest violence, a Palestinian official said a Palestinian youth was shot and killed early Tuesday in clashes with Israeli soldiers at the Deheishe refugee camp in the West Bank. The Israeli military said Palestinians attacked soldiers on "routine activity" in the area with pipe bombs and burning tires. It said forces fired warning shots to disperse them. The military is investigating the Palestinian claims, it said.Over the past three months, 19 Israelis have been killed in near-daily Palestinian attacks, mostly stabbings. At least 109 Palestinians have been killed. They include 73 people said by Israel to be attackers, with the remainder killed in clashes with Israeli troops.

U.S.-Japan funded Raytheon SM-3 missile aces second test - Pentagon-By Andrea Shalal | Reuters – DEC 8,15-YAHOONEWS

WASHINGTON (Reuters) - The United States and Japan on Tuesday conducted a second successful test of Raytheon Co's new Standard Missile-3 (SM-3) Block IIA missile that is being jointly developed by the two countries, the U.S. Missile Defense Agency (MDA) said.During the test off the coast of Southern California near Malibu, the missile opened its new sensor seeker in space for the first time and used new altitude control rockets to target a star, said a source familiar with the test, who was not authorized to speak publicly. No intercept was planned for this test and no target missile was launched, but several intercept tests will follow in coming years, MDA said in a statement. The agency said programme officials would evaluate the missile's performance based on telemetry and other data from the test. The United States has spent just over $2 billion on the SM-3 IIA weapons programme, while Japan contributed about $1 billion (0.66 billion pounds), according to the U.S. Missile Defense Agency. The new missile is a 21-inch variant of an earlier SM-3 missile and works with the U.S. Aegis combat system built by Lockheed Martin Corp to destroy incoming ballistic missile threats in space.Tuesday's test marked another milestone toward deployment of the missile on U.S. Aegis destroyers and Japan's Kongo ships in coming years, as well as the U.S. Aegis Ashore site in Poland in 2018.The test also validated the new sensor seeker developed for the redesigned kill vehicle, or warhead, that will eventually replace the ones now used on the U.S. fleet of ground-based interceptors in Alaska and California that are part of the U.S. homeland missile defence system, said the source.Neither Raytheon nor the U.S. Missile Defense Agency had any immediate comment.Raytheon's new SM-3 IIA missile has bigger rocket motors and a more capable kill vehicle that would allow the missile to engage threats sooner and protect larger regions from short- to intermediate-range ballistic missile threats. On Tuesday, the Pentagon announced that Raytheon was awarded a contract for more than $543 million for 17 SM-3 IIA missiles.Tuesday's test will also pave the way for Japan to buy more of the missiles, said the source.(Additional reporting by Idrees Ali; Editing by David Gregorio and Lisa Shumaker)

Critics of U.S. plutonium cleanup program seize on new report-By Andrea Shalal | Reuters – DEC 8,15-YAHOONEWS

WASHINGTON (Reuters) - Critics of a multibillion-dollar program to convert excess U.S. weapons-grade plutonium into fuel for commercial nuclear reactors under a 2000 treaty with Russia have seized on a newly disclosed report to renew calls for an end to the project. The fiscal 2016 defense authorization law includes $345 million in funding for a plant under construction at the DOE's Savannah River site in South Carolina, which will take 34 metric tons of plutonium and mix it with uranium to form safer mix-oxide (MOX) fuel pellets for use in commercial nuclear reactors.Congress must still appropriate the funding authorized in the law, but supporters say they do not expect any issues.Critics argue the MOX project should be halted after years of delays and cost increases, even though any changes could jeopardize one of the few agreements with Russia that is still running smoothly.Francie Israel with the National Nuclear Security Administration said the U.S. Department of Energy (DOE) was continuing work on the project for now, but several analyses had shown that diluting the plutonium and disposing of it at a site in New Mexico would cost less than half of the MOX approach.Russia has its own program to eliminate 34 metric tons of plutonium.A previously undisclosed report completed by privately-held Aerospace Corp for DOE in August concluded that diluting and disposing of the plutonium - or downblending - was the least technically complex of several alternatives and had the lowest cost risk since no new facilities were required."This report confirms that ... the downblending option is clearly less complex, less risky and cheaper," said Edwin Lyman, senior scientist at the Union of Concerned Scientists, urging Congress to end its parochial support for the MOX program. Lyman said DOE would likely seek to end funding for the project as part of its fiscal 2017 budget proposal. Aerospace concluded in an April report that it could cost $30 billion to complete the MOX facility, nearly 10 times the estimate of the company, CBI-Areva MOX Services.CBI-Areva MOX Services, a joint venture of U.S.-based Chicago Bridge & Iron NV and Areva SA, a French state-owned nuclear group, argues that the U.S. project is already 68 percent complete and it will be done in 5 to 9 years. The company says it will cost $3.3 billion to complete the work, on top of the $4.5 billion already spent.A Nov. 16 review completed by High Bridge Associates, a project management firm, for CBI said the downblending option was risky because cramming too much nuclear material into the New Mexico facility could result in a fission reaction. It said that adding material to the site would require a new environmental impact statement, which could delay work on the site if it sparked calls for the facility’s design life to be extended to 1 million years from 10,000 years, just as has occurred for the Yucca Mountain site in Nevada. The High Bridge report also raised concerns that a change in the U.S. approach could prompt Russia to withdraw from the 2000 treaty, as it has done with others, reversing nuclear non-proliferation efforts at a time of growing tensions with Moscow.(Reporting by Andrea Shalal; Editing by Alan Crosby)

Russia says it hit Islamic State with submarine-launched missile for first time-Reuters – DEC 8,15-YAHOONEWS

MOSCOW (Reuters) - Russian Defence Minister Sergei Shoigu said on Tuesday that Russia had for the first time struck Islamic State targets in Syria with missiles fired from a submarine in the Mediterranean."The targets were two large terrorist positions in the territory of Raqqa," Shoigu told President Vladimir Putin in a televised meeting, adding that the Calibre missiles had been fired from the submarine Rostov-on-Don."We can say with complete confidence that fairly serious damage was done to weapons stores and a factory for preparing mines and, naturally, oil infrastructure."Shoigu said Russia had informed Israel and the United States in advance of its plan to launch missiles from a submarine. He said that, over the previous three days, Russia's air force had flown more than 300 sorties over Syria and struck more than 600 targets of various types.Russian bombers flying over Syria were being accompanied by fighter jets, as Putin had ordered, he added.Russia began intervening directly in Syria's civil war at the end of September with air strikes in support of its ally, President Bashar al-Assad.But the intervention has had unintended consequences, notably when Turkey shot down a Russian fighter jet that it said had strayed into Turkish airspace, an allegation that Russia denies.Shoigu presented the flight recorder of the downed jet to Putin at the meeting.Putin thanked Russian special services and Syrian government troops for recovering it, and said it would allow experts to determine where exactly the Russian plane was located when it was hit. He said it should be opened only in the presence of international experts, "to carefully document everything".(Reporting by Alexander Winning and Anton Zverev; Editing by Kevin Liffey)

U.S. sanctions North Korea's rocket command for ties to weapons program-Reuters – DECD 8,15-YAHOONEWS

(Reuters) - The United States added North Korea's Strategic Rocket Force to its sanctions list for ties to weapons development and illicit finance activities, the Treasury Department said on Tuesday.Treasury also listed officials of previously sanctioned North Korean banks for activities tied to the North's weapons proliferation activities, it said. The additional sanctions are designed to stop the North from evading existing U.S. and U.N. sanctions and prevent Pyongyang from accessing the U.S. financial system, the Treasury Department said in a statement.“As a result of today’s action, any property or interest in property of the designated persons in the possession of U.S. persons or within U.S. jurisdiction must be frozen," the statement said. The extent of the entities' financial holdings held in the United States being targeted was not immediately clear.Treasury said the Strategic Rocket Force was responsible for a series of ballistic missile launches in 2014 including two medium-range Rodong-class missiles in March last year. The North is under various U.N. Security Council sanctions for its missile and nuclear tests, which ban trade and financing that aid the country's weapons programs and any tests that involve the use of ballistic missile technology.Six individuals who are officials of the previously sanctioned Tanchon Commercial Bank and the Foreign Trade Bank were added to the sanctions list.Three shipping companies with ties to a previously sanctioned firm involved in arms shipments were also added, Treasury said.(Reporting by Jack Kim; Editing by Stephen Coates)

Sacred obligation': Trudeau, Liberals launch new era with aboriginal communities-By Kristy Kirkup, The Canadian Press | The Canadian Press – DEC 8,15-YAHOONEWS

OTTAWA - The leaders of Canada's First Nations swaddled Justin Trudeau in a ceremonial blanket Tuesday as they embraced the newly elected prime minister's commitment to what he called a "sacred obligation" to the country's Aboriginal Peoples.Trudeau didn't show up empty-handed, either. The Liberal government will lift a long-standing two per cent cap on federal funding for First Nations communities, he told the Assembly of First Nations gathering — that, despite mounting economic and political pressure on the federal pocket book.He said the Liberals would also provide additional money for long-awaited education reforms to be led by First Nations communities themselves, another long-standing sticking point with the previous Conservative government. And he repeated one of the most anticipated promises of the 2015 campaign: to investigate the tragedy of missing and murdered indigenous women and girls. Three of his cabinet lieutenants kicked off the first consultative phase of what will be a federal inquiry next year."I promise you that I will be your partner in the years to come, and hope that you will be mine," Trudeau said. The removal of the funding cap, which was imposed originally to keep transfer payments in line with inflation, has been at the top of the First Nations wish list for years. Critics say it has long since fallen out of step with a growing aboriginal population across the country."As you know, that limit has been in place for nearly 20 years," Trudeau said of the cap, which he said would disappear in the government's first budget."It hasn't kept up with the demographic realities of your communities, nor the actual costs of program delivery."At one point during Trudeau's appearance, he was wrapped in a ceremonial blanket, to the delight of the crowd. An AFN spokesman described the blanket as a gift meant to convey respect and protect the prime minister from harm.Finance Minister Bill Morneau, who has spent the government's first days in the hot seat during question period, was asked Tuesday how much the removal of the cap would cost.He would only say that the details would be in next spring's federal budget. But the most anticipated news came later in the day, when Justice Minister Jody Wilson-Raybould, Indigenous Affairs Minister Carolyn Bennett and Status of Women Minister Patty Hajdu detailed the first phase of the forthcoming missing and murdered inquiry.Wilson-Raybould, one of two cabinet ministers with indigenous roots, said the government will consult the families of victims over the next two months for their input on the inquiry's shape and its goals."We will listen clearly to their voices," Wilson-Raybould said."No inquiry, as we know, can undo what happened nor can it restore what we have lost. But it can help us find ways forward because we know, as a country, we can and must do better."A website will also allow Canadians to provide input online and learn more about the process, helping to determine the inquiry's terms of reference, Bennett added. She also hinted that the inquiry could last longer — and cost more — than the two-year, $40-million envelope that was originally projected."We are going to go out and listen to what people say this needs to look like, and we will then have to apply what budget that will take," she said."First the facts, and then we will see."Some family members said they felt compelled to head to Parliament Hill to hear first-hand how the initial steps of the inquiry will take shape.Christine Simard-Chicago, who lost a cousin to the hardscrabble street life of Vancouver's Downtown Eastside, said she believes the inquiry will prove to be a "hard road" for many."There's a lot of stories that need to be told and the circumstances are unique because they're from different territories and from different tribes," said Simard-Chicago. "It is really important that the government hear that."Perry Bellegarde, national chief of the Assembly of First Nations, told the gathering he's confident that Trudeau is listening to the different needs of First Nations."In his mandate letter to each and every cabinet minister, Prime Minister Trudeau wrote it is time for a renewed nation-to-nation relationship with indigenous peoples," Bellegarde said."Very powerful words."— Follow @kkirkup on Twitter

Snapchat is suffering its biggest outage, Google could be to blame-By Saqib Shah | Digital Trends – DEC 8,15-YAHOONEWS

A Snapchat outage that began in Europe on Tuesday has now spread to the U.S. Some reports claim that the disruption is also affecting users in Australia. Snapchat, the video-messaging app, has tweeted that its team is aware of the issue and searching for a fix to the disruption in service, which is currently affecting a large portion of its 100-million user base. Related: Snapchat’s first breaking news event covers San Bernardino mass shooting Unfortunately for Snapchat, its mainly millennial users have been extremely vocal about the issue, taking to Twitter to voice their dissatisfaction. Among the problems outlined by users are the inability to send and receive messages, live videos not loading, and updates not being received from media providers in the app’s Discovery section. Despite Russia rhetoric, Tories rejected permanent bases for troops in Europe-By Murray Brewster, The Canadian Press | The Canadian Press – DEC 8,15-YAHOONEWS

OTTAWA - Despite its relentless rhetoric against Russia, the former Conservative government quietly set clear, consistent limits on its support for NATO as the alliance sought to reassure jittery eastern European countries after the annexation of Crimea, newly released documents reveal.A May 27, 2014 directive authorizing the military to conduct a wide range of operations in Europe explicitly ruled out a return to Cold War-style permanent bases and instead committed the country to establishing a presence through the rotation of troops, jets and warships on a six month basis. Now in Opposition, the Conservatives have been quick to criticize the Liberals for setting limits and re-orienting the country's combat mission against the Islamic State in Iraq and the Levant, defence experts say.The restraints for Operation Reassurance in eastern Europe were laid out in the 26-page directive, obtained by The Canadian Press under access to information legislation. They paint in the clearest terms yet how disconnected the Harper government's "soaring rhetoric" was from the reality of what it was prepared to do in concert with allies, the analysts say.During his last year in office, Stephen Harper faced criticism for talking tough on the threats posed by Vladimir Putin's regime in Ukraine as well as the Islamic State, while at the same time cutting defence spending. There are several lessons for Justin Trudeau's new government, says Dave Perry, of the Global Affairs Institute. The constant beating of the drum by the Conservative government created out-sized expectations among allies and friends, such as Ukraine — relationships that will need mending and tending in the coming year, he said."If the new government can more closely align its descriptions of what it thinks should happen in the world with the actual resources, it will be doing our international policy a good service," said Perry. The army was ordered to create a "persistent presence in Europe" by making available a single company of soldiers — roughly 150 people — who would rotate in and out the region for exercises, said the directive signed by now-retired general Tom Lawson, the former chief of defence staff. It also allotted six CF-18 fighter-bombers on a regular basis and unspecified number of "naval platforms."Canada has kept a frigate on duty with NATO's standing task force and fighters have participated in an air-policing mission over the Baltic States. At the height of the Afghan war, Canada was deploying up to 3,000 troops, aircrew and headquarters personnel for six-to-nine-month rotations and Perry says the Conservatives could have easily committed a bigger force to NATO, had they chosen to do so."I don't think there is anyone who would expect Canada to single-handedly solve all of the world's problems, but the mismatch between what we were saying and the actual contributions wasn't helpful," said Perry. "Ultimately, we were not as effective an actor on the international stage as we could have been."Trudeau's government faced criticism in the House of Commons this week for planning to withdraw CF-18 warplanes from the fight against the Islamic State at the same time other allies are ramping up their contributions to the air campaign against extremists.George Petrolekas, of the Conference of Defence Associations Institute, says it's pretty hard — at this point — to criticize the Liberals when they haven't presented a plan as to what the new mission will look like.

Heavy rains drench Portland, northwest Oregon, causing flooding, landslides, sewer overflow-By Gosia Wozniacka, The Associated Press | The Canadian Press – DEC 8,15-YAHOONEWS

PORTLAND, Ore. - Oregon and the rain are synonymous — but the downpours that have caused flooding, landslides and evacuations in the state this week are getting to be too much even for the Pacific Northwest. Residents in the Portland area and throughout northwest Oregon and southwest Washington were pummeled by a second barrage of heavy rains on Tuesday, as rain continued to soak already saturated ground, bringing some area creeks and rivers to flood stage.Officials predicted that residents could face a repeat of Monday's scenario: streets turned into creeks, flooding near rivers and streams, landslides and delays in traffic and mass transit. Some buildings and residences were stacking up sandbags to prevent further flooding.Amtrak on Tuesday closed tracks between Portland, Oregon, and Vancouver, Washington, because of high waters north of Portland Union Station. Passengers using the Amtrak Cascades service will be taken by bus around the closed areas. Coast Starlight and Empire Builder trains will be rerouted through the area.Earlier Tuesday, commuter train and Amtrak services were cancelled between Seattle and Everett because of a landslide on the tracks. Train service will be halted until at least Thursday morning, part of a mandatory waiting period as tracks are inspected. The Oregon Department of Transportation closed all lanes of Highway 30 Tuesday afternoon south of St. Johns Bridge in Portland due to a landslide leaving trees and debris across the road. Officials had partially opened the road by Tuesday evening but weren't expected to fully open it until sometime Wednesday. As of Tuesday evening, more than 3,800 customers were without power in the Puget Sound region while nearly 4,000 customers were experiencing power outages in the Portland area.Even before the downpour returned Tuesday, several of the previously flooded streets remained closed throughout the area. The state Department of Transportation said parts of several highways in western Oregon were closed because of high water.Officials were also trying to figure out how to repair massive sinkholes that had opened up on Monday — one in front of Mount Hood Community College in Gresham, a Portland suburb, and another on Highway 22 in Yamhill County. The college remained closed on Tuesday.Several school districts cancelled classes or evening activities. The Oregon Zoo remained closed for the second day in a row. Officials in Gladstone issued a health alert after raw sewage overflowed into the Clackamas River. The Oregon Parks and Recreation Department also issued a beach safety alert on Tuesday for coast visitors, as strong winds and extremely high waves are in the forecast. A high wind warning remains in effect until early Wednesday morning, with gusts on beaches and headlands potentially reaching up to 70 mph, the National Weather Service reports. The service predicts waves could break on shore at up to 40 feet high — higher than a two-story building — tossing logs and debris on shore. Already, several beach areas have been closed because of flooding and winds. A flood watch is also in effect on the central coast through Thursday. The heavy rains didn't stop the Portland Timbers' victory parade celebrating the team's MLS Cup championship.Even more rain is scheduled to fall in the region on Wednesday and into Thursday. The rains are caused by several low-pressure systems moving through the region, one after the other, forecasters said.Officials say residents should avoid travelling and should watch for flash floods, mudslides, falling trees and power outages. They are also advised to keep children and pets away from floodwaters and avoid walking and driving through high water. Residents whose property is at risk for flooding should use sandbags.

EU refugee relocation grinds to near halt By Nikolaj Nielsen-euobserver

BRUSSELS, 8. Dec, 18:19-The slow pace of registering and relocating asylum seekers from Italy and Greece to other member states is frustrating EU-led efforts to get a grip on broader migration issues. Launched in September, the two-year plan to relocate 160,000 people in need of international protection remains mired in administrative, technical, and political delays. The relocation figure is dwarfed by the number of people asking for asylum in Europe. Greece alone saw 758,000 arrive so far this year.As of Monday (7 December), only 30 have been relocated from Greece and another 130 from Italy.Member states appear reluctant to announce any more pledges, while others are taking weeks to confirm matches. The Visegrad states - the Czech Republic, Hungary, Poland, and Slovakia - remain opposed. The task is further complicated by the lack of so-called hotspots, where EU teams are supposed to be deployed to help register arrivals.-One computer-Out of the five announced in Greece only the one in Lesbos has been declared operational. The zones are supposed to help sort and identify arrivals and determine who is eligible for protection. In September, police in the port had only one computer to register thousands of people. A month later in October, some 135,000 arrived on the island, more than anywhere else.Despite bad weather and the EU's €3 billion deal with Turkey, up to 3,500 continue to arrive daily on rubber boats from Turkey, with some Syrian refugees being intercepted at sea and set adrift by men in black masks. Turkey intercepted 3,000 people over a matter of days last week.Plans are now being discussed to resettle UN-recognised refugees from Turkey to member states.Details are to be proposed when the European Commission presents its plan to set up a European border and coast guard on 15 December. The scheme has already been endorsed by France and Germany after the two sent a letter of support to EU commissioner for migration Dimitris Avramopoulos.Meanwhile, backlogs on Lesbos are fuelling tension between refugees, police, and locals. The Malta-based European Support Asylum Office (EASO) has seven people working on the island to help inform people of their rights. But the lack of experts, such as special interpreters, issues with red tape, limited accommodation, and lack of finger printing machines continue to pose problems. One senior EU official said fewer people who are not entitled to protection are being returned."There has been a clear dip in returns,” Marteen Verwey told MEPs in the civil liberties committee. No other member state, aside from Italy, organised a single return flight in November.-On the frontline-Last week, the EU's border agency Frontex and EU police agency Europol signed a data sharing agreement in their efforts to crack down on migrant smuggling. The illicit business from Turkey to the EU is said to be worth billions.Greek authorities, for their part, are planning to start work this week on getting the remaining hotspots up and running amid threats that Greece would be booted out of the passport-free Schengen travel zone."We are on the frontline and therefore we cannot have a good system asylum and relocation unless we realise that the gate to Europe isn't Greece, the real gateway here is Turkey and that is something that has to be settled,” said Anthi Karangeli, the Greek authorities' hotspot coordinator. The European Commission, for its part, also wants Turkey to tighten its visa regime to prevent people from Pakistan, Afghanistan, and Bangladesh entering the country. The relocation situation isn't much better in Italy, where Lampedusa is the only functional hotspot out of six announced.

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

REVELATION 18:10,17,19

17 For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off,
19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

19 They shall cast their silver in the streets, and their gold shall be removed:(CONFISCATED) their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

LUKE 2:1-3
1 And it came to pass in those days, that there went out a decree from Caesar Augustus, that all the world should be taxed.
2  (And this taxing was first made when Cyrenius was governor of Syria.)
3  And all went to be taxed, every one into his own city.

REVELATION 13:16-18
16 And he(THE FALSE POPE WHO DEFECTED FROM THE CHRISTIAN FAITH) causeth all,(IN THE WORLD ) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(MICROCHIP IMPLANT)
17 And that no man might buy or sell, save he that had the mark,(MICROCHIP IMPLANT) or the name of the beast,(WORLD DICTATORS NAME INGRAVED ON YOUR SKIN OR TATTOOED ON YOU OR IN THE MICROCHIP IMPLANT) or the number of his name.(THE NUMBERS OF HIS NAME INGRAVED IN THE MICROCHIP IMLPLANT)-(ALL THESE WILL TELL THE WORLD DICTATOR THAT YOUR WITH HIM AND AGAINST KING JESUS-GOD)
18 Here is wisdom. Let him that hath understanding count the number of the beast:(WORLD LEADER) for it is the number of a man; and his number is Six hundred threescore and six.(6-6-6) A NUMBER SYSTEM (6006006)OR(60020202006)(SOME KIND OF NUMBER IMPLANTED IN THE MICROCHIP THAT TELLS THE WORLD DICTATOR AND THE NEW WORLD ORDER THAT YOU GIVE YOUR TOTAL ALLIGIENCE TO HIM AND NOT JESUS)(ITS AN ETERNAL DECISION YOU MAKE)(YOU CHOOSE YOUR OWN DESTINY)(YOU TAKE THE DICTATORS NAME OR NUMBER UNDER YOUR SKIN,YOUR DOOMED TO THE LAKE OF FIRE AND TORMENTS FOREVER,NEVER ENDING MEANT ONLY FOR SATAN AND HIS ANGELS,NOT HUMAN BEINGS).OR YOU REFUSE THE MICROCHIP IMPLANT AND GO ON THE SIDE OF KING JESUS AND RULE FOREVER WITH HIM ON EARTH.YOU CHOOSE,ITS YOUR DECISION.

REVELATION 6:5-6
5 And when he had opened the third seal, I heard the third beast say, Come and see. And I beheld, and lo a black horse; and he that sat on him had a pair of balances in his hand.
6 And I heard a voice in the midst of the four beasts say, A measure of wheat for a penny, and three measures of barley for a penny; and see thou hurt not the oil and the wine.(A DAYS WAGES FOR A LOAF OF BREAD)

Oil prices sink near seven-year lows on OPEC decision-AFP-DEC 7,15-YAHOONEWS

New York (AFP) - Oil prices finished at their lowest levels since February 2009 on Monday as markets continue to reel from OPEC's refusal last week to cut back production. The January contract for West Texas Intermediate crude, the US benchmark, sank $2.32 to $37.65 a barrel on the New York Mercantile Exchange, a drop of 5.8 percent. In London, Brent North Sea for January delivery ended at $40.73 a barrel, down $2.27 from Friday's close. The Organization of the Petroleum Exporting Countries -- which pumps about 40 percent of the world's crude oil -- decided on Friday against cutting output to raise prices. The 13-member OPEC cartel took no action to shore up the market and observers said it appeared to be in disarray."The decision by OPEC members to keep oil production output at record high levels has seen oil prices plummet again," said Sanjiv Shah, chief investment officer of Sun Global Investments. He added that the decision "suggested that the organization was effectively abandoning its long-term strategy of limiting production and acting as a cartel, leading to more downward pressures on oil prices in the short term". OPEC countries are currently producing an estimated 32 million barrels per day, above the group's prior 30 million barrel target. The cartel did not set a new production ceiling on Friday and said in a communique that members "should continue to closely monitor developments in the coming months."With OPEC member Iran expected to resume substantial exports next year, hopes were high that the cartel would lower supplies. But it has now put off a production reassessment to its next meeting on June 2, 2016."Crude oil prices were no doubt compressed by the lack of an agreement at the OPEC, signaling that the supply glut will persist longer," said analyst Bernard Aw at IG Markets in Singapore.Traders meanwhile were switching focus to the US Federal Reserve's interest rate decision on December 16."While all eyes are now on the Federal Reserve as it meets next week for the last policy meeting this year to decide whether to raise its benchmark rate, economic data from China will set the tone of prices in the coming weeks," EY analyst Sanjeev Gupta said.

China's foreign reserves at nearly three-year low-AFP-DEC 7,15-YAHOONEWS

Beijing (AFP) - China's foreign exchange reserves fell to their lowest level in nearly three years in November, official data showed Monday, with analysts blaming "record" capital outflow on expectations the yuan will depreciate. The country's foreign exchange stockpile, the world's biggest, declined to $3.44 trillion last month, down $87.2 billion from October, according to figures released by the State Administration of Foreign Exchange (SAFE).It was the lowest figure since February 2013's $3.40 trillion and took the total reduction this year to $404.7 billion. It was also below the median forecast of $3.49 trillion in a Bloomberg poll of economists. The International Monetary Fund decided last week to include the yuan in its elite reserve currency basket, after a long campaign by Beijing. But Julian Evans-Pritchard, an analyst with research firm Capital Economics, estimated China's net capital outflows at a "record" $113 billion in November, spiking from $37 billion in October, including the central bank having to sell $57 billion to prop up the Chinese currency's value."The pick-up in capital outflows appears to have been predominately driven by increased expectations for renminbi depreciation," he wrote in a note, citing factors including risen likelihood of a US Fed rate hike this month.Beijing keeps a grip on currency flows and the yuan can only move up or down against the US dollar by two percent from a mid-rate set daily by the central People's Bank of China (PBoC).The PBoC surprised the market in August by devaluing the yuan against the dollar by nearly five percent over one week.China has pledged to move towards making the yuan fully convertible by 2020, but has not set an absolute target.Central bank vice governor and SAFE head Yi Gang said last week that the government aims "in the long term" to reduce intervention in the currency markets as far as possible. The country's gold assets were valued at $59.5 billion, down from $63.3 billion in October, according to SAFE.But Bloomberg estimates its hoard actually increased around 21 tonnes over the month, the most in at least five months, as prices saw their biggest drop in more than two years.

EARTHQUAKES

EZEKIEL 37:7,11-14
7  So I prophesied as I was commanded: and as I prophesied, there was a noise, and behold a shaking, and the bones came together, bone to his bone.(POSSIBLE QUAKE BRINGS ISRAEL BACK TO LIFE-SO NOISE AND SHAKING-QUAKES WILL ALSO DESTROY ISRAELS ENEMIES)
11  Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.
12  Therefore prophesy and say unto them, Thus saith the Lord GOD; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.
13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

MATTHEW 24:7-8
7 For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places.
8 All these are the beginning of sorrows.

MARK 13:8
8 For nation shall rise against nation, and kingdom against kingdom:(ETHNIC GROUP AGAINST ETHNIC GROUP) and there shall be earthquakes in divers places, and there shall be famines and troubles: these are the beginnings of sorrows.

LUKE 21:11
11 And great earthquakes shall be in divers places,(DIFFERNT PLACES AT THE SAME TIME) and famines, and pestilences; and fearful sights and great signs shall there be from heaven.
