JERUSALEM (AP) — After finding high-tech solutions to halt suicide bombings and rockets, tech-savvy Israel is struggling with the resurgence of a weapon dating back to David and Goliath: the hurled rock.Rock throwing is becoming commonplace in Jerusalem amid a wave of Palestinian unrest, leading to calls for a harsh crackdown and adding to tensions over access to a key holy site. But the outbursts appear to be decentralized and unorganized, and any tough new measures risk setting off another full-fledged conflict.The Palestinian rock thrower emerged as an iconic image of the first uprising against Israeli occupation in the 1980s and even as the second uprising last decade took on a more militant nature with suicide bombings and shooting attacks, rock throwing has been a regular feature of demonstrations since then. But in recent months, stone throwing has become a near daily occurrence in some neighborhoods of east Jerusalem, the section of the city captured by Israel in the 1967 Mideast war and claimed by the Palestinians as their capital.After an Israeli motorist was killed when his car crashed after being pelted with stones on the eve of the Jewish New Year, the Israeli government pledged to crack down.Israel quickly built a new fence and installed greater surveillance measures at the site of the attack, and the government has pushed for more lenient rules of engagement for police. It is also promising tougher minimum sentences for offenders and heavy fines for minors and their parents as part of a zero-tolerance approach."Rocks and firebombs are lethal weapons. They kill and have killed," Prime Minister Benjamin Netanyahu told his Cabinet on Sunday. "Those who try to harm us, we will harm them."Over the weekend, police said it arrested 48 suspects in stone-throwing and firebombing incidents. Gilad Erdan, Israel's new minister of public security, has taken an even tougher line — and outraged the country's judiciary — by suggesting that the promotion of judges should be tied to how harshly they sentence Palestinian rock throwers.Netanyahu appeared to side with Erdan on Sunday, saying "with all due respect to the courts," it is the government's "right and duty" to punish perpetrators as harshly as possible.But at a special meeting Sunday, Israel's attorney general, Yehuda Weinstein, said he opposed the proposed changes in open-fire regulations or setting minimum penalties for stone throwers, saying the current regulations are sufficient. Under pressure from Netanyahu and other ministers, Weinstein agreed to search for a compromise ahead of another meeting Thursday.Neither Israel nor the Palestinians seem interested in another round of major violence. While Israel said this was a temporary move meant to reduce frictions, Muslims claim this is a violation of a longstanding "status quo" in place since Israel captured the area in 1967, and rumors have spread that Israel is plotting to take over the spot.Netanyahu on Sunday called such suggestions "baseless, wild provocations" and said he was committed to preserving the status quo. More than 350 visitors toured the compound on Sunday with no violence.For those living near where 64-year-old motorist Alexander Levlovich was killed last week, the new measures seem like a weak response to a danger that has been overlooked for some time. Rock attacks are rarely reported when they don't cause casualties."It seems to me like giving a painkiller to a cancer patient," said Nava Segev, a Jerusalem resident who says her home was hit with 17 firebombs in a single week. "This tradition of coming after something happens doesn't seem effective to me."But Israel is limited in what it can do.The rock throwing is mostly the domain of young men who appear to be unorganized and leaderless, making it hard for Israel to gather intelligence on pending attacks. Israel is also concerned that a harsh response to such attacks could lead to an escalation of violence, possibly igniting a new uprising. The collapse of peace talks last year and lack of contact between the two sides has only added to the tense environment.Palestinians say the rock throwing is a visceral expression of frustration over their status in the city and particularly that of the mosque compound, where Israeli forces entered over the Rosh Hashanah holiday last week to disperse protesters who threw rocks and firecrackers. Palestinians consider the Israeli response excessive."We are talking about youth and kids who see on TV and social networks the practices of the Israeli police ... and they react to it with throwing mainly stones and in some instances firebombs to show that they are angry," said Adnan Husseini, the Palestinian minister for Jerusalem."Unfortunately, the Israeli government is responding to the anger of these kids with tough measures like allowing the use of live ammunition ... This is a license to kill."While it is unlikely that the young rock throwers receive direct orders to carry out attacks, they operate in an ideological environment that encourages attacks on Jews, said Shaul Bartal, a reserve Israeli intelligence officer who is conducting research into the phenomenon of "lone wolf" attacks for Bar-Ilan University.He said the new government measures may be able to make a dent, but short of infiltrating the Arab neighborhoods it would be hard to completely erase the threat."There can always be a situation where someone just decides to do something," he said. Sep, 18:24-EU leaders will hold an emergency summit on the migrant crisis on Wednesday (23 September), amid crackdowns on EU borders and disagreement on how to share 120,000 refugees.The "extraordinary, informal meeting” will discuss how to deal with the refugee crisis", EU Council president Donald Tusk said.The summit will come one day after a special meeting of EU interior ministers on migrant relocation.The ministers failed to agree, this week, on a European Commission proposal on redistributing another 120,000 refugees.But they did agree to an earlier Commission plan to share 40,000 people seeking protection.Tusk’s summit announcement, on Thursday (17 September), came the same day Slovenia introduced controls on its border with Hungary.It’s move is the latest in a series of crackdowns by members of the passport-free Schengen area, including Austria, Germany, Slovakia, and the Netherlands.Bulgaria, also on Thursday, said it would send up to 1,000 soldiers to its Turkish border.In Croatia, about 7,000 migrants arrived in less than 24 hours, some of whom clashed with police while trying to cross from Serbia.The clashes follow similar incidents at the Hungarian-Serbian border.Opposition-The situation in the Western Balkans and Hungary will be one of the main issues discussed by EU leaders on 23 September.The Commission proposal on relocating 120,000 people will also lead the agenda.Austria and Germany had already called for an EU summit earlier in the week.German Chancellor Angela Merkel said that creating a mandatory and permanent relocation mechanism is “the responsibility of the entire European Union”. BRUSSELS/ LEIPZIG, Germany (Reuters) - Bitterly-divided European leaders will seek to find a credible response to the continent's worst migration crisis since World War Two at an emergency summit next week.German chancellor Angela Merkel called on her peers on Sunday to accept joint responsibility." Germany is willing to help. But it is not just a German challenge, but one for all of Europe," Merkel told a gathering of trade unionists. "Europe must act together and take on responsibility. Germany can't shoulder this task alone."Striking a more skeptical tone on migration than in previous weeks, Merkel also warned that Germany could not shelter those who were moving for economic reasons rather than to flee war or persecution."We are a big country. We are a strong country. But to make out as if we alone can solve all the social problems of the world would not be realistic," she told a gathering of the Verdi trade union. European Council President Donald Tusk, who chairs European Union summits, said on Twitter on Sunday following a weekend visit to Jordan and Egypt that the EU needed to help Syrian refugees find a better life closer at home.That will be one of the topics of discussion for Wednesday's summit in Brussels as hundreds of thousands of refugees and migrants brave the seas and trek across the impoverished Balkan peninsula to reach more affluent countries in northern Europe.The 28-member bloc has struggled to find a unified response to the crisis, which has tested many of its newer members in the East that are unaccustomed to large-scale immigration.On Sunday Hungary erected a steel gate and fence posts at a border crossing with Croatia, the EU's newest member state. Small tsunami waves reached the Japanese coast Friday morning, one day after a magnitude 8.3 earthquake struck offshore Chile and killed at least 12 people.The Japan Meteorological Agency said a wave of 80 centimeters (31 inches) was recorded in the port of Kuji in Iwate prefecture, part of the same northeast region hit by a much larger and deadly tsunami in March 2011.No injury or damages have been reported from the waves, but some coastal towns have issued evacuation advisories as a precautionary step.The first reports of tsunami waves came from Iwate Prefecture around 6:20 a.m. local time Friday. By 7:30 a.m., tsunami waves as high as 0.4 meter (1.3 feet) had been reported at Kujikō in Iwate Prefecture as well as at Erimo on the northern island of Hokkaido.The agency issued a tsunami advisory before dawn Friday for Japan's entire Pacific coast, from Hokkaido in the north to Okinawa in the south.Agency official Yohei Hasegawa said the waves reached northern Japan first and were moving toward the southwest. He said the agency expects the swelling of the waves would continue for a while and could go as high as 1 meter (40 inches), and urged residents to stay away from the coast.Smaller waves have been detected across the country, up to 50 centimeters (20 inches) in Erimo on Hokkaido and 20 centimeters (8 inches) in Fukushima prefecture, home to the nuclear power plant destroyed by the 2011 disaster.The northern Japanese coasts, especially those in Iwate, have been affected by tsunami induced by earthquakes near Chile in the past. L'Avana-Francis has held a face-to-face meeting with Fidel. After celebrating mass in Plaza de la Revolución, the Pope met the “líder máximo” in his home-turned-clinic. Fidel handed over the reins of power to his brother Raúl seven years ago, due to his ailing health.The director of the Vatican press office, Fr. Federico Lombardi, announced the news, explaining that the visit lasted just over half an hour, the same amount of time Benedict XVI had spent with him during his visit three years ago. “Francis arrived at Fidel’s residence with a small entourage”. He was waiting for Francis with his relatives, his wife Dalia and his grandchildren. The climate “was cordial and informal”.At the end of his meeting with Ratzinger back in 2012, Castro had asked the then Pope to recommend him a book to read. Francis remembered this and brought him two books by Don Alessandro Pronzato, a priest and catechesis expert: the first is about good mood and joy as important elements of spiritual life and the second, titled "La nostra bocca si aprì al sorriso. Umorismo e fede" (“Our mouth opened up to smiling. Humour and faith”) and the second is titled “Vangeli scomodi” (“Uncomfortable Gospels”). The Pope also gave him a book and two CDs with the homilies of Fr. Armando Llorente, the Jesuit priest who had taught Castro at the Belén Jesuit preparatory school. Finally, Francis gave him copies of his Apostolic Exhortation “Evangelii Gaudium” and his more recent “Laudato Si’” encyclical.FR. Lombardi said topics discussed included “protection of the environment and the great problems faced by today’s world”. Castro presented the Pope with a personally inscribed book titled “Fidel y la Religión” (“Fidel and Religion”). HAVANA (CNS) -- Pope Francis began his visit to Cuba praying for greater freedom for the island's people and calling on U.S. and Cuban politicians to continue moving toward fully normal and neighborly relations.Meeting President Raul Castro and speaking before a small crowd at Havana's Jose Marti International Airport Sept. 19, Pope Francis said the Cuban-U.S. rapprochement announced in December is "an event which fills us with hope" after decades of tensions and a 55-year-old economic embargo against Cuba.The new U.S.-Cuban relationship, which leaders of both countries said the pope had a role in facilitating, are "a sign of the victory of the culture of encounter and dialogue," Pope Francis said."I urge political leaders to persevere on this path and to develop all its potentialities as a proof of the high service which they are called to carry out on behalf of the peace and well-being of their peoples, of all America, and as an example of reconciliation for the entire world," the pope said.Briefly straying from his prepared text, the pope said, "Our world needs this reconciliation at this time of the 'third world war,' which is being fought in stages," with multiple small conflicts going on simultaneously.Castro told the pope that the full normalization of relations with the United States "will demand resolving problems and correcting injustices."The economic embargo, established by the United States in 1960, "is cruel, immoral and illegal, and it should cease," Castro said. on the flight from rome to havana-As has become customary, Pope Francis greeted each and every one of the journalists accompanying him on the flight bound for Cuba and then the US. He addressed a few words to them, speaking above all about how touched he was by the gesture of one of the two families of Syrian refugees being hosted in the Vatican, who came to bid him farewell before he set off on his journey. After this, Francis started going from seat to seat. He spent over half an hour speaking to the journalists (75 of them) in the rear of the plane, before coming away loaded with books, gifts, trophies, letters, tickets and tributes and having had a number of selfies taken.Andrés Beltramo Alvarez, who writes for Mexican news agency Notimex and Vatican Insider, played a message one of his two daughters had left for the Pope on his smartphone. France Presse’s Jean-Louis de la Vassiere, gave Francis a copy of her latest book about him. TV2000’s correspondent, Cristiana Caricato showed Bergoglio some emoticons that depict Francis in fun cartoon form, to which he responded: “I look much better there than in real life.” Another journalist representing Telemundo, presented him with a copy of the Emmy Award it won for its excellent coverage of the Conclave, while Argentina’s Elisabetta Piqué, gave him a box of Argentinian dulce de leche.Along with the dozens of letters he received, Francis was also given a big box tied together with a blue ribbon. It was full of empanadas, a type of meat pie that is typical in Argentina but popular throughout Latin America. The gift was given to him by Maria Antonieta Collins, a journalist from the Univision broadcasting company: while she was in Miami before returning to Rome to set off again for Cuba with the papal entourage, she stopped off at one of Miami’s top restaurants and asked for them to prepare a generous amount of empanadas, one of Bergoglio’s favourites. The empanadas stayed in a freezer in Rome for a couple of days.The Pope gave them to the Alitalia crew immediately so that they could be defrosted and offered round to everyone on board as an appetizer before lunch. They were cut into small pieces and served. In her book “Francisco. El Papa de la Gente” (“Francis. The People’s Pope”), the journalist Evangelina Himitian had described an episode that involved Francis and these famous empanadas. “I can say that I once saw him multiplying food, just as Jesus did with the bread and the fish,” she writes.  It was October 2012 and the journalist was working for the press office of Catholic and Evangelical ecumenical encounters, where Bergoglio was one of the organisers. “You were not allowed to take food into the stadium where the meeting was taking place, so during the breaks, all those present had to buy something to eat in situ,” Evangelina Nimitian writes. There wasn’t much choice: all there were were empanadas, the traditional meat pies and they were not very good. It was a national holiday so no other events had been scheduled. Someone asked Bergoglio if he would rather go to have lunch in the exclusive Puerto Madero neighbourhood, just a stone’s throw away from the stadium, where there were various elegant restaurants. But he said he was going to stay and eat with all the others.”“By the time we journalists stopped to have lunch,” Evangelina goes on to say in the epilogue, “it was already getting late and there was very little left to eat. As we walked through the room where the food was being served, Bergoglio came up to us, greeted each and every one of us and thanked us for our work. We sat at the last table. The waitress brought us a plate with five empanadas but there were eight of us. Someone took the initiative and started cutting them in half. Sharing: this was the spirit of the encounter. And anyway, we had no other choice.”“Francis saw us from the other end of the room and understood. He got up and started asking other customers if they had finished eating. He retrieved the remaining empanadas from the hands of pastors and priests, put them on a plate and brought them to us. We were moved by his thoughtful gesture and felt flattered and stunned. He had multiplied the food... the man who today occupies the chair of Peter had sensed a need and fulfilled it when no one else had noticed.”

In his first speech, he encourages the thaw which occurred in recent months, spurred by Vatican diplomacy.Speaking to journalists on board the flight to Cuba, the Pope said: "the world is thirsting for peace" and mentioned the tragic waves of migration caused by war. "I was very touched because one of the families of refugees who are staying in the parish of Sant'Anna came to bid me farewell: you could see the look of pain on their faces... Thank you for all the work you are going to be doing to build bridges, even small ones."In the presence of Raúl Castro, who went to greet him at the airport, the Pope quoted the poet and journalist José Martí, the 19th century revolutionary who fought against the Spanish occupation of Cuba, affirming with his words that the thaw in US-Cuban relations marks the victory of “the system of universal growth” over “the forever-dead system of groups and dynasties”. Francis encouraged “political leaders to persevere on this path and to develop all its potentialities as a proof of the high service which they are called to carry out on behalf of the peace and well-being of their peoples, of all America, and as an example of reconciliation for the entire world.”The agreement that drew Raúl Castro and Barack Obama together, leading to the resumption of diplomatic relations, was signed in the Vatican, in the presence of the Vatican Secretary of State, Pietro Parolin and Francis acted as guarantor. Now, the Pope is asking for this work to be continued and so he repeated the appeal sent out by John Paul II, who in 1998 invited Cuba, with “all its magnificent possibilities”, to open itself up to the world and the world open itself to Cuba. In his welcome speech, Raúl Castro recalled "his appreciation for the Pope's support in the process of normalisation of US-Cuban relations." "The embargo which is causing so much harm," Castro stressed, "is cruel, immoral and illegal; it needs to stop." He then sent a special greeting to those “who, for various reasons, I will not be able to meet, and to Cubans throughout the world.” Francis spared a thought for those who are unable to take part in one of the events organised in three Cuban cities, for reasons relating to work, distance and transportation or because they are in prison.At the foot of the airplane stairs the Pope was welcomed with a floral wreathe brought to him by a couple of children. He recalled that this year marks the 80th anniversary of diplomatic relations between Cuba and the Holy See. “Today we renew those bonds of cooperation and friendship, so that the Church can continue to support and encourage the Cuban people in its hopes and concerns, with the freedom, the means and the space needed to bring the proclamation of the Kingdom to the existential peripheries of society.”A clear reference to the problems the Church faces in terms of means and structures, despite the changes made following the previous papal visits. After John Paul II’s Cuban voyage, Fidel declared Christmas a public holiday and after Benedict XVI’s visit, Good Friday also became an official holiday.Pope Francis expressed the wish that Cuba, an “archipelago” facing all directions and has “extraordinary value” as a “key” between north and south, east and west, may increasingly come to discover “its natural vocation”: being “a point of encounter for all peoples to join in friendship”.In Cuba there is still hope for a meeting between the Pope and representatives of the opposition.Tomorrow Francis is to meet Fidel at his residence.

in havana-The altar prepared for the Pope’s Sunday mass in Plaza de la Revolución, is simple. Francis will be celebrating beneath a giant image of his fellow countryman, Che Guevarra. A white canopy and a dark wooden chair upholstered in red velvet have been positioned on a yellow platform. A simple cross rises up from behind the canopy. All around are symbols of the revolution, Hasta la Victoria Siempre, the statue depicting José Martí, blend with the sober posters welcoming the Pope to Cuba. One banner, which hangs above the national Theatre depicts the Holy Father washing the feet of the neglected and welcomes him as a Misionero de la Misericordia, a missionary of mercy. Here, the Castro regime hopes to receive two gifts: backing to convince the United States to lift the embargo in light of the thaw in relations and a political message that manages to at least salvage the goals of the revolution if not its results.“LIKE OUR FATHER” Alejandro came here with his guitar beneath claps of tropical thunder, to practice the musical pieces for the mass along with other young members of the choir; “The diocesan organisers were adamant that they wanted only Cuban music. And we are happy to play it.” The 30-year-old man arrived donning glasses and an ever so slightly unkempt beard, his smiley wife at his side. He could easily be mistaken for an entertainer in some European parish: We are lucky enough to have seen two Popes already in our lifetime – John Paul II and Benedict XVI – but I must admit, this time it is different. We feel Francis much closer to us. Maybe it’s because he’s Latin, he speaks Spanish and he comes from our culture, but it’s like meeting our father. And then there’s everything he’s done.” Meaning? “The revival of relations with the US. I don’t know if people on the outside can see this, but for us it means that there is a hope our lives may really change now. And we know that it would not have happened without him.”PEOPLE ARE GOING TO COME IN THEIR DROVES”-Alejandro foresees that “people are going to come in their droves, particularly young people. Many more than the authorities expect to come. Speaking of the authorities, they want the visit to be a success but not too much of a success. They estimate that around 150,000 to 200,000 people will turn up for the Pope’s mass on Sunday. These figures are low according to sources close to the Vatican but many faithful may opt to stay at home for the following reason: To get a ticket you have to give your name, surname and address: “In other words,” says one female source from within the organisation team, “attendees are going to be registered. Catholics will therefore have to decide whether they wish to profess their faith in public, putting it down in black and white and risking surveillance and potential discrimination, or to cultivate it the privacy of their home, as they have been doing for over half a century.” The perennial dilemma is this: Does one follow in the footsteps of Havana’s Cardinal Ortega, who has never defied the regime,  believing that it is more important to keep churches and seminaries open, or stand up to it?-CLOSE TO THE POOR-Speaking on the telephone from Miami, Ofelia Acevedo, the widow of  Catholic dissident Oswaldo Payá, pointed towards a possible path: “The Pope is a religious leader and his motivation for coming to Cuba is spiritual. But his pastoral care mission is very much focused on the poor and he will sadly see many poor people on the island. It is the result of over half a century of dictatorship. Ofelia is not asking Francis for any grand gestures: “No, nothing. The Pope is a very wise man, he is well aware if the situation and will say all the right things. Change in Cuba cannot come from the outside: it has to come from the Cubans. But it is important for them to feel the closeness of a pastor like Francis because then they will know they are not alone and it will give them the courage to live their faith without fear.” When the US Secretary of State, Kerry visited in August, Ofelia asked him to request the results of her husband’s autopsy which had never been released in order not to arouse suspicion about his death in fact being a murder. But she does not intend to present any such request to Pope Francis: “He already knows all there is to know, there’s no use.”THE SPEECH FRANCIS GAVE IN BOLIVIA-Diplomatic sources say the regime was astonished by the speech Francis addressed to popular movements in Bolivia  and they are hoping he will send out a similar message in Cuba. Possibly without absolving the revolution but recognising that there were no ill intentions behind it and that it is not to be written off completely. They are also expecting the Pope - during his US-Cuba stay - to put pressure on US parliamentarians to remove the embargo. Former Speaker of the House, Nancy Pelosi, on a recent visit to the island explained: not everything all together, but bit by bit, with bylaws for every provision.YOANI SÁNCHEZ-But the Cuban blogger warns: “The Pope will have to perform some very delicate diplomatic acrobatics in order to achieve the things he wants for the Church and the people, avoiding the risk of being used by the regime.” The Damas de Blanco, relatives of political prisoners who meet every Sunday in the church of Santa Rita in Miramar, go further, asking for concessions in exchange for dialogue. For example, the regime has freed 3,522 common prisoners to celebrate the Pope’s visit , but just last Sunday, it had 40 or so people arrested during a Damas procession. Francis is aware of this. He may well visit Fidel but without forgetting history; and above all, without losing sight of the future.

HAVANA, CUBA-As Pope Francis lands Saturday in this long-isolated world capital for a four-day visit to the island nation, local Catholic leaders hope he will help create a new moment in history pregnant with possibility.But they also say Francis will find himself among a people still experiencing deep suffering from decades of international and internal conflict, and that the pontiff may not be able to live up to expectations placed on him since his role in the thawing of relations of Cuba with the United States."I think the pope is going to disappoint most people, because he's not coming here on a political visit," said Jesuit Fr. Alberto García, a native Cuban and staff member of the Centro de Espiritualidad Pedro Arrupe, a faith formation center in Havana."Some people are expecting the pope to really challenge and confront the government," said the Jesuit. "He's not going to do that. He's coming here ... as a missionary of mercy."At the same time, García and others said they hoped the pope would use his visit to help build new bridges over long-lasting conflicts and also encourage healing for Cuba's people.There's more to NCR than what you read online. Juan Miguel Arregui, the provincial of the order's Cuban province and director of the Havana's Loyola Center for Culture and Faith."It's a moment of expectations, of opening, of big hopes for change," said Arregui. "I think the pope is hoping to support that change."Francis, who has been credited by both the U.S. and Cuba for pushing forward talks that led to reestablishment of formal diplomatic relations between the two countries, is landing in Havana Saturday afternoon.The pontiff will be visiting three Cuban cities through Tuesday morning before heading to the United States, where he will visit Washington, New York and Philadelphia.In Cuba, the pontiff will celebrate an open-air Mass in Havana's Revolution Square Sunday morning before meeting with President Raul Castro later that day. The pope will then travel some 400 miles east on Monday for visits to the Cuban cities of Holguin and Santiago.Large crowds are expected for each of the pope's events and anticipation in Havana on Friday was high. Granma, the official newspaper of the country's Communist Party, printed a special supplemental section covering different aspects of Francis' life and ministry.Signs welcoming the pontiff were seen throughout the city. One Catholic church, the parish of the Sacred Heart of Jesus and St. Ignatius of Loyola, had placed a person-sized corkboard in its lobby asking people to write down their messages to the pope.Some left incredibly moving testimonies on the sign, with one asking him to pray for jailed Cuban dissidents who "suffer in unhealthy prisons."García, who returned to Cuba in 2001 after spending decades abroad, said that Francis will find himself in a country that "needs an unbelievable amount of healing.""There are many wounds," the Jesuit said. "There are many people who have been hurt because of the separations, families torn because of the political situations."The church in Cuba, he said, has two missions: " One is to heal, and the other one is to restore faith in the possibility of a life here in this country."Many people in Cuba, the priest said, have lost hope."There is an enormous sense of disheartenment," he said. "People have lost faith. They just plod along without a great deal of enthusiasm. That hurts. There are many young people who are here in Cuba, but their minds and their hearts are elsewhere. They are like exiles living here."Arregui, a native Spaniard who took up his role in Cuba in 2008, said he hoped Francis might address the spiritual dimension of peoples' struggles."Problems are not caused by laws alone," said the provincial. "We need spirituality. Before God, we are all brothers. And as brothers we need to treat each other with dignity."Comparing Francis' visit with visits to Cuba by popes John Paul II in 1998 and Benedict XVI in 2012, Arregui said that the current pontiff is helping to bring alive famous words spoke by John Paul during his visit.In that visit, John Paul called on Cuba to “open itself to the world, and for the world to open itself to Cuba.”"I think that now that is beginning to be more true," said Arregui, saying that Francis' role in the thaw in relations with the U.S. helped "break that blockade of communication" when "Cuba was very enclosed within itself."The Jesuit provincial also said he hoped that the pope could help build better bridges between the church and the government in Cuba."A bridge exists, but we could say that it's still fragile," said Arregui. "It needs to grow in trust, in articulation of common activities, and liberty of action of the church in society."For others, Francis' decision to combine his trip to Cuba with an immediate trip to the U.S. raises hopes that the pope might use the occasion to continue to build closer ties between the countries.And those hopes are enmeshed with some deep emotions. Many Cubans have family members living in the States. Because of continuing restrictions on travel, they may not have seen each other in years. Asked if Francis might use his combined tour to Cuba and the United States to give some sort of message about the island nation, one Cuban woman immediately broke down in tears.Explaining haltingly that her son lives in the States, Magda Valdés said she hopes the pope will "bring a message of peace and love, of tolerance, of reconciliation" from Cuba to the U.S."The Cuban family is divided, and a large part of it is over there," said Valdés, the executive secretary for the Jesuits' Cuban province."Countries need to learn how to live while recognizing each other's differences, and to respect their decisions," she said. "There has to be a transparent and respectful dialogue at all times, independently of whether or not we agree. I think that's the way forward of respect, love, peace."Another Cuban woman said she hopes Francis is able to use his joint Cuba-U.S. trip to relay a message to the Cubans' northern neighbor that they  "very much want a relationship between the two peoples."The pontiff, said Iraida Rodriguez, is already building a bridge for that relationship between the countries."He has the foundations of that bridge already built," said Rodriguez, the receptionist at Havana's Loyola Center for Culture and Faith."The Cuban people have good intentions to be united," she said. HAVANA | By Andrew Cawthorne-Pope Francis begins a nine-day tour of Cuba and the United States on Saturday where he will see both the benefits and complexities of a fast-evolving detente between the old Cold War foes that he helped broker.Better sensitized to the issue than predecessors because of his Latin American roots, the 78-year-old Argentine pontiff facilitated a back channel for talks and sent missives to Presidents Raul Castro and Barack Obama in 2014.That bore fruit with this year's re-establishment of diplomatic ties and the easing of some travel and trade restrictions though a half-century-old economic embargo is still in place, only removable by the U.S. Congress."We all want to say thank you so much Francis for helping us end this absurd situation we have endured for so long," said plumber Osmany Lopez, 63, who planned to be on the streets of Havana to see Francis' motorcade from the airport on Saturday. Many of those preparing to greet Francis carried banners with the slogan: "Missionary of mercy, welcome to Cuba!"Raul Castro - who like his brother and former revolutionary leader Fidel Castro was baptized as a Catholic and educated by Jesuits - was expected at the airport to meet the pope who left Rome in the morning on a nearly 12-hour flight to Cuba.It will be the third papal visit to the Caribbean island in less than two decades.Despite making Cuba constitutionally atheist and repressing Catholics in the early years after their 1959 revolution, the Castro brothers have relaxed that stance since the 1990s.Raul Castro even told the Jesuit Francis earlier this year he may start praying again and return to the Church.-MOMEN TUM FOR CHANGE-The pope is to celebrate Mass in Havana, Holguin and Santiago before flying on Tuesday to the United States, where he will meet Obama and address both the U.S. Congress and United Nations.Having helped bring the U.S.-Cuba rapprochement, he is unlikely to wade much further into the future of relations where a web of legislation, vested interests, and decades-old resentments are braking the pace of change.But Francis may well use the Cuba leg to touch on the Vatican's well-known opposition to the U.S. embargo. He might also call for greater political tolerance from the ruling Communist Party, which still treats dissidents as pariahs.In a video chat with Cuban students, shown by broadcaster CNN on Friday, the pope referred to a potentially touchy subject for his Cuban hosts, saying leaders who did not promote other leaders "are no good, they are dictators."But in a formal message to Cubans prior to his arrival, the pope stuck to a strictly non-political script: "My message is very simple: Jesus loves you very much," he said.An estimated 60 percent of Cuba's 11 million people are baptized Catholic, the Church says, but fewer than 5 percent regularly attend church, and at least an equal number are believed to follow Afro-Cuban religions.Nevertheless, excitement over the pope's visit was palpable across Cuba.
