vatican city-In an age when many, at different levels, consider the terms “dialogue” and “diplomacy” as equivalent to do-goodery and feeble compliance, when they are not believed to be as effective as swear words, the message the Americas have sent out with the thaw in US-Cuna relations is a significant one.In his audience with thirteen new ambassadors to the Holy See who presented their Credential Letters yesterday, Francis spoke of diplomacy as work that is carried out “in small steps”, bringing people together and spreading fraternity and peace. Speaking off the cuff, the Pope said: “I greet you and wish your work to be fruitful, to be fertile. The work of an ambassador lies in small steps, small things, but they always end up making peace, bringing closer the hearts of people, sowing brotherhood among peoples. This is your job, but with little things, tiny things. Today we are all happy because we have seen how two peoples, distanced for so many years, made a step nearer one another yesterday. That was brought about by ambassadors, by diplomacy. Your job is noble work, very noble.”The public recognition the Pope received both from Barack Obama and Raúl Castro when they announced the thaw in relations between the United States and Cuba triggered many different reactions. Some placed a strong emphasis on the importance of Francis’ role, while others wrote that Bergoglio only played a minor role because Wednesday’s events were in fact the result of a process that had begun a long time ago.Some observations can be made without the risk of placing too much emphasis or playing down any particular aspect, but trying to apply Francis’ “small step” philosophy. These observations are made using measured words as the Vatican Secretary of State, Pietro Parolin did in his interview with Vatican Radio. The first regards Vatican diplomacy taking centre stage again on the international scene. This return to the spotlight is not purely a media thing and it is not fleeting: although it is true that the Secretariat of State gave public confirmation of the role played by the Holy See, it is also true that negotiations went ahead with the utmost confidentiality, without indiscretions being leaked. It was a resumption of relations.“Time is greater than space,” one of Francis favourite sayings goes. Francis follows in the footsteps of his predecessors, defending a culture of dialogue and encounter. Another observations is this: the resumption of relations is undeniably partly down to the contribution of the Pope “from the other side of the world”: Both friends and heads of State traditionally close to the Holy See as well as individuals who are less close to it, recognise the Bishop of Rome’s credibility and personal testimony.The third observation is in relation to the low-profile but important role played by the Vatican Secretary of State, Pietro Parolin. As Apostolic Nuncio to Venezuela, he got to know the problems affecting the region and he is currently handling the Holy See’s delicate relationship with China. Then there are the tragic circumstances currently affecting the Middle East. Interestingly, there are currently diplomats who occupy key positions in the Secretariat of State and have connections with Cuba. The Substitute of the Secretariat of State, Angelo Becciu, was previously Nuncio to the Caribbean island, while Dominique Mamberti, who was recently nominated Prefect of the Apostolic Signatura, visited Cuba when he was the Vatican’s “minister of foreign affairs”.John Paul II and Benedict XVI’s visits certainly helped move the process forward. The process was guided by the Cuban Episcopate, primarily by Cardinal Ortega y Alamino, as well as by the US Episcopate. So the sign of hope contained in Obama and Castro’s announcements – naturally the merit for this goes mainly to the two leaders – is the fruit of a process that saw the Catholic Church engaged in efforts to facilitate dialogue between the two sides, dialogue between communities and the end to an embargo which weighs on the population.Of course, in a world that is the theatre of a “piecemeal World War III”, to use another of Francis’ favourite phrases, in a world of conflicts driven by religion and fundamentalism, there are other situations that are far more frightening due to the tragic, far-reaching effects of the horrors involved and the apparent impossibility of reaching a negotiated solution. The Pope and the Holy See as a whole become the targets of Eastern and Western fundamentalists, of those who firmly believe in religious wars, of those who want an Armageddon between Western “crusaders” and Islam. The patient efforts made taking “small steps”, in an attempt to find feasible ways of stabilising a situation seem to be utopias. The Holy See sometimes finds itself isolated as a result of its relentless calls for multilateral diplomacy, calling for solutions that are shared by the United Nations, even when this is necessary in order to “stop the unjust aggressor”.“More dialogue is needed, not less,” Francis and his collaborators keep on stressing, conscious that their voice is often faint and certainly powerless against the powers and powerful of this world. It is a voice that interested solely in saving human lives, promoting peace and alleviating the suffering of civilians. It is a voice that has never to this day sought praise and has no interest in planting flags.

Because of course, every decision and especially every decision of this kind, of this dimension and of this level of importance, has a huge amount of work behind it, involving effort, patience and small steps taken. He mentioned three points in that speech: peace, which has always been a fundamental element of the actions and diplomacy of the Holy See throughout history; today, the fight against poverty; and he also talked about “building bridges”. This is what ecclesiastical diplomacy is about. In this case, bridge-building involved facilitating dialogue between the two sides, so the Holy See – as the press release says – acted as a mediator so that the two parties could meet and conclude these efforts in a positive manner. So mediating to bring about a positive conclusion to a question is also a typically diplomatic action.” Parolin then talked about the positive effects this could potentially have for the entire Latin American region. “Naturally, such an action will have positive repercussions for the whole Latin American region and I hope so because I believe there are situations that need to be improved or resolved. So the fact that a sort of example has now been set, showing that two nations whose relations were beset by so many problems and difficulties were able thanks also to the goodwill and courage of their leaders – I wish to highlight this too, because I think it is important to stress this too, that it took a great deal of courage to achieve this result – could inspire other leaders to be as courageous in seeking a path of peace and encounter.”Finally, the Secretary of State answered a question about the consequences the latest events will have for the Cuban Church. “I heard that church bells rang in Cuba too which means the Church welcomed the news with joy. I think this is another step that will help the Church to continue to improve its work within Cuban society, to build ever greater solidarity and do its bit for Cuban society as a whole. I would like to say that there have been so many contributions but we really need to thank God for this step. It is a good sign and good news in the midst of all the negative news in the world today. vatican city-“The Holy Father wishes to express his warm congratulations for the historic decision taken by the Governments of the United States of America and Cuba to establish diplomatic relations, with the aim of overcoming, in the interest of the citizens of both countries, the difficulties which have marked their recent history.” Shortly after Barack Obama and Raúl Castro concluded their conversation, broadcast live on television, the Vatican Secretariat of State issued a statement in Italian, English and Spanish.The statement confirms the news that “in recent months, Pope Francis wrote letters to the President of the Republic of Cuba, His Excellency Mr Raúl Castro, and the President of the United States, The Honorable Barack H. Obama, and invited them to resolve humanitarian questions of common interest, including the situation of certain prisoners, in order to initiate a new phase in relations between the two Parties.” “The Holy See,” the statement reveals, “received Delegations of the two countries in the Vatican last October and provided its good offices to facilitate a constructive dialogue on delicate matters, resulting in solutions acceptable to both Parties.” “The Holy See,” the Secretariat of State’s message concludes, “will continue to assure its support for initiatives which both nations will undertake to strengthen their bilateral relations and promote the wellbeing of their respective citizens.”In their speeches, both Obama and Castro make explicit reference to the instrumental role the Argentinean Pope played in bringing about the historic thaw in relations between two countries that have been at loggerheads with one another since Fidel Castro seized power in January 1959 through a Marxist revolution, just a few kilometres from the US coast. President Obama wished to thank Pope Francis “in particular”, “for [trying to make the world] as it should be, instead of accepting it as it is.” Instants later, Argentina’s President Cristina Kirchner and her counterparts, Bolivia’s Evo Morales and Venezuela’s Nicolas Maduro, who were attending a meeting of Latin American leaders, praised the Pope for the role he played: the Venezuelan President emphasised Francis’ identity as a “Latin American Pope, our Pope”, pointing out that this historic turnaround in US-Cuba relations is a “wonderful present” for Francis to receive on his 78th birthday (celebrated on 17 December).Presidents Obama and Castro confirmed that the Pope issued a “personal appeal” to both leaders, urging them to resolve the Alan Gross case – the USAID contractor was released this 17 December after five years in prison – and those of three Cuban agents who had been held in the US for 15 years. Francis’ letter, which is part of a broader Vatican initiative, “gave us greater impetus and momentum for us to move forward,” a senior Obama administration official revealed to reporters in Washington, just minutes before Obama and Castro’s simultaneous press conferences.The Holy See has always kept a close eye on the Cuban situation. Previous papal efforts to mend US-Cuban relations include John XXIII’s role in the resolution of the Cuban missile crisis, John Paul II’s visit to the island in 1998 and Benedict’s visit in 2012. Both met Fidel Castro (who was taught by Jesuits in his youth) but Joseph Ratzinger was accompanied every step of the way by Fidel’s brother Raúl who became President of Cuba in 2008. Furthermore, the Vatican’s then Secretary of State, Cardinal Tarcisio Bertone – who personally visited the island – had already paved the way for Benedict XVI’s trip, thanks to the contact he had maintained with Cuba over time. Others who helped pave the way for Ratzinger’s visit were Bertone’s two deputies: the now outgoing Secretary for Relations with States, Dominique Mamberti - who visited the Caribbean island at the time - and his “substitute”, Mgr. Angelo Becciu, who was Apostolic Nuncio to Cuba. In those years Spain’s former minister for foreign affairs, Miguel Angel Moratinos, visited the Vatican to discuss potential diplomatic mediation to allow the release of political dissidents detained in Cuba.Speedier progress in relations came with the election of the first ever Latin American Pope to the Chair of Peter. The man who published the notes made by the then Archbishop of Buenos Aires in the days prior to the Conclave (for a speech that was to prove decisive in his selection as a candidate for the papacy), was the Archbishop of Havana, Jaime Lucas Ortega. This gives an indication of how intense relations were. In recent years, an increasingly important role in the Castro establishment, has been played by Havana City Historian Eusebio Leal Spengler, a Catholic. Furthermore, for the first time in thirty years, the US has a Catholic Secretary of State, John Kerry. Last January, he went to Rome especially to meet the new Vatican Secretary of State, Cardinal Pietro Parolin. The Holy See did not mention Cuba among the issues the two discussed during their encounter, but in a press conference held in Rome after the meeting took place, the head of US diplomacy himself, explained that he had “raised the issue of Alan Gross and his captivity,” adding that he “hope[d] very much that there might be able to be assistance with respect to that issue.” 12 months later (last Monday), John Kerry visited Parolin again. The Vatican mentioned Cuba’s Guantanamo detention facility for suspected terrorists among the issues looked at. But there was no specific reference to Cuba itself on this occasion either. The diplomatic breakthrough was to be announced to the world by Barack Obama and Raúl Castro on the evening of 17 December.

Rome-May the Church be a mother, not an entrepreneur. This was Francis’ wish at his last St. Martha House mass for 2014. In his homily the Pope also underlined that power makes the Church “sterile”.
Today’s mass focused on the “new Creation” symbolised by the birth of the Son of God who recreates all things.Francis’ homily was based on today’s readings, which speak of two miraculous births, those of Samson and John the Baptist, both born to women who were formerly sterile. For the people of Israel, he said, it was "almost a curse not to have children" and in the Bible we meet many sterile women sterile for whom "the Lord performs a miracle."The Church, Francis emphasised, "shows us these symbols of sterility just before the birth of Jesus, even when referring to woman unable to have a child for her decision to remain a virgin." That said, it is "the sign of a human person incapable of moving one step forward". Therefore, the Church "wants us to reflect on the issue of human sterility". From sterility, the Lord is able to restart a new lineage, a new life. And that is the message of today. When humanity is exhausted and can no longer go forward, grace comes, and when the Son comes Salvation comes. And that exhausted Creation gives way to a new creation...""This 'second' creation when the Earth is exhausted is the message for today," Francis said. “We, he added, are waiting for Him who is "able to recreate all things, to do new things. We look forward to news of God."
