Researchers at Lockheed Martin Corp.'s Skunk Works, announced on Wednesday their ongoing work on a new technology that could bring about functional nuclear reactors powered by fusion in the next 10 years.But most scientists and science communicators we talked to are skeptical of the claim."The nuclear engineering clearly fails to be cost effective," Tom Jarboe told Business Insider in an email. Jarboe is a professor of aeronautics and astronautics, an adjunct professor in physics, and a researcher with the University of Washington's nuclear fusion experiment.The premise behind Lockheed's 10-year plan is the smaller size of their device. The scientists are designing an improved version of a compact fusion reactor. The CFR generates power from nuclear fusion by extracting energy through the extremely hot plasma contained inside it.The plasma consists of hydrogen atoms that, when heated to billions of degrees, fuse together. When this happens they release energy, which the CFR then extracts and can eventually transfer into electricity. Traditional containment vessels for these plasmas are called tokamaks, and they look like hollowed-out doughnuts and are the size of an average apartment. Lockheed says its new CFR can generate 10 times more power than a tokamak in a space that could fit on the back of a large truck, according to Aviation Week. But Jarboe disagrees."This design has two doughnuts and a shell so it will be more than four times as bad as a tokamak," Jarboe said, adding that, "Our concept [at the University of Washington] has no coils surrounded by plasma and solves the problem."Although Lockheed Martin issued a press release saying it had several pending patents for its approach, the company has yet to publish any scientific papers on this latest work."It's really great that Lockheed has taken an interest in this important challenge of providing carbon-free energy to the world," Michael Zarnstorff, deputy director for research at the Princeton Plasma Physics Laboratory, told Business Insider in an email. "We haven't seen any results from the Lockheed experiments but the design is an interesting concept and it looks like they are at a very early stage of exploring this configuration."While Zarnstorff remains optimistic, others are not ready to believe the hype.Swadesh M. Mahajan, a thermonuclear plasma physicist at the University of Texas, told Mother Jones reporter James West that there were many reasons to be skeptical of the announcement. Specifically, "We know of no materials that would be able to handle anywhere near that amount of heat," for a device as small as Lockheed is proposing.As of now, Lockheed's results are purely theoretical, so it's hard to know whether they will work in reality, Rosi Reed, an assistant professor of physics at Wayne State University and researcher at the Large Hadron Collider, told Mother Jones.When asked if the concept of Lockheed's new design was in any way unique or novel, Zarnstorff told Business Insider that it was too early to tell.While headlines touted Lockheed's results as a "breakthrough" that could "change the world forever," the corporation used no such language in its press release. BRUSSELS - The eurozone appears to have come back onto the markets' radar amid low inflation, poor economic news from Germany, and Greece's bailout exit plans.Greece's long-term borrowing costs went above 8 percent on Thursday (16 October) - their highest for almost a year - as investors took fright at the fragile political situation in the country.The government in Athens has tried to shore up popular support by suggesting it will exit its bailout programme with the International Monetary fund more than a year early.But the recent announcement spooked investors, unconvinced that Greece can stand alone. Long-term borrowing costs also jumped in the weak periphery states, Spain, Italy, and Portugal.The market jitters - while not comparable to the height of the eurozone crisis in 2011 and 2012 - come as the eurozone's main economies are once again at odds over policy responses.Germany continues to insist that the euro rules on debt and deficits ceilings must be adhered to.Chancellor Angela Merkel - in an apparent reference to Paris and Rome - on Thursday said: "All - and I stress here once again - all member states must fully respect the reinforced rules of the stability and growth pact."But France and Italy are fighting a rearguard action for more flexibility saying budget slashing will condemn them to further low growth.Paris is on collision course with both Berlin and the European Commission after having indicated that it wants an extra two years to bring its budget deficit to below 3 percent of GDP.Italy, meanwhile, has submitted a national budget for 2015 which brings the country to the edge of breaking the rules.The European Commission, which under beefed-up eurozone rules receives national budgets in October each year, will announce its assessment of them all on 4 November.Behind the highly politicised budget drama in Brussels is the wider context of deflation concerns in the eurozone after data published Wednesday showed inflation sank to a five-year low in the 18-country region.On top of this, Germany earlier this week lowered its growth projections for 2015 from 2 percent to 1.3 percent. It also said it will continue its own austerity policies.Central banks have been slow to take up the ultra cheap loans offered by the European Central Bank (ECB). And the decision by its chief Mario Draghi to buy repackaged loans from banks to try and counter low inflation has come under strong criticism in Germany.The ideological differences between Berlin and the ECB on what is the best policy action is weighing down on Draghi's famous promise to "do whatever it takes" to save the euro.Phillipe Gijsels, chief strategy officer at BNP Paribas bank, told this website markets are reacting to a series of issues including economic worries about the eurozone, as well as the geopolitical situation in the Middle East and spread of the Ebola disease.In addition investors are questioning Draghi's assertion that "everything would be ok as long as the central bank puts enough money in the system."The ECB in early October announced it would start buying bank securities worth up to €1 trillion between now and the end of the year, another step in series of measures it has taken to try stimulate lending and counter deflation.The "eurozone is not necessarily heading to a new crisis" said Gijsels.But he adds: "The key basis for a still positive view is that the European economy does not go into recession. BRUSSELS - A Russian gas cut-off would have a “substantial impact” on eastern Europe, but even the most vulnerable countries - Bulgaria, Estonia, and Finland - could get through the winter.The European Commission “stress test”, published in Brussels on Thursday (16 October), estimated what would happen if there was no Russian gas for the next six months.It noted that Bulgaria and Finland would end up with gas supply shortfalls of 100 percent, while Estonia would miss 73 percent.Lithuania (59%), Hungary (35%), Romania (31%), Poland (28%), Greece (18%), Slovakia (17%), Latvia (15%), and Croatia (12%) would also suffer.But the impact is less worrying than it looks at first glance due to possibilities of: tapping storage vats (currently 90% full in most of Europe); using interconnectors to move gas round the EU; buying more liquid gas on world markets; boosting imports from Norway; and switching to other fuels, such as biomass.Latvia, for instance, buys 100 percent of its gas from Russia. But it also hosts a massive storage facility - Incukalns - which is filled up every summer and which normally sells gas back to Russia in winter.Lithuania also gets all its gas from Russia, but is set to open a liquid gas terminal at Port of Klaipeda in December.Meanwhile, gas accounts for just 10 percent of the total energy mix in Estonia and Finland. Estonia relies primarily on its own oil shale, while Finland uses a mixture of fossil fuels, nuclear, hydro, and wind power.The survey said the Baltic and some central European states might have to curb power supplies to “non-protected customers [non-households], particularly towards the end of the modelled period”.It also said the greater imports of liquid gas would come at a price.But it added that Finland could “replace all the [Russian] gas volumes without the need to curtail demand”.The study said Bulgaria, which is “long on electricity”, could trade it for Greek gas “to keep both sectors stable in the two member states”.Bulgaria might also be allowed to keep its Varna coal plant running beyond the agreed closure date of 31 December.
Energy commissioner Gunther Oettinger told press: “If we work together, show solidarity and implement the recommendations of this report, no household in the EU has to be left out in the cold”."We can show to our Russian partners there is no point in using gas as a political strategy because we’re ready for it”.He said the worst case scenario is “unlikely” and added that he is “optimistic” Russia and Ukraine will clinch a deal on winter prices “by next week”, safeguarding EU transit.EU countries had asked for the stress test back in May due to the Ukraine conflict.The EU’s most severe sanctions options on Russia involve stopping purchases of oil and gas if the war continues to escalate.EU leaders meeting in Brussels on 23 and 24 October will also discuss energy security.Draft conclusions dated 13 October and seen by EUobserver speak of “a possible major disruption [of Russian gas supplies] in the upcoming winter”.The leaders are to agree “urgent measures” to reach an old target of having electricity interconnectors capable of carrying 10 percent of installed capacity.They are to boost the target to 15 percent by 2030.They also aim to give the commission more of a say when EU states negotiate supply contracts with Russia in future.“In order to increase the EU's bargaining power in the energy negotiations … member states and involved companies provide relevant information to the commission and systematically seek its advice throughout negotiations”, the draft text notes.

Brussels - A week before the start of a Brussels summit on climate goals, member states disagree on various points of the so-called climate and energy policy framework for 2030.During the summit, government leaders will try to agree how the bloc's 28 countries will counter climate change.On Monday (13 October) the general secretariat of the European Council sent its draft conclusions to the member states.In the comments on the draft conclusions member states wrote this week – of which EUobserver has seen 22 – the disagreement appears largest on targets for energy efficiency and on which share of energy consumed in the EU should be from a renewable source in 2030.Cyprus and the United Kingdom commented that they do not want any target for energy efficiency improvement.At least seven mostly central and eastern European countries want 25 percent, while at least 12 agree with the draft conclusion's 30 percent. Denmark wants the final text to say “at least 30 percent”.There is also disagreement on whether this efficiency target should be binding or “indicative”. Only six of the 22 leaked member states' positions stated they wanted a binding target, but only at EU-level.A similar spectrum of opinions on the binding issue exists for the renewables target. The European Commission has proposed a 27 percent increase in efficiency and most member states seem to agree.But whether the target should be indicative, binding on a European level or binding on a member state level, is not yet agreed.A handful of member states wants the aim to be “at least 27 percent”, while Germany and Denmark want a 30 percent target.The draft conclusions say that a “reformed Emissions Trading System (ETS) will be the main European instrument to achieve” an EU target of 40 percent reduction in greenhouse gas emissions.But the ETS is not seen as effective due to a high number of permits available on the market.Earlier on Thursday (16 October) German chancellor Angela Merkel said that although government leaders will try to reach an agreement next week, "it is unclear" if they will be able to."Those who know Europe, know how important it is to be patient", she said.

The topics were presented by the ten circuli minores, the different language groups the bishops have been split into (3 Italian groups, three English Groups, two Spanish and two French groups) and the contributions published by the Vatican. These are amendments to the relatio post disceptationem, the document which summarised the first week of discussions and will be voted on on Saturday afternoon. After this, the final document, the relatio synodi, will be published. The debate focused on two areas in particular: communion for remarried divorcees, which remains an open question and same-sex couples. Some groups urged caution regarding the openness the relatio post disceptationem showed towards such couples.“While some Synod Fathers say: ‘Be careful, we should not forget about the doctrine’, there is also a need for accompaniment in certain situations, hence the Pope’s references to [the Church as] a field hospital,” the Archbishop of Vienna, Cardinal Christoph Schönborn – who spoke in today’s briefing – said. “In families it often happens that the mother says ‘it’s too dangerous’, while the father says ‘no, don’t be scared’. We are all part of a big family.”Today’s was an open, collegial and “heated” debate, where disagreements did come to the fore. But the discussions don’t end here. The first Italian group, for example, emphasized the Church’s “closeness” as an “open house”, reiterating, however, that gay unions cannot be equated to marriage. OTTAWA - The Conservative government plans to amend the law governing the Canadian Security Intelligence Service to give the spy agency greater ability to track terrorists overseas.Public Safety Minister Steven Blaney said Thursday the extremist threat has become more complex since the law was passed 30 years ago, adding the dangers to Canada do not stop at the border.As expected, Blaney said the government would also take steps to ensure CSIS can protect the identity of its sources — a plan that has already rankled lawyers who have experience defending terror suspects.The bill, to be tabled next week when Parliament returns, would clarify CSIS's ability to act on threats abroad, he added. "These tools will ultimately allow CSIS to conduct investigations into potential terrorists when they travel abroad, meaning that those individuals will be tracked, investigated, and ultimately prosecuted."Under the CSIS Act, which took effect in 1984, the spy agency already has the authority to collect intelligence anywhere in the world about security threats to Canada.Blaney offered no details on how exactly the government would change the CSIS Act, what the revisions would allow the spy service to do that it can't do now, or how sweeping the new source protections would be.A spokesman for the minister would not answer these questions.Blaney was joined at a news conference in Banff, Alta., by Andy Ellis, CSIS assistant director of operations, and RCMP deputy commissioner Janice Armstrong.Ellis said the changes would address a scathing judgment from Federal Court Justice Richard Mosley that took CSIS to task for requesting warrants in 2008 that would allow the spy service to track two Canadians abroad with the technical help of the Communications Security Establishment, Canada's electronic spy agency.CSIS failed to disclose to Mosley that CSEC's foreign counterparts in the Five Eyes intelligence network could be called upon to help — something the judge called "a deliberate decision to keep the court in the dark about the scope and extent of the foreign collection efforts."Canada and other western nations fear that citizens who travel overseas to take part in the Islamic State of Iraq and the Levant's guerrilla-style battles could come home with intent to do harm.The federal plan to bolster security powers follows a recent statement from the RCMP that the national police force has about 63 active investigations on 90 suspected extremists who intend to join fights abroad or who have returned to Canada.Extending protection for informants could mean defence counsel and even judges would never have the right to question human sources who provide information on behalf of CSIS in court proceedings — such as when the government attempts to deport a suspected terrorist using a national security certificate.Ottawa lawyer Norm Boxall, who represents Algerian refugee Mohamed Harkat in a security certificate case, said he is "far from convinced" the spy service needs the new privilege."The onus should be on them to establish the need to do this," Boxall said in an interview. "On the public record, there isn't the evidence out there to support this."Toronto lawyer Paul Copeland, who previously represented Harkat, said giving the class privilege to intelligence informants would be "highly dangerous.""The only way you test evidence, in my view, is by cross-examining on it," he said. "I think if they pass this class privilege, nobody will ever get at a human source in a national security case."Copeland later served as a special advocate — a security-cleared lawyer who reviews and tests the federal evidence — in Harkat's certificate case. He remains on the roster of special advocates periodically called to take part in security proceedings.The Federal Court of Appeal said in 2012 that human sources recruited by CSIS did not have the sort of blanket protection that shields the identities of police informants, even from a judge.In the case of CSIS, this is instead decided on a case-by-case basis.The Supreme Court agreed in a May ruling on the national security certificate regime that there should be no overarching privilege for CSIS sources. The high court said the security certificate generally ensures that their identities remain "within the confines of the closed circle" formed by the reviewing judge, the special advocates and federal lawyers.The court noted the judge reviewing a certificate has discretion to allow the special advocates to interview and cross-examine such informants in a closed hearing, but said this should be "a last resort."Making it standard practice to cross-examine CSIS sources, even behind closed doors, could "have a chilling effect on potential sources" and hinder the spy service's ability to recruit new ones, the court added.Two judges — Rosalie Abella and Thomas Cromwell — dissented on the issue, saying CSIS informants are entitled to an assurance that the promise of confidentiality will be protected. "This can only be guaranteed by a class privilege, as is done in criminal law cases."Copeland points to a notorious chapter of the Harkat case in arguing there is good reason to test the credibility of human intelligence sources.In a 2009 ruling in Harkat's case, Justice Simon Noel said CSIS "undermined the integrity" of the Federal Court’s work by failing to disclose relevant details of a polygraph examination of a source. CSIS neglected to tell him a secret informant failed portions of the lie-detector test — a lapse the spy service itself has called "inexcusable."Currently police can use information from secret informants to obtain search warrants or wiretap authorizations without fear the sources will be subject to cross-examination. However, if those same informants are used as evidence of an accused person's guilt, the protection does not apply.The new federal bill should include the same sort of protection to ensure fairness for someone facing allegations in a security proceeding, Boxall said.CSIS makes "every attempt to ensure that the information we're getting is accurate and corroborated," Ellis said. Kerry blamed Israel for the rise in global jihadism on Thursday, pointing the finger straight at Jerusalem - despite a long and seasoned history of Washington's own failures in the Middle East. Kerry insisted that Israel "humiliated" the Palestinian Arabs and that it has led to a "loss of dignity," leading to a recruitment draw toward ISIS."There wasn't a leader I met with in the region who didn't raise with me spontaneously the need to try to get peace between Israel and the Palestinians, because it was a cause of recruitment and of street anger and agitation," Kerry claimed, referring to a visit to Cairo that raised $5.4 billion for Hamas in Gaza on Sunday. "People need to understand the connection of that. And it has something to do with humiliation and denial and absence of dignity," he said.Kerry himself, however, was the architect of failed peace talks earlier this year, whereby an impatient PA made a unity pact with Hamas and then applied for international legitimacy at the United Nations in breach of the 1993 Oslo Accords. HONG KONG (Reuters) - Hundreds of Hong Kong police staged their biggest and boldest raid yet on a pro-democracy protest camp before dawn on Friday, charging down student-led activists who have held a key intersection in one of the main protest zones for more than three weeks.The operation in the gritty and congested Mong Kok district - across the harbor from the heart of the civil disobedience movement near government headquarters - came while many protesters were asleep on the asphalt in dozens of tents or beneath giant, blue-striped tarpaulin sheets.The raid was a gamble for the 28,000-strong police force in the Chinese-controlled city who have come under criticism for mounting aggressive clearance operations using tear gas, baton charges and a violent beating of a handcuffed protester by seven policemen on Wednesday.Storming into the intersection with helmets, plastic riot shields and batons at the ready from four directions, the deployment of 800 officers caught the protesters by surprise. Many retreated without resisting."The Hong Kong government's despicable clearance here will cause another wave of citizen protests," said radio talk show host and activist Wong Yeung-tat, who donned protective goggles over his white-rimmed glasses and sported a boxer's sparring pad on his arm as a makeshift shield.The police sweep of the protest camp in Mong Kok had been expected for several days. TOKYO (AP) — A prominent volcanologist disputed Japanese regulators' conclusion that two nuclear reactors were safe from a volcanic eruption in the next few decades, saying Friday that such a prediction was impossible.A cauldron eruption at one of several volcanos surrounding the Sendai nuclear power plant in southern Japan could not only hit the reactors but could cause a nationwide disaster, said Toshitsugu Fujii, head of a government-commissioned panel on volcanic eruption prediction.Nuclear regulators last month said two Sendai reactors fulfilled tougher safety requirements set after the 2011 Fukushima disaster. The regulators ruled out a major eruption over the next 30 years until the reactors' reach the end of their usable lifespan.A surprise eruption of a volcano in central Japan on Sept. 27 has renewed concerns about the volcanos in the region."It is simply impossible to predict an eruption over the next 30 to 40 years," Fujii said. "The level of predictability is extremely limited."He said at best an eruption can be predicted only a matter of hours or days.Heavy ash falling from an eruption would make it impossible to reach the plant, and could also affect many parts of the country including Tokyo, he said.The two Sendai reactors are the first ones approved under the new safety requirement. Prime Minister Shinzo Abe is pushing to restart the two, and any of the country's 46 other workable reactors that are deemed safe, saying nuclear power is stable and relatively cheap compared to other energy source and key to Japan's economic recovery.

WASHINGTON (Reuters) - Tornadoes in the United States are increasingly coming in swarms rather than as isolated twisters, according to a study by U.S. government meteorologists published on Thursday that illustrates another trend toward extreme weather emerging in recent years.Looking at tornado activity over the past six decades, the study in the journal Science found the total number of tornadoes annually remaining rather steady, averaging 495. Since the 1970s, there have been fewer days with tornadoes but plenty more days with many of them, sometimes dozens or more.On the list of the 10 single days with the most tornadoes since 1954, eight have occurred since 1999, including five since 2011. That year alone had days with 115, 73, 53 and 52 twisters.The meteorologist who led the study, Harold Brooks of the U.S. National Oceanic and Atmospheric Administration's National Severe Storms Laboratory in Norman, Oklahoma, said emergency management agencies and insurers should be prepared to deal more often with days with lots of tornado damage.The study analyzed the official U.S. tornado database for the six-decade period ending last year, excluding twisters below Category F1, with wind speeds of 73-112 mph (117-180 kph), on the Enhanced Fujita Tornado Intensity Scale.Some experts have blamed weather intensity seen in recent years on global climate change they attribute to human activities. This study did not, however, offer a conclusion as to a cause."Knowing that the climate now has changed from that of the 1970s makes for a circumstantial argument in favor of a changing climate playing at least some role in the tornado changes," said meteorologist Patrick Marsh of NOAA's Storm Prediction Center."There are indications that heavy rainfall events are occurring with greater frequency globally, and given a warmer climate, this makes sense," added Storm Prediction Center meteorologist Greg Carbin.But "any trend in tornado events is much more difficult to discern," Carbin added.The average number of days annually with at least 20 tornadoes has more than doubled since the 1970s to upwards of five days per year in the past decade. For days with at least 30 tornadoes, there has been an average of three per year in the past decade, compared to 0.6 days per year in the 1970s.Records for both the most and fewest tornadoes over a 12-month period have come in the past five years, with 1,050 from June 2010 to May 2011 and 236 tornadoes from May 2012 to April 2013. May is the month with the most tornado activity, followed by June and April.Tornadoes, rapidly spinning columns of air usually spawned by rotating thunderstorms, can be among the most violent weather events. Gonzalo is about 240 miles (385 kilometers) south-southwest of Bermuda and packing top sustained winds of 130 mph (215 kph)s.Forecasters say Gonzalo is moving north-northeast at 15 mph (24 kph) and its eye is expected near Bermuda by Friday afternoon or evening.Bermuda residents have been rushing to make preparations for Gonzalo, days after Tropical Storm Fay damaged homes and knocked down trees and power lines there.

(Reuters) - Tropical Storm Ana churned across the central Pacific and remained on track to hit Hawaii by Friday, forecasters said, in what could be the island's first hurricane in more than two decades.
Ana was swirling about 340 miles (545 km) south-southeast of the Big Island late on Thursday local time, packing maximum sustained winds of 65 miles per hour (100 kph), according to the U.S. National Weather Service.Tropical storms get classified as hurricanes when maximum sustained winds reach 74 mph (119 kph). While Ana had not reached those levels, the service said it could still strengthen into a hurricane on Friday before weakening over the weekend.The last hurricane to hit Hawaii was the Category 4 Iniki in September 1992. It lashed the island of Kauai with winds of more than 140 miles per hour (225 kph), killing six people and causing around $2.4 billion of damage.A tropical storm watch is in effect for Hawaii County, with storm conditions expected to arrive by Friday night, the service said. KATMANDU, Nepal (AP) — Survivors of deadly blizzards that swept through the Himalayas this week said they were caught off-guard when the weather changed quickly along high-altitude trekking routes in northern Nepal.At least 29 people were killed in a series of snowstorms and avalanches that struck at the height of the October trekking season. While more than 200 people have been rescued, sometimes plucked from mountainsides by helicopters, dozens more are still taking shelter in isolated mountain huts.The dead and injured include foreign travelers as well as Nepalese guides and local villagers caught in the storms.The skies were clear at the start of the week, said Gombu Sherpa, who was guiding a group of Germans near the Annapurna trekking circuit. But that changed suddenly when the snows blew in."We could hardly see anyone, even within a couple of feet. The wind was blowing snow and visibility was almost zero," he said in a telephone interview as he returned to Katmandu by bus. He said many people lost their way in the storm, but everyone in his group survived.One of his assistants, who was behind the group when the storm hit, was missing for an entire night, lost in the blizzard."We found him the next morning wandering in the snow. It is a miracle that he is alive," he said.Samten Sherpa of the guiding company Snow Leopard Trek said dozens of foreign trekkers were stranded at Tilicho lake, a picturesque hiking spot at 5,000 meters (16,400 feet). No one has been able to contact them for two days, and only two small lodges are at the lake, he said.Most of the affected people were on or near the popular Annapurna circuit, a 220-kilometer (140-mile) trail through the Annapurna mountain range. Mount Annapurna is the 10th highest mountain in the world.Rescue helicopters expanded their search area Friday as the weather improved, looking for people who took shelter in small lodges and huts along trails where deep snow made walking extremely difficult, said Baburam Bhandari, the top government official of the Mustang district.Helicopters rescued 40 trekkers Friday, and received information about another 50 people stranded but safe in another village, he said.Authorities rescued 78 trekkers from Mustang and 157 from the neighboring Manang district on Wednesday and Thursday, he said.Information Minister Minendra Risal said a new high-level government committee had been formed on the orders of the prime minister to monitor the rescue operation. The committee will coordinate the army, police, local administrations and private operators now involved in the rescues.Nepal's government was criticized for not helping enough in the aftermath of the storms. Its initial assistance was limited to two army helicopters.The blizzard, the tail end of a cyclone that hit the Indian coast a few days earlier, appeared to contribute to an avalanche that killed at least eight people in Phu village in Manang district. The dead included three Indian and four Canadian trekkers as well as three villagers, said government official Devendra Lamichane. Three Canadian trekkers who survived the avalanche were taken by helicopter to a shelter in a nearby town.Five climbers were killed in a separate avalanche about 75 kilometers (45 miles) to the west, at the base camp for Mount Dhaulagiri. The climbers, two Slovaks and three Nepali guides, were preparing to scale the 8,167-meter (26,800-foot) peak, the world's seventh tallest, said Gyanedra Shrestha of Nepal's mountaineering department.

Congressman Peter King (R-NY) is outraged after Centers for Disease Control and Prevention (CDC) officials dismissed Ebola after a "cursory" exam of an African man, who died on a plane to JFK Airport Thursday in a fit of vomiting.The unnamed 63-year-old had boarded an Arik Air plane out of Lagos, Nigeria the night before, a federal law enforcement source told the New York Post. While in the air, the man vomited in his seat repeatedly, and before landing in New York he died on the plane.The 145 frightened passengers were kept on board as CDC officials and police entered the plane at around 6 a.m. when it landed, but after a very brief examination that apparently did not include a blood test with lab results, they claimed the man had not died from the lethal virus.“It was what I was told a cursory examination. ...They were told there was no danger because the person did not have Ebola,” King said. "Their (passengers') concern was, how could you tell so quickly? And what adds to the concern is how wrong the CDC has been over the past few weeks."Indeed, the US experienced its first case of Ebola last month when Thomas Eric Duncan of Liberia brought the disease in.CDC protocol evidently was not enough to prevent two health care workers in Dallas from contracting the virus, and there are fears that they may have spread it further.And it also has quietly lowered the "critical temperature" for detecting the fever characteristic of Ebola, after one of the health care workers' symptoms slid by undetected."We changed to 100.4 after the first nurse presented to hospital with symptoms of disease and her temp was not the 101.5 that Ebola patients usually present when they are having vomiting diarrhea, etcetera," CDC spokesman Thomas Skinner told the Daily Caller on Wednesday. Additional alarm was raised after the second nurse, Amber Joy Vinson, was found to have boarded a flight from Cleveland to Dallas showing signs of the disease - but may have been cleared by a CDC worker to travel since her own fever was at just 99.5F. Thursday's passenger came from Nigeria, while the epidemic has been centered in the West African nations of Liberia, Sierra Leone and Guinea. However, Nigeria has already had 19 confirmed cases of the virus in addition to other possible unreported cases.The World Health Organization (WHO) said there have been no new cases known to have occurred in the last month in Nigeria, meaning that if by Monday that continues the country will be declared "Ebola-free" - meaning it still has not been declared as such.

King was particularly concerned about the handling of the case, noting that sources said "the door (to the terminal) was left open, which a lot of the first responders found alarming." The body was handed over to Port Authority police to dispose of after the "cursory" exam.The congressman wrote to the Department of Homeland Security demanding tougher protocols, while warning that 70 to 100 passengers arrive at JFK each day from the three West African countries stricken by the disease."These individuals transit the airport with the rest of the traveling population, including using the restrooms," King wrote Thursday. "Only after they arrive at the Customs and Border Patrol primary screening location that they are separated and sent to secondary inspection for a medical check and to complete the questionnaire.""I believe there should be a suspension of direct flights and connecting flights from these three countries," King said. "And maybe anyone with a visa from those countries, and who has been living in those countries, should be barred" from entering the US.The statement comes after experts have warned US President Barack Obama showed laxness against the Ebola threat despite clear warnings from US-funded studies showing the danger. Experts have also criticized the position of Obama and the UN in keeping transit open from West Africa on the claim that closing it would somehow prevent the ability to fight Ebola.Ebola has already infected at least 9,000 people and killed over 4,500 in West Africa; WHO reported on Tuesday that with unofficial figures included, the disease is showing a 70% rate of mortality, much higher than its traditional 50% rate.It also warned that by December the number of infections every single week in West Africa is liable to skyrocket to 10,000 people.The disease has not only spread to the US; on Tuesday, a UN worker infected with Ebola died after travelling to Liberia to treat the disease. There have also been several cases of infected British nationals recorded in Macedonia to the north of Greece, and a Spanish nurse became the first to contract Ebola outside of West Africa last week.

BRUSSELS - EU countries have agreed to step up Ebola screening at airports in west Africa but not in Europe, despite a British appeal.“All the ministers who spoke want to increase screening at point-of-exit in the [affected] African countries”, EU health commissioner Tonio Borg said in Brussels on Thursday (16 October) after a meeting with 21 EU health chiefs.“The [European] commission will undertake an immediate audit of screening systems in Guinea, Liberia, and Sierra Leone to check their effectiveness and to reinforce them if necessary”.He noted that the move will help victims of the virus as well as making Europe more secure.“It’s also important for individuals because if they are diagnosed they can be treated immediately”.The UK earlier this week introduced its own checks at Heathrow airport and plans to extend them to Gatwick airport and to Eurostar trains in the coming days.France and the Czech Republic are following suit, but Belgium, which operates direct flights to the African region, has declined to do so.The office of British PM David Cameron on Thursday said he will call on EU states to take similar measures at a summit in Brussels next week.“There was a discussion regarding screening across Europe and the prime minister made clear other countries needed to do more and introduce their own checks if we are to strengthen protection”, his office said in a statement.But for his part, Borg said he has no legal mandate to back Cameron’s call. “I have no right to order member states to do this. It’s their sovereign right”, he said.He added that the “informal” meeting did not lead to legally binding decisions. “I don’t even have a document [on what we agreed]”, he noted.The health ministers also called for a set of other measures.The commission is to draw up “common protocols” on an information campaign for travellers and for EU states’ information sharing on infected passengers.The campaign is to include leaflets and a new website on how to spot symptoms and where to turn for help.But there is no plan for a common EU “database” on tracing the movements of infected travellers for now.The EU executive will also hold a “workshop” on “best practices on infection control” inside Europe.It is to sign an accord with the US on using its planes to evacuate infected European health workers and it will look into EU “joint procurement” of medical supplies for Africa.Borg noted that for all the “hundreds” of people who are going back and forth to west Africa there has so far been just one case of Ebola transmission inside Europe.The case involves a Spanish nurse who treated a priest who died of Ebola after returning from Africa.Spain has also put 21 other people in quarantine as a safety measure.The Italian health minister, Beatrice Lorenzin, added: “It’s important to contain panic spreading among European citizens … to explain there is no risk of an epidemic in Europe: We have good hospitals, good systems, good doctors to treat people”.

Researchers at Lockheed Martin Corp.'s Skunk Works, announced on Wednesday their ongoing work on a new technology that could bring about functional nuclear reactors powered by fusion in the next 10 years.But most scientists and science communicators we talked to are skeptical of the claim."The nuclear engineering clearly fails to be cost effective," Tom Jarboe told Business Insider in an email. Jarboe is a professor of aeronautics and astronautics, an adjunct professor in physics, and a researcher with the University of Washington's nuclear fusion experiment.The premise behind Lockheed's 10-year plan is the smaller size of their device. The scientists are designing an improved version of a compact fusion reactor. The CFR generates power from nuclear fusion by extracting energy through the extremely hot plasma contained inside it.The plasma consists of hydrogen atoms that, when heated to billions of degrees, fuse together. When this happens they release energy, which the CFR then extracts and can eventually transfer into electricity. Traditional containment vessels for these plasmas are called tokamaks, and they look like hollowed-out doughnuts and are the size of an average apartment. Lockheed says its new CFR can generate 10 times more power than a tokamak in a space that could fit on the back of a large truck, according to Aviation Week. But Jarboe disagrees."This design has two doughnuts and a shell so it will be more than four times as bad as a tokamak," Jarboe said, adding that, "Our concept [at the University of Washington] has no coils surrounded by plasma and solves the problem."Although Lockheed Martin issued a press release saying it had several pending patents for its approach, the company has yet to publish any scientific papers on this latest work."It's really great that Lockheed has taken an interest in this important challenge of providing carbon-free energy to the world," Michael Zarnstorff, deputy director for research at the Princeton Plasma Physics Laboratory, told Business Insider in an email. "We haven't seen any results from the Lockheed experiments but the design is an interesting concept and it looks like they are at a very early stage of exploring this configuration."While Zarnstorff remains optimistic, others are not ready to believe the hype.Swadesh M. Mahajan, a thermonuclear plasma physicist at the University of Texas, told Mother Jones reporter James West that there were many reasons to be skeptical of the announcement. Specifically, "We know of no materials that would be able to handle anywhere near that amount of heat," for a device as small as Lockheed is proposing.As of now, Lockheed's results are purely theoretical, so it's hard to know whether they will work in reality, Rosi Reed, an assistant professor of physics at Wayne State University and researcher at the Large Hadron Collider, told Mother Jones.When asked if the concept of Lockheed's new design was in any way unique or novel, Zarnstorff told Business Insider that it was too early to tell.While headlines touted Lockheed's results as a "breakthrough" that could "change the world forever," the corporation used no such language in its press release. BRUSSELS - The eurozone appears to have come back onto the markets' radar amid low inflation, poor economic news from Germany, and Greece's bailout exit plans.Greece's long-term borrowing costs went above 8 percent on Thursday (16 October) - their highest for almost a year - as investors took fright at the fragile political situation in the country.The government in Athens has tried to shore up popular support by suggesting it will exit its bailout programme with the International Monetary fund more than a year early.But the recent announcement spooked investors, unconvinced that Greece can stand alone. Long-term borrowing costs also jumped in the weak periphery states, Spain, Italy, and Portugal.The market jitters - while not comparable to the height of the eurozone crisis in 2011 and 2012 - come as the eurozone's main economies are once again at odds over policy responses.Germany continues to insist that the euro rules on debt and deficits ceilings must be adhered to.Chancellor Angela Merkel - in an apparent reference to Paris and Rome - on Thursday said: "All - and I stress here once again - all member states must fully respect the reinforced rules of the stability and growth pact."But France and Italy are fighting a rearguard action for more flexibility saying budget slashing will condemn them to further low growth.Paris is on collision course with both Berlin and the European Commission after having indicated that it wants an extra two years to bring its budget deficit to below 3 percent of GDP.Italy, meanwhile, has submitted a national budget for 2015 which brings the country to the edge of breaking the rules.The European Commission, which under beefed-up eurozone rules receives national budgets in October each year, will announce its assessment of them all on 4 November.Behind the highly politicised budget drama in Brussels is the wider context of deflation concerns in the eurozone after data published Wednesday showed inflation sank to a five-year low in the 18-country region.On top of this, Germany earlier this week lowered its growth projections for 2015 from 2 percent to 1.3 percent. It also said it will continue its own austerity policies.Central banks have been slow to take up the ultra cheap loans offered by the European Central Bank (ECB). And the decision by its chief Mario Draghi to buy repackaged loans from banks to try and counter low inflation has come under strong criticism in Germany.The ideological differences between Berlin and the ECB on what is the best policy action is weighing down on Draghi's famous promise to "do whatever it takes" to save the euro.Phillipe Gijsels, chief strategy officer at BNP Paribas bank, told this website markets are reacting to a series of issues including economic worries about the eurozone, as well as the geopolitical situation in the Middle East and spread of the Ebola disease.In addition investors are questioning Draghi's assertion that "everything would be ok as long as the central bank puts enough money in the system."The ECB in early October announced it would start buying bank securities worth up to €1 trillion between now and the end of the year, another step in series of measures it has taken to try stimulate lending and counter deflation.The "eurozone is not necessarily heading to a new crisis" said Gijsels.But he adds: "The key basis for a still positive view is that the European economy does not go into recession. BRUSSELS - A Russian gas cut-off would have a “substantial impact” on eastern Europe, but even the most vulnerable countries - Bulgaria, Estonia, and Finland - could get through the winter.The European Commission “stress test”, published in Brussels on Thursday (16 October), estimated what would happen if there was no Russian gas for the next six months.It noted that Bulgaria and Finland would end up with gas supply shortfalls of 100 percent, while Estonia would miss 73 percent.Lithuania (59%), Hungary (35%), Romania (31%), Poland (28%), Greece (18%), Slovakia (17%), Latvia (15%), and Croatia (12%) would also suffer.But the impact is less worrying than it looks at first glance due to possibilities of: tapping storage vats (currently 90% full in most of Europe); using interconnectors to move gas round the EU; buying more liquid gas on world markets; boosting imports from Norway; and switching to other fuels, such as biomass.Latvia, for instance, buys 100 percent of its gas from Russia. But it also hosts a massive storage facility - Incukalns - which is filled up every summer and which normally sells gas back to Russia in winter.Lithuania also gets all its gas from Russia, but is set to open a liquid gas terminal at Port of Klaipeda in December.Meanwhile, gas accounts for just 10 percent of the total energy mix in Estonia and Finland. Estonia relies primarily on its own oil shale, while Finland uses a mixture of fossil fuels, nuclear, hydro, and wind power.The survey said the Baltic and some central European states might have to curb power supplies to “non-protected customers [non-households], particularly towards the end of the modelled period”.It also said the greater imports of liquid gas would come at a price.But it added that Finland could “replace all the [Russian] gas volumes without the need to curtail demand”.The study said Bulgaria, which is “long on electricity”, could trade it for Greek gas “to keep both sectors stable in the two member states”.Bulgaria might also be allowed to keep its Varna coal plant running beyond the agreed closure date of 31 December.
Energy commissioner Gunther Oettinger told press: “If we work together, show solidarity and implement the recommendations of this report, no household in the EU has to be left out in the cold”."We can show to our Russian partners there is no point in using gas as a political strategy because we’re ready for it”.He said the worst case scenario is “unlikely” and added that he is “optimistic” Russia and Ukraine will clinch a deal on winter prices “by next week”, safeguarding EU transit.EU countries had asked for the stress test back in May due to the Ukraine conflict.The EU’s most severe sanctions options on Russia involve stopping purchases of oil and gas if the war continues to escalate.EU leaders meeting in Brussels on 23 and 24 October will also discuss energy security.Draft conclusions dated 13 October and seen by EUobserver speak of “a possible major disruption [of Russian gas supplies] in the upcoming winter”.The leaders are to agree “urgent measures” to reach an old target of having electricity interconnectors capable of carrying 10 percent of installed capacity.They are to boost the target to 15 percent by 2030.They also aim to give the commission more of a say when EU states negotiate supply contracts with Russia in future.“In order to increase the EU's bargaining power in the energy negotiations … member states and involved companies provide relevant information to the commission and systematically seek its advice throughout negotiations”, the draft text notes.

Brussels - A week before the start of a Brussels summit on climate goals, member states disagree on various points of the so-called climate and energy policy framework for 2030.During the summit, government leaders will try to agree how the bloc's 28 countries will counter climate change.On Monday (13 October) the general secretariat of the European Council sent its draft conclusions to the member states.In the comments on the draft conclusions member states wrote this week – of which EUobserver has seen 22 – the disagreement appears largest on targets for energy efficiency and on which share of energy consumed in the EU should be from a renewable source in 2030.Cyprus and the United Kingdom commented that they do not want any target for energy efficiency improvement.At least seven mostly central and eastern European countries want 25 percent, while at least 12 agree with the draft conclusion's 30 percent. Denmark wants the final text to say “at least 30 percent”.There is also disagreement on whether this efficiency target should be binding or “indicative”. Only six of the 22 leaked member states' positions stated they wanted a binding target, but only at EU-level.A similar spectrum of opinions on the binding issue exists for the renewables target. The European Commission has proposed a 27 percent increase in efficiency and most member states seem to agree.But whether the target should be indicative, binding on a European level or binding on a member state level, is not yet agreed.A handful of member states wants the aim to be “at least 27 percent”, while Germany and Denmark want a 30 percent target.The draft conclusions say that a “reformed Emissions Trading System (ETS) will be the main European instrument to achieve” an EU target of 40 percent reduction in greenhouse gas emissions.But the ETS is not seen as effective due to a high number of permits available on the market.Earlier on Thursday (16 October) German chancellor Angela Merkel said that although government leaders will try to reach an agreement next week, "it is unclear" if they will be able to."Those who know Europe, know how important it is to be patient", she said.

These were the recurring themes of the speeches delivered at the Extraordinary Synod on the Family (5-19 October) in the Vatican today. The topics were presented by the ten circuli minores, the different language groups the bishops have been split into (3 Italian groups, three English Groups, two Spanish and two French groups) and the contributions published by the Vatican. These are amendments to the relatio post disceptationem, the document which summarised the first week of discussions and will be voted on on Saturday afternoon. After this, the final document, the relatio synodi, will be published. The debate focused on two areas in particular: communion for remarried divorcees, which remains an open question and same-sex couples. Some groups urged caution regarding the openness the relatio post disceptationem showed towards such couples.“While some Synod Fathers say: ‘Be careful, we should not forget about the doctrine’, there is also a need for accompaniment in certain situations, hence the Pope’s references to [the Church as] a field hospital,” the Archbishop of Vienna, Cardinal Christoph Schönborn – who spoke in today’s briefing – said. “In families it often happens that the mother says ‘it’s too dangerous’, while the father says ‘no, don’t be scared’. We are all part of a big family.”Today’s was an open, collegial and “heated” debate, where disagreements did come to the fore. But the discussions don’t end here. This is just the first phase of a Synodal process which will come to a temporary end this coming Sunday with the beatification of Paul VI and will continue in October 2015, when the Ordinary Synod is to take place.This morning’s speeches were varied in terms of style, detail and subject. They underlined that the relatio post disceptationem, which some would rather had not been published, focuses on the concerns of families facing crises but fails to refer more broadly to the positive message contained in the Gospel of the Family, to the fact that marriage, as a sacrament and the indissoluble union between man and woman, is a value that still exists today and which many couples still believe in.Regarding the subject of “difficult family situations”, the possibility of allowing remarried divorcees to take communion after a period of penance – a solution inspired by the Orthodox Church – “requires careful thought, no conflicting views and a common, shared solution,” one of the Italian groups said. Another Italian group suggested using John Paul II’s Familiaris consortio as a reference point. In the third Italian group a majority voted in favour of a proposal that would give remarried divorcees access to the Eucharist “in certain conditions and in particular moments of Church and family life”. Meanwhile, some fathers believe the current rules are binding. The first English group states very frankly: “We did not recommend the admission to the sacraments of divorced and re-married people.” The second English group recommended the examination of possible paths of repentance and discernment by which, in particular circumstances, a divorced and remarried person might participate in the sacraments.” The third English group simply reiterates the Church’s traditional doctrine with regard to this subject. The first Spanish group praised those who abstained from remarrying, describing them as “heroic witnesses of indissolubility and faithfulness”. The second group made a general reference to the ordinary Synod in 2015. The first French group said the rules should not change. In the second group “some fathers” argued in favour of the rules currently in force, while “others” called for remarried divorcees to be admitted to communion.Bishops are exercising caution when it comes to the Church’s position on homosexuality. The first Italian group, for example, emphasized the Church’s “closeness” as an “open house”, reiterating, however, that gay unions cannot be equated to marriage. They also expressed their “concern” for “children’s rights”. One English group said that “within the Church, they should find a home,” along “with everyone else”. while another group said that the Church should not give the “impression that all unions are equal”. One of the Spanish groups stated that the Church must not speak about “homosexuality almost as if it were part of a person’s ontological being”. One of the French groups underlined that “offering pastoral accompaniment to a person does not mean advocating a particular form of sexuality or a particular lifestyle.”The English translation of the relatio post disceptationem was altered slightly: “Welcoming” homosexuals was changed to a more neutral “providing for”, while there is no longer any reference to “fraternal space” for homosexuals, and “valuable support” within gay unions has now been changed to “precious support”. The Italian version of the summary document is still the official one.The Synod Fathers voted in favour of publishing the speeches pronounced by the various groups. Besides presenting summaries of these in the Synod hall, the language groups have submitted “hundreds” of amendments, which the commission will now take into account when composing the final message. OTTAWA - The Conservative government plans to amend the law governing the Canadian Security Intelligence Service to give the spy agency greater ability to track terrorists overseas.Public Safety Minister Steven Blaney said Thursday the extremist threat has become more complex since the law was passed 30 years ago, adding the dangers to Canada do not stop at the border.As expected, Blaney said the government would also take steps to ensure CSIS can protect the identity of its sources — a plan that has already rankled lawyers who have experience defending terror suspects.The bill, to be tabled next week when Parliament returns, would clarify CSIS's ability to act on threats abroad, he added. "These tools will ultimately allow CSIS to conduct investigations into potential terrorists when they travel abroad, meaning that those individuals will be tracked, investigated, and ultimately prosecuted."Under the CSIS Act, which took effect in 1984, the spy agency already has the authority to collect intelligence anywhere in the world about security threats to Canada.Blaney offered no details on how exactly the government would change the CSIS Act, what the revisions would allow the spy service to do that it can't do now, or how sweeping the new source protections would be.A spokesman for the minister would not answer these questions.Blaney was joined at a news conference in Banff, Alta., by Andy Ellis, CSIS assistant director of operations, and RCMP deputy commissioner Janice Armstrong.Ellis said the changes would address a scathing judgment from Federal Court Justice Richard Mosley that took CSIS to task for requesting warrants in 2008 that would allow the spy service to track two Canadians abroad with the technical help of the Communications Security Establishment, Canada's electronic spy agency.CSIS failed to disclose to Mosley that CSEC's foreign counterparts in the Five Eyes intelligence network could be called upon to help — something the judge called "a deliberate decision to keep the court in the dark about the scope and extent of the foreign collection efforts."Canada and other western nations fear that citizens who travel overseas to take part in the Islamic State of Iraq and the Levant's guerrilla-style battles could come home with intent to do harm.The federal plan to bolster security powers follows a recent statement from the RCMP that the national police force has about 63 active investigations on 90 suspected extremists who intend to join fights abroad or who have returned to Canada.Extending protection for informants could mean defence counsel and even judges would never have the right to question human sources who provide information on behalf of CSIS in court proceedings — such as when the government attempts to deport a suspected terrorist using a national security certificate.Ottawa lawyer Norm Boxall, who represents Algerian refugee Mohamed Harkat in a security certificate case, said he is "far from convinced" the spy service needs the new privilege."The onus should be on them to establish the need to do this," Boxall said in an interview. "On the public record, there isn't the evidence out there to support this."Toronto lawyer Paul Copeland, who previously represented Harkat, said giving the class privilege to intelligence informants would be "highly dangerous.""The only way you test evidence, in my view, is by cross-examining on it," he said. "I think if they pass this class privilege, nobody will ever get at a human source in a national security case."Copeland later served as a special advocate — a security-cleared lawyer who reviews and tests the federal evidence — in Harkat's certificate case. He remains on the roster of special advocates periodically called to take part in security proceedings.The Federal Court of Appeal said in 2012 that human sources recruited by CSIS did not have the sort of blanket protection that shields the identities of police informants, even from a judge.In the case of CSIS, this is instead decided on a case-by-case basis.The Supreme Court agreed in a May ruling on the national security certificate regime that there should be no overarching privilege for CSIS sources. The high court said the security certificate generally ensures that their identities remain "within the confines of the closed circle" formed by the reviewing judge, the special advocates and federal lawyers.The court noted the judge reviewing a certificate has discretion to allow the special advocates to interview and cross-examine such informants in a closed hearing, but said this should be "a last resort."Making it standard practice to cross-examine CSIS sources, even behind closed doors, could "have a chilling effect on potential sources" and hinder the spy service's ability to recruit new ones, the court added.Two judges — Rosalie Abella and Thomas Cromwell — dissented on the issue, saying CSIS informants are entitled to an assurance that the promise of confidentiality will be protected. "This can only be guaranteed by a class privilege, as is done in criminal law cases."Copeland points to a notorious chapter of the Harkat case in arguing there is good reason to test the credibility of human intelligence sources.In a 2009 ruling in Harkat's case, Justice Simon Noel said CSIS "undermined the integrity" of the Federal Court’s work by failing to disclose relevant details of a polygraph examination of a source. CSIS neglected to tell him a secret informant failed portions of the lie-detector test — a lapse the spy service itself has called "inexcusable."Currently police can use information from secret informants to obtain search warrants or wiretap authorizations without fear the sources will be subject to cross-examination. However, if those same informants are used as evidence of an accused person's guilt, the protection does not apply.The new federal bill should include the same sort of protection to ensure fairness for someone facing allegations in a security proceeding, Boxall said.CSIS makes "every attempt to ensure that the information we're getting is accurate and corroborated," Ellis said. Kerry blamed Israel for the rise in global jihadism on Thursday, pointing the finger straight at Jerusalem - despite a long and seasoned history of Washington's own failures in the Middle East. Kerry insisted that Israel "humiliated" the Palestinian Arabs and that it has led to a "loss of dignity," leading to a recruitment draw toward ISIS."There wasn't a leader I met with in the region who didn't raise with me spontaneously the need to try to get peace between Israel and the Palestinians, because it was a cause of recruitment and of street anger and agitation," Kerry claimed, referring to a visit to Cairo that raised $5.4 billion for Hamas in Gaza on Sunday. "People need to understand the connection of that. And it has something to do with humiliation and denial and absence of dignity," he said.Kerry himself, however, was the architect of failed peace talks earlier this year, whereby an impatient PA made a unity pact with Hamas and then applied for international legitimacy at the United Nations in breach of the 1993 Oslo Accords. HONG KONG (Reuters) - Hundreds of Hong Kong police staged their biggest and boldest raid yet on a pro-democracy protest camp before dawn on Friday, charging down student-led activists who have held a key intersection in one of the main protest zones for more than three weeks.The operation in the gritty and congested Mong Kok district - across the harbor from the heart of the civil disobedience movement near government headquarters - came while many protesters were asleep on the asphalt in dozens of tents or beneath giant, blue-striped tarpaulin sheets.The raid was a gamble for the 28,000-strong police force in the Chinese-controlled city who have come under criticism for mounting aggressive clearance operations using tear gas, baton charges and a violent beating of a handcuffed protester by seven policemen on Wednesday.Storming into the intersection with helmets, plastic riot shields and batons at the ready from four directions, the deployment of 800 officers caught the protesters by surprise. Many retreated without resisting."The Hong Kong government's despicable clearance here will cause another wave of citizen protests," said radio talk show host and activist Wong Yeung-tat, who donned protective goggles over his white-rimmed glasses and sported a boxer's sparring pad on his arm as a makeshift shield.The police sweep of the protest camp in Mong Kok had been expected for several days. TOKYO (AP) — A prominent volcanologist disputed Japanese regulators' conclusion that two nuclear reactors were safe from a volcanic eruption in the next few decades, saying Friday that such a prediction was impossible.A cauldron eruption at one of several volcanos surrounding the Sendai nuclear power plant in southern Japan could not only hit the reactors but could cause a nationwide disaster, said Toshitsugu Fujii, head of a government-commissioned panel on volcanic eruption prediction.Nuclear regulators last month said two Sendai reactors fulfilled tougher safety requirements set after the 2011 Fukushima disaster. The regulators ruled out a major eruption over the next 30 years until the reactors' reach the end of their usable lifespan.A surprise eruption of a volcano in central Japan on Sept. 27 has renewed concerns about the volcanos in the region."It is simply impossible to predict an eruption over the next 30 to 40 years," Fujii said. "The level of predictability is extremely limited."He said at best an eruption can be predicted only a matter of hours or days.Heavy ash falling from an eruption would make it impossible to reach the plant, and could also affect many parts of the country including Tokyo, he said.The two Sendai reactors are the first ones approved under the new safety requirement. WASHINGTON (Reuters) - Tornadoes in the United States are increasingly coming in swarms rather than as isolated twisters, according to a study by U.S. government meteorologists published on Thursday that illustrates another trend toward extreme weather emerging in recent years.Looking at tornado activity over the past six decades, the study in the journal Science found the total number of tornadoes annually remaining rather steady, averaging 495. Since the 1970s, there have been fewer days with tornadoes but plenty more days with many of them, sometimes dozens or more.On the list of the 10 single days with the most tornadoes since 1954, eight have occurred since 1999, including five since 2011. That year alone had days with 115, 73, 53 and 52 twisters.The meteorologist who led the study, Harold Brooks of the U.S. National Oceanic and Atmospheric Administration's National Severe Storms Laboratory in Norman, Oklahoma, said emergency management agencies and insurers should be prepared to deal more often with days with lots of tornado damage.The study analyzed the official U.S. tornado database for the six-decade period ending last year, excluding twisters below Category F1, with wind speeds of 73-112 mph (117-180 kph), on the Enhanced Fujita Tornado Intensity Scale.Some experts have blamed weather intensity seen in recent years on global climate change they attribute to human activities. This study did not, however, offer a conclusion as to a cause."Knowing that the climate now has changed from that of the 1970s makes for a circumstantial argument in favor of a changing climate playing at least some role in the tornado changes," said meteorologist Patrick Marsh of NOAA's Storm Prediction Center."There are indications that heavy rainfall events are occurring with greater frequency globally, and given a warmer climate, this makes sense," added Storm Prediction Center meteorologist Greg Carbin.But "any trend in tornado events is much more difficult to discern," Carbin added.The average number of days annually with at least 20 tornadoes has more than doubled since the 1970s to upwards of five days per year in the past decade. For days with at least 30 tornadoes, there has been an average of three per year in the past decade, compared to 0.6 days per year in the 1970s.Records for both the most and fewest tornadoes over a 12-month period have come in the past five years, with 1,050 from June 2010 to May 2011 and 236 tornadoes from May 2012 to April 2013. May is the month with the most tornado activity, followed by June and April.Tornadoes, rapidly spinning columns of air usually spawned by rotating thunderstorms, can be among the most violent weather events. Gonzalo is about 240 miles (385 kilometers) south-southwest of Bermuda and packing top sustained winds of 130 mph (215 kph)s.Forecasters say Gonzalo is moving north-northeast at 15 mph (24 kph) and its eye is expected near Bermuda by Friday afternoon or evening.Bermuda residents have been rushing to make preparations for Gonzalo, days after Tropical Storm Fay damaged homes and knocked down trees and power lines there.

(Reuters) - Tropical Storm Ana churned across the central Pacific and remained on track to hit Hawaii by Friday, forecasters said, in what could be the island's first hurricane in more than two decades.
Ana was swirling about 340 miles (545 km) south-southeast of the Big Island late on Thursday local time, packing maximum sustained winds of 65 miles per hour (100 kph), according to the U.S. National Weather Service.Tropical storms get classified as hurricanes when maximum sustained winds reach 74 mph (119 kph). While Ana had not reached those levels, the service said it could still strengthen into a hurricane on Friday before weakening over the weekend.The last hurricane to hit Hawaii was the Category 4 Iniki in September 1992. It lashed the island of Kauai with winds of more than 140 miles per hour (225 kph), killing six people and causing around $2.4 billion of damage.A tropical storm watch is in effect for Hawaii County, with storm conditions expected to arrive by Friday night, the service said. KATMANDU, Nepal (AP) — Survivors of deadly blizzards that swept through the Himalayas this week said they were caught off-guard when the weather changed quickly along high-altitude trekking routes in northern Nepal.At least 29 people were killed in a series of snowstorms and avalanches that struck at the height of the October trekking season. While more than 200 people have been rescued, sometimes plucked from mountainsides by helicopters, dozens more are still taking shelter in isolated mountain huts.The dead and injured include foreign travelers as well as Nepalese guides and local villagers caught in the storms.The skies were clear at the start of the week, said Gombu Sherpa, who was guiding a group of Germans near the Annapurna trekking circuit. But that changed suddenly when the snows blew in."We could hardly see anyone, even within a couple of feet. The wind was blowing snow and visibility was almost zero," he said in a telephone interview as he returned to Katmandu by bus. He said many people lost their way in the storm, but everyone in his group survived.One of his assistants, who was behind the group when the storm hit, was missing for an entire night, lost in the blizzard."We found him the next morning wandering in the snow. It is a miracle that he is alive," he said.Samten Sherpa of the guiding company Snow Leopard Trek said dozens of foreign trekkers were stranded at Tilicho lake, a picturesque hiking spot at 5,000 meters (16,400 feet). No one has been able to contact them for two days, and only two small lodges are at the lake, he said.Most of the affected people were on or near the popular Annapurna circuit, a 220-kilometer (140-mile) trail through the Annapurna mountain range. Mount Annapurna is the 10th highest mountain in the world.Rescue helicopters expanded their search area Friday as the weather improved, looking for people who took shelter in small lodges and huts along trails where deep snow made walking extremely difficult, said Baburam Bhandari, the top government official of the Mustang district.Helicopters rescued 40 trekkers Friday, and received information about another 50 people stranded but safe in another village, he said.Authorities rescued 78 trekkers from Mustang and 157 from the neighboring Manang district on Wednesday and Thursday, he said.Information Minister Minendra Risal said a new high-level government committee had been formed on the orders of the prime minister to monitor the rescue operation. The committee will coordinate the army, police, local administrations and private operators now involved in the rescues.Nepal's government was criticized for not helping enough in the aftermath of the storms. Its initial assistance was limited to two army helicopters.The blizzard, the tail end of a cyclone that hit the Indian coast a few days earlier, appeared to contribute to an avalanche that killed at least eight people in Phu village in Manang district. The dead included three Indian and four Canadian trekkers as well as three villagers, said government official Devendra Lamichane. Three Canadian trekkers who survived the avalanche were taken by helicopter to a shelter in a nearby town.Five climbers were killed in a separate avalanche about 75 kilometers (45 miles) to the west, at the base camp for Mount Dhaulagiri. The climbers, two Slovaks and three Nepali guides, were preparing to scale the 8,167-meter (26,800-foot) peak, the world's seventh tallest, said Gyanedra Shrestha of Nepal's mountaineering department.

Congressman Peter King (R-NY) is outraged after Centers for Disease Control and Prevention (CDC) officials dismissed Ebola after a "cursory" exam of an African man, who died on a plane to JFK Airport Thursday in a fit of vomiting.The unnamed 63-year-old had boarded an Arik Air plane out of Lagos, Nigeria the night before, a federal law enforcement source told the New York Post. While in the air, the man vomited in his seat repeatedly, and before landing in New York he died on the plane.The 145 frightened passengers were kept on board as CDC officials and police entered the plane at around 6 a.m. when it landed, but after a very brief examination that apparently did not include a blood test with lab results, they claimed the man had not died from the lethal virus.“It was what I was told a cursory examination. ...They were told there was no danger because the person did not have Ebola,” King said. "Their (passengers') concern was, how could you tell so quickly? And what adds to the concern is how wrong the CDC has been over the past few weeks."Indeed, the US experienced its first case of Ebola last month when Thomas Eric Duncan of Liberia brought the disease in.CDC protocol evidently was not enough to prevent two health care workers in Dallas from contracting the virus, and there are fears that they may have spread it further.And it also has quietly lowered the "critical temperature" for detecting the fever characteristic of Ebola, after one of the health care workers' symptoms slid by undetected."We changed to 100.4 after the first nurse presented to hospital with symptoms of disease and her temp was not the 101.5 that Ebola patients usually present when they are having vomiting diarrhea, etcetera," CDC spokesman Thomas Skinner told the Daily Caller on Wednesday. Additional alarm was raised after the second nurse, Amber Joy Vinson, was found to have boarded a flight from Cleveland to Dallas showing signs of the disease - but may have been cleared by a CDC worker to travel since her own fever was at just 99.5F. Thursday's passenger came from Nigeria, while the epidemic has been centered in the West African nations of Liberia, Sierra Leone and Guinea. However, Nigeria has already had 19 confirmed cases of the virus in addition to other possible unreported cases.The World Health Organization (WHO) said there have been no new cases known to have occurred in the last month in Nigeria, meaning that if by Monday that continues the country will be declared "Ebola-free" - meaning it still has not been declared as such.

King was particularly concerned about the handling of the case, noting that sources said "the door (to the terminal) was left open, which a lot of the first responders found alarming." The body was handed over to Port Authority police to dispose of after the "cursory" exam.The congressman wrote to the Department of Homeland Security demanding tougher protocols, while warning that 70 to 100 passengers arrive at JFK each day from the three West African countries stricken by the disease."These individuals transit the airport with the rest of the traveling population, including using the restrooms," King wrote Thursday. "Only after they arrive at the Customs and Border Patrol primary screening location that they are separated and sent to secondary inspection for a medical check and to complete the questionnaire.""I believe there should be a suspension of direct flights and connecting flights from these three countries," King said. "And maybe anyone with a visa from those countries, and who has been living in those countries, should be barred" from entering the US.The statement comes after experts have warned US President Barack Obama showed laxness against the Ebola threat despite clear warnings from US-funded studies showing the danger. Experts have also criticized the position of Obama and the UN in keeping transit open from West Africa on the claim that closing it would somehow prevent the ability to fight Ebola.Ebola has already infected at least 9,000 people and killed over 4,500 in West Africa; WHO reported on Tuesday that with unofficial figures included, the disease is showing a 70% rate of mortality, much higher than its traditional 50% rate.It also warned that by December the number of infections every single week in West Africa is liable to skyrocket to 10,000 people.The disease has not only spread to the US; on Tuesday, a UN worker infected with Ebola died after travelling to Liberia to treat the disease. There have also been several cases of infected British nationals recorded in Macedonia to the north of Greece, and a Spanish nurse became the first to contract Ebola outside of West Africa last week.

BRUSSELS - EU countries have agreed to step up Ebola screening at airports in west Africa but not in Europe, despite a British appeal.“All the ministers who spoke want to increase screening at point-of-exit in the [affected] African countries”, EU health commissioner Tonio Borg said in Brussels on Thursday (16 October) after a meeting with 21 EU health chiefs.“The [European] commission will undertake an immediate audit of screening systems in Guinea, Liberia, and Sierra Leone to check their effectiveness and to reinforce them if necessary”.He noted that the move will help victims of the virus as well as making Europe more secure.“It’s also important for individuals because if they are diagnosed they can be treated immediately”.The UK earlier this week introduced its own checks at Heathrow airport and plans to extend them to Gatwick airport and to Eurostar trains in the coming days.France and the Czech Republic are following suit, but Belgium, which operates direct flights to the African region, has declined to do so.The office of British PM David Cameron on Thursday said he will call on EU states to take similar measures at a summit in Brussels next week.“There was a discussion regarding screening across Europe and the prime minister made clear other countries needed to do more and introduce their own checks if we are to strengthen protection”, his office said in a statement.But for his part, Borg said he has no legal mandate to back Cameron’s call. “I have no right to order member states to do this. It’s their sovereign right”, he said.He added that the “informal” meeting did not lead to legally binding decisions. “I don’t even have a document [on what we agreed]”, he noted.The health ministers also called for a set of other measures.The commission is to draw up “common protocols” on an information campaign for travellers and for EU states’ information sharing on infected passengers.The campaign is to include leaflets and a new website on how to spot symptoms and where to turn for help.But there is no plan for a common EU “database” on tracing the movements of infected travellers for now.The EU executive will also hold a “workshop” on “best practices on infection control” inside Europe.It is to sign an accord with the US on using its planes to evacuate infected European health workers and it will look into EU “joint procurement” of medical supplies for Africa.Borg noted that for all the “hundreds” of people who are going back and forth to west Africa there has so far been just one case of Ebola transmission inside Europe.The case involves a Spanish nurse who treated a priest who died of Ebola after returning from Africa.Spain has also put 21 other people in quarantine as a safety measure.The Italian health minister, Beatrice Lorenzin, added: “It’s important to contain panic spreading among European citizens … to explain there is no risk of an epidemic in Europe: We have good hospitals, good systems, good doctors to treat people”.
