Abbas slams Israeli ‘genocide,’ makes new UN statehood bid-Palestinian leader tells UN he’s is prepping draft Security Council resolution to ensure Palestinian statehood, ‘international protection’-By Ilan Ben Zion September 26, 2014, 7:49 pm 7-THE TIMES OF ISRAEL
Palestinian Authority President Mahmoud Abbas on Friday railed against Israel’s “absolute war crimes” and “genocide” against Palestinians in the Gaza Strip and said he’d seek a UN resolution to end Israel’s presence in the Palestinian territories.Speaking before the UN General Assembly, Abbas said 2014 was meant to be a year of international solidarity with the Palestinians, but blamed Israel for choosing to make it “a year of a new war of genocide perpetrated against the Palestinian people.” He didn’t go so far as to say he’d pursue prosecuting Israeli leaders at the International Criminal Court, however.Abbas condemned the “unprecedented” destruction in the Gaza Strip following the 50-day conflict fought between Israel and terrorist groups in the Palestinian enclave and charged that Israel committed “absolute war crimes carried out before the eyes and ears of the entire world.”The Hamas Health Ministry reports that over 2,100 Gazans were killed by Israel during Operation Protective Edge, but Israel contends that roughly half that figure were combatants. Israel lost 66 soldiers and six civilians. During the 50-day conflict, Gaza-based terrorist groups fired at least 3,360 rockets into Israel, according to IDF figures.“This war came after long, difficult negotiations for more than eight months under the auspices of the United States and the efforts of [United States] President Barack Obama and tenacious efforts of his Secretary of State John Kerry,” Abbas said, referring to the nearly nine-month negotiations which ended at the end of April without result.“We engaged in this endeavor with open minds, in good faith and with a positive spirit and engaged with the efforts of the American administration in the most constructive manner, and we put forth our firm positions based on the resolutions of international legitimacy, which receive the overwhelming support of the nations of the world.”Whereas the Palestinians “genuinely respected all of our commitments and understandings” and gave the negotiations a chance, however, Abbas charged that Israel “did not miss the opportunity to undermine the chance for peace” and “once again failed the test of peace.”Abbas was deeply pessimistic about prospects for progress in peace talks with Israel in their current framework, saying that “it is impossible… to return to the cycle of negotiations that failed to deal with the substance of the matter and the fundamental question,” namely, the establishment of a Palestinian state inside the pre-1967 lines with East Jerusalem as its capital.“There is neither credibility nor seriousness in negotiations in which Israel predetermines the results via its settlement activities and the occupation’s brutality,” he said, adding that it was impossible to “repeat methods that have proven futile or to continue with approaches that have repeatedly failed and require comprehensive review and radical correction.”“Israel refuses to end its occupation of the State of Palestine since 1967, but rather seeks its continuation and entrenchment, and rejects the Palestinian state and refuses to find a just solution to the plight of the Palestine refugees,” Abbas said. He added that Israel envisions “isolated ghettos for Palestinians” and repeatedly accused Israel of racist and apartheid policies and aspirations.“Israel has confirmed during the negotiations that it rejects making peace with its victims, the Palestinian people,” he said. “The time has come to end this settlement occupation.” He said the Palestinians “are actually the ones who need immediate international protection, which we are seeking through international organizations.”The PA president said that his government and the Arab Group are preparing a draft Security Council resolution which would “push forward the efforts to achieve peace” and “correct the deficiency of the previous efforts to achieve peace by affirming the goal of ending the Israeli occupation and achieving the two-state solution” within a timeframe which he didn’t specify.Earlier reports said he would delineate a three-year timeline for the Israeli withdrawal. At the same time, Abbas said this unilateral move at the United Nations would “be linked to the immediate resumption of negotiations between Palestine and Israel to demarcate the borders, reach a detailed and comprehensive agreement and draft a peace treaty between them.”Tying in one of the hot button issues at the General Assembly, the threat posed by the Islamic State to international security, Abbas said that confronting such terrorist groups “such as ‘ISIL’ and others that have no basis whatsoever in the tolerant Islamic religion” requires both military confrontation, condemnations and a strategy to eliminate its economic and ideological support. He went so far as to connect the fight against the Islamic State to the Israeli-Palestinian conflict, saying “it requires… bringing an end to the Israeli occupation of our country.”Immediately following Abbas’s speech, Israeli Foreign Minister Avigdor Liberman said in a statement that the PA president demonstrated that “he doesn’t want and cannot be a partner for a logical diplomatic resolution.”“It’s no coincidence that he joined a [national consensus] government with Hamas,” the foreign minister said. “Abbas complements Hamas when he deals with diplomatic terrorism and slanders Israel with false accusations.”“So long as he’s chairman of the Palestinian Authority he will continue the conflict. He is the continuation of [late Palestinian leader Yasser] Arafat through different means,” Liberman said.

Palestinian president urges 'firm timetable' to end occupation-Reuters-By Michelle Nichols and Rodrigo Campos-SEPT 26,14-YAHOONEWS

UNITED NATIONS (Reuters) - There is no value in peace talks with Israel unless the goal is ending its 47-year occupation of the Palestinian territories within a "firm timetable", Palestinian President Mahmoud Abbas told the United Nations General Assembly on Friday."It's high time for this settlement occupation to end now," Abbas told the 193-member world body, which overwhelming gave the Palestinians de facto statehood in 2012 by upgrading their U.N. status to "non-member state" from "entity."Abbas said the Palestinians and the Arab Group have been working on a draft U.N. Security Council resolution "to push forward the efforts to achieve peace." Abu Rdainah, a spokesman for Abbas, said Ramallah wanted a council resolution to call for an end to the occupation within "two to three years."Security Council diplomats said on Friday that Jordan, one of 15 members, had not yet circulated that draft resolution on behalf of the Palestinians and the Arab Group. The council has already been negotiating for several weeks another Jordan-drafted resolution on an Egyptian-brokered ceasefire in late August that ended a 50-day Gaza war between Israel and the Palestinian militant group Hamas.Britain, France and Germany have proposed including in that draft resolution the creation of an international ceasefire monitoring and verification mechanism. Diplomats say such a mission could be established by the U.N. or European Union.Abbas said on Friday it was "impossible" to return to a cycle of negotiations with no substance."There is no meaning or value in negotiations for which the agreed objective is not ending the Israeli occupation and achieving the independence of the State of Palestine with East Jerusalem as its capital on the entire Palestinian Territory occupied in the 1967 war," Abbas said."There is no value in negotiations which are not linked to a firm timetable for the implementation of this goal," he said.Israel accepts the idea of a "two-state solution" of an independent and democratic Palestinian state living alongside Israel, but has not accepted the 1967 borders as the basis for final negotiations, citing security and other concerns.Israel and the Palestinians agreed on Tuesday to resume talks late next month on cementing the Gaza ceasefire. The conflict between Hamas and Israel in July and August devastated some Gaza districts and killed more than 2,100 Palestinians, most of them civilians, according to the Gaza health ministry.Sixty-seven Israeli soldiers and six civilians in Israel were also killed. Israel began the offensive on July 8 with the declared aim of halting cross-border rocket salvoes by Hamas and other militant groups.(Additional reporting by Ali Sawafta in Ramallah; Editing by Grant McCool)

Full text of Abbas speech to UN-Palestinian Authority president’s address to the UN General Assembly on September 26, 2014-By Times of Israel staff September 26, 2014, 7:54 pm

At the outset, I wish to extend our sincere congratulations upon your election as President of the United Nations General Assembly this session and to express our gratitude and appreciation to H.E. Mr. John Ashe for his able leadership of the past session.Mr. President, Ladies and Gentlemen,In this year, proclaimed by the United Nations General Assembly as the International Year of Solidarity with the Palestinian People, Israel has chosen to make it a year of a new war of genocide perpetrated against the Palestinian people. In this year, in which this Assembly, on behalf of the countries and peoples of the world, conveyed the world’s yearning and determination to realize a just peace that achieves freedom and independence for the Palestinian people in their State of Palestine alongside Israel in order to rectify the historic injustice inflicted on the Palestinian people in Al-Nakba of 1948, the occupying Power has chosen to defy the entire world by launching its war on Gaza, by which its jets and tanks brutally assassinated lives and devastated the homes, schools and dreams of thousands of Palestinian children, women and men and in reality destroying the remaining hopes for peace.Ladies and Gentlemen,I have addressed you in this hall during similar days in 2012 and cautioned that the colonial occupying Power was preparing for a new Nakba against the Palestinian people, and I appealed to you: Prevent a new Nakba. Support the establishment of a free and independent State of Palestine now.I returned to this same hall two months later as Palestine was healing her wounds and her people were burying beloved martyred children, women and men after yet another war waged then against the Gaza Strip, and that day I stated: certainly there was not a single person in the world needing the loss of the lives of tens of Palestinian children in order to confirm that Israel insists on occupation; and there was also no need for thousands of deadly raids and tons of explosives to remind the world that there is an occupation that must end and that there is a people that must be freed.I also said at that time: there was no need for a new devastating war in order to realize the absence of peace. And, here we are again today. Here we find ourselves, full of grief, regret and bitterness, raising the same long-standing conclusions and questions after a new war, the third war waged by the racist occupying State in five years against Gaza, this small, densely-populated and precious part of our country. The difference today is that the scale of this genocidal crime is larger, and that the list of martyrs, especially children, is longer, as well as lists of the wounded and disabled, and that dozens of families have been completely decimated. The difference today is that approximately half a million people were displaced from their homes, and that the number of homes, schools, hospitals, public buildings, residential buildings, mosques, factories and even cemeteries destroyed is unprecedented. And, the difference today is that the devastation caused by this recent aggression is unmatched in modern times, as confirmed by a witness, the honorable Commissioner-General of UNRWA.

Mr. President, Ladies and Gentlemen,This last war against Gaza was a series of absolute war crimes carried out before the eyes and ears of the entire world, moment by moment, in a manner that makes it inconceivable that anyone today can claim that they did not realize the magnitude and horror of the crime. And, it is inconceivable that some are unable to characterize this situation in real terms and that they suffice with simply declaring their support for Israel’s right to self-defense without regard for the fate of the thousands of victims of our people, ignoring a simple fact that we remind them of today: that the life of a Palestinian is as precious as the life of any other human being. We must also assume that no one will wonder anymore why extremism is rising and why the culture of peace is losing ground and why the efforts to achieve it are collapsing.Yet, we believe – and hope – that no one is trying to aid the occupation this time in its impunity or its attempts to evade accountability for its crimes.Mr. President, Ladies and Gentlemen,In the name of Palestine and its people, I affirm here today: we will not forget and we will not forgive, and we will not allow war criminals to escape punishment.I affirm in front of you that the Palestinian people hold steadfast to their legitimate right to defend themselves against the Israeli war machine and to their legitimate right to resist this colonial, racist Israeli occupation. At the same time, I affirm that our grief, trauma and anger will not for one moment make us abandon our humanity, our values and our ethics; we will always maintain our respect and commitment to international law, international humanitarian law and the international consensus, and we will maintain the traditions of our national struggle established by the Palestinian fedayeen and to which we committed ourselves since the onset of the Palestinian revolution in early 1965.Mr. President, Ladies and Gentlemen,Amidst a torrent of massacres and storms of massive destruction, we witnessed the peoples of the world gathering in huge demonstrations on the streets of many cities declaring their condemnation of the aggression and occupation and their support of freedom for Palestine. And we witnessed the overwhelming majority of countries on the various continents declaring the same noble position and rushing to provide all kinds of support and assistance to our people. And we witnessed the qualitative and quantitative broadening of activities of the international grassroots boycott campaign against Israel’s policies of occupation, apartheid and colonial settlement, especially among academia, cultural, student and youth groups. Thus, in the name of Palestine, we pay tribute to everyone who chose to stand with human values and demanded freedom, justice and peace. All of these manifestations of true solidarity constituted an important message to those who were facing genocide in Gaza, helping them to feel they felt that they were not alone.Mr. President, Ladies and Gentlemen,The recent Israeli war confirmed on the ground the crux of what the Israeli government had been declaring in the closed rooms of negotiation. This war came after long, difficult negotiations for more than eight months under the auspices of the United States and the efforts of President Barack Obama and tenacious efforts of his Secretary of State John Kerry. We engaged in this endeavor with open minds, in good faith and with a positive spirit and engaged with the efforts of the American administration in the most constructive manner, and we put forth our firm positions based on the resolutions of international legitimacy, which receive the overwhelming support of the nations of the world. And, we genuinely respected all of our commitments and understandings. Even as we watched the ongoing and escalating Israeli violations, we exercised unimaginable self-restraint, silencing our cries and tending to our own wounds in order to give the American efforts the best possible chance for success. However, and as usual, the Israeli government did not miss the opportunity to undermine the chance for peace.Throughout the months of negotiations, settlement construction, land confiscations, home demolitions, killing and arrest campaigns, and forced displacement in the West Bank continued unabated and the unjust blockade on the Gaza Strip was tightened. The occupation’s campaign specifically targeted the City of Jerusalem and its inhabitants, attempting to artificially alter the spirit, identity and character of the Holy City, focusing on Al-Aqsa Mosque, threatening grave consequences. At the same time, racist and armed gangs of settlers persisted with their crimes against the Palestinian people, the land, mosques, churches, properties and olive trees. As usual, the Israeli government once again failed the test of peace. It breached an agreement with the American administration regarding the release of a group of Palestinian prisoners in the occupation’s jails – and we continue to insist on releasing all of them. And, when confronted with simple questions in the direct negotiations or through the American mediator, it did not hesitate to reveal its true positions:Israel refuses to end its occupation of the State of Palestine since 1967, but rather seeks its continuation and entrenchment, and rejects the Palestinian state and refuses to find a just solution to the plight of the Palestine refugees.

The future proposed by the Israeli government for the Palestinian people is at best isolated ghettos for Palestinians on fragmented lands, without borders and without sovereignty over its airspace, water and natural resources, which will be under the subjugation of the racist settlers and army of occupation, and at worst will be a most abhorrent form of Apartheid.Israel has confirmed during the negotiations that it rejects making peace with its victims, the Palestinian people. This has all been done concurrent with an attempt to give a religious nature to the conflict and with the rising and rampant racism in the Israeli political and media discourse and its entrenchment in the school curriculum and in a series of laws and practices of the occupation and its settlers. This culture of racism, incitement and hatred was glaringly manifested in the despicable, appalling crime committed months ago by fascist settlers, who abducted the young Jerusalemite boy Mohammed Abu Khdeir, burnt him alive and killed him.Over the past years, the occupying Power has also pursued a policy aimed at deliberately weakening the Palestinian National Authority to undermine it and, in essence, to fully negate its role. The occupation targeted the work we have been relentlessly undertaking to establish the foundations of the State of Palestine that we want: a sovereign and independent State living in peace and building bridges of mutual cooperation with its neighbors; that respects commitments, obligations and agreements; that strengthens the values of citizenship, equality, non-discrimination, the rule of law, human rights and pluralism; that deepens the Palestinian enlightened traditions of tolerance, coexistence and non-exclusion; that strengthens the culture of peace; that promotes the role of women; that establishes effective administration committed to the standards of good governance; and that cares for the needs and interests of its people. The occupation has, and continues to, to strike at this effort because it is the antithesis of its settlement policies and because it wants to destroy the chance for the realization of the Palestinian existence in an independent State within the framework of the two-State solution. When our efforts to end the internal division through national dialogue succeeded a few months ago and we prepared to restore the unity of our land, nation and institutions and formed the national consensus government and began the process to lead to the holding of presidential and legislative elections, all countries of the world welcomed this achievement, with the exception of Israel, which has constantly sought to fragment our land and our national unity.Mr. President, Ladies and Gentlemen,And now, where do we go from here? The idea that it is possible to simply return to the past patterns of work, which repeatedly failed, is naive at best and, in any case, is wrong, as it ignores the fact that it is no longer acceptable, nor possible, to repeat methods that have proven futile or to continue with approaches that have repeatedly failed and require comprehensive review and radical correction. It is impossible, and I repeat – it is impossible – to return to the cycle of negotiations that failed to deal with the substance of the matter and the fundamental question. There is neither credibility nor seriousness in negotiations in which Israel predetermines the results via its settlement activities and the occupation’s brutality. There is no meaning or value in negotiations for which the agreed objective is not ending the Israeli occupation and achieving the independence of the State of Palestine with East Jerusalem as its capital on the entire Palestinian Territory occupied in the 1967 war. And, there is no value in negotiations which are not linked to a firm timetable for the implementation of this goal. The time has come to end this settlement occupation.Palestine refuses to have the right to freedom of her people, who are subjected to the terrorism by the racist occupying Power and its settlers, remain hostage to Israel’s security conditions. The people of Palestine are actually the ones who need immediate international protection, which we are seeking through international organizations, and who are in need of the security and peace that they are missing more than any other people, and the children of Palestine are worthy of the world’s efforts to ensure that their childhood, dreams and lives will not be devastated once again. It is time for the chapters of this prolonged, ongoing tragedy to be closed. Those who were uprooted from their warm homes, good land and beautiful country in Al-Nakba 66 years ago, pushed into the misery of exile and life as refugees and now being forced into new waves of expulsion or onto the ships of death in the world’s seas, are in need of assurances that they will not be displaced from their homes again, that their homes will not be destroyed again, and that they will not spend their lives waiting for the explosion of a new war.It is time for this long tragedy to end.We will not accept to forever be the ones being demanded to prove their good intentions by making concessions at the expense of their rights and to remain silent as they are killed and their land is stolen, and to understand the conditions of the other party and the importance of preserving its coalition government, while it entrenches its occupation. We are exhausted of the additional tests we must undergo to prove our efficiency, competence and eligibility to earn our natural, simple right to live a normal life and our inherent right to expect a stable and ordinary tomorrow, to dream about more beautiful days, and for our youth to be able to plan their coming days and years safely in peace and freedom over our land, like other peoples of the world. The time has come for a real, just peace to prevail in the land of peace.Mr. President, Ladies and Gentlemen,We, and all the Arab countries, have constantly cautioned about the disastrous consequences of the continuation of the Israeli occupation and the denial of freedom and independence for the people of Palestine. We have repeatedly draw attention to the fact that allowing Israel to act as a state above the law with impunity and absolving it of any accountability or punishment for its policies, aggression and defiance of the international will and legitimacy has absolutely provided fertile ground and an environment conducive for the growth of extremism, hatred and terrorism in our region.Confronting the terrorism that plagues our region by groups – such as “ISIL” and others that have no basis whatsoever in the tolerant Islamic religion or with humanity and are committing brutal and heinous atrocities – requires much more than military confrontation. It is an urgent matter that requires much more than condemnations and declarations of positions, which are of course necessary. What is primarily needed is a comprehensive, credible strategy to dry out the sources of terrorism and eradicate its roots in all political, intellectual, economic and social spheres in our region. It requires the creation of solid foundations for a reasonable consensus that makes the fight against all forms of terrorism in any place everywhere a collective task that is undertaken by the alliance of nations, peoples and civilizations. It requires, in this context and as a priority, bringing an end to the Israeli occupation of our country, which constitutes in its practices and perpetuation, an abhorrent form of state terrorism and a breeding ground for incitement, tension and hatred.Mr. President,At this moment in which we are still suffering from the horrors of war, we face a formidable challenge to reconstruct what has been destroyed by the occupation. At the invitation of the Arab Republic of Egypt and the Kingdom of Norway, which we deeply appreciate, the city of Cairo will host next month an international conference for the relief and reconstruction of the Gaza Strip. Our government will present comprehensive reports to the conference on the losses inflicted by the aggression on the different sectors of life, and it will provide details of the plans and programs that will be rapidly implemented and supervised in the Gaza Strip to meet immediate relief needs and the requirements of reconstruction, in full coordination with United Nations agencies and bodies. While we reiterate our appreciation and gratitude to all countries and organizations that rushed to provide assistance to the Palestinian people during and after the war, we are confident that brotherly and friendly countries will not waver in supporting support the plans and programs we will present and that the conference will achieve practical results that fulfill the expectations and needs of the victims of this aggression. We reaffirm here that the primary prerequisite for the success of all these plans and efforts is an end to the ongoing Israeli blockade that has for years suffocated the Gaza Strip and turned it into the largest prison in the world for nearly two million Palestinian citizens. At the same time, we affirm our commitment and the necessity to consolidate the cease-fire through negotiations under the auspices of Egypt. However, in order to avert repeating the cycle of war and cycle reconstruction every two or three years, it is imperative to focus on the fundamental issue and starting point, which is that the suffering of Gaza will not be completely alleviated except by ending the occupation and achieving the independence of the State of Palestine.

Mr. President, Ladies and Gentlemen,During the past two weeks, Palestine and the Arab Group undertook intensive contacts with the various regional groups in the United Nations to prepare for the introduction of a draft resolution to be adopted by the United Nations Security Council on the Israeli-Palestinian conflict and to push forward the efforts to achieve peace. This endeavor reaffirms our commitment to achieve a just peace through a negotiated solution and our adoption of a diplomatic and political effort through United Nations bodies. This endeavor is inspired by and based fully on the spirit and provisions of the many resolutions you have approved in the General Assembly and those adopted by the Security Council, which have set the foundations for a lasting solution and a just peace. This endeavor aspires to correct the deficiency of the previous efforts to achieve peace by affirming the goal of ending the Israeli occupation and achieving the two-State solution, of the State of Palestine, with East Jerusalem as its capital, over the entire territory occupied in 1967, alongside the State of Israel and reaching a just and agreed upon solution to the plight of the Palestine refugees on the basis of resolution 194, with a specific timeframe for the implementation of these objectives as stipulated in the Arab Peace Initiative. This will be linked to the immediate resumption of negotiations between Palestine and Israel to demarcate the borders, reach a detailed and comprehensive agreement and draft a peace treaty between them.Ladies and Gentlemen,We are confident that this endeavor will receive broad and full support by those who are committed to ensuring that our country will not witness new wars and atrocities, by those who wish to support a campaign to combat terrorism, by those who believe that it is necessary to act expediently to rectify the historical injustice inflicted by Al-Nakba on the Palestinian people, and by those who wish to see peace prevail in the land of the monotheistic religions. The adoption of this resolution will affirm what you strived to realize in this year is the International Year of Solidarity with the Palestinian People, who will continue their struggle and steadfastness and will rise brave and strong from the rubble and destruction. We, as our poet Mahmoud Darwish said: “are infected with an incurable disease, that is hope, and we love life if we are given the chance for it”.Mr. President Ladies and Gentlemen,There is an occupation that must end now. There is a people that must be freed immediately. The hour of independence of the State of Palestine has arrived.

UNITED NATIONS (Reuters) - Russia repeated its criticism of the U.S.-led airstrikes against Islamic State's positions in Syria on Friday, saying they any global action against terrorism should abide by international law and should have been agreed with its ally Damascus."We believe that any action taken globally, including use of force, to overcome terrorist threats should be done in accordance with international law," Russian Foreign Minister Sergei Lavrov told reporters on the sidelines of the U.N. General Assembly. In a reference to Syria, he added that the permission of the country where the action was taken is also needed."It's very important that such cooperation with Syrian authorities is established," he said. The United States, which has long called for the dismissal of the Syrian President Bashar al-Assad, and several Gulf Arab allies carried out on Tuesday the first air and missile strikes on Islamic State strongholds in Syria. Washington, which has also carried out airstrikes in Iraq that were agreed with Baghdad, has said it will not coordinate its plans with Syria, which it accuses of using chemical weapons against rebels fighting to oust Assad since early 2011.(Reporting by Michelle Nichols. ISIS mission: Canada mulls deploying CF-18 jets to join U.S.-led strikes-CBC – sept 26,14-yahoonews

The federal cabinet will meet next week to discuss deploying Canada's CF-18 fighter jets to join a U.S.-led campaign against the Islamic State in Iraq and Syria, CBC News has learned.Sources tell CBC News U.S. President Barack Obama brought the idea of an air war conducted by an international coalition to Prime Minister Stephen Harper in August and asked for Canada 's support. Harper agreed to send military advisers to Iraq to scope out what Canada could offer. Canada has deployed 69 special forces advisers in Iraq to date. The United Kingdom, France, the Netherlands and Arab countries in the meantime offered to send fighter jets. With those commitments in mind and with information from Canada's advisers on the ground, Harper decided to take the option of sending CF-18s to his cabinet.Harper hinted at increased action before.Yesterday, Harper hinted in an interview with the Wall Street Journal that Canada may be ready for an increased role."We need to push them to the fringes and make their basic organization and logistical existence very difficult on an ongoing basis," he said. "A lot of that can be done from the air."Obama called on nations to support the American-led coalition at the United Nations General Assembly on Wednesday."There can be no reasoning, no negotiation, with this brand of evil," he said.Canada, along with several European and Middle Eastern countries, has joined the coalition. But only the U.S., Saudi Arabia, Bahrain, Jordan, Qatar and the United Arab Emirates have participated in airstrikes against ISIS targets in Syria. France has participated in some airstrikes in Iraq, and MPs in the U.K. are set to vote Friday about the possibility of assisting with airstrikes against ISIS targets in Iraq — but not Syria.Canada currently has some CF-18 fighter jets patrolling eastern Europe, said Thomas Juneau, a former analyst for the Department of Defence."Does it mean it's impossible for Canada to deploy CF-18 fighter aircraft in addition to that in the Iraqi theatre?" he asked. "That really depends on how much. For how long."Harper said he wants to meet with his cabinet before anything is decided. The meeting is expected to take place next week.

Islamic State tightens siege of Syria border town; UK joins coalition-Reuters-By Jonny Hogg and Raheem Salman-SEPT 26,14-YAHOONEWS

KARACA Turkey/BAGHDAD (Reuters) - Islamic State fighters tightened their siege on a town on Syria's border with Turkey on Friday despite U.S. led air strikes aimed at defeating the militants in both Syria and Iraq.Washington's closest ally in the wars of the last decade joined the coalition at last on Friday after weeks of weighing its options: Britain's parliament voted 542 to 43 to back Prime Minister David Cameron's decision to join air strikes on Iraq."This is not a threat on the far side of the world. Left unchecked, we will face a terrorist caliphate on the shores of the Mediterranean and bordering a NATO member, with a declared and proven intention to attack our country and our people," Cameron told lawmakers.Until this week France was the only Western country to answer President Barack Obama's call to join the U.S.-led campaign. But Australia, Belgium and the Netherlands have all joined since Monday and Denmark announced on Friday that it too would send planes.Obama has sought to rally international support for a military coalition against Islamic State, a powerful force in Syria which swept through much of northern Iraq in June, slaughtering prisoners and ordering Shi'ites and non-Muslims to convert or die.The campaign has brought Washington back to the battlefield in Iraq that it left in 2011, and into Syria for the first time after avoiding involvement during a civil war that began the same year. The coalition also includes several Arab states, all led by Sunni Muslims alarmed at the rise of Islamic State.Islamic State has emerged as the most powerful Sunni militant group battling the Shi'ite-backed governments in Iraq and Syria. Its fighters are also battling against rival Sunni rebel groups in Syria and against Kurds in both Syria and Iraq, countries facing complex, multi-sided civil wars in which nearly every state in the Middle East has a stake.French public support for the mission has surged this week after the beheading of a French tourist in Algeria by captors who said it was retaliation for French participation in strikes in Iraq.Paris said it might also join U.S. strikes in Syria although there was no plan yet to do so. European countries have so far only agreed to strike targets in Iraq, where the government has asked for help, and not in Syria, where President Bashar al-Assad has not given permission, although he has not objected.More than a month since Washington began striking Islamic State targets in Iraq, and four days since it extended the campaign into Syria, there are signs the fighters are lowering their profile in areas they control to become a harder target. But the air campaign has yet to halt their advance in Syria, where they have laid siege to a Kurdish town on the Turkish border, sending 140,000 refugees across the frontier since last week in the fastest flight of the three-and-a-half-year-old civil war. Some Kurdish commanders have said the air campaign has made the militants' advance even stronger, by prompting the militants to move armor out of positions in cities and send it to the front lines, where Western planes have yet to strike.

WE'RE AFRAID

The main battle in northern Syria has been visible from across the frontier in Turkey. The boom of artillery and bursts of machinegun fire echoed across the border, and at least two shells hit a vineyard on the Turkish side, though there were no immediate reports of casualties inside Turkey."We're afraid. We're taking the car and leaving today," said vineyard owner Huseyin Turkmen, 60, as small arms fire rang out in the Syrian hills just to the south.Islamic State fighters appeared to have taken control of a hill 10 km (6 miles) west of Kobani from where the YPG, the main Kurdish armed group in northern Syria, had been attacking them in recent days. The British-based Syrian Observatory for Human Rights, which monitors the war, said Islamic State fighters had also taken control of a village around 7 km to the east of Kobani.Kurdish forces said on Thursday they had pushed back the advance on Kobani, also known as Ayn al-Arab, but appealed for U.S.-led air strikes on the insurgents' tanks and heavy weapons."The clashes are moving between east, west and south of Kobani ... The three sides are active," Idris Nassan, deputy foreign minister in area's Kurdish administration, said by phone from the center of the town."They are trying hard to reach Kobani. There is resistance here by YPG, by Kobani and some volunteers from north Kurdistan Turkish Kurds," he said. "Every girl, every young man, every man who is able to fight, to carry a gun, they are armed and they are ready to defend and fight."NATO member Turkey has been conspicuously absent from the coalition against Islamic State, angering its Kurdish residents.

SYRIAN AIR STRIKES

The U.S. military said its planes blew up four Islamic State tanks in eastern Syria and hit a number of targets in Iraq.Assad's Syrian government has not objected to the U.S.-led campaign against some of his most powerful foes. Washington says it wants to defeat Islamic State without helping Assad remain in power, and hopes other anti-Assad groups can fill the vacuum. But while U.S. planes have been striking Islamic State in eastern Syria, Assad's air force has been bombing other rebel groups in the west of the country, and his troops and allied Lebanese Shi'ite militia have advanced.Syrian warplanes dropped projectiles including "barrel bombs" - oil drums filled with explosive - in Hama, Idlib, Homs and Aleppo provinces and around Damascus, the Observatory said.Five people were killed when barrel bombs were dropped on al-Rastan city in the Homs province and nine died in a barrel bomb attack east of Aleppo city, it said.In Iraq, where the U.S. strikes have gone on for far longer and Washington is supporting government efforts to advance, Islamic State militants are changing tactics, ditching conspicuous convoys in favor of motorcycles and planting their black flags on civilian homes to confuse target spotters.Witnesses and tribal sources in Islamic State-controlled areas report fewer militant checkpoints to weed out "apostates" and less cell phone use.Islamic State elements "abandoned one of their biggest headquarters in the village" when they heard the air strike campaign was likely to target their area, a tribal sheikh from a village south of Kirkuk said."They took all their furniture, vehicles and weapons. Then they planted roadside bombs and destroyed the headquarters," said the sheikh who declined to be identified. "They don't move in military convoys like before. Instead they use motorcycles, bicycles, and if necessary, they use camouflaged cars."Tribal and local intelligence sources said an air strike on Thursday near Bashir town, 20 km (12 miles) south of Kirkuk, had killed two local senior Islamic State leaders while they were receiving a group of militants from Syria and Mosul. Ongoing fighting makes it impossible to verify the reports.Sheikh Anwar al-Assy al-Obeidi, the head of a large tribe in Kirkuk and across Iraq, told Reuters there were now fewer killings because fighters could not operate as openly."They were executing people like drinking water ... Now the air strikes are very active and have decreased the (militants') ability," said Obeidi, who fled to Iraqi Kurdish-held territory this summer after Islamic State blew up his home.(Additional reporting by Yara Bayoumy and Ned Parker in Baghdad, Alexander Dziadosz and Sylvia Westall in Beirut and Susan Heavey in Washington and Andrew Osborn and William James in London; writing by Peter Graff; editing by Philippa Fletcher)

U.S.-led strikes pressure al Qaeda's Syria group to join with Islamic State-Reuters-By Mariam Karouny-SEPT 26,14-YAHOONEWS

BEIRUT (Reuters) - Al Qaeda's affiliate in Syria, the Nusra Front, is facing mounting pressure from its own members to reconcile with its rival Islamic State and confront a common enemy after U.S.-led air strikes hit both groups this week. But that move would require pledging loyalty to Islamic State, which has declared a caliphate in territory it controls in Iraq and Syria, which would effectively put an end to the Nusra Front, fighters in the group say.Nusra, long one of the most effective forces fighting Syrian President Bashar al-Assad, was weakened this year by battles with Islamic State, an al Qaeda splinter group that routinely employs ruthless methods such as beheadings and mass executions. The two share the same ideology and rigid Islamic beliefs, but fell out during a power struggle that pitted Islamic State head Abu Bakr al-Baghdadi against al Qaeda chief Ayman Zawahri and Nusra Front leader Abu Mohammad al-Golani.But U.S.-led air and missile strikes, which have hit Nusra as well as Islamic State bases in Syria, have angered many Nusra members who say the West and its allies have joined forces in a "crusader" campaign against Islam.Sources close to Islamic State said some Nusra fighters were joining them after the strikes and there was a growing sense among many that it was time to put their differences aside."There are hardline voices inside Nusra who are pushing for reconciliation with Islamic State," a source close to Nusra's leadership told Reuters, though he doubted it would happen."I know Golani. He would never reconcile with Islamic State. If he ever does it, it would be in a direct order from the leadership, and that is Zawahri himself."However, one Islamic State fighter said he believed there was an "80 percent chance that the brothers of Nusra will join the State".The Syrian Observatory for Human Rights, a Britain-based monitoring group, said on Friday over 200 fighters had joined Islamic State in the northern Aleppo area, many from the Nusra Front, since U.S. President Barack Obama said he was prepared to strike the group in Syria.

NO TRUST

Even before the air strikes, Nusra was facing difficulties and was losing fighters to the Islamic State, which is seen as more organized and determined to impose Islamic rule."This goes without saying, this is a crusader war that includes all infidel nations against the Islamic State," said Nusra commander Abu Mussab al-Makdessi in a voice message posted in jihadi forums online in response to a question from an Islamist about the group's reaction to the strikes."Regardless of what happened between us, they remain our brothers, and the ideological bond between us is stronger than anything. We are ready to fight by their side ... our blood is their blood."One former Nusra fighter inside Syria said the air strikes had strengthened Islamic State's position even further."Nusra is in a very difficult situation. I think now it should just announce the end of itself. Zawahri has to be brave," he told Reuters."It is no longer like the old days. He needs to understand this. This is a new era with a caliph," he said.Yet sources from and close to both sides said it would be difficult for the two groups to work together without merging - and with Nusra in a weaker position, that would effectively mean being subsumed by Islamic State.Such a decision should be taken by Zawahri himself. Sources say he should give a speech outlining al Qaeda's position on the attacks soon."Golani does not trust Baghdadi, and he doesn't like his politics and agenda, he sees it as distorted and astray," the source close to the Nusra leadership said. But there were figures inside Nusra who were seen as more extreme that wanted to make peace with Islamic State, he said, naming top Nusra cleric Sheikh Sami al-Aridi, who is also close to Golani, as a particularly strong proponent of reconciliation. If that does happen, it would be an alliance and not a merger, the source said, adding merger would be impossible since Baghdadi, who has declared himself leader of all the world's Muslims, would want Zawahri to pledge allegiance to him.But even if Zawahri only orders Nusra to fight alongside Islamic State, it is likely to accelerate any hemorrhaging of influence from him to Baghdadi.Nusra, which has been trying with allies to remove its name from the U.N. terrorist list, was taken by surprise when U.S.-led coalition warplanes bombed several of its positions in Idlib province.Several commanders are believed to have been killed in the strikes, including Kuwaiti-born Mohsin al-Fadhli - also known as Abu Asmaa al-Jazrawi - reputedly a former member of Osama bin Laden's inner circle, and whom United State officials call the head of the "Khorasan group".Khorasan is the Islamic term for an area including parts of Pakistan and Afghanistan, where al Qaeda's main council is believed to be in hiding.

ATTACKS ON LEADERS

The source close to the Nusra leadership said the Khorasan group was led by veterans from Afghanistan."It is a very small group - dozens of fighters only. It is more symbolic because it is composed of veterans who came from Afghanistan, and they are all wanted by Washington. They directly follow the Qaeda leadership," he said.Another Nusra source said Fadhli and al-Golani had fallen out recently but had continued to cooperate. The strikes on the "Khorasan group" also showed that the United States knew more than it should, he said. This could embarrass Nusra leaders by leading fighters to suspect they were infiltrated. Nusra leaders have reportedly gone underground and changed locations since the strikes."The precision of the raids on these positions shows clearly that the Americans have intelligence members among the Nusra fighters. It is very clear to us now," the Nusra source said.Islamic State fighters and sympathizers have vowed to respond to the strikes. In particular they accused Saudi Arabia of being the mastermind behind the attacks. But jihadis also say the group is in no hurry and is waiting to see what the coalition plans to do. The group's leaders went underground even before the strikes, it has evacuated most of its buildings in its stronghold of Raqqa province, and its fighters are rarely seen on the streets."The response will be in every country that took part in bombing Muslims and their state," said an Islamic State fighter in Syria."Masks have fallen. In our eyes, it fell a long time ago, but now Muslims across the world saw it."(Editing by Alexander Dziadosz and Will Waterman)

Stephen Harper confident of success as final EU trade deal released-CBC – sept 26,14-yahoonews

The final text of Canada's new trade deal with the European Union has been released."Now we will be playing in the big leagues," Prime Minister Stephen Harper said, adding that Canada will have one of the greatest trading networks in the world when the EU deal is added to Canada's existing free trade agreements.Harper hosted Herman Van Rompuy, the president of the European Council, and Jose Manuel Barroso, the president of the European Commission, for wide-ranging talks on Parliament Hill Friday. He thanked both men for their "unshakable friendship."The summit discussions Friday also included shared concerns like the conflicts in Ukraine, Syria and Iraq. But the main event was a photo opportunity to mark the successful conclusion of negotiations.Von Rompuy said that the new trade deal and a strategic partnership agreement that accompanies it add "new levels of depth of understanding" to the Canada-EU relationship, and are the "embodiment of a much larger bond."Barroso pointed out that Canada is the first G7 country to sign a trade deal with the European Union. He called it "the most advanced agreement in the world today when it comes to market integration.""It has not always been easy. Let me tell you that Canadian negotiators are strong and determined," Barroso said, adding that the final deal was worth waiting for.

Ratification not guaranteed

The final text of the agreement was posted on the Canadian government's website on Friday morning.
Talks concluded in August, but the final agreement was not made public because officials said it needed to be translated and checked by lawyers.Barroso's presidency ends within days. This trade agreement is the EU's second under his leadership. (The first, with South Korea in 2011, is still being ratified in parliaments across Europe.) A "joint declaration" was signed by the three leaders on Friday to confirm the final text. A release from the European Union confirmed that the agreement will now be sent to the European Council for authorization for signature to confer its approval. The next step, the release says, will be the consent vote in the European Parliament, and "if necessary the approval of the parliaments of the member states."The European Commission under Barroso's leadership has said that such member state votes were not necessary. But the incoming president, Jean-Claude Juncker, has a different view.

Barroso, Harper confident

Opponents say there is significant opposition in Germany as well as France, Italy, Austria, Belgium and Luxembourg.Barroso commented on reports that Germany would not sign by saying that "Germany would benefit the most" from the deal."It's quite obvious," he said, while adding that he respects that not everyone likes it."We are used to having different opinions," he said, adding that he had "no doubt" that it would be endorsed by all member states.Harper said he expected that some people would want some "small things" changed or would "want more money," but that the agreement has the support of all the member countries of Europe and all the provinces in Canada.A tight vote is expected at the European Parliament. In Canada, the agreement will be voted on in the House of Commons and Quebec's National Assembly, with other provincial cabinets also signing off. It's expected to pass with broad support. After a working lunch in Ottawa, the leaders will head to Toronto to promote the trade deal at an event with business leaders from Canadian and European companies.

O'Hare International Airport, Chicago Midway airports re-open air traffic after fire-CBC – SEPT 26,14-YAHOONEWS

All flights in and out of Chicago's two airports were halted for hours on Friday because of a fire at a suburban Chicago air traffic control facility intentionally set by a contract employee, police said. The ground stop sent delays and cancellations rippling throughout the air travel network, as more than 850 flights have already been cancelled in Chicago and more are expected.United and Air Canada flights from Chicago to Toronto were cancelled Friday morning, as well as from Chicago to Vancouver, while WestJet flights were listed as delayed. At Noon ET, the Federal Aviation Administration (FAA) said flights had begun leaving and arriving at O'Hare International Airport and Midway International Airport in Chicago, but at a reduced rate. Authorities said the blaze was intentionally set by a contract employee of the Federal Aviation Administration and had no ties to terrorism. The early morning fire forced the evacuation of the control centre in Aurora, Ill., about 64 kilometres west of downtown Chicago. Emergency crews found the man suspected of setting the fire in the basement, where the blaze began, with a self-inflicted wound. He was taken to a hospital.Aurora Police Chief Gregory Thomas said the fire was not a terrorist act. The FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and local police and fire departments were investigating. When the centre was evacuated, management of the region's airspace was transferred to other facilities, according to FAA spokeswoman Elizabeth Cory.Aurora spokesman Dan Ferrelli gave no details on the suspect's injury, but said in an emailed statement that it was not from a gunshot.

Gaping hole in nation's air traffic

Another employee of the facility was treated at the scene for smoke inhalation. The flames were extinguished by 7 a.m., according to Ferrelli's email.Online radar images showed a gaping hole in the nation's air traffic map over the upper Midwest. At O'Hare's Terminal 3, long lines formed at ticket counters as airlines continued to check in passengers.Waiting by an American Airlines counter, Jon Sciarrini said his homebound flight to Dallas had been delayed, and he didn't know whether he should wait or try to arrange another flight."It's pretty frustrating — a little like being in purgatory," the IT specialist said.It was the second time since May that a problem at one of the Chicago area's major control facilities prompted a ground stop at O'Hare and Midway international airports. In May, an electrical problem forced the evacuation of a regional radar facility in suburban Elgin. A bathroom exhaust fan overheated and melted insulation on some wires, sending smoke through the facility's ventilation system and into the control room. That site was evacuated for three hours, and more than 1,100 flights were cancelled. The Aurora facility, known as an enroute center, handles aircraft flying at high altitudes, including those approaching or leaving Chicago airports. Air traffic closer to the airports is handled by a different facility and by the control towers located at the airfields.A computer glitch at a similar facility on the West Coast in April forced a 45-minute shutdown at Los Angeles International Airport.

13 And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,

REVELATION 17:1-5,9,15-18
1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters:
2 With whom the kings of the earth have committed fornication,(VATICAN IN POLITICS) and the inhabitants of the earth have been made drunk with the wine of her fornication.
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
4 And the woman (FALSE CHURCH) was arrayed in purple and scarlet colour,(VATICAN COLOURS)(ANOTHER REASON WE KNOW THE FALSE POPE COMES FROM THE VATICAN) and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication:
5 And upon her forehead was a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH.
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.(THE VATICAN IS BUILT ON 7 HILLS OR MOUNTAINS)

16 And the ten horns which thou sawest upon the beast,(WORLD DICTATOR) these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.(BOMB OR NUKE THE VATICAN)
17 For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.
18 And the woman which thou sawest is that great city,(VATICAN) which reigneth over the kings of the earth.

09/26/2014 - VATICAN INSIDER-Francis and opposition in the Church-Francis and the opposition that exists within the Church-Fr. Spadaro says Pope Francis is a leader and is also capable of taking difficult decisions. Organised opposition does exist within the Church-ANDREA TORNIELLI
vatican city-The arrest of former nuncio Józef Wesolowski in the Vatican three days ago (Wesolowski had already resigned from the clerical state after being accused of sexually abusing minors) and the replacement of Paraguayan bishop Rogelio Livieres (who was sacked for causing division in the Church after he accused other Paraguayan bishops of not nurturing doctrinal orthodoxy) gave the impression that things are speeding up ahead of the Synod on the Family in the coming weeks. The severity – as per the code of law – shown towards the former Polish archbishop sent out a strong message: that the days where impunity and cover-ups were the norm, have now come to an end. Wesolowski’s arrest is the final step on a path courageously begun by Benedict XVI, who sacked hundreds of priests and quite a number of bishops during his pontificate.“Francis is a leader and is able to take difficult decisions,” Fr. Antonio Spadaro, editor-in-chief of Jesuit periodical La Civiltà Cattolica told Italian daily La Stampa. “But,” he added, “Pope Francis knows when it is important to do justice and act according to the law in cases such as that of Santo Domingo’s former nuncio.”Straight after his election, having taken on board all that was said during the general congregations held prior to the conclave, Francis immediately set to reforming the Curia. Because of the inquiries that were being carried out by the Italian magistrates, he was forced to start with the Vatican’s finances. The process was slow and cumbersome and the aim was to make it harder for certain past scenarios to be repeated. But more than the structural reforms he has planned or already begun, it is his personal testimony as pastor and the words he pronounces every day that are calling into question certain dynamics within the clergy which are disfiguring the Church. Like an illness that manifests itself in the games played by cliques that form within the Church, in careerism, in the not-always-so-transparent relations with politics, in excessive bureaucracy and structures which transform into clots of self-referential power, losing sight of the real purpose of their existence: serving the people of God.The powerful effects of the outcome of the 2013 Conclave are clear for everyone to see: Masses of people around the world fondly and carefully listen to the word and message of a Pope who has reignited people’s hopes after the years of scandals and court-like intrigues, which Benedict XVI went through. There are currents of opposition in the Church, some are more prominent or more structured than others. They use their alliances with certain media circles to try to discredit anything the Pope says or does, throwing the stone and then hiding their hands in their tunic pockets so to speak. This opposition does not accept Francis’ election and seeks to squeeze him into the comfortable framework of polarization between liberals and conservatives, an ideology-oriented framework which has helped many build prestigious ecclesiastical careers and is wrong. There have been numerous attempts to impose this way of thinking. The recent nomination of the new Archbishop of Chicago, Blasé Joseph Cupich, an outsider, is a case in point. Cupich is a pastor who cares a lot about social issues, he is a man of dialogue who does not focus only on speaking out against same-sex marriages and has the capacity to speak without barking.“Francis does not have a rigid and abstract plan to implement in the Church,” Fr. Spadaro said. “The upcoming Synod illustrates this: he wants people to walk together and freely exchange different experiences and sensitivities in the appropriate place, which is the Synodal Assembly. It is wrong to interpret Francis’ words and decisions according to the old framework of division between liberals and conservatives. If there is one message he does not tire of stressing, it is that which he pronounced in his homily at St. Martha’s House the other day: all you need to do is listen to the Word of God and put it into practice. Of course doing this for real can be destabilizing…” Francis’ is not presenting us with a pre-engineered plan. His outlook is based on intimacy with the mystery of the Church, with the Gospel and with the most authentic tradition. In this outlook, there is certainly no room for bureaucrat bishops who are out of touch with the people, attached to their privileged lifestyles, obsessed with certain specific issues and incapable of being close to men and women just as they are and not as they would like them to be.

Police: Woman killed at Oklahoma processing plant beheaded by co-worker who had been fired-The Canadian Press By The Associated Press | SEPT 26,14-YAHOONEWS

MOORE, Okla. - Police said Friday a man recently fired from a food processing plant in an Oklahoma City suburb beheaded a woman with a knife and was attacking another worker when he was shot and wounded by the owner of the company. The 30-year-old man, who has not been charged, stabbed Colleen Hufford, 54, severing her head in Thursday's attack at Vaughan Foods, Moore Police Sgt. Jeremy Lewis said.Lewis said the man then stabbed Traci Johnson, 43, a number of times before being shot by Mark Vaughan, a reserve sheriff's deputy and the company's chief operating officer."This was not going to stop if he didn't stop it. It could have gotten a lot worse," Lewis said.Lewis said the suspect had been fired in a building that houses the company's human resources office, then immediately drove to the entrance of the business. The man attacked Hufford with a knife, severing her head and killing her, then stabbed Johnson until being shot by Vaughan.Lewis said he didn't know why the man was fired.A Vaughan spokeswoman said the company was "shocked and deeply saddened" by the attack.Johnson and the suspect are in stable condition Friday at hospitals, Lewis said.Moore police have asked the FBI to aid in the investigation and look into the man's background because of the nature of the attack, Lewis said.

EU says No to Russia on rewriting Ukraine pact-Today @ 16:26-SEPT 26,14-EUOBSERVER-By Andrew Rettman

BRUSSELS - EU countries are planning to tell Russia it has no say on changing the Ukraine trade treaty despite its demand to rewrite the text. The joint declaration, by the EU Council and European Commission, is to say the trade pact: “is a bilateral [EU-Ukraine] agreement and any adaptations to it can only be made at the request of one of the parties and with the agreement of the other”.It notes Ukraine should “continue the process of envisaged reforms and economic modernisation” related to Titles III, V, VI and VII, of the pact.It also says Ukraine should go ahead with “adequate preparation for the implementation of Title IV”.Titles III, V, VI, and VII of the pact spell out reforms in the areas of justice and security, economic affairs, financial and anti-fraud matters, and institution-building.Title IV deals with trade and the mutual lifting of tariffs on EU and Ukrainian exports. The EU declaration is to be published in Brussels on Monday (29 September) by ministers at general affairs council.Ministers will the same day adopt a legal act saying the bulk of the treaty is to be implemented “without delay”, but that article IV is to be implemented on 1 January 2016.EU countries are also planning to extend “autonomous trade measures” - low or zero-rate tariffs for exports of most Ukrainian goods to Europe - from November until January 2016. But the legal text is not yet ready for adoption. The delay of Title IV is in line with an EU-Russia-Ukraine deal on 12 September. It comes after Russia threatened to impose trade sanctions on Ukraine on grounds it will be flooded by cheap EU goods re-exported from Ukraine. The declaration on the “bilateral” mechanism for altering the treaty comes after Russia also demanded a role in altering the content of the text in the run-up to 2016.Russian trade minister Alexey Ulyukaev said in a letter to trade commissioner Karl De Gucht on 15 September the EU-Ukraine-Russia “Trilateral Group” should have a “mandate ... allowing for legally binding formulas to remove the concerns of the Russian side”.With the EU declaration urging Ukraine to press ahead with Title IV-type preparations, Ulyukaev warned that “full or partial implementation” of the treaty by Ukraine before 2016 will see Russia “adjust … the preferential regime” on Ukraine imports.Russian president Vladimir Putin made the same point in a second letter to EU commission chief Jose Manuel Barroso this week. What if 1,000 people freeze? Monday’s EU declaration notes that Russia can have no say on the content of the treaty because of “the right of Ukraine to decide on its destiny”.EU sources did not exclude that Ukraine president Petro Poroshenko could come under pressure from Russia to initiate changes even if he does not want to, however. The Russia-Ukraine ceasefire is, for the most part, holding. But EU-mediated talks on Russia’s decision to halt gas supplies to Ukraine might not yield an accord before the winter.“If 1,000 people freeze to death in their homes, then Poroshenko will certainly feel the pressure to make further concessions”, one EU diplomat told this website.Another EU source said there is a chance Putin will use Ukraine’s implementation of Title V reforms or its “preparations” for Title IV implementation to impose trade sanctions anyway.“One cannot predict what his mind will produce”, the source said.“Even the extension of the EU’s autonomous trade measures could be seen as a threat by Russia because it's a chance for Ukraine to find new [non-Russian] markets for its goods. Ukraine exports to the EU already went up by 25 percent in the past few months since the measures were put in place”.

Sanctions roll-back

EU countries’ ambassadors will next Tuesday also meet to discuss if the ceasefire merits a roll-back of EU economic sanctions on Russia. The review was requested by anti-sanctions states including Bulgaria, Hungary, and Slovakia. But the roll-back would require a consensus by the EU 28.“Russian soldiers are still on Ukrainian territory and Ukraine still has no control over its eastern border with Russia so there is no appetite to make such a move, not just in, say, Lithuania, but also in big member states, such as Germany”, an EU source said.

Russia threatens EU states with gas cut-offs-Today @ 09:40-SEPT 26,14-EUOBSERVER-By Andrew Rettman

BRUSSELS - Russian energy minister Alexander Novak has warned that EU states which re-export gas to Ukraine will face cut-offs, with Hungary already stopping its reverse flow.Novak spoke in German daily Handelsblatt on Friday (26 September) morning ahead of talks in Berlin later the same day between the European Commission and Russian and Ukrainian energy officials."The contracts signed [between Russia and EU clients] do not have any provisions for re-exports … We hope that our European partners respect the past agreements. That is the only way to guarantee uninterrupted supplies”, he said.Hungary, Poland, and Slovakia earlier this year began shipping Russian gas to Ukraine in order to help it cope in winter after Russia stopped supplying Ukraine in a price dispute which is bogged down in legal arbitration.Earlier this month, Russian gas flows to Poland temporarily dropped by 45 percent and to Slovakia by 10 percent in what was blamed on technical reasons. For its part, Hungarian gas distributor FGSZ on Thursday said it will no longer supply Ukraine “until further notice” also due to “technical reasons” linked to increased demand at home. But Ukraine transit firm Naftogaz said in a statement the decision is political and comes after the CEO of Russian gas firm Gazprom, Alexei Miller, met with Hungarian leader Viktor Orban on Monday.“Neither EU countries nor Ukraine should be put under political pressure through energy blackmail”, it said in a note to press. “Naftogaz is committed to being a reliable partner and vital transit hub for Russian gas to the EU. In return, Naftogaz expects its European partners and neighbours to respect their contractual obligations”.Ukrainian PM Arseny Yatseniuk told Reuters: “They want us to freeze. This is the aim and this is another trump card in Russian hands".The commission hopes the Berlin meeting will see Russia and Ukraine agree to an interim gas price to restart supplies during the cold weather. But two recent EU-brokered deals, on a ceasefire in east Ukraine and on EU-Ukraine free trade, have attracted criticism. The ceasefire, agreed on 5 September, has seen Ukraine pass laws to let pro-Russia rebels stay in place in Donetsk and Luhansk and to create a buffer zone between the two forces.Ukrainian president Petro Poroshenko told press in Kiev on Thursday that the “most dangerous part of the war is over” and unveiled a reform plan designed to prepare Ukraine to apply for EU membership in 2020.EU countries’ ambassadors will next week in Brussels discuss whether Russia has done enough to merit rolling back EU sanctions. But speaking to the Washington Post in an interview on the margins of the UN assembly in New York on Thursday, Lithuanian leader Dalia Grybauskaite, said: “The Europeans and other countries asked Poroshenko to agree to conditions that were unacceptable because [they amounted to a partition] of Ukrainian territory”.She added: “If we will be too soft with our sanctions or adapt sanctions but not implement them, I think he [Russian leader Vladimir Putin] will go further trying to unite east Ukraine with south Ukraine and Crimea”.The EU-brokered trade deal has also seen Ukraine promise to freeze implementation of a landmark free trade pact until 2016.But Russian leader Vladimir Putin has said in a letter to the EU commission, seen by Reuters, that he will impose trade sanctions on Ukraine if it starts to make any pro-EU economic reforms in the next 15 months. He added that the substance of the trade treaty must be modified to meet Russian demands.“We still believe that only systemic adjustments of the association agreement, which take into account the full range of risks to Russian-Ukrainian economic ties and to the whole Russian economy arising from implementation of the agreement, will allow [us] to retain existing trade and economic considerations between the Russian Federation and Ukraine”, he said.

Taliban behead 12 people in remote Afghan province-Associated Press-By AMIR SHAH and MIRWAIS KHAN-SEPT 26,14-YAHOONEWS

KABUL, Afghanistan (AP) — The Taliban beheaded 12 Afghan civilians, mostly family members of local policemen, in an assault that was part of a week-long offensive that has so far killed 60 people and wounded scores in a remote province in eastern Afghanistan, officials said Friday. However, a Taliban spokesman in Ghazni province denied the reports of beheadings and civilian slayings, insisting the insurgents were only fighting Afghan forces there. The violence comes amid the annual Taliban offensive, which this year will be an important gauge of how well Afghan government forces are able to face insurgent attacks ahead of the withdrawal of foreign combat troops at the end of the year.According to the Ghazni provincial deputy police chief, Asadullah Ensafi, the Taliban on Thursday night captured and beheaded 12 civilians and torched some 60 homes in an attack in the province's district of Arjistan.Details were sketchy because of the remoteness of the rugged mountainous area, about 100 kilometers (60 miles) southwest of the capital, Kabul, but Afghan officials said that women and children were believed to be among the casualties. There are no NATO troops stationed in the district.Beheadings are rare in Afghanistan, though they occasionally take place as part of the Taliban campaign to intimidate and exact revenge on the families of Afghan troops and security forces."We don't have the time for this (beheadings) while we are fighting," Taliban spokesman Qari Yousaf told The Associated Press over the phone. "These reports are baseless and a lie."The offensive in Ghazni comes as Afghanistan readies to inaugurate the country's new president, Ashraf Ghani Ahmadzai, who officially takes over from Hamid Karzai on Monday.Over the past week, the Taliban have been attacking several villages in Ghazni's Arjistan district, Ensafi said, and battles in the area were still raging Friday, he said.On Friday morning, the Taliban detonated a car bomb in front of an encampment where some 40 Afghan policemen were based in Arjistan, killing at least 8 policemen, said the province's deputy governor, Mohammad Ali Ahmadi.Ensafi said it was not immediately possible to reach the area to determine the exact number of casualties because the insurgents had mined the roads.Ahmadi, who also confirmed the beheadings, said that attack and the car bomb brought the overall death toll in the Taliban offensive in Ghazni to 60. The victims included both civilians and policemen, he said.Ahmadi said Afghan commandos have been airlifted from Kabul to the area to battle the Taliban and prevent the district from falling to the insurgents. In Kabul, Ghazni lawmaker Nafisa Azimi said the situation in the province remains very dangerous, adding that the Taliban have taken scores of civilians from Arjistan hostage.Yousaf, the Taliban spokesman, claimed the insurgents were in full control of Arjistan and that the government was trying to "save face" over its losses by accusing the Taliban with "false reports" of beheadings and civilian deaths.Fighting between insurgents and Afghan forces was also underway Friday in Gizab district in the southern province of Uruzgan, said Abdullah Khan, the district governor. He said the Taliban were now in control of almost 80 percent of that district and were trying to capture the governor's office there."I alerted superiors in Kabul but we have gotten no response so far," Khan said. "If we don't get reinforcements soon, we might lose the district."He said the situation in Sangin district in neighboring Helmand province was similar and that the Taliban there had also captured most of the district. There was no immediate comment on the fighting from the central government in Kabul. Each spring and summer bring an escalation in fighting in Afghanistan with the end of snowy winter weather, which hampers movement. The melting of the snows also opens up mountain passes, allowing militant forces to move in from neighboring Pakistan. The country's new president, Ghani Ahmadzai, is expected to sign a security agreement — perhaps as early as next week — that allows some 10,000 U.S. troops to remain in Afghanistan after all combat troops are withdrawn by the end of the year.A protracted dispute over the results of a June presidential runoff with allegations of widespread fraud had delayed the signing of the deal. But on Sunday, Ghani Ahmadzai and his rival for the post, Abdullah Abdullah, signed a power-sharing deal after Afghanistan's election commission named Ghani Ahmadzai the winner of the election and noted that Abdullah would fill the newly created position of chief executive, a post akin to prime minister.___Khan reported from Kandahar, Afghanistan.

Turkey's Erdogan calls for no-fly zone in Syria-Associated Press-SEPT 26,14-YAHOONEWS

ANKARA, Turkey (AP) — Turkish President Recep Tayyip Erdogan said Friday that a "no-fly zone" should be created in Syria to protect part of it from attacks by Syria's air force. In his comments to reporters on his return from the U.N. General Assembly in New York, Erdogan did not specify where such a zone should be located. But Turkey is eager to re-focus the world's attention on removing Syrian President Bashar Assad's regime from power as well as fighting the Islamic State militants who are battling Kurdish forces just over the border in Syria, triggering a refugee influx into Turkey."A no-fly zone must be declared and this no fly-zone must be secured," Erdogan said, adding that he had discussed the issue with President Barack Obama and Vice President Joe Biden. In addition, Erdogan said a "secure area" should be created on the Syrian side of the Turkish border, where tens of thousands of Syrians have fled the fighting as refugees. Turkey could probably protect such an area with its artillery.Erdogan also reiterated that Turkey is considering how to support the U.S.-led coalition fighting the Islamic State militants in Syria and Iraq. In New York, Erdogan told Turkish reporters that Turkey's involvement could include its military.Previously Turkey had been coy about whether it would contribute to the coalition, citing the safety of 49 people who had been kidnapped by the militants from the Turkish Consulate in Mosul, Iraq, in June. But the hostages were freed last weekend, prompting the U.S. to press Turkey to contribute to the coalition."Our 49 citizens were hostages. But now the conditions have changed. The process as of now will be different," Erdogan said Friday, without elaborating. He said the Islamic militants were casting a shadow over Islam."As Muslims, we have to do all that we can," Erdogan said.

Rains bring big gains on Northern California wildfire, far fewer homes threatened-The Canadian Press By The Associated Press | SEPT 26,14-YAHOONEWS

PLACERVILLE, Calif. - Helpful rains and more than 8,000 firefighters brought solid advances against a huge wildfire in Northern California as evacuations dwindled and the number of threatened homes was reduced from thousands to just a few hundred.Calls for evacuation in two communities were reduced from mandatory to voluntary, leaving just one neighbourhood under strict evacuation orders, the El Dorado County Sheriff's Department said in a statement. It wasn't immediately clear how many people remained away from their homes. The rains had brought fears of flooding and dangerous conditions in the King Fire's huge burn area east of Sacramento, but they remained light and helpful to the firefight. A flash flood warning in effect for several hours was called off in early evening.By Wednesday evening, state fire officials said fewer than 300 structures were still threatened. They put the figure at 12,000 when the day started. The blaze was 55 per cent contained — up from 43 per cent at the beginning of the day — and showed no growth after burning almost 150 square miles and destroying a dozen homes near the town of Pollock Pines."The rain is definitely allowing the firefighters to make progress on containment," said Dana Welsh, a spokeswoman for the U.S. Forest Service.Large areas of the fire remain uncontained, so the blaze could still spread when the rain stops, Welsh added.Forecasters say more rain could come on the weekend, and fears remained that it could lead to mudslides and slippery roads that could make firefighting more dangerous, Welsh said.Wayne Allen Huntsman, 37, has been charged with starting the fire. He has pleaded not guilty to arson and remains in jail on $10 million bail The fire has become the second priciest blaze in California this year, costing more than $50 million to fight since it began nearly two weeks ago. The state spent more than $85 million fighting a fire in Klamath National Forest along the California-Oregon border. The blaze is one of nearly 5,000 wildfires in California this year, a 26 per cent increase compared with an average year of about 3,900.
