WASHINGTON - A U.S. science advisory report says Japan's Fukushima nuclear accident offers a key lesson to the nation's nuclear industry: Focus more on the highly unlikely but worst case scenarios.That means thinking about earthquakes, floods, tsunamis, solar storms, multiple failures and situations that seem freakishly unusual, according to Thursday's National Academy of Sciences report. Those kinds of things triggered the world's three major nuclear accidents."We need to do a soul searching when it comes to the assumptions" of how to deal with worst case events, said University of Southern California engineering professor Najmedin Meshkati, the panel's technical adviser. Engineers should "think about something that could happen once every, perhaps 1,000 years" but that's not really part of their training or nature, he said."You have to totally change your mode of thinking because complacency and hubris is the worst enemy to nuclear safety," Meshkati said in an interview.The report said the 2011 Japanese accident, caused by an earthquake and tsunami, should not have been a surprise. The report says another Japanese nuclear power plant also hit by the tsunami was closer to the quake's fault. But the Onagawa plant wasn't damaged because quakes and flooding were considered when it was built.Onagawa had crucial backup electricity available for when the main power went down, as opposed to Fukushima which had emergency generators in a basement that flooded. Onagawa's operators had "a different mindset" than the executives who ran Fukushima, Meshkati said.The other two nuclear accidents — at Pennsylvania's Three Mile Island and Ukraine's Chornobyl— were caused by multiple system failures.Lee Clarke, a Rutgers University risk expert and author of the book "Worst Cases," criticized the academy's report as too weak. He said the tone of the report made it seem like the accident was unpredictable and caught reasonable people by surprise "and it shouldn't have." But the report itself said the "the Fukushima accident was not a technical surprise."David Lochbaum of the activist group Union of Concerned Scientists said the problem is that federal law financially protects the U.S. nuclear industry from accidents gives utilities little incentive to spend money on low-probability, high-consequence problems.But Nuclear Energy Institute senior vice-president Anthony Pietrangelo said the American nuclear industry has already taken several steps to shore up backup power and deal with natural disasters."We cannot let such an accident happen here," he said in a statement.
Another issue the report raised was about how far radiation may go in a worst case accident.The U.S. Nuclear Regulatory Commission orders plants to have emergency plans for a zone of 10 miles around a nuclear plant. But the academy study said Fukushima showed that "may prove inadequate" if a similar accident happened in the U.S. People nearly 19 miles away in Japan needed protection from radiation. But the committee would not say what would be a good emergency zone.

BRUSSELS - A decision by the EU court earlier this year to scrap a controversial data retention directive may have implications for existing international data agreements and EU proposals under review.“We will have a debate on the question of the compatibility of these international agreements with EU law here in the parliament,” German Green Jan Phillip Albrecht said Wednesday (23 July).At stake are a number of data-sharing agreements with the Americans such as the one requiring airlines to share air passengers' personal details (PNR) with US authorities, and the EU-US terrorist financial tracking programme (TFTP).The European Court of Justice in April ruled that the EU retention directive had violated the rights to privacy and data protection, in part, because no link was made between the data retained and the threat to public security.The court rejected the bulk collection of data of people not suspected of any crime and the amount of time it was stored.But the now-defunct retention directive is not the only EU policy or law that involves the mass collection of data of people not suspected of any crime.A study, commissioned by the European Greens and presented by Albrecht, says the court’s judgement means the European Commission will have to review or renegotiate a number of agreements.It finds that the transfer of undifferentiated bulk data collection and transfer of flight passenger and bank data to the US are not compatible with court’s judgement.“It doesn’t happen very often that a directive is declared void in its entirety and this shows the importance of the case and maybe the initial misjudgement of the EU legislator, in particular the commission, which defended the directive in recent years,” said Franziska Boehm, an assistant professor at the University of Munster, and co-author of the study.One legal argument used by the study is an article in the 2002 e-privacy directive.It states blanket data retention is not possible in the field of communications “except under certain circumstances” and only if compatible with fundamental rights.“We think a review of these agreements and possibly even a renegotiation of these agreements even if it is painful needs to be carried out,” she said.The commission disagrees.A “preliminary assessment” by the Brussels executive suggests other EU-level justice and home affairs laws cannot be compared with the scrapped directive.EU spokesperson Michele Cercone said in an email the air passenger data and financial tracking agreements “provide for effective data protection safeguards”.He said the existing instruments are also “more limited in purpose and scope” and “set out clear rules for the access and use of data.”Some concessions to the ruling could be made when it comes to on-going discussions, he said.He pointed to discussions on the EU’s own air passenger data collection system and the so-called Entry/Exit system where the fingerprints of all visiting non-EU nationals are collected and stored in a database.Albrecht received a similar written reply from EU home affairs commissioner Cecilia Malmstrom in June.Malmstrom said the commission has no intention of terminating the PNR agreements with the US, Canada or Australia regardless of the court’s judgement.“The personal data involved in the processing of PNR (passenger name record) data is less revealing than the types of telecommunications data formally retained under the data retention directive,” she noted.Albrecht, for his part, said the debate would continue in the parliament’s civil liberties committee after the summer break.

OUAGADOUGO, Burkina Faso - An Air Algerie jetliner carrying 116 people — including five Canadians — crashed Thursday in a rainstorm over restive Mali, and its wreckage was found near the border of neighbouring Burkina Faso. It was the third major international aviation disaster in a week.The plane, owned by Spanish company Swiftair and leased by Algeria's flagship carrier, disappeared from radar screens less than an hour after takeoff, en route from Burkina Faso's capital of Ouagadougou to Algiers.French fighter jets, U.N. peacekeepers and others hunted for signs of wreckage of the MD-83 plane in the remote region, where scattered separatist violence may hamper an eventual investigation into what happened.The wreckage was found about 50 kilometres (31 miles) from the border of Burkina Faso near the village of Boulikessi in Mali, a Burkina Faso presidential aide said."We sent men with the agreement of the Mali government to the site and they found the wreckage of the plane with the help of the inhabitants of the area," said Gen. Gilbert Diendere, a close aide to Burkina Faso President Blaise Compaore and head of the crisis committee set up to investigate the flight."They found human remains and the wreckage of the plane totally burnt and scattered," he said.He told The Associated Press that rescuers went to the area after they had heard from a resident that he saw the plane go down 80 kilometres (50 miles) southwest of Malian town of Gossi. Palestinian victims describe being used as shields by Hamas

Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. They described how for years Hamas has used their property and homes as shields for military installations from which to launch rockets into Israel, dig tunnels and store arms. According to the victims, those who tried to object were shot in the legs by Hamas.

The following is the full text of the comments by Hamas representative Fathi Hammad months before the war, articulating the Hamas ideology to use civilians as human shields for Hamas fighters:"For the Palestinian people death has become an industry, at which women excel and so do all people on this land: the elderly excel, the Jihad fighters excel, and the children excel. Israeli airlines announced on Wednesday that they would boost their services between Tel Aviv and destinations all over the world after the Federal Aviation Agency directed US airlines to cancel their scheduled flights to Ben Gurion Airport in the wake of a rocket attack on the nearby city of Yehud.The FAA barred flights to Israel Tuesday evening for 24 hours, citing security concerns, then extended the ban on Wednesday evening for at least another 24.Before the FAA announcement, the Delta airline said it was indefinitely suspending flights between the United States and Israel. At the same time, US Airways said it was suspending flights, but only until Thursday.After the FAA issued its initial directive on Tuesday, Canadian, European, Arab and Turkish airlines were quick to follow suit. As of Wednesday afternoon, only Israeli airlines El Al, Arkia and Israir, along with British Airways, Spain’s Iberia and Vueling, Georgian Airways, and a number of Greek and eastern European companies, were flying in and out of Tel Aviv.On Wednesday, all American carriers, KLM, Swiss International Airlines, Air France, easyJet, Austrian Airlines, Wizzair, Brussels Airlines, Air Serbia, Lufthansa, Turkish Airlines, Pegasus Airlines, Royal Jordanian, TUIfly, Air Berlin, Finnair, Germanwings, Alitalia, Croatia Air, Lot Polish Airlines, Cyprus Airways, NIKI, Turkey’s Tailwind Airlines, and Transaero suspended flights to and from Ben Gurion Airport — affecting many thousands of passengers.In all, 160 flights at Ben Gurion were canceled as of Wednesday, 80 incoming and 80 departing, Transportation Ministry director-general Uzi Yitzhaki told Channel 2.He said some companies, including Alitalia, were set to resume flights on Thursday. Israeli air officials said on Wednesday afternoon that US Airways and United would restart flights on Thursday as well.But on Wednesday, passengers flying out of Ben Gurion Airport were confronted with departure boards displaying a slew of cancellations in bright red letters.In response, Israeli airlines El Al and Arkia announced they would try to provide solutions to passengers who were stranded in Israel and abroad by using larger planes with more seats and expanding their flight schedules.“In the past few days, El Al has made efforts to boost its flights and customer service. The company has scheduled two more flights to Greece and Cyprus and allocated wide-bodied aircraft that can hold hundreds more passengers in flights to European destinations. The company has also extended the hours of operation of its customer service hotline to ensure that solutions are provided to as many Israeli passengers around the world as possible,” read a statement by El Al.However, El Al in particular came under fire Wednesday for offering stranded passengers seats at almost double the advertised prices. The rates for one-way tickets from popular European destinations to Israel were said by many frustrated passengers to have skyrocketed in a matter of hours, with economy- class tickets being sold for over a thousand dollars.A one-way ticket from London to Tel Aviv on Thursday was priced at $982 on El Al’s website, as was a one-way ticket from Tel Aviv to Paris on Friday. A flight to Rome on Friday cost $972 one way.As for flights to North America, a one-way El Al ticket to New York on Sunday was being sold for $1,774.82, and to Toronto for $1,776.33. Israeli media reported throughout Wednesday that ticket prices had almost doubled between Tuesday and Wednesday, with the prices of flights to Europe that would have cost several hundred dollars had they been booked on Monday almost doubling after the FAA’s announcement, and return flights to the US costing upwards of $2,500. However, El Al remained adamant that the fares were not higher than normal, and were set in advance due to the airline’s expectation of high demand and low availability during the summer holidays.The airline’s recently appointed president, David Maimon, said that when a flight is nearly full, the prices of the remaining seats rise.“The last seats will always be expensive,” Maimon told Channel 2. “That is how we allocate seats.”He added that despite a lack of pilots — some of whom are reservists who were called up to serve in the Gaza Strip — El Al was making every effort to accommodate the stranded passengers.Raphael Ahren and AFP contributed to this report.

Hamas is not only at war with Israel. Hamas is at war with its own people.We have seen in recent days pictures of the many advanced tunnels Hamas built. These advanced tunnels are reinforced by concrete for kilometers.It is clear that instead of building schools, health systems and universities with the millions of dollars in international aid given to Gaza, Hamas has chosen to utilize this funding to devise ways to attack Israel.And many people in Gaza are not happy about this.Recent polls, cited in an article by the Washington Institute, show that many in Gaza are unhappy with Hamas’s governance. The polls found that 78% of those questioned said that the “presence of Palestinian militias that are not organized under the formal security structure” is at least a “moderate” problem.Instead of supporting education and creating new infrastructure to give their citizens a chance at a better life, Hamas has chosen to use the money to bring more chaos, more unrest.I believe that if Hamas had women within their leadership, women involved in making decisions for the people of Gaza, things may have turned out very differently.Time and again, research has shown that given political power, women choose to devote resources to building infrastructure, creating better school systems and improving public health.Hamas chose to do the opposite.When I was a soldier over 30 years ago in the Education Corps, I would take soldiers to see the communities in Gaza. We lived together, Arabs and Israelis, in beautiful, productive communities that had been there for centuries. I would show them the beautiful synagogues, the ancient Gaza Synagogue, with its mosaics dating back to the Byzantine period.Now we find in Gaza a standard of living that is, in all honesty, a humanitarian crisis. At the end of the day, this reality affects women and their families the most.Women are prisoners within their own homes. Prisoners to a terrorist organization that does not have their best interests in mind. Prisoners to a government that favors funding militant terrorism rather than investing in families. Hamas has oriented Gaza towards war, not towards building a better future for their wives, children and families.I believe that in order to bring peace between the two nations, there must be peace within each nation, peace within homes, peace within families.As a mother, my heart goes out to the women of Gaza, their children, their families. I hope for peace, a real, everlasting peace, for the sake of your family, and mine.
