Security Council unanimously called for a cease-fire, while Britain's foreign minister said he would be discussing cease-fire efforts with his American, French and German counterparts on Monday.The 15-member Security Council issued a press statement calling for a de-escalation, restoration of calm and a resumption of Mideast peace talks. The press statement, which is not legally binding but reflects international opinion, was the first response by the U.N.'s most powerful body.An Israeli official said the goal of the operation is to restore quiet to Israel for a continuous period. "This goal will be achieved whether it is done militarily or diplomatically. CALGARY - There was an outpouring of hope, tears and prayers Thursday evening at an emotional candlelight vigil for a missing five-year-old Calgary boy and his grandparents."We're very hopeful that they're out there. There's no doubt in our mind," said the boy's mother, Jennifer O'Brien, choking back tears as her husband, Rod, stood with his arm around her shoulders."We've just got to find them and the police are doing everything they can do. I'm hopeful in every way and we all are. I hope this turns out to be a happy story and I think it's going to."Nathan O'Brien and his grandparents, Kathryn and Alvin Liknes, haven't been seen since June 29 after what police say was a violent incident in the Liknes home. The couple had been having an estate sale and were downsizing ahead of a move to a home in Edmonton and then on to Mexico. Nathan was at their house for a sleepover.About 500 people turned out for a candlelight vigil at the Parkhill Community Centre, just around the corner from the Liknes home.Green ribbons, recognized as a symbol to remember missing children, were handed out to those attending. A moment of silence was held followed by a lighting of the candles. Throughout the ceremony, tears streamed down faces and some people were sobbing.About a dozen friends and family members slowly made their way up to the microphone, sharing anecdotes and hoping for the best."I like to think of this whole thing as just a way to keep the flame going," said Jeff Liknes, Kathryn and Alvin's son."I don't want to think of this like a funeral because I know it's not one. I'd love to see them again."Randy Prevost, Kathryn Liknes's brother, told reporters he wanted to help in the search but police asked the family to not get involved in the investigation. He remains hopeful but said it has been a tough two weeks."Never in my wildest dreams could I imagine anything like this," he said. Battling one of the worst forest fire seasons the Northwest Territories has seen in decades has not been cheap.“At one point we were going through a million dollars a day,” says Finance Minister Michael Miltenberger.The costs accumulated as firefighters tackled multiple fires around the community of Kakisa, the Taltson hydroelectric dam, the Reid Lake territorial park and campground, and along the highways that connect Yellowknife to the rest of Canada.Miltenberger says this year's firefighting budget has already been spent, and he has had to go back to the Finance Department to get permission to borrow more money.“ We're going to have to borrow the money, but we're not going to stint on protecting values at risk and the people and property in the Northwest Territories.”Miltenberger says he's well aware of the territory’s borrowing limit.The government has a $100-million cushion for this type of emergency.“We’ve been really pressed this year, but the issue of money: We’ll spend the money because the No. 1 job, of course, our commitment, is to protect the values at risk and make sure we work with the communities to do that.”On Thursday, fire officials warned people at Plummer’s Lodge on the East Arm of Great Slave Lake it may be time to leave, as winds pushed a 72,000-hectare fire close to the fishing lodge.Judy McLinton, a spokeswoman for the Department of Environment and Natural Resources, says there’s no relief in sight.“It’s going to start heating up again and heat up during the weekend. New Brunswick gets power outage help from P.E.I.-CBC – JULY 11,14-YahooNews
The Red Cross on P.E.I. and Maritime Electric have sent assistance to New Brunswick, where 40,000 homes are still without power following tropical storm Arthur."There are four shelters operating in New Brunswick and our volunteer Lynn MacLeod has gone over to help with warming and reception centres," said Laura Montigny, P.E.I.'s director for the Red Cross."She'll be located in Fredericton which is certainly where the bulk of the power outages are. So she'll be working with clients who come in to assess their needs in the short term until the power is restored.  She'll also be assisting with food distribution and water distribution in that area."A volunteer disaster-relief specialist from P.E.I. was also sent to New Brunswick earlier this week. That volunteer will be in New Brunswick at least through Sunday.The Canadian Red Cross now has 83 volunteers from across the Maritimes helping out.Maritime Electric, P.E.I.'s main electrical utility, has sent four crews to New Brunswick to help restore the power there.

Arthur aftermath: Premier Stephen McNeil slams Nova Scotia Power-CBC – JULY 11,14-YahooNews

Premier Stephen McNeil called Nova Scotia Power's response to the damage caused by post-tropical storm Arthur 'inexcusable' in a news conference Friday.McNeil, Energy Minister Andrew Younger and the minister responsible for emergency measures, Mark Furey, held a news conference in Middleton about the response to last weekend’s storm.During Friday's news conference, McNeil slammed the utility's response to the storm, including its failure to communicate what was happening and when power could be expected back on. "Either the utility was not aware what was happening or they were not being forthright with the information," said McNeil. He said either way, NSP's behaviour was "inexcusable."Commenting on NSP's assertion the utility's infrastructure is among the most reliable in Nova Scotia's history, McNeil said, "If this is the most reliable infrastructure in the history of this company, I'd hate to see when it was vulnerable.""We cannot understand, quite frankly, what went wrong."The premier said the province has a responsibility to hold NSP to account. He said NSP is not "meeting its responsibility" as the only power option in Nova Scotia.McNeil said for that reason, there must be performance standards in place. South African’s ruling party issued an extremely harsh statement on Operation Protective Edge Thursday, comparing Israel’s actions with those of Nazi Germany and accusing Jerusalem of turning the Palestinian territories into “permanent death camps.”The local Jewish community immediately condemned the statement as “obscene” and “venomous” and demanded a retraction and apology.“The African National Congress (ANC) condemns in the strongest terms the barbaric attacks on the defenseless Palestinian people of Gaza,” the party’s deputy secretary-general, Jessie Duarte, wrote in a statement. “As we move towards the month of August and are reminded of [t]he atrocities of Nazi Germany, surely we must ask the people of Israel has the term ‘lest we forget’ lost it[s] meaning.”The statement, which contained more than a few factual inaccuracies, spelling mistakes and grammatical errors, went on to list how many Palestinians were killed, wounded and “traumatized” during Israel’s current operation in Gaza. “The State of Israel,” Duarte wrote, “has turned the occupied territories of Palestine into permanent death camps.”She did not refer in any way to rockets fired at Israeli civilians from Gaza.“Of course the killing of any child irrespective of race color or creed must be condemned and the death of two Israeli young people is surely as senseless as any other death,” she continued, apparently referring to the killing of Eyal Yifrach, Gil-ad Sha’ar and Naftali Fraenkel last month. “But for the State of Israel, the notion of an eye for an eye has become perpetual massacre with merciless revenge which has lasted for more than 60 years. It is time to stop the killing now.”Israel’s “horrendous” attack on Gaza will further isolate Israel in the international community, Duarte warned. “Apartheid South Africa’s wanton killing of our people during the 1980s lead to its isolation, it would seem that Israel is taking a similar path of isolation by embarking on these attacks.”Mere hours after the ANC’s statement was issued, the South African Jewish Board of Deputies and the country’s Zionist Federation put out a joint press release condemning Duarte’s words.“Such naked invective is something one expects to find only on the more extreme wing of the anti-Israel lobby; coming from our country’s ruling party, it is nothing short of disgraceful,” the statement read. GAZA (Reuters) - The latest mini-war between Israel and the Islamist group Hamas began with the Gaza-based militants eager to strike a blow, but the escalation that followed has left them physically and diplomatically exposed, with no ready way out.Hamas has sent its rockets streaking into Israel after a month of army raids in the occupied West Bank - in search of three missing Israeli teenagers - that landed more than 900 Palestinians in jail, many of them Hamas members.The self-styled Islamic Resistance Movement was further prompted to action by widespread anger at the burning alive of a Palestinian youth by suspected Jewish extremists last week, an apparent revenge attack after the missing teens were found shot dead in the West Bank - murders Israel blames on Hamas.Hamas said it hadn't sought a war, but now hundreds of Israeli bombs continue to pound the coastal strip, killing scores of Gazans - almost all of them civilians, according to Palestinian medical officials.It says the onus for ending the hostilities is on Israel, where the rocket attacks have caused no fatalities and whose missile defense system has intercepted many of the Hamas projectiles."Yes, we want calm. We don't like escalation, and we didn't make an escalation. HAMAS ORPHANED

Previous lopsided battles between Palestinian militants and Israel's powerful military - most recently an eight-day conflict in 2012 and a month-long tussle that began in late 2008 and included a ground invasion of the Gaza Strip - have left Hamas's position mostly intact.The group would claim victory, buoyed by some international sympathy, speedily replenish their cache of rockets through Gaza's porous border with Egypt and maintain its broad presence in the West Bank.But much has changed since.In Egypt, the military has ousted the ruling Muslim Brotherhood, a key ally to the Gaza government, which helped mediate a truce in 2012.And it will be harder to restock when hostilities end now that Egypt's new government has stepped up efforts to demolish the cross-border tunnels that fed not only the blockaded coastal strip's weapons caches but its entire economy.Gaza was once the favored cause of regional powers, but with Egypt now openly hostile and stalwart backers Turkey and Qatar distracted by the lightning rise of Islamist extremists in Iraq, Hamas has found itself orphaned."Turkey and Qatar may play a role in trying to restore calm, but they have no direct influence on the occupation, which makes their position weak," said Hamza Abu Shanab, a Gaza political analyst.In the West Bank, too, where it is always under the jealous eye of secular Palestinian rivals, Hamas's fortunes have hit a new low with Israel's arrests."Israel is holding all Palestinians responsible for the killing of the three Israelis, and that's what it's doing with the campaign of arrests everywhere in the West Bank, and it's extended this policy of collective punishment now to Gaza," Hamas MP Fathi Qarawi told Reuters."Hamas was forced to make a response, and events have developed. We want a truce ... Egypt can still play a role and a good role in pressuring Israel to stop its attacks," he said.

BLEAK BARGAIN

Securing a truce, however, is not simple when a determined military showing is considered a matter of pride and honor.Hamas chief Meshaal expressed glee at the group's ability to lob its long-range rockets at Israel's commercial capital Tel Aviv and for unprecedented distances deep into its north.Despite the death and pain wrought on Gaza's citizens, Hamas says it has the means to carry on a long campaign if it must."Whoever thinks Hamas's ammunition will run out in days, weeks or months is delusional. We have lots in our pocket," senior Hamas official Mushir Al-Masri said on Wednesday."We want to bring you to your knees and achieve victory," Masri told Aqsa TV.The tough rhetoric, however, is in part a cloak for weakness at home, where deepening poverty and hardship in Gaza helped push the group into a troubled unity government with the Fatah party headed by Palestinian president Mahmoud Abbas."Hamas is extremely weak now. Weaker than ever before. It capitulated entirely to Abbas's demands in forming a reconciliation government. Gaza is in economic crisis. Hamas is bankrupt and doesn't have a friend left in the world," said Gershon Baskin, an Israeli peace activist and analyst.Baskin ran back-channel negotiations that led to the release in 2010 of an Israeli soldier abducted by Hamas in exchange for over a thousand Palestinian prisoners. He says fractures within the group may hinder a quick ceasefire."There are power struggles within (Hamas) ... and it lacks an authoritative command. It's a mess inside. But if there's one thing all parts of its organization agree on, it's that an Israeli attack on Gaza builds up sympathy for it there, the West Bank and the Arab world," he told Reuters.If so - and Israel has hinted it could launch a ground offensive into the Strip to decisively pare back Hamas's capability - it is a bleak bargain.An infantry and tank drive may give Hamas more opportunities to impose casualties and even abduct Israeli soldiers and trade them for Palestinian prisoners, said Firas Abi Ali, an analyst at IHS Country Risk in London."Our backs are to the wall and we have nothing to lose," Hamas spokesman Sami Abu Zuhri said on Thursday."We are ready to undergo the battle up to the end, and we are determined to confront the occupation," he added.(Editing by Will Waterman)

CALGARY – A candlelight vigil for missing five-year-old Nathan O’Brien and his grandparents will be held at a southwest community centre on Thursday.Alvin and Kathryn Liknes haven’t been seen since the night of June 30, following an estate sale at their Parkhill home. Their five-year-old grandson Nathan O’Brien, who had been dropped off for a sleepover, also disappeared.The vigil has been organized by those close to the Liknes family, who say the past week has been hard.“It’s pretty tough, it breaks a person up,” says Lorna Wendzina, a longtime family friend of the Liknes’. “You hear about it on the news, but it hits home when it’s your friends. That’s something that’s touched our heart.“It’s heartbreaking and we’re devastated.”Wendzina says they hope to see nearly one thousand candles lit at Thursday’s vigil, in hopes of showing the family how much support they have.“They are the nicest people I know, they have an open arm policy, always have smiles on their faces, just kind. CALGARY - Police say they are looking into business dealings as they search for a missing Calgary couple and their grandson.There are reports that the grandfather, Alvin Liknes, was recently forced to close his small gas exploration company.There are also reports that he once had a bad business deal with Douglas Garland, whom police say they have questioned as a person of interest in the missing persons case."We are aware of some business issues regarding the family and so we have officers and investigators that are looking at that to see if there's a connection to this disappearance," Calgary Police spokesman Kevin Brookwell said Thursday."I can't get into specifics as to what those are, who was involved, what they look at or how many people are involved, but yes, we have investigators looking into those allegations."Five-year-old Nathan O'Brien and his grandparents, Kathryn and Alvin Liknes, haven't been seen since June 29 after what police say was a violent incident in the Liknes home. The couple had been having an estate sale and were downsizing ahead of a move to a home in Edmonton and then on to Mexico. Nathan was at his grandparents' for a sleepover.Officers continued to search property owned by Garland's parents north of Calgary. Garland was taken in for questioning last weekend and has since been held on unrelated identity theft charges.Police are also scouring city garbage dumps for evidence, but say that's standard procedure."Shortly after the disappearance was reported we made contact with the three landfill sites in Calgary and we asked that all refuse from the Calgary and surrounding area that goes to those landfill sites be segregated off," Brookwell said."There have been items that have been taken from the landfill site, but we don't know if there's any relevance to this file or not. You can appreciate that we're talking about all landfill that was collected for a number of days following the disappearance, so there is quite a quantity to go through."Some online business directories link Alvin Liknes with several oil and gas companies, including Vecto Resource Services, Bluesky Oil and Gas Corp., and AKF Holdings Inc.Metro Calgary has reported that his latest business venture, a small firm called Winter Petroleum Ltd., was forced to close a few weeks ago after it had its equipment seized over $800,000 in owed taxes. The National Post reported Alvin Liknes declared bankruptcy in 1994. His wife, a real-estate-agent-turned-website-design consultant, did the same in 2012.Other media have quoted an unnamed police source saying Alvin Liknes had a bad business deal several years ago with Garland, but no details have emerged about it.Court records show Garland has a criminal past and mental health problems. In 2000, he was sentenced to 39 months in prison for making amphetamines at his parents' farm.Police have confirmed his sister is in a relationship with a member of the Liknes family.Garland could be released as early as Friday, when he is next scheduled to be in court."If he is released, he still remains a person of interest in this investigation, but he still hasn't been formally charged," said Brookwell.The search for the missing family entered its 11th day Thursday, but Brookwell said police are not giving up hope the three will be found alive."Until we get the information or evidence to change that, and at this point we have not," he said. The search for a missing five-year-old boy and his grandparents expanded to a second landfill Thursday.Crews began scouring a landfill at 17 Ave. and 68 St. S.E., one day after sifting through the Spyhill landfill in northwest Calgary.Police have also asked garbage going to the Shepard Landfill in the city’s south not be processed until police can search it.Police spokesman Kevin Brookwell described the searches as a routine part of the investigation into the disappearance of Nathan O’Brien, 5, and his grandparents, Alvin Liknes, 66, and Kathryn Liknes, 53, who went missing from the couple’s Parkhill home 11 days ago.“Shortly after the disappearance was reported we made contact with the three landfill sites in Calgary and we asked that all refuse from the Calgary and surrounding area that goes to those three landfill sites be segregated off,” he said.“There have been items that have been taken from the landfill sites but we don’t know if they’re relevant to this file or not.”Police have said they found signs a violent crime had been committed in the Liknes’ home and at least one person would have been in medical distress, also saying the trio likely did not leave voluntarily.Police continue to search a rural property on the outskirts of Airdrie where a person of interest, Douglas Garland, lives with his parents.Brookwell said police have found items at the property, including chemicals, and officers are now trying to determine if they are related to the investigation.“All I can say is they are considered dangerous and flammable in nature,” he said.“We’re taking precautions at that site for the officers who are out there conducting the search and handling or looking at that chemical.”

RCMP officers are also going door-to-door to acreages around the Airdrie property, asking residents to do a through check for anything out of the ordinary.“You know your property better than anybody else,” said Brookwell.“You can see if anything is missing, if anything has been disturbed, if there’s anything odd, tire tracks, absolutely anything that is out of the ordinary.”Garland was taken in for questioning days after the trio went missing and released, however he was immediately re-arrested on unrelated, identity theft charges.Garland remains in custody and is expected to get bail on Friday.Brookwell said police are looking into possible business dealings between Garland and Alvin Liknes.“I can tell you that there is some business issues we’re looking into,” said Brookell.“We have investigators looking into allegations there were some business issues.”Police continue to hold out hope the trio will be found alive and will do so, “indefinitely,” said Brookwell.“We’re going to continue on with optimism and hope we can still find these folks,” he said.Anyone with information is asked to call Calgary Police at 403-266-1234, Crime Stoppers at 1-800-222-8477, or email homicidetips@calgarypolice.ca.
