The new CSEC headquarters in Ottawa, officially budgeted at $880 million but likely costing a billion dollars or more, is an 'architectural wonder,' the former CSEC chief says.While the Harper government is preaching government austerity, it is spending almost $1.2 billion on a new Ottawa headquarters for a little-known military spy agency.It's the most expensive Canadian government building ever constructed.Under tight security, CBC obtained an exclusive tour of the top secret complex that most Canadians will otherwise never get to see, a development even National Defence apparently thinks is so grandiose that the department dubbed the project “Camelot” in official documents.When completed next year, the facility in suburban Ottawa will house the roughly 2,000 employees of the Communications Security Establishment Canada, a federal agency that spies mainly on foreigners by hacking into their computers, reading their email and intercepting their phone calls.CSEC officially estimates the complex will cost $880 million. But sources close to the project say it will be closer to $1.2 billion by the time all the associated costs are tallied.The new CSEC headquarters will have more floor space than the Air Canada Centre in Toronto, and its cost would build several big city hospitals.The developer has also been contracted to maintain the building and provide other services for another roughly $3 billion over the next 30 years.It is virtually impossible for the media or taxpayers to verify the specifics of how all that money is actually being spent — almost everything to do with the project has been declared a matter of national security and stamped “secret.”The former head of CSEC makes no apologies for what he calls an “architectural wonder” at public expense.In a rare and wide-ranging interview exclusively with CBC, former CSEC chief John Adams spoke at length about the agency and its new headquarters, a project he oversaw from its inception until his retirement last year.“Did it have to be an architectural wonder? No it didn’t,” Adams says.“But, you know, glass in this [CBC] building is the same price as glass in that [CSEC] building.“That building is just going to look an awful lot better than this building.…That facility is going to be quite magnificent.”

Atriums and high-tech glass — but no fireplace

The centrepiece of the complex has been aptly described as a massive glass skyscraper lying on its side.CSEC officials say it will be filled with mainly common spaces such as soaring atriums, a cafeteria, library and meeting areas.An artist's rendering shows the elaborate staircase at the heart of CSEC's new building in east Ottawa. (Plenary Group Canada)Contrary to Adams’s contention that glass is glass, a construction executive familiar with the CSEC project says the exterior panes that cover the building are all custom cut and part of a special mounting system, all of which is “far more expensive” than anything on a conventional office building.Experts say the security features of the CSEC project are a major reason the price tag is so high.The glass exterior, for instance, like virtually everything else in the new headquarters, comes with special security features to prevent other spies from spying on CSEC.Every piece of material going into the construction of the building has to be inspected for possible spy bugs; every vehicle entering the site has to be searched.All of the nearly 5,000 workers involved in the project have been cleared by security.The former CSEC chief said the new facility would include a grand fireplace in one of the common areas.Adams said one of the challenges at CSEC is how to get spies hunched over computer terminals “to relax and get together to just chat. So what I wanted was an area that would attract people."“How do you get them to gather? You have things there that will draw people. Fire draws people. It's got a fireplace. People say that it is ostentatious. It is not ostentatious. A, It is part of the heat; and B, it is gas; and C, people will walk to the fire. And guess what? They are going to meet people that they would not otherwise see." Three hours after this story was posted online, two senior officials from CSEC’s public relations department contacted CBC News to say there will be “no fireplaces in the facility.”This is not the first time the plans for the new spy palace have been changed.Plans for the facility to include a skating rink and hobby garden were dropped early in the development after their existence was reported in the media.Those choosing to gather for gossip at the drinking fountain will be treated to filtered water.'Did they really look at the expenses?'Gregory Thomas heads the Canadian Taxpayers' Federation, a watchdog organization that tracks government waste.He is not impressed: "Paying for a glass tower and glass atriums and luxury accommodations for government employees, I don't think most Canadians would agree with that."Inside CSEC's new headquarters (artist's rendering)Meeting areas will give intelligence workers the chance to meet up and chat at Communications Security Establishment Canada's new headquarters. The question is: Did they really look at the expenses when they set out to buy a $1.2-billion building for 2,000 people?"Most of the actual work spaces will be located in seven glass towers attached to the outside of the central structure.But no one is going to be fighting for a corner office. There are none.Adams says the spy biz is “collaborative work.” And to encourage that, there will be no offices — corner or otherwise — in the entire place: It will be all open concept.“It is quite a building.”Powerful data centre.The nerve centre of the agency is a separate concrete bunker the size of a football field, home to what is being touted as the most powerful super-computer in the country, along with its mammoth electrical power generators and cooling systems.When fully operational, the data centre alone will apparently suck up enough electricity to light much of the nation’s capital.Adams says a lack of electrical and computing power is the main reason the agency is having to move from its current location in south Ottawa, a cluster of buildings dating back to the 1960s, the main one previously occupied by the CBC.He says the agency’s existing computers could only run at 60 per cent capacity without overloading the local power grid.CSEC also needs about three times more computing power than it has, plus a full backup, Adams says. “There are more transactions at CSEC on a daily basis than all of our banks combined.”The new facility will “maximize one of the most capable workforces in the country with some of the most fantastic equipment in the country.”When Canada's eavesdropping spooks aren't at their desks, they will be able to enjoy the expansive grounds around the CSEC complex now being fully landscaped with lawns, gardens, trees, nature trails and a couple of duck ponds.Finally, a large glass walkway will ultimately connect the new CSEC headquarters to its next-door neighbour, Canada’s better-known and more traditional spy agency, the Canadian Security Intelligence Service, or CSIS.By comparison with the current CSEC project, the CSIS headquarters complex houses more spooks at about a quarter of the price.Thomas of the taxpayers' federation said other public servants will be outraged."Federal government employees are coming home telling their families they don't have a job anymore and at the same time we are constructing a billion-dollar house of glass for our spy agency."No one currently employed by CSEC would agree to be interviewed on the record.

An explosive device went off on the Golan Heights Tuesday afternoon. The device exploded as an IDF jeep was passing by, injuring several IDF soldiers who were riding in the jeep.Initial reports said that three soldiers were injured in the incident. The incident occurred near the border with Syria, outside the village of Majdal a-Shams.The injured soldiers were being treated at Rambam Hospital in Haifa, where they were airlifted by helicopter. Reports noted that one of the soldiers was moderately injured, while the second sustained light injuries.An explosive device similarly went off as IDF soldiers patrolled near the Lebanese border last Friday. No one was injured in that incident, although three soldiers were treated for shock at Ziv Hospital in Tzefat.The following day, Saturday, IDF soldiers identified several individuals approaching the border in a suspected attempt to set another explosive. The soldiers fired on the suspects, who fled.

Palestinians would be open to discussions about recognizing Israel as a Jewish state, but only at the end of peace talks, a senior Palestinian official said in remarks published Tuesday.Speaking to Israel Radio, Nabil Shaath said that Israel’s decision to raise the issue before any other sticking points are solved gives the impression that Jerusalem is trying to torpedo the talks.“Had this come at the end, after having resolved all these issues, it would have become an issue that we could settle by simply asking practical questions… and if we get the right answers it could have been resolved then. Berlin - German Chancellor Angela Merkel is a cautious politician. A natural scientist by formation, she never goes for bold statements unless they have been carefully weighed beforehand.By her standards, the speech in the Bundestag last week was bold.She spoke of a three-step reaction to Russia's illegal actions in Ukraine. The assets freeze and visa ban on 21 names adopted on Monday (17 March) by EU foreign ministers are step two.If Moscow does not change course and "further destabilises the situation, for instance in eastern Ukraine," step three - economic sanctions - will follow. Her statement was repeated on Monday by her spokesman, Steffen Seibert.Seibert said Russia had done nothing to de-escalate the situation, had isolated itself on the international scene by recognising the "illegal" referendum in Crimea and further fuelled tensions, for instance by seizing control over gas pipelines in eastern Ukraine.Economic sanctions will hurt Germany, too.Russia exports mostly oil and gas to Germany, while German firms export industrial machines, trains, cars and medicines. More than 6,000 German companies are registered in Russia and are now fearing retaliatory measures from the Russian government - for instance having their properties seized or their assets frozen. Smaller firms are fearing the Russian retaliation to a higher degree than big players like Volkswagen, Continental or Siemens. Several medium-sized firms have already halted deliveries to Russian factories to protect their investments, Frankfurter Allgemeine Zeitung reports.Merkel on Friday downplayed their impact on the German economy, noting that bilateral trade with Russia (€76bn) is not worth much more than trade with the Czech Republic (€60bn), a much smaller country.She was speaking in Munich where she met the representatives of the business community and industry chambers, who gave a cautious support to her stance.Ulrich Grillo, head of the BDI association of German industries, said sanctions would hurt both sides. "But when international law is violated, sanctions have to be imposed," he said after talks with Merkel, adding that he was confident the government would decide with "a sense of proportion" in this regard. Meanwhile, energy firms are speeding up their deals with the Russians. RWE, one of the major energy firms in Germany, on Sunday announced it would sell its oil-and-gas exploration firm in Russia for €5.1 billion.The buyer is a Luxembourg-based investment fund linked to a Russian tycoon, Mikheil Fridman.Another German energy company, Wintershall - a branch of the chemicals giant BASF - last Wednesday announced it was selling 20 percent of its gas storage facilities in Germany to Gazprom, the Russian monopoly.Elmar Brok, a close ally of Merkel and head of the foreign affairs committee in the European Parliament, on Monday told journalists in Berlin that these deals were "irresponsible" and that energy firms need to take "broader responsibilities" than just the end-of-the-month profits."I am sure the European Commission will not allow the Wintershall-Gazprom deal. This is a monopoly, there has to be an anti-trust investigation," he said.A spokeswoman for the energy ministry meanwhile also noted that the RWE deal may be subject to anti-trust investigations.But both Brok and the government spokeswoman stressed that the "German economy is no state economy" and that the government has no means of telling private companies who to do business with.As for replacing Russian gas supplies - Germany imports about 30 percent from Russia and the trend is increasing after it decided to shut down its nuclear plants - Brok mentioned possibilities to import more gas from Norway, the Middle East and the US."If all of Europe decided not to import any oil and gas from Russia anymore, it would bankrupt Russia. These are all moves that would hurt Russia much more than Europe. We don't want it, but we are not as powerless economically as some may think," Brok said.

Gunmen from Hezbollah and other Shia militias which support Syrian President Bashar al-Assad have reportedly staged a "takeover" of a Sunni town in Lebanon, in response to attacks by Sunni Islamist groups.The town of Arsal, on the border with Syria, has been the scene of numerous bombing and rocket attacks targeting the Iranian-backed Hezbollah, which has provided crucial support to pro-regime forces in Syria. But the takeover could also be part of a wider strategic push by pro-Assad forces to block the Syrian rebels from accessing supporters in Lebanon.Ahmed Fliti, the deputy mayor of Arsal, said that gunmen were not allowing people to leave the town for Syria, and opened fire on cars from Arsal that tried to approach roadblocks on Tuesday, according to Naharnet. He added that there were concerns the roadblocks could prevent humanitarian aid from reaching Syrians in need.The traffic also runs in the opposite direction. Arsal's population has more than doubled over the past three years as mainly Sunni refugees fleeing the Syrian civil war have flocked to the border town, where many have family or tribal ties.The takeover comes as Al Qaeda-linked groups have threatened revenge against Hezbollah, after the group played a crucial role in the fall of the former Syrian rebel bastion of Yabroud to regime forces.The Nusra Front in Lebanon - believed to have links to the Syrian Al Qaeda franchise of the same name - issued a statement yesterday following the killing of a Hezbollah official, promising more deadly attacks.The group warned Hezbollah of "jihadist operations to silence their tongues from singing about this shameful rape," referring to the takeover of Yabroud.Hezbollah is believed to have lost some 120 fighters in the bloody and bitterly-fought battle for control of the strategically-important town, which came as part of a campaign to root-out rebels in the Qalamoun region bordering Lebanon.

Bucharest, Sofia and Zagreb - A sharp insight into the abuse of European democracy was revealed in the recent trial of Croatia's ex-Prime Minister Ivo Sanader.The ex-leader of the now-opposition Croatian Democratic Union (HDZ) was sentenced in March to nine years in prison for extorting around €9 million from public companies and institutions to use for slush funds and personal acquisitions.During the trial, former HDZ treasurer Mladen Barisic detailed Sanader's corrupt mentality as revealed in 2009 during a meeting with his successor, the incoming prime minister Jadranka Kosor.Sanader allegedly told the new prime minister: "Elections cannot be won by financing them solely through regular funds."It is claimed the centre-right leader then pointed his finger under the table, demonstrating through gestures that elections are fought with two-thirds of the money beneath the table and only one-third above board, implying that only a minority of campaign funds are used legally.Meanwhile in Romania the vice Prime Minister, Social Democrat (PSD) Liviu Dragnea, is facing trial due to his alleged role in attempting to fix a 2012 referendum aimed at deposing Romanian President Traian Basescu.Dragnea is one of the most powerful men in the current government thanks to his brokering position between Bucharest and the wealthy regional barons who control local councils.As PSD secretary general in 2012, he is accused of defrauding the referendum by pushing the vote numbers to over 60 percent of the population, the threshold needed for the vote to be valid.He is indicted for coordinating a system involving 74 other people, local party executives and activists as well as heads of local polling stations.Dragnea claims the investigation is a farce and that he undertook a "legal" campaign, which eventually failed to kick out the President.Despite being sent to court by Romania's Anti-Corruption Directorate (DNA), Dragnea remains the PSD's campaign chief for this year's European elections – a move which some democratic observers claim shows the contempt political parties hold for accusations of voter fraud.Although efforts by national justice systems to combat election-fixing in new EU member states are muscling up, this crime remains a threat to these democracies ahead of the May 2014 elections.

How to fix an election

Political parties tend to outsource fraud to regional party hubs or agents, who pay blocs of voters with cash or goods, while employing a smorgasbord of creative methods to outsmart election observers.A common strategy is for a voter to meet with an agent outside the voting station – the agent then tells them who to vote for.Inside the voting booth, the voter takes a picture of his or her ballot paper with a mobile phone, leaves the station, shows the photo to the agent – and picks up the money.This was happening in 2012 in Romania and in 2007 and 2009 in Croatia.Since 1996 in Romania, the 'mobile ballot box' has been popular. A 'commission' of usually three people takes such a ballot box to remote places, such as old people's homes, where citizens cannot physically turn up at the voting station.This can encourage fraud because the 'commission' can travel to sympathisers for a specific party and, as they are out of the voting station, there is less observer oversight.Another trick is for the agent to hand over a pre-stamped ballot paper to the voter. The voter then enters the voting station, picks up a second – blank – ballot paper, enters the voting booth, posts the pre-stamped paper in the ballot box, leaves the station and hands over the blank ballot paper to the agent.Dead people have turned up as voters in Romania. If voter lists are not up to date, people who died in the previous year can vote.In Croatia, there are reports of priests using church sermons to persuade voters to back certain individuals and, in Romania, of a priest cursing voters who dared turn up to vote at all.In Bulgaria, there is suspicion about use of fake ballot papers. On the day before national elections in May 2013, some 350,000 voting-papers were found in a printing house near Sofia. There was speculation over whether they would be marked and used in elections.In 2007, independent candidate in the Croatian national election Jerko Ivanovic Lijanovic was caught offering cash to election commission members in return for the insertion of additional ballots after the closing of the polls.In Bulgaria, Transparency International claimed that around 23 percent of the public vote was "controlled" in May 2013. This is the procedure where buses or other vehicles pick up voters and transport them to voting stations.This is not illegal and is common practice in western Europe. However, in eastern Europe, these are often citizens who have been threatened to vote for a certain party, or are paid with goods or cash.In Romania, parties have historically ferried voters around in minibuses from county to county to vote many times. But since 2004, this method has been less visible, according to electoral watchdog Pro- Democracy Association.However it may still be possible to vote twice or more. In Romania, each voter has a personal ID. When they vote, the commission attaches a sticker to the back of the ID. But this can easily be peeled off, so someone can vote twice.This should not be possible because there should be a collation of ID numbers to ensure that a number has not voted twice.Nevertheless, president of democracy watchdog the Pro-Democracy Association Ionut Tata says that what happens at county electoral offices, where all the votes from a county are collected, is not subject to scrutiny.Observers are not allowed in these offices."It might be that fraud happens there," he says.Romanian authorities have claimed over the years that they have wanted to introduce software to check electronically for voting fraud – but the gap between their intention and action has never been bridged.

E-Bay for voter fraud

In Croatia electoral fraud reached a sophisticated low with the selling of votes online.During the country's first European Parliament elections in April 2013, the State Electoral Commission filed a criminal charge against an unknown person who called on voters to sell their votes on the now-defunct website myvotemymoney.com.Entitled "Do you want cash to go out to vote?", the site offered payments if voters pledged their ballots to a specific candidate, thus acting as a clearing house between party agents and the people.Voters could fill in a form stating their e-mail address and mobile number. The site then gave voters an SMS with instructions detailing who to vote for.In the voting booth, the voter would photograph the stamped ballot paper and upload the photo to the web. The site then promised the voter to "expect compensation within 96 hours" via PayPal."We call upon all candidates who want to help their voters immediately to contact us!!!" the site urged, using three exclamation marks.

Roma: target for vote-buying

Because they constitute an impoverished segment of the population, suffering from high unemployment and illiteracy, and low social mobility, Roma are enlisted by local mayors and party agents to vote for specific candidates.This is true in Romania, Bulgaria and Croatia, where parties also target the elderly, the rural rank and file and the impoverished living on the periphery of large cities."The Roma community are always subject to vote-buying," argues Ciprian Necula, Romania-based Roma activist.In Bulgaria, the turnout in the last two elections in Roma neighborhoods varied between 50 and 80 percent against a national average of 50 percent. This massive disparity raised questions over the legitimacy of the Roma's voting behaviour.In Romania, Roma leaders are also paid by party agents to secure a 'bloc' of Roma votes for a particular party.

From €8 upwards: the price of democracy

In the 2009 Croatian local elections party agents were willing to pay citizens between €15 and €150 for their vote.Further east, democracy trades at a cheaper rate.In Bulgaria a vote can be on sale for between €15 and €35 and in Romania between €10 and €50, according to samples.A Romanian political party source told Roma activist Ciprian Necula that when parties draw up their budgets for an election campaign, they base the sum on the number of votes needed.He told Necula a vote in Romania costs €8, a figure which factors in the advertising and campaign costs – as well as a bribe.

Euro 2014: low fraud priority

In Romania, Croatia and Bulgaria, fraud at European elections is suspected to be on a smaller scale than those of local and presidential elections."European parliamentary elections are of low interest for fraud," says Pro-Democracy Association's Ionut Tata. "In Romania, there has never been an organised effort to fraud these elections to the extent of presidential or local elections."However, in a survey by his association, 52 percent of the Romanian public believe that the 2009 European elections were fraudulent.One indication for potential fraud was the disparity between voters. There was a large difference between the turnout of urban voters (20 percent) and rural voters (36.6 percent). Remarkably, only 15.9 percent of Bucharest voted, compared to its surrounding county, Ilfov, where 41.31 percent voted.This is the equivalent of the citizens of Isle de France voting in almost three times as many numbers as those from central Paris.

Wide-scale fraud, few convictions

Croatia knows it has a problem. International and local oversight on the issue is tough – but courts have convicted few for voter fraud.The United Nations Office on Drugs and Crime issued a report in 2010 stating that votes in Croatia's 2007 parliamentary elections were bought outright and extorted by blackmail and threats. Arrests are scant in number.Meanwhile in Bulgaria, democracy watchdog Transparency International showed that five percent of the voting irregularities in May 2013 were those in which votes were suspected to have been bought. Allegations surrounded all the major political parties, but only two men received a sentence. They were caught buying votes in a village in the seaside region of Bourgas for an organisation which failed to win any seats in parliament.There have been no major convictions for voter fraud in Romania yet, nor have major political parties in any of the three countries faced proper scrutiny for their alleged behaviour.During the 2009 European elections, a case in Romania's northwest Cluj county found a group of people ferried from a voting station to another to vote several times and paid €60. The voters received a suspended jail sentence of two and four months, respectively.A concern is that an omerta exists between major political parties, where they agree to allow each other to steal votes, as long as they hold back from initiating a more transparent system.Following the Romanian Presidential elections in 2009, then senior PSD member and now Prime Minister, Victor Ponta, told journalists that his party's candidate lost the vote because the opposition's system "worked better".Elaborating on what he meant by this vague statement, he added "the system of stealing, buying and defrauding votes".It seems election crime is an addiction that has hooked both government and opposition parties – and is a habit they are too scared to kick.Hrvoje Appelt reported from Croatia; Michael Bird and Stefan Candea reported from Romania; Nikoleta Popkostadinova reported from Bulgaria

Freescale Semiconductor: 20 Employees on Board Missing Malaysia Airlines Plane

Missing Malaysian Airplane: Piracy Theory Gains More Credence
Freescale Semiconductor confirmed that it had 20 employees on board missing Malaysia Airlines Flight MH370.The company said that 12 of the 20 are from Malaysia while the other eight are from China.“The entire Freescale Semiconductor community is deeply saddened by this news. The company is continuing to monitor the situation and will provide more information as it becomes available,” it said in a statement.“At present, we are solely focused on our employees and their families,” said Gregg Lowe, president and CEO, in the statement. “Our thoughts and prayers are with those affected by this tragic event.”The company is a global one that is headquartered in Austin, Texas and has operations in more than 20 countries. Its technologies were used in the U.S. mission to land a man on the moon as well as the first two-way mobile radio that had a power supply and receiver for cars. The company creates technology that is used in a range of products, such as eReaders and location tracking in smart mobile devices.The fact that the company had so many employees on the plane has sparked suspicion from people trying to solve the mystery of MH370, which vanished early Saturday morning and hasn’t been heard from for over a week.

Theories surrounding the connection between Freescale and the plane include some kind of cloaking device that turned the plane invisible.Kim Hayes, posting on the company’s Facebook page, noted some of theories going around by asking a series of questions: “Why were so many freescale employees traveling together? What were their jobs. Were they on a mission and if so what was this mission? Can these employees be the cause of the disappearance of this plane? Could the plane have been then hijacked and these people kidnapped? Did these employees hold valuable information, did they have any valuable cargo with them? Did they know company and technologicial secrets? With all the might of technology why cant this plane be located? Where is this plane where are these people?”Tineeka Green added: “Im with Kim, hearing all about this company on Australian news at the moment, they’re talking about how 20 freescale employees who design and produce embedded hardware could have had devices that could have interfered with aircraft technology ultimately bringing down the plane, I am curious what was there mission over there??”Freescale didn’t give more details about the employees, including their identities, but people from the company said that two of the employees are Test 1 Process Engineers and another is a Test 1 Manufacturing Manager. Another said on the company’s Facebook page that one of the employees is Suhaili Mustafa, a graduate of Purdue University who works in Malaysia. An employee from the company said that it is providing support for the families of those on board.It’s not clear what the employees were headed to Beijing for. The plane took off from Kuala Lumpur.

A former security chief for El Al said that the disappearance of Malaysia Airlines Flight 370 points directly to Iran.Isaac Yeffet, who served as head of global security for Israel’s national carrier in the 1980s and now works as an aviation security consultant in New Jersey, said investigators were correct in honing in on the two fake-passport carrying Iranian passengers on the doomed flight, and they have wasted valuable time by exploring other leads.“What happened to this aircraft, nobody knows. My guess is based upon the stolen passports, and I believe Iran was involved,” he said. “They hijacked the aircraft and they landed it in a place that nobody can see or find it.”In the immediate aftermath of the aircraft’s disappearance, which occurred last week during a standard night flight from Kuala Lumpur to Beijing, Malaysian officials and the media were fixated on the story of two Iranians who had made it onto the plane with stolen passports. As the days wore on and the investigation uncovered new and confusing details, with officials admitting that the plane could have traveled for as long as seven hours without radio contact, and that its potential location could be anywhere from northern Kyrgyzstan to the southern Indian Ocean, attention has shifted to the pilots and to far-flung conspiracy theories. This is a misstep, said Yeffet, and one that would not have happened in Israel.
“This would never have happened on an Israeli plane,” says Yeffet. “An El Al aircraft was hijacked for the first and last time in 1968. Since then, there has not been a single flight where security did not check every single name.”However, it would have taken more than just a pair of Iranians with forged documents, Yeffet said, to pull off such an astonishing crime. “I can’t believe for a second that if these people planned to hijack the aircraft, it was just them,” he said. But based upon the tried-and-true Israeli intelligence strategy of profiling, the pilots, he said, are unlikely suspects.“We are talking about a captain who is 53 years old, who has worked for Malaysia Airlines for 30 years, and suddenly he became a terrorist? He wanted to commit suicide? If he committed suicide, where is the debris?”Adding that the captain in question, Zaharie Ahmad Shah, was known to be happily married and comfortably well-off, Yeffet said the profile simply does not fit. “From the United States to China to Japan, everybody is searching for this aircraft or piece of it. And there is no sign. So in my opinion, the aircraft was hijacked. And it was an excellent plan from the terrorists, to land in a place where they can hide the plane and no one can find it.”Lt. Col. (Res.) Eran Ramot, a former IAF fighter pilot and the head of aviation research at Israel’s Fisher Institute for Air and Space Strategic Studies, however, drew other conclusions.“It would be very complicated [for someone other than the pilot to have flown the plane],” Ramot said, based on the stunning revelations that the flight not only made a total U-turn from its planned route but also dipped in between radar points for hours and had all of its tracking systems manually turned off. “It takes somebody that knows how to operate an airplane like this.”Like Yeffet, Ramot believes the plane was being intentionally flown to a secret location, and he went as far as to say he is holding out hope that the 239 passengers and crew who were on board are still alive.“We don’t know any better yet,” he said. “One of my theories is that the airplane landed in Bangladesh. It could reach there, it’s very close to Afghanistan. It could have landed on airstrip there, and everybody on board is still alive. It could be done.”Asked what would have happened if the plane – which went undetected for hours as it blipped across Malaysian radars – had entered Israeli airspace, Ramot said, “It would not go unnoticed, that’s for sure. Action would have been carried out, the least of which would have been an interception to escort it.”That doesn’t mean that the Malaysian military wasn’t paying attention, he added. It’s simply that in Israel, the margin for taking chances is significantly reduced.“It’s a matter of atmosphere,” he said. “Here, every blip on the screen is suspicious because that’s the way we live. That’s our daily program. I can’t imagine they pay as much attention, but if a blip runs wide or runs strange, I would expect them to notice.”Pini Schiff, one of Israel’s top aviation security experts, said that if there is any comfort that Israelis can take from the story of MH 370, which is proving to be one of the most confounding aviation disasters of all time, it is that it could never happen to a plane flying out of Ben-Gurion International Airport.“It simply wouldn’t happen at Ben-Gurion,” he said. “The level of security at Ben-Gurion and on all El Al planes is so high, there is nothing more they could do… Nations are not spending billions of dollars the way the Israeli government is protecting Israeli aviation, because the threat against Israeli aviation is so high. What we are doing in Ben-Gurion is an operation that is not being done in any other airport in the world. Not in the United States, not in Britain, not in Germany, not anywhere.”Like his colleagues, Schiff said that his guess is as good as anyone’s as to the fate of MH 370, but he also believes there’s a good possibility that it has been brought down, intact, on a hidden runway in some far-flung corner of the world.“It will be found. It may take a month or a year, but eventually, it will be found,” he said. “This aircraft didn’t vanish. It exists somewhere in the world, and it will be found, probably in one piece.”

Iran pursuing banned items for nuclear, missile work: U.S. official

DUBAI (Reuters) - Iran has pursued a longstanding effort to buy banned components for its nuclear and missile programs in recent months, a U.S. official said on Sunday, a period when it struck an interim deal with major powers to limit its disputed atomic activity.Vann Van Diepen, Principal Deputy Assistant Secretary of State for International Security and Non-Proliferation, said Iran was still "very actively" creating front companies and engaging in other activity to conceal procurements.The reported supplies do not contravene last year's breakthrough agreement between Tehran and six world powers to curb its most sensitive atomic activity in exchange for some limited easing of sanctions damaging its economy.But such trade would breach a 2006 U.N. embargo banning the provision by any nation to Iran of materials related to its nuclear and missile development work. Western experts say such low-profile procurement efforts by Iran date back many years, perhaps decades in the case of its nuclear activity.Asked if he had seen a change in Iranian procurement behavior in the past six to 12 months, a period that has seen a cautious thaw in U.S.-Iranian relations after decades of hostility, Van Diepen replied: "The short answer is no."They still continue very actively trying to procure items for their nuclear program and missile program and other programs," he told Reuters in an interview."We continue to see them very actively setting up and operating through front companies, falsifying documentation, engaging in multiple levels of trans-shipment ... to put more apparent distance between where the item originally came from and where it is ultimately going."Asked for reaction to the allegation, a senior Iranian official replied: "No comment".Van Diepen did not say what sort of components Iran had sought to obtain or which part of a government known for having competing hardline and moderate factions was responsible. In the past, Western officials said Iran's elite Revolutionary Guards and the Defence Ministry - both hotbeds of opposition to any rapprochement with the West - were believed to control clandestine nuclear procurement efforts.Iran denies Western allegations that it has long sought covertly to develop the means to produce nuclear weapons, saying its uranium enrichment program is solely a peaceful endeavor to yield electricity as well as isotopes for medical treatments.

Diplomats have said that Iran is meeting its commitments under the November deal, under which Iran suspended its higher-grade enrichment and stopped increasing its capacity to produce low-refined uranium, among other steps. Uranium forms the core of a nuclear bomb if enriched to a high fissile purity.The six- month agreement, which took effect on January 20 this year, was designed to buy time for talks on a final settlement defining the overall scope of Iran's nuclear work to end fears that it could be diverted to military ends.Those talks got under way in Vienna last month and a second round at the political director level will be held on March 18-19, also in the Austrian capital. The aim is to reach an agreement by late July, although that deadline can be extended by another half year if both sides agree.Iran has one of the biggest missile programs in the Middle East, regarding such weapons as an important deterrent and retaliatory force against U.S. and other adversaries - primarily Gulf Arabs - in the region in the event of war.Its efforts to develop, test and field ballistic missiles, and build a space launch capability, have helped drive billions of dollars of U.S. ballistic missile defence expenditure, and contributed to Israel's threats of possible pre-emptive military action against Iranian nuclear installations.Since Iran is not a self-sufficient manufacturer of missiles, the expansion of its inventory depends on the import of goods and materiel sourced abroad.Van Diepen said that while there was no direct link between the level of Iranian illicit procurement and the negotiations on a settlement to the nuclear dispute, "obviously if the negotiations succeed then there should therefore be a corresponding decrease in Iranian proliferation activity."(Additional reporting by Parisa Hafezi in Ankara and Fredrik Dahl in Vienna, editing by Mark Heinrich)

KUALA LUMPUR/SYDNEY (Reuters) - Australia took charge on Monday of scouring the southern Indian Ocean for a missing passenger jet and Malaysia requested radar data from countries stretching as far as central Asia, amid mounting evidence the plane's disappearance was meticulously planned.No trace of Malaysia Airlines Flight MH370 has been found since it vanished on March 8 with 239 people aboard. Investigators are increasingly convinced it was diverted perhaps thousands of miles off course by someone with deep knowledge of the Boeing 777-200ER and commercial navigation.Suspicions of hijacking or sabotage hardened further after it was confirmed the last radio message from the cockpit - an informal "all right, good night" - was spoken after someone had begun disabling one of the plane's automatic tracking systems.But police and a multi-national investigation team may never know for sure what happened in the cockpit unless they find the plane, and that in itself is a daunting challenge.Satellite data suggests the plane could be anywhere in either of two vast corridors that arc through much of Asia: one stretching north from northern Thailand to Kazakhstan, the other south from Indonesia into the Indian Ocean west of Australia. China, which has been vocal in its impatience with Malaysian efforts to find the plane, called on its smaller neighbor to "immediately" expand and clarify the scope of the search. About two-thirds of the passengers aboard MH370 were Chinese.Australian Prime Minister Tony Abbott said he had spoken to Malaysian counterpart Najib Razak by telephone, and had offered more surveillance resources in addition to the two P-3C Orion aircraft his country has already committed."He asked that Australia take responsibility for the search in the southern vector, which the Malaysian authorities now think was one possible flight path for this ill-fated aircraft," Abbott told parliament. "I agreed that we would do so."Malaysia's transport ministry said in a statement on Monday it had sent diplomatic notes to all countries along the northern and southern search corridors, requesting radar and satellite information as well as land, sea and air search operations.The Malaysian navy and air force was also searching the southern corridor, it said.

FOCUS ON CREW

The plane's disappearance has baffled investigators and aviation experts. It disappeared from civilian air traffic control screens off Malaysia's east coast less than an hour after taking off from Kuala Lumpur for Beijing.Malaysian authorities believe that, as the plane crossed the northeast coast and flew across the Gulf of Thailand, someone on board shut off its communications systems and turned sharply to the west.That has focused attention on the crew. Malaysian police are trawling through the backgrounds of the pilots, flight and ground staff for any clues to a possible motive in what they say is now being treated as a criminal investigation.The last words from the cockpit of the missing plane were spoken as it was leaving Malaysian- run airspace and being handed over to air traffic controllers in Vietnam.The sign-off came after one of the plane's data communication systems, which would have enabled it to be tracked beyond radar coverage, had been switched off, Malaysia's Acting Transport Minister Hishammuddin Hussein said on Sunday."The answer to your question is yes, it was disabled before," he told reporters when asked if the ACARS system - a maintenance computer that relays data on the plane's status - had been shut down before the "all right, good night" sign-off.It is not known who on board spoke those words, which were first revealed last week.The informal hand-off went against standard radio procedures, which would have called for the speaker to read back instructions for contacting the next control centre and include the aircraft's call sign, said Hugh Dibley, a former British Airways pilot and a Fellow of the Royal Aeronautical Society. Investigators are likely to examine the recording for any signs of psychological stress and to determine the speaker's identity to confirm whether the flight deck had been taken over by hijackers or the pilot himself was involved, he said.

HOMES SEARCHED

Police special branch officers searched the homes of the captain, 53-year-old Zaharie Ahmad Shah, and first officer, 27-year-old Fariq Abdul Hamid, in middle-class suburbs of Kuala Lumpur close to the international airport on Saturday.Among the items taken for examination was a flight simulator Zaharie had built in his home.A senior police official familiar with the investigation said the flight simulator programs were closely examined, adding they appeared to be normal ones that allow users to practice flying and landing in different conditions.A second senior police official with knowledge of the investigation said they had found no evidence of a link between the pilots and any militant group."Based on what we have so far, we cannot see the terrorism link here," he said. "We looked at known terror or extremist groups in Southeast Asia, the links are not there."Background checks are also being made on the 227 passengers on the flight, including aviation engineer Mohd Khairul Amri Selamat, a 29-year-old Malaysian who worked for a private jet charter company."The focus is on anyone else who might have had aviation skills on that plane," the second police source told Reuters.As an engineer specializing in executive jets, Khairul would not necessarily have all the knowledge needed to divert and fly a large jetliner.

NORTH OR SOUTH?

Electronic signals the plane continued to exchange periodically with satellites suggest it could have continued flying for about six hours after moving out of range of Malaysian military radar off the northwest coast, following a commercial aviation route across the Andaman Sea towards India.The plane had enough fuel to fly for a total of about seven-and-a-half to eight hours, Malaysia Airlines' Chief Executive Ahmad Jauhari Yahya said on Sunday.Twenty-six countries are involved in the search, stretching from the shores of the former Soviet republics of central Asia to the far south of the Indian Ocean.Three French civil aviation experts who were involved in the search for an Air France jet that crashed in the Atlantic in 2009 arrived in Kuala Lumpur on Monday to join the growing international search and investigation team.A source familiar with official U.S. assessments of satellite data being used to try and find the plane said it was believed most likely it turned south sometime after the last sighting by Malaysian military radar, and may have run out of fuel over the Indian Ocean.The Malaysian government-controlled New Straits Times on Monday quoted sources close to the investigation as saying data collected was pointing instead towards the northern corridor. MOSCOW — Russian President Vladimir Putin on Monday signed a decree recognizing Crimea as an independent state following its vote to secede from Ukraine and join Russia in a referendum that has fanned the worst East-West crisis since the Cold War.The Kremlin’s official website quoted Putin’s decree as recognizing “the Republic of Crimea… as a sovereign and independent state.”It was issued “considering the expression of the will of the people of Crimea at the general Crimean referendum” on Sunday, it said.The decree added that it entered into force from the moment of its signature and included the time stamp of 10:30 p.m..Putin is due on Tuesday to address both houses of parliament about the crisis following the announcement of targeted US and EU sanctions against top Russians and Ukrainians deemed responsible for the breakaway vote, as well as pro-Kremlin forces’ effective seizure of the Black Sea peninsula at the start of the month.Russia’s lower house of parliament is expected to debate legislation on Friday simplifying the process under which the Kremlin can annex another part of a sovereign state.The Crimean referendum has been denounced as illegal by both the new pro-European leaders who toppled a Kremlin-backed regime in Kiev last month as well as most of the international community.Russia’s actions in Crimea even saw its key ally China break ranks and not join Moscow’s veto of a UN Security Council resolution reaffirming that Sunday’s poll “can have no validity.”Official results showed 96.77 percent of voters in the mostly Russian-speaking region of Ukraine had opted for Kremlin rule in what would be the most radical redrawing of the map of Europe since Kosovo’s 2008 declaration of independence from Serbia.Putin has thus far signaled no intention to turn back on what he describes as his defense of ethnic Russians who have come under attack from ultra-nationalists who have been given free rein by the new Ukrainian leaders.The Kremlin said Putin “emphasized” to US President Barack Obama in a phone call on Sunday that the Crimean referendum “was fully in line with the norms of international law and the UN charter”.The reaction from both the Unites States and the European Union to Russia’s refusal to call off the Crimean poll or pull back its troops on the peninsula back to their barracks has been both swift and tough.

US, EU target Russians

EU foreign ministers unveiled travel bans and asset freezes against 13 Russian officials and eight Ukrainian officials from Crimea.The 28-nation bloc did not name those sanctioned but Lithuanian Foreign Minister Linas Linkevicius tweeted that there would be “more EU measures in [a] few days.”The 21 were officially targeted “for undermining the sovereignty of Ukraine.”The EU’s punitive measures were followed minutes later by a White House announcement that it was imposing financial sanctions on seven top Russian government officials and lawmakers in reprisal for the Kremlin’s incursion.The White House said Ukraine’s ousted pro-Kremlin president Viktor Yanukovych and Crimea’s self-declared premier Sergiy Aksyonov were both on the US list.The Russians targeted include upper house of parliament speaker Valentina Matviyenko and Deputy Prime Minister Dmitry Rogozin — responsible for overseeing Russia’s military and industrial sector.


Crimea: EU poised to respond with 'limited’ Russia sanctions

BRUSSELS - EU ambassadors late on Sunday (16 March) agreed to impose a “limited” set of visa bans and asset freezes on Russia in reaction to the referendum in Crimea.A diplomatic source said the late night meeting in Brussels “reached agreement on a list of names [of Russian officials] which is quite limited both in terms of their rank and the number of people.”The contact added that southern countries, including Cyprus, Greece, Portugal, and Spain, which did not want a more hard-hitting reaction, “had quiet support” from France and Germany, while the UK had called for a more robust response.A second EU source said foreign ministers meeting also in Brussels on Monday “might reopen discussion” on the list. But the contact added: “At this late stage, I think they will focus instead on sending out a unified EU message.”For their part, local officials in Crimea on Sunday said 96 percent of people voted for the territory to join Russia on a turnout of 83 percent.Russian media cited “international observers” as saying the vote was free and fair.RT said there were 30 observers from 10 European countries, while e-crimea.info said there were 135 from 23 states. Few were named or quoted, but those who were included: Mateusz Piskorski, a Polish former MP; Enrique Ravello, a Catalonian separatist MEP; and Bela Kovacs, a far-right Hungarian euro-deputy.Russian President Vladimir Putin also said the vote let people “freely express their will and exercise their right to self-determination.”He did not say if he plans to annex Crimea.Instead, he hinted at making a concession to Western demands, by saying he would consider letting the Vienna-based multilateral body, the OSCE, send a “mission to monitor the situation in Ukraine” and that the mission should “cover all parts of Ukraine.”Other members of the Russian establishment were more hawkish, however.Sergei Neverov, the deputy speaker of the Russian parliament, told Interfax the assembly will "in the very near future" pass laws for Crimea to join Russia. Dmitry Kiselyov, the head of RT, said in a news show that "Russia is the only country in the world that is realistically capable of turning the United States into radioactive ash."

Meanwhile, EU and US leaders denounced the Crimea result as illegal.European Commission head Jose Manuel Barroso and EU Council President Herman Van Rompuy said in a joint communique: “The referendum is illegal and illegitimate and its outcome will not be recognised.”“President Obama emphasised that the Crimean ‘referendum,’ which violates the Ukrainian constitution and occurred under duress of Russian military intervention, would never be recognised by the United States and the international community,” the White House noted.British foreign minister William Hague added on Monday morning that the Crimea vote was “a mockery of proper democratic practice.”Sweden’s Carl Bildt tweeted, in reference to Kiselyov’s nuclear threat, that “Russian TV propaganda [is] surpassing itself.”The Ukrainian government also rejected the Crimea result.But its defence ministry said it made a deal with Russia that there will be no military hostilities by either side in Crimea before 21 March.Alongside Russia’s occupation of Crimea, Russian forces over the weekend made their first sortie into the Ukrainian mainland by attempting to occupy the village of Strilkove, in Crimea’s neighbouring Kherson region.The Ukrainian authorities said they repelled the operation. But other reports indicate the Russian troops took control of a sanatorium nearby and remain in place.

SIMFEROPOL/KIEV (Reuters) - Crimea's Moscow-backed leaders declared a 96-percent vote in favor of quitting Ukraine and annexation by Russia in a referendum Western powers said was illegal and will bring immediate sanctions.As state media in Russia carried a startling reminder of its power to turn the United States to "radioactive ash", President Barack Obama spoke to Vladimir Putin, telling the Russian president that he and his European allies were ready to impose "additional costs" on Moscow for violating Ukraine's territory.The Kremlin and the White House issued statements saying Obama and Putin saw diplomatic options to resolve what is the gravest crisis in East-West relations since the Cold War.But Obama said Russian forces must first end "incursions" into its ex-Soviet neighbor while Putin renewed his accusation that the new leadership in Kiev, brought to power by an uprising last month against his elected Ukrainian ally, were failing to protect Russian-speakers from violent Ukrainian nationalists.Moscow defended a military takeover of the majority ethnic Russian Crimea by citing a right to protect "peaceful citizens". Ukraine's interim government has mobilized troops to defend against an invasion of its eastern mainland, where pro-Russian protesters have been involved in deadly clashes in recent days.With three-quarters of Sunday's votes counted in Crimea, a Black Sea peninsula that is home to 2 million people, 95.7 percent had supported annexation by Russia, chief electoral official Mikhail Malyshev, was quoted as saying by local media.Turnout was 83 percent, he added - a high figure given that many who opposed the move had said they would boycott the vote.Russia's lower house of parliament will pass legislation allowing Crimea to join Russia "in the very near future", news agency Interfax cited its deputy speaker as saying on Monday."Results of the referendum in Crimea clearly showed that residents of Crimea see their future only as part of Russia," Sergei Neverov was quoted as saying.Japan on Monday echoed Western nations in rejecting the referendum and called on Russia not to annex Crimea.U.S. and European officials say military action is unlikely over Crimea, which Soviet rulers handed to Ukraine 60 years ago. But the risk of a wider Russian incursion, as Putin probes Western weakness and tries to restore Moscow's influence over its old Soviet empire, leaves NATO calculating how to help Kiev without triggering what some Ukrainians call "World War Three"."We hope all parties can calmly maintain restraint to prevent the situation from further escalating and worsening. Political resolution and dialogue is the only way out," Chinese Vice Foreign Minister Li Baodong told reporters on Monday, ahead of a visit to Europe by President Xi Jinping later this month.China avoided making a comment on the Crimea referendum and has said it does not back sanctions on Moscow - a close diplomatic ally and key economic partner.

'RADIOACTIVE ASH'

Highlighting the stakes, journalist Dmitry Kiselyov, who is close to the Kremlin, stood before an image of a mushroom cloud on his weekly TV show to issue a stark warning. He said: "Russia is the only country in the world that is realistically capable of turning the United States into radioactive ash."On Lenin Square in the centre of the Crimean capital Simferopol, a band struck up even before polls closed as the crowd waved Russian flags. Regional premier Sergei Aksyonov, a businessman nicknamed "Goblin" who took power when Russian forces moved in two weeks ago, thanked Moscow for its support.The regional assembly is expected to rubber-stamp a plan to transfer allegiance to Russia on Monday before Aksyonov travels to Moscow, although the timing of any final annexation is in doubt. Putin may choose to hold off a formal move as diplomatic bargaining continues over economic and diplomatic sanctions that many EU states fear could hurt them as much as they do Russia."Cherish Putin, he is a great, great president!" said Olga Pelikova, 52, as fireworks lit up the night sky and fellow Crimeans said they hoped to share in Russia's oil-fuelled wealth after two decades of instability and corruption in Ukraine.But many ethnic Tatars, Muslims who make up 12 percent of Crimea's population, boycotted the vote, fearful of a revival of the persecution they suffered for centuries under Moscow's rule."This is my land. This is the land of my ancestors. Who asked me if I want it or not?" said Shevkaye Assanova, a Tatar in her 40s. "For the rest of my life I will be cursing those who brought these people here. I don't recognize this at all."A pressing concern for the governments in Kiev and Moscow is the transfer of control of Ukrainian military bases. Many of the bases are surrounded and under control by Russian forces, even though Moscow formally denies it has troops in the territory beyond facilities it leases for its important Black Sea Fleet.On Sunday, the Ukrainian and Russian militaries agreed on a truce in Crimea until March 21, Ukraine's government said.

Crimeans vote to quit Ukraine for Russia

Crimean leaders have said Ukrainian troops can serve Russia or have safe passage out of the region. But some leaders in Kiev have said they expect their forces to defend their positions.

SANCTIONS NOW

The White House said in a statement on the call with Putin that Obama "emphasized that Russia's actions were in violation of Ukraine's sovereignty and territorial integrity and that, in coordination with our European partners, we are prepared to impose additional costs on Russia for its actions".The European Union will raise the stakes on Monday by slapping sanctions on officials. EU diplomats were haggling over a list of people in Crimea and Russia who will be hit with travel bans and asset freezes for actions which "threaten the territorial integrity, sovereignty and independence of Ukraine".An initial list of 120 to 130 names will be whittled down to "tens or scores" before EU foreign ministers take the final decision in Brussels on Monday, diplomats said. Ministers are also expected to cancel an EU-Russia summit scheduled for June in Sochi, where Putin last month hosted the Winter Olympics.The EU is working to revive a trade and aid deal with Ukraine which ousted president Viktor Yanukovich rejected in November in favour of cash from Moscow, triggering protests that led to bloodshed in Kiev and his flight to Russia last month.The risk of Europe becoming locked in a damaging spiral of economic retaliation with Moscow, from which it buys much of its energy, depended on Russia, Dutch Foreign Minister Frans Timmermans said ahead of the EU meeting in Brussels: "I would do anything possible to avoid sanctions, because I believe everybody will suffer if we get into sanctions," he said.The U.S. administration is also preparing to identify Russians to punish with visa bans and asset freezes that Obama authorized this month. It, too, is likely to act on Monday.

INVASION RISK

The Kremlin statement again highlighted concerns, largely dismissed by Kiev and its Western allies, that Russian-speakers who make up a sizeable minority of Ukraine's 46 million people were facing violence and intimidation since Yanukovich fell."Vladimir Vladimirovich Putin drew attention to the inability and unwillingness of the present authorities in Kiev to curb rampant violence by ultra-nationalist and radical groups that destabilize the situation and terrorize civilians, including the Russian-speaking population," it said.Putin suggested European security monitors should be sent to all parts of Ukraine because of the violence, it said.There were pro-Russian rallies in several Ukrainian cities on Sunday, including one in Kharkiv where protesters burned books at a Ukrainian cultural centre where two pro-Russian activists were shot dead on Friday in a fight with members of Right Sector, a nationalist group that emerged during battles with riot police amidst the pro-European protests in Kiev.In Donetsk, heart of the industrial east where a Ukrainian nationalist was killed in a clash last week, some welcomed the outcome in Crimea and hoped they too might vote to join Russia."This is a total victory. A 100 percent win," said one man who gave his name as Roman. "We here in Donetsk support Crimea. We don't support the Kiev authorities that are ruling today."In Kiev and the Ukrainian-speaking west of the country the mood was somber. "This isn't a referendum - it's a show for the Russians to legitimise taking over," said Kyrylo Sergeev in the capital. Another man in Kiev, Vasyl Olinyk, said: "This could be war, not between Ukraine and Russia but maybe World War Three."As Ukrainian television channels played patriotic songs over images of tanks rolling in to reinforce the eastern border, where the president says Russia has massed troops ready to invade, the head of the national security council said a Moscow plot, codenamed "Russian Spring", to foment violence and justify invasion was failing to garner significant support."The plan has failed," Andriy Paruby said. "Despite all the Kremlin's technical powers, we have managed to keep control."The Interior Ministry, possibly responding to reported threats by nationalist militants to attack pipelines carrying Russian gas exports to the EU across Ukraine, said its forces had taken control of the country's vital pipeline network.A Western official briefed on security discussions suggested NATO governments were taking the risk of invasion seriously."Putin would be mad to invade Ukraine," he said, forecasting a quick victory over Ukraine's armed forces being followed by a long insurgency and civil war. "He is much better playing it long, fomenting rebellion among the ethnic Russians and waiting until the very weak Ukrainian government collapses."However ... Putin may decide to go for the jugular ...
