of leading Israel’s United Nations delegation, Strategic Affairs
Minister Yuval Steinitz is preparing to hand over the reins to Prime
Minister Benjamin Netanyahu while hailing Israel’s efforts at spoiling
Iranian President Hassan Rouhani’s “celebrations here.”Speaking
to The Times of Israel, Steinitz also dismissed Palestinian Authority
President Mahmoud Abbas’s speech Thursday as anti-peace.“I think that the speech was not a speech of
peace. Instead of condemning terror, it condemns those who struggle
against terror. He said that we exaggerate our claims,” Steinitz
explained hours after Abbas finished addressing the plenary’s general
debate. “Instead of recognizing Israel’s right to exist as a Jewish
state, he speaks about the establishment of Israel as a tragedy in terms
of the ‘Nakba’.”Steinitz accused the Palestinian leader of
“lying to the world when he said that in 1948 and in 1967, Israel
attacked the Palestinians when in fact, the opposite was true.”The Netanyahu confidant said that he was
disappointed by Abbas’s comments. “We did not see any change in the tone
of the Palestinian Authority’s leader,” he said.
Steinitz, who was not present for Abbas’s
speech Thursday, firmly rejected accusations that the delegation had
boycotted the address, saying that the Jewish holiday of Shmini Atzeret
had taken precedence.After positive talks and an upbeat press
conference with PA Finance Minister Shukri Bishara, Steinitz, himself a
former finance minister, lamented that “we didn’t hear any note or
thanks for the important steps we have taken on the economic front.
Instead, Abbas just continues to attack the State of Israel.”Steinitz argued that the “main obstacles to
peace are the refusal of Abbas and the Palestinians to recognize
Israel’s existence as a Jewish state” and continued incitement against
Israelis in Palestinian schools.Among the Israeli delegation’s victories, Steinitz said, was Israel’s drive to temper Iran’s charm offensive toward the West.“We are on the defensive,” he said. “There is a
charm and smiles attack by Rouhani that is not just a danger for us,
but for the whole world.” Yet he found that “people displayed a lot of
understanding of our perspective,” he said, and asserted that the
advocacy of the Israeli delegation “slightly ruined Rouhani’s
celebrations here.”
Rouhani, a relative moderate, broke sharply
with the approach of his hard-line predecessor Mahmoud Ahmadinejad by
delivering a fairly tame speech that did not mention Israel at the
United Nations General Assembly earlier in the week. He followed up the
speech by giving an interview on CNN in which he appeared to condemn the
Holocaust, though the English translation of his remarks were
challenged by some in Tehran.Steinitz credited Israel with first describing
Rouhani’s approach dismissively as a “charm offensive”, a term that has
stuck in the American media. He says that he has repeatedly warned
statesman that Rouhani intends to “smile all the way to the bomb.”“I think we have succeeded in both the media
and among the delegations to insert a tone of doubt,” Steinitz said.
“Instead of his exclamation points, we raised question marks instead.”Steinitz said he also had a “very good”
meeting with UN Secretary-General Ban Ki-Moon in which he called on the
veteran diplomat to condemn anti-Israel incitement – which Ban did the
very next day.
“I’ve had a number of good meetings with
dozens of heads of state and foreign ministers, and most were very
friendly,” Steinitz said, saying that he had not felt a lot of hostility
against Israel at the UN headquarters.

The Vatican has proposed a reform of the United
Nations. At the moment the UN is split into two sections: the Ordinary
Section and the Security Council but the Vatican would like all members
to be able to express themselves and take part in decision-making as
well. Not all nations are currently present in the Security Council.The President of the Pontifical Council for
Justice and Peace, Cardinal Peter Appiah Turkson said this at the press
conference presentation of Days commemorating the 50th Anniversary of John XXIII's encyclical, “Pacem in Terris” being held between 2 and 4 October and the publication of the book “Il concetto della pace” (“The concept of peace”) by the Vatican Publishing House.“We do not intend to force anyone, but to
propose a reform that gives all members a voice and take part in the
pursuit of the common good,” the cardinal added.
Addressing the issue of political institutions and
global politics, cardinal Turkson said: these “are indispensable in
addressing global questions. “Already fifty years ago, for that matter,
with clarity and clear foresight, Pacem in Terris noted the inadequacy
of nation-states with respect to the realization of the universal common
good.”Cardinal Turkson concluded that in order to address these kinds of problems it is necessary “to
begin with an examination of the theme of reform of the largest global
institution: the United Nations”. This issue has been on the agenda for
years seeing as though the debate surrounding Security Council reform
started approximately twenty years ago.

Pope Francis’ white rose

Thérèse of Lisieux and of her intercession, received one out of the
blue, the day after the peace vigil for Syria

On Sunday 8 September, the day after the long prayer vigil for peace in Syria – when some passages from texts written by Saint Thérèse of Lisieux were read out –
Pope Francis received a white rose as a surprise. Francis considers the
flower to be a “sign” linked to the devotion of the saint. The
Archbishop of Ancona and Osimo, Edoardo Menichelli broke the news, with
Francis authorisation.
Bergoglio told him about the rose a day before the
prelate was due to present a book in Pedaso, in the Italian region of
Marche. The prelate recounted the story during the presentation. The
book presented was an essay by theologian and writer Gianni Gennari
entitled “Teresa di Lisieux. Il fascino della santità . I segreti di una dottrina ritrovata” (“Thérèse of Lisieux. The fascination of sainthood. Secrets of a rediscovered doctrine”) and published by Lindau. This was the book Francis took with him when he flew to Brazil last July.
“The Pope told me he received the freshly-picked
white rose out of the blue from a gardener as he was taking a stroll in
the Vatican Gardens on Sunday 8 September,” Mgr. Menichelli said. “The
Pope sees this flower as a “sign”, a “message” from Saint Thérèse of
Lisieux, whom he had turned to in a moment of worry the day before.” The
Archbishop passed on the Pope’s greetings to those attending the book
presentation, adding that he had been authorised to tell them about the
rose. The Pope did not say anything about the white rose having
any connection to the peace vigil for Syria the previous evening. But it
is not hard to imagine that one of the Pope’s worries at the time was
the international situation, the massacres in Syria and the West’s
proposed intervention in the Middle Eastern country.
What significance does the white rose have for the Pope? Bergoglio mentions it in “El Jesuita”
(“The Jesuit”), a book interview written by Sergio Rubin and Francesca
Ambrogetti when he was still a cardinal. In a description the two
journalists give of Bergoglio’s library in Buenos Aires, they write: “We
pause before a vase full of white roses standing on a shelf in the
library. In front of it is a photograph of Saint Thérèse. “Whenever I
have a problem,” Bergoglio explained to the journalists, “I ask the
saint not to solve it, but to take it into her hands and to help me
accept it and I almost always receive a white rose as a sign.” Pope
Francis’ devotion for the Carmelite mystic who died at the young age of
24 in 1987, was canonized by Pius XI and proclaimed a Doctor of
the Church by John Paul II in 1997, is common knowledge. Francis
himself told journalists about it on the flight back from Rio de Janeiro
after World Youth Day. When she was still alive, Thérèse had promised
that when she died she would shower “rose petals” down from the sky, a
sign of her intercession. "A soul inflamed with love can not remain
inactive … If only you knew what I plan to do when I’m in heaven … I
will spend my heaven by doing good on earth.” So during the peace vigil
held in St. Peter’s Square on 7 September, the mysteries of the rosary
were recited along with passages from the Gospel and verses from a piece
of poetry written by the saint.T
he rose devotion and message did not begin with Bergoglio. On 3 December 1925 Fr. Putigan, a Jesuit,
began a novena to ask for something very important. He also asked for a
sign, to know whether his prayers had been heard. He asked for a rose
to be sent to him. He didn’t speak to anyone about the novena or about
the unusual request he made to the saint. Then, in the third day of the
novena he received the rose he had asked for and his prayer was
therefore answered. He then started another novena and on the fourth day
of this prayer, a nurse/nun brought him a white rose and said to him:
“Saint
Thérèse sends you this rose.” So the Jesuit decided to spread
the word about this “miraculous” novena which he named after the roses,
making it famous worldwide.

Women cardinals and “female machismo”

attributes the idea of creating women cardinals to Pope Francis. Italian
historian Lucetta Scaraffia likes the idea. Here is the story of an old
idea that will likely never materialise

picked up on the idea on his Facebook page, proposing the appointment of
women to the College of Cardinals – the world’s most exclusive “club”
which for centuries has had the power of electing the Pope – as a
pivotal change to the structure of the Catholic Church. Spanish
journalist Juan Arias echoed this idea in an article he wrote for
Spanish newspaper El PaÃs. In the article, Arias attributes the “idea” of appointing women bishops to Francis.Lucetta Scaraffia, an historian and columnist for Italian daily Il Messaggero and Vatican newspaper L’Osservatore Romano, approved of this idea in an article published in Il Messaggero.“The idea presented in
El PaÃs newspaper of appointing women
cardinals to the College of Cardinals is not new,” Scaraffia said. Other
people – notably the great Catholic English anthropologist Mary Douglas
– have also made their voices heard over the years, to show this is a
key way to give women authority, thereby boosting their
authoritativeness in the Catholic Church. The great advantage of
appointing women cardinals would be that it could be done, whilst
avoiding the thorny issue of the ordination of women to the priesthood.
It would constitute a big and significant change;
the kind of change we are used to seeing from Pope Francis. It would not
come as much of a shock given the Pope’s recent statements on the role
of women in the Church. In an article for L’Osservatore Romano,
Scaraffia herself complained about the scarcity of women in the
pre-Conclave discussions last March, the aim of which was to outline the
future of the Catholic Church and discuss the profile, characteristics, qualities and talents of the future
Pope.The idea of appointing women to the College of
Cardinals is not new, Scaraffia noted. It was mentioned during the Synod
of Bishops for Africa held on 10 October 1994, attended by John Paul
II, when Mgr. Ernest Kombo, the Congo’s Jesuit bishop proposed the
following: “Women must be able to rise to the highest positions in the
establishment of the church, they should also be nominated as lay
cardinals.” Shortly before this, the Anglican Church had ordained its
first female priests in Westminster Abbey. John Paul II reacted to this
by sending a long Apostolic Letter (the “Ordinatio sacerdotalis”) which stressed that it was impossible for the Catholic Church to ordain female priests.Kombo’s speech drew a cool response. He prayed
that women would become an important part of the consecrated body of the
Church, both in terms of numbers and responsibility, with leading roles
being given to them, such as lay cardinals, if possible. So what was
being advocated was the creation of women cardinals not the ordination
of women priests.The cardinalate of course is an honorific title,
not a Holy Order. The holder of the title of cardinal is a member of the
clergy of the diocese of Rome and a collaborator and advisor of the
Pope. Cardinals are expected to testify the faith usque ad sanguinis effusionem, meaning they must be ready to sacrifice their life for the faith. But Canon 351, paragraph 1,
of the 1983 Code of Canon Law is also pretty clear on this: “The Roman
Pontiff freely selects men to be promoted as cardinals, who have been
ordained at least into the order of the presbyterate [i.e., priest] and
are especially outstanding in doctrine, morals, piety, and prudence in
action; those who are not yet bishops must receive Episcopal
consecration.”
So “men” and “priests”. And once they are
nominated, they must be ordained bishops. This law was introduced by
John XXIII and meant that for centuries there were cardinals who were
just priests or just deacons (the last cardinal deacon who was not a
priest was Teodolfo Mertel, created cardinal in 1858 by Pius IX).The Episcopacy rule still holds although under the
pontificates of John Paul II and Benedict XVI, the Church started to do
away with it in cases where an individual who was nominated cardinal
asked to be exempted from Episcopal ordination due to their advanced age
at the time of their nomination. Many theologians who were created
cardinals after the age of 80 asked not to be made bishops, including
the Jesuits Henri De Lubac, Avery Robert Dulles, Roberto Tucci and
Albert Vanhoye.It is also worth remembering that a cardinal is by definition a member of the clergy. So being clericus
- ordained that is - is not just a requirement of the Code of Canon Law
but a constituent element of the cardinalate. When someone is created
cardinal they become a member of the clergy of the diocese of Rome. It
is this status that enables cardinals to vote for the Bishop of Rome.What did Francis say regarding the role of women in the Church? In his interview with Italian Jesuit journal
Civiltà Cattolica,
he explained: “It is necessary to broaden the opportunities for a
stronger presence of women in the church.” But he also added: “I am wary
of a solution that can be reduced to a kind of ‘female
machismo,’
because a woman has a different make-up than a man. But what I hear
about the role of women is often inspired by an ideology of
machismo.”“The church cannot be herself without the woman and her role. The
woman is essential for the church. Mary, a woman, is more important than
the bishops. I say this because we must not confuse the function with
the dignity.” This suggests that it is essential for women to be
appreciated in the Church but not through “clericalisation”. It seems
rather hasty to assume that Francis’ statements allude to the idea of
the creation of female cardinals. It is not essential to dress women in
red to ensure they are valued and given responsibilities in the Church.

emerged from a meeting with Iran declaring that a "window of
opportunity has opened" to peacefully settle their nuclear standoff. But
diplomats asked Tehran to come back with a detailed plan of action to

Foreign Secretary William Hague said there had been a "big improvement
in the tone and spirit" from Iran compared with the previous government
under Mahmoud Ahmadinejad.German
Foreign Minister Guido Westerwelle said the meeting had taken place in a
"completely different tone, atmosphere and spirit" than what the group
was used to and that a "window of opportunity has opened" for a peaceful
resolution of the situation. He too insisted that Iran's words would
have to be matched by actions."Words are not enough," he said.
"Actions and tangible results are what counts. The devil is in the
detail, so it is now important that we have substantial and serious
negotiations very soon."Iranian President Hassan Rouhani and
Zarif, both in New York this week to attend the U.N. General Assembly,
have said they are anxious to clinch an agreement quickly that could
bring relief from sanctions. The sanctions have slashed Iran's vital oil
exports by more than half, restricted its international bank transfers,
devalued its currency and sent inflation surging.
Encouraged by
signs that Rouhani will adopt a more moderate stance than Ahmadinejad,
but skeptical that the country's all-powerful supreme leader will allow a
change in course, President Barack Obama has directed Kerry to lead a
new outreach and explore possibilities for resolving the long-standing
dispute.
Rouhani has come across as a more moderate face of the
hard-line clerical regime in Tehran and his pronouncements at the U.N.
have raised guarded hopes that progress might be possible. But they have
also served as a reminder that the path to that progress will not be
quick or easy.He
has steadfastly maintained that any nuclear agreement must recognize
Iran's right under international treaties to continue enriching uranium.The
U.S. and its allies have long demanded a halt to enrichment, fearing
Tehran could secretly build nuclear warheads. They have imposed
sanctions over Iran's refusal to halt enrichment. Uranium enriched to
low levels can be used as fuel for nuclear energy but at higher levels,
it can be used to make a nuclear weapon.Rouhani also insisted
that any deal be contingent on all other nations declaring their nuclear
programs, too, are solely for peaceful purposes — alluding to the U.S.
and Israel.Those conditions underscored that there is still a large chasm to be bridged in negotiations.Rouhani
has made a series of appearances and speeches since arriving in New
York and has held bilateral negotiations with France, Turkey and Japan
among others.On Thursday, he called for worldwide disarmament of nuclear weapons as "our highest priority."Speaking
at the first-ever meeting of a U.N. forum on nuclear disarmament on
behalf of the Non-Aligned Movement, an organization of mostly developing
countries, Rouhani repeated the organization's long-standing demand
that Israel join the international treaty banning the spread of nuclear
weapons.Israel, which has repeatedly accused Iran of aspiring to
build a nuclear bomb, is the only Mideast state that has not signed the
landmark 1979 Non-Proliferation Treaty.Rouhani appears to be
trying to tone down Ahmadinejad's caustic rhetoric against Israel — a
point of friction in relations with the U.S. But Israel is not biting
and reacted angrily to his latest remarks."Iran's new president
is playing an old and familiar game by trying to deflect attention from
Iran's nuclear weapons program," said Intelligence and International
Affairs Minister Yuval Steinitz. "The problem of the NPT in the Middle
East is not with those countries which have not signed the NPT, but
countries like Iran, Iraq, Libya and Syria which have signed the treaty
and brazenly violated it," he added."Unlike Iran, Israel has never threatened the destruction of another country," he said.
Iran
watchers say Rouhani may have limited time to reach a settlement —
possibly a year or less — before Khamenei decides negotiations are
fruitless.At a separate forum across the city, Rouhani said his
government is ready to work with the world powers and others to ensure

So much for China's change of heart when it comes to taking care of the environment.
The Chinese government recently approved construction
on nine of 40 large-scale plants that will convert coal into synthetic
natural gas — a process that produces seven times more greenhouse gas
emissions than regular natural gas production, and uses as much as 100
times the water as shale gas extraction,
according to a new study by Duke University.The research,
published in the peer-reviewed journal Nature Climate Change,
comes just two weeks after China announced plans to cut down on air
pollution, and blocked the construction of new coal plants
in three of the country's heavily polluted industrial regions."The increased carbon dioxide emissions from the nine
government-approved plants alone will more than cancel out all of the
reductions in greenhouse gas emissions from China's recent investments
in wind and solar electricity," said Chi-Jen Yang, a research scientist
at Duke's Center on Global Change who co-authored the study. "While we
applaud China's rapid development in clean energy, we must be cautious
about this simultaneous high-carbon leapfrogging."The nine plants would be capable of churning out more than
37 billion cubic meters of synthetic natural gas annually. For comparison, in 2010, China as a whole produced about 103 billion cubic meters
of natural gas.It doesn't help that the extra 37 billion cubic meters will be a lot harsher on the environment.The nine plants would dump 21 billion metric tons of
carbon dioxide emissions into the environment over a 40-year span. If
the others get approved, that number could rise to 110 billion metric
tons. (To put that in some perspective: China's pumped
7.7 billion metric tons of carbon dioxide emissions in 2012, the highest rate in the world.)If the gas goes toward electricity, "the total lifecycle
greenhouse gas emissions would be 36 percent to 82 percent higher than
pulverized coal-fired power," says
Psy.org. If the gas goes toward filling up vehicles, it will be 100 percent more.The environmental carnage doesn't stop at emissions: The
plants will also gulp more than 200 million metric tons of water a year,
far more than what is needed to produce regular natural gas. They will
also release hydrogen sulfide and mercury, which are potentially toxic
to humans.So why is China, which just announced plans to reduce
pollution, going through with these plans? "The idea is that natural gas
will burn more cleanly in urban power plants and help detoxify the air
in major cities like Beijing,"
says Brad Plummer at The Washington Post.But while that would provide a short-term solution to
urban air pollution, the impact on the environment would be greater in
the long run.
Rehn praises Paris on 'prudent' budget cuts

BRUSSELS - France's budget plans are
“responsible and prudent” Olli Rehn said Wednesday (26 September) in a
sign of rapprochement between the EU and the eurozone's second largest
economy.
Speaking to reporters in Brussels following talks with French finance
minister, Pierre Moscovici, the EU's economic affairs chief praised
what he described as a “huge effort to restore public finances.”However, he warned Paris to keep up plans to reform the country's
labour market and welfare system commenting that the “ambitious reforms
over the last year should be maintained.”The meeting comes a day after Moscovici presented plans to save an
additional €18 billion from next year's budget to the National Assembly
in Paris.
Rehn has had an uneasy relationship with French President Francois Hollande's socialist government.
Last month, the commissioner used an interview in the French media to
warn Paris that raising taxes would “destroy growth and handicap the
creation of jobs."For his part, Hollande has accused the EU executive of attempting to “dictate” policy.The EU executive has also been frustrated by France's failure to
bring down its budget deficit below the 3 percent threshold laid out in
the bloc's stability and growth pact, giving the country a two year
extension to meet the commitment in May.Moscovici conceded that France would run a higher than forecast 4.1
percent this year, falling to 3.6 percent in 2014 and to 3 percent in
2015.Meanwhile, 20 percent of new budget savings in 2014 would come from
tax rises with all savings coming from spending cuts in 2015. The
government would also reform the pension system and cut labour costs to
increase competitiveness, he said.Both men were keen to play down talk of disharmony. RRehn told reporters that the commission's role was merely to make sure that commitments made by governments were respected.
“The new rules are aimed at preventing rather than correcting problems,” he said.Moscovici insisted that there is no tension with Brussels.“I respect very much the position and role of the commission ... this a normal dialogue,” he noted.After over a year of stagnation, the French economy expanded by 0.5
percent in the second quarter of 2013, an encouraging sign that the
eurozone's second largest economy would grow over the course of the
year. However, growth is only expected to be an anemic 0.9 percent in
2014.
Meanwhile, the country's debt to GDP ratio is set to peak at a record
95 percent in 2014 before starting to fall the following year.
